"INTRODUCTION The use of sheaths or hollow cylinders of flame-extinctive materials surrounding cartridges of permissible explosives has been developed during the last few years; the history of sheathed explosives in their salient development in Belgium was treated recently in a publication of the Bureau of Mines. 6/ This development is of great interest in explosives technology, for it holds possibilities of reducing further the ignition hazards that may cause many coal-mine disasters. The township interest in sheathed explosives in this country is attested by the passage of some State laws permitting the use of such explosives on shift 7/; inquiries are received in increasing numbers concerning the effects of sheaths on practical hazards as well as the general technology underlying their use."

The Pinnacles Wilderness Contiguous Wilderness Study Area (WSA) (CA-040-303) is 30 miles south of Hollister, CA, in San Benito and Monterey Counties. It is composed of five parcels of public land totaling 5,838 acres adjacent to the Pinnacles National Monument. The U.S. Bureau of Land Management later reduced the size of the Recommended Suitable Area (RSA) to 2,200 acres. U.S: Bureau of Mines personnel examined the entire WSA in May 1984. The WSA is underlain by Tertiary sedimentary and Cretaceous plutonic rocks. Diatoms occur in interbedded tuff, shale, and sandstones in the northern part of the WSA, but outside the RSA. In 1984, there were no mines, prospects, mining claims, leases, or mineral resources in or within one mile of the study area. No energy minerals were identified; however, an oil well was drilled in 1951 in the northern part of the WSA, but outside the RSA; it was a dry hole.

"PURPOSE OF REPORTThe safety and efficacy of permissible storage—battery gathering locomotives are becoming recognized more and more in coal mines. The great mobility of this type of haulage equipment is due to the fact that no trolley wire and bonding of rails are needed; hence wherever there is track and adequate ventilation to dilute properly any dangerous gases, the storage—battery gathering locomotive may go. As coal near the outcrop or the surface is mined out, coal farther from the outcrop or deeper in the ground must be mined, and gassiness of the coal bed often increases under these conditions. The use of electrical equip¬ment capable of giving off arcs or sparks while operating near or at the coal faces constitutes a serious explosion hazard. Often, it is uneconomical or impracticable to use animal haulage, and locomotives must be employed. The operator should consider the safest and most economical unit; permissible equipment is the answer to this problem, and storage—battery locomotives are the only permissible electric haulage units.A comparison of permissible storage—battery locomotives with cable—reel locomotives of the latest enclosed ""explosion—tested"" type has been made at the Keystone No. 1 mine of the Houston Collieries Co., at Keys one, W. Behavioral accidents are a particular type of accident. They are caused by inappropriate individual behaviors and faulty reactions. Catastrophe theory is a means for mathematically modeling the dynamic processes that underlie behavioral accidents. Based on a comprehensive data base of mining accidents, a computerized catastrophe model has been developed by the Bureau of Mines. This model systematically links individual psychological, group behavioral, and mine environmental variables with other accident causing factors. It answers several longstanding questions about why some normally safe behaving persons may spontaneously engage in unsafe acts that have high risks of serious injury. Field tests with the model indicate that it has three important uses: It can be used as an effective training aid for increasing employee safety consciousness; it can be used as a management laboratory for testing decision alternatives and policies; and it can be used to help design the most effective work teams.

Recommendations for safe practices in the operation of Diesel engines underground must take into consideration the hazards that might be created if the composition of the underground atmosphere differs from that of normal air. One aspect of this problem was discussed in the second report6/ of this series, which presented the results of tests in which a Diesel engine was operated with mixtures of normal air and exhaust gas supplied to the intake of the engine. The purpose of this study and resulting development of the training program, "Safety--Let&apos;s Make It Happen" was to determine the relation of concepts to the development of desired Health and Safety behavior. After extensive pre-contract study, it was hypothesized that improved acceptance and understanding of the Federal Coal Mine Health and Safety Act of 1969 could possibly contribute to the reduction of accidents. Second, in order for an individual to accept and understand the Act, he or she must have a working knowledge of its purposes and application. Third, acceptance and understanding of the Act, necessary to protect the individual from negligence, was imperative. Fourth, an actual operating company could provide the base in which to test these hypotheses in a meaningful manner and develop this type of training program. Six assumptions were agreed upon before embarking on this study and training program development. (1) In the cognitive process, a concept introduction into an individual&apos;s personality may result in a behavior quite different than if he or she had been exposed to a different concept.

