The U.S. Bureau of Mines has developed a flame-radiation-powered trigger device to explosively activate suppression barriers to quench gas and coal dust explosions. The major component of the device is a silicon solar panel, which converts radiation from the developing explosion into electrical energy to initiate an electric detonator, which releases an extinguishing agent into the advancing flame front. Solar panels that are rated to produce 20 W of electrical power when exposed to the sunlight are producing about 200 W when exposed to a full-scale dust explosion. The solar panel is electrically isolated from the detonator by a pressure-sensitive switch until the arrival of the precursor pressure pulse, which always precedes a deflagration. This combination of pressure arming and flame-powered photogenerator prevents false barrier activation and requires no external power supply.

Three electrorefining cells were designed to investigate various factors associated with the electrorefining of reject - grade titanium sponge . Operation of the cells provided information on cell design as well as on how design and operating variables affected the quality of the titanium product . A sodium chloride - titanium chloride electrolyte was used , and the electrolyte chambers had capacities ranging from 400 to 3,500 pounds of molten salt . Major factors investigated were electrolyte composition , temperature and useful life , effect of various cathode shapes and materials of construction , methods for removing cathode deposits , effect of current density and cell potential , and the mechanics of deposit growth and crystal morphology . One of the cells was in intermittent operation over a 4 - year period and produced 2 tons of refined titanium . A product with a hardness of 80 or less Bhn (Brinell hardness number ) was consistently and easily obtained . Some metal with a hardness of less than 60 Bhn was produced . In one of the cells in which the electrolyte was held at operating temperature with an internal heater an ac input of 25 kw maintained 3,500 pounds of electrolyte at 850 ° C , but with an external heater 35 kw was required to maintain 400 pounds at 850° C.

A typical quality program plan is presented for explosion-proof (XP) electrical enclosures. The plan is suggested for manufactures of XP enclosures which are to be certified by MSHA for mining use. The plan describes the quality system, organization and implementing mechanisms which are to be applied in the manufacture and delivery of certified XP enclosures. The following report is made through the Bureau of Mines as a result of the work under the cooperative agreement with the State geological survey and the engineering experiment station of the University of Illinois. It deals with the use of permissible explosives in the coal mines of Illinois, and is intended primarily to present to mining men the possibility of assuring safer conditions in mining through the use of these explosives. Twenty coal mines in Illinois were using these relatively safe explosives at the time this report was prepared. Of these, seventeen were in Franklin County, two were in Saline County, and one in Montgomery County. In these various fields experience had shown that although black blasting powder was a useful agent in breaking down the coal at the working face, yet it had given such conclusive evidence of its danger to life and property in causing explosions and mine fires that a substitute was sought and has been found in permissible explosives. Each coal mine in Illinois in which permissible explosives are used was visited and a study made of the problems involved. The report deals briefly with the dangers of black blasting powder now in such common use in coal mining. It discusses the development of permissible explosives and their introduction into Illinois coal mines and points out the characteristic differences between permissible explosives and black blasting powder. The present system of blasting and the most approved methods of using permissible explosives are described. Data are given to show that not only has safety and efficiency in these mines been greatly improved, but that the cost of explosives to the miner per ton of coal has been reduced, and that sizes of coal produced from permissible explosives compare favorably with those previously obtained at the same mines with black blasting powder. The successful use of permissible explosives in these Illinois mines as well as in many other mines throughout the country should aid in their introduction into a larger number of mines and bring about that degree of freedom from explosions and fires which should be attained in mining.

This report on the properties of motor fuels sold through service stations in the United States was made in accordance with a cooperative agreement between the American Petroleum Institute and the Bureau of Mines of the United States Department of the Interior. This paper is a continuation of a series made in cooperation with the Coordinating Fuel Research-(CFR) Committee of the Coordinating Research Council (CRC), Inc. The first of this series of reports presented data on motor gasolines sold during the winter of 1935-36, and succeeding reports described motor gasolines sold during the summers and winters to and including the summer of 1941. 2/ No reports were made on motor gasolines sold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43. the semiannual reports were resumed.

