This study was made to show the growth of petroleum coking and to deter- mine trends and characteristics of marketing and utilization of coke on the West Coast, comparing these data with those of the United States as a whole. An earlier Bureau of Mines economic survey of petroleum coke was made in 1930 before the widespread use of coking processes. Data, derived from published and unpublished literature as well as from interviews with industry representatives, show a marked increase in the production of petroleum coke since the end of World War II. This increase resulted from the need of refiners to upgrade heavy residuums for which the demand was diminishing. Increasing coke production as well as significant market shifts away from California-produced coke have created excessive stocks of petroleum coke on the West Coast. The causes of these market shifts were based mainly on (1) economic factors and (2) certain undesirable qualities of some of the petroleum coke produced in California.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions3 issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor; if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

The purpose of the development described in this report and as stated in the contract work statement is to "design, develop, fabricate, test and demonstrate, and deliver to the government permissible low cost cylindrical stress gauges and associated components capable of measuring change of stress as a function of time in underground coal mines. The cylindrical stress gauges shall be suitable for installation in bore holes". The technique adopted for measuring rock stress changes is to preload a steel cylinder diametrically across the sides of a 1-1/2 in diameter bore hole and detect deformation of the cylinder from stress changes in the rock, by means of a vibrating wire transducer. By calibration, changes in the period (time for one wire oscillation at the natural frequency) of a high tensioned wire stretched diametrically across the cylinder in the direction of load application are related to stress changes in the rock. To completely evaluate the stress field change in the plane of the bore hole, three gauges set at an angle to each other are required.

Data recently released indicate substantial improvement in mineral industry performance for 1984. Business plans to increase plant and equipment spending in 1984 by 14.8 percent, according to a recent survey conducted by the Commerce Department's Bureau of Economic Analysis (table 1). In contrast, capital spending by all industries declined 4.8 percent in 1983 and 2.3 percent in 1982. The latest estimate of planned expenditures for 1984 is $2.2 billion higher than the comparable estimate based on the survey conducted in late January and February 1984.1/ [ ] Of particular significance to the U.S. mineral industries are the 15.5-percent increase in capital spending planned by manufacturing in 1984 and the planned 18.6-percent increase in spending by durable goods manufacturing, where the largest increases are planned in the transportation equipment (26.4 percent) and electrical machinery sectors (23.5 percent). Capital expenditures in manufacturing declined in both 1982 and 1983.

"The aggressive industrialization of America, the development of powered tools which generated massive amounts of respirable-sized dust particles, a latency period which may mask the relationship between exposure and development of disease, inadequate (or perhaps even careless) understanding of the relationship between dust exposure and disease, and respiratory protection which has later proven to be inadequate have resulted in a series of epidemics of silicosis which have caused the premature death of many workers.1-11 Emphasis on the regulatory control of dust levels in the workplace has greatly reduced the development of pneumoconiosis in the United States and in other developed as well as underdeveloped countries, yet the prevention of silicosis or coal workers' pneumoconiosis has not come close to being accomplished. Despite the public health perspective that pneumoconiosis arc totally preventable illnesses, there appears to be little evidence that this is the case.Cases of pneumoconiosis continue despite aggressive enforcement policies by regulatory agencies, attempts at dissemination of very readable materials aimed at workers and management 12.13 and respiratory dust exposure standards which are in place and appear, for the most part, protectivc.14- 16 It is more than frustrating for all parties associated with advocating workers' health to see reports of workers with aggressive silicosis. On another level, both the physician and the affected worker are helpless when a diagnosis of silicosis or coal workers' pneumoconiosis is made. Both realize that there is no proven way to affect the natural history of these progressive inflammatory and fibrotic processes. Neither is there any ""compassionate use"" therapy. What must be developed, at the very least, is a ""salvage therapy"" which has the potential to reverse, or at least dramatically lessen, the aggressive natural history of silicosis which develops over relatively short time periods. Because of the aggressive nature of silicosis (compared to coal workers' pneumoconiosis) attempting to develop a therapy for this illness should be a priority."

