The Bureau of Mines investigated modified sulfur concretes as one part of a program for utilizing sulfur in construction materials. The use of modified sulfur was studied as a means of preventing the stressing action in the concretes caused by the allotropic transformation of sulfur on solidification. Unmodified sulfur concretes have been prepared that have compression, flexural, and tensile strengths equivalent or better than Portland concretes. However, most of these concretes have been vulnerable to deterioration by weathering, temperature fluctuations, and freeze-thaw cycling. The sulfur was modified by reaction with dicyclopentadiene or dipentene before use as an aggregate binder. Sulfur concretes and modified sulfur concretes were pre-pared from acidic and basic type aggregates. Physical properties of the optimum mixtures were determined and compared with each other and with Portland cement concretes. The best results were obtained by reacting sulfur with 5 pct dicyclopentadiene to prepare modified sulfur concretes. Field testing of the concretes are in progress. Present results show that modified sulfur concretes are superior to unmodified sulfur concretes and equal or better than Portland concretes in compressive, flexural, and tensile strengths. Long-term aging characteristics of both modified and unmodified sulfur concretes are being determined.

Volume I of this report described the demonstration of cross-ridge mountaintop coal mining. This document, Volume II, is intended for use as a supporting document to Volume I. This report describes the MATHMINE Mine Simulation System, a modularized software system used to support the demonstration of cross-ridge Mountaintop coal mining. The MATHMINE Mine Simulation System was used to generate mine plans for coal extraction at lowest cost. The functional details, data requirements and output of the software system are detailed here. The computer program was written in FORTRAN. One module which generates resource location data required the use of SAS?.

The compliance sampling method for coal mine dust in the United States has not changed appreciably in the last 30 years. A call for more frequent sampling with immediately available results is leading to new instruments that may supplement or replace the existing sampler. This report discusses two such instruments that provide immediate results of dust levels. The first, called the Respirable Dust Dosimeter (RDD), is designed to supplement the existing U. S. cyclone compliance sampling method. It uses the pressure drop across a filter to provide an inexpensive screening type of measurement. The RDD has been tested in the laboratory and a limited number of coal mines. Side by side testing has compared the RDD performance with personal coal mine samplers in triplicate area sample measurements. Results show that the differential pressure of specific filtration media can be an effective surrogate for respirable mass. Data show that there is a dependence on coal type and an effect of relative humidity. There also appear to be two distinct responses related to coal type. For specific coals the coefficients of determination, R2, are better than 0.9. For general use the detector tube, using laboratory generated calibration curves, can be used to estimate respirable dust levels. However, a calibration to a specific coal type may substantially improve the accuracy. Another sampler in development is called the Personal Dust Monitor (PDM). Designed to give compliance quality accuracy, the PDM uses the frequency change of a vibrating element to measure dust and give immediate feedback of results. Results of laboratory comparison of the prototype PDM sampler to personal gravimetric samplers indicate R2 values of better than 0.99 for three different coal types. Work is in progress to package the components into a person-wearable unit combined with a cap lamp system with a total projected weight of less than 1.4 kg (3 lbs).

This report discusses fire-resistant hydraulic fluid safety from three different directions. First, results of a survey prepared for the Fire Resistant Hydraulics Journal by the staff of the Fluid Power Research Center are analyzed. Second, operational limitations of fire-resistant hydraulic fluids are examined. Finally, laws and standards of various foreign countries are investigated. Three conclusions are derived from a close study of fire-resistant hydraulic fluid safety from these three directions. First, a significant number of experts in the fluid power industry are no in agreement about aspects of fire-resistant hydraulic fluid fire-resistance and toxicity. This indicates a need for more in depth research. Second, the use of fire-resistant hydraulic fluids involves a compromise between the decreased fire hazards and increased toxicity and machine incompatibility problems. Finlly, major foreign governmental agencies have thorough laws and standards concerning fire-resistant hydraulic fluids. These laws and standards may provide a solid framework for further international research into fire-resistant hydraulic fluid safety.

