Before listing the laboratories and the work performed there, it is proper to make clear what is done and what is not done by Federal bureaus, States, and Territories, as well as by Canada and Mexico. FEDERAL Bureau of Mines. - The Bureau of Mines does not make assays, analyses, or tests for individuals or firms unless they be incidental to investiga¬tions that are of possible benefit to the entire mineral industry. All significant results obtained in this way are made public through published reports. Any mineral sample sent to this Bureau for simple identification will be subjected to a cursory examination.

"Ventilation is one of the meet important factors in mining, although until recent years less thought has probably been given to effective ventilation than to any other one phase of mining. In the past, very little, if any, attention was given air courses until they became so constricted by falls that the volume of air was greatly reduced; and, in addition, the stoppings and doors were so poorly constructed that only a very small percentage of air reached the face workings.As a matter of fact, mines have been visited where the volume of air being circulated in certain sections was much larger than in others, and where the management was striving to increase the flow of air in those sections with the least air current, believing the ventilation to be deficient. After sampling and analyzing the return air from the various sections in such mines it has been found that the quality of the air in certain places with the largest flow was more impure than in some of those with the least flow.In past years, practically all mine fans were operated by steam-driven engines supplied with steam from the mire boiler plant. No check was made on the steam consumption or the power cost of operating the fan, therefore the management had very little if any definite information as to cost of ventilating the mine.With the increased use of electrically-driven equipment in mines electricity is being used more and more to drive mine ventilating fans, and since in many instances the current is purchased from central power plants operators have come to realize that in many cases the cost of operating the fans is very high. Some engineers estimate that it ranges from 20 to 50 per cent of the total power cost of the mine. This information, together with the fact that mines are now being developed on a larger scale, requiring larger quantities of air for the men to dilute the gases liberated, has caused the large progressive companies to make, a more comprehensive study of mine ventilation, resulting in a decided improvement in the quality and quantity of air at the face workings, as well as reducing materially the ventilating costs."

In the past, Westmoreland County together with Fayette County produced about one-third of the bituminous coal mined in Pennsylvania. The Pittsburgh bed in Westmoreland County has furnished enormous quantities of coal to the by-product and beehive ovens, gas-manufacturing plants, and general industrial manufacturers over a wide area until about 20 years ago. Little attention was paid to the thinner beds because of the superior quality of the Pittsburgh. The approaching exhaustion of Pittsburgh coal will require accelerated-exploitation of these coals if Westmoreland County is to continue as an important source of bituminous coal, Much of the Pittsburgh coal in Westmoreland County is low-sulfur and requires no mechanical cleaning for the preparation of a metallurgical fuel. Even those areas where the sulfur percentage increased to a maximum of about 2 percent, a relatively easy washing operation usually produced a cleaned coal, which found ready acceptance by the coke industry. Davis reported the remaining recoverable reserves of the .Pittsburgh bed in Westmoreland County to be 255,439,000 tons as of January 1, 1937. Since that date, more than 100,000,000 tons of Pittsburgh coal has been extracted so that the time is not too distant when this important coal bed will be depleted. A study of the Pittsburgh bed in Westmoreland -County has not been made a part of this report as the remaining reserves of the coal can be used in coke making with a, minimum of preparation. The production from the Upper 'Freeport bed will increase as the supply of coal from the Pittsburgh bed diminishes, and as of the present time it supplies a substantial proportion of the county's coal output.

Provide reasonably priced, reliable fire protection for loading shovels. Approach An automatic fire, sensing and suppression system using both dry chemical and Halon 1301 was developed. It is more rugged than similar industrial-type fire protection systems. How It Works Temperature sensors detect heat from a fire, and trigger the system. These sensors are located inside the machinery house and under the house and shovel frame where it rotates around the crawler chassis ring gear. An alarm is sounded, and extinguishing agents are released either in the machinery house or in the ring gear area. The system can also be triggered by a manual control. If the fire Is detected in the machinery house, all power is shut down to the motor-generator sets, ventilation fan, and all electrical controls. Doors are automatically closed. After a delay to allow time for the ventilation fan to stop, Halon 1301, a gaseous fire extinguishing agent, is released inside the machinery house until it reaches a concentration of about 7 percent. This concentration is sufficient to extinguish a fire, but isn't toxic to personnel