This is the second of a series of publications that describes the progress of mechanical longwall coal mining in the United States in which a German coal planer was employed.3/ Details of the equipment, a description of its operation, and the results obtained in mining the experimental panel were published in the preceding report. Experimental mining with the planer in the first panel showed an improvement in performance over conventional mining methods at the coal company&apos;s Stotesbury 11 mine. The work, which was begun on an experimental basis, soon proved successful, and the coal company purchased the equipment for continued use. Two panels, adjacent to the first, were developed and mined with the planer. Each of these panels was shorter than the preceding one because water seepage from a surface creek limited development. On completion of mining in the third panel, the planer equipment was moved by the cooperating company to a nearby mine operated in the same coal bed where a large area of coal suitable for planer mining is available.

"In Part 1 of this two-part paper the characteristics of mine disasters and their effects are presented with case studies from coal, metal and non-metal mines leading to an amplification of their causes and opportunities for control. The disasters discussed encompass those which threaten the health and the safety of miners and those which affect the general population. In Part 2 of the paper, which will be published in the November 1995 issue of Natural Resources Forum, the approaches to hazard and disaster control are reviewed with particular attention to laws and regulations to promote health and safety at the workplace, and general welfare in mining communities. Further, a systems approach to disaster control is outlined.The mining industry is one of the three basic industries the other two being agriculture, and wildlife and fisheries. It is the process of mining which makes available the riches of the earth - the energy and mineral resources - to benefit humanity. In fact the progress of the human race through the ages is indelibly attached to prowess in exploiting these riches. The stone, iron and bronze ages are markers not just of a time in history but achievements of monumental proportions in the mining and beneficiation of natural resources. Even in agriculture, the remarkable success stories are associated with the prudent use of mined products to enhance production and productivity. The significance of a thriving mining industry to the wealth and security of a nation is therefore unquestioned.Unfortunately, the public's image of the mining industry is often associated with the mining disasters which receive wide coverage in the local and national media. Mine disasters command tremendous attention because of their infrequent occurrence and the extent of human suffering involved. Whether it is an explosion or a fire, or the opening or closing of a mine, the lives of people are touched by the personal and societal impacts of these events.Courts of inquiry of mining disasters have often concluded that the disaster situation was ever present and could have been detected with diligent search. In addition human error has been identified as one of the most frequent immediate causes for the precipitation of the disaster. For the most part, then, mining disasters are caused by man."

The purpose of this Bureau of Mines investigation was to measure the amplitude and shape of the strain pulse and the size of the crushed zone produced in a granite by different explosives and to determine how these quantities are related to the detonation properties of the explosives. The reflection theory of rock breakage has shown that the amplitude and shape of the strain pulse incident at a free surface determine the fragmentation and volume of rock broken. Determination of the properties of an explosive that control the characteristics of the strain pulse produced in the rock will help in evaluating explosives for use in blasting. The investigation showed the different explosives produced a twofold variation in the amplitude of the strain pulse but little variation in the shape of the pulse. The explosives also produced a twofold variation in the volume of the crushed zone, but differences among the explosives were more accurately determined by strain-amplitude measurements than by crushed-zone measurements. The peak amplitude of the strain pulse and the volume of the crushed zone correlated with the calculated detonation pressure of the explosive.

When location guidelines are followed in choosing sites for fixed point velocity transducers for use in underground coal mine monitoring, mine air turbulence intensities <11% are generally expected at those sites. The objective of this Bureau of Mines investigation to determine the effect of turbulence intensities <11% on vortex shedding sensors and transducers. Measurements were made at velocity levels of interest for underground coal mine monitoring use (?200, ?500, ?1,000, ?1,500 ft/min). The effect of grid-produced turbulence intensities (2% to ?14%) on the output of vortex-shedding air-velocity transducers was less than ±10%.

The present list supplements Bulletin 543, Permissible Mine Equipment Approved to January 1, 1953, as well as Information Circular 7722, Permissible Mine Equipment Approved During the Calendar Years 1953-54. Because standards have been revised and new ones added by the Bureau, this list contains classes of equipment not previously covered.

The search for new alloys for application in the atomic energy field had prompted investigation of zirconium-rare earth metal alloys by the Federal Bureau of Mines. In this instance the zirconium-dysprosium system was investigated by melting point, thermal analysis, resistivity, X-ray and metallographic methods. Results indicate a single eutectic system with a peritectoid reaction occurring at 890° C. The eutectic isotherm extends from 30 to 95-percent dysprosium at 1,280° C. Eutectic composition is located at approximately 70 percent dysprosium. Solid solubility of dysprosium in both alpha and beta zirconium is extensive. The extent of solid solubility of zirconium in dysprosium has not been determined. Although zirconium rich alloys exhibit a significant increase in hardness, they can be cold worked extensively. These alloys also appear adaptable to solution heat treatment. Additional investigations concerning corrosion resistance and other mechanical properties are necessary for satisfactory evaluation of these alloys. The superior corrosion resistance of zirconium and the nuclear cross-section characteristics of the rare earth metals have stimulated alloy investigations using zirconium as a base metal. Alloys combining these characteristics present a possible substitute for hafnium as a control rod material. In this particular study dysprosium was chosen as the alloying element, and several series of alloys were used to establish the equilibrium diagram.