These inspection standard have been prepared for use in the Federal inspection of strip mines producing, bituminous coal, anthracite, and lignite. This circular is a revision of the Safety Code for Strip Mining, which was prepared by the Bureau of Mines and employed as a guide for Federal inspectors. Numerous changes have been made in the original code to keep the in step with improvements in the industry. With continuing changes in mining methods and facilities some of these standards may become inapplicable and further revision may be advisable. Therefore, questions regarding these standards, and suggestions regarding new standards should be brought to the attention of the Bureau of Mines. Few States haves laws pertaining to strip mines, but where such laws do exist it is possible that some of the standards may conflict with them. In cases of conflict, the intent is not to advocate noncompliance with State laws, but to suggest reconsideration of such laws or safety orders.

Statistics For 1956-66 show that mine transportation accidents accounted for 19 percent of fatalities in bituminous coal mines, second only to roof deficiencies as a cause of death. Productivity per man-shift increased from 10.2 tons in 1956 to 18.4 tons in 1966, but the fatalities per million man- hours of exposure also increased from 0.19 to 0.21 during that same period, indicating that transportation hazards still persist. Consequently, the Bureau of Mines reviewed the transportation fatalities that occurred in bituminous coal mines during 1956-66. The data were processed by computer to find what constitute hazardous conditions and unsafe actions as well as to correlate occupation and age of victims, transportation type, and mine production. Environmental factors and equipment defects which create hazards, as well as unsafe actions of personnel, were determined for each type of mine transportation: Track haulage, mobile nonrail haulage, conveyors, hoists, automotive operations, and front -end loaders, and for transfer stations (loading points, slope and shaft bottoms, surface transfers) and railroad yards. Man-trip accidents, a group with a catastrophe potential, also were analyzed. The basic design and operational features of each transportation type were outlined and procedures considered safe in the light of accident experience were suggested. Findings show that unsafe actions of personnel and hazards created by environmental deficiencies or equipment malfunctions contribute equally in causing transportation accidents. Accordingly efforts should be directed toward improving working conditions, equipment maintenance, and education and training of employees. The trend is toward using safer modes of transportation, notably conveyors. More attention should be given to track haulage operation, railroad yards, and nondestructive field testing of materials.

LIABILITY OF RAILROADS, ETC., FOR BURIAL EXPENSES.-When any railroad company, stage or any steamboat, propeller, or other vessel engaged in whole or in part in carrying passengers for hire, brings the dead body of any person into this State, or any person dies upon any railroad car or in such stage, steamboat, propeller or other vessel in this State, or any person is killed by cars, or machinery of any railroad company or by accident thereto or by accident to or upon any such stage, steamboat, propeller, or other vessel, or by accident to or in or about any mine, mill or manufactory,* the company or person owning or operating such cars, inachinery, stage, steamboat, propeller, or other vessel, mine, mill or manufactory shall be liable to pay the expenses of the coroner's inquest upon and burial of the deceased and the same may be recovered in the name of the County in any court of competent Jurisdiction. NOTE--The original Act of February 15, 1855 (Laws 1855, p. 170), makes no reference to the dead bodies of persons killed" by accident to, in or about any mine."