[The Harrington-Hickory mine in the Star raining district, Beaver County, Utah, has produced approximately 20,000 tons of lead-zinc-silver ores since 1910. Production previous to 1910 is not known. The mine is owned by the New Majestic Mining Co. The property was rehabilitated and operated by James D. Williams under a 10-year lease with option to purchase from April 1943 to May 1949, Loans from the Reconstruction Finance Corporation in the aggregate of $41,000 wore used in construction of an access road, rehabilitation of the mine, and purchase of equipment for full-scale operation. The improved, all-weather access road extends from loading ramps on the Union Pacific Railroad at Milord to the urine storage bins 5 miles west o f town. The mine is serviced electrically by a. 5,000-volt line owned by Telluride Power Co. Mine transformers step the voltage down to 440/220/110 for surface and underground service.]

This Bureau of Mines manual for design of surface mine haulage roads covers such aspects of haulage road design as road alinement (both vertical and horizontal), construction materials, cross slope, and drainage provisions. Traffic control and design of proper lane widths to promote safe vehicle movement are included, as are suggested criteria for road and vehicle maintenance and for runaway-vehicle safety provisions. The aim of this publication is to provide those involved with surface mine haulage road design with a complete manual of recommended practices that, if implemented, will promote safer, more efficient haulage routes.

"The interaction of amorphous silica particles with several hydrogen bonding agents (H2O,, C2H,OH, C,H,NO) was investigated by monitoring the changes in the bulk and surface IR vibrational modes of silica using photoacoustic spectroscopy, It is argued that the intensity of the silanol band at 3747 cm-1 provides (an inverse) quantitative measure of the interaction of surface groups, along with the shift in the broad hydroxyl band, the interaction following the order C,H,NO > C2H2OH > H2O.The use of IR spectroscopy to study the adsorption on solid surfaces is well documented in the literature,"" For example, hydroxylation of a clean silica surface results in the formation of the free silanol group Si-OH, with a sharp IR band near 3747 cm-1. Further hydroxylation produces a broad band near 3500 cm-1, which is believed to result from various hydrogen-bonded silanol bands leading to a multilayered surface structure of few nm.3-6 Earlier studies had indicated a relationship between the surface silanol band and various chemical activities of silica such as cytotoxicity,7-9 catalysis,10-12 and others.13 Recent studies from our group14-in which the intensity of the silanol band and cytotoxicity of silica, heat-treated at various temperatures up to 1095°C, were investigated-have provided a strong correlation between cytotoxicity and intensity of the silanol band.Coating of silica by PVPNO (polyvinyl-2-pyridine N-oxide with the empirical formula C7H8N0), a strong hydrogen bonding agent, is known to reduce the cytotoxicity of silica, presumably by chemically blocking the silanol groups from phospholipids.15 This interaction of the hydrogen bonding agents with the silica can be studied by IR spectroscopy, and Knozinger16 and Rouxlet and Semples17 have used transmission IR spectroscopy to study the effect of various chemicals on the surface IR modes of silica. However, one of the major disadvantages of transmission IR spectroscopy is that the sample preparation (grinding and mixing with KBr and pelletizing) usually distorts the surface modes (see, e.g., Ref. 14) and there is always a doubt about the effect of the sample preparation on the measured properties, In recent years, photoacoustic (PA) spectroscopy has become the technique of choice for studying the IR spectra of samples in their natural state, since no sample preparation is necessary.18,19 Moreover, according to a recent paper,20 the relative intensity of the surface modes in PA spectroscopy of silica particles is much higher than that in transmission FT-IR spectroscopy. Consequently PA spectroscopy is ideal for studying the surface chemistry, In this work, we have used PA spectroscopy to investigate the interaction of three hydrogen bonding agents (C7H8NO, C2H5OH, and H20) with the silica surface by monitoring changes in the surface IR modes, Our results show that the surface IR modes get perturbed to a larger extent than the bulk IR modes in interaction with the hydrogen bonding agents, Moreover, whereas in the earlier studies, the shift of the broad silanol band near 3500 cm-1 was used as a measure of the interaction with hydrogen bonding agents,16,17 here we show that the relative decrease in the intensity of the sharp silanol band near 3747 cm-1 also serves as a quantitative parameter for the relative surface coverage and surface modification, Details of this work are given below,The Cab-O-Sil samples of silica used here were obtained from the Cabot Corporation of Tuscola, IL, In our earlier studies,14,20 we have shown these particles to be amorphous and about 0.05 am in size, For coverage of these particles with H20 and C2H50H, the following procedure was employed. "The pollution of streams has received much attention during the last few years, and although there are many other and more serious forms of pollution, the problem of acid mine drainage is important in certain sections of the country, particularly in Pennsylvania. At the request of the United States Public Health Service the Bureau of Mines undertook to determine some of the factors contributing to formation of acid mine waters, the yearly variations in quantity and quality of drainage, effect of mining methods, and various other questions arising in connection with the problem; some attention was also given to its economic phases.In acknowledgment, the writer wishes to thank Dr. R. R. Sayers, Chief surgeon; A. C. Fieldner, chief chemist; and W. P. Yant, supervising chemist, health laboratory section of the Pittsburgh Experiment Station, all of the Bureau of Mines, under whose direction the work was conducted.Because no data of a like nature had previously been determined, and with the thought that such data would throw additional light on the general subject, a stream having a number of mines draining into it was selected for observation in both high-sulphur and low-sulphur bituminous-coal districts, as designated in commercial rating. These mines and streams were visited in both wet and dry seasons to note the quantity and variations in acidity of mine drainage and the subsequent effect on streams. Maps of these streams with the sampling points are shown in Figures 1 and 2. In a report of this nature a great deal of tabular data is best emitted, but reference to the maps will serve to indicate the factors that determined sampling points, such as tributary streams and gobs."

