The Bureau of Mines conducted an investigation into the occurrence of outbursts of salt known to be responsible for explosions, fatalities, and damage in domal salt mines. The purpose of the investigation was to develop a basis for predicting these outbursts based on geologic and associated physical properties of salt. The investigation was conducted at the Cote Blanche salt mine in southern Louisiana. Because outbursts are the primary mode of methane emission into the mine, more than 80 outbursts, ranging in size from 1 to 50 ft in diameter have been mapped. These outbursts generally are aligned and elongate parallel to the direction of salt layering. More than 200 salt samples, both random and selected, were tested for methane content. It was found that outburst zones are well correlated with high methane content. Detailed mapping also revealed that the zones are well defined, with salt crystal size abruptly increasing upon entry into the zone. The intensity of folding and kinking of the salt layering within the outburst zone also appears to increase. An interbedded sand layer occurring throughout the mine does not appear to be a significant source of methane. However, fine-grained salt may be related to outburst occurrence.

"On January 15, 1920, a man was killed by falling rock in a limestone quarry in Utah. The quarry was visited by a representative of the Industrial Commission of Utah, and the cause of the accident was carefully determined. The facts concerning this accident, and the Bureau's recommendations are given in some detail in the hope that quarrymen may take steps to avoid dangerous conditions, and thus reduce the liability to accident.The quarry rock face is about 180 feet high, and the ledge is covered with an overburden of 10 to 20 feet of a mixture of soil and boulder. The rock face is not vertical, but slants at an angle of about 45° to 50°, while the stripping face stands at an angle of 70° to 80°, and is flush with the rock face. The conditions are shown in the accompanying figure.The man who was killed was employed in breaking rock at the foot of the quarry wall. The sun had been shining on the stripping face, and probably thawed the ground, thus permitting a boulder weighing about 20 pounds to roll down the slanting face, striking, and almost instantly killing the workman who was working with his back toward the quarry wall."

The code of hoisting signals for use in mines hoisting from one level, as suggested in this publication, is submitted to induce consideration of this subject by representative groups of the coal-mining industry, such as the lithe Inspectors Institute of America, National Coal Association, American Mining Congress, and others, as well as to -furnish a code of signals for use in those mines operated in States that do not have regulatory hoisting codes in their mining laws, or regulations. The signal codes described in this publication apply only to mines hoisting from one level and to slope mines. Mines that hoist from more than one level are referred to Bureau of Mines Information Circular 7289 Suggested Hoisting-Signal Code For Metal Mine Shafts, which suggests signals for hoisting from various levels or stations.

Improving the air quality in metal/nonmetal mines is important in protecting the health of miners. Air quality can be improved in metal/nonmetal mines by developing proper ventilation techniques. Mine ventilation systems require stoppings to direct the airflow and establish pressure differentials throughout the mine. Due to their large size, stoppings in large-opening mines are cumbersome and costly to construct and maintain. As part of its mining health and safety program, the National Institute for Occupational Safety and Health (NIOSH) designed and tested two novel stoppings (Super Stopping and the EZ-Up Curtain Stopping) at its Lake Lynn Laboratory (LLL). The Super Stopping is designed as a long-term permanent stopping for use in the main entries of the mine, while the EZ-Up Curtain Stopping, although very durable, is designed more for portability and ease of installation. This paper describes the design, materials, and construction methods used for these stoppings as well as their performance and durability when subjected to tests simulating actual production face blast pressures.

This report summarizes the results of laboratory testing of copper-bearing magnetite ore from the Poorman, Bush & Brown, and Copper Center deposits, Kasaan Peninsula, Prince of Wales Island, southeastern Alaska. The ores contain minor amounts of chalcopyrite and pyrite. Intimate association of these sulfides with magnetite necessitates fine grinding for adequate liberation and rejection of copper and sulfur and for the production of high-grade iron concentrate low in objectionable impurities. Laboratory tests indicated that the optimum results can be obtained by flotation of ore ground to minus-100-mesh, with subsequent wet magnetic separation treatment of the flotation tailing. A summary of results obtained by this treatment of the three samples tested is shown in table 1.

"MANGANESE-SILOCON ALLOYS AS DEOXIDIZERSThe basic open-hearth process for steel mining requires large amounts of oxidized iron for oxidation of the elements carbon, silicon, manganese, and phosphorus which are to be removed from the metal. Some of this oxidized iron (FeO) dissolves in the metal during the refining process, Subsequent to the elimination of the elements named, a considerable amount of dissolved iron oxide must be removed before the metal may be cast into ingot form. The elements generally used, for iron oxide removal, or deoxidation, are silicon, manganese, and aluminum. Silicon and manganese are always alloyed with iron, either singly or in combinations of various compositions. Aluminum generally is used in a commercially pure state and sometimes in complex alloys. A double deoxidizer of manganese and silicon alloyed with iron for furnace deoxidation has been the subject of an extensive cooperative investigation between the United States Bureau of Mines, the Carnegie Institute of Technology, and the Metallurgical Advisory Board. Certain grader of steel, especially low-carbon rimming steels, require a low-carbon deoxidizer to keep the finished steel within the carbon specification after deoxidation. The Idol zinc prospect, formerly known as the Comstock, was examined by Harold B. Ewoldt, a Bureau of Mines' engineer, accompanied by Deane F. Kent of the United States Geological Survey on July 22, 1943. Previous to that time, the Geological Survey had contoured and studied the area. As a part of the war minerals program, further investigation of the area was recommended. The Dalton property, a mile and a half northeast of the Idol property, was examined during the progress of the work at the Idol, and it was decided to include this property also in the project. From February 7, 1944, to May 16, 1944, six holes totaling 2,739 feet were diamond-drilled on the Idol property and eight holes totaling 1,850 feet were diamond-drilled, and three pits channel sampled on the Dalton property. The drilling showed sphalerite to be sparsely distributed through a 100 foot thickness of the Kingsport member of the Knox dolomite.

