In an earlier paper Dean and Hersberger5/ gave preliminary results a d discussed briefly the use in flotation of organic reagents of the type known in the textile industry as "wetting agents.? These reagents are those with a molecular structure comprising a long hydrocarbon chain attached to a. highly molar or hydrophile group in such manner that ionization is nearly complete in dilute solution and the resultant ionic grouping has a very considerable hydrophile-lipophile unbalance in the structure. As a result of this characteristic structure these reagents are more or less powerful frothers and emulsifiers. Ten the degree of bydrophile-lipaphile unbalance is sufficiently great and specific chemical factors are absent these compounds behave in flotation as noncollecting frothers insensitive to reasonable changes of pH.

This volume constitutes the final report for the Rescue Subsystem portion of the Coal Mine Rescue and Survival System program conducted by the Westinghouse Electric Corporation under contract to the United States Bureau of Mines (Contract Number H0101262 dated Jung 17, 1970). The program was directed by the Special Systems Department of the Westinghouse, Baltimore, Maryland facility. The basic objectives of the CMRSS program were to develop and test hardware to determine the efficacy of a variety of coal mine rescue and survival concepts and techniques. These concepts were drawn from two major- sources: the Request for Proposal from the Bureau of Mines and the final report on the Mine Rescue and Survival Study conducted by the National Academy of Engineering (NAE).

The purpose of the work reported herein was to investigate whether available telephone multiplexing equipment offered a means to rapidly upgrade the traffic-handling capacity of present mine telephone systems and provide for selective calling for safer and more efficient mine operation. Common sense was used to decide whether or not an item could be termed "available." Since conventional telephone gear is not designed to interface pager phones for example, existing shelf items would require adapters to compatibly interface these two types of gear for independent operation over the present single twisted pair used in mines. These and similar small items were allowed, but if a system required any extensive design work to adapt it for the mines, we ruled it "not available."

This Bureau of Mines report reviews the mineral industry of the Black Hills area, including Butte, Custer, Fall River, Lawrence, Meade, and Penning- ton Counties, S. Dak.; and Crook, Niobrara, and Weston Counties, Wyo. It includes discussion of geological occurrence, processing, and potential of 27 commodities that have been produced from the nine-county area. The value of mineral production exceeds $70 million annually. Gold and petroleum account for two-thirds of the total, followed by clays, cement, sand and gravel, and rock. The combined mineral industries annually consume 268 million kilowatts of electrical energy, 933 million Mcf of gas, and 2 million barrels of fuel oil. Water consumption is about 10,000 gallons per minute. About 2,700 persons are employed on a year-round or significant part-time basis.

The U.S. economy grew moderately in the second quarter of 1985 with real gross national product (GNP) recording a seasonally adjusted annual growth rate of 2.0%, up from the 0.3% growth of the previous quarter but significantly below the 7.1% growth of the second quarter of 1984 (table I). Personal consumption expenditures grew 5.3%, with purchases of durable and nondurable goods rising 7.4% and 5.1 %, respectively; nonresidential and residential fixed investment--the two components of fixed investment--grew 11.8% and 5.6%, respectively; and Government spending rose 3.6%. However, these gains were tempered by a major decline in the growth of business inventories (from $19.1 billion to $8.3 billion) and the continuing growth of the net export deficit (from -$28.4 billion to -$33.3 billion). While the high value of the dollar compared with other currencies has been a major cause of the expanding trade deficit, its value, as measured by the monthly Federal Reserve Board (FRB) multilateral trade-weighted dollar index, has declined over 17 index points from its February peak to 140.94 in July. The July dollar value was still high historically. The rate of inflation, as measured by the fixed-weighted price index for GNP, remained low at 4.1%, down from 4.3% in the first quarter, and employment continued to grow at a rate sufficient to keep up with new additions to the labor force. Civilian unemployment has remained steady at 7.3% over the past 6 months. Industry Statistics The FRB recently revised its index of industrial production and changed the base year from 1967 to 1977,1/ The revised total index shows a 0.1 % higher annual growth rate between 1967 and 1984 than the previous index. In the slower growing or declining industries, such as metal mining, primary metals, and fabricated metals, however, downward revisions in the indices and rates of growth have occurred. The previous and revised annual rates of growth between 1977 and 1984 for several of the sectors of interest to the mining industry are shown in table 2.

