The following report is a summary of the commercial results which 'Were obtained from 2,000 tests conducted by the technologic branch of the United States Geological Survey at St. Louis, Mo., and Norfolk, Va., in 1907 and 1908, under the technical supervision of R. H. Fernald, engineer in charge of the producer-gas section. The tests dealt primarily with gasoline, forming part of the investigation of mineral fuels provided for by acts of Congress. To determine the relative economy and efficiency of gasoline it was compared with denatured alcohol. The tests, many of which were undertaken in connection with work for the Navy Department, supplemented, to a certain extent, the work of previous investigations, but only so far as was necessary to emphasize some of the more important points and to lead up to the defining of conditions required for the economical use of gasoline and alcohol. In order to determine and eliminate the affecting engine conditions as far as possible, the investigation was commenced by making comparative gasoline and alcohol tests on the same engines. These tests were repeated on other engines of approxiElately the same size and speed, having different degrees of comFression, different methods of governing, and different carburetors. The final report will include much material that may be of use in engine design, but that side of the investigation was not pursued any further than was necessary to obtain the best possible results, for alcohol and for gasoline with the engines at hand, and to prove that the minimum fu·el-consumption rate for each could be obtained in approximately the same manner. The effects of engine and of operating conditions both have a bearing on the commercial deductions but will be discussed only in a general way at this time.

This report incorporates a review of available dewatering technology and an evaluation of its relevance to surface coal mines in the Interior Province of the United States. Guidelines for the selection, design and construction of dewatering systems are included. On the basis of documented experience, candidate dewatering systems were selected and evaluated with respect to their anticipated impact on the environment and mine operations. Included in the discussion is a summary of laws and regulations which can impact on dewatering operations. Following this discussion, geologic and hydrogeologic conditions within the Interior Province are described and potential dewatering problems at surface coal mines are identified. Model mines are developed which exhibit the most difficult dewatering problems identified, and it is demonstrated how available technology can be utilized to deal with these problems. Dewatering of coarse-grained, high permeability terrace deposits might be economically feasible today. Low permeability, saturated glacial tills or lake deposits appear to be significantly outside present economic feasibility for dewatering.

The number of major coal-mine explosions occurring annually in the United States is decreasing, due mainly to fuller recognition of explosion hazards in coal mines and knowledge of methods to prevent them, which can be attributed largely to the dissemination of information by the United States Bureau of Mines, State departments of mines, and other coal-mining agencies. Conditions vary considerably from one coal field to another; consequently, outstanding causes of and methods of combatting explosions vary, also. The Safety Division of the United States Bureau of Mines is making a critical study of coal-mine explosions in the various coal-mining States, and an analysis of the results is published as each study is finished. It is believed that, with completion of the series enough information will be at hand which, if applied, will prevent all coal-mine explosions. "INTRODUCTION For many years it has been known that low-grade manganese deposits occur in the bluffs along the Missouri River Valley. Frequent attempts have been made to develop the ore and to produce a marketalble commodity but they have had little success. Under pressure of the war emergency and the shortage of manganese, the attention of the Federal Bureau of Mines was directedtoward the deposits.Manganese-bearing shale occurs from a point near Pierre, S. Dak., down the river to the Rosebud bridge near the Nebraska line (1).5/ The Bureau of,confined its work to the more accessible central portion of the deposits near Chamberlain, S. Dak. The ore occurs principally as concretionary nodules in the form of iron and manganese carbonates (manganosiarite and perhaps some manganocalcite; rhodochrosite has not been identified). At the surface the carbonate is often broken down so that the oxide of manganese gives the nodules a black The matrix or host rock is generally known as Pierre shale, composed of ""interbedded layers of bentonite, an altered volcanic ash, and dissemi¬nated bentonite particles,"" (2) and montmorillonite-beidellite clay minerals (3). The shale weathers to the very sticky gumbo characteristic of South Dakota and well-known to hunters and travelers in the area.The area selected for the experimental mining and pilot-plant work discussed in this report lies about 8 miles westerly from Chamberlain and is a few hundred feet north of U. S. Highway,16, on land owned or controlled,by M. Q. Sharpe of Kennebec, S. Dak., and the General Manganese Corp."

