A seismic system which utilizes in-mine geophones to detect trapped miners has been developed. Tests at the Bureau of Mines Safety Research Mine at Bruceton, Pa., and at two operating mines indicate such a system has a maximum detection range in excess of 1,000 feet. The system is field worthy and portable and requires less than 30 minutes to set up and check. Real-time detection is possible.

HIGH ACTIVITY, continuing the substantial recovery from the slump of 1954, characterized the domestic nonfuels-mining industries during 1956 Income generated in producing nonfuel minerals and mineral products3 increased 9 percent over 1955 as compared with a 6-percent increase for all industries. Thus, the 1956 performance of the mineral industries, while not as dramatic as the 27-percent increase obtained in 1955, continued to exceed the gains of the total economy. Other measures of mineral activity strengthen this conclusion. The index of physical volume of mineral production, presented for the first time as an integral part of this review, reflects significant gains in all major sectors during 1956; and, although the overall increase was diminished somewhat by the steel and iron-ore strike in July 1956, the all-mineral index (including fuels) reached a new high.

Examination of several coalbeds in Walker County, Ala., Cambria, Greene, and Fayette Counties, Pa., and Raleigh and Wyoming Counties, W. Va., indicates that cleat orientations are similar throughout a vertical sequence of strata. Studies of cleat orientation were carried out in underground mines that are operating in separate coalbeds vertically above one another. The data show that over a vertical separation of 100 to 400 feet, the average difference in coal cleat orientation between mines is 04° for the face and 08" for the butt cleat. Variations of coal cleat direction between coalbeds examined in strip-mined areas show similar values. Cleat orientations measured at outcrops agree well with the directions measured underground, suggesting that the amount of vertical separation between coalbeds has little effect on the resulting differences in cleat directions. The largest variation of cleat directions between adjacent coalbeds occurs where a large horizontal distance separates two sample locations. Cleat orientations for deeper coalbeds are most reliable where the data are taken from directly above.

Aruba, formerly a. part of the Netherlands Antilles, separated on January I, 1986, and became an autonomous part of the Netherlands. Full independence of the island from the Netherlands is scheduled for 1996. In this chapter, however, Aruba's statistics are included with those of the Netherlands Antilles. Tourism continued to be the main industry of the island, which continued to depend heavily on imports, mostly from the United States. During the year, the Government was preparing legislation to regulate the exploration of oil deposits in the relatively shallow sea around Aruba.

Overheating of electric cables on shuttle cars has long been recognized as a cause of premature insulation failure leading to shock and electrocution. Use of cable reels on shuttle cars can cause excessive heat build up which, in turn, causes the cable insulation to soften and become easily damaged This heat-softened insulation reduces the life of the cable. Repeated cycling of a cable in this manner can cause premature aging of the insulation; it becomes bridle, cracks and allows electrical leakage paths to farm. These leakage paths provide the opportunity for shock and electrocution to occur if miners come in contact with the damaged section of cable. It is imperative that cable operating temperatures be maintained at safe thermal limits. This paper discusses a research project conducted by the National Institute for Occupational Safety and Health, Pittsburgh Research Center to determine dynamically the conductor temperature of reeled shuttle car cables using fiber optics technology. The research portrays typical shuttle car loading cycles (both current and time cycles). Root-mean-square current loading is calculated based on the results. The thrust of this effort is to provide the scientific basis for ampacity derating factors specifically for mine machinery using reeled cables This information will reduce the probability of electrical hazards from reeled cables

Legislation and Government Programs.-The Occupational Safety and Health Administration (OSHA) accepted written comments until July 23, 1976, and held an informal hearing on August 24, 1976, to receive oral testimony regarding an economic and inflation impact statement prepared by OSHA on the proposed standard for occupational exposure to inorganic arsenic. These written and oral submissions were to be used in conjunction with information supplied at 1975 hearings to promulgate emission standards. An in-depth study for the Environmental Protection Agency (EPA) assembled and interpreted comprehensive information on arsenic and its compounds and the effects of these substances on people, animals, and plants.2 Another study for EPA assessed the role of arsenic and its compounds in the environment and in the economy of the United States and evaluated the need for and the projected effect of controlling its production, use, dissipation, and emission.3

