No producing mines are in the study area. Sample results indicate the only resources in the study area are low grade phosphate deposits associated with Cuyama Phosphate Mine (fig. 1). Within the study area, are more than 21.4 million tons of inferred subeconomic phosphate rock resources which would be reserves at an 80 percent higher phosphoric acid price; weighted average grade is 4.84 percent phosphorous pentoxide (P205). About 17.6 million tons of similar grade are outside the area to the northwest. The South Cuyama Oil Field, adjacent to the study area (fig. 1), produces petroleum from the Vaqueros Formation which underlies parts of the study area. Oil and gas potential was evaluated by U.S. Geological Survey. INTRODUCTION Location, Size, and Geographic Setting The U.S. Bureau of Mines conducted a mineral survey of the Fox Mountain RARE II area (No. 5120) during the summer of 1981. The area was examined to determine the presence or absence of mineral resources and reserves, and to estimate tonnage and grade where possible.

The Bureau of Mines studied airblast from surface mining to assess its damage and annoyance potential, and to determine safe levels and appropriate measurement techniques. Research results obtained from direct measurements of airblast-produced structure responses, damage, and analysis of instrument characteristics were combined with studies of sonic booms and human response to transient overpressures. Safe levels of airblast were found to be 134 dBL (0.1 Hz), 133 dBL (2 Hz), 129 dBL (6 Hz), and 105 dB C-slow. These four air-blast levels and measurement methods are equivalent in terms of structure response, and anyone could be used as a safe-level criterion. Of the four methods, only the 0.1-Hz high-pass linear method accurately measures the total airblast energy present; however, the other three were found to adequately quantify the structure response and also represent techniques that are readily available to industry. Where a single airblast measuring system must he used, the 2-Hz linear peak response is the best overall compromise. The human response and annoyance problem from airblast is probably caused primarily by wall rattling and the resulting secondary noises. Although these will not entirely be precluded by the recommended levels, they are low enough to preclude damage to residential structures and any possible human injury over the long term.

"The U.S. Bureau of Mines (USBM) established on August 15, 1983, a Generic Mineral Technology Center (GTC) for Respirable Dust within the Mining and Mineral Resources Research Institutes (MRls) at The Pennsylvania State University (PSU) and West Virginia University (WVU) in association with participating MRis at Massachusetts Institute of Technology (MIT) and the University of Minnesota (UMN). The primary goal of the Center is to reduce the incidence and severity of respirable dust disease through researching and advancing the fundamental understanding of all aspects of respirable ~~9t associated with mining and milling and the interaction of dust and lungs. Other Center activities include the training of engineers and scientists, graduate students and undergraduate students through their respective institutions, and the technology transfer to the industry. The Center also serves as the reference center for publications in the respirable dust area. IntroductionExposure to respirable contaminants in mine atmospheres has long posed a serious hazard to miners. The control of these hazards, some of which can have sudden and catastrophic effects and some others, slow and long enduring consequences, has been a major concern for labor, management and government alike. This concern has manifested itself in four primary mechanisms of control -- (1) regulatory control through minimum standard setting by the passage of mine health and safety laws, (2) engineering control through design and operation of mines according to the best recommended practices, (3) interaction of dust and lung control through periodic physical examinations, wearing personal protection devices, etc., and (4) legal and social control through workmen's compensation laws for occupation related health deterioration.The stated objective of the Federal Mine Safety and Health laws is to"" permit each miner the opportunity to work underground during the period of his entire adult working life without incurring any disability from pneumoconiosis or any other occupation-related disease ."" Significant progress has been made in lowering the dust levels in mines since the inception of the Bureau's respirable dust research program. It is generally agreed that mines are less dusty today than they were a decade ago. However, the most serious hazard for workers in the mining and minerals processing industries is still the exposure to respirable dust, and solutions to the problem of respirable dust disease remain to be found."

Accelerometers and pressure transducers mounted in suspension components can be used to monitor the ride of haulage trucks. Presently, it is difficult to tell what caused a jolt to the truck using either pressure or acceleration data alone. When information horn a Global Positioning System is recorded at the same time as shock pressures or acceleration data, then the exact location of an event can be determined. Mine management can then determine what caused the jolt to the truck.

