The Bureau of Mines investigated the applicability of the freeze-drying technique for preparing dispersion-strengthened tungsten powders suitable for conversion by powder metallurgy into materials which might have improved high-temperature strength. Extruded rods from compacts of tungsten-5 vol pct thoria had at 1,650° C a tensile strength of 30,300 psi and a 10-hour stress-rupture strength of 12,700 psi, These are slightly below those measured for swaged rods of commercial tungsten-3.7 vol pct thoria. Only those tungsten-thoria dispersions containing a stoichiometric deficiency of oxygen yielded a significant strengthening effect. A low-melting eutectic formed in extruded tungsten dispersions containing either zirconia or yttria, which caused a lowering of the tensile strengths. These tensile strengths were only slightly higher than strengths of elemental tungsten made from commercial powder having a particle size of 2.4 microns (Fisher subsieve). Sheet made from this commercial tungsten had a slightly higher tensile strength than tungsten made by freeze drying, but the freeze-dried tungsten sheet had a lower recrystallization temperature, a lower ductile-to-brittle transition temperature, and a higher purity.

Determine the advantages and operational limitations of water-let-assisted cutting used with mining equipment. Approach The Bureau of Mines con-ducted a research study to evaluate water-Jet-assisted cutting both in the laboratory and in underground mines. Earlier research on water-jet-assist was limited to laboratory studies where bit speeds and penetration depths were very low and large cutting force reductions were reported. For the past years, research by the Bureau of Mines and others has been concerned with the application of water-jet-assisted cutting under more realistic mining conditions. Study Results Water-jet-assisted cutting employs a mechanical cut-ting bit combined with a moderate to high-pressure water jet directed just in front of the bit tip to assist in the cutting process. Recent Bureau findings show that the addition of the water jet to the cutting bit can improve cutting in harder materials, significantly reduce respirable dust and bit wear, and increase product size. Some of these findings are presented as follows.