In 1927 Coghill showed that there is considerable liberation of the iron oxide mineral from gangue when the Alabama red iron ores are ground to a size suitable for classification and tabling but that there is not sufficient to make possible a high extraction and a high grade of concentrate. Coghill states: High extraction and 'high grade of concentrate cannot be obtained without grinding to a size comparable with flotation or cyanide practice. If grade of concentrate be sacrificed the grinding need not be so severe. These ores slime readily during grinding, and in most instances the slimes are only slightly higher grade than the original ore. Not only do they carry a considerable percentage of the total iron in the ore, so that to reject them as tailings would result in prohibitively low extraction, but they are too fine to be amenable to ordinary methods of gravity concentration. In 1929 the Bureau of Mines published results showing that certain Alabama oolitic iron ores could be concentrated by classification and tabling after grinding, with rubber-covered rods. This selective grinding produced slimes of much higher grade than the original ore, and they were considered part of the final concentrate.

Many of the fatal accidents in coal mines have resulted from the Explosives used in Use of explosives for breaking down the coal. These accidents have resulted both from the use of explo- sives that were not suitable and from the careless or improper use of suitable explosives. Investigation has shown that one of the commonest causes of dis- astrous explosions in the coal mines in this country has been a blown- out shot of black blasting powder or dynamite. The dangers that attend the use of these explosives were perceived several years ago, and in consequence the attention of powder manufacturers was directed to the production of explosives that would be less liable to ignite inflammable gas or dust. The manufacturers have been so successful in their efforts that it is now possible to obtain explosives which yield much shorter and quicker flames than black blasting powder or dynamite, and hence are much less dangerous to use in fiery or dusty coal mines. of explosives. To find out which of the many grades of short-flame explosives Government tests have the qualities that render an explosive most effective and least dangerous for mining coal, the United States Government established a testing station at Pitts- burgh, Pa., in 1908. This station is now under the charge of the Federal Bureau of Mines. Before the station was opened a state- ment of the requirements that the explosives in question would have to satisfy was drawn up and sent to manufacturers. A number of these sent explosives to be tested, and on May 15, 1909, a list of the explosives that had passed the tests was published. Since that date other brands of explosives have been tested and three more lists have been issued. The latest list, published in Miners' Cir- cular 2, Bureau of Mines, contained the names of no less than 71 explosives that had passed the tests prior to January 1, 1911.

This report analyzes mobile equipment fires for all U.S. surface and underground coal and metal/nonmetal mining categories by state and 2 year time periods during 1990-1999. Risk rate values are derived, and ignition source, methods of fire detection and suppression, and other variables are examined. The data were derived from MSHA mine fire accident publications and verbal communications with mine personnel. The analyses will provide the National Institute for Occupational Safety and Health (NIOSH), the Mine Safety and Health Administration (MSHA), and the mining industry with a better understanding of the hazards associated with mobile equipment fires and will create a basis for future fire research programs.

