Purpose: This training material focuses on the content of emergency warning messages. Research has shown that when an emergency occurs, people often do not get the information they need for the purpose of taking appropriate action. This safety talk presents a procedure, using mental cues that can be used by senders and receivers of emergency warnings. Intended Use: This material has been developed for use in short safety-training sessions such as start-of-shift safety or Atoolbox@ talks. The information can be presented in approximately fifteen minutes and is appropriate for workers at all experience levels. While the examples and illustrations are taken from the underground coal mining industry, the training can be tailored to any work setting by substituting appropriate examples. Materials Needed: The instructor will need to prepare the figures provided in a form that can be seen by the entire class. Suggested methods include the use of: (1) overhead transparencies, (2) laminated pages that can be held up for small groups, and/or (3) handouts with copies of the figures for each trainee. As a supplement, stickers featuring the communication triangle can be placed on hard hats, telephones or other communication devices to remind workers about the key to effective emergency communication. The Talk: The accompanying script is a guide for presenting this safety talk. Training is enhanced if these materials are covered but not simply read by the trainer. Examples given in this guide are from real experiences. To make training more interesting and effective, the instructor can substitute examples from his/her workplace. A self-contained breathing apparatus has been developed to provide complete respiratory protection for a miner in an irrespirable atmosphere. The apparatus has the desired features of comfort, reliability, maintainability, and quick-donning capability. The apparatus is packaged in a moistureproof envelope and is protected in a shock absorbing, fiberglass resin carrying case. The apparatus is a small, lightweight, one-time-use device that can be readily worn on a miner's belt, requires no maintenance and is designed to have a shelf life of five years and a carrying life of three years. It is deployed to the use position in a period of 15 to 30 seconds. Man tests conducted in-house and at the National Institute of Occupational Safety and Health (NIOSH) testing laboratories established that this unit meets all performance requirements listed in the Code of Federal Regulations, Title 30, Part 11, Subchapter B, Subpart H (CFR 30, Part 11) for respiratory protective devices. The unit, which has received joint approval (TC-13F-37) on a prototype basis from the Mining Enforcement and Safety Administration (MESA) and NIOSH has: (1) Ten-minute service life under escape conditions. (2) Thirty-minute service life when the wearer is at rest. (3) Peak-to-peak breathing resistance of less than our inches water column height. (4) Inspired gas temperature of less than 135°F. (5) Breathing gas contents greater than 19.5 volume per cent of oxygen and less than 2.5 per cent carbon dioxin. (6) A weight (complete in carrying case) of 2.75 lbs. (7) A carrying case size of 6-1/2"x 5-1/8"x 3-1/8".

In 1984, at the request of Bureau of Land Management, the Bureau of Mines studied 8,500 acres of the 20,250-acre Seven Blackfoot Wilderness Study Area (WSA) consisting of all 3,950 acres of MT-024-657A and 4,550 acres of the 4,850 acre MT-024-657B in order to evaluate the mineral resources. Within this report these 8,500 acres are referred to as the study area. Located about 30 miles northwest of Jordan, MT, the study area is underlain by outcrops of Quaternary alluvium and Cretaceous to Paleocene sandstones, shales, clays, and coal. No mines or prospects were found in the study area. Except for some current interest in petroleum and natural gas, there has been no mineral exploration activity in the study area. The study area contains subeconomic clay, placer gold, and coal. Land within the study area is leased or under lease application for oil and gas.

As part of a comprehensive investigation of tae mechanism of desulfurization of iron and steel by slags, the Blast Furnace Studies Section, Metallurgical Division, Bureau of :lines, in cooperation with the Institute of Technology., University of Minnesota, has made a study of the forms in which sulfur occurs in blast-furnace slag. This report presents data on the three sulfides most important in iron smelting, namely, ferrous sulfide, manganous sulfide, and calcium sulfide. The tendency of these sulfides to form colloids in the molten slag was determined by an examination of quenched samples with an ultramicroscope. Vogt5/ conducted experiments on sulfide silicate melts and examined synthetic blast-furnace slags in a partly crystallized condition. His conclusions were that FeS, CaS, and MnS, or isomorphous compounds, such as (FeXCay)S and (MnxCay)S, were precipitated from the melt, depending on the composition of the slag. In all specimens sulfides were visible and were spherical.