The objective of these projects is to provide an ordered and sequenced series of advance toward the Bureau's overall goal of providing the systems technology required to create a more healthful and safer working environment for the Nation's mining and minerals processing workersINTRODUCTION The Bureau of Mines conducts a balanced, continuing in-house research and development program to accelerate systematic improvements in health and safety conditions in U.S. mines. Part I of this report outlines the Bureau's present in-house effort to all interested parties; in particular, potential contractors can refer to it when submitting USP's (unsolicited proposals), thus avoiding proposing research that duplicates work being performed by the Bureau.It is the policy of the Bureau of Mines to utilize as fully as possible the capabilities of the private sector in minerals research, and to that endPart II of this report outlines the Bureau's current projected contract research needs.The projects presented were planned at the beginning of the fiscal year and are subject to change based on emerging priorities and availability of funds. During the nine years that have elapsed since the Bureau of Mines was established in 1910, the work of the bureau has included many investigations that have proved of high value to the Nation. Eleven mining experiment stations established by act of Congress have greatly increased the bureau's usefulness; being situated in the mining fields, these stations are closely in touch with industrial needs, and the results of their research and educational work are more directly available to those engaged in the mining, metallurgical, and mineral industries. In the United States mining is second in importance to agriculture only. The Federal Government annually appropriates large sums in the interest of agriculture, whereas the appropriations for mining are relatively small. But the nation-wide popularity of Government assistance to agriculture should not overshadow the need of Federal assistance to the mineral industry. With scientific management farms can be made to produce indefinitely without any depletion of the potential resources of the soil, but the mineral wealth of a country is a fixed quantity, and every year's production brings nearer its ulti- mate exhaustion. As the deposits of the richer or more readily available ores, espe- cially those in the West, have been depleted, development of methods for mining and treating the leaner or more inaccessible ores has lagged, so that meeting the increasing demands for certain metals is becoming more and more difficult. In some branches of mining the small inde- pendent operator is greatly handicapped. He has to rely on custom mills and smelters for the profit or loss of his product, and because of relatively inefficient methods of milling or smelting he may receive no return for much of the ore he mines. Even though the small operator thinks he knows of improved methods of obtaining the metals from the ores, he can not afford to install the necessary machinery or to carry on experiments that may or may not prove successful. In view of the increasing need of metals and the impossibility of renewing the ore supplies, efforts should be directed toward developing the most economical and efficient methods in mining and metal- lurgy. The great mining companies carry on independent research work, some of them on a large scale; but as such work is usually undertaken for gainful purposes, these companies do not feel under any obligation to give the results of their investigations to the world. Clearly the solution of the difficulty is to place in the mining districts trained mining and metallurgical engineers who will investigate and solve the problems for the benefit of the whole industry. It is with this purpose in view that experiment stations of the Bureau of Mines have been established to investigate economy, efficiency, and safety in mining, and to make public the results of the investigations. The Federal Government can be of most help in developing the mineral resources of the country when its forces are brought in direct contact with these resources. Mining is as old as civilization, but only within a generation has this country busied itself with any other problem of mining than the amount of mineral products that could be put upon the market. Little concern was felt if much of the metal in an ore was wasted, if the miner lived in unsanitary surround- ings and died of preventable disease, or if accidents occurred fre- quently and from causes that could easily be controlled. Now we realize that the waste of any resource is inexcusable. The mineral wealth of the country can be mined but once. The task before the Nation is to recover as much metal as possible from the ore in the ground, and to do this in the most economical way without waste of human life. This task is of such magnitude as to warrant aid from the Government through experiment stations. In its efforts to make the work of these stations of most benefit to the mineral industry the Bureau of Mines seeks the cooperation of State authorities, of mine operators, of miners' organizations, and of every person interested. These experiment stations also serve an educational purpose. Gen- erally speaking, mining is not a preferred occupation. The miner should have reason to take greater interest in his work; he should feel that the experiments the Government is making affect him vitally by enabling him to increase his production and by making his work safer. The mine operator should realize that the Government stands ready to aid him, and he should know that he can bring his own problems to a Government organization that is trained and equipped to solve them. The surest method of accomplishing these results is to carry the work of the Bureau of Mines into the mining regions through the establishment of experiment stations easily accessible both to the mine operator and to the miner. Many miners in this country do not read English, but they can understand motion pictures of mining methods; they can learn how lives can be saved in case of accident; and they can appreciate the larger results gained by modern methods and equipment. North American railroad locomotive operators (engineers and conductors) are exposed to multi-axis vibration and shocks (1, 2). A recent epidemiological survey showed a prevalence of serious type of neck and lower back disorders nearly double that of a control group (3). Ergonomic working conditions are important co-factors in a vibration and shock exposure risk assessment (4, 5). The goal of this study is to illustrate typical work stations (cabs and seats) in US/Canadian type locomotives and assess shock related exposure risk by calculations of the new proposed shock risk indicators according to the new ISO 2631-5 (2004) (6). Methods Locomotive cab and seat inspections were conducted and operators’ activities were assessed by a trained observer. Field measurements (n=50) were obtained during normal revue service following generally accepted guidelines (ISO 2631 (1)). A sub-sample of n=20 locomotives were selected for the calculation of proposed shock indicators (ISO 2631 (5)). Results There has been little change in basic locomotive cab and seat design in the U.S.. Two locomotive cab design concepts are used: the Association of American Railroad (AAR) Control Stand and in newer series wide-body locomotives the “Control Consol” (Figures 1-2), with varying seating conditions, but frequently subjecting the operator to an awkward body posture in addition to the vibration and shock exposure. The Bureau of Mines as part of its research effort to minimize the generation of hydrometallurgical waste, investigated a sodium sulfide leaching-electrolysis procedure for treating hydrometallurgical residues for elemental sulfur and base-metals recovery. Research was conducted on a leaching residue from a lead concentrate. The following procedure was developed. 1. The elemental sulfur was dissolved as polysulfide with an Na2S solution. 2. The resultant metal sulfide bearing residue was oxidatively acid leached in a cationic membrane electrolysis cell; the metals were solu¬bilized at the anode, and a base was generated at the cathode. 3. The elemental sulfur was recovered from the polysulfide solution by neutralizing with the acid in the anolyte. Byproducts of the neutralization were H2S and a sodium salt solution. 4. Sodium sulfide was regenerated by reacting the H2S byproduct with the base in the catholyte. 5. Lead as PbCL2 was recovered from the anode residue by brine leaching, and the other metals were recovered from the sodium salt solution as metal sulfides. 6. The barren filtrate from the metal sulfide precipitation constituted the recycled electrolyte. Ninety-eight percent of the elemental sulfur, 98 pct of the lead, and up to 80 pct of other accessory metals were recovered from a residue obtained from the FeCl3-NaCl leaching of a lead concentrate.