The British Solomon Islands Protectorate continued developmental work on bauxite deposits on the Islands of Rennell and Vaghena. A feasibility study was completed by Mitsui Mining & Smelting Co., Ltd., and Pacific Aluminum Ltd. (a subsidiary of Conzinc Riotinto of Australia Ltd,), and negotiations with the Government were in progress. The Government will receive a 25% share if the project is realized. It was estimated that the Islands contain 60 million tons of bauxite with an alumina content of 45% to 50%.

Information on the performance of coal-cleaning equipment is necessary to provide a basis for evaluating the performance of existing plants and projecting that of new plants. Performance data can contribute greatly to the wise selection and effective use of coal-washing equipment. The Bureau of Mines has published information on the performance of several commercial plants, as well as of some laboratory-scale equipment, 5 (2-9, 11, 12, 17-12, 21-25) from time to time for a number of years. A more intensive program to provide such information for all the principal types of cleaning equipment is underway. The present evaluation of table performance is part of this program.

Research on the solid-fuel reduction of Knob Lake iron or was conducted to upgrade lean and high-grade ores and recover metallized products suitable for ironmaking or steelmaking. The program included bench-scale tests plus a number of continuous campaigns in a 34-inch by 36-foot rotary kiln. In the laboratory, metallizations in excess of 90 percent were achieved by reduction of crushed ore with lignite at 950° C. Subsequent grinding (to minus 200 mesh) and wet magnetic separation yielded concentrates analyzing less than 3.0 percent SiO2 and more than 90 percent Fe. Virtually complete recovery of the iron occurred. During early continuous tests the crushed ore created a serious ringing in the kiln which was solved by balling the fines with bentonite. Unfortunately, at this temperature (950° C) the bentonite militates against the concentratability of the metallized product. For example, a run on direct-shipping ore produced concentrates of 89.5 percent Fe and 4.5 percent SiO2. At 500° C the adverse effect of bentonite disappeared and concentrates of 88.4 Fe and only 2.5 percent SiO2 resulted. However, with comparable feed r Los, the metallization dropped to 73 percent.

The value of Alabama&apos;s nonfuel mineral production in 1980 was $328.6 million, a decrease of $7.8 million from 1979. Cement, crushed stone, lime, clays, and sand and gravel continued as the major commodities produced. Alabama led the Nation in the production of crushed marble; was second in bauxite; third in native asphalt, ferroalloys, kaolin, and oyster shell; fourth in dimension marble, masonry cement, and bentonite; and fifth in fire clay and lime. Alabama ranked in the top 20 States in total value of non-metallic minerals produced. Adverse economic conditions in the construction and metals industries impacted on the minerals industry in Alabama. Mineral producers supplying raw or finished materials to these industries experienced periodic reductions in sales during the year. Unit price increases did not keep up with inflation.

The San Juan Coal Mine, located near Farmington, New Mexico, supplies the San Juan Generating Station with more than 6 million tons of coal annually. To replace dwindling surface mine production, San Juan installed a longwall in 2002. The roof rock in much of the underground reserve consists of interbedded coals, carbonaceous shales, and mudstones. Roof support consists of fully-grouted roof bolts, both tensioned and non-tensioned, supplemented by modified cable trusses. Short-encapsulation pull tests conducted by San Juan’s geotechnical engineering department showed that some of the immediate roof layers provided variable bolt anchorage. To ensure that the roof bolts were obtaining the necessary anchorage, additional tests were conducted in a variety of locations. The results have been used to determine the optimum support design for different areas of the mine. Another series of tests evaluated the performance of several bolt and hole diameter combinations. The experience at San Juan Mine shows that short-encapsulation pull tests can provide the information necessary to improve ground control in variable roof conditions. It also illustrates how a pro-active geotechnical engineering program can be an essential component of a state of the art underground coal mine.