Manganese deposits exist in the Wonder Mountain RARE II area (fig. 1). The manganese mineral is primarily bementite, a silicate. It occurs with Jasper and manganese oxides in tabular or irregular lenses along the contact between red limestone and basalt. There are about 11,000 tons (10,000 t) of indicated sub-economic resources in the northeast part of the study area. Of this, 10,700 tons containing 27.1 percent manganese is at the Apex Prospect and 300 tons averaging 24.8 percent is at the Brown Mule Mine (fig. 1). Another 1,000 tons (900 t) containing 27.0 percent manganese is at the Steel Creek deposit 0.5 mi (0.8 km) west of the area (Wiebelt, 1942, p. 1, 2). Each of these deposits is subeconomic due to small tonnage and high estimated recovery costs. They are in a regional belt of manganese occurrences trending northwesterly through the area. Pardee (1921) reports that manganese ore was shipped from the Triple Trip (Brown Mule) Mine in 1916.

Over 60 simple; were prepared and forwarded to Dr, S. Z. Toma, TPO, PMSRC as a result of this project. Included among these samples were various low temperature forms of silica. Samples of quartz, cristobalite, and tridymite with iron, manganese, and titanium impurities present were prepared. In addition, a long series of samples both wet ground and dry ground for times from 1/2 to 8 hours were prepared. Numerous miscellaneous samples were submitted which included kaolinite, calcite, muscovite, illite, montmorillonite, Ba3(P04)2, and YPO4 among others, in response to special requests from the TPO. The silica rich portion of selected binary (CA 203-Si02, In 203-Si02, Li20-Si02) Na20-Si02, PbO-Si02, SnO2-Si02, Sn02-Si02 BaGa204-SiO2 and SrGa204-Si02) and ternary systems (Na20-Ga203-Si02 and Li20-Ga203-Si02) was investigated to determine the effects of solid solubility on the stabilization of the high temperature forms of tridymite. In addition to the determination of the extent of these crystalline solubilities, observations were made. on the mechanism of the transformation of silicic acid to tridymite and the rate of the reaction in the presence of foreign ions,

General An important part of any mine power distribution system is its con¬nection to earth or ground. The grounding network serves to protect men and machinery from the hazards associated with electrical equipment which is operating improperly. Since the mine site is determined by the location of the rock or mineral to be extracted, the conditions required for the installation of an adequate grounding system are not always easily met. If annual rainfall is low or soil resistivity is high, an extensive array of buried metallic conductors may be necessary to assure a low-resistance connec¬tion to earth. Measurement of soil parameters can be made before the construction of a grounding grid is begun, and the configuration of a metallic network, which will yield the desired values of earth resistance and potential gradient, thereby ascertained. Proper design at the time the ground bed is installed will save much time and expense in later years. Ground conductors extend from the buried grid to each piece of mo¬bile and portable equipment via overhead lines or multi-conductor cables. In this fashion all machine frames are referenced to the same potential as the grounding medium. Protective circuitry must be installed to monitor\current flow in the ground conductors or the potential drop across the neutral grounding resistor, which is placed between the grounding grid and the neutral point on the distribution transformer secondary. ANFO blasting agents may undergo an exothermic reaction when they contact warm ore bodies that contain pyrite and its weathering products. The reaction is very fast at temperatures above 80° C. Urea, when present in sufficient amounts, inhibits this reaction at temperatures below 180° C. But urea-ammonium nitrate mixtures are very hygroscopic and, in certain climates, may be difficult to handle in the field. Reaction-inhibiting characteristics of three compounds were reported by the Bureau of Mines in 1979. Recently, the Bureau investigated the reaction-inhibiting qualities of five additional compounds. Mixtures of ANFO, pyrite, weathering product, and prospective inhibitors were slowly heated, under conditions simulating a hot borehole, to determine prospective inhibitor capability at temperatures up to ~175° C. Small-scale thermal tests of the same mixtures were used for verification and clarification of results. Two organic compounds, phthalimide and xanthine, similar in structure to urea, failed to inhibit the reaction. Zinc oxide and calcium carbonate were found inferior to urea, though zinc oxide raised the onset of reaction from 80° C to about 140° C. Only magnesium oxide was found to be similar to urea in its inhibitory ability at temperatures below 175° C. Based on results from analysis of quenched residues, the use of more than 5 wt-pct magnesium oxide is recommended.