This Kaiser Engineers report on the feasibility of surface mining on the North Slope of Alaska has considered the quantity and quality of the North Slope deposits with attention paid to the economic, technical, and environmental constraints of the mining systems suggested for the three candidate minesites at Kukpowruk River, Elusive Creek, and Kuk River. Site selection, based on coal rank and quality as well as seam thickness and geometry, also considered demonstrated and hypothetical reserves relative to three mining systems (dragline, shovel, dragline and shovel), mining equipment requirements, infrastructure, and transportation relative to the Arctic environment and costed for potential markets. Throughout the report the delicate permafrost environment has received particular consideration. Recommendations based on the technical, economic, and environmental feasibility of mining the coal deposits of Northern Alaska by surface mining techniques have resulted in two conclusions: 1. The coal deposits can be mined with currently available technology; 2. It is uneconomic to mine these coals given current coal resource estimates, costs, and market conditions. Immediately following the capitulation of Germany in World War II, the German State was occupied by various allied forces, who supervised all indus- trial activities in the area. Coal production is vital to the industrial life of Germany, and most of the coal is mined in the American- and British- occupied zones of western Germany. The British-occupied zones include the Aachen and Ruhr districts, from which approximately 90 percent of the coal is obtained. Figure 1 is a map of the Ruhr district. Because of the magni- tude of the task of insuring an adequate supply of coal and the necessity for united action, it was deemed best to reorganize the coal-producing facilities in the British zone undor the joint supervision of American and British authorities. As a result, the UK/US Coal Control Group was established accord- ing to the organization plan indicated in figure 2. Headquarters for the group was established at Essen, in Villa Huegol, the prewar home of the Krupp family (fig. 3). One of the many problems recognized immediately by the UK/US Coal Control Group was the necessity of preventing disasters and reducing accidents to work- men in mines undor military-governmont control. Consequently, the United States Bureau of Mines was requested to furnish the services of qualified men to search for the hazards incident to coal mining and to prepare comprehensive reports on the results of their investigations. The authors, who wore selected for this task, spont about a year in Germany and visited all except a few of the smaller mince. Whereas their principal purpose was to investi- gate safety conditions, somo of the operating conditions and practices also wore studied. The results of the studies and investigations are embodied in this circular with the hope that some useful information will be disseminated to the mining industry of the United States, including supervisory officials, safety directors, engineers, and mine workmon.

The Bureau of Mines has developed a unique new mine design procedure to determine the changing static load distributions imposed on under-ground support structures during the mining cycle. The procedure reduces the complexities associated with analyzing a three-dimensional problem. A combination of the multiple-seam displacement-discontinuity model and a two-dimensional finite-element window model produces refined results for a specific area of interest by assuming displacement compat-ibility between models. Input to the procedure includes the geometry of mined-out areas in up to two adjacent seams, the rock mass characteris-tics of the surrounding geology, the in situ stress conditions, and the mining sequence. The displacement-discontinuity program calculates ex-pected loadings for mine structures affected by the mining cycle and/or by overlying or underlying seams. Pseudoelastic finite-element analysis using a yield-factor approach determines the stability of coal pillars by simulating the degree and extent of nrogressive rib failure and sub-sequent load transfer. Application of the procedure is demonstrated on a field problem. In-duced stress changes predicted from the numerical model analysis are in reasonably good agreement with stress measurements obtained from an instrumented chain pillar affected by remnant workings in an upper seam.

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. The U.S. economy and, consequently, the demand for minerals grew at more moderate rates in 1995 compared with stronger performances the previous year. Demand for metals such as steel and copper was relatively stable. For example, the decline in steel consumed in motor vehicle manufacturing (reflecting lower vehicle sales) for the first half of 1995 was offset by an increase in steel consumed in construction during the same period. More detailed information on events, trends, and issues in the mineral and material sector Is presented below and in the commodity sections that follow. Overall Performance The value of processed materials of mineral origin produced in the United States during 1995 was estimated to be $395 billion, an increase of almost 10% compared with 1994. The estimated value of U.S. raw nonfuel minerals production in 1995 was $38 billion, about 7% more than in 1994. The value of U.S. minerals production has increased in 30 of the last 35 years.

This bulletin abstracts and reviews essential details of reports on 59 fires in different coal mines in the United States, describes the circumstances of origin and the methods of controlling or extinguishing the fires, and points out the lessons taught. all, the fires caused great damage to property and killed nearly 400 men. The data have been compiled from the records of the Bureau of Mines, which cover most of the major mine accidents in the United States since 1.908. The names of the mines concerned and of the persons connected with the management of those mines have been omitted in accordance with the usual policy of the bureau. The bureau hopes that this bulletin will be of service to all persons interested in lessening the fire hazard at coal mines and to all who may be called on to fight a mine fire.

