"This Bureau of Mines publication presents a statistical analysis of official U.S. Mine Safety and Health Administration (MSHA) metal and nonmetal mine fire reports from 1950 through 1984, plus accounts of selected nonreportable fires (less than 30 min and no injury) and opinion data on fire hazards from mine safety directors. Fires were analyzed by time trends, ore type, ignition source, burning substance, location in mine, equipment involved, means of detection, duration, number of injuries and fatalities, mining method, and successful extinguishing agent. The leading ignition sources were electricity in underground fires and engine heat in reported surface fires. The most frequent burning substance was combustible liquids for all nonreportable fires, reported surface fires, and reported underground fires from 1978 to 1984. For underground fires reported prior to 1978, timber was the leading burning substance. Mobile equipment was the type most frequently involved in both underground and surface fires. Underground fires occurred most often in haulageway or drift areas, and reported surface fires occurred most often in plant and mill buildings, while most nonreportable surface fires occurred in other areas. The most common methods of extinguishment were water hose lines for reported fires and dry chemical handportable extinguishers for nonreportable fires. INTRODUCTIONIn support of the Bureau of Mines research on mine fire protection, two separate baseline studies on mine fire incidents have been prepared. The first study addressed coal mine fires. The results of that study are summarized in the Bureau's Information Circular 8830, ""A Statistical Analysis of Coal Mine Fire Incidents in the United States From 1950 to 1977."" This second report, addressing metal and nonmetal mine fires, is the companion to IC 8830. Together, these two reports provide a comprehensive, factual summary of the mining industry's fire experience.This report, like IC 8830, covers (1) MSHA fire incident reports, (2) records of nonreportable fires (less than 30 min and no injury), and (3) mine safety directors' opinions on fire hazards. The MSHA fire reports provide the most reliable, objective, and accurate historcial record of the major noncoal mine fires that occurred during the study period (1950 through 1984). However, MSHA fire reports alone understate the true magnitude of the fire problem because metal and nonmetal mines have been legally required to report fires to MSHA only since 1968. Although some fires were reported prior to 1968, doubtless a great many were not. Also, the reporting regulations that took effect in 1968 specify that only fires lasting 30 min or longer or involving an injury need to be reported. MSHA fire reports are thus limited in scope by MSHA's legal authority. In order to provide a more comprehensive data base, it was also necessary to gather and analyze mine company records of nonreportable fires."

Late in 1974 at a meeting with the Cedar Coal Company in Chelyan, West Virginia, a very definite requirement for an automatic heat sensing fire suppression system for the type coal augers used in their mine was revealed. Several fires had been experienced, and while equipment loss was a consideration, operator safety was also a concern. As of that date no one had developed an automatic system specifically for fire suppression on coal augers. II. EQUIPMENT DEVELOPMENT As a result of the above meeting, an unsolicited proposal was made to the Bureau on March 1, 1975, and a contract was issued to provide the following services: A. Determine and define fire hazard problem on Compton Coal Auger. B. Modify or otherwise mike a Lease "AFEX" system suitable for protecting the fire hazard area developed in paragraph "A". C. Make installation of "AFEX" system. D. Monitor installation for reliability for a period of 90 days after installation. C. ConJurt a simulated fire test to determine effectiveness on system.

Large quantities of combustible materials are often found in underground metal and nonmetal mines, with support timber most often the predominant combustible material. Oils, lubricants, paper, cartons, and rags are additional combustible materials and are commonly found in maintenance shop areas. Welding and cuting, shorted or overloaded electrical cables, spontaneous combustion, and careless smoking are some of the common fire ignition sources. Inexpensive, reliable fire detection and suppression systems are available to provide early warning of such fires and to isolate and extinguish fires that originate in underground maintenance shop areas. Technology developed and demonstrated under Bureau of Mines Contract H024216, Mine Shaft Fire and Smoke Protection System, may be applied to protect underground maintenance shop areas. The mine area described in this report is a representative ex-ample only; the fire protection system described considers costs, benefits, equipment performance and includes the concepts of: ? Early warning and alarm ? Isolation ? Extinguishment ? Control. Each fire protection system application requires analysis of numerous variables including total mine profile (depth, personnel, escape routes, hazards, etc.).

