The performance of Ecuador's mineral industry continued to be affected not only by depressed oil prices in recent years but also by natural disasters. In March 1987, Ecuador canceled foreign debt payments for the rest of the year and appealed for international aid because of a series of earth-quakes that destroyed villages and crippled the nation's oil industry. The earthquake destroyed a key section of the country's main oil pipeline and forced a halt to production and shipment of Ecuador's most important export product. Ecuador produces 240,000 barrels of oil per day and exports 144,000 barrels daily. Oil accounts for 60% of the nation's hard currency earnings. The Government of Ecuador asked the Organization of Petroleum Exporting Countries and other oil-producing countries to assume Ecuador's oil sales commitments. Ecuador agreed to pay the countries back in an equivalent amount of oil when it was able to resume exports.

The Bureau of Mines investigated a flotation-nitric acid leach procedure as part of the goal to maximize minerals and metals recovered from primary and secondary domestic resources. Studies were conducted on an ore that contained carbon-bearing and sulfide mineralization that rendered a portion of the ore refractory (resistant) to conventional leaching technology. The procedure investigated for treating the ore consisted of the following: (1) separation by flotation of the carbonaceous and sulfidic components from the ore, (2) leaching the flotation concentrate with nitric acid at 100° to 110° C, (3) leaching the flotation tailings with sulfuric acid, and (4) processing the combined leached slurries in a conventional manner to recover yellow cake. In step 2, HN03 is converted to gaseous products from which it is regenerated by reacting these products with air and water for further leaching. An overall uranium extraction of 96 pct was achieved by this procedure.

Surface area measurements were conducted on cadmium sulfide powders following thermal treatments at temperatures up to 500° C and treatment times up to 1 week. Thermal treatments at temperatures up to 300° C produced no significant changes in the surface area of the powders even after 1 week of exposure. At 500° C some decomposition of the cadmium sulfide occurred.

C. 7 Emergency Rescue Hoists There is a need, especially in mine development areas, for portable, on-call, man-rated equipment capable of lifting men through several hundred feet. Wire rope climbing equipment as shown in Figure 37 appears particularly suited to this need. It is portable, weighing approximately 100 lbs. , is currently man-rated for numerous above ground applications and can be electric or air powered. Commercial units currently have a lifting capacity of 1000 lbs. , and can be fitted with bosun' s chairs. Lifting speeds are in the 20-30 FPM range and the equipment is not depth limited. In a situation where miners are unable to climb to the top of a shaft this equipment could rapidly be anchored to the top of the shaft and lowered to them by hand. Since the self contained unit is controlled by the person travelling in the shaft he would be able to negotiate shaft obstruction himself. This would not be possible with other forms of easily deployed free-hanging equipment. In the past several years, there have been a number of blasting-related carbon monoxide migration incidents. In each case, there have been some common factors that appear to be related to carbon monoxide migration. Geology, heavy confinement of the blast, close proximity to the affected structure, and open pathways into the affected structure are just a few. Prince William County, VA is an area undergoing a boom in suburban development. In the year 2001, more than 4,050 new homes were constructed within the county.1 In the new housing development located in Bristow,VA, trench blasting was utilized to excavate proposed sewage and utility lines. On November 8, 2002, a trench blast was conducted for the installation of utility lines. Later that evening a carbon monoxide detector alarmed in a nearby house. The gas company and fire department sampled for carbon monoxide and measured 100 ppm and more than 200 ppm on the first floor and in the basement respectively. Subsequent efforts to prevent migration of CO into the nearby homes met with mixed results. The only reliable technique for protecting neighbors from CO appears to be the placement of CO monitors in the homes. The events are presented and discussed.

The degree of reduction of various silica-graphite mixtures was studied in a batch reactor to determine optimum physical conditions for maximizing the carbothermic reduction of silica. The extent of interaction was determined for reactant mixtures in loose powder and briquet forms at pressures less than 0.01 torr and temperatures up to 1,445° C. Molar ratios were varied from 0.05 to 6.5 with maximum reaction at a ratio of about 1.5. The solid-solid reaction did not appear to involve gaseous intermediates. The extent of reaction better correlated with the number of interparticle contacts than with the true surface area of the reactants. Carbonized dextrose was a better reductant than graphite.