A tractor-integrated version of an explosive ripping system was developed for mining application. This system utilizes diesel fuel and a tractor-mounted blower supplying 30 psig compressed air to a two-stage combustion chamber to produce a high pressure (600 psia) gas charge. The charge is rapidly released into the rock formation near the tip of the ripper. The system, mounted on a D9 tractor, was tested at several quarry and mining operations to investigate rock fracturing effectiveness. Although the results of comparative ripping passes conclusively demonstrated that the system increases rock fracture, performance of the system is strongly dependent on rock morphology and properties as well as basic performance of the tractor-ripper. The theory of conventional and explosive ripping modes is described and existing correlations of seismic velocity and ripper performance are shown to be in error.

Explosionproof electrical enclosures for coal mine face equipment have been of the same basic design for many years without significant change. Characteristics for potential improvement were investigated through interviews, visits to mines and studies. Improved safety, health and productivity were the goals. Areas identified for improvement included rapid venting of pressure build-up due to an internal explosion, quick and easy entry or removal of cable entrances, and a quick and easy cover removal for rapid component access. Concepts were identified and evaluated, and the more promising devices were fabricated and tested. Encouraging results from initial tests led to further design refinement and establishment of design guidelines. These design guidelines for a pressure vent and for an elastomeric grommet type cable entry are described along with the testing used. An application for an experimental permit was requested from MSHA. After test and evaluation experimental permit #396 for evaluation in an underground coal mine was granted.

Land disturbed by surface mining in Colorado and other western states has increased substantially over the past several years and is likely to increase even more in the future. This study was initiated to provide basic information on hydrologic and erosional characteristics of regraded coal spoils in Colorado as an aid for planning future reclamation activities. Eleven of twenty-one surface mines licensed in Colorado were sampled during the summer of 1980 and 1981. Mines not sampled included mines which had not progressed to the point that reclamation had begun, and mines where operators denied permission to sample. All coal regions were sampled with the exception of the San Juan Coal Field. Physical and hydrologic characteristics of regraded coal spoils in Colorado were determined using standard field and laboratory procedures. Field sampling included characterization of sites (slope, vegetation density, proportion of surface rock, bare soil, etc.) and infiltration measurements using a l-meter square drop former raining on a 1/2 square meter rectangular plot frame. Core samples collected in the field were analyzed for saturated hydraulic conductivity, bulk density, organic matter, moisture retention and texture. The erosion potential of each site was determined using the Universal Soil Loss Equation (USLE). Results of the sampling indicate that infiltration rates vary widely both within and between sites. However, definite trends with respect to coal fields are apparent. For example, the Green River (Yampa) coal region had a wide range of sampled infiltration rates (1.2 to 5.1 cm/hr). However, most of the sites clustered towards the low end of the range. The North Park (Marr Strip) also was rated at the low end of the infiltration range (2.0 to 3.0 cm/hr). Average infiltration rates for the Canon City and Uinta Coal Regions were at the high end of the range (4.9 to 5.5 cm/hr). Multiple correlation analysis of infiltration rates vs. site characteristics showed that infiltration rates were most closely correlated with the depth of wetting, the amount of mulch cover, and site slope. The depth of wetting was highly correlated with the depth of the topsoil and the bulk density of the spoil. In general, the topsoil at all sites appeared to be highly permeable to water intake but once saturated, subsequent infiltration depended upon characteristics of the underlying spoil. Vegetation cover affected infiltration on individual mine sites but was not as pronounced as topsoil characteristics or mulch. Erodibility of topsoil and spoils, as determined by Wischmeier's "K" factor, ranged from 1.34 to 0.56 tonnes/ha. (topsoil) and 1.25 to 0.66 tonnes/ha. (spoils). Definite trends in erodibility are evident. The Green River (Yampa) Coal Region displayed consistently higher erodibilities (1.34 to 0.75 tonnes/ha.) than other coal fields (0.72 to 0.56 tonnes/ha). Lowest erodibilities were observed in the Uinta, North Park, and Raton Mesa Coal Regions (0.56 to 0.62 tonnes/ha). Erodibilities of underlying spoils showed similar trends as the topsoils. Erosion potential (the product of soil erodibility and rainfall erosivity) was detennined using calculated ?K? factors and rainfall erosivities (R) taken from Clyde (1976). Results show that the Delagua coal field, Raton Mesa Coal Region had the greatest erosion potential due to the high rainfall energies in the region, while the North Park and Uinta Coal Regions had the lowest potential erosion.

