Six different types of blasting caps, mainly of the type used in coal mines, were evaluated to determine both their 1lF and DC characteristics. Two of the caps were of foreign manufacture. All the American made caps had "no-fire" (0.1% firing probability with 95% confidence, as determined by the Bruceton test) levels above 0.04 watts. One of the caps of foreign manufacture had a "no-fire" level of 0.023 watts. A worst case analysis of blasting cap pick up of RF power in coal mines was performed and safe distance curves were generated.

NIOSH recommends that exposures to respirable coal mine dust be limited to 1 mg/m3 as a TWA concentration for up to 10 hr/day during a 40-hr workweek, measured according to current MSHA methods (see Section 5.1 and Appendix J). NIOSH recommends that sampling be conducted with a device that operates in accordance with the NIOSH accuracy criteria [Busch 1977; Busch and Taylor 198 11 and the international definition of respirable dust [ACGIH 1994; CEN 1993; IS01993; Soderholm 1991a,b; 1989].* The REL represents the upper limit of exposure for each worker during each work shift. For single, full-shift samples used to determine noncompliance, NIOSH recommends that MSHA make no upward adjustment of the REL to account for measurement uncertainties [NIOSH 1994c] (see also Section 5.6.2). NIOSH further recommends that all reasonable efforts be made to reduce exposures to respirable coal mine dust below the REL through the use of engineering controls and work practices.

An analysis of coal slurry pipelines was presented in our May 1976 study, Route Specific Cost Comparisons: Unit Trains, Coal Slurry Pipelines and Extra High Voltage Transmission (4]. The present study extends that analysis. The earlier work included technical and economic cost descriptions of the black Mesa and ETSI pipelines as well as some hypothetical pipeline routes. Water problems, safety and environment, required resources, and labor impacts were discussed at some length. Additionally, pipeline impacts on competing railroads, slurry-rail comparisons, and cost escalation. were analyzed. The difference in pipeline profitability to an owner-operator versus a promoter-builder was suggested. These aspects are not redone in this study. Here, we present a synopsis of the previous results and a general statement of coal slurry pipelines. Extensions of the arguments are presented where they appear warranted. New material is developed in the area of pipeline branching and tapping. This would appear necessary if slurry pipelines are to function as more than private lines; if they are, for example, to be responsive to common carrier requirements.

Eliminate accidental tramming of a cleanup tractor. Approach A switch was installed in the operator's seat cushion to pre-vent the cleanup tractor from tramming without an operator in the driver's seat. How It Works The operator must be seated, and the Forward/Reverse Switch (that controls tramming direction) must pass through the NEUTRAL position before the vehicle will tram. See Figure 1. A pressure-sensitive seat cushion switch, a solid-state relay, and a double-contact relay were added to the control circuitry of an S & S BMUAT -88 cleanup tractor to create this tramming interlock. The weight of the operator on the cushion closes the seat cushion switch (Figure 2, A). This activates the solid-state relay (B), which completes the initial circuitry. Moving the For- ward/Reverse Switch (C) to NEUTRAL energizes the coil in the double-contact relay (D) and closes both contacts. One contact completes a sustaining circuit which keeps the double-contact relay energized. The second contact transfers power to the remaining contacts within the Forward/ Reverse Switch. These circuits are shown in greater de- tail in Figure 2.

"Three types of respiratory apparatus namely, gas masks, hose masks, and self-contained oxygen-breathing apparatus - are now commonly used for protection from noxious gases, vapors, and smokes or ristes, but no particular type can be selected as best for all conditions. Many factors must be considered in connection with each situation, so that each must be considered as a problem in itself. Following are concise statements for comparing the types:Gas masks are the simplest and easiest to wear, also the least cumber-sore; but they protect only in comparatively low concentrations of noxious gases and should never be used where the air contains less than 16 per cent of oxygen. Special masks give protection from one gas or class of gases, but may give no protection against another gas or class of gases.Hose masks protect in any irrespirable atmosphere, but are somewhat cumbersome, the length of hose limiting the distance a wearer may go from fresh air. They are serviceable also where a supply of pure air moves with the wearer, as where a locomotive engineer in a smoky tunnel is using a hose mask supplied with air from the compressed air line of the locomotive. Hose masks consume no chemicals or materials and so are not limited in the time they may be used.Self-contained oxygen-breathing apparatus protect in any irrespirable atmosphere, but their weight is cumbersome, they can be used only by trained men, and frequent attention must be given them to maintain good working condition. On the other band they are the only safe means for exploring mines and other places filled with irrespirable gases in high concentrations."