This paper is concerned with the theoretical study of UHF radio communication in coal mines, with particular reference to the rate of loss of signal strength along a tunnel, and from one tunnel to another around a comer. Of prime interest are the nature of the propagation mechanism and the prediction of the radio frequency that propagates with the smallest loss. Our theoretical results are compared with measurements made by Collins Radio Co. This work was conducted as part of the Pittsburgh Mining and Safety Research Center's investigation of new ways to reach and extend two-way communications to the key individuals that are highly mobile within the sections and haulage ways of coal mines.

Methane in coal constitutes a serious hazard in coal mining. Draining the methane in advance of mining can mitigate this hazard, conserve energy, and offer economic benefits. This Bureau of Mines report evaluates the Pittsburgh coalbed in Greene County, Pa., to determine if advance drainage is feasible. The gas content of virgin reserves in Greene County is estimated at 100 to 200 ft3/ton, a total of over 370 billion ft3 of gas in an area approximately 310 mi2. Because of the similarity to natural gas, drained coalbed gas could be recovered and added to pipeline supplies of natural gas. The value of conserved gas would offset the cost of drainage and extend energy resources.

To find solutions for common safety problems encountered in the handling of trailing cables, based on observations at many different surface mining operations. Approach Practices in handling trailing cables were Investigated through personal visits to over 40 mines, supplemented by visits to cable manufacturers and cable repair service companies. The most effective solutions to the safety problems en-countered were noted and are described In the project final report. Examples are given in this Technology News. Accident Experience Most cable-related injuries occur as a result of workers lifting, pulling, tripping, or being struck by the cable. The Table gives the frequency of occurrence for injuries reported during a recent 3 1/2 year period.

Electrical resistivity surveys were conducted at three sites in Wyoming in an attempt to detect underground rubble zones in oil shale and to determine their size and resistivity contrast. The zones were detected at Rock Springs sites 4 and 5, but none were detected at Green River site 1. The resistivity of the rubble zones at sites 4 and 5 is greater than that of the surrounding rock. The zones at sites 4 and 5 are concluded to be roughly ovaloid in shape, with a horizontal diameter of 33 m and a vertical thickness of 24 m. Both rubble zones and the blasting that created them are considered to be centered at a depth of 24 m.

Vibration measurements at the workplace are often complicated and expensive. The assessment of the risk in conformity with EC Directive 2002/44/EC “Vibration” (which lays down the minimum requirements of laws in Europe for occupational safety and health) can therefore be carried out on the basis of an estimate based on information from manufacturers as well as by measurement conforming to ISO 5349. The characteristic values (emission values) determined by manufacturers in laboratory conditions may deviate from the exposure values measured at source at the workplace. Equally, deviations may arise as a result of the delay in the changeover of test methods from the single axis of measurement to the total vibration value for the three axes of measurement conforming to ISO 20643. To prevent faulty estimates, the manufacturer’s information has to be corrected by a tool-related factor in accordance with CEN/TR 15350. By taking the example of masonry and stone working machines, the empirically determined tool-related correction factor is checked and confirmed. Methods Vibration measurements were carried out in accordance with ISO 5349 in practical application conditions on 10 selected typical eccentric and orbital sanders, concrete and disc grinders as well as on wall chasers and stone saws. Results The total vibration value obtained for the investigated tools rangedfrom ahv = 3.6 m/s² to ahv = 11.6 m/s². When the values from the practical measurements are compared with the manufacturer’s vibration values, the underestimation of the risk occurring in some cases can be largely compensated for by the tool-related factors conforming to CEN/TR 15350 (see Figure 1).

Knowledge of fracture systems in oil or gas reservoirs is essential to the efficiency of both primary and secondary production operations. A relationship was established between structural features of the surface and both natural and induced fractures in oil and gas reservoirs, thus providing a method of predicting the direction of rock fracture prior to field development and well completion. Correlations between the surface features and under-ground fractures resulted from analysis of joint strike measurements, bottom-hole impression packer surveys, photographs of hydraulically fractured wells, fracture data from oriented cores, in situ strain measurements from formation outcrops, and lineament analyses from aerial photographs. The mean orientation of surface fractures, lineaments, and stress field directions ranged from N 53° E to N 73° E, compared with an average orientation of N 63° E for the hydraulically induced fractures. Tectonic stress field was shown to influence the direction of hydraulically induced fractures. This report presents the details and application of techniques to obtain the orientation of the principal horizontal compressive stress field component and thus the direction of induced fractures.