Unfortunate occurrences resulting in injuries, loss of life, and destruction of property by explosion, fire, and other mishaps during shaft sinking focused the attention of the Bureau of Mines on the need for safety standards For such operations. Information Circular 7810 was published to meet that need. The current revision updates and replaces IC 7810. Several States have some rules and regulations applicable to local conditions, and several Bureau publications (including some now out of print) cover the hazards that may be encountered in shaft sinking. Certain requirements of the Federal Mine Safety Code and Federal Coal Mine Safety Act may be applied, but there are no definite, uniform standards that will guide those desiring to sink a shaft safely and bring about uniform safety inspections.

The charter of this investigation was to identify and promote the application of noise control technology to future longwall mining machinery. Intensive noise and vibration data were acquired on a typical longwall shearing machine, and the highest noise levels were shown to radiate from the cutter drums. Shearing machine cutter drum noise control techniques that take advantage of the nature of the dynamic forces generated during coal cutting were developed. These include both structural redesign and force isolation techniques. A reduced noise cutter drum was developed that achieved a 5 to 6 dBA system noise reduction at the operator's position. Its operational performance was verified by a six-month long in-mine test. It was evident from the data that additional noise reduction could be achieved by treatment of the shearing machine hydraulics. Noise control of secondary sources was also investigated. A method of reducing full or empty stage conveyor noise (and continuous miner conveyor noise) by 5 to 10 dBA was demonstrated through isolation techniques. Underground mine durability testing, however, is yet to be demonstrated.

While the neurological and vascular aspects of Hand-Arm Vibration Syndrome (HAVS) has been generally accepted as a medical condition, the medical criteria and the clinical findings used to establish the diagnosis has been more difficult to bring to consensus. The criteria was first quantified by the Taylor-Palmear scale.1 This criteria was subsequently modified in 1986 at the 1st Stockholm Workshop2,3 to included more acceptance for the neurological effects that characterized the predominate findings in some workers. The relationship between hand-arm vibration and Carpal Tunnel Syndrome was defined in NIOSH 97-1414. While the aforementioned documents have defined the clinical entities associated with hand-arm vibration exposure, agreement on the clinical findings and test to confirm the diagnosis has be been more difficult to bring to consensus. Clinicians assessing HAVS has relied on a number of varied neurological and vascular tests. The neurological testing has focused on assessing damage to the sensory capability of the fingers for the neurological component including tests to measuring ability to sense vibration, cold or other end point finger sensor functions. However, the vascular testing has been traditionally focused on the ability to either measure vascular function or to reproduce the vascular blanching that occurs in HAVS with cold water provocation. Recent assessment of this testing in the United Kingdom Coal Miner’s study has questioned the value of this testing especially in reviews by McGeoch.5 In an attempt to provide some type of definitive testing to substantiate vascular damage from hand-arm vibration exposure, angiography is an alternative or adjunct to cold water provocation testing. The standards that have been established to predict the level, type and incidence of HAVS have been based on clinical studies and reports that have essentially been all male populations. However, the recent entry of women into more vibration intensive jobs has brought about the exposure of some women to high levels of vibration previously only previously experienced by men. However, there have been only few studies that look at HAVS in women6. Although exposed the same vibration levels, it has not been clear that the latency and type of pathology of HAVS in women will be the same as for men. The purpose of this study is to look at recent case studies of men and women exposed to jobs with high levels of hand-arm vibration with extensive clinical testing for both the neurological and vascular components of HAVS as well as other associated upper extremity conditions such as Carpal Tunnel Syndrome.