As part of research conducted in its mission to effect pollution abatement, the Bureau of Mines, U. S. Department of the Interior, is developing a dewatering technique that allows for disposal of phosphatic clay wastes, for reuse of water now lost with clays, and for reclamation of mined land. The technique utilizes a high-molecular-weightnonionic polyethylene oxide polymer (PEO) that has the ability to flocculate and dewater phosphatic clay wastes. A synergistic flocculation study was made to determine whether a portion of PEO could be replaced by other reagents. Several groups of reagents were tested: (1) those that increased the zeta potential of the phosphatic clay wastes; (2) those capable of hydrogen bonding; and (3) those which flocculated the phosphatic clay waste. Reduction in PEO consumption occurred only with addition of those reagents able to flocculate the slime. The use of natural guar gums resulted in a lower PEO requirement and also yielded a dewatered product of higher solids content, 43 to 45 percent, versus 33 to 35 percent obtained with PEO alone.

"One of the products of the activities of the United States Chemical Warfare Service is a simple device and method for nearly instantaneous determination of small quantities of carbon monoxide in air. Since the war, this device has been diverted to commercial uses, and is now being marketed in connection with rapid determination of the comparatively small but dangerous quantities of CO, which may be found in garages, in sewers, about blast furnaces, etc. Also, it probably has a definite field of use in both coal and metal mines in connection with fires and explosions, as well as in confined places after firing of explosives) the latter applica-tion being of especial importance in metal mining.The device as marketed is readily portable, being small and light enough to carry in a coat pocket of medium size. In operation, a sample of the air mixture is drawn into a small rubber bulb, then forced through a small glass tube filled with certain chemicals upon which CO has the effect of changing the original color from gray or white to shades of green, the deepness of the green determining the percentage of CO in the air. A color scale is attached for purpose of comparison and determination of CO percentage. Only a few minutes are consumed in obtaining the result, all work being done on the ground.The exact effect of minute quantities (up to 1/10 of 1 percent) of CO on the human system is somewhat uncertain, and much research has been and is being done to obtain definite data on this point. It is, however, definitely known that in air containing more than 1/10 of 1 percent CO men doing hard work are quickly and seriously affected. As the gas is tasteless, colorless and odorless, methods of determining the presence of both small and large quantities have been of much importance. Technical Paper 11 of the U. S. Bureau of Mines gives much data as to effect of CO on mice and canaries. It was found that mice show very little distress until the CO content is about 0.20 percent, but quickly succumb when that percentage is exceeded; canaries are somewhat more susceptible; they quickly show distress in as little as 0.15 percent 00, and soon collapse when that percentage is exceeded."

The Bureau of Mines investigated the availability of barite (BaSO4) from 35 U.S. and 41 non-U.S. mines and deposits in 17 market economy countries (MEC's). This evaluation assesses the availability of mud-grade barite, and concentrates consumed by the chemicals and fillers industries. The demonstrated resources defined in this analysis totaled 130 million metric tons (Mmt) of barite (contained BaSO4), yielding a potential 115 Mmt of recoverable barite concentrates. At the 1984 MEC production rate, the evaluated resources would last about 30 yr; however, this would include production costs of up to $100/mt concentrate. An average price needed to cover all costs of production over the life of each operation was determined for both mud-grade and chemical- and filler-grade barite products. Including a 0-pct discounted-cash-flow rate of return (DCFROR), regional weighted- average total production cost ranged from $38/mt for barite concentrates in Asia to $71/mt for U.S. operations. Transportation costs have the greatest impact, contributing up to 60 pct of the total cost of production. Rail transportation costs from the mines to U.S. markets are generally significantly higher than ocean shipping rates on imports.