Improved practice resulting from recent changes in the method of supplying compressed air and in pneumatic drilling equipment used in secondary drilling and in development work at the Morenci mine of the Phelps Dodge Corp., has resulted in improved safety conditions, as well as in a reduced cost per foot of drilling. A large stationary compressor installed outside the mining area and the compressed-air pipelines in the mine were replaced by portable compressor units. A self-propelled, self-contained drilling unit was obtained for drilling large footages where short moves were involved. Large wagon-drill units were replaced by faster and lighter drill machines and conventional bits by carbide insert bits. The safe practices employed in air drilling and in the related blasting and scaling operations have contributed to an excellent safety record at this mine. The complete sets of instructions listed in the company codes of safe practice aid materially in training employees.

Analyses have been performed on geotechnical properties of copper, uranium and phosphate (gypsum) tailings materials, with the intent of identifying typical measures of variability within and among sites, and of characterizing such variability for use in reliability modeling of tailings embankments. In all, data from approximately 41 sites were analysed. Fairly consistent results were obtained for within site variabilities. However no one probabilistic model was found to be applicable to all sites. The distributional forms for most of the data sets are regular, and tend toward Normality when spatial trends are removed. At many of the sites sufficient in situ data were available to allow estimates of vertical autocorrelation distances and measurement noise. Available data indicate that variability in pore pressures may have a more important effect than strength property variation. A major problem in interpreting available strength property data results from the unknown drainage conditions during testing.

Two potential modified in situ methods are described for recovering the 68% "unrecoverable" hydrocarbons in oil reservoirs. For the 300 billion barrels of conventional light crude a Drip Drainage system is suggested by mining underneath a reservoir and producing from below by controlled gravity flow. For the 200 billion barrels of heavy or viscous oil and tar sands deposits a Flip Flop process is described using surface flooding with hot water saturated with surfactant and weighting additives. Mining engineering description of shafts and tunnels required are included as is discussion of the tunnel proximity to a reservoir. Petroleum engineering flow equations to describe production rates and candidate reserve areas of the U.S. are described. DCF economics are provided to indicate that current oil prices may be sufficient to commercially develop these recovery methods.

This report describes the results of a 2-year investigation of extensible face ventilation techniques and systems for use at the working face in underground coal mines. The goal was to provide a safe and convenient method of maintaining the extensible system within 10 feet of the face, thereby ensuring good ventilation. A summary of approximately 20 extensible ventilation systems proposed or tried in the past is included for reference, together with a detailed description of the design, construction, and underground testing of a new extensible brattice panel and a new fiberglass duct system. The extensible brattice system utilized a special panel which could be pushed forward as the miner advanced. Brief testing in three mines revealed some conflict with the mining cycle and led to recommendations for two improved designs. The extensible duct system was designed for a Goodman borer and utilized a telescoping tube on the left side of the roof, so that it could be extended without interfering with the miner operator. For mine sections with right-hand return ventilation, a special flat tube section is used to cross over the entry. Underground testing showed substantial improvement in face ventilation without interfering with production.

The pegmatite investigations at the Rapid City, S. Dak., Experiment Station during; the pact 3 years have been primarily a study of recovering beryl from nonlithium-bearing pegmatite rock by continuous-testing methods. Beryl concentrates containing 25 to 88 percent beryl were produced from rock that ranged in beryl content from 0.1 to 2.5 percent. The beryl recovery ranged upward from 70 percent but averaged better than 80 percent. Although promising results have been obtained with flotation methods for upgrading these concentrates to standard specifications, additional work is needed to improve and simplify the procedure. In addition, it was demonstrated that several potentially useful coproducts could also be recovered from pegmatite rock. The principal coproducts were mica, feldspar, and quartz. A heavy-mineral product also was made from pegmatites containing tin, tantalum, and columbium. The recovery if these minerals in products meeting the specifications of the commercial users has been reserved for future study. The investigations also included studies on extraction of beryllium from both high-grade beryl and flotation concentrates of medium beryllium content. The procedure investigated consisted of sintering beryl or beryl flotation concentrates with limestone, acid curing the resulting sinter with sulfuric acid to dissolve the beryllium, and water leaching to extract the beryllium. Over 90 percent of the beryllium was extracted by this procedure. Most of the optimum conditions and quantities of reagents were determined for dissolving the beryllium. As aluminum and iron also were taken into solution by the acid, further research is needed on methods of recovering high-grade beryllium salts from the solutions containing these elements.

