Mine ventilation can be broadly defined as the branch of mining engineering primarily concerned with the controlled flow of air through mine airways to maintain an acceptable atmospheric environment wherever men work or travel underground. Martinson (1976) has defined three elements of mine ventilation, 1) an engineering element concerned with establishing quality control (removal of dust and gases), quantity control (regula¬tion of air direction and magnitude) and climatic conditioning (temperature-humidity control), 2) a biological element in which an understanding of biological response is used in assessing the mine environment, and 3) a philosophical element requiring judgements as to the degree of risk or worker discomfort that is socially acceptable. Most texts on ventilation, such as Hartman (1961), limit themselves to a discussion of the engineering element. Although also limiting his text to engineering control, Weeks (1928) thoughtfully addresses the other elements in the preface of his book where he states: "Life is brief and happiness elusive under the best of conditions; so beside the commercial aspect must be placed the humanitarian. Is it not reasonable that the operator should give his men a chance to spend their working hours in a comfortable environment, with the danger of sudden death or disability reduced as much as possible?" The statutory requirements of ventilation are, in most countries, established on the basis of biological response as determined by basic research or are dictated by social awareness, often touched off by major disasters, resulting in demands on regulatory bodies for more stringent requirements. MORE THAN 30 MILLION EMPLOYEES each year are exposed to hazardous occupational noise, and approximately one-third of them develop permanent hearing loss (NSC, 2000). Possible explanations for the latter statistic include worker regard for noise as a mere nuisance rather than as an occupational safety and health hazard, and consequent neglect of established protective measures (e.g., hearing protection); lack of knowledge concerning noise; improper use of hearing protection; worker indifference; and inadequate training (Bauer & Babich, 2004). Many drill rigs generate high sound levels, which vary according to the type of machine, its location with respect to the physical surroundings, and the location of the sound measured around the rig. A NIOSH study measured noise output from several types of drill rigs during field investigations (Ingram & Matetic, 2003). Two types of data were recorded the actual noise generated by the drill rig at various positions around the rig and the noise to which the drill operator was exposed during the drilling cycle. For the latter, sound level measurements up to 120 dBA were recorded while hammering casing (metal on metal) in drilling a water well (Photo 1). Several types of administrative controls exist to address worker exposure to loud drill rig noise. Rotating duties to decrease exposure time and posting warning signs in high-noise work areas are two such controls. Another is the use of hearing protection. Worker use of hearing protection has been disappointing, however. One study by the University of Michigan found that construction workers used earplugs and earmuffs only between 36% and 61% of the time that they were necessary (Lusk & Kerr, 1998). In a 2001 study, OSHA reported a relatively low rate of 30.4% for use of earplugs among construction workers (Walker, 2001). Why are rates for hearing protection use so low? One explanation may be workers' lack of concern for noise in the workplace. They expect workplace noise to be a loud and in¬ evitable nuisance and, therefore, accept it as part of the job. As a result, they disregard proven measures that can protect their hearing. Other workers may use hearing protection, but do so improperly. They may misguidedly remain in high-noise areas for extended periods thinking they are protected when in fact they are not. Other reasons for low use and/or misuse of hearing protection include poor education, lack of awareness and inadequate training (Nash, 2003). To address the training issue, NIOSH developed two exercises from which drillers can learn about noise, hearing loss and hearing protection. The first is an invisible ink exercise, titled "Drill Rig Incident" (DRI) (Photo 2); the second is a 3-D slide reel training aid, "Wearing Hearing Protection Properly" (WHPP) (Photo 3). The Bureau of Mines, through a cooperative agreement with Duquesne Light Co. of Pennsylvania, field tested a method of using pneumatic stowing of crushed limestone to construct seals in long-abandoned mine openings that were part of an active mine closed shortly before sealing. A total of 13 openings at 11 sites were backfilled. In pneumatic stowing, material is conveyed through a pipeline and into the mine opening under low air pressure. The stowing equipment consists of a power sup-ply, a blower, a feeder to inject material into the pipeline, and a nozzle for directing the placement. Material is ejected from the nozzle at high velocity, creating a high-compaction fill upon impact. The fill material used was well-graded limestone aggregate up to 1-1/2 inches in diameter, with sufficient fines. This fill was modified at five locations by the addition of portland cement, expansive cement, and/or bentonite. The pneumatic stowing method is safer and faster than conventional methods, is cost competitive, and eliminates or reduces the exposure of workers to possible hazards since the nozzle can be kept outside the mine opening. The equipment is mobile, but some modifications in the technique would improve performance. The technique was used at remote locations where other methods could not be used without disturbing the environment.