Of all the war work by the Bureau of Mines none ultimately covered such a variety of processes and equipment, employed as many men, or called for as large an outlay as that started in con- nection with the solution of problems relating to the use of noxious gases in warfare. Beginning with an investigation to develop the best type of gas mask, the scope of the work extended until it included researches relating to a wide range of devices, such as different types of poisonous and irritating gases and smokes, smoke screens, gas shells and gas bombs, flame throwers, trench projectors for firing gas bombs, signal lights, and incendiary bombs. The Bureau of Mines in starting this work selected the necessary personnel, pro- cured the early equipment, and for some months, from the begin- ning to June 30, 1917, paid the cost of the work from its own funds. The Bureau of Mines built up a research staff of more than 700 chemists, including many of the most prominent chemists in the country, and obtained the cooperation of many of the universities and chemical companies. When the results obtained through this research were to be applied by the War Department, the Director of the Bureau of Mines cooperated in the selection of men to have charge of manufacture or further development, recommending chemiste who subsequently received commissions in the Army. The personal cooperation with the War Department was thus very close. The bureau can fairly claim that because it started this work on gas warfare and received the hearty support of the Department of War, the Navy Department, the National Research Council, and State, educational, and private institutions, the country was in July, 1918, months ahead of where it would otherwise have been in the production of gas masks and other devices. The production of toxic gases then far exceeded the supply of shells. In addition the later work in gas-mask manufacture by the Surgeon General's Office of the Army, which resulted in the development of the best mask produced anywhere; in gas manufacture and gas proving-ground tests by the Bureau of Ordnance, and in the chemical warfare pro- gram of the Navy, including the use of smoke screens, shells and toxic gases, were the direct results of the bureau's experimental work. The American charcoal and soda lime, developed through the research work, are the best used by any nation. The Bureau of Mines was instrumental in developing satisfactory methods of manu- facturing chlorpicrin, phosgene, mustard gas, brombenzylcyanide, cyanogen chloride, and other noxious substances on a large scale. The bureau also developed a smoke funnel for the Navy which no doubt saved many ships from submarine attacks, and devised smoke barrages, signal lights, incendiary darts, etc., for the Army. The Ordnance Department of the Army asked for incendiary bombs and were furnished with bombs better than any made previously. Perhaps the greatest single result of the research work has been the demonstration of the value of the services that the chemist and chemical engineer can render in time of need and the recogni- tion of chemical investigations as a necessary function of the Gov- ernment.

An investigation of the quenching behavior of coal dust-air flames was carried out. The literature relevant to coal dust-air flames was reviewed, including information on the agglomeration, sedimentation, and dispersal of dust clouds. The simple equations relating the various concentrations involved in dust flame propagation are given and their implications elaborated. It is shown that the concentration seen by a moving flame in a sedimenting dust cloud can differ significantly from the concentration commonly measured in such experiments. The known dust cloud phenomena which appeared significant in flame propagation studies were experimentally evaluated, and quenching diameters, flame speeds, and lean propagation limits for several tube diameters measured. For Pittsburgh seam coal, the Minimum Quenching Diameter (MQD) for dust between 10 and 20 µm was found to be between 0.7 and 0.8 cm, and the lean propagation for 3.2-cm tubes to be approximately 200 mg/liter. Similar MQD data were also obtained for Pocahontas and Sewell coals, Beulah lignite, and a 50-gal./ton oil shale. The effect of temperature, coal particle size, and propagation tube material were also investigated.

The policy of buying crude oil on a gravity basis , recently instituted by the major crude oil purchasing agencies in the Mid- Continent field , has caused a new and vital interest to be taken in the work of the U. S. Bureau of Mines for preventing evaporation of crude . From the early years of the industry oil men have recognized that the gravity of crude oil is usually an index of the gasoline content , but it has not been so generally known that the gravity of the crude oil decreases if evaporation is permitted . In 1919 the Bureau of Mines began a survey to determine the evaporation losses of crude petroleum in its various stages of handling from the well to the refinery , The results of this study are presented in Bulletin 200 ( Wiggins , J.H. , Evaporation losses of petroleum in the Mid- Continent Field , Bulletin 200 , U. s . Bureau of Mines , 1922. ) and Bulletin 225 ( Wiggins , J.H. , Methods of decreasing evaporation losses of petroleum , Bulletin 225 , U. S. Bureau of Mines , ( In press ) The findings of this survey were so startling that soon after the preliminary report had been published , several tank companies began manufacturing vapor- tight tanks for the purpose of reducing these important losses . Since that time the development of this type of apparatus has been so rapid that today , every oil trade journal carries numerous advertisements of vapor- tight tanks and equipment as well as technical articles dealing with various problems in connection with the elimination of evaporation losses , whereas three or four years ago the subject was scarcely even thought of. The present report has been prepared in response to numerous requests for information on the apparatus actually being used to prevent evaporation losses . At this time oil operators are also extremely interested in holding the lighter fractions in the crude oil in order to prevent a lowering in gravity . The practice of removing the vapors from crude- oil tanks by means of a slight vacuum and extracting the gasoline from them is not discussed here .