The purpose of this research was to develop a system capable of detecting changes in the structure of rocks, leading to failure of mine roofs, and/or excavations. A prototype system was developed, field tested and delivered to the United States Bureau of Mines for further evaluation and research. This system is based on the analysis of acoustic signals generated on the surface of the roof by an impact device and which are reflected or backscattered by flaws and discontinuities in the rock. The specially designed impact source is capable of generating high frequency acoustic signals with excellent repeatability. The system can also be used in conjunction with conventional acoustic pulse transducers. The received signal is digitized and the data transferred to a minicomputer for processing and display. This capability allows the immediate determination of wave velocity and/or distance to a reflecting interface. Various data processing techniques such as averaging, differentiating, and comparing of different signals can be selected by entering the appropriate commands on the keyboard. Being a programmable system it is possible to implement more advanced signal processing techniques. All results as well as the signal are displayed on a CRT. Furthermore, a permanent record of the data can be generated on paper tape, which can be reentered and processed at a later date. A communications interface allows transmission of the sampled signal to a large scale re-mote computer. The system was tested extensively in the laboratory, and field tested at the York Canyon Coal Mine. These tests proved the feasibility of operation in the mining environment. Results indicate that further investigation and development will have to be undertaken to fully develop the potential of this system in satisfying the goals of this research.

This report reviews investigations to determine the fire hazard in coal mining when using flammable petroleum hydraulic oils to actuate mining equipment and summarizes research by the Bureau of Mines and industry on fire-resistant hydraulic fluids. Tests were established to evaluate fire resistance and the necessary characteristics to assure adequate service when fire-resistant fluids are used to replace petroleum hydraulic oils. The research was conducted in the laboratory and field trials under actual operating conditions in underground mines. Bureau of Mines Schedule 30 became effective December 17, 1959; the first approval was granted on February 18, 1960, and the twelfth was granted on March 17, 1961. The approvals include nine ready-mixed (by the producer) fluids and seven concentrates to which water is added by the user according to instructions from the producer. Seven synthetic-type fire-resistant hydraulic fluids submitted by two producers are also approved. Over 100 coal mines are now using water-in-oil emulsion-type fire-resistant hydraulic fluids in varying degrees from a trial in one machine to all the hydraulic equipment in an entire mine.

One objective of Bureau of Mines recycling research is to devise technology that enables recovery of metals and minerals from wastes. From October 1982 through September 1985, researchers at the Bureau and at the University of Missouri Rolla (contract H0222002) investigated the use of nonferrous flue dust with varying Zn contents (11 to 66 pct) as a source of Zn for electrogalvanizing steel wire. The waste dusts used were from a secondary Cu smelter, a brass smelter, a Pb smelter, and a water treatment plant. The dusts were leached in H2S04, and the leach solutions were treated to make electrolyte for electrogalvanizing steel wire using soluble Zn anodes. Cyclic voltammetry was used in an inno-vative method to evaluate the quality of the electrolytes used for elec-rogalvanizing. After electrogalvanizing, the wire was drawn on a labo-ratory draw bench to simulate industrial practice. Corrosion resistance was measured by a number of electrochemical techniques and by the stan-dard ASTM salt-spray tests. After successful bench-scale tests, the process was demonstrated in an industrial pilot plant. Results indicate that nonferrous flue dusts can be used as a source of Zn for electro-galvanizing if certain impurities are either partially or completely removed from the starting electrolyte.

These annual reviews are guide's to the current work-and publications of the Bureau but do not replace the more complete reports published under the authorship of the individual investigators on specific problems in Bureau of Mines bulletins, technical papers, reports of investigations, and information circulars and in the technical press. The Annual Report of the Director of the Bureau of Mines to the Secretary of the Interior for the Fiscal Year ended June 30, 1945, summarizes the year's work on coal as follows: Coal and Coal Products The United States maintained its No. 1 industrial position in supplying fuel for war and in preparing for peace through more complete mining, improved preparation and up-grading of coal for special uses, and better utilization of coal in industrial establishments and homes.

