"INTRODUCTION During the period from September 18 to November 27, 1944, the Bureau of Mines conducted an investigation and exploratory churn-drilling program in an area immediately north of the Crow Branch Diggings, a district lying approximately 2 1/2 miles southwest of the town of Livingston in Grant County, Wisconsin.The work was undertaken as part of a general Bureau of Mines investigation of the zinc-producing area of southwestern Wisconsin at a time when all effort was being made to increase the production of metals important to the Nation's war prrgram.Although no mining has been done in the district in recent years the Crow Branch Diggings were an important source of galena and may be found today in the dumps remaining from old surface-mining operations.The Bureau of Mines undertook an exploratory churn-drilling program on the northwestern projection of the general strike of the digging in a zone where subsurface,lead and zinc mineralization had been reported from drilling done in the early 1900's."

Contract H0242013 was originally to evaluate through underground tests, water spray systems for controlling respirable dust at the face of a longwall plow. A number of difficulties were encountered which made such an evaluation impractical. The contract was modified to evaluate, in the BCR dust tunnel facility, the live factors believed to affect respirable dust levels. A 60-foot long; plow face mock-up was constructed in the dust tunnel, a facility with controlled airflow and dust concentration. Six types of nozzles were tested with the following parameters: two nozzle orientations, two levels of water pressure, two levels of airflow, and with and without simulated airflow through the gob. Of these factors, the most significant in reducing respirable dust levels was nozzle orientation, where the nozzle directed 45 degrees downstream resulted in 27 percent lower dust levels than those directed 45 degrees upstream (against the airflow). Following in order of effectiveness were the higher water pressure and the lower airflow. All nozzles tested resulted in similar dust reduction, i.e., the type of nozzle was the least significant factor.

This paper presents plant design and cost estimates for limestone treatment of acid mine water covering a wide range of quality and quantity conditions. The treatment process consists of limestone neutralization, aeration, solids settling, and concentration. The design criteria for the various operation functions are based on pilot plant performance, laboratory data, and established mine water treatment standards. Unit costs have been assumed and are related to general market prices and conditions. These estimates serve as preliminary indicators of what it would cost to construct and operate a mine water treatment plant.

In this National Institute for Occupational Safety and Health (NIOSH) investigation, numerical modeling is used to evaluate the degree the pillar strength is increased with a rectangular pillar over a square pillar. Three-dimensional models are developed with pillar sizes and geometries typical of underground limestone mines in the United States. Physical properties for the models are based on geotechnical surveys of nearly 30 underground limestone mines. To examine the effects of pillar length on pillar strength with the modeling, a parametric study was conducted where the pillar width was held constant while the length and height were varied resulting in width-to-height ratios ranging from 0.5 to 1.5 and width to length ratios ranging from 1 to 6. There are two aspects to pillar strength and failure. At relatively low stresses, pillars can fail as a result of geologic structure. At greater depths and sufficient extraction ratios, the pillars can also fail as a result of the vertical stresses exceeding the pillar strength. The effects of increasing pillar length regarding both strength aspects are presented in this study. Equations were developed for the increase in pillar strength with both height and length based on the model results. The results from these equations were compared to those from previously developed empirical equations for rectangular pillars. For the more slender limestone pillars with a width-to-height ratio below one, there is little increase in pillar strength for length-to-width ratios above 2 and almost no increase with length for a width-to-height ratio of 0.5. Only with the more squat pillars is there a significant improvement in strength with length. The gain in pillar strength with length for the pillars is explained by the change in the ratio of the area of the pillar affected by the ends to the area of the pillar. For the squattest pillar, the change in strength is also affected by an increase in pillar confinement along the central length of the pillar as the pillar transitions from a square to a long rectangular pillar. With geologic structure, added pillar length can significantly improve the pillar strength, depending on the strike of that structure with respect to the long pillar axis.

This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. The U.S. Bureau of Mines developed an alkaline oxidative pretreatment leaching procedure to increase the recovery of gold from arsenopyrite (FeAsS) ores. The best solution compositions for arsenopyrite dissolution were determined using cyclic voltammetry and chronocoulometry. Initial arsenopyrite dissolution occurred at -0.20 V versus standard hydrogen electrode (SHE) in a sodium hydroxide (Na0H) solution. Leaching of a high-grade arsenopyritic ore containing, in percent, 28.2 As, 25.3 Fe, 19.9 total S, and 1.0 Sb and, in troy ounces per short ton, 1.6 Au and 5.5 Ag resulted in >90 pct As extraction at 1000 C, 40 psig O2,4 h, and 2M NaOH solution in a 2-L autoclave. Cyanidation of the leach residues resulted in 90 to 93 pct Au and 60 to 80 pct Ag extractions, compared with only 5 and 15 pct, respectively, without the pretreatment. The procedure was further tested by leaching a low-grade gold ore and a bulk sulfide flotation concentrate prepared from it. Cyanidation of the leach residues resulted in 70 pct Au and 31 pct Ag extraction. The NaOH leachate was partially regenerated by precipitating the arsenate as calcium arsenate [Ca3As04)2] and the sulfate as barium sulfate (BaS04).