"INTRODUCTION AND CONCLUSIONSThe first three reports of investigations 5/ in this series, pertaining to the investigation of stemming at the Mount Weather Testing Adit dealt with the dust produced by blasting, the effect of stemming on gases generated by blasting, and the relative advantages and disadvantages of different types of stemming and no stemming when used with 60-percent ammonia gelatin dynamite.This report covers an investigation of the length of stemming material through which a primer will fire and detonate a charge of dynamite, such as a missed hole.The practice of drilling a new hole a foot from a missed hole to blast out the missed hole should be prohibited. It is dangerous, as is evidenced by the number of miners killed through drilling into missed holes. It is even more hazardous in a mine on a multiple-shift basis, in which the same miners do not drill succeeding rounds."

Mine seals are used extensively in underground coal mines to segregate mined-out areas and to isolate fire zones or underground areas that are susceptible to spontaneous combustion. Over the years, 30,000 mine seals have been erected in underground coal mines in the United States. Mine seals, along with rock dusting and ventilation, represent the fundamental means of preventing underground coal mine explosions. In this study the National Institute for Occupational Safety and Health (NIOSH) used ground penetrating radar (GPR) technology to determine if each of three test mine seals were uniformly constructed. Three mine seals representing different construction methods and materials (cast-in-place foamed cement; solid block, polyurethane foam and gravel; and wire mesh, rebar and gunite) were erected at the NIOSH Lake Lynn Laboratory’s underground mine as part of an on-going research program. The seals were imaged using GPR with 400-, 500-, 900-, and 1,000-MHz antennas. We found that variations in uniformity existed in the material for the cast-in-place foamed cement seal. Variations in uniformity also existed in the seal made from solid block, polyurethane foam and gravel. The post-processed radar records correlated closely with recovered core samples (areas of gravel and polyurethane foam, and areas containing only polyurethane foam). Finally, the radar records of the seal made of wire mesh, rebar and gunite showed the various components. The results of this work suggest that GPR could be used as a tool to evaluate mine seal characteristics and construction uniformity.

"Fatal accidents at coal mines throughout the United States killed 234 employees during January 1924, according to reports from State mine inspectors to the Bureau of Mines of the Department of the Interior, Included in the number of fatalities are 68 deaths caused by two explosions during the month, one explosion occurring in a mine at Johnson City, Ill., and causing 32 deaths, and the other in a mine at Shanktown, Pa., and causing 36 deaths. The fatality rate for the month was 3.94 per million tons, based on a production of 59,435,000 tons of coals In January 1923 the fatality rate was 3.52, based on 206 deaths and an output of 58,458,000 tons.Bituminous mines in all States reported 202 fatal accidents, the production being 51,170,000 tons., and the fatality rate being 3.92, as compared with 3.28 for January last year, For the anthracite mines in Pennsylvania, the reports covered 32 fatalities, which, on the month's output of 7,955,000 tons, indicated a fatality rate of 4.02 per million tons, as against 4.89 for January 1923.As compared with January 1923, the reports for January of the present year indicated lower fatality rates per million tons for all of the main causes of accidents except explosions. For falls of roof and coal, the fatality rate per million tons declined from 1.85 in January 1923 to 1,68 in January 1924; for haulage accidents the rate declined from 0.62 to 0.42; for explosives, from 0.19 to 0.12; for electricity, from 0.12 to 0.07. HIGH ACTIVITY, continuing the substantial recovery from the slump of 1954, characterized the domestic nonfuels-mining industries during 1956 Income generated in producing nonfuel minerals and mineral products3 increased 9 percent over 1955 as compared with a 6-percent increase for all industries. Thus, the 1956 performance of the mineral industries, while not as dramatic as the 27-percent increase obtained in 1955, continued to exceed the gains of the total economy. Other measures of mineral activity strengthen this conclusion. The index of physical volume of mineral production, presented for the first time as an integral part of this review, reflects significant gains in all major sectors during 1956; and, although the overall increase was diminished somewhat by the steel and iron-ore strike in July 1956, the all-mineral index (including fuels) reached a new high.

