PART A. ELECTRICAL EQUIPMENT – GENERAL Paragraph 1. Electrical Equipment; Examination. All electric equipment shall be examined, tested, and properly main¬tained by a qualified person to assure safe operating conditions. The examinations and tests shall be performed at intervals not exceeding six (6) months unless otherwise specified in Parts A, B, C, D, and E. When a potentially dangerous condition is found on electric equipment, such equipment shall be removed from service until such condition is corrected. A record of such examinations shall be kept and made available to an authorized representative of the Secretary and to the authorized repre¬sentative of the miners in such mine. Each item of major equipment, in¬cluding substations, switchgear, load centers, and so forth except powered hand tools, shall be recorded separately. The record of such examination shall include all dangerous conditions found, corrective action taken, and name of examiner, and shall be signed by the person responsible for main¬taining the equipment in safe operating condition, who shall also be a qualified person. Paragraph 2. Electrical Work; Qualified Personnel. No electrical work shall be performed on electrical distribution circuits or equipment, except by a qualified person or by a person trained to perform electrical work and to maintain electrical equipment under the direct supervision of a qualified person. Disconnecting devices shall be locked out and prominently tagged by the persons who perform such work, except that in cases where locking out is not possible, such devices shall be opened and prominently tagged by such persons. The investigation to evaluate the reserves of coking coal in the United States suitable for the manufacture of metallurgical coke is being made by the Bureau of Mines in three parts: (1) To estimate known (measured plus indicated) recoverable reserves of all coking coal; (2) to upgrade marginal coals through effective preparation; and (3) to study the carbonizing properties of coals and coal blends not now widely used for metallurgical coke making. This is the fifth of a series of reports giving the results of studies by countless under part (1) of the investigation. (See appendix.) This report covers Westmoreland County, Pa., which comprises parts of New Kensington, Freeport, Elders Ridge, Pittsburgh, Greensburg, Latrobe, New Florence, Johnstown, Brownsville, Connellsville, Donegal, and Somerset quadrangles. (See fig. 1.) A short resume" of the chemical and carbonizing properties of the coals are included. Data on the coal beds in this county were obtained from mining companies, land companies, individual landowners, and other sources of authentic information. A base map for each bed in each quadrangle was made to the scale 1 inch equals 1,200 feet. Maps of mines, locations of drill holes, bed and total coal thicknesses, and the outcrop of the bed were plotted on the maps. With all available data plotted, isopach lines were drawn to limit areas of known unmined reserves in beds up to 14 inches thick, 14 to 28 inches thick, 28 to 42 inches thick, and over 42 inches thick. These areas of coal reserves also were divided into "measured" and "indicated" categories. All areas in each thickness range and in each category, mined-out areas, areas excluded from the estimate, and areas outside of the outcrop were measured by planimeter on the base maps. Estimates of total reserves 14 inches and more thick and maps for individual beds were prepared from these data.

"INTRODUCTION By far the greater part of the high-grade manganese ore used in the United States is imported from overseas. During the early part of the recent World War importations of manganese ore were seriously threated, and it appeared that it would be necessary to utilize low-grade domestic ores to the fullest possible extent. Among the processes that appeared to offer the best possibilities for beneficating low-grade domestic oxide manganese ores, which ordinarily are net readily amenable concentration by ore-dressing methods, were those involving leaching with sulfur dioxide. The Bureau of Mines therefore investigated the amenability of a large number of such ores to sulfur dioxide leaching.Several sulfur dioxide processes for beneficiating low-grade oxide manganese ores have been proposed. 3/ One of these, based on a patent by Van Arsdale and Maier, 4/ was used recently in a plant constructed to treat 1,000 tons per day of 20-percent manganese ore from the Three Kids deposit near Las Vegas, Nev. 5/ In this process the ore slurry is leached with sulfur dioxide gas, the resulting solution is evaporated to crystallize the manganese sulfate, the crystals are decomposed thermally to produce high-grade manganese oxide and regenerate sulfur dioxide, and the manganese oxide product is nodulized. The Bureau of Mines has recently developed a process 6/ in which a suspension of the ore in calcium dithionate solution is leached with dilute S02 gas, the manganese is recovered from the resulting solution by a simple lime precipitation, and the precipitate is nodulized or sintered to form a high-grade manga¬nese oxide product."

Investigation of the Gilley fluorite deposit was based upon examinations made by several of the Bureau's mining engineers. Fluorspar was found in the dump talus of sloughed and water-filled trenches and shafts, and there were indications that faulting or other dynamic distortions favorable to deposition of this mineral in minable quality and quantity might exist. The inference was based upon a field study of the area and its comparison with fluorspar deposits in Kentucky. The proximity of this deposit to the iron furnaces at Gadsden and Birmingham was a factor that influenced its investigation, as the demand for metallurgical grades of this critical mineral is acute. The present supply for the district is obtained from out-of-State sources, and the value of any local deposit would be enhanced by the saving in freight charges. The Gilley fluorspar deposit is 17 miles east of Gadsden and 50 miles northeast of Birmingham, Ala. Mineral deposits occur as thin veinlets and small bunches of fluorite in upturned bode of siliceous limestone. The ore-bearing structure is a reverse fold, and the mineral deposit appears as a replacement along crumbled zone fractures of the contorted limestone.