The U.S. Bureau of Mines investigated the use of organic binders as substitutes for bentonite in agglomerating iron ore concentrate. Over 30 organic binders were evaluated at several dosage levels in laboratory tests. The binder groups producing the greatest green pellet strengths were natural gums (guars carboxyl methyl celluloses) and gelled starches. The nongelled and alkalized starches, starch acrylic copolymers) wood-related products, and dairy products were less effective but better than bentonite. The highest wet pellet drop numbers were obtained with binders that had a medium plate water absorption value (>500 and <10)000) in distilled water and a high slurry viscosity (>75 cP) at 6 pet solids. The highest dry compressive strengths were obtained with binders that gave the highest adhesive tensile strength (>4 kg/ cm2) on iron oxide lap-joint substrates. Pellets with 0.1 pct organic binder had lower compressive strengths and reduction disintegration indices than those with 1 pct bentonite, but higher reduction rates. Pellets with carboxyl methyl cellulose and gelled starch had higher softening temperatures than those with bentonite. Overall, the most promising binder is gelled starch. Its price makes it more cost effective than carboxyl methyl cellulose, and its pellets have metallurgical properties superior to those of bentonite pellets.

This report describes a Bureau of Mines technical feasibility study of simultaneous reduction and induration of pelletized iron ore to make a product with superior qualities as blast-furnace feed. Highly reduced, physically competent pellets can be made from magnetite and specularite concentrates that contain small additions of bentonite as binder. In batch tests, pellets were dried, surrounded with solid fuel in crucibles, and heated to the reducing temperature. Total iron content of the best products was higher than 80 percent and crushing strength of 1/2-inch metallized pellets ranged up to 600 pounds or more. Comparative tests of several commercial oxide pellets showed a wide range in crushing strengths, but most values were less than 350 pounds. Continuous tests in a rotary kiln resulted in the same degree of reduction, but the pellets had lower crushing strengths because of the limitations in the maximum operating temperature of the small kiln.

Volume II of this two-part series on Submarine Tailings Disposal (STD) as a tailings management option for coastal and island mines contains descriptions of lesser known case histories. The Misima gold mine (Papua New Guinea) and the Black Angel lead-zinc mine (Greenland) are described in some detail as the best documented cases. Atlas copper mine (The Philippines) is less fully described due to relative lack of documentation. The Misima and Atlas STD systems are working to their design criteria. At Black Angel the system adopted did not prevent contamination for a number of reasons, which are now understood. Two cases are described where STD is being developed. They are the Cayeli Bakir copper mine Turkey), and the Toquepala and Cuajone mines (Peru). There is excellent documentation available for both cases. Three case histories are described where tailings have reached the sea either through beach or river discharge. In one case the STD option has been explored (Marcopper Mine, The Philippines). In the others we explore in hindsight whether STD might have been a viable alternative using the Screening Criteria that this Volume develops - see below. The mines are Bougainville Copper Mine in Papua New Guinea, and Jordan River Mine (Canada). There is potential for STD at all three sites. Finally, the Volume presents Screening Criteria for appraising STD, based on the experience in design, operation and environmental impact reviewed in the case histories.

Prevent collisions between large mine-haulage trucks and smaller vehicles parked in areas not visible to the haulage-truck operator, Approach Two electronic systems were developed to detect the presence of vehicles in the blind areas of a parked haulage truck. The systems can warn haulage truck operators of presence of vehicles that are blocked from view. The systems do not apply for trucks in travel. How It Works The systems use electronic transmitting techniques-one system is based on low-frequency radio waves and the other on very-high-frequency radio waves. Each system requires that a signal transmitter be mounted on the smaller vehicle to be detected. Continuous signals from this transmitter are sensed by receiving antennas mounted on the right front and rear of the large haulage truck. Upon receiving a signal, the receiver energizes warning lights and a buzzer in the cab of the haulage truck, alerting the operator to a possible collision hazard. Detection distance is adjustable, depending upon the size of the haulage truck, but a minimum of 30 feet was the design goal.