"Fatal accidents at coal mines throughout the United States killed 234 employees during January 1924, according to reports from State mine inspectors to the Bureau of Mines of the Department of the Interior, Included in the number of fatalities are 68 deaths caused by two explosions during the month, one explosion occurring in a mine at Johnson City, Ill., and causing 32 deaths, and the other in a mine at Shanktown, Pa., and causing 36 deaths. The fatality rate for the month was 3.94 per million tons, based on a production of 59,435,000 tons of coals In January 1923 the fatality rate was 3.52, based on 206 deaths and an output of 58,458,000 tons.Bituminous mines in all States reported 202 fatal accidents, the production being 51,170,000 tons., and the fatality rate being 3.92, as compared with 3.28 for January last year, For the anthracite mines in Pennsylvania, the reports covered 32 fatalities, which, on the month's output of 7,955,000 tons, indicated a fatality rate of 4.02 per million tons, as against 4.89 for January 1923.As compared with January 1923, the reports for January of the present year indicated lower fatality rates per million tons for all of the main causes of accidents except explosions. For falls of roof and coal, the fatality rate per million tons declined from 1.85 in January 1923 to 1,68 in January 1924; for haulage accidents the rate declined from 0.62 to 0.42; for explosives, from 0.19 to 0.12; for electricity, from 0.12 to 0.07. "The Bureau of Mines recently has issued a general information circular covering briefly the origin and occurrence, properties, uses, exploitation, and marketing of diatomite. Since this publication was prepared, additional information has become available regarding one of the newer uses of diatomite — that as a filler in battery boxes. As this market is rapidly becoming one of the important outlets, a brief discussion of such use may be of interest.Diatomite is a mineral substance composed principally of the skeletal remains of diatoms. The skeletons of these microscopic flowerless water plants are made from silica present in the water in which these tiny plants live. The minute shells or ""casts"" accumu¬late in the bottom of lakes, ponds, or inland seas, and eventually become more or less consolidated into beds of diatomite.The uses of diatomite depend largely upon its peculiar properties. Diatomite is a highly porous substance and possesses marked absorptive powers. The large percentage of pore space makes the material very light in weight. It is relatively insoluble in most solutions.The largest deposits in the world are found in California, but diatomite occurs in many other Western States and also is found in a number of places along the Atlantic seaboard. Outside of the United States diatomite occurs in many countries; Algeria and Germany are among the largest producers.Usually diatomite is mined either by underground or open—cut methods. In some instances it may be dredged from lake and swamp bottoms. It must be dried prior to grinding or other preparation for market, and for many purposes must undergo a complex sizing and grading system for removal of such impurities as sand and clay and for classification of the material to the various sizes desired,"

[A survey of the literature relating to ignition temperatures of acetylene-air and acetylene-oxygen mixtures reveals rather wide disagreement in the reported results. In some instances the ignition temperatures of acetylene-air mixtures were reported to be lower then those of acetylene-oxygen mixtures, which is contrary to experience with other combustibles. To clear up some of the reported discrepancies, the authors have investigated the ignition temperatures of acetylene both in air and oxygen, and their results are presented in this report.]

RECORD production of portland cement, crushed limestone, marble, lime, and clays highlighted the mineral industry of Alabama in 1959. Among the States, Alabama ranked second in production of bauxite, and third in output of iron ore, scrap mica, and native asphalt. Alabama's mineral industry was dominated by the mining and processing of coal and iron ore, which accounted for 51 percent of the total value of production in 1958 and 1959. Other important industries were cement manufacturing, petroleum, and stone quarrying. Leading companies were Tennessee Coal & Iron Division of United States Steel Corp. (coal;. iron ore, limestone, lime, and magnesium compounds), Southern Cement Co. Division of American-Marietta Co. (cement, lime, limestone, and miscellaneous clay) , Woodward Iron Co. (coal and iron ore), Alabama Power Co. (coal), and Ideal Cement Co. (cement lime, and miscellaneous clay) .

The U.S. Bureau of Mines preproduction Wireless Survey System (WSS) and its performance during an in-mine test are discussed in this report. The WSS was developed to reduce downhole surveying time in order to increase the efficiency of drilling long horizontal methane drainage boreholes in coal. Borehole survey data are electromagnetically transmitted from the WSS7s downhole guidance probe, via the drill rod, to the uph'ole subsystem in less than 1 min per survey transmission, regardless of borehole depth. The WSS7s in-mine test consisted of providing borehole survey data during the directional drilling of a 2,538-ft horizontal methane drainage borehole in the Pittsburgh Coalbed. By considering available drilling time, which does not include hydraulic drill downtime and the time spent traveling portal to portal, 24 shifts were needed to complete the borehole. Of the available drilling time during the tcst, 50 pct of the time was spent drilling and 50 pct surveying and maintaining the WSS to keep it operational. Previous Bureau experience indicates drilling efficiency was increased 108 pct because of the WSS, in comparison with using a commercially available wire-run directional survey instrument at 10-ft intervals.