The Bureau of Mines believes that all coal mines are potentially gassy; for the purpose of administration in the prevention of explosions and fires, the Bureau recommends: That any coal mine wherein methane or other combustible gas can be detected in amounts as much as 0.27 of 1 percent or more by frequent systematic searches shall be classified as a gassy mine. Permissible methane-indicating detectors such as are given in I.C. 7110 or subsequent lists of Bureau approved methane-indicating detectors, or conventional methods of sampling and analysis of required accuracy may be used. The concentration referred to in the decision is percent by volume.

The law now in effect (January 30, 1931) in the Netherlands with respect to the prospecting for and the developing of minerals is regulated by , or based upon , the French Act of April 21 , 1810 , "Concernant les mines , les minières et les carrières ( Bulletin des Lois No. 285) . " A second edition of a compilation ( by Drs . Ccuvee and Ritter ) of the mining legislation of Holland , including this act with other legal requirements , was published in 1928 under the title of "De Nederlandsche Mijnwetgeving , " by H. T. Tjeenk Willink & Zoon , Haarlem. In this abstract reference is made to the Act of 1810 , the Royal Decree of September 18, 1818 , the Mining Act of 1903 , and the Act of June 20 , 1924 .

Overheating of electric cables on shuttle cars has long been recognized as a cause of premature insulation failure leading to shock and electrocution. Use of cable reels on shuttle cars can cause excessive heat build up which, in turn, causes the cable insulation to soften and become easily damaged This heat-softened insulation reduces the life of the cable. Repeated cycling of a cable in this manner can cause premature aging of the insulation; it becomes bridle, cracks and allows electrical leakage paths to farm. These leakage paths provide the opportunity for shock and electrocution to occur if miners come in contact with the damaged section of cable. It is imperative that cable operating temperatures be maintained at safe thermal limits. This paper discusses a research project conducted by the National Institute for Occupational Safety and Health, Pittsburgh Research Center to determine dynamically the conductor temperature of reeled shuttle car cables using fiber optics technology. The research portrays typical shuttle car loading cycles (both current and time cycles). Root-mean-square current loading is calculated based on the results. The thrust of this effort is to provide the scientific basis for ampacity derating factors specifically for mine machinery using reeled cables This information will reduce the probability of electrical hazards from reeled cables

Utilization of belt air in underground coal mines has been discussed extensively during the last decade. The Final Report of the Technical Study Panel on the Utilization of Belt Air and the Composition and Fire Retardant Properties of Belt Materials in Underground Coal Mining formed by the Miner Act of 2006 recommends research on leakage, use of booster fans, and escapeway safety. This paper discusses the role of ventilation modeling in evaluating primary escapeway pressurization in a three-entry development system to improve emergency escape in a coal mine using belt air. The intake entry of the NIOSH Bruceton Experimental Mine was pressurized using a 1.1 m (42 in) diameter, 37 kW (50 hp) fan. The work details air movement in the simulated three-entry system and the resulting leakage patterns. Three mine ventilation software packages were compared to analyze their performance in predicting the airflows and leakage conditions with different fan settings. NIOSH researchers found that the measurement results correlated well with the results of modeling.

Bureau of Mines contract entitled "Noise Abatement in Mining Machinery," Number H0122054. 2.1 Background Until the Congress of the United States created and passed Public Law 91-173, the Federal Coal Mine Health and Safety Act of 1969, there were no directly-applicable standards for noise exposure for underground coal miners.1 Section 206 of this law, approved December 30, 1969, provided for standards of noise to be applicable to each coal mine. The Furnish mine, Caharrus County, W. C., was operated intermittently until 1905 as a gold mine. Scheelite was discovered by A. L. Mash in the mine dumps of the Furniss and Phoenix mines, and he later informed the Bureau of Mines of his discovery. The Bureau of Mines, in two projects at the deposit in 1948 and in drilled 12 holes totaling 1,706.6 feet, examined and sampled the underground workings, excavated by bulldozer and hand, 3,155 linear feet of trenches and collected numerous samples for assay. The best scheelite shown; was found in the underground exposure of the Furniss mine.

Legislation and Government Programs.-The Occupational Safety and Health Administration (OSHA) accepted written comments until July 23, 1976, and held an informal hearing on August 24, 1976, to receive oral testimony regarding an economic and inflation impact statement prepared by OSHA on the proposed standard for occupational exposure to inorganic arsenic. These written and oral submissions were to be used in conjunction with information supplied at 1975 hearings to promulgate emission standards. An in-depth study for the Environmental Protection Agency (EPA) assembled and interpreted comprehensive information on arsenic and its compounds and the effects of these substances on people, animals, and plants.2 Another study for EPA assessed the role of arsenic and its compounds in the environment and in the economy of the United States and evaluated the need for and the projected effect of controlling its production, use, dissipation, and emission.3

Aruba, formerly a. part of the Netherlands Antilles, separated on January I, 1986, and became an autonomous part of the Netherlands. Full independence of the island from the Netherlands is scheduled for 1996. In this chapter, however, Aruba's statistics are included with those of the Netherlands Antilles. Tourism continued to be the main industry of the island, which continued to depend heavily on imports, mostly from the United States. During the year, the Government was preparing legislation to regulate the exploration of oil deposits in the relatively shallow sea around Aruba.