An award is a form of recognition given for superior performance in a special field of endeavor. Each year awards are given by the Joseph A. Holmes Safety Association and the National Safety Council to the coal-mining industry's underground and open-pit mines that have worked a specific number of man-hours without a lost-time injury. These awards have a dual significance in that they prove efficiency can be attained without injury to persons. Safety awards do not result from luck or good fortune but do result from sincere desire coupled with sufficient effort and cooperation to achieve a desired goal.

Since the introduction of electricity into the mines of the United States , the hazards incident to the industry have increased materially in both coal and metal mines . For economic reasons the tendency at present , particularly in coal mining , is decidedly toward the adoption of electrical mine machinery , including alternating current machinery , on a more extensive scale than ever before . Obviously, the growing use of such equipment will result in an ever -increasing number of underground transformer stations . The principal electrical hazards in mines are threefold ; fire , explosion, and contact . Of these , fire is the greatest hazard involved in the use of electricity underground , and several fires have originated in underground transformer and motor generator set stations . The fire hazard due to improperly installed and poorly maintained underground transformer stations is an ever-present one , and failure to take the necessariman remedial action is likely to result , sooner or later, in the destruction of life and property . Upon suggesting the necessary corrective measures with respect to such installations , one is often confronted with the statement to the effect that even though this particular hazard has existed over a period of years , there have been no unfavorable results therefrom thus far . Frequently , the desirability for action is not apparent to the mine management until it is too late . Because a mine has a record free from fires , explosions , etc. , over a number of years of operation during which these hazards existed , such good fortune should not be taken as a guarantee that this or any other mine is immune from these common dangers . When the elements of an existing hazard are properly balanced or in the right proportion, the unfortunate combination must of necessity culminate in misfortune of one kind or another. The fire hazard due to underground transformer installations can be very definitely minimized by proper installation and maintenance . In coal mines the transformer banks , connected to 2,300 and occasionally to 4,400 volt circuits , are often found located in open- ended crosscuts , mounted on concrete or timber foundations , and in nonfireproof surroundings .

To develop technology to help assure an ample domestic supply of zinc, the Bureau of Mines is investigating an aqueous chlorine-oxygen leaching process for treating complex sulfide concentrates. This report discusses the purification of aqueous C12-02 leaching solutions by utilizing zinc cementation to remove Cd, Co, Cu, Ni, and Pb. Additional processing of the purified solution is necessary to produce ZnC12 crystals suitable for molten-salt zinc electrowinning cells. The effects of solution temperature, reaction time, zinc dust concentration, ZnCl2 concentration, and degree of agitation on the removal of impurities were investigated for both simulated and actual leaching solutions. Zinc dust addition to a leaching solution at 30° C decreased the Cd, Cu, Ni, and Pb concentrations to acceptable levels of less than 3 mg/1 each. By increasing the solution temperature to 75° C, the cobalt content was decreased to less than 5 mg/l, an acceptable level for producing electrolytic cell-grade ZnC12. Impurity removal rates from ZnCl2 solutions are Pb>Cu=Cd>Ni>>Co. An increase in the solution temperature increases the rate of removal for these metal impurities.

Calorimetric determinations of the low-temperature heat capacities, standard enthalpy of formation, and high-temperature enthalpies were made of (Na20)4 ?Fe20,(c). The resulting values of entropy (S°), enthalpy of formation (?Hf°), and free energy of formation (?Gf°) at 298.15° K are 104.676 cal/deg mole, -656.2 ±.kcal/mole, and -603.4 A kcal/mole, respectively. Tabulations of Cp°, S°, - (G°-H°298)/T, H°-H°298, ?Hf°, ?Gf°, and log Kf are given to 1,200° K.

"Nickel is an essential metal in stainless steel, armor plate, and nickel steels and also in nonferrous alleys, such as monel metal and cupre-nickel, which are used in marine service. Nickel is one of the metals that must be greatly restricted in civilian use to provide the amounts needed for our War program. Consequently, it is desirable to investigate every possible substitute.The 5-cent coin no z in use contains 2.3 percent nickel. At the end of 1941, about 450 tons of nickel was being consumed annually to produce these coins. If the nickel used for that purpose in 9141 had been diverted to military use, 15,000 tons of armor plate could have been produced. As nickel is vitally needed for military as well as essential civilian products, it would seem desirable to substitute some other alloy for the 25 percent nickel alloy now being used. The Bureau of Mines has been asked to suggest possible substitutes.The substitute should have physical properties similar to the alloy now being used. It should have a metallic appearance and ring and a reasonably white color, so to be distinguishable from the present 1-cent coin. It should also be reasonably resistant to corrosion."