As part of its efforts to maximize resource recovery, the Bureau of Mines conducted studies to recover valuable byproducts from Western phosphate beneficiation tailings. Potential byproducts include phosphorus, vanadium, and uranium. The objective was to determine roasting and leaching conditions for maximum dissolution of vanadium from tailings containing approximately 13 pct P205 and 0.23 pct V. Sulfuric acid leaching tests were conducted with the tailings either as a dilute suspension dried, or in a roasted condition with or without NaCl added during roasting. More than 90 pct of the vanadium was dissolved by roasting at 850° C for 120 min with 8-pct NaCl and leaching at 75°C for 120 min with an excess of 2N H2S04, By roasting without NaCl and avoiding the difficulties of the chloride impurity, nearly 80-pct vanadium dissolution was achieved with an 800° C roast for 180 min. Quadratic regression equations were derived to relate vanadium dissolution to roasting and leaching conditions.

Materials from phosphate rock mining and processing were analyzed for fluorine and uranium content as part of the Bureau of Mines program to more effectively recover resources from mining and mineral processing reject materials. The analysis of both feed and waste materials generated in the beneficiation and acidulation of phosphate rock was performed to obtain information on the disposition and concentration of these elements in phosphate rock processing streams. Fluorine was determined by a distillation-titration method and by ion chromatography. Uranium was determined by the dibenzoylmethane (DBM) method, the reliability being confirmed by roundrobin analysis of samples within Bureau of Mines research centers. National Bureau of Standards (NBS) Standard Reference Material (SRM) 120b-Phosphate Rock was also analyzed for fluorine and uranium to verify procedures and results. Fluorine values ranged from 0.3 wt-pct in gypsum filter cake to 3.7 wt-pct in phosphate rock concentrate. Uranium ranged from less than 5 µg/g in gypsum filter cake to 200 µg/g in a dried clay slime.

Material and energy balances for stockpiled lignite were calculated by computer simulation techniques to determine the occurrence of spontaneous heating. Data on properties of lignite which affect spontaneous heating were required. In some cases, best values from reported data were utilized; in other cases, new data were developed. These include specific studies on the rate and conditions that influence oxidation, heat of oxidation, heat of wetting, specific heat, thermal conductivity, and permeability of stockpiles to air. These data are presented and discussed in detail for possible application to other studies. Results of computer simulations confirm past field experience on the storage of lignite containing as-mined moisture, and predict a greater risk of heat occurrence in stockpiles of dried lignite where experience is lacking. Successful storage was predicted for dried lignite of 20 pct moisture content, if it were cooled after drying and compacted to an interparticle void fraction of 9 pct (bulk density of 67 lb/cu ft) compared to 10 pet void fraction (72 lb/cu ft) for as-mined lignite.

The effect of small percentages of sodium chloride on the incendivity of permissible explosives was studied by the Bruceton up-and-down technique in gallery tests. Both the reduction in incendivity achieved by addition of sodium chloride and application of the test method to explosives evaluation are discussed. It is demonstrated that the up-and-down technique in gallery testing is suitable for distinguishing differences in incendivity between different explosive compositions and between lots of the same composition. The study also shows that addition of relatively small quantities of sodium chloride tends to reduce the incendivity of explosives to firedamp, but addition of sodium chloride cannot insure reduced incendivity. Any improvement attributable to the salt can be counteracted by undefined variations in the explosive. The need for experimental investigations of a number of factors that may affect the safety of permissible explosives is emphasized. Electron spin resonance measurements have now been completed on the decay kinetics of the organic free radicals formed on crushing or grinding of a well characterized anthracite coal. The free radicals exhibit a complex decay pattern for the first few hours after the grinding, and a smooth decay thereafter. Parallel hemolysis studies indicate. a half-life of the decrease in the cytotoxicity of the fresh· dust to be about half-a-day. The cytotoxicity of the freshly-made dust decreases on addition of superoxide dismutase, catalase and sodium benzoate. The hemolysis rate is lower for the dust stored in buffers as compared to air. A chemical model will be presented to accomodate the cytotoxicity and spectroscopic data, and ~heir implicati6ns to pneumoconiosis.

Electronegativities of the rare-earth elements were calculated from heats of formation. The values obtained from different compounds varied widely. The postulates of Pauling's electronegativity theory were interpreted for bonds that are primarily ionic; the study showed that many compounds obey rules of the form expected. Revised electronegativity values are given for the more electropositive elements, including the rare-earth metals (which are near magnesium in electronegativity). Estimates of un-known heats of formation are made from electronegativities and are compared with other estimates. INTRODUCTION Calculation of the electronegativities of the rare-earth elements is interesting to show how these metals stand relative to the other metals and to each other, and also possibly to systematize the thermochemical data on them.