At coal mine working faces, simultaneous application of three basic elements reduces the methane explosion hazard: (1) adequate ventilation, (2) regular monitoring of gas concentrations, and (3) the elimination of ignition sources. This paper reviews the application of these elements in a manner relevant to Chinese coal mines. Adequate ventilation is provided by using the mine entries to convey air for the long distances between the mine portal and the working sections (main ventilation systems) and then using line brattice or ventilation duct (face ventilation systems) to convey air the last hundred meters to the working face where coal is broken and removed. The air quantity provided is enough to safely dilute methane and the air velocity is enough to prevent layering. Gas concentrations are regularly monitored in accordance with regulations using knowledge of the circumstances under which the highest concentrations are likely to be found. Ignition sources are eliminated by ensuring that electrical equipment does not ignite methane, that sparking from cutter picks is minimized, and that smoking by workers is strictly forbidden. Risk-reduction studies using fault-tree analysis have shown that large reductions in explosion risk only result from multiple preventive actions. For example, a ventilation upgrade or a methane monitor upgrade by itself offers risk reductions under 50 pct. A risk reduction of 90 pct. or more would typically require much more. Other studies have shown that the everyday vigilance of those working underground is as important as engineering design.

Procedures for detecting and locating seismic sources are adapted to the case of entrapped miners. During an emergency the entrapped miner is likely to generate seismic signals, by knocking against the walls of the shaft. With a seismic array station deployed near the disaster area, the seismic signals can be recorded. Two algorithms are presented for the location of the source from the arrival times of a seismic phase: The first algorithm produces one, most probable location, under the assumption of constant velocity of propagation of seismic waves in the medium. The second algorithm is similarly applicable, however without any restriction on the seismic velocities in the medium between the source and the array. While the first algorithm uses an analytic approach, the second one is based on a trial and error procedure. The second algorithm gives locations with arbitrarily high accuracies, depending only on the accuracy of arrival time measurements and on the compatibility of the true velocity distribution and the assumed velocity model. The algorithm is shown not to require under certain conditions direct .arrival time measurements, thus eliminating a potential source of errors in the location of entrapped miner.

The existing computer programs for the simulation of ventilation systems under normal ventilation conditions are reviewed and a suitable program for including the influence of mine fires is selected. New program parts are written for the consideration of methane productions in coal mines, heat and gas productions of mine fires, temperature and air composition changes in ventilation systems, and the ventilation forces resulting from the latter. Other program parts are provided for the detection of danger zones and reversed air currents and for the inclusion of recirculated air currents in the network analysis. Existing program and new program parts are combined. The resulting new program can be used for a multitude of assignments. It is designed for the practical ventilation engineer and should be applicable to all types of ventilation emergency plans, in particular mine fire plans. The organization of the program and its mathematical basis are described. A FORTRAN IV listing and several flow diagrams are included. Eight executed examples are discussed, input and output for these examples explained. Storage requirements and execution times are estimated.

1962 was the second year of recovery from the mild 1960-61 recession. The year-to-year gain in constant dollar gross national product, our most comprehensive measure of the country's economic performance, was 6.0 percent (from $447.7 billion in 1961 to $474.8 billion in 1962). The unemployment rate declined from 6.7 percent to 5.6 percent. Although it was a good year, there were still unused resources of labor and capital which implied that the economy was operating below its potential. The year-to-year change in the Federal Reserve Board (FRB) index of industrial production of 7.6 percent masked the fact that more than one-third of the growth took place within 196L The monthly index rose only 4.8 percent during 1962, from 114.3 in January to 117.8 in September. The fact that the economy as shown by the industrial index, rose rapidly in the first half of the year only to remain on a plateau of 119-120 during the second half, led some people to fear an imminent downward turn. This did not occur. Neither production nor consumption of mineral fuels advanced as fast as the total economy. But consumption showed more gain than production, 5 percent compared with somewhat less than 4 percent. Production of both crude oil and natural gas reached new highs while bituminous coal production was the highest in 5 years.