The thermodynamic properties of pollucite [(Cs0.650Na0.185Rb0.028)(AlSi2) (05.8630H0.137)?0.19H201 were determined by the Bureau of Mines in collaboration with the Argonne National Laboratory. The standard enthalpy of formation determined by hydrofluoric acid calorimetry is ?Hf°298 = -3,098.52 ±3.63 kJ mol-1. The standard enthalpy of formation from the oxides is ?H298 (from oxides) = -209.50 ±2.38 kJ mol-1. Low-temperature heat capacities were determined by adiabatic calorimetry from 5.0 to 306.1 K. The derived standard entropy is S°298 = 207.24 ±0.43 J mol-1k-1. Enthalpy increments above 300 K were measured by copper-block drop calorimetry from 349 to 674 K. Various experimental data were combined with other data from the literature to calculate the Gibbs energies of formation and equilibrium constants of formation over the temperature range of measurements. Standard enthalpies of formation and Gibbs energies of formation are given as functions of temperature. The Gibbs energy of formation is ?Gf°298 = -2,919.9 W mol-1

"INTRODUCTION The greatly diversified and increased uses of beryllium and its con& pounds in recent years have focused attention on the health hazards incident thereto. The Bureau of Mines has a fundamental interest in safety and the elimination or reduction of health hazards in the mineral and allied industries, and it recognizes that serious hazards are inherent in the production and use of beryllium and its compounds. This circular presents a review of the literature pertaining to such health hazards but does not describe original research by Bureau personnel. Most of the bibliography has boon either quoted in part or abstracted in an effort to present information in a comprehensive and readable form.In reviewing the literature, differences of opinions wore recognized in the writings of the respective authors, but no attempt was made to evaluate such differences. This presentation was devoted strictly to reporting without editorial comment.SUMMARYAlthough beryllium was known to industry for about 150 years, its toxicity did not present any serious problems in the United States until the advent of World War II, when the increased use of this element and its compounds brought to light several toxicologic reactions occurring primarily in the lungs and skin of workers handling it. The pulmonary effects, characterized as acute pnoumonitis and chronic pulmonary granulomatosis in beryllium workers, are far more serious than the dermatological manifestations.The addition of beryllium to the list of toxic industrial metals has boon so recent that there is still some confusion in the clinical picture. Data on magnitudes of exposure likely to be responsible for the production of disease are not yet adequate. There appears to be no relation between the severity of exposure and the development of cases some of those having had severe exposure have not developed a reaction, whereas those having a slight exposure in some instances have developed a response."