This paper, covering Chaffee, Fremont, Gunnison, Lake, Larimer, Park, and Summit Counties, Colo., is the second of a series reporting on the tungsten potential of the Colorado region. The assembled information was obtained by examination of some properties, personal contacts with owners, and access to unpublished reports by other engineers. The tungsten-bearing areas of the 7 counties cover approximately 400 square miles and are in 10 distinct areas, which vary in size (fig. 1) from 1 square mile up to 290 square miles. The tungsten mineral wolframite was discovered by a man named Hackay near Dale on the Florence & Cripple Creek Railroad in the early 1900&apos;s, and wolframite and hubnerite were noted at Climax and the adjacent areas in Lake and Summit Counties at an early date, but no records of shipment from any of the areas are available before World War II. It is not known when scheelite was first discovered, but it was recognized in the Stockton mine during World War I. In the counties listed 64 properties are known to contain tungsten; of these, 18 have had some commercial output, although only 3 of them produced in 1953. The total production through 1953 is estimated at 115,000 short-ton units of tungsten trioxide. In 1953 by far the major portion came from the Climax mine.

In keeping with past custom, it is the purpose of this publication to bring up to date previously published lists of equipment that meets safety standards of the bureau of Mines so that the mining industry may be informed as to the development and availability of equipment that can be used safely. The present lists supplement those in Bulletin 543. Permissible Mine Equipment Approved to January 1, 1953; Information Circular 7722, Permissible Equipment Approved During the Calendar Years 1953-54; and Information Circular [40], Permissible Equipment Approved During the Calendar Years 1955-56. These [ew] lists also contain equipment meeting those standards revised since the last listing. A revision of Schedule 16C (now Schedule 16D4/) was officially approved on September 28. 1958. Schedule 29 was another standard revised in 1958. The revision was officially approved on September 8. 1958, and is known as Schedule 29A5/ .

Because of increasing concern with air pollution, the Bureau of Mines has developed a hydrometallurgical procedure to obtain elemental sulfur from chalcopyrite (CuFeS2) by means of the following reaction: CuFeS2 + 3FeCl3 ? CuCl + 4FeCl2 + 2S. Under optimum conditions, 99.6 percent of the copper and 71.6 percent of the iron were extracted in 2 hours from a typical mill concentrate containing 75 percent CuFeS2 and 15 percent pyrite (FeS2). At the same time, 68.2 percent of the sulfur in the concentrate was oxidized to the elemental form. The leach was highly selective; gangue minerals, including pyrite, were not attacked, thus accounting for the relatively low recoveries of iron and sulfur. To obtain these results, the concentrate was ground to 98.9 percent minus 325 mesh, and 300 grams was treated with 1 liter of boiling ferric chloride (FeCl3) solution. The FeC13/CuFeS2 ratio was 2.7. Cement copper containing 99.9 percent copper was recovered from the leach solution by cementation on sponge iron. Excess iron, dissolved during leaching and cementation, was removed from the stripped solution by crystallization. Ferrous chloride (FeCl2?4H2O), obtained as a byproduct, was converted to high-purity ferric oxide (Fe203) and HCI by an oxidizing roast. The hydrochloric acid was then electrolyzed to obtain chlorine, which was used to regenerate the leach solution. The leach residue, which contained ~50 weight-percent elemental sulfur, was treated with an organic solvent to recover the sulfur and cyanided to reclaim gold and silver.

The polynomial method for estimating virial coefficients from experimental data suffers from three serious defects: (1) There is no known relationship between the polynomial coefficients and the virial coefficients, (2) the values of the estimates depend upon the degree of the polynomial and the particular set of values used for the independent variable, as well as the random errors in the dependent variable, and (3) the variances calculated for the estimates do not represent the mean square errors of estimation. Attempts to overcome these defects have thus far been unsuccessful; these attempts have also failed to account for the fact that none of the virial coefficients are uniquely determined by the values of the dependent variable for a finite set of values of the independent variable. The conclusion is that virial coefficients cannot be reliably estimated from experimental data unless additional information about the virial expansion itself, such as its rate of convergence, is available.