All technical facilities of the Bureau of Mines have been geared for more efficient use and conservation of mining equipment, developing plans for safety, improving the quality of coal through better methods of preparation, studying the problems of coal storage and utilization, and extending the uses of coal5/ for the war and postwar economy. The Bureau is now analyzing all of the coal purchased by the Army and much of that required by the Navy. Work on boiler feed water was doubled over last year to meet the increased demand made by the War Department for protecting vital boiler plants in many new camps and defense plants. Progress has been made in safely storing coal to reduce dangers of spontaneous ignition to a minimum and to preserve coking power. Mixtures of oil and coal to be used as a substitute fuel have been investigated. Limestone, including dolomite, is the most widely used of all rocks - nearly 300 million tons annually in the United States alone. It occurs in some form in every State and is produced in thousands of localities. Because of its attractiveness, substantiality, and durability it is employed extensively as a building stone. In crushed and broken form it is used for concrete aggregate and railroad ballast and in highway construction, metallurgy, agriculture, and a host of chemical and industrial processes. This paper proposes to furnish general information on the origin and occurrence of limestone and dolomite, chief production centers, major uses, and methods of quarrying and preparing stone for market. This report gins the results of a study conducted hy the Ilnreau of Mines for the purpose of informing the petroleum industry on the recent progress in the de,·elopment nncl application of the absorption process for recO\·ering gasoline from natural gas. The work has been undertaken entirely with regard to plant practice and for the purpose of describing the features and the operation of units of the plants now in use, the improvements that have been made, and the reasons for any ehanges eontemplated by the engineers in eharge· of the plants studied. Throughout the United States the impro,·ements in the absorption process that are under consideration by engineers not only widen practice so as to include gases at all pressures and percentages of gasoline content, but seem to be dewloping definite standards as to dimensions of towers, l"elocities of flow, saturation of oi~ areas of eooling surfaces, and quantities of menstruum to be circulated. Although perfect practice has by no means been attained, the writer belie,·es thnt a description of the current practice at ,·arious plants, including those ob,'iously more efficient features that each plant hns <le\"eloped and uses at one or another stage of treatment, will intere;; t and possibly help all persons operating or designing absorption plants.

A general discussion of the structure of the junk automobile recycling system shows that the generation of stripped automobile hulks and scrapped automobiles is price inelastic. As a result, it is extremely difficult for the price mechanism to automatically achieve an equilibrium that will prevent the accumulation of excessive automobile wrecker inventories and vehicle abandonment by the last owners of scrapped cars. The new shredder processing technology and the new portable flattener technology have altered the structure of the junk automobile recycling system. The shredder technology has increased the demand for processed automobile scrap. This increased demand is reflected in higher prices paid for hulks by scrap processors. The portable flattener has reduced the transportation cost of shipping hulks to processors. The two new technologies have eliminated, at least potentially, the net cost of shipping stripped hulks so frequently incurred by wreckers in the past. The elimination of this cost eliminates the economic incentive for excessive wrecker inventories. Unfortunately, the incentive for last owners to abandon their cars does not appear to have been eliminated by the new technologies. The last owner of an automobile with no spare parts value is still likely to incur a cost by delivering his automobile to the recycling system. Although a subsidy payment is probably unnecessary to reduce excessive wrecker inventories, such a payment might be one solution to the problem of automobile abandonment. However, there are a wide variety of subsidy programs that could be introduced. Before any Federal subsidy program is introduced to reduce automobile abandonment, it is recommended that the program be tested on a limited basis in many different parts of the country.

The measurement of various gas concentrations in the atmosphere at a particular location has become a problem of considerable importance. Levels that need to be monitored vary from the range of percent for constituents such as oxygen to parts per million levels for gases like nitrogen dioxide. In particular, mine air can become contaminated with noxious or toxic gases from several sources: fires within the mine, diesel-powered equipment, and explosive sources. The contaminants that result are carbon monoxide (CO), carbon dioxide (CO2), and oxides of nitrogen (NO and NO2). Additionally, oxygen (O2) may be depleted. Thus, the workman can be exposed to potentially toxic or asphyxiating atmospheres. A device was needed that will continuously monitor the mine air in working areas and provide warning of hazardous atmospheres. The Mine Air Monitor was conceived as being a portable, rugged instrument capable of measuring the concentration of the various atmospheric constituents in the mine environment. The unit was to provide both warning signals and quantitative measurements when hazardous contaminants existed at too high a level, or when the oxygen was being depleted. The initial concept involved optical sensors for all of the contaminating gases to be measured, namely CO, CO2, CH4, and NO2, and an electrochemical cell to monitor O2. When the explosion proof requirements of Schedule 2-G made the concept appear to be unfeasible from the standpoint of weight and portability, the program was redirected and a three channel monitor employing electrochemical sensors was adopted. In this case the gases to be monitored were O2, CO and NO2. The remainder of the program was oriented towards obtaining good, commercially available lectrochemical sensors for the above gases, testing them, reducing deficiencies noted during these tests, and making the necessary modifications to integrate the three sensors into a Mine Air Monitor suitable for the mine environment.