The Bureau of Mines monitored a rock-burst-prone pillar in a metallic ore vein, up to and through failure, to measure its reactions to increasing loads, as it was mined. Three parameters were monitored: the stress changes at chosen points within the pillar, the displacement characteristics of the drift above the pillar, and the micro-seismic activity in and around the pillar. In descending order of effectiveness, the microseismic technique, vibrating wire stress measurements, and displacement measurements reflected the pillar reactions, and all showed good correlation to one another. A major rock burst in the pillar, which destroyed about 100 feet of drift above the pillar, occurred at the end of this study. This burst was preceded by a large anomaly in the microseismic activity in the failure area.

Mineral analyses and electrical resistivity measurements of 324 representative samples of oilfield brines from 24 oil-productive counties in Mississippi and Alabama are presented in tabular form. Results of the mineral analyses, which include calcium, magnesium, carbonates, bicarbonates, sulfates, chlorides, sodium, and barium (with strontium if present), are reported in milligrams per liter. Electrical resistivity measurements in ohm-meter2 per meter at 75° F are reported in ohm-meters in the tables. Chemical analyses of formation waters are helpful to operators having water problems associated with petroleum recovery; electrical resistivity values are helpful in making interpretations from electric logs.

The petroleum-refining industry established a new record in fuel efficiency at refineries in 1936, when 597,000 B. t. u. of heat were required to refine a barrel of crude oil, compared with an average of 615,000 B. t. u. in 1935 (see fig. 1). The principal factor in the "indicated gain in fuel efficiency at refineries in 1936 was an increase in crude runs of 11 percent over 1935. A large part of the heat utilized at refineries is consumed elsewhere than under stills, or in ways quite independent of crude-oil distillation. In other words, as the operating ratio (crude runs divided by capacity) for refineries increases toward the maximum of 100 percent, the fuel requirements show progressively smaller increases and the average E. t. u. consumption per barrel of crude refined declines.

Ohio has an estimated 46 billion tons of coal beneath 12,000 square miles of the eastern third of the state. Recoverable coal reserves within this vast area are estimated at 21 billion tons, 3.2 billion tons of which have been mined since 1800. Ohio is the eleventh-largest coal- producing state in the nation and ranks third nationally in coal consumption. Coal resources in Ohio lie in as many as 60 identifiable coal seams along the northwestern flank of the Appalachian coal basin. Except where interrupted by minor faults and erosional discontinuities, these rocks dip gently and uniformly to the east, simplifying the mining methods needed to extract the coal. Fourteen of Ohio's 60 coal seams are considered to be important, although only a small number of seams are currently being mined. Ohio first enacted a surface coal mining law in 1948, requiring in part a $100 per acre reclamation bond. Ohio progressively strengthened its surface mining law in 1949, 1955, 1959, 1961, 1965,1972,1975,1978, and 1981. At the time of its enactment, Ohio's 1972 mining law was one of the most stringent in the country. This law also created a state coal severance tax of four cents per ton to be used for abandoned mine land reclamation. Ohio received primacy to regulate the surface coal mining operations within the state August 16,1982. Its Abandoned Mine Land Program was approved on the same date.

The small and remote mine operators must comply with the Federal Mine Safety and Health Administration regulation requiring them to train and maintain mine rescue teams. The alternative is for the operators to contract with established teams within two hours travel time of their mine. Many of these remote operations are too far away from established teams and have too few employees to make up the necessary teams. Many cannot comply with the regulation either from a manpower or economic standpoint. The Office of Arizona State Mine Inspector, under the direction of the Honorable James H. McCutchan, State Mine Inspector, entered into a contract with the Bureau of Mines to develop the concept of a volunteer mine rescue program. This program with the assistance of the mining industry and volunteer rescue organizations, has planned and instituted a statewide volunteer mine rescue organization. The trained and equipped volunteers are stationed throughout the state and can respond to a mine emergency within the time constraints.