It is not uncommon to find large quantities of combustible materials in underground metal and non-metal mines. Support timber is the predominant combustible material. Spontaneous combustion, welding and cutting, shorted or overloaded electrical cables and careless smoking are common ignition sources. More recently, there is increased use of diesel mobile equipment that requires fuel storage and transfer areas. Diesel fuel spillage on hot engine manifolds and motors can result in rapid flame growth and heavy smoke accumulation in a matter of seconds. In-expensive, reliable fire detection and suppression systems are available to provide early warning of fire conditions and to isolate and extinguish fires that originate in fuel storage and transfer areas. This report presents an example of how technology developed and demonstrated under Bureau of Mines Contract H0242016, Mine Shaft Fire and Smoke Protection System, may be applied to protect underground diesel fuel storage and transfer areas. As part of an effort to develop new or improved placer mining technology in the Tertiary gold-bearing channel gravel of northern California, the Bureau of Mines conducted investigations at the old Badger Hill placer mine in Nevada County, Calif., to collect data and information regarding drilling and sampling methods and deposit characteristics. Sampling studies involved the collection and processing of 400 tons of large-and small-volume samples from drill holes, underground workings, surface pits, and blasthole rounds. A total of 355 samples averaging 2,296 pounds per sample provided reasonably accurate data for analysis of the gold distribution. These studies indicated that the bulk of the gold is within 40 feet of bedrock in stacked, lenticular zones of cemented gravel that are largely confined to the relatively narrow, meandering course of the deepest portion of the bedrock channel. Drilling studies involved the testing of truck-mounted rotary, buckett and vibratory drills, none of which proved to be a completely versatile tool for sampling quickly and reliably both consolidated and unconsolidated gravel..

With the development of larger mine-haulage trucks in recent years, the visual field of the driver has diminished correspondingly. Specifically, the operator's lack of direct vision in the right front area and directly to the rear constitutes a serious hazard to personnel in nearby small utility vehicles. Recently developed electronic technology has made it possible to supplement the use of mirrors and fresnel lenses to warn the operator of specific collision dangers in the truck's blind areas. This Bureau of Mines report describes the results of a coordinated contract and in-house research program to develop and test in-mine prototype electronic systems to detect the presence of smaller vehicles within the blind areas of large mine-haulage trucks. Each system utilized transmitters installed on the smaller vehicles and receivers installed on the haulage trucks. Transmitting techniques tested included both low-and high-frequency radio waves. On-vehicle testing established the engineering feasibility of each approach. Further private sector product development to improve reliability and reduce system costs is recommended. Mining companies should consider the advantages of each type of system.

Effective control of respirable dust is one of the most serious problems associated with longwall mining in the United States. This report describes the development and the underground evaluation of ventilated cutting drums, on a double ended ranging drum shearer. The ventilated drum uses high pressure (1,500 psi) water sprays to draw air (3,500 cfm) through 12 airmoving tubes mounted in the drum hub. The sprays draw dusty air from the face side of the drum, scrub the air, and discharge the clean air on the gob side of the drum against a deflector plate. During a three week underground evaluation, the cutting drums reduced shearer generated dust levels at the shearer operators position by 40%, at the shield operators downwind of the shearer by 55%, and at the tailgate by 55%. Cutting and loading performance of the drums were superior to the mine?s conventional drums. After the evaluation, the mine continued to use the ventilated drums to finish mining the panel. During this 3 month period, there were no mechanical or seal failures demonstrating excellent system reliability.

This report describes the development of guidelines for design, inspection and maintenance of automatic couplers. In order to devise the guidelines, performance requirements for automatic couplers were carefully established. This was clone through a comprehensive survey of coupler manufacturers and extensive observation of automatic couplers in service in a broad spectrum of mines. The capability of the couplers to withstand the demands of the mining environment in terms of strength characteristics, gathering range, curve negotiability, and other factors were all carefully evaluated. An analysis of coupler related accidents for the years 1972-1976 was carried out to provide information on the safety and reliability of existing automatic couplers. This formed an important input to the development of the guidelines. It is expected that these guidelines will he useful to coupler manufacturers for establishing designs for improved automatic couplers, and to mine operators for maintaining their couplers in a safe and good operating condition throughout their expected lifetimes. 1972 constituted the second year of the projected five-year study on constitutive relations of coal. The schedule adhered closely to the five-year outline which is summarized in Table 1. This chapter is intended to serve as introduction and concise synopsis of the year's activities and results, which are presented in greater detail in the following chapters, which have been contributed by the individual researchers in charge of the various aspects of the project under study. Coal Sources, Material Procurement, and Sample Preparation Most of the studies performed during 1972 were done on coal from two sources: the Old Ben Mine #22 in Illinois, and the Bruceton Mine in the Pittsburgh seam of Pennsylvania, which may be considered typical of coal sources of economic importance in the Midwestern and Eastern part of the U.S. These two mines have proven to be reliable suppliers of coal material for our research. We have been able to establish good working relations with their personnel and feel that we can continue to count on their cooperation and help.