Graphite is an essential war mineral and for that reason has received much attention from the standpoint of national defense. During the World War the situation with respect to graphite supplies, though it never became acute, caused considerable concern. Even in peace time, however, graphite has aroused more interest than the actual size of the industry seems to warrant. Despite this wide interest the facts of the industry do not seem to be generally known. Often there has been an almost total disregard of the essential&apos; economic and technical problems involved. Long ago Bastin3 made the following statement; in a Government&apos; report: "To-day there are more abandoned mines and mills in the United States than the number in operation * * *. In the number of times&apos; some of these properties have changed hands in the course of a few years, there is a record of misrepresentation and disappointment that can hardly be equaled in any other branch of mining; and many properties have been notoriously associated with stock manipulation of doubtful character." According to one authority fully 600 graphite mines have failed in the United States, and the record shows that of all these properties scarcely a score have ever succeeded in operating for as much as a year or two. More than 40 mines have been worked at various times in the State of New York alone and at least that many in Alabama. Throughout the country, in fact, there are scarcely a dozen States in which efforts have not been made at some time to exploit graphite deposits. At the present time the list of mines that can be classed as at all active is reduced to less than ten. Failures inevitably occur in all lands of mining, but the disheartening feature of the record of graphite mining in this country is that so few ventures have even paid back the money put into them and. that none has been a conspicuous success.

The Bureau of Mines developed a method to melt and cast specimens of hafnium- carbon alloy and studied their properties . A rotating - ladle vacuum or inert atmosphere arc furnace was designed , special electrodes and molds were developed , and operating procedures were worked out for casting small shapes . The cast specimens were evaluated according to their carbon content for melting point , density , microhardness , electrical resistivity , and oxidation resistance . Lattice dimensions were determined , and metallographic specimens were prepared . Photomicrographs were taken of specimens containing 2.72 , 5.50 , 6.47 , 9.97 , 12.8 , and 15.7 weight - percent carbon , and their grain structures were compared .

The rapid increase in the mmber of automobiles during the last 25 years has resulted in the insistent and growing demand for better roads of more permanent construction. Some form of State license for the operation of automobiles has been in effect almost from the time of the first "self-propelled" vehicle, and some part of the revenue derived from the sale of these licenses has been applied to the maintenance and construction of roads. However, to obtain funds with which to build their present highway systems, the individual States have resorted to the taxation of gasoline. The first State to adopt a gasoline tax was Oregon, the law becoming effective February 25, 1919. By 1928, all of the States except two had levied taxes on gasoline at rates varying from 2 to 5 cents per gallon. New York and Massachusetts passed gasoline tax laws which became effective in 1929. Regulations governing the quality and the methods of handling gasoline and other petroleum products sold in the States have also been adopted by 29 States; many of these laws antedate the adoption of a gasoline tax. The variations in motor fuel speci- fications and methods of test have been pronounced in the several States. The Bureau of Mines, in making certain technical studies of the rasolines marketed throughout the United States, the results of which are reported in its semiannual motor gasoline surveys and other reports, has had occasion to obtain and compile all of the present (April 1, 1931) tax and pection laws of the several States which relate to motor fuel and other petroleum products. To facilitate the use of this material and to obviate the need in most cases of reading the complete text of the laws as published by the States, the pertinent information was arranged in tabular form for cly reference. 3 Although digests of States gasoline tax laws' are available and copies of the complete laws can be obtained from the State agancies in charge of the enforcement of gasoline tax and inspection laws, it is believed that