Eight interburden handling concepts are developed for multiple seam area mine stripping operations in central and western United States. They are based on data gathered and analyzed during field surveys, literature reviews and visits to state regulatory agencies in five states. It is concluded that improvement of reclamation practices through selective interburden handling techniques is possible at lower operating costs than currently incurred. Specific multiple seam mining systems are discussed in this report.

The Bureau of Mines, following passage of the Solid Waste Disposal Act of 1965, was authorized to conduct research on methods for utilizing, stabilizing, or reclaiming mineral wastes. This report summarizes laboratory research conducted by the Bureau and cooperative field studies made with the mineral industry to reduce the environmental impacts of air and water pollution deriving from mineral wastes. Utilization research showed that both dry-press and steam-cured building bricks and ceramic tile could be made from copper mill tailings and other discarded mineral wastes. Sponge iron was produced from steel mill and amination industry wastes, and valuable mineral products were extracted from such diverse sources as flue dusts and uranium tailings. Mineral wastes were combined with agricultural and/or sewage wastes to make artificial soils that have the potential of resolving several disposal problems by production of a useful commodity. Physical, chemical, and vegetative stabilization methods were evaluated, singly and in combination, for reclamation potential on copper, uranium, lead-zinc, and asbestos tailings. Suitable methods were developed in the laboratory for overcoming major adverse conditions of these wastes such as salinity, heavy metal toxicity, acidity, basicity, lack of nutrients and organics, and unstable surfaces. Field testing of these methods was performed on a variety of mineral wastes. Costs for the various stabilization and utilization-procedures developed were also determined.

Coalbeds were discovered in outcroppings of the Beacon group of sediments on the north end of the Willett Range ( altitude 77 ° 11 ' S , longitude 160 ° 20 ' E ) , Victoria Land , Antarctica , in December 1960 during an investigation undertaken as part of the U.S. Antarctic Research Program under the auspices of the National Science Foundation . Three separate exposures of coal or coaly material were found . Two of the exposures contain , respectively , eight and four beds of hard , compact , finely banded attrital coal ranging in thickness from 8 feet downward to a few inches , and reported to range in rank from mediumvolatile bituminous to semianthracite . The coals are associated with carbonaceous shales containing an abundant assemblage of fossil plants resembling those associated with the Permian coals of Australia and other Gondwana areas . The third exposure , apparently somewhat higher in the stratigraphic sequence , contains only coaly plant fragments scattered through a thin conglomerate and overlying sandstones . A sandstone bed that overlies these coal - bearing sandstones contains abundant logs and fragments of silicified wood . Preservation of features is poor , but one segment of a silicified stem suggests comparison with Rhexoxylon , a gymnospermous tree that usually is considered indicative of Triassic age . The Beacon sediments in this area have been invaded , broken , and uplifted by a massive series of diabase sills and dikes greater in volume than the intruded sediments . The heat emitted by these intrusives must have advanced the metamorphic development of the coals . However , there is no evidence of alteration to graphite , and coal found in direct contact with a diabase sill contains no vesicles or other usual evidences of natural coking . Either the pressure of overlying rocks inhibited the development of coke , or the coals had been metamorphosed beyond the coke forming stage before the igneous intrusion .

The objective of this circular is threefold: First, to describe briefly the various modes of occurrence of sand and gravel. Second, to emphasize the need for adequate prospect¬ ing and exploration prior to the expenditure of funds for development and plant construction. Third, to describe various methods of prospecting and exploration and their application to the several modes of occurrence of sand and gravel. Sand and gravel may be found in nearly every county or township in the United States. Commercial deposits, however, are by no means so widespread. The introduction of concrete and the consequent impetus given to consumption of gravel and sand aggregates has seriously depleted deposits in some congested areas. Increasing re¬ strictions in the specification requirements for marketing sands and gravels have further narrowed the economic areas. On the other hand, the combination of increasing transportation costs and decreasing selling prices has forced the decentralization of gravel production. As a result smaller, intermittently operated, and widely scattered portable or semiportable unit plants have been encroaching on the territory formerly supplied from centrally located pits with large tr.atment plants. Generally speaking, the small portable plant can not produce any great variety of ma¬ terials to as exacting specifications nor as economically as the large permanent plant.