In 1939, American industry got, off to a poor start, slowed down further during the first quarter, quickened after May, speeded up still more when war broke out again in Europe, and ended the year at a pace close to an all-time record. The average index of general business activity for the entire year (105) was well ahead of that for 1938 (86), failed to equal that of 1937 (110), and fell behind the average for 1929 (119) by a wide margin. This paper presents a short history of the production of mineral-energy fuels and energy from waterpower in the United States, with brief discussions of the utilization of each of the fuels and hydropower, and a look at fuels competition and interchangeability. Basic data, in figures and tables, are brought together in this publication for the production of coal in the United States from 1800 to 1960, for crude petroleum, natural gas liquids, and natural gas from 1859 to 1960, and for hydropower since 1900. Production for each segment of the fuels complex in the principal producing States from 1946 to 1960 is shown. Data are not included for consumption as such or for imports and exports.

Cutter roof failure, a ground control problem that frequently results in massive roof failure, is common in coal mines of the Northern Appala-chian Coal Basin, causing delays in production and posing a safety hazard to mine personnel. The Bureau of Mines is conducting research on the causes of cutter roof failure to gain a basis from which to predict and prevent its occurrence, and to support such roof when failure occurs or is imminent. Research conducted at the Greenwich Collieries North and South Mines, in central Pennsylvania revealed a correlation between the presence of clastic dikes and formation of cutter roof failure. The research con-sisted of in-mine mapping of geologic and deformational features, rock pressure monitoring, core recovery and evaluation, and in situ stress measurement. It was found that roof failure increased in areas where the occurrence of clastic dikes was most frequent, especially where two or more clastic dikes intersect. Staggering of crosscuts prevented the extension of cutters and deterred the occurrence of large falls extending over several break-throughs. In addition, trusses and cribbing were effective in stabilizing clastic dikes and inhibiting the development of cutter roof failure when employed immediately or shortly after mining.

The Bureau of Mines investigated the availability of manganese from known domestic occurrences. Eight of these deposits were found to have demonstrated resources totaling 420 million metric tons with an average grade of 10 percent contained manganese. They were found to be submarginally subeconomic. Economic evaluations of the eight deposits resulted in incentive prices ranging from $8 to almost $35 per long ton unit (22.4 pounds) of contained manganese. Comparing these prices with the current market value of $1.70 per long ton unit of manganese clearly illustrates the submarginal nature of the domestic ores analyzed. These domestic resources would probably not be developed except in the case of an extreme national emergency. Production from the eight deposits would take 3 to 6 years to develop, and the final product would be manganese ore concentrate, which could be used in the production of ferromanganese. If preproduction development began in 1981, annual production would peak in 1987 with 900,000 metric tons of recoverable manganese. Thereafter, production would see a steady decline unless additional resources were located or technologic improvements were made to allow processing of lower grade material, or unless mining and processing of ocean manganese nodules began to take place.

The Bureau of Mines human factors research program is directed toward reducing accidents and improving the overall efficiency of the person-machine environment interface found in surface and underground mines. The focus of the hum factors program therefore, is to insure that sound knowledge is available concerning human capabilities and limitations, and that this knowledge is applied to the design, of mining equipment, work tasks, and management procedures. The papers presented in these proceedings summarize some of the recent Bureau research in hum factors. The papers focus on two broad areas, human resource issues and human engineering of equipment, tools, and work procedures found in mines.

The Pollution Prevention Act of 1990 provides few specifics to assist the non-fuel mining and mineral processing industries of the United States in achieving pollution prevention (P2) compliance. The U.S. Bureau of Mines (USBM) recognizes the absence of specific information to reduce pollution impacts from mining and mineral processing of hardrock and industrial minerals. Therefore, the USBM has prepared this publication to help reduce or eliminate environmental pollution and to assure the viability of these segments of the domestic mining industry. This report includes worksheets designed to help operators of mining and milling facilities to establish a P2 program. The report can also be used by citizen and environmental groups, State and local governments, and academia to gain an understanding of P2 as it relates to mining and mineral processing.