The coal-mining districts of Washington are mainly situated west of the Cascade Mountains. The eastern boundaries of Whatcom, Skagit, Snohomish, King, Pierce, and Lewis Counties, shown in Figure 1, form the backbone of the mountain range. The mines are on the foothills of the slope and extend to the shores of Puget Sound in the central and northern portions. The subbituminous fields of Lewis, Thurston, and Cowlitz Counties extend into the valleys west of the mountains. The Roslyn field, a small but important area, Lies on the eastern slope of the Cascade Range. If western Washington is divided into three areas from north to south the bituminous coal fields and most of the active mining operations will be found largely in the central area. In the southern portion there are large areas of subbituminous coals of varying quality extending from Centralia to the Columbia River. In the northern portion, mining is at present practically restricted to one mine which is working a subbituminous bed near the city of Bellingham.

MERCURY, also widely known as quicksilver, ranks tenth in quantity in world output of nonferrous metals. However, its unusual and desirable combination of properties- liquid liquidity at ordinary temperatures, high density, uniform volume expansion, electrical conductivity, ability to alloy readily, high surface tension, chemical stability, and toxicity of its compounds -gives mercury an industrial and military importance out of proportion to the small physical size of the production industry. Although mercury has been known and used for over 20 centuries, until the 16th century consumption was small and chiefly in medicine. Since then mercury&apos;s applications have paralleled scientific advancements, kind current principal uses of mercury are in electrical apparatus, industrial and control instruments, agriculture, pharmaceuticals, and the electrolytic prepa¬ration of chlorine and caustic soda. Other materials may be substituted for mercury in come applications; yet, for those uses that require mercury&apos;s unusual combination of physical and chemical properties, there is no ideal substitute.

This paper describes mining and milling practices at the San Xavier mine of the Eagle- Picher Mining & Smelting Co. in Pima County , Ariz . It is one of a series being prepared by the Bureau of Mines on mining methods in various mining districts of the United States . The mine and the mine surface buildings are situated in sec . 11 , T. 17 S. , R. 12 E. , in the Sierrita Mountains in Pima County , 20 miles south by southwest from Tucson via the San Xavier Mission and Twin Buttes road ( fig . 1). A well-maintained dirt road continues southward toward Twin Buttes for 4 miles and then branches off northeasterly for 5-1/2 miles to Sahuarita , where the concentrator of the Eagle - Picher Mining & Smelting Co. is situated on the west slope of the Santa Cruz River Valley . Tho mill is connected by a railroad branch to the main line of the Southorn Pacific Railroad between Tucson and Nogales . It is generally assumed that the San Xavier silver - lead deposits became known to the Jesuits and Spaniards in the early part of the eighteenth century . However , no extensive mining operations were conducted by the Jesuits in what is now Arizona before the middle of the eighteenth century . The completion of the Southern Pacific Railroad from Los Angeles to El Paso in 1881 marked the beginning of intense activity in mining throughout the southern part of the State . The San Xavier mine produced 6,000,000 pounds of lead , considerable zinc ( exact figures not available ) and $200,000 in silver from 1897 to 1918 . The Eagle- Picher Mining & Smolting Co. re- opened the San Xavier mine in 1943 and built a 175-ton concentrator at Sahuarita . The capacity of the plant was increased in 1944 to 500 tons in order to take in custom ore . The surface rocks at the San Xavier mine are , in great part , of sedimentary origin . Limestones of various ages comprise most of the exposed sedimentaries , some quartzites and shales also being present . The sedimentaries rest upon coarse - textured , intrusive , igneous rocks comprised mainly of granite and granodiorite . The San Xavier deposit is composed of galena , sphalerite , chalcopyrite , and pyrite . Generally the individual ore bodies are small , discontinuous , and occur as irregularly spaced shoots or lenses . The present mine workings extend horizontally a distance of 2,700 feet and vertically 900 feet . Owing to ground weight, all mine openings are timbered on the levels and all stopes are square- setted and waste -filled .
