The Bureau of Mines evaluated the potential supply of cobalt from known domestic resources, both as a primary product from some deposits and as a byproduct from others, and found that U.S. production could play an important role in meeting U.S. cobalt needs by the mid-1980's. This production would be of a relatively short duration, however, with production declining significantly before the year 2000. As part of the study, a tonnage-price relationship was developed indicating the quantity of cobalt that could be produced from known cobalt-bearing deposits at various primary commodity prices and at a 15-percent rate of return on the required capital investment. All capital and operating costs are calculated in August 1980 dollars, and commodity prices are based on August 1980 prices. Known U.S. cobalt-bearing deposits which represent the current U.S. cobalt reserve base contain some 310,800 metric tons of cobalt in slightly over 1 billion metric tons of demonstrated mineralized material. Approximately 37 percent of the cobalt contained in the reserve base is considered recoverable using existing technology. Of this quantity, some 87,000 metric tons of cobalt is economically recoverable assuming a cobalt price of $25 per pound, a copper price of $1 per pound, and a lead price of $0.40 per pound. Assuming that the cobalt price decreases to $15 per pound, keeping copper and lead prices constant, the quantity that is considered economically recoverable declines to some 45,700 metric tons. Domestic cobalt consumption in 1979 was 7,900 metric tons (17.4 million pounds). Currently, no primary cobalt is produced from domestic resources, and none has been produced since 1971.

The successful development of a titanium prototype of the 81-mm. mortar base plate for the Army Ordnance Corps is outlined in this report. Information is presented dealing with forming, forging, and machining, welding and assembly techniques, and design changes relative to this prototype. INTRODUCTION The work of the Federal Bureau of Mines in making ductile titanium available2/ has resulted in the establishment of a new industry. Owing to its strategic importance and the combination of low density and high strength, titanium has received considerable attention as a structural metal. Titanium's favorable strength-to-weight ratio is of particular importance to the Army Ordnance for equipment that is transported by airplane or by foot soldiers.

A field experiment was performed in a production unit of an operating copper room and pillar mine to compare the support capabilities provided by resin and mechanical roof bolts. Resin and mechanical roof bolts were alternately installed in eight intersections in a single entry. Rock mechanics instrumentation was installed to measure roof sag, bed separation, convergence, bolt pullout, torque, and strain. Bolt cost and installation time are included. Two analyses of the test were made. The analysis of the rock mechanics data showed there was no definite difference between the two bolting systems. From a broader analysis on a mine-wide basis it was concluded that resin bolts gave better support. A critical view of the experiment is given in the appendix.

The nonpegmatitic sources of beryllium in Arizona, Colorado, New Mexico, Utah, and four adjacent states investigated by the Bureau of Mines are described. The investigations included 155 properties from which over 6,200 rock samples were collected; more than 5,500 samples were analyzed by the nuclear beryllium-detection technique. Twenty-four of the properties examined had rock containing more than 0.10 percent BeO. Many of the beryllium determinations were made in the field with portable detection instruments by direct scanning of outcrops and by testing samples of rock brought to the instrument. The large domestic resources of low-grade nonpegmatitic beryllium ore in Utah, which were discovered by private enterprise and which respond favorably to small-scale treatment processes, may come into commercial use and thus reduce the dependence of the United States on imported beryl.

The United States Bureau of lanes, in cooperation with the Natural Gas Department of the American Gas Association, has been studying actively for the past several years the problem of the flow of natural gas through high-pressure transmission lines. Numerous data on gas flow through pipe lines under many conditions of operation have been obtained by carefully conducted tests, and these data, together with all other available information, have been analyzed Carefully to secure practical facts for the use of operators in designing pipe lines and determining the effects of different operating conditions on pipe-line capacities. The first procedure in initiating this problem was to review, compile, and analyze all of the existing data on the flow of natural gas through pipe lines. Actual data applicable to pipe and operating conditions normally used in the transmission of natural gas were meager, and the several pipe line flow formulas developed by different investigators gave widely varying results when applied to problems of pipe-line design. Therefore, further experimental work under conditions comparable to those found in transmitting natural gas was essential before any definite recommendations could be made. The problem, as originally planned, included flow tests on pipe lines in operation, and in each test the measured delivery vas to be compared with the delivery calculated from several common pipe line flow formulas.