Researchers at the National Institute for Occupational Safety and Health (NIOSH) are studying methods to prevent workers from being entangled in machinery used at mining operations. An analysis of mining accidents in the United States that resulted in a fatality or permanent disability from 2000 through 2005 showed 438 severe incidents that involved contact with machinery or equipment, an average of 73 per year. Researchers determined that the most common machinery involved in these severe accidents was conveyors. Also, a significant portion of the accidents occurred during machine maintenance and repair. Researchers are focusing on improved methods to prevent unintentional machine startup during maintenance activity and methods to detect workers near moving machine components. One new technology that shows promise for this application is intelligent video. Popular in the surveillance and security industries, these systems use cameras and computerized video analysis techniques to automatically detect the presence of people in preset zones within the camera?s field of view. A preliminary study has been initiated to determine if this technology could reliably detect the presence of workers in hazardous locations near machinery. Possible advantages of the use of this technology include improved detection zone demarcation and improved ability to distinguish between hazardous and non-hazardous proximity, compared to conventional proximity sensor techniques. Initial tests to detect a person near a conveyor system in daylight conditions showed promising results. A description of the technology, test procedures and results, implementation challenges, and future research needs are discussed.

This computer program determines the price per ton of coal needed to obtain a profit of 12 percent discounted cash flow. From a predetermined equipment and manning list, the program calculates all costs and prints seven tables, Including the equipment and manning tables and the discount cash flow table. Forty-four of the input variables may be readily changed to study their effects upon the final price per ton of coal or upon individual cost items. The method is adaptable for any type of mining and with additions, for beneficiation processes. This program was written in Fortran IV for use on the IBM 11302 and with few modifications can be used on other computers.

As part of its goal to minimize requirements for mineral commodities through conservation and substitution, the Bureau of Mines conducted research to develop molybdenum as a potential substitute for superalloys containing the strategic and critical materials, nickel, chromium, and cobalt. Since molybdenum requires protection from oxidation at high temperatures, several complex oxides of the spinel and perovskite structure were investigated to determine which possessed the greatest potential for use as oxidation-barrier coatings. Two spinels (MgCr204 and MgA1204) and five perovskites (BaHfO3, YCrO3, NdCrO3, BaZrO3, and LaCrO3) were selected for testing. Various high-temperature prop¬erties that are important for oxidation-resistant coatings were examined, including diffusion rates of oxygen and molybdenum, recession (vaporization) rates, hardness, erosion resistance, sinterability, reactivity with molybdenum, and ease of application. From the evaluation of high-temperature properties, two spinels (MgCr204 and MgA1204) stand above the other oxides as possible coatings for molybdenum. However, laboratory coatings of MgCr204 at 1,360° C (2,480° F) are equivalent or inferior to currently available MoSi2 coatings; laboratory coatings of MgA1204 may be comparable under limited conditions to currently available MoSi2 coatings at the same temperature.

Springing or chambering of deep drill holes is common practice in some quarries. It involves definite hazards from premature explosion during placing of the springing charges or the final charge due chiefly to heating of the bottom of the holes by the successive exploding of the springing charges or, in some instances, from burning of paper or other material following detonation of the explosives The danger is either unknown or disregarded in many instances by those who place the charges in the holes. Disregard of this hazard probably is, at least in part, responsible for the far too high fatality and injury rate due to charging explosives and premature slots in quarry work. Awareness of the danger' should result in elimination or at least of material decrease in injuries from this cause.

The use of inert gas systems to extinguish mine fires has been the subject of research for some time in the United States. In some European countries, it is an established practice. Tests were conducted with the CMI Inert Gas System (CMI), which is being used by the Polish mining industry. This system utilizes a modified jet aircraft engine and afterburner as a compact source of combustion products with a very low (less than one percent) oxygen content. Water injected into the combustion products stream provides evaporative cooling and forms a mist with a high cooling capacity. The CMI system was used under controlled conditions to extinguish coal pile fires at the U. S. Bureau of Mines Experimental Mine in Bruceton, Pennsylvania. The test results show that the CMI system can be used conveniently to extinguish fires quickly and to maintain an inert atmosphere in the fire zone to prevent re-ignition.

The principal goal of the Oil-Shale Mining Division is to develop the most economical methods and practices for mining oil shale. Experimental work in the mine has not progressed far enough to conduct full-scale breaking tests; therefore, mining season - to October 31, 1945, has been confined largely to problems connected with drilling cost oil shale. Calculations have indicated that commercial production will result in breaking the oil shale; the largest individual turn will be for drilling. This paper is a report on the progress of phase two of drilling research to date; it outlines the development of a successful hard-surfaced rock bit for drilling oil shale.