Three types of communication systems have become popular in solving communication requirements underground: Loud-speaking pager phones, carrier current phones, and magneto ringing phones. Basically, all three are simply single-channel party line systems. Although these systems are quite reliable, the single channel creates a variety of problems. For example- 1. Since no call is confidential, messages are sometimes purposely made vague, especially if accidents or safety topics are being discussed. 2. A potential user must literally "wait in line" until the channel becomes clear for his use; thus, when foremen have to wait to call in reports or supply requests, this single chan-nel creates a serious productivity bottleneck. 3. In many large mines, there are independent branch lines that must be tied together by a dispatcher, adding further delays to the system. To solve these problems, some mines have installed other phone systems-mostly commercial dial phones in industrial enclosures that offer extra channel capacity and private line features. Others have installed a system that combines both dial- and page-phone features in a single unit. Although these do represent improvements, they do not truly solve the overall problems that face modern mines. Besides extra channels, a communication system should have the following features to enhance productivity and safety: 1. A means of paging a roving miner to alert him that he is wanted on the phone. 2. Wireless-to-wired system interconnects by which a miner can talk on the wired phone system by using a remote portable radio. 3. Remote monitors that alert personnel when there is a toxic or explosive gas buildup. 4. Control interfaces that allow remote control of fans, pumps, or other devices. 5. Transmitters and receivers that can serve as emergency links. 6. Loopback that allows an alternate path of communications if the main path is cut. This chapter focuses on equipment and methods to meet the special communication needs of individuals in various places of the underground mine. The communication requirements can be broken down into four categories: 1. The mine entrance (shaft communication). 2. Permanent and semipermanent locations (shop areas, lunchroom, crusher stations, etc.). 3. Mining areas (the room-and-pillar sections, longwall faces, block caving areas, etc.). 4. Haulageways (tracked trolley haulage, diesel, belt haulage). Methods of implementing systems to meet the communication needs of these areas are described in sections 3.2 through 3.5. Section 3.6 discusses methods of satisfying special communication requirements that exist. Major topics in this category include communications with roving personnel, the isolated miner, and motorman-to-snapper communications. Since the passage of the Coal Mine Health and Safety Act of 1969, the Bureau of Mines has made many advances in mine communications. These efforts have resulted in the following developments and demonstrations: • Surface-to-surface electromagnetic transmission of baseband voice signals through overburdens as deep as 600 feet. This transmission was achieved with equipment from the Interim Mine Rescue and Survival System Program, and demonstrated that baseband voice communications could be obtained through these overburdens in the absence of mine-generated noise; that is, when the mine power system was shut off. However, during mine operational conditions, the mine-generated noise proved to be so large that effective baseband voice communications to the desired depths could not be effected. • The development of beacon transmitters for locating trapped miners. This work was again the outgrowth of the Interim Mine Rescue and Survival System. Extensions of this work have led to reliable detection and location of trapped miners to depths of 1000 feet. The system, which makes use of a loop antenna deployed where the trapped miner is located, uses low-duty-cycle, tone-burst transmission. Portable tuned receivers and loop antennas are used on the surface to determine the location of the trapped miner. An extension of this work has led to a call-alert paging system concept, wherein a transmitter, similar to that used in the trapped miner system, is used to audibly and/or visually alert key mine personnel carrying pocket receivers that they are wanted at the nearest mine telephone. In addition, a roof-bolt paging system has been developed, wherein commercial paging and mine carrier phone equipment are used in conjunction with a long-wire "roof bolt" antenna to page individuals and relay to them short voice messages.