The combined production value of natural abrasives, which consist of tripoli, special silica stone, garnet, and emery, decreased in 1986. Shipments of processed tripoli increased slightly in quantity and 20% in value. Production of garnet, a common iron- aluminum-silicate mineral, decreased 12% in quantity and value. There was a 4% increase in the quantity and an 11% increase in the value of refined garnet shipped when compared with 1985 shipments, a new record high. Production of crude special silica stone decreased 7% in quantity and slightly in value, and shipments of finished special silica stone products decreased slightly in quantity and increased 229% in value. Production of emery, an impure aluminum oxide, increased 77% in quantity and increased 269% in value of product mined and shipped. [ ]

Provide the mining industry with a wireless surveying system for increasing efficiency in the drilling of methane drainage or exploration boreholes. Approach The Bureau of Mines has pioneered the technique of methane control by drilling long, horizontal drainage holes from within the mine complex. It was recognized during the early drainage projects that a major portion of the drilling operation was dedicated to hole surveying. In some cases more time was actually being spent on the surveying operation than on drilling. The large amount of time required for hole surveying was the result of having to pump an instrument to the bottom of the hole, then retrieve it with an attached wire line. Naturally as hole depth increased, so did the amount of time needed to perform the survey operation. If the survey operation could be improved it was obvious that overall efficiency in drilling of long, horizontal methane drainage holes would be greatly increased. The Bureau of Mines, therefore, developed, fabricated and tested in an operating coal mine a permissible wireless survey system specifically designed for small diameter methane drainage drilling. The prototype survey system was completed in 1982 and was given the IR-100 Award by Industrial Research and Development Magazine. A second generation survey system is currently being constructed using updated state-of-the-art electronic technology. The second generation system will be more portable, more reliable, easier to maintain, and less costly.

"Generally, the hazard of cool-dust explosions in tipples and cleaning plants is not given the consideration that is given it underground. This lack of consideration is probably due to failure to appreciate the potential hazard. An explosion in a tipple or cleaning plant is basically little or no different from an explosion underground. If bituminous-coal dust is raised into a cloud in the air and comes in contact with arcs from motor brushes, switches, or open flame, the dust is very likely to ignite, and flame will very probably propagate or extend through it if the quantity of dust per unit of air space is sufficient. The open space in a tipple or cleaning plant may reduce the violence of the explosion, but it is not likely to prevent ignition or propagation of flame.The movement of coal through a tipple or cleaning plant naturally puts into suspension a large amount of dust, which finally settles on exposed surfaces. Any disturbance that will put this dust into suspension in a sense enough cloud can result in the dust being ignited by an arc or open flame if one should be present. An explosion of bituminous-coal dust in a tipple or cleaning plant generally can be prevented either by keeping it thoroughly clean or by removing all sources of ignition, or both.The tests at the U.S. Bureau of Mines Experimental mine have shown that the explosibility of coal dust is proportional (other things being equal) to the ratio of the volatile matter to the volatile matter plus the fixed carbon, indicated thus:The volatile ratio for the Pittsburgh coal bed is calculated as follows:Therefore, as the volatile matter decreases the liklihood of ignition decreases; however, coal-dust explosibility depends on other factors also, such as fineness, dryness, and cloud density; and under some conditions other factors also intervene.Proof of the explosibility of coal dust in the absence of explosive gas has been shown in numerous cases in mines and mine plants and also by a series of tests. In these tests a dense cloud of dust is blown onto an open flame or an electric arc, almost invariably with resultant exploding of the dust. The Safety Division of the United States Bureau of Mines has made a number of demonstrations of the explosibility of Pittsburgh coal-bed dust, using a small gallery or box in which a cloud of coal dust is blown onto a lighted match; larger-scale tests have been made with an electric arc as the igniting agent. Bituminous-coal dust is readily ignited with a medium arc, but with low-volatile coals a larger arc is required. For test purposes, a 100-ampere arc has been used. Ignition has occurred readily under these conditions with Pocahontas No. 5 coal dust with ratios of volatile to total combustible of 0.232 to 0.253, and with Pocahontas No. 3 coal dust with a combustible ratio of 0.242. Lower Kittanning coal dust, with a ratio of 0.187, did not give definite ignitions, and Pocahontas No. 4 dust did not explode, although part of the coal-dust cloud ignited. It is probable that even the low-volatile coal dust will be found to be explosive with a higher-amperage electric arc as the initiating agent."