[A few studies on the relationship of the fusion temperature of the ash of coke to that of the corresponding coal have been made on commercial high-temperature cokes. R. J. Rose3/ in 1921 compared the' fusion temperatures of the ashes of 10 coals and. the cokes produced from them and concluded tat they were in such close agreement that either figure could be used. More recently, Quarfort4/ found that the ash of coke fused at a somewhat lower temperature than that of the original coals As the ash of a coal and that of the coke produced therefrom have the same origin their chemical composition should be identical, provided that carbonization has not altered the inorganic, or ash-forming, constituents of the coal, and such alteration seems highly improbable. However, it has been shown5/ that coke is liable to contamination by iron during crushing and preparatory to sampling. Pieters6/ found that coke ash was cantaminated in this manner up to 0.4 percent. extraneous iron would lower the ash-fusion temperature because such iron may form ferrous silicate, which is readily fusible,7/ These results provide a basis for the prediction that the ash of coke will fuse at a lower temperature than that of the corresponding coil., especially if the fine grinding of the coke was done by rubbing surfaces of iron, as in a disk pulverizer or bucking plate.]

This report compares a proposed 10/60 "piggyback" 02 generating self-rescue unit to the standard CO self-rescue unit with respect to work task interference. A simulated low seam coal mine was constructed and subjects performed locomotion, shoveling, cart pushing, and timbering tasks with the 10/60 or self-rescuer attached to their belts. Task completion time was longer on all tasks when wearing the 10/60 unit, although only locomotion was statistically significant. The 10/60 unit was bumped over 100% more often than the standard self-rescuer. Implications for design of the proposed 10/60 container are: 1) unit?s container must be extra durable to withstand the added abuse it is likely to receive by low coal miners; and 2) extra consideration must be given to preventing the device from slipping on the belt while working, especially in low coal.

"Information gathered during recent months by field men of the U. S. Bureau of Mines shows that in one State alone there have been 71 fatalities from electrical causes during the last 51/2 years, of which 55 were from contact with mine trolley wires operated at 250 volts or less, direct current. The 1928 law relating to the guarding of trolley wires in the-mines of this particular State reads: ""All trolley wires carrying a voltage of class 2 must be properly shielded except where the same are at least 61/2 feet above top of rail."" Class 2 voltage is defined as being ""between 300 volts and 600 volts direct current, or 240 volts and 480 volts alternating current."" From this it may be inferred that no guards are required, for 250-volt trolley wires, and the natural conclusion to be drawn is that the lack of guards or shields must be held responsible for these fatalities. To prevent fatalities from this source, it has been advocated that every foot of trolley wire in mines should be guarded. While some such drastic step may appear to be amply justified, a closer examination of the records shows that lack of guards is not entirely responsible but rather that carelessness and neglect in the observance of certain well-established simple rules concerning installation and location of trolley wires must also bear a share in the responsibility. In -other words, if trolley wire is installed carelessly and its maintenance neglected, failure may be expected of any guards that have been put up.There are a-number of factors affecting safety as related to trolley wires in mines, among which the following may be enumerated.1. Installation relative to track and passageways.2. Guarding.3. Maintenance.4. Discipline.Acknowledgment is made to D. Harrington and K. L. Marshall of the safety division of the bureau for assistance given in securing data on cost of installing guards for trolley wires.The statement that fatalities should not be charged in every case to lack of guards is supported by the following example: A man operating a locomotive was electrocuted when the trolley wheel jumped the 250-volt trolley wire and allowed it to sag against his shoulder. He was sitting in the regular place provided in the locomotive, but the wire was 11 inches inside of the rail and only 39 inches above it where the wire touched him, or 11 inches from the roof at a distance of 12 feet from the nearest hanger. The accident occurred between two hangers 44 feet apart, and the trolley wire was inside the rail over the entire distance, being 2 inches inside at one hanger and 10 inches inside at the other hanger. A bolt in the roof indicated that there had been a hanger at one time between the two on the 44-foot span.This example is a violation of good practice in the installation and maintenance of trolley wire. In the first place the wire should have been outside instead of inside the rail. In the second place there should have been at least one intermediate hanger so that the span would not be so great and the sag would be reduced. Furthermore, it is possible that the wire was not taut enough even when the intermediate hanger was in place.To provide a degree of safety for men in the mines certain coal-mining States, recognizing the need, have enacted laws to regulate the installation of trolley wires. These limit the distance that the wire must be kept outside and above the rail. Thus, the 1927 mining laws of Ohio specify that:"