The Bohemia mining district is a small but intensely mineralized area in western Oregon . For its size , it has made a substantial although somewhat sporadic production of gold throughout a long period of years . The veins also contain lead, zinc , and copper, but in the past these metals have not been recovered in important amounts . In reviewing the progress of mining activity in the district , an effort has been made to gather under one cover all available information on former operations , including methods of mining , production, and geology pertinent to the ore deposits , problems encountered, and other factual data that may affect future mining in the district . A special effort has been made to assemble as many maps of former workings as possible in order that these may be preserved and readily available to assist in future exploration. The data presented herein are based on brief reconnaissance examinations made during several weeks spent in the field in September 1946. These are supplemented by information obtained from various individuals actively or formerly connected with operations in the district . Only the principal properties and several of the more outstanding prospects were actually examined. Many of the older workings were inaccessible.

The machine-mounted continuous respirable dust monitor (MMCRDM) is a fixed-location area sampling device developed for possible use at the working face of an underground coal mine. This device, based on proprietary technology known as the tapered element oscillating microbalance, has evolved over the past eight years through a cooperative effort of the former Bureau of Mines, MSHA, and the Rupprecht & Patashnick Company in Albany, NY. The capability to measure respirable coal mine dust levels on a continuous basis, rather than depending solely on periodic samples obtained from the traditional coal mine dust samplers, has been a goal in the mining industry for nearly two decades. Recently, an extensive series of laboratory and underground tests was conducted by NIOSH with the cooperation of MSHA and coal operators to test the performance of the MMCRDM In preliminary laboratory testing, the MMCRDM seemed to work well. However, in every underground test, when compared to reference samplers placed close to the inlet, the MMCRDM failed to meet the 25% accuracy criterion specified in the contract under which it was developed. Two reasons explain this failure: First, in most tests the bias (the relative discrepancy between the average MMCRDM concentration and the average reference sampler concentration) was too great. Second, the variability of the samplers used for reference comparison was too large. Finally, the underground testing of the MMCRDMs showed that they are quite unreliable at this stage of development. In the majority of mine tests, no more than 10 shifts of data were taken before the MMCRDM failed to function properly. Major breakdowns, requiring the return of the MMCRDM to the factory for repairs, occurred on average every 28 days. To be considered mine-worthy, MMCRDM reliability must be substantially improved. Workers using vibrating hand tools have the potential for developing health problems associated with repeated forceful actions and exposures to hand-transmitted vibration. Hand-arm vibration syndrome (HAVS) and other hand-arm system disorders have been associated with such exposures.1-2 To better assess health risks, comprehensive evaluations of these exposures must include quantitative assessments of hand-tool coupling forces; unfortunately, no standardized method for quantifying hand forces exists. Handle instrumentation may be ill-suited for some field environments. Psychophysical force-recall techniques may provide alternatives to handle instrumentation. A thorough understanding of the effects of vibration and other factors on force-recall accuracy and reliability is important before such methods are applied in risk assessments. Methods In this study, the effects of vibration and other factors on the accuracy of psychophysical force-recall were explored in two experiments. Twelve male subjects participated in the first experiment. The second experiment employed 20 participants (10 female, 10 male). In each experiment, participants applied specific grip and push forces to an instrumented handle mounted on a shaker system. Participants were exposed to sinusoidal vibration at frequencies that ranged from 0 Hz to 250 Hz. Three levels of applied force (low: grip = 15 N/push = 25 N, medium: grip = 30 N/push = 50 N, and high: grip = 45 N/push = 75 N ) and two levels of vibration magnitude (low: ANSI 4-8-hr limit and high: ANSI <0.5-hr limit)3 were examined. During the vibration exposure period, participants were provided with visual feedback while they attempted to “memorize” the applied grip and push forces. At the conclusion of the vibration exposure/force memorization period and a controlled rest period, the participants tried to duplicate the grip and push forces on a non-vibrating handle without the aid of visual feedback. The effects of different vibration frequencies, vibration magnitudes, and grip and push force levels were tested in a random order from trial to trial. Results Participants tended to overestimate grip and push forces. Depending on exposure conditions, error means ranged from 2 N to 10 N. The ANOVA revealed that force-recall errors for exposures between 31.5 Hz and 63 Hz were significantly higher than those at other vibration frequencies (p < 0.05). The frequency effect is depicted in Figure 1. Error means were greater when participants were exposed to the higher vibration magnitude (mean = 9.1 N, 95% CI = 8.2-10.1 N) when compared with the lower vibration magnitude (mean = 4.9 N, 95% CI = 3.9-5.8 N) (p < 0.05). The analysis described herein evaluates the Bureau of Mines Program for Advancing Mining Technology - Oil Shale in terms of the economic benefits which may be derived for the Nation as a result of its successful research and development efforts. On the basis of postulated oil shale production scenarios, benefit-cost ratio indicators are computed for the program elements as they apply to surface, underground, and modified in situ oil shale mining systems. Eight value indicators are used to measure the Program&apos;s beneficial impact on the future oil shale industry in relation to planned research and development costs. These are: capital cost savings, operating cost savings, labor savings environmental quality maintenance cost reduction, reduction in production costs, byproduct production benefits, total production benefits, and additions to recoverable reserves. Program costs are aggregated from 1974 through 1987 and major benefits are accrued from 1982 through 2040. Both cost and benefit streams are discounted to mid-1975 present value.