Accidental explosions in coal mines are due to various causes, but many of them can be directly attributed to coal dust; others that probably in no way depend on dust as a primary cause are propagated, greatly intensified, and made more disastrous by the presence of coal dust. The fact that coal dust in a bituminous mine will explode as a result of a fire-damp explosion has been generally accepted for many years, but the belief has also been held by many that coal dust is not in itself dangerous when unmixed with an explosive gas. Therefore, in past years little attention was given to dust in mines free from fire damp, and many disastrous explosions have resulted from lack of knowledge of the danger from coal dust. In the explosives gallery and experimental mine of the Bureau of Mines experiment station, Pittsburgh, Pa., it has been proved repeatedly and conclusively that coal dust will explode violently when no inflammable gas is present. PROPAGATION OF DUST EXPLOSIONS A coal-dust explosion is an extremely rapid burning or combustion of the coal particles. Their burning consists essentially of the combination of the hydrocarbons in the coal with the oxygen of the air, a process that generates heat and flame and produces hot gases and water vapor. These gases and vapors have a volume many times that of the original coal particles; thus they exert an outward motion and pressure which constitute the explosive wave. When fine particles of coal are suspended in the air, each particle is surrounded by the oxygen of the air, and thus is well placed to oxidize or burn rapidly whenever the temperature is high enough. If some particles are ignited from any cause they will fire others, and the combustion will extend from particle to particle with extreme rapidity wherever enough coal dust of sufficient purity is present.

The objective of the project descibed in this report was to design and field test a model health and safety program at a coal mining company and a gold mining company. The model program was implemented primarily by providing training on loss control, accident investigation, and the operation of mobile equipment; and by providing technical assistance to help solve health and safety problems. Data were obtained from company records on occupational injuries, illnesses, accidents, and "near misses"; and through direct observation of employees performing a large number of randomly selected jobs. At the coal mine, employees were observed five times over a 15-month period. At the gold mine, employees were observed six times over a 16-month period. During the study, the percentage of sampled jobs containing one or more safety deficiencies decreased from 74.3 pct to 36.6 pct at the coal mine and from 86.4 pct to 19.1 pct at the gold mine. Work on this project was performed by Woodward Associates, Inc., under a Bureau of Mines contract.

The technology of clay and the manufacture of ceramic products therefrom, and also the clay resources of most of the individual States, are already covered by a voluminous literature. The present resume touches these matters only briefly; its purpose is essentially to bring together in small compass certain of the elementary factors affecting the potential commercial value of a clay deposit. In its preparation the author made extensive use of the annual chapters on Clay in Mineral Resources of the United States and in the two annual issues of the Minerals. Yearbook that succeeded them. For careful review and constructive criticism of the manuscript, the author is indebted to Hewitt Wilson. GENERAL DESCRIPTION The term ?clay? includes a great variety of substances that may differ widely in chemical mineralogical and physical properties. No two clays are exactly alike. All of them however, have the prominent characteristic of becoming more or less plastic when wet. Nearly all of the useful clays can be molded into articles, will hold their shape while being dried, and can be converted into a hard, rocklike substance by heat. Clay may, and in fact usually does, consist of a number of minerals among the commonest of which are kaolinite, quartz, feldspar, iron oxides, mica, bauxite, calcite, and manganese oxides. Organic matter is often present. Pure kaolinite, which has the formula A1203. 2 SiO2. 2H2O, is ordinarily, considered to be the parent "clay substance," butt most clays contain other hydrated mixtures of alumina and silica (aluminosilicic acids) along with indefinite amounts of sand and other nonessential minerals3/ Even, this so-called inert matter affects the plasticity, drying shrinkage, ease of drying, and final density, and at high temperatures may react chemically with the clay substance.

The development and status of technology for producing titanium from U.S. resource materials are summarized in this Bureau of Mines report. Commercially feasible processes and investigations of alternative procedures are reviewed in order to identify techniques that could make existing operations more effective or areas in which future research may lead to the development of new production methods. Procedures are described for producing concentrated titanium dioxide from starting materials such as sands, massive deposits, and mineral processing residues containing rutile, ilmenite, and perovskite; producing and purifying titanium tetrachloride from concentrated rutile, ilmenite, and titaniferous slags; reduction of titanium tetrachloride to titanium sponge metal using metallic magnesium or sodium; purifying and consolidating titanium sponge and scrap by arc melting or induction melting techniques; purifying sponge, scrap, and alloys by molten salt electrorefining; and electrowinning titanium from chloride salts.
