As part of an effort to establish processes that could be exploited in case of adverse changes in international chromium production and trading patterns, this study was sponsored by the Federal Emergency Management Agency (formerly the Federal Preparedness Agency) through the Bureau of Mines, to experimentally determine the feasibility of recovering chromium from critical scrap metals containing significant quantities of this element. Based on a conceptual pyrometallurgical chromium recovery flowsheet developed at Arthur D. Little, Inc., the experimental program described in this report demonstrated key process steps for the recovery of chromium as ferrochromium in a batch process. The process involves oxidation of chromium into a slag phase, subsequent separation of the slag phase from the remaining metal, followed by reduction of chromium from the slag phase to produce ferrochromium.

Exploration of the photochemical reactivity of diesel-exhaust hydro-carbons is described. A smog chamber was built, and reactivities of diesel exhaust, gasoline exhaust, and propylene were measured at two chamber temperatures. Experimental data indicated the problems caused by instability of diesel-exhaust hydrocarbons. With reservations due to these problems, the results are interpreted to reflect comparable reactivities for diesel and gasoline exhaust.

This Bureau of Mines report presents an iterative approximation method for microseismic source location that was developed to adapt microseismic techniques for rock structure analysis to investigations of surface problems, such as slope failure in an open pit mine. The source location method and two derivative location algorithms are described in detail, and the speed and accuracy of the two algorithms are compared.

The rapid depletion of shallower coal reserves dictate that mining in the future will be deeper and more complex with more difficult natural conditions. Consequently, an increase in methane emission is expected. It is becoming evident that more accurate predictions and better planning are necessary to design efficient methane drainage systems. This objective can be achieved by the utilization of the knowledge of the physics of gas flow through coal seams and rock strata and by the application of digital computers in the solution of methane flow problems. Although the methane emission models described here have not been adequately applied to existing field operations, good agreement between actual field measurements reported in literature and the simulation results indicates the potential of these models for initial flow quantity approximations and ventilation planning. This report has, therefore, introduced to the mine operator yet another application of computers as a planning tool. AREAS FOR FURTHER RESEARCH The study reported here is by no means complete. Extensive research efforts should be directed to the following areas: (a) Better understanding of the physics of gas flow through porous media which exhibit fracture permeability. (b) Determination of field parameters which control gas migration. (c) Investigation of the effects of the rate of penetration on the emission rate and fracture propagation.

The Bureau of Mines conducted laboratory-scale weathering research on a leach residue containing elemental sulfur and mixed metal sulfides. Experiments were performed to determine pH and impurity element concentrations in the effluents as functions of time and to determine the effects on effluent concentrations of mixing the residue with dolomite tailing material. Four 800-day tests were conducted simultaneously. Soluble metal concentrations, especially zinc and copper, were excessive in the effluents from washed and unwashed samples of the residue. Concentrations of up to 20 g/l of Zn and 12 g/l of Cu were obtained. The pH values of the unwashed and washed residue effluents at the completion of the experiments were 2.8 and 1.9, respectively. Sulfuric acid from oxidation of pyrite caused the pH decrease. Mixing unwashed residue with dolomite tailing to maintain a near-neutral pH minimized the heavy metals content in the effluents. The pH in the dolomite tests increased slowly after the first 360 days and attained values of 7.8 and 8.2, respectively, for tailing containing 1 pct leach residue and for tailing devoid of leach residue. Dissolved zinc and copper did not exceed 0.10 g/l of Zn and 0.001 g/l of Cu.