This Information Circular from the National Institute for Occupational Safety and Health (NIOSH) documents and supplements the information presented in a series of workshops held during 2002 and 2003. The primary intended audience consists of all who are involved in developing and conducting miners' training. According to the Mine Safety and Health Administration (MSHA), mine operators reported 240,000 full-time equivalent workers and independent contractors reported 42,000 full-time equivalent workers working on mine property during the year 2000. Unfortunately, these workers have a relatively high risk of suffering serious work-related injuries and illnesses. The mining industry has the highest rate of occupational fatalities among all U.S. industries. The fatality rate is 30 deaths per 100,000 workers compared to 4.6 for all private industry (Morbidity and Mortality Week Report, 2001; NIOSH, 2002). Compared to workers in other industries, miners also have a relatively high rate of nonfatal lost-time injuries, and their injuries tend to be more severe (Bureau of Labor Statistics, 1999). Many miners are also exposed to significant health hazards, including coal and silica dust, diesel exhaust, and noise. More than 1000 U.S. miners die of lung disease each year (NIOSH, 1999). Mine safety and health professionals have long recognized training as a critical element of an effective safety and health program. Federal regulations (30 CFR, Parts 46 and 48) require mine operators to provide initial safety and health training to all new miners, as well as a minimum of 8 hours of refresher training each year. The time and money being spent to train U.S. miners is substantial, and so there is a strong and steady demand for new and better mine training materials and methods. A growing concern among mine safety professionals regards the training of new workers. A major change in the mining workforce is anticipated within the next decade. In major segments of mining, especially coal, relatively few workers have been hired since the 1970's. Thus, as an entire cohort of miners in the current workforce nears retirement, the replacement of these employees will require an influx of new workers. New miners may be young people who lack the ability to recognize and respond to mining hazards in an appropriate manner. They may also have had different educational experiences than their older counterparts. Many safety professionals believe that these two cohorts require different approaches to training. The papers in this report should help prepare mine trainers for the changes about to occur in the workforce and acquaint them with strategies they can use to enhance the effectiveness of their training. The first three papers present basic principles for teaching adults. The five remaining papers are intended to illustrate how these principles can be applied to the development and imple¬mentation of effective training for miners. Below is an overview of these papers. 1. Kowalski and Vaught review the process and principles of adult learning. The learning model they present includes a discussion of goals, content, delivery, assessment, and remediation. Adults are viewed as active learners, experienced-based, expert in their own right in specific areas, independent, real-life centered, task-centered, problem-centered, solution-driven, skill-seeking, self-directing, and internally and externally motivated. Basic aspects of curriculum development are briefly reviewed. For further information about adult learning, see Camm and Cullen's paper. 2. Mallett and Reinke's first paper discusses issues related to training new miners who have recently or will soon be entering the mining workforce. These new generations of miners have different learning style preferences and training needs than Baby Boomers and other older miners. Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these young new workers. This paper provides information that will help mine trainers communicate across the generation gap. 3. Mallett and Reinke's second paper provide an overview of training evaluation. Trainers and decision-makers are given a framework for planning and assessing training evaluation strategies. The authors present Kirkpatrick's (2001) model of evaluation categories and discuss how to start an evaluation plan and various ways to collect data. They do not provide detailed instruction in evaluation methodologies, but give trainers a review of the things they need to consider when developing an evaluation plan. A good evaluation plan can inform revisions to a training course, assess trainee learning, and/or answer managers' questions about program effectiveness. 4. Brnich, Derick, Mallett, and Vaught discuss a technique for incorporating worker participation into fire prevention and safe equipment operation training. This technique involves development of short (5 to 7 minutes) videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner's workplace. An example of one of these training modules is presented, along with the results of an evaluation performed on its effectiveness at improving miners' understanding of what types of information they should be sure to communicate during a mine emergency. 5. Wiehagen, Conrad, Friend, and Rethi discuss on-the-job training (OJT) as a method for teaching miners safety and production skills. Much of the training is done by experienced workers. This paper describes how small investments can help improve the effectiveness of on-the-job training. Effective on-the-job training involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. One of the predominant causes of fires in underground coal mines is flame cutting and welding. These fires can lead to major events such as the explosion that occurred on January 22, 2003 in an airshaft being constructed at the McElroy mine. Six contractors were inside the shaft at the time of the explosion and the explosion fatally injured three and seriously injured three [MSHA 2003]. Understanding the root causes of these fires and explosions will help prevent these types of events from occurring in the future. Fires and explosions require fuel, oxygen and an ignition source (heat). These three items are referred to as a fire triangle. The control of these three items in flame cutting and welding operations is required to prevent fires and or explosions. United States Department of Labor, Mine Safety and Health Administration (MSHA) Reports of Investigation (ROI), MSHA Mine Accident, Injury, and Illness Reports, and the MSHA Mining Industry Accident, Injuries Employment, and Production Data Base were analyzed and interviews and observations with mine workers and welders were conducted to determine the root causes of coal mine fires and explosions caused by flame cutting and welding operations. This paper will discuss the root causes and potential means to reduce the number of fires and resulting fatalities and injuries caused by or due to flame cutting and welding.

Approximately 2,500 tons of low-grade uranium ore were used to conduct a field-scale heap leaching test as well as throe column leach tests. The ore used to construct the field-scale heap leaching test had a grade 0.023% U308 while the ore used fur column leach tests had a grade of 0.027% U308. The ore was crushed to minus 4 in. The field-scale heap was constructed on a clay base with parallel effluent lines running under the heap spaced 7.5 ft apart. The heap was leached for 45 days, drained, washed, and dismantled. Based on residue analysis, approximately 205 tons of ore were leached with a final U308 extraction of 96%. The heap was 17.9 ft in height and leached in a near-vertical pattern down to approximately 1 ft, at which point the leached zone become bell-shaped. Two 8-ft column charges and one 18-ft column charge were leached for 36 and 45 days, respectively. Based on residue analyses, all U308 extractions were greater than 96%. The conclusions generated by the studies showed that (1) flow rates were similar for column leaching and field-scale leaching, (2) final U308 extractions were the same for both types of leaching; however, the deeper ore beds tended to require longer leaching times, and (3) the reagent requirements were reduced with increased bed depth.