The year 1991 recorded unprecedented change throughout the world; war in the Middle East, economic recession in key industrial nations, upheaval in Eastern Europe, and the disintegration of the former U.S.S.R. These issues and growing environmental concerns will affect the entire world mining industry. Environmental issues continue to have an ever greater effect on industrial minerals. In the United States, major issues involving the Clean Air Act, Clean Water Act, and the recent Stormwater Rule by the U.S. Environmental Protection Agency (EPA) affect many types of mineral operations. Significant developments include an important decision in 1991 by a Federal Appellate Court to overturn EPA's asbestos ban on certain products, partly on environmental grounds, and proposed legislation that would overhaul or abandon the 1872 Mining Act. On a global scale, prominent issues include environmental concerns over mining in the Antarctic and Arctic regions and a cutback in plans to clean up the Kola Peninsula in the Commonwealth of Independent States (C.I.S.).

SUSTAINED growth characterized the U.S. economy in 1964. Many new peaks were achieved in production, sales, employment, employee earnings, and business profits. At the end of 1964, the economy had experienced 4 years of uninterrupted expansion, and the greatest net gains in output for all postwar cyclical advances had been registered. There were no indications of the various weaknesses which have previously characterized advanced stages of business expansion. Both gross national product (GNP) and national income were 6.7 percent higher than in 1963. In 1964 GNP totaled $628.7 billion, a gain of $39.2 billion over the 1963 figure. On an overall basis, prices rose 1.75 percent in 1964. The real volume of output of goods and services (GNP in constant dollars) increased by 5.0 percent ill 1964; this was more than the 3.8-percent gain in 1963 but less than the 6.6 percent gain in 1962. The 1964 output gain also exceeded the average 3.7 percent annual increase for the postwar period. Congress authorized a two-stage tax reduction designed to further stimulate economic growth and employment. The tax cut favorably affected the 1964 economy in the following ways: By helping to boost personal income, corporate profits, and industrial production; by accelerating the pace of consumer spending and business capital expansion; and by increasing employment, thereby reducing unemployment to 5 percent. Development of the Rail-Haulage Sub-assembly for the Production Sub-system (UGMHS)* required the use of ,a newly formulated model in order to best satisfy the requirements. Many of the ideas of the former single-stage rail simulator included in the original version of UGMHS have been used, together with the results of experience gained in applying the earlier model to a variety of operating situations (Sanford, 1969). The sub-assembly is developed as an independent system and, as such, can be used to analyze track systems using production distri¬butions as data input. In addition, since this model is designed to replace the original sub-assembly in UGMHS, the linking procedure is identical with respect to bi-directional information flow. The flow of coal from production sections, for example, fills the mine cars, but a condition of "out of empties" or "full of loaded" at a loading station will shut down inby production sections. A requirements analysis was conducted to determine specifically how the model could best serve the user. Operating management had the largest input in developing the following requirements for the Rail Sub-assembly: a) data input in mixed narrative - numeric form to permit user identification of the input variables; b) a user option to extract several ranges of detail in model output, i.e., an average shift summary of minimum retrieval

During the period 1979 thru 1982, Multi Mineral Corporation conducted a mining research program at the United States Department of the Interior's Bureau of Mines Oil Shale Mining Environmental Research Facility in the Central Piceance Creek Basin, Rio Blanco County, Colorado. The program consisted of mining, environmental and geotechnical research data and the results are described in this report.

An important objective of the Australian Government's policies on resources development is to encourage further processing of raw materials domestically, to the extent that this is economically feasible and consistent with sound industrial development. This Bureau of Mines report examines the extent to which Australia is able to pursue this policy in terms of its own competitive advantages and the implications of such a policy for the United States. Such factors as the impact of other competing producers and their advantages, expected world demand, and infrastructural problem--which may limit pursuit of this policy to the fullest extent--are discussed. After a broad review of the re-source, economic, social, and environmental factors, the perspective for increased processing is examined for a number of mineral commodities.

Six underground coal mine shuttle cars (three high seam and three low seam) were used to assess visibility using the concept of visual attention locations (VALs) and an improved human eye reference measurement instrument (HERMI Mark II). Each machine was assessed in the inby and outby direction of travel with no canopy and with the canopy in its highest, and lowest position. In addition, the illumination level at each VAL was determined. Results showed that the most important variable determining visibility was operator eye position. When this variable is controlled, the addition of a canopy has no effect on visibility. Further, with eye position controlled, there is no difference in visibility between high and low seam machines. The visibility and illumination assessments found blind spots in the operator's field of view located on the opposite side of the car from the operator and ahead of the machine. Suggestions for reducing the blind spots were made. The report also included a procedure manual for using HERMI and the system of VALs to assess visibility from underground shuttle cars, continuous miners, and scoops.