The objective of this study is twofold, The first is to present the composition of the offshore petroleum industry in terms of lease bonuses and the value of hydrocarbons produced from Federal offshore tracts. The second is to present costs of producing petroleum (oil and condensate) in the Gulf of Mexico with a financial analysis of an offshore operation. To prepare a financial analysis of an offshore operation, a model was derived to show the costs necessary to explore, acquire, develop, produce, and abandon a 5,000-acre block and the estimated income from the sale of the hydrocarbons produced. To establish cost and income guidelines for the model, a group of seven oilfields in the Gulf of Mexico ranging from 7 to 75 miles from shore and in water 20 to 130 feet deep was selected for study. A net profit or loss statement was prepared for each field and a discounted cash flow rate of return was calculated. Discounted cash flow rates of return for the seven fields range from 1.1 to 19.5 percent. Under the two specified conditions set up for the model (a 20-year and a 30-year oil depletion model), the rates of return are 17.2 and 13.7 percent, respectively. To January 1, 1959, the top four operators in the Federal offshore areas had paid approximately 40 percent of the amount spent on all lease bonuses and produced about 56 percent of the total hydrocarbons.

Using solution calorimetry, the following heats of reaction were determined: (1) NaCN(c) + 1/Cu20(c) + 129H20(l) ? CuCN(c) + NaOH?128.5H2O ?H = -13.44±0.10 kcal/mole, (2) HCN(2) + NaOH?128.5H20 ? NaCN(c) + 129.5H20(l) ? = -2.52±0.02 kcal/mole. From these reactions, the heats of formation for CuCN(c) and HCN(2) were calculated to be 22.7±0.4 kcal/mole and 24.9±0.4 kcal/mole, respectively. Reaction 2 was made to check the consistency of literature values for heats of formation of HCN and NaCN. Adiabatic calorimetric measurements between 10° and 400° K showed the entropy and heat capacity of CuCN(c) to be 21.51±0.06 eu and 14.58±0.04 cal/mole deg, respectively, at 298° K. A broad anomaly in the heat capacity was found in the temperature range 285°-320° K. The heat of transition associated with this anomaly was less than 1 cal/mole, the sensitivity of the measurements.

Almost every process has a predecessor, and studying the predecessor helps to define needs and shortcomings to be addressed in the new design. It also suggests what information is needed by the users in order for them to be able to operate safely and effectively. The end users of a system can provide important feedback to better evaluate the current and proposed designs. When new technology is introduced into a system, mishaps may occur before it is realized that human-system interactions were not considered adequately in the design process. A systematic methodology to evaluate the causes of these injuries and to develop remedial recommendations can enhance safety. This paper illustrates how such an approach was used to assess remote machine operation in underground coal mines. The dynamic work environment of underground mining with its unpredictable geologic anomalies can result in numerous hazards. Many of these hazards, including mine roof collapse, occur near the working face where coal is being extracted. The face area is also where the most intricate interactions of people and equipment occur. For these reasons, a high priority has been placed upon minimizing hazards to the workers at the face. A remote control operation was introduced to provide a safer working distance from these hazards. As the remote control technology began to be widely used for extended cut mining operations, new issues became evident. It was essential to develop mechanisms for mines to evaluate these issues in order to predict and reduce injuries. Mining methods and equipment changes must allow for the ability of workers to adapt to changes in their dynamic mining environment. Consideration should be given to how the worker will use familiar information to make decisions in now unfamiliar situations. There will be both intended and unintended consequences [Merton, 1949]. Designers try to anticipate and eliminate surprises, but it is impossible to eliminate them all. How, then, will the new system affect the tasks to workers which are currently accustomed? As suggested below, this question may be addressed and more of the unintended outcomes predicted with a planned design process which includes strong human factors input to determine interactions and behaviors of participants.

As part of the Bureau of Mines program to develop substitute or improved performance refractory materials for metallurgical applications, the Tuscaloosa Research Center has evaluated the effect of additives on sintering and strength properties of aialon (silicon aluminum oxynitride) compositions fabricated by a conventional powder metallurgy technique. Additions of Y203, Gd203, CeO2, MgO, ZrO2, ZrSiO4, and MgA12O4 to a sialon composition containing 70 pct ß-Si3N4 + 30 pct a-A1203 increased sintered densities by as much as 50 pct over densities of undoped material. The studies also indicated that sintered densities reached a maximum between 20 and 30 mole-pct a-A1203 when a series of sialon compositions of a-Si3N4, having 6.7 to 57.9 pet a-Al203, were doped with Y203, Gd2O3, and MgO. In studies to establish the effect of the crystalline phase of the silicon nitride and alumina used, tests were made using a- and ß-Si3N4 and a- and ?-A12 03 as starting materials. The tests indicated that when using an addition of 5 wt-pct Y203, best results were obtained with a sialon composed of 74.4 mole-pct a-Si304 and 25.6 mole-pct ?-A1203. In other tests made with this sialon composition MOR values of 28,120 and 29,500 psi at 25° C, and 23,520 and 16,850 psi at 1,400° C, were obtained when doping with 5 wt-pct ZrSiO4 and ZrO2, respectively.