The concept of data availability must be addressed, because there are perceptible changes from year to year, and the availability of accurately reported, precisely defined statistics and nonstatistical information provides the only sound basis for analytical studies required for government policy planning or industry market analysis. As the countries of Eastern Europe and the former U.S.S.R. undergo the transition from centrally planned economies to market economies, there has been a perceptible increase in information availability for rather obvious reasons. Any industrial operation seeking economic assistance from Government and/or private sources outside the country in which the facility is sited must provide some appraisal of its operations at the time it seeks assistance, as well as some information on previous performance to serve as tools in evaluating its potential under the proposed development scheme for which it seeks financial assistance. Additionally, there was growing governmental recognition that concealment of much of the national mineral production, trade, and consumption data for purposes of national military and/or economic security probably never was very successful, never was really necessary for most commodities, and certainly proved unnecessary with the end of the so-called cold war. In an experimental study by the Bureau of Mines, in cooperation with National Lead Co., the roast-flotation process was found to be an effective means of upgrading certain cobalt-nickel stockpiles. The research was undertaken to determine whether the process could yield an enriched feed, with a minimum cobalt content of 6.0 percent, for the company refinery. The stockpiles (products of the company Fredericktown, Mo., milling operations) were essentially complex sulfides of cobalt, nickel, copper, lead, and iron, 1 sample of which contained 2.84 percent Co and 3.57 percent Ni. After a controlled oxidizing roast at 400° C., laboratory flotation with conventional sulfhydric reagents yielded an enriched concentrate analyzing 9.22 percent Co and 11.43 percent Ni, with recoveries of 84.9 and 85.8 percent, respectively. These are typical laboratory data; other data indicated higher grades were possible but at reduced recoveries. A brief, continuous campaign verified the applicability of the process to the raw material in question but was not continued long enough to establish optimum conditions. As a consequence, the results of the large-scale tests did not equal those obtained in the laboratory but definitely confirm the beneficiation possible from the roast-flotation process.

1. The investigation shows that the Sewanee coal bed is the most important bed in Grundy County arid is the only bed that has had any sustained production. There is no production, at the present time, from any of the other coal beds in the county. The Richland (Lower Sewanee or Coke Oven) coal bed has been prospected but has never been developed extensively. The Angel coal bed has been worked to a very small extent near Beersheba Springs, Tenn., for local consumption. The Battle Creek coal bed has been worked sporadically near Monteagle, Tenn. 2. Known measured and indicated reserves in the Sewaneee coal bed, based on a minimum thickness of 14 inches and on 1,800 short tons per acre-foot of coal in place, are estimated to be 15 millon short tons as of January 1, 1953. Of this total, 10 million tons represents coal 28 inches and more thick. Areas in the bed were omitted from the estimate where available data relative to the bed characteristics are too meager for making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

Objective To develop and evaluate the effectiveness of safety training tools specific to the underground hard-rock mining industry. Background Scaling, the removal of loose rock from the roofs and walls of a mine by manual or mechanized means, may be necessary during any stage of mining. Manual scaling is very labor intensive, and mechanical methods can be too powerful and actually produce a less stable roof.

Said to be one of the world's most under-developed countries, Benin had a gross national product (GNP) estimated at $1 billion in 1980.2 Contribution of the mineral industry such as cement and limestone to the GNP was negligible, but exploration of mineral potential continued Minerals.-The United Nations Development Program (UNDP) conducted an investigation of three deposits from 1977 to 1980: Phosphates (Mekrou), gold (Perma), and chromite (Buem). A phosphate rock deposit containing about 4.5 million tons recover- able by opencast techniques was discovered. It was not known if the gold and chromite deposits were recoverable economically. Iron ore deposits of some 230 million tons near Loumbo-Loumbo are at present not exploitable because of lack of infrastructure in the northern part of the country. Geologic mapping with British and French assistance was also pursued in 1980.

Measure the leakage through individual crosscut stoppings quickly and economically so that the worst ones can be identified and repaired. (Typically 60 to 80% of the air supplied to a mine short circuits before reaching a working face.) Approach Most of the leakage through a permanent stop-ping is channeled through two windows in a temporary stopping, and air velocities through the windows are measured; leakage is determined from a formula. How It Works A temporary stopping made of plastic brattice is erected in the same cross cut as the permanent stopping, either upstream or downstream. The brattice is fastened to the roof, bottom, and ribs of the entry with spads. Normal leakage of brattice was allowed for in deriving formula, and does not effect results. For best accuracy the brattice and the stopping should be separated by a distance of one hydraulic diameter.

The Bureau of Mines studied three processes for preparing NaAl(OH)2C03) the intermediate compound which is calcined to produce alkalized alumina: (1) Mixing of Na2 C03 and of A12 (S04)3 solutions, (2) digestion of aluminum hydroxide in solutions of Na2C03 and NaHC03 at 90° C, and (3) addition of CO2 at 25° C to caustic solutions of aluminum to precipitate aluminum hydroxide followed by digestion at 90° C. The first process had the highest raw material consumption and washing requirements, and successful application of process 2 depended upon the availability of active aluminum hydroxide. Process 3 was the most effective, considering both process technology and raw material requirements. Procedures were also investigated for washing, filtering, drying, and calcining precipitates. Analytical methods included X-ray diffraction, atomic absorption spectroscopy, differential thermal analysis, and thermogravimetric analysis.