The U.S. Department of Energy Pittsburgh Research Center2 conducted experiments with mine conveyor belt samples in a 20-L furnace and in a laboratory fire tunnel to measure and compare the major toxic gas concentrations evolved during the combustion of the materials. The toxic gas concentrations, measured simultaneously through a multiport sampling device and treated as yield values, included hydrogen chloride (HO), hydrogen cyanide (HeN), oxides of nitrogen (NO, treated as NO), and carbon monoxide (CO). The data obtained from the two experimental systems were in good agreement. Correlations were developed for the toxic gas yields as a function of the percentage of chlorine (for HO gas), nitrogen (for HCN and NO, gases), and carbon (for CO gas) contained in the original materials. The toxic gas yields were also used to calculate a toxicity index (TI) parameter to assess the potential gas toxicity of belt materials during a fire. Furthermore, the TI and the mass loss burning rate values were used to calculate a toxicity hazard (TH) parameter to estimate the toxic gas hazard produced by a burning belt in a ventilated system. Results show that polyvinyl chloride (PVC) belts released higher HC1 concentrations because of the higher chlorine content; styrene-butadiene rubber (SBR) belts released higher CO, HCN, and NOz concentrations because of the higher carbon and nitrogen contents. The TI's, however, were greater for the PVC belts due primarily to the higher levels of HC1 produced. The fire tunnel data indicate that the SBR belts can bum with higher mass loss rates than the PVC belts, resulting in a potentially higher toxic hazard (higher TH values) even though their TI values were lower than those of the PVC belts.

In the interest of safety in metal mining, the Bureau of Mines recommends: That underground metal mines be equipped with a main fan in a fireproof housing, located preferably on the surface. The fan installation should be designed to ventilate the mine adequately throughout and to permit prompt reversal of direction of air flow. Many metal mines depend for ventilation upon natural flow of air, assisted by the exhaust from pneumatic drills and by compressed air blown into the workings. Others also ventilate separate headings or sections with fans and blowers. Relatively few have o mechanical ventilating system that controls the coursing of air throughout the mine.

"During recent months much criticism as to the efficiency of mine labor has been heard from various, sections of the country. No doubt much of this criticism has been well founded. The present lack of efficiency and of stability is due primarily to a spirit of restlessness and partial irresponsibility engendered during the transition from war conditions to peace time conditions. This spirit or unrest not only among the laboring classes but in every branch of the human family following a period of intense nervous tension in a nation appears to be a natural sequence of war and beyond the control of man. This condition will gradually disappear, and the majority of our people will again assume their natural order of living, but labor will for a considerable period be sensitive to these influences, whether they be exerted for good or for evil. Employers of labor should take cognizance of this fact and bend every effort towards the development of measures that promote efficiency and permanence of the working force.Labor efficiency depends upon many and varied factors. Some of these factors as applied to mine labor are briefly enumerated in the following paragraph:Selection and Placement of Manpower:In the selection of men the two main considerations are physical ability and adaptability. The laws of mechanics should be applied in the selection of men as in the selection of machinery. If a machine is required for a certain class of work, the type of machine known to be mechanically fit for such work is selected. Likewise, men should be selected with regard to their physical and temperamental fitness for the kind of work expected of them."

This paper presents data and theorem to calculate the risk of experiencing undesirable lightning related events while blasting or while engaged in other lightning sensitive activities. The paper provides an overview of lightning hazards in blasting operations and a brief history of lightning related blasting accidents. Lightning continues to be the primary cause of premature initiations of explosives in mining, on average, over two such incidents are reported to the Mine Safety and Health Administration (MSHA) each year. The energy contained in lightning discharges and how this energy sets off explosives in mining is presented. Three categories of lightning warning methods: public media, lightning detectors, and atmospheric electrostatic field measurement are discussed. The remainder of the paper presents recently acquired data on the spatial characteristics of lightning development. This data is used to estimate the risk assumed by blasters under certain conditions. Risk estimations are made for electric and nonelectric blasting if persons are evacuated when cloud-to-ground (c-g) lightning approaches within a certain distance. For example, about 0.6% of all c-g lightning strikes have no other c-g lightning strikes within 25 miles in the previous 30 minutes. The paper shows that a typical blaster using nonelectric initiation in a high lightning density area with a 100% accurate lightning detector set to alarm at 25 miles would have a lightning caused unplanned detonation every 14,000 years

The 53 countries that constituted Africa in 1990 accounted for a significant portion of total world output of a number of mineral commodities. Among the most significant to be produced in Africa were andalusite, antimony, asbestos, bauxite, chromite, coal, cobalt, copper, diamond, fluorspar, gold, lithium minerals, manganese, phosphate, platinum-group metals, the titanium minerals-ilmenite and rutile, vanadium, vermiculite, uranium, and zircon. Several of these, chromite, cobalt, diamond, and manganese, were not produced in the United States. Despite the underdevelopment of much of Africa, mineral raw materials playa very important part in the national economies of many of its countries. In many cases, the production of minerals is the dominant economic activity in the country, often having the largest and most sophisticated work force. In several countries, one or two mineral commodities are dominant in a weakly diversified economy. Among these are petroleum and diamonds in Angola, petroleum in the Congo, gold in Ghana, bauxite in Guinea, uranium in Niger, phosphate in Senegal and Togo, and copper and cobalt in Zaire and Zambia.