The purpose of this study was to evaluate the current literature on the use of calcium chloride and ligninsulfonates as dust suppressants with respect to potential adverse effects on health or the environment. Calcium chloride poses little internal hazard to man and animals, but toxicity to vegetation in and around the area of application should be expected. The effects, however, should be considerably less than those observed from using calcium chloride as a road deicer. Except for trout, ligninsulfonates seem to pose little direct systemic toxicity problems in aquatic organisms, animals and man or any problem with local vegetation. Because of a greater volume of information on its use and effects, calcium chloride is recommended over ligninsulfonates.

The U.S. Bureau of Mines investigated a method of using inert gas to prevent the formation of explosive gas mixtures in auger highwall mining of coal. A combination of gasoline and diesel engine exhaust gases was introduced into the auger drill hole using a short section of pipe located at the collar. Gas samples were taken and analyzed on-site with infrared detectors for oxygen, carbon dioxide, methane, and carbon monoxide. Evacuated bottle samples were also taken and analyzed by gas chromatography in the laboratory. These gas results were analyzed for explosibility. Coal samples from various depths were used to obtain the gas content of the coal using the modified direct method. Personal expo- sure to carbon monoxide was also monitored. The highest methane level observed was 9.55%. The levels of inert gas (carbon dioxide and nitrogen) were sufficiently high to prevent any ignition of the methane. Results showed that for all conditions during mining, gas concentrations were nonexplosive. The gas content of the coal was about 0.30 cm3/g. The maximum personal time-weighted average Sample for carbon monoxide was 20 ppm. This system provides a safe, inexpensive, simple method for preventing explosions during auger mining.

The revised inspection standards or recommendations herein have been prepared for use in Federal inspection of bituminous-coal and lignite mines. They succeed a compilation of similar standards published as Bureau of Mines Information Circular 7268 in December 1943 and employed as a guide in Federal inspections since that time. Important alterations and additions have been made because of changes in mining, practice and temporary shortages of some safety equipment; moreover, several previous standards have been found not generally applicable and have accordingly been deleted. Mining methods and equipment continue to change, and new hazards and new safeguards are introduced. Consequently, these standards are subject to revision from time to time. Questions from the coal-mining industry regarding these standards and suggestions as to changes and additions thereto will be welcomed and considered carefully when the next revision is made. Many constructive criticisms from the mining industry have been considered in preparing this edition.

This report concerns types, quantities, specifications, and uses of non-metallic minerals as a basis for improving their supply, conservation, and utilization. Supply-demand details concerning mineral fillers, rooting granules, and roofing rock used in asphalt are incorporated in this report, along with highlights on production and sales of rooting, floor tile, and other related asphalt products of California. Comparable data for the United States are included. Although large quantities of commercially prepared mineral fillers are used in asphalt for paving and related applications in other States, addition of commercial fillers for these uses rarely is required in California because of the natural tines available. On the other hand, California manufacturers of asphalt products other than having utilize about 300,000 tons of asbestos, diatomite, limestone, mica, soapstone, and other nonmetallic minerals as filler, mainly for reeling and flooring. Also about 500,000 tons of roofing, granules is produced in California, most of which goes into roofing manufacture in California. In addition. A significantly large and growing tonnage of relatively coarse mineral aggregates Ire used on low-angle, built-up, asphalt roofs to produce in attractive surface and offer protection against the clements. Clearly ill minerals used in asphalt products manufactured in California come from local sources, except asbestos and mica--and there are indications that local deposits of those commodities could be utilized in some use categories.