THIS BULLETIN analyzes and summarizes research at the Bureau of Mines dealing with the preparation, properties, and reactions of iron carbides in the period 1948-60, part of which was sponsored by Wright Air Development Laboratories. The objective was to develop better catalysts for the synthesis of methane and higher hydrocarbons from hydrogen and carbon monoxide. The investigations resulted in the first adequate characterization of epsilon iron carbide, which later proved to be an important intermediate in the tempering of martensite in steel. At temperatures near 170° C, the carbon in carbon monoxide reacts nearly quantitatively with finely divided alpha iron to form an iron carbide in which the metal atoms occupy the positions of the close packed hexagonal arrangement with lattice parameters of ao=2.754 A and co=4.349 A. The carbide has a composition within 2 atomic percent of that required for the formula Fe2C, a Curie point of about 370° C, a specific magnetization of 160.4 ergs per gauss-gram Fe at 50° C, and a ferromagnetic moment of 1.70 Bohr magnetons. Epsilon iron carbide can be converted to chi iron carbide by thermal treatment at 343° C for about 70 hours. The chi iron carbide so formed has a Curie point of 247° C, a specific magnetization of 142.5 ergs per gauss-gram Fe at 50° C, a ferromagnetic moment of 1.72 Bohr magnetons per iron atom, and a paramagnetic moment of 5.5 Bohr rnagnetons per iron atom. Direct synthesis of this carbide from carbon monoxide at 240° C indicates a composition within 7 atomic percent of that required for Fe2C. Chi iron carbide can be converted to cementite at 550° C in about 315 minutes. The theta iron carbide so prepared has a Curie point of 210° C, a specific magnetization of 147.3 ergs per gauss gram Fe at 50° C, a ferromagnetic moment of 1.72 Bohr magnetons per iron atom, and a paramagnetic moment of 3.9 Bohr magnetons per iron atom. Pure chi iron carbide reacts to form theta iron carbide by the elimination of free carbon. In the presence of an excess of free iron in intimate contact with the carbide, chi iron carbide reacts with the free iron to form theta iron carbide. The second reaction proceeds at an appreciable rate at 320° C and can be used to snythesize finely divided theta iron carbide with no free-carbon impurity at low temperatures. The ease of the reaction in the presence of free iron suggests that chi iron carbide is an intermediate in the tempering of epsilon iron carbide to theta iron carbide as it proceeds in steels. Experiments on carbon steel show that the magnetic moment of the iron atoms in martensite is about 2.2 Bohr magnetons per atom, a value approximately the same as that of the iron atoms in alpha iron. The Curie points of epsilon iron carbide, chi iron carbide, and theta iron carbide were found -in various specimens of tempered steel to be 10° to 20° C lower than normal values. This shift is probably the result of manganese in solid solution. Preparations of various compositions of epsilon iron carbonitrides show many effects of extensive isomorphism between epsilon iron carbide and epsilon iron nitride. The action of carbon monoxide on finely divided alpha iron at 400° C results in free carbon deposits containing filaments about 0.1 micron in diameter and several times as long. The filaments are characterized by nuclei of dense material located midway from each end of the filament. Although carbiding to near completion at 240° C over periods of about 300 hours produces a preparation containing no appreciable percentage of epsilon iron carbide, very brief periods of carbiding of the order of a minute result in the formation of detectable epsilon iron carbide even at temperatures as high as 325° C. The data indicate that epsilon iron carbide is an intermediate in the formation of chi iron carbide during its formation from carbon monoxide in the gas phase. Attempts to convert cementite to chi iron carbide by cold work increased the Curie point but did not change the X-ray powder diffraction pattern.

This report discusses processing and use of the principal forms of manganese. The focus is on trends in the United States in the 20th century and specifics of domestic manganese material flows as of about 1990. To protect proprietary data, quantitative assessments are limited to the iron and steel industry, which accounts for about 90% of consumption. Nonmetallurgical uses are considered qualitatively. Approximate disposition of a U.S. cumulative consumption during 1901-90 of an estimated 69 million st of manganese is estimated to be iron and steel slag, 69%; nonmetallurgical uses of a dissipative na¬ture, 10%; iron and steel scrap, 9%; National Defense Stockpile, 3%; unidentified and/or including items in service, 10%. In slag from iron blast furnaces and steelmaking, manganese is present as a minor, relatively im¬mobile component, which so far has been uneconomical to recover. Construction and road building are main applications for these slags. Steel slag contains the greater amount of manganese. Studies by others of global manganese fluxes and the effect of human activities on them also are discussed. One source concludes that the main effect of human activities, via deforestation and agricultural activities, has been to increase the rate of transport of manganese to the oceans.