Noise surveys conducted in underground coal mines have consistently indicated that auger mining machines subject the operator and helpers to excessive noise exposure. The machine cutting heads have been identified as the primary noise source. This report documents the research program conducted to (1) investigate the nature of the cutting head noise problem, (2) develop noise control concepts, (3) devise in-mine survivable techniques to implement the noise control concepts, and (4) build and demonstrate prototype reduced-noise auger miner cutting heads. The dynamic forces generated during coal cutting by the brittle fracture of coal are predominently low frequency. The low-frequency (less than 1500 Hz) structural response of the cutting head, therefore, determines the noise radiated by the cutting head. The most feasible methods of reducing the cutting head low-frequency response are to increase both the structural stiffness and the low-frequency damping. A technique was devised to achieve these goals. The standard plate helix was replaced by a sand-filled hollow helix of triangular cross section, and the core diameter was increased with an attendant reduction in helix depth. Extended in-mine tests demonstrated the operational capability of the reduced-noise auger cutting heads. The simple noise control concepts are valid for all continuous miner cutting heads. The sand-filled hollow helix technique, which achieved a 10 dB(A) noise reduction for the auger, can be used on any helix-bearing Cutting head.

A dense-medium cyclone pilot plant was built to clean 112-inch to 0 size coal. This pilot plant does not require the removal of the extremely fine material (usually minus 1/2-mm) from the feed, which is necessary in conventional dense-medium cyclone plants. The essential difference between conventional cyclone plants and the pilot plant is in the medium-recovery system. The latter uses a combination of sieve bend screens, classifying cones, and magnetic separators for medium recovery. Eight tests were run in the pilot plant at a feed rate of 5 tons per hour with four different raw coals and one crushed jig middling product. Sharp separations were obtained as indicated by an average error area of 27 and probable error of 0.047 for the 112-inch to 200-mesh size range. Magnetite loss averaged about 2.5 pounds per ton of feed. The influence of several factors on cleaning performance of the cyclone was investigated. The diameters of both the overflow and underflow orifices were found to be important for optimum cleaning performance, but these diameters could vary over a wide range without serious effect; however, if this range was exceeded, cleaning performance deteriorated. Better cleaning performance was obtained when the cyclone inlet pressure was increased from 9 psig to 13 psig. The size of the magnetite particles in the medium was found to have a substantial effect, and the best cleaning results were obtained with grade B magnetite. Demagnetizing the magnetite in an effort to decrease the effective particle size did not improve cyclone performance.

"One phase of the Bureau of Mines' work in the field of health and safety is the promotion of the use of safe, satisfactory, and reliable respiratory protective devices. To promote the development of such devices the Bureau has established schedules of minimum requirements for oxygen breathing apparatus3/ gas masks/, supplied-air respirators5/ (hose masks, airline respirators, and abrasive blasting helmets, hoods, or masks), and mechanical-filter respirators6/.Manufacturers of respiratory protective devices may submit their equipment to the Bureau for approval under the requirements of these schedules.As a prerequisite to such submittal, the Bureau requires a statement that the device is completely developed and of the design and material the manufacturer believes suitable for a finished marketable device; that the device has been subjected to inspections and tests such as described in the schedules, and that it met those requirements when tested by the manufacturer or his testing agency; and a. statement regarding the nature, adequacy, and continuity of control of the quality of the respirator. If the manufacturer can satisfy these requirements, and if the device, when tested by the Bureau, meets its requirements, a certificate of approval is granted by the Bureau of Mines. The approved devices bear distinguishing marks that indicate that they have been approved, the purpose for which they are approved, and the limitations of their use. If it is found at any time that approved devices purchased in the oven market and tested do not meet the requirements of the schedule, the Bureau may rescind that approval. Lists7/ of approved devices are published periodically for the convenient information of the public.Respiratory equipment may be divided into two main groups: (1). Those that afford protection by removing atmospheric contaminants and (2) those by which a respirable atmosphere from an uncontaminated source is supplied to the wearer.The devices that protect by the removal of contaminants may be divided into two subgroups: (1) Those that protect against gaseous contaminants and (2) those that protect against particulate matter. There may, of course, be combinations of these two.The devices by which a respirable atmosphere is furnished to the wearer also may be divided into two subgroups: (1) The self-contained type, by which the supply of oxygen, or material from which the oxygen can be generated is carried by the wearer, and (2) the hose type, by which air is supplied to the wearer through a hose or tube."

Gas-displacement tests were made in Berea Sandstone and Arbuckle Lime-stone cores to determine the relative permeabilities to gas, oil, and water for two-and three-phase dynamic systems. Three-phase relative permeabilities were obtained by displacing oil and water from the core with gas and measuring the flow rates of the three fluids simultaneously. It was found that relative permeabilities to fluids in a porous medium are affected by the saturation distributions of other fluids in the medium as well as by their own saturation distributions.