This examination of Pacific Northwest (Idaho, Montana, Oregon, and Washington) ferrous scrap-industry operations, principally those in Oregon and Washington, points out factors influencing the supply and consumption of scrap materials, such as the complete dependence of steel ingot producers in these States on scrap as a metal raw material and the sizable quantity of scrap exported from Seattle and Portland to Japan. The pattern of the industry is presented as a movement of materials from their diverse sources to the consuming market. The geographic locations of the consuming industries in relation to the areas generating scrap materials and the movement pattern of the supply from source to destination strongly influences the cost of the commodity. The best measure of the scrap supply available in an area is experience in terms of how much scrap was withdrawn at a given price. Scrap availability is not finite, because the return of materials as scrap is secular and influenced by constantly varying market conditions. Steel ingot producers use 75 percent of the approximate 500,000 tons of scrap consumed in Oregon and Washington; steel foundries take 15 percent of the total; and iron foundries, ferroalloy plants, and other miscellaneous consumers utilize the remainder. Also, from 1955 to 1960 an average of about 200,000 tons has been exported annually from Oregon and Washington. The foreign exports are supplemented by lesser shipments to other steel producing States, principally in the western United States. From 1955 to 1960 the preferred and higher value heavy melting scrap grades accounted for about 60 percent of total withdrawals which varied between 600,000 and 950,000 tons annually. Total crap withdrawals from Oregon and Washington are projected to 1.8 million tons by 1985, 60 percent (1.1 million tons) of which will be heavy melting grades. No. 1 heavy melting scrap is most attractive to scrap consumers at $35 per ton or less. Price-supply relationships compared with projected scrap requirements indicate future prices possibly over $35 per ton. High prices over a long period could motivate the Pacific Northwest scrap consumers to produce steel from iron ore. However, technologic changes taking place at integrated steel plants could reduce scrap withdrawals from the Pacific Northwest, which might keep the scrap price sufficiently attractive to obviate production of competitive iron products by the Pacific Northwest scrap consumers.

Relatively infrequent use by metallurgists of the term "sponge chromium" as contrasted to more than occasional reference to "sponge iron" may be ascribed to the fact that the former material is not a commercial product, while the latter has been known and used, at least in one form (Swedish sponge iron), for several decades. It is doubtful whether a true sponge chromium ever has been prepared heretofore in the laboratory by more than one or two investigators. Nature presents a much. more difficult problem to the investigator endeavoring to make sponge chromium than pertains to the production of more easily reducible elements such as iron or nickel. Recent widespread interest among metallurgists in the possibilities of powder metallurgy is ample incentive to explore the feasibility of producing pure chromium metal in finely divided form. The shift in terminology of this statement from "sponge" to the "finely divided form" is deliberate in emphasis of distinction between terms that occasionally have been used loosely. It would seem desirable that a uniform usage descriptive of finely divided metals be adopted. While to some it might seem preferable that the terra "powdered" metal be reserved for a finely divided form produced by mechanical means, as, for example, chromium produced by the mechanical comminution of electrolytic sheets or flakes, current usage of the term "powder metallurgy' involves no distinction as to source type of material. It is usually accepted, however, that a sponge metal is one reduced from oxide or other combined form at temperatures below the melting point of metal or oxide so that the particles of metal are pseudomorphic, at least macroscopically, with the source material, and, in consequence of the loss of material without change of external shape of the particles necessarily have an open, porous, or "spongy" structure.

Crude Minnesota taconite was charged in the Bureau of Mines experimental blast furnace so that smelting characteristics of such highly siliceous raw materials could be studied and smelting costs compared with those of a standard Mesabi ore. The Bureau recognized that the highly siliceous nature of the crude ore and its relatively low metallic content would be serious economic deterrents to commercial use of the raw taconite, but compensating factors would be low capital investment in production facilities, large tonnage available on short notice, high recoveries of iron, and low delivered cost. Crude taconite smelted readily in the experimental blast furnace. Coke consumption per ton of metallic product was very high, compared with the average established requirements for smelting normal grades of metalliferous raw materials. Slag rates were also inordinately high. Metal quality was erratic as to silicon, and sulfur contents were objectionably high.