This information circular describes research the Bureau of fines has conducted to improve technology for recovering precious metals from low-grade resources. Many of the reported findings are recent, and some of the work described is ongoing. Topics discussed include cyanidation of carbonaceous gold ores to enhance gold recovery, a new method for precipitating mercury during cyanide leaching of gold ores, a staged heap leaching process to generate suitable solutions for direct electrowinning of gold, the use of anion-exchange resins to recover gold from cyanide solutions, and precious metals recovery from electronic scrap.

Surprisingly, real gross national product (GNP) surged at a seasonally adjusted annual rate of 4.3% for the first quarter of 1987 according to preliminary estimates made by the Department of Commerce, the highest rate in 3 yr and significantly above the revised fourth quarter 1986 rate of 1.1% (table 1). The spurt, however, was caused by an unusual $59.5 billion rise in inventories, mostly cars and trucks, and there was little support from other sectors of the economy. Motor vehicle inventories rose as consumers continued to tighten their purse strings--consumer spending declined 0.4% for the second quarter in a row. Nonresidential and residential fixed investment and government purchases of goods and services were also down from the previous quarter. The increasing cost of energy was the major factor in the jump to 3.696 in the rate of inflation, as measured by the fixed-weighted price index for GNP, and rising inflation also helped put a damper on consumer spending. The underlying good news was that the trade deficit shrank for the second quarter in a row as imports declined at an annual rate of 11.1%. Also, profits in the manufacturing sector rose strongly in the fourth quarter, and for the first time in 9 quarters, the primary metal industries became profitable (table 1). If one discounts the anomalous inventory growth, the bottom line is that the economy continues to grow at close to the expected 2.5% level experienced over the past 2 yr. Of concern over the next several quarters, though, is the impact of the large over- hang of motor vehicles inventories on the economy. EMPLOYMENT The civilian unemployment rate declined to 6.636 in March after remaining at 6.7% for the previous 3 months. Employment continued to expand in February and March, although growth was significantly slower in March than in previous months. The manufacturing sector, however, lost 24,000 jobs in March after gaining 46,000 in February. Three-quarters of that gain came when striking workers at USX Corp. and Deere & CO. returned to their jobs. Employment in the manufacturing sectors of direct interest to the mineral industries has generally been increasing for at least the last quarter, while worker hours for these sectors have been on the upswing since April 1986 (figures 1 and 2).

This report describes a field-test program to determine the effectiveness of a polymeric wall sealant to reduce the excape of naturally occurring radio-active gas radon from the walls of an underground uranium mine into the ventilation air. A 75-foot-long, dead-end drift with a surface area of about 6,000 ft2 was used as the test site in which the average natural radon flux from the normally dry rock was 16 fCi/cm2-s. The effect on radon emanation of wetting the walls with water to a depth of 3 inches was tested, after which the rock was completely covered with a coating of dry-mix concrete to provide a base for the sealant, an acrylic latex. Sealant was applied in two coats to about 0.25 mm thick. An overall reduction of average radon flux of about 75 pct was achieved. Radon production and other environmental values were measured continuously and automatically by a Bureau of Mines data acquisition system. A commercial microcomputer was programed to convert raw data to engineering units and to perform other useful operations while recording all data on magnetic diskettes. Direct measurements of radon flux from the rock surface were made by a charcoal adsorption technique.

This report describes the development of a mine machinery training system from initial conception through a task and skill analysis, a training system analysis, implementation of a prototype system, and initial validation of the prototype system. The objectives of the training are to improve safety and productivity simultaneously via complete, thorough training. A task and skill analysts was executed for shuttle cars, continuous miners, cutters, loaders, face drills, tractors, and scoops. The prototype training system is for shuttle car operator training.

Static gravimeters, unastatized and. astatized, are considered to be the most practical for oil exploration. One gravimeter is described using a beam whose moment about a pivotal axis is elastically balanced. Magnetic or electric fields are deemed unsatisfactory for balancing gravitational force because they cannot easily be kept constant. The gravimeter described is capable of detecting a change in altitude of 3 inches and a change in latitude of about 150 feet. V. S.