When consumer demand increases rapidly, as occurred in the crushed-stone industry from 1918 to 1927, selling prices tend to rise. Cost of production usually rises, also, owing to the expense of expanding facilities, searching for and developing new quarries, and purchasing, installing, and operating new equipment. Frequently, also, the inattention of managements to the details of operating costs is responsible for their increase. This is not due to negligence but rather to the necessity of confining attention to the problems involved in producing material to supply orders. When market conditions change and consumer demand becomes stabilized or contracts, the producer&apos;s attention usually is directed to assuring the orders necessary to keep his enlarged facilities busy. Hence, competition increases and soiling prices decline.

The results of tests to determine the .regional applicability of four synthetic unit hydrograph models are presented. The SCS curvilinear (Haan), SCS single triangle, Williams and TVA double triangle unit hydrograph models were tested on 271 events from 38 USDA experimental watersheds in 14 physiographic provinces. Though inconclusive due to the limited number of events analyzed, the results indicated a regional tendency for each model, with the SCS curvilinear unit hydrograph method generally performing best overall. It outperformed the SCS single triangle by predicting better shape; they differed less than 2 percent in time of peak and peak rate predictions. The Williams model performed well at Oxford, Mississippi and Coshocton, Ohio, which suggests it may be applicable to surface mined lands within the Northern and Central Appalachian Plateau and Texas coal producing regions. The TVA model is applicable to the Appalachian Plateau, specifically the Cumberland Plateau. A second test using only the SCS curvilinear unit hydrograph on 11 small watersheds and 50 events was conducted to investigate the effect of the excesss rainfall pattern on simulation results. A Green and Ampt infiltration model was coupled with the SCS unit hydrograph model to determine if peak rate and timing errors noted in the regional test could be minimized with an alternate to the SCS curve number model for determining infiltration losses. The results confirm the curve number model is the better approach to determining the excess rainfall pattern for unit hydrograph simulation.

A laboratory study was conducted by the Bureau of Mines to investigate the technical feasibility of decomposing hydrous magnesium chlorides by using a steam pyrohydrolysis technique. This procedure consisted of injecting steam into the atmosphere of a decomposition furnace containing samples of hydrous magnesium chloride and determining the rate of hydrolysis by measuring the rate of chloride evolution. The variables investigated were temperature, amount of water vapor in the decomposition atmosphere, and hydration stage of magnesium chloride. The application of steam was shown to accelerate both the rate and completeness of magnesium chloride decomposition reactions. For example, when magnesium chloride hexahydrate is exposed to a furnace temperature of 600&apos; C in an air atmosphere for 20 minutes, the decomposition is 37 percent. Under identical conditions in a steam atmosphere, the decomposition is in excess of 70 percent. The magnesium oxide produced by the steam pyrohydrolysis of magnesium chloride dihydrate at 800° C contained 98 percent magnesium oxide. Based on magnesium oxide composition, this is equivalent to that of burned magnesite produced at temperatures in excess of 1,300° C. To demonstrate the quality of the product on a practical basis, metal reduction tests have shown it to be equivalent to reagent-grade magnesium oxide as a carbothermic reduction feed material.

Three-axis ultrasonic anemometers are used to study airflow in the NIOSH ventilation gallery where ventilation in an underground mine is simulated. In this study, performance characteristics of this anemometer are evaluated and the effects of sensor orientation and sampler location on flow readings are examined. The study results provide guidelines for more effective use of the ultrasonic anemometers in the ventilation gallery.

Carbonyl sulfide (COS) was decomposed to sulfur and CO in a silent electrical discharge. A threshold of about 4 kv at 60 Hz was required to dissociate the gas in a laboratory ozonizer at 790 torr with electrode gaps between 1 and 5.5 mm. Above the threshold value, the reaction rate increased with increasing voltage with helium or nitrogen diluent. With the latter diluent, higher voltages had to be applied to obtain the same yield in the 4-to 12-kv range. The COS decomposition rate increased with COS concentration, but a saturation value was reached at about 10 pct COS. The reaction rate decreased at low linear gas velocities as obtained at lower gas flows, larger electrode gaps, or larger reactor volumes. Increasing gas temperature also decreased the decomposition rate. The presence of solid adsorbents such as quartz wool, bauxite, or charcoal had no significant effect on the reaction rate. The addition of S02 did not affect the COS decomposition rate, but small amounts of water decreased the reaction rate. Over 50 pct of the COS was decomposed at room temperature and atmospheric pressure in a l7-kv ozonizer using a gas containing 0.9 pct COS in helium flowing at a rate of 0.3 liter/min. The average current was less than 5 ma. This method has possible application in eliminating the toxic air pollutant, COS, which is generated in petroleum refineries and in processes involving reactions between sulfurous and carbonaceous materials. Carbon monoxide that is formed can be further oxidized to CO2 after the collection of elemental sulfur.