This Bureau of Mines report has been prepared to provide a means whereby mineworkers without specific geologic training can recognize and record the existence of potentially hazardous geologic features encountered in coal mines. Each geologic feature described in this report has been implicated in roof failure. Through the recording of the observations of mineworkers, based on this report, a geologic map of mine workings and the associated ground control problems can be compiled. From such maps, the trends of changes and features can be determined and projected ahead of mining. The face crew can be alerted to a potential problem and what to look for as the face is advanced.

As part of its overall program of coal carbonization, the Bureau of Mines is studying the coking properties of coals that may be used for metallurgical purposes. The objectives of this study were given in detail in a previous report.2/ The suitability of coal for metallurgical use depends primarily on (1) chemical composition, (2) preparation characteristics, and (3) carbonization behavior. The first two factors, as well as the available reserves, are considered in selecting coals for carbonization tests. The Bureau of Mines, as part of an effort to maximize minerals and metals recovery from domestic resources, has investigated the feasibility of recovering heavy minerals as byproducts from sand and gravel, placer gold, and industrial mineral operations in northern California. Sand samples from about 50 locations were treated by gravity separation to yield heavy-mineral concentrates (black sands). Mineral compositions of the concentrates were determined by chemical analysis and mineralogical examination. Individual zircon, ilmenite, magnetite, platinum-group metals, thoria, and silica products were prepared from heavy-mineral concentrates by selective separation using low-and high-intensity magnetic, high-tension, and flotation equipment.

Composite diaphragms were used in the investigation of electrowinning Ti from TiC14 in a fused LiCl-KCI-TiC'2 electrolyte. Composite diaphragms tested were of two general classes--those consisting of two or more solid materials, and those which contained, in addition, a loose material. An electrowinning cell using a flat diaphragm is described. The maximum current density for these diaphragms was 300 amp per ft2. Lower currents permitted longer operation times. The composite diaphragms gave electrode efficiencies that averaged approximately 60 percent, and the electrowon titanium was of good quality--some Brinell hardnesses were as low as 68.

Improve the safety and comfort of operators of large mining equipment. Approach Develop an improved driver restraint system that is easy to use, reliable, and cost-effective, while providing increased protection in the event of a collision or rollover. The Novel Restraint System There are several problems associated with conventional lap-belt type restraint systems. Among these are: restriction of movement, lack of comfort, and fear of entrapment. Standard seatbelts become dirty and oily from lying on the vehicle cab floor and can ruin a driver's clothes. Some haulage equipment may not even have seatbelts available to drivers since they are sometimes removed during maintenance activities or as a result of vandalism. Recognizing a need to address such problems by providing a more acceptable means of driver restraint, the Bureau of Mines designed and fabricated a novel vest-type restraint system. The vest is designed to be worn during a driver's 8-hour shift and would be issued much like safety glasses, hard hats and safety shoes, thus becoming part of the operator's individual protective equipment and assuring that each vehicle has a restraint system when in operation. Many miners are involved in tasks at the mine site that are similar to those sub-tasks performed in general construction, maintenance and repair (CMR) type work activities. As a result, many of the injuries in the mining industry today can be traced to employees performing these CMR type work activities. Indeed, a recent analysis of a major aggregate company revealed that 65% of all injuries documented originated from performing such CMR activities. It is hypothesized that the number of injuries to miners performing construction, maintenance and repair (CMR) work activities on mine property may be reduced through improved training that focuses on better hazard recognition using the numerous visual and other cues that are available for evaluating workplace health and safety hazards. To this end, researchers at NIOSH’s Pittsburgh Research Laboratory have merged two proven methods of training miners to recognize hazards, stereoscopic (3-D) slides and the concept of degraded images, into this training program. Stereoscopic (3-D) slides have been shown in earlier NIOSH and U.S. Bureau of Mines research to be an effective training aid for improving the ability of miners to recognize various geologic and mining-induced irregularities that can cause groundfalls.3 They realistically portray the natural mine environment, and thus are an excellent training aid for teaching miners to recognize such visual cues. The degraded image concept, originally developed by the military and used for target detection training, describes scenes where the target is partially hidden by cloud cover, dust, rain, natural barriers, buildings, or other obstructions that can camouflage or confuse the target. Research had shown that flight observers who were trained with less than ideal (or degraded) pictures were more successful in subsequent identification of targets than those trained using ideal (or highlighted) pictures of targets. In order to investigate this concept for training miners to recognize hazards, NIOSH researchers developed a prototype hazard recognition training program using such mining scenes. A control program based on traditional highlighted mining scenes was also developed. Both programs were applied to subjects in a field experiment. Results indicated that miners trained with the degraded images did significantly better on a follow-up test of hazard recognition.4 This hazard recognition program teaches trainees to look for hazards in a more realistic manner than that of the control program. This specific training program for CMR activities involves using the degraded image concept and 3-D slides. The module is designed to educate workers on hazard identification techniques and safe work practices. It focuses on teaching miners techniques for recognizing visual (sight) cues, and then uses these cues to evaluate mining conditions. It should be stressed that other senses, such as sound can also play an important role in hazard detection.