This report describes the results of a four year investigation into improved face ventilation systems for underground coal mines. The objective was to experimentally determine configurations for a diffuser fan system and a water spray (spray fan) system which will provide a maximum reduction in face methane concentrations without causing an increase in methane concentrations at the operator's position. The experimental evaluation was performed in full scale mock-up mine entries, simulating continuous mining operations in both a six foot and four foot coal seam complete with normal ventilation, water sprays, and methane emission. A limited study was also performed to assess the effect of scrubber discharge location on methane concentrations in the face area. The results indicated that diffuser fan and spray fan systems that were designed to augment the natural airflow pattern in the entry could provide a factor of 3 to 5 reduction in average methane concentration at the face, compared to a mining machine with just conventional water sprays. The properly designed diffuser and spray fan systems also significantly reduced the total methane present in the entry. A properly designed dust scrubber discharge can reduce face methane levels by a factor of two.

Workers at the Consolidated Aluminum Corp. primary aluminum smelter at Lake Charles, LA walked out at midnight March 31 when their contract expired. Management personnel operated the smelter and prebaked carbon anode facilities until an agreement for a new 3-year contract was reached April 18. The Aluminum Company of America (Alcoa) began operations at its can recycling facility at Taylor, MS. The facility can process 3 million pounds per month of aluminum and steel cans. Alcoa announced plans to increase the capacity of its aluminum paste and flake production plant at Logan's Ferry, PA by 50 percent. Completion was scheduled for mid-1980.

[Methods of distilling topped crude oils and distillates under vacuum, accompanied by good fractionation, have taken a place of major importance in the refining industry. In the refining of petroleum products it is generally desirable to produce a distillate of good quality, and this objective is attained by fractionation of a high degree. The laboratory and commercial practice have proved chat by varying the amount of fractionation the quality of the distillate car be changed, and refiners are cognizant of the advantages of good fractionation. Distillation-under high vacuum, however, is a relatively new practice in petroleum refining, and only during the last few years has there boon an indication that that this method ray become a general practice in the industry. Vacuum distillation offers many advantages over older methods of distilling petroleum products. Vacuum combined with steam distillation, for example, is replacing straight-stream distillation because the quality of the products of vacuum and, steam distillation surpasses that of those produced by straight-steam distillation. Although the injection of varying amounts of steam in a vacuum unit is common practice, the amount of steam used is becoming less as the vacuum within the unit is increased. Revolutionary changes in the organization of work have far outpaced our knowledge about the implications of these changes for the quality of working life and for safety and health on the job. This gap in knowledge is one of the 21 priority areas for research under the National Occupational Research Agenda (NORA)—a framework crafted by the National Institute for Occupational Safety and Health (NIOSH) and its partners to guide research into the next decade. This report was developed under NORA as the first attempt to develop a comprehensive research agenda for investigating and reducing occupational safety and health risks associated with the changing organization of work. Research and development needs identified in the agenda include (1) improved surveillance mechanisms to better track how the organization of work is changing, (2) accelerated research on safety and health implications of the changing organization of work, (3) increased research focus on organizational interventions to protect safety and health, and (4) steps to formalize and nurture organization of work as a distinctive field in occupational safety and health.

Since its creation in 1910, the Department of the Interior's Bureau of Mines has pioneered in the development of mineral technology, through research. From the very beginning, research on mine health and safety has been a dominating concern, and a responsibility that expanded markedly as a result of the Coal Mine Health and Safety Act of 1969. Until the mid-1970's research on fuel technology and coal production also was an important part of the Bureau's work. But in the four years following the 1973 oil crisis, Congress established a reorganized Federal energy research apparatus in which all fossil fuel research-encompassing extraction, use, and conservation-was centralized. Today, the Department of Energy houses Federal research on coal mine production technology, while research on coal and noncoal mine health and safety and environmental technology, and on noncoal mine production technology, remains in the Interior Department as a continuing responsibility of the Bureau of Mines. This Bureau of Mines report describes the preparation characteristics of the significant coalbeds of Clay, Gilmer, and Lewis Counties, W. Va. In 1966, almost 1.3 million tons of coal was mined in these counties, of which more than one-half was from the Pittsburgh coalbed. Washability analyses were made of 16 coalbed samples. Of these, only 11 samples could be upgraded to metallurgical quality. For steam or power generation five of the coals were of low sulfur content as received. The remaining samples were generally of medium sulfur content even after upgrading.