The Bureau of Mines has long been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts, the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions1 issued by the Bureau of Mines, and the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor; if it is not, a price adjustment is made. The Government, with the exception of the Tennessee Valley Authority, purchased approximately 5.5 million tons of coal in fiscal year 1971. In connection with these purchases, the Bureau analyzed 4,366 samples. These are published (table 1) for the use of Government officials and the public. Such analyses of delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

A grantee of a mine who agrees to pay the grantor's debts in part payment of the purchase price of the mines becomes to that extent the principal debtor, and the grantor becomes the surety, and the grantor's creditor may in equity enforce his claim against the grantee of the mine, and the grantor in such a case is not a necessary party. The Government of the United States annually expends approximately $8,000,000 for coal. Prior to 1906, this coal was purchased mainly on its reputation, or trade name, rather than under contracts specifying the heating value of the coal, its contents of ash and moisture, and other characteristics. In recent years the Government and other large consumers have appreciated more and more the desirability of definitely determining by chemical analyses and tests the character and quality of coal deliveries. Studies of engineroom and boiler-room efficiencies and economies point forcibly to the necessity of devoting more thought to the improvement of the boiler-room end. This calls for an intimate knowledge of the character and quality of the fuel used. The analyses and tests of delivered coal furnish such data, whereby the power-plant results can be comprehensively studied and a continuous check maintained on the coal and on the conditions of plant operation. Under authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, 'Washington, D. C., where samples representing deliveries of coal purchased for Government use are analyzed and tested. The Bureau of Mines has been active in promoting the purchase of coal by the Government under specifications,a that is, by contracts that make definite requirements regarding the heating value of the coal expressed in British thermal units, and the composition as shown by proximate analysis. Under many of these specification contracts the bidders guarantee the quality of the coal offered, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled and analyzed to determine whether the coal is of the quality guaranteed by the contractor, and if it is not, the price to be paid is decreased in proportion; but if the coal is of higher quality, the price is proportionately increased. The analyses of coals or the guaranties offered by the bidders may in some cases be used for determining the award of a contract, but if the coals offered are of widely different characteristics, it may be difficult to determine which would prove the cheapest fuel, without having their relative evaporative efficiencies. Hence, it may be necessary to conduct evaporative tests under service conditions in order to determine which coal is particularly adapted for successful and economical use in the plant. But once a particular coal is selected, regardless of the procedure of determining the award of a contract, then the greatest advantage of the specification method is realized, in that it guarantees to the purchaser coal of uniform character and quality, thereby insuring the best results in the plant. The cost of purchases, under such specifications, of fueL for the use of the Government now aggregates approximately $4,100,000 per annum, and the cost of additional fuel for which samples are taken and submitted to the Bureau of Mines for analysis in order to determine the character and quality of the coal furnished aggregates some $3,000,000 per annum more. In fact, information is now obtained regarding the quality of fuel purchased on almost all contracts large enough to warrant sampling and analysis and heatingvalue tests. It may be said that the purchase of coal under specification is still in the stage of evolution and development, and that experience and time will be required to develop fully standard specifications and methods of sampling and analysis that may be used universally. The success of the specification method for the purchase of coal and the reliability of analysis now rests almost entirely on sampling.a Improper sampling leads to controversies, with resulting condemnation of the specification method in general and the value of laboratory analyses and tests in particular. A number of bulletins b have been published showing the results of the purchase of coal by the Government under specifications. This bulletin is a compilation of the results of coal analyses by the Government, including those made in the fiscal years 1908-1910, which have been previously published, and later analyses representing coals analyzed during the fiscal years 1911-1915. The preceding bulletins gave individual analyses or average monthly analyses, whereas this bulletin gives the average analyses only for the entire contract. It is hoped that this compilation of a series of comparable analyses of the coals purchased by the Government will be of value alike to coal dealers, to Government engineers, to purchasing agents, and to all users of coal.