This report describes serious injuries occurring to bulldozer operators working at U.S. coal, metal, and nonmetal mines. The period covered is 1988-97. The data were collected by the Mine Safety and Health Administration (MSHA). A total of 873 injury records are examined. These injuries resulted in 18 fatalities and 31,866 lost workdays. All of these injuries occurred to dozer operators while they were doing common production tasks. An injury classification system was developed to code the narrative information that describes the circumstances surrounding the injuries. Injury records are categorized by activity (task being done), incident result (what apparently happened to the dozer), and operator impact (how the operator was injured). Where information is available, contributing factors are identified. This classification system supplemented the standard injury/illness data classification system compiled by MSHA. The results of the study indicate that, from 1993 to 1997, the number of serious injuries to dozer operators declined by 30%. The reduction in serious injuries was accompanied by a decrease in days lost due to injury. Although the number of reported injuries has decreased, dozer operators being jolted and jarred accounts for the largest percentage (70% of the incidents) and severity (75% of the workdays lost) of serious injuries while operating the equipment. Vertical jars (while backing up the dozer) resulting in injury to the operator accounted for a sizable percentage of jolting and jarring injuries. Working near an edge carries significant risk for fatal injuries. Of 116 incidents where the dozer fell over an edge, rolled over, or fell into a hidden void, 14 (12%) resulted in fatal injuries. In cases where the dozer operator either jumped or was thrown out of the cab in a fall over or rollover, 7 out of 26 were killed. Overall, 80% of the fatalities occurred while working near an edge or hidden void or on a steep slope. Further reductions in injury risk will require more widespread use of seatbelts, field and laboratory research interventions to better assess the effect of alternative engineering (e.g., seat and seat suspension) designs to dampen or isolate the effects of shock and vibration, and continued focus on hazard awareness, recognition, and response.

Two triggered barrier systems and several extinguishing agents were tested against coal dust explosion propagating in the main entry of the Bureau of Mines Experimental Mine at Bruceton, Pa. One system used a high-pressure cylinder to propel the extinguishant; the second system used pressurized nitro-gas or Halon 1301 (CF3Br) in a low-pressure system to power the disperser. The relative efficiencies of the extinguishants were determined by compar¬ing calculated concentrations of the extinguishant clouds present in the mine during suppressing of the explosions. Results showed the following trend of increasing effectiveness: Purple-K (KHC03)<water<hybrids consisting of foam or water combined with Halon 1301<Halon alone. On a weight basis, water was two to three times as efficient as Purple-K, whereas the hybrids and Halon alone were only marginally superior to water. Maximum efficiency of an extinguishant is attained by high rates of discharge from the barrier and by minimizing the time interval between onset of discharge and flame arrival to that necessary for discharge. Both the high- and low-pressure barrier systems were demonstrated to be capable of suppressing coal dust explosions; however, because of the potential hazard of the former, the low-pressure system is considered to be the most attractive prototype.

Data on compositions of natural substances are important in the study of possible interrelationships. The similarity of the low molecular weight alkane isomers from crude oil and Fischer-Tropsch catalytic synthesis product has been reported (8).3 A similar composition for the alkane isomers from high-temperature coal carbonization has been found. The composition of the C4 to C 7 alkane isomers from these three sources can be calculated quantitatively with the equations previously developed to calculate alkane isomers in Fischer-Tropsch product. An KM sting reversal of the concentrations of the monomethyl isomers from C6(2 Me > 3 Me) to C7 (3 Me > 2 Me) occurs in all three products; fragmentary comparisons at higher carbon numbers indicate some dissimilarities. Naphthene isomers in the C6 to C7 range for crude oil and high-temperature coal carbonization also have similar compositions. Aliphatic hydrocarbons from low-temperature coal carbonization processes are considerably different, consisting mainly of normal alkanes.

The techniques for direct initiation of detonation, developed by the Bureau of Mines, have been applied to gaseous mixtures of oxygen with methane, &apos;thane, propane, butane, or hexane. An exploding wire was used as the initiation source to determine minimum stored electrical energies required to effect detonation of mixtures between one-half and two times the stoichiometric fuel ratios. Detonations were obtained in the most easily initiated mixtures of ethane, propane, butane, and hexane for initiation energies between 24 and 33 joules at 1 atm and 28-43 joules at 0.5 atm initial pressure. Methane mixtures, at 1 atm, were not observed to detonate when initiated with up to 484 joules.