Many longwall mines rely on methane drainage to supplement traditional fan-based ventilation systems. However, the surface production facilities for methane drainage systems, including gob gas ventholes, are commonly located in remote locations, sometimes without convenient access to electrical power, and they may be monitored infrequently. The first evidence that a methane drainage system may not be operating efficiently, or not operating at all, can be an increase in methane concentrations at a return air shaft or underground where the workforce is exposed to the risk of a methane explosion. A solar powered, remote gob gas venthole monitoring and cellular telephone-based real-time data transmission system has been developed and successfully field tested by the National Institute for Occupational Safety and Health (NIOSH) to address this problem. With this system, individual methane drainage boreholes can be monitored from the mine office to determine current operational performance parameters, as well as review past data to anticipate maintenance needs and troubleshoot operational problems.

To promote greater use of abundant domestic raw materials in the manufacture of synthetic mullite, the Bureau of Mines has undertaken a comprehensive investigation to determine the effects of the impurity oxides TiO2, Fe203, and alkali on physical properties of sintered mullite-forming mixtures. The first part of the report presents the results of work covering a major area within the mullite study; namely, the effect of impurity oxides on volume stability, one of the outstanding characteristics of mullite refractories. The volume stability of 20 compositions in each of 3 alumina- to-silica ratios, which blanket the range commonly found in purchase specifications, has been determined following procedures of Navy Specifications B-15606 A for Grade A high-alumina refractories. Results indicated that so long as 5 percent of impurities are combined approximtely in the proportions of 3 percent Ti02, 1 percent Fe203, and 1 percent alkali, sintered mullite-forming compositions in the almina to silica range tested will be volume stable. A permissible tolerance of one-half per- cent in each impurity oxide provides a range that includes values common in the natural minerals from which sintered mullite may be made. Within the total range of 5-percent impurity mixtures, a greater number of volume-stable compositions were obtained by increasing the alumina-silica ratio.

This paper was commissioned by the Japan Technical Cooperation Center for Coal Resources Development. It is to be published in a proceedings following a series of presentations to Japanese coal officials in February 1997. The paper focuses primarily on summarizing the past 20 years of U.S. research on promising techniques for ensuring that underground coal miners work safely. These techniques can be grouped into three major categories: management, workplace design, and training. Each technique is described, and the results of efforts to apply the technique at underground coal mines are summarized. Recent statistics on accidents and productivity in U.S. underground coal mining operations are presented before the overview of research findings is given. Because Japanese coal mines are using the longwall method of coal extraction, separate statistics are given for U.S. longwall versus room-and-pillar coal mining operations.

This report summarizes all work performed under Phases I, II and III of U.S. Bureau of Mines Contract H0387006, "Development of a Prototype Retrofit Noise Control Treatment for Jumbo Drills." The noise and vibration levels of four jumbo drills were characterized and a survey of percussive rock drill usage is reported. A Gardner-Denver DH 123 drill was chosen as a demonstration drill, and extensive noise diagnostic studies were performed. Noise control treatments were designed, developed and evaluated in a reverberant drill test facility. The treatments consisted of an integral enclosure/muffler for the drifter, vibration isolation of the drifter from the enclosure and feed, and a drill steel sheath. A 19 dBA reduction in overall sound power level was achieved with no loss in drilling rate. The prototype retrofit treatments were field tested in an aboveground mine and in a production section of an underground zinc mine. Long-term durability and operator acceptance of the enclosure/muffler treatment were excellent. Preliminary evaluation of the drill steel sheath was encouraging, although additional testing is required.