Over the past two decades, there have been significant reductions in industrial exposures to hand-arm vibration, especially when specific tools and work processes have been redesigned to incorporate anti-vibration and ergonomic principles. Nevertheless, Hand-Arm Vibration Syndrome (HAVS) remains a significant occupational health problem as disease symptoms continue to occur even when vibration exposure levels believed to incur low risks have been reached2. This inconsistency may be related to the methodology that is typically used to estimate workday vibration exposure levels, involving laboratory and/or very short duration field measurements coupled with estimates of overall eight-hour tool operation times determined from brief observations of tool tasks and/or self-reported surveys. One solution is to use small, commercially-available, personal vibration dosimeters to calculate, record, and display long-duration vector sums and energy equivalents of vibration. However, since these devices are attached to the worker and require tool-mounted accelerometers, they are incompatible with the worker performing normal duties involving putting down or changing tools. In addition, these commercial systems do not allow for the characterization of the transmission of vibration to the hand such as monitoring the mechanical coupling between the hand and the tool handle (e.g., grip forces). O’Boyle and Griffin showed that variations in applied force can alter vibration transmission characteristics by 50% or more indicating that the measurement of grip force is essential for modeling vibration transmissibility and vibration exposures5. In summary, a need exists for the development of a method and device that will more accurately characterize workday-long vibration exposures. Methods A portable, light-weight, Vibration Exposure Monitor (VEM) system was developed to record user-specific tool-operating times, vibrations, and grip forces throughout all, or a representative part, of a workday. It monitors frequency weighted and unweighted accelerations from a palm-mounted uni-axial accelerometer (Model 352C22, PCB Piezotronics, Depew, NY) and calculates exposure levels using the root-mean-square (RMS) and higher power mean values, such as the root-mean-quad (RMQ) and the root-mean-oct (RMO). Grip forces are also monitored using a palm-mounted force sensor (Model 400, Interlink Electronics, Camarillo, CA) from which average grip force levels and exerted grip extrema are calculated. At the core of the VEM system is a commercially available, battery-powered microcomputer (Tattletale, Model 8v2, Onset Computer, Onset, MA) with one megabyte of memory and eight analog channels using 12-bit sampling at a single-channel maximum of 100 kHz. Analog signal processing (i.e., anti-aliasing, with cutoffs at 4 and 1250 Hz, and ISO 5349-13 frequency weighting) is accomplished using custom circuitry that is directly interfaced with the microcomputer. The Bureau of Mines developed a mathematical model that decribes the interaction of an automated breathing and metabolic simulator, or lung, with a self-contained· self-rescuer that is supplied compressed oxygen. The model can be used to predict the gas partial volumes of 0z, Nz, and COz in the lung and in the self-rescuer breathing bag for a prescribed metabolic state that characterizes the lung. Nonlinear rate equations are used to describe the temporal evolution of the gas partial volumes. A numerical procedure was established with a FORTRAN computer program to solve these equations, which correspond to a given metabolic state. Examples are presented of applications of the model to predict bag volume and bag oxygen concentration changes with time when the bag is controlled by an automated breathing simulator. Under certain restrictive conditions, the model equations can also be used to analytically pre-dict the time required for the bag to reach a maximum or minimum volume. The model equation in this latter case was extended to transi-tions between metabolic states, with transitions described as exponential growth or decay processes.

Workers using vibrating hand tools have the potential for developing health problems associated with repeated forceful actions and exposures to hand-transmitted vibration. Hand-arm vibration syndrome (HAVS) and other hand-arm system disorders have been associated with such exposures.1-2 To better assess health risks, comprehensive evaluations of these exposures must include quantitative assessments of hand-tool coupling forces; unfortunately, no standardized method for quantifying hand forces exists. Handle instrumentation may be ill-suited for some field environments. Psychophysical force-recall techniques may provide alternatives to handle instrumentation. A thorough understanding of the effects of vibration and other factors on force-recall accuracy and reliability is important before such methods are applied in risk assessments. Methods In this study, the effects of vibration and other factors on the accuracy of psychophysical force-recall were explored in two experiments. Twelve male subjects participated in the first experiment. The second experiment employed 20 participants (10 female, 10 male). In each experiment, participants applied specific grip and push forces to an instrumented handle mounted on a shaker system. Participants were exposed to sinusoidal vibration at frequencies that ranged from 0 Hz to 250 Hz. Three levels of applied force (low: grip = 15 N/push = 25 N, medium: grip = 30 N/push = 50 N, and high: grip = 45 N/push = 75 N ) and two levels of vibration magnitude (low: ANSI 4-8-hr limit and high: ANSI <0.5-hr limit)3 were examined. During the vibration exposure period, participants were provided with visual feedback while they attempted to “memorize” the applied grip and push forces. At the conclusion of the vibration exposure/force memorization period and a controlled rest period, the participants tried to duplicate the grip and push forces on a non-vibrating handle without the aid of visual feedback. The effects of different vibration frequencies, vibration magnitudes, and grip and push force levels were tested in a random order from trial to trial. Results Participants tended to overestimate grip and push forces. Depending on exposure conditions, error means ranged from 2 N to 10 N. The ANOVA revealed that force-recall errors for exposures between 31.5 Hz and 63 Hz were significantly higher than those at other vibration frequencies (p < 0.05). The frequency effect is depicted in Figure 1. Error means were greater when participants were exposed to the higher vibration magnitude (mean = 9.1 N, 95% CI = 8.2-10.1 N) when compared with the lower vibration magnitude (mean = 4.9 N, 95% CI = 3.9-5.8 N) (p < 0.05). Research on the use of electric power in-coal mines was suggested by the Advisory Committee of the Bureau of Mines in 1937, and it was decided to begin with a study of individual machines of various types under operating conditions in modern coal mines. The transmission of power, particularly line losses and inadequate return circuits, should be a part of the investigation. This report presents some of the data of an initial study in commercial mines. ACKNOWLEDGMENTS The superintendents, engineers, and other officials of the two mines studied cooperated fully and aided in setting up and transporting the test equipment, giving such information as was requested.