THIS CHAPTER of the Minerals Yearbook relates to employment data and injury experience in the metal, nonmetal, and quarrying industries. Combined statistical data on the mineral industries as a whole can be found in volume Ill. Each industry in the chapter is shown separately, and no attempt has been made to combine and show an overall picture. The voluntary reporting of data on injuries and employment by operators of metal and nonmetal mines and quarries has contributed substantially to the promotion of safety in these industries. Data on injury and employment in the clay mining and milling industry are included for the first time. Table 6 contains data for clay mines only for 1955 and for clay mines and mills for 1956. The clay-mill figures are included with other nonmetallic mills in table 5. The information for norunetallic mills was compiled and published for the first time in the 1955 issue of this report.

Continuously monitor air-borne radon daughters that are a hazard to underground miners. Approach A beta detector continuously counts beta activity collected on a filter paper to allow calculation of exposure in working level units. How It Works At each Site a constant flow pump draws mine air through a fiberglass filter located in front of a beta detector (pancake type Geiger Mueller tube), Radioactive particles (products of the radon 222 gas emanating from the mine walls) collect on the filter and decay, releasing alpha and beta particles as well as gamma rays. A portion of the beta particles penetrate the Geiger tube window and create electrical pulses in the tube. These pulses are then amplified and sent by a coaxial type or shielded electrical cable to a central monitor located some distance from a working level detector. Since 1991, Pittsburgh Research Center (PRC- formerly part of the Bureau of Mines) researchers have recorded extensive interviews with 30individuals who are experts in the area of mine emergency response. These individuals, who have an average of 35 years of mining experience and 29 years of mine emergency response experience, related stories and observations from events that they experienced during their combined 850 plus years in mine emergency response. The purpose of this effort was to gather information that could be passed onto both today?s and tomorrow?s mine emergency responders to train and guide them in handling future events. This is the second of two articles which report experts responses to questions about training for future mine emergencies. During the interviews they discussed how training should be conducted, who should be trained, and what topics should be included. This article will cover the third area: Topics that should be included in training for mine emergency response managers.

Natural gas was Bangladesh's only significant exploited mineral. A few other minerals or mineral-based commodities were produced for local consumption. The most valuable were nitrogen fertilizer, salt, cement, and clay for brick.2 The most important mineral industry development of 1987 was the start of modest production of crude oil, the first discovered and produced in the country. PRODUCTION AND TIADE Production of natural gas from the nation's huge reserves continued to increase but was limited by the lack of residential and industrial demand. Gas reserves of 7 trillion to 16 trillion cubic feet were sufficient for far more production than the country could efficiently utilize for many years. The country's consumption-to-reserves ratio was one of the lowest of the developing nations. Mineral exports have been insignificant, comprising a small amount of nitrogen fertilizer. Nitrogenous fertilizer exports could become important when planned new capacity comes on-stream. Mineral imports were dominated by crude petroleum.

Bureau of Mines laboratory tests show that ilmenite concentrates with titanium dioxide contents as low as 33 wt--pct can be beneficiated to produce a crystalline substitute for natural rutile suitable for direct chlorination. The synthesized product prepared by a three-step procedure was comparable with natural rutile in titanium content. Reduction smelting of ilmenite removes iron as a pig iron byproduct, and the remaining slag phase is greatly enriched in titanium. Oxidation of the slag in the presence of phosphorus¬bearing slag additive converts the titanium-bearing phases to discrete rutile crystals and a glass phase containing most of the associated impurities. Rutile is separated from the glassy impurities by attrition scrubbing ground slag in dilute phosphoric or sulfuric acid solutions. Tests made in a laboratory fluid-bed reactor show that synthetic rutile responds to chlorination at the same rate as natural rutile and that more than 95 pct of the titanium contained in the feedstock was extracted as titanium tetrachloride.

1. The Federal Mine Safety and Health Act of 1977 defines an independent contractor as "any person, partnership, corporation, subsidiary of a corporation, firm, association or other organization that contracts to perform services or construction at a mine." Contractors that perform specific types of work (e.g., shaft and slope sinking, material handling within mine property, drilling and blasting) are required to report the number of employees who perform work at coal mines and at metal and nonmetal mines.