The normal spectral emissivities of liquid Ti, V, Zr, Mo, and Pt were determined at the fusion temperatures in an electron-beam furnace using a water-cooled copper hearth. The normal spectral emissivities were estimated above the melting points by using adjusted two-color temperatures as approximations of the true temperatures for substitution in Wien's equation. Simultaneous brightness temperatures were determined with a micro-optical pyrometer. The true temperature ranges covered were 1,668° to 1,885° C for Ti; 1,919° to 2,013° C for V; 1,855° to 2,367° C for Zr; 2,610° to 2,751° C for Mo, and 1,772° to 1,990° C for Pt. The spectral emissivities for titanium and zirconium decreased with increasing temperature. At an effective wavelength (?) of 658 mµ the emissivity of titanium ranged from 0.51 to 0.45 and zirconium, from 0.47 to 0.41. The emissivities of vanadium (? = 658 mµ) and molybdenum (? = 657 mµ) were constant at 0.41±0.02 and 0.33±0.01, respectively. The spectral emissivity of platinum (? = 658 mµ) was constant at 0.39±0.02 up to 1,900° C; above that temperature anomalous data were obtained. A mass spectrometric study indicated that platinum was reacting with back-streaming silicon vapors from the diffusion pump when the ambient pressure was greater than 2 X 10-5 torr.

This paper is the fourth of the current series issued by the Bureau of Mines on lime- plant problems . It is hoped that the information presented in these reports will develop sufficient interest among lime- plant operators to prompt them to discuss with the Bureau their own experiences , for it is believed by such an interchange of ideas conclusions will be reached that will be of practical benefit to the entire industry . Much valuable information has been obtained from replies to the papers already issued , but a more general response is greatly desired . It is hoped that many operators will contribute additions to the information on transportation systems now at hand by answering the questions on the final page .

Seventeen samples were carbonized by the BM -AGA pilot - plant test method and in industrial ovens . Chemical and physical properties of the samples were determined , and the physical properties of the cokes prepared by the two methods were compared . Since the capacity of the plants from which these samples were obtained is about 30 percent of the 1959 total for the United States , the data given in this report are indicative of the chemical and physical properties of blends used to produce industrial cokes and the acceptable chemical and physical properties of the resultant coke .

The U.S. Bureau of Mines conducted an investigation to determine the nature and frequency of coal mine roof failure beneath valleys. A mechanism for this failure and suggestions for controlling this problem are presented. Hazardous roof conditions identified in some mines were positively correlated with mining activities beneath stream valleys. Mine maps with overlays of unstable roof and locations of stream valleys show that 52 pct of the instances of all unstable roof in the surveyed mines occurred directly beneath the bottom-most part of the valley. The survey also showed that broad, flat-bottomed valleys were more likely to be sites of hazardous roof than narrow-bottomed valleys. Evidence of valley stress relief was found beneath several valleys in the form of bedding plane faults and low-angle thrust faults. This type of failure, previously believed to be only a shallow phenomena, was found at mining depths as great as 300 ft. In situ, horizontal stress measurements beneath a valley and the adjacent hillsides, confirmed valley stress relief. Numerical analysis of 13 valleys overlying one mine property showed the effect of the valley excavation on horizontal and vertical stress.

Photometric instruments were designed and built for use with X- ray and spectrographic apparatus for the investigation and analysis of a variety of materials of hygienic interest . The instruments are simple in design , may be constructed economically , and have a number of features that make them stable and easy to operate . They are readily adaptable for measurement of either X - ray diffraction patterns or spectrographic films or plates . Because of these features and the interest shown in the instruments , they are described in detail , and reference is made to their application in the laboratory .