Implementation of the joint Federal-State control program established in 1955 to cope with the mine water problem in the Pennsylvania anthracite region is described in this report. The increasing severity of the water problem in the anthracite mines has necessitated major adjustments as this continuing program has progressed. Since 1941 the Federal Government has recognized the mine water problem as an important factor in the worsening economic condition of the anthracite region by initiating scientific and technologic investigations and establishing the Anthracite Flood-Prevention Section in the Bureau of Mines in 1948. On the basis of comprehensive investigations and studies, the results of which were published in numerous reports and bulletins, the Anthracite Mine Drainage Commission of the Commonwealth of Pennsylvania formulated a plan that served as a background for legislative action in 1955, resulting in Public Law 162, 84th Congress (Act of July 15, 1955 (69 Stat. 352; 30 U.S.C. 571-576)), for the Federal Government, and Act No. 82 of the General Assembly, July 7, 1955, for the Commonwealth of Pennsylvania. The report covers 29 mine flood control projects approved and executed in implementing the aforementioned legislative acts. Essential engineering and cost details for each project are given, together with an evaluation of the effect that the installed facilities have on alleviating the mine water problem as it concerns individual mines and the anthracite industry as a whole.

HELIUM shipments in 1963 exceeded the volume shipped during the previous year for the 14th successive time. Shipments from Bureau of Mines plants were 627.3 million cubic feet, an increase of 5 percent over the volume shipped in 1962. Production from Bureau of Mines plants totaled 774.2 million cubic feet. The Bureau purchased 1,420 million cubic feet of helium in the helium conservation program and stored it underground for future use. Each of the five plants, financed and built by private industry for helium conservation, made deliveries during the year. Helium continued to playa key role in space, atomic energy, defense, and other research programs. Additional capacity for liquefying helium became available, and the first civilian helium-cooled nuclear-powered reactor in the United States began pre-operation testing.

This document details the method whereby Allen Corporation of America gathered and analyzed data and developed an annotated bibliography of metal and nonmetal mine fire reports (1950-1979). The primary objective of this program was to develop the annotated bibliography which included MSHA accident reports and periodicals. Two additional objectives were to gather data on non-reportable fires and to conduct statistical analyses on the data to delineate trends. Data was acquired from three major areas: periodicals, MSHA fire reports, and mine safety directors. Data was separated into reportable fires (at least ½ - hour duration or injury), non-reportable fires, and opinion data. The data was then analyzed by time trends, state, ore, ignition source, burning substance, location, equipment, detection, duration, injuries, fatalities, and successful extinguishing agent. The authors make a number of recommendations: (1) improved stationary electrical equipment design and fire protection, (2) improved design of mobile equipment to separate combustibles from ignition sources, (3) improved maintenance, (4) improved housekeeping, and (5) improved training. The document is divided into two volumes and an appendix. Volume I contains data acquisition procedures, data analysis procedures, and conclusions and recommendations. Volume II contains a chronological list of mine fires and fifteen indexes to assist the reader in locating fire incident report of interest. The Appendix contains the annotated bibliography of over 300 metal and nonmetal mine fire reports and journal articles and a list of non-reportable fires.

Since its creation in 1950, the Centre d&apos;Etudes et Recherches des Charbonnages de France at Verneuil-en-Halatte (Oise) has been conducting many investigations concerned with airborne dust measurements, particularly in underground mines. The work has resulted in the development, a few years ago, of a new process of dust sampling, whereby the airborne dust particles are collected by a rotary filter of polyurethane foam rotating at high speed within 8 housing.