Because of the extreme interest in materials with high melting temperatures and the advantages offered over the powder route for making high-density material, arc-melting and centrifugal-casting methods were investigated for preparing shapes of hafnium carbide with and without excess carbon. Highly satisfactory equipment was constructed and efficient operating procedures were established. Also, methods for preparing consumable electrodes and shrink-tolerant graphite molds were developed. Although crack-free hafnium carbide (6.3 weight-percent carbon) shapes were not made, coherent castings containing 9 to 13.5 weight-percent carbon were produced; the same compositions were shown to be resistant to thermal shock. Selected physical and chemical tests were performed on castings chosen for investigation by chemical and nondestructive inspection techniques. Electrical conductivity and thermal expansion measurements were made. Measurable oxidation of all the compositions studied was observed to start between 500° and 600° C. Attack by nitrogen, however, did not occur until temperatures exceeded 2,000° C. A linear relationship of the logarithm of the diamond pyramid hardness to the temperature was noted. Considerable scatter of the bend-rupture strengths at room temperature and of the tensile strengths up to 2,000° C was found. However, at the latter temperature and above, a definite relationship of strength to temperature was observed and some ductility was noted.

Improve safety at mineral operations that use cyanide leach solutions to recover precious metals from finely ground ores, Approach Provide an alternative, non-acidic means of cleaning processing systems such as the State-of-Maine filter system, thereby reducing the exposure of workers to toxic hydrogen cyanide gas (HCN), The Problem Many gold and silver mining operations use cyanide solutions to dissolve gold and silver from ores. The precious metals frequently are recovered from pregnant leach solutions by the Merrill-Crowe recovery process, whereby gold and silver is precipitated with zinc dust. When that method is used, suspended particles in the leach solution must be filtered out before zinc precipitation can occur. This filtering is accomplished with small packaged plants, such as the State-of-Maine (SOM) filtering system. Unfortunately, the filters become clogged with calcium carbonate scale after about 2 to 10 days of operation and must be cleaned before further precious metals recovery operations can continue, Cleaning the system is a hazardous task because the acid is not compatible with the alkaline cyanide leach solutions, and toxic hydrogen cyanide (HCN) gas may be produced when the acid and solution are mixed. That gas, if breathed or contacted with the skin, can cause cyanosis which may induce nausea and even asphyxia and death. To reduce this danger, the Bureau of Mines has devised a safer method of cleaning clogged filters,

The Bureau of Mines tested a prototype tapered-element oscillating microbalance (TEOM) dust monitor for measuring respirable coal mine dust. The monitor uses the inertial behavior of a vibrating element to measure the mass of sampled dust. Tests were performed to determine variability, drift, the effect of humidity, placement of collection filter, and element orientation during analysis, and comparability with gravimetric measurements of respirable coal dust. Variability was about 1.6 µg. Over about 26 h at 46 pct relative humidity, drift was very slightly negative. When the relative humidity was increased to 78 pct, all units showed a total positive change less then 40 µg over about 70h. Filter placement variation on the tapered element resulting from in- consistent sizing of the filter mounting bases caused significant error (up to 0.2 mg). In practice, calibration of the system for each new filter will eliminate that error. Orientation of the element during analysis did not introduce significant error, but care is necessary when mounting the canister that houses the element to avoid damping oscillation of the element. Dust tests were performed in an aerosol chamber using coal dust. Measurements made by the TEOM dust monitor agreed to within 10 pct of simultaneous measurements by gravimetric personal samplers.

The Bureau of Mines has improved a mine dust incombustibles analyzer originally developed at the Bartlesville Energy Research Center (BERC). This analyzer provides quick, accurate analysis of the percentage of incombustible material present in dust samples taken from mine ribs, roof, and floor so that costly overdusting may be eliminated while still maintaining a proper level of incombustibles. The changes being effected on the present design of the BERC model IV rock dust analyzer should simplify its operation and calibration procedures, resulting in increased accuracy.