Variations in water percolation rates through saturated cohesionless hydraulic backfill (mill tailings) have been studied in relation to the many physical aspects of the system to determine the most important factors in causing these variations. A multivariable least-squares regression analysis of 135 separate tests shows that a reliable estimate of the water percolation rate through typical hydraulic backfill can be made if the bulk density (unit weight), specific gravity, and grain-size distribution are known or can be estimated. Equations for predicting percolation rate, coefficient of permeability, and seepage velocity are developed both for the range of data analyzed and for extrapolation. The prediction equations for use within the range of data studied are quite accurate, while the ones developed for extrapolation are less accurate but still give reasonable approximations of flow rates. The equations given are valid for cohesionless materials that are free of clays and micas, exemplified by classified mill tailings. The equation developed for predicting percolation rates is as follows: 1nP20 = 11.39147 + 2.853422 1n(VR X D10) + 0.1747436 VR X Cu -178.8039 D10 X D50 + 311.7034 (DSO )3, (1) where P20 = percolation rate, inches per hour at 20° C; correction factors for other temperatures are given in the text, VR = void ratio, dimensionless, D10 = effective size (diameter in millimeters of the 10-percent-finer grain size), Cu = coefficient of uniformity (ratio of the diameter of the 60-percent-finer grain size over D10), D50 = average size (diameter in millimeters of the 50-percent-finer grain size), and In = natural logarithm (log to the base e). The prediction equation for percolation rate is rather complicated, so for practical use a nomograph that simplifies the solution of the prediction equation was developed.

Under Bureau of Mines Contract H0122007, Telcom, Inc., with the assistance of Fenix & Scisson, Inc., conducted a 17-month research and development project aimed at provid¬ing a field-test model of a guidance system for use with the Bureau of Mines Probe Drill. The Probe Drill is a part of the Bureau&apos;s Mine Rescue System developed under Contract H0101262. Volume I of this report is subdivided into seven sections. Volume II consists of a number of supporting appendices. In addition, there were delivered under the Contract, a number of other documents which are referenced in the text. Section 1 deals with essential contract information, Program Background, and a general system description. Section 2 covers the project chronology in brief. Section 3 is a digest of design considerations and implementation related to the requirements of the Contract. Section 4 is a description of the System, including illustrations of the hardware, and software. Section 5 is devoted to Operation and Maintenance. Para. 5.1 describes step-by-step field assembly and disassembly of the downhole unit. Para. 5.2 covers Operation. Para. 5.3 covers various aspects of maintenance from the lowest field echelon possible. Higher level maintenance must be accomplished in the laboratory, for the present field-test model. Para. 5.4 covers system calibration. Para. 5.5 covers detailed step-by-step operational sequences. Section 6 covers the results of the field testing, post-test evaluation, and recommendations. Essentially, we conclude that the present hardware (field-test model) has proven every aspect of system performance, but failed to provide reliable assurance of an operationally ready system. Telcom, therefore, recommends a three-phase continuing effort devised to provide the operationally-ready model of the system.

A computer program was written for the design of a shell and tube heat exchanger on a price optimum basis for the following conditions: (1) Triangular pitch; (2) single or multiple pass; (3) heating or cooling; (4) no change in phase; and (5) inside pumping costs immaterial. Price optimum design was obtained for four standard tube sizes and standard pitch. The inside pressure drop was fixed and outside pressure drop was computed for the optimum baffle spacing and when the baffle spacing equaled the shell diameter. Standard shells whose areas equaled or exceeded the required area were also listed. The program was made adaptable to various fluids and to various tube sizes and pitch by reading in many of the required data such as physical properties of the fluids, tube data, and standard shell data in tabular form.