This final report documents the cooperative efforts of the Engineered Systems Division and the Mining Equipment Division of FMC Corporation during performance of Bureau of Mines Contract H0252091. Improved operator compartments incorporating overhead canopies, logical arrangements of controls, and design features offering greater operator comfort were developed and retrofitted to the FMC 320A roof bolter and 6L shuttle care The vehicles were evaluated in underground operations at separate mine sites. The successful evaluation has resulted in incorporation of the designs as standard features of the 320A roof bolter, and the 5L, 6L, and 10L shuttle cars.

The effect upon automobile emissions in changing from leaded to lead-free gasolines was studied in experiments by the Bureau of Mines in cooperation with the American Petroleum Institute. Typical U.S. leaded gasolines and prototype lead-free gasolines of comparable octane quality were used in eight vehicles operated to simulate city driving. The experiments were run at 70° and 95° F. Exhaust and evaporative emissions were measured and the photochemical effect of the emissions was experimentally observed in an artificial smog chamber. Results of the study reveal the manner and degree in which the changes in fuel composition alter the amount and characteristics of both exhaust and evaporative emissions. Briefly, it is shown that the compositional differences between leaded and prototype lead-free fuels resulted in higher photo-chemical pollution potential of the emissions from the lead-free fuels. The effect is attributed to the photochemical characteristics of high-octane fuel components that are used in greater quantity in the lead-free fuels.

Hydrogen sulphide associated with the gasps and vapors from certain crude oils now produced in the United States has forced a serious health and safety problem upon the petroleum industry. Although the presence of hydrogen sulphide in or occurring with Mexican crudes has been known for some time, it was not until recently that crude oils which give off poisonous amounts of hydrogen sulphide have been produced to any extent in the United State. The injurious effects of this poisonous gas were first recognized by the refiners along; the Atlantic and Gulf Coasts upon receiving shipments of crude petroleum from Mexico. The problem of combating the hazards of the gases and vapors given off by this petroleum become more important as the use of Mexican crude increased. In 1925, the Bureau of Mines and Public Health Service under cooperative agreement with the American Petroleum Institute, studied the causes rend effects of hydrogen sulphide poisoning. Bureau of Mines Bulletin 2312 is report of this investigation, and although written with special reference to refineries, it nevertheless contains much information that is of value to the producer of petroleum.

The Bureau of Mines investigated alloys of copper with 2, 3, and 4 vol pct alumina and with 2 vol pct yttria. Alloys were prepared by a coprecipitation process and were fabricated by pressing and sintering of powders, extrusion, and swaging. Tensile properties at room and elevated temperatures, stress-rupture strength, electrical conductivity, and density were measured. The superiority in elevated temperature strength of dispersion-strengthened copper to OFHC copper was confirmed. Increasing the oxide content from 2 to 4 vol pct produced only a small improvement in strength properties and decreased the electrical conductivity. The 3 vol pet alumina alloy had the best overall combination of properties.

This U.S. Bureau of Mines report describes a system to determine the position and heading of a continuous mining machine during the maneuvers required at the face area of a mine. The system consists of commercially available angular position sensors and a computer interface developed and tested at the Bureau. The sensors employed are laser-based scanning devices that report the angular location of retroreflective targets within their 90° field-of-view. The targets are mounted on the continuous mining machine; the laser scanners are mounted on an external reference structure. The computer interface consists of a single-board computer-controller programmed to gather and process the angular position information, and to calculate the machine's position and heading relative to the reference structure. A sensor fusion algorithm will be incorporated into the computer interface programming to increase the accuracy and reliability of the system.

The Bureau of Mines conducted an investigation of the Nightingale tungsten deposit about 38 miles north of Fernley, Nev., from September 1939 to March 1940, to determine possible resources of tungsten ore. The property was owned by the Gold, Silver & Tungsten, Inc., which maintained its offices in Boulder, Colo. Ore was discovered in 1917, and some ore was mined in 1918 and treated in a mill at Toulon, a station on the Southern Pacific Railroad, 40 miles east. Same shipments were made since 1918, but no production figures are available. The ore is mined from nearly vertical tactite bodies at the limestone-granite contact. The Bureau of Mines excavated 944 linear feet of trenches, drifted 52 linear feet, sunk a shaft 20 feet in depth, sampled the underground workings by cutting 743 linear feet of channels, sampled the surface trenches by cutting 415 linear feet of channels, and drilled 9 diamond-drill holes, totaling 3,000 feet. The ensuing sections note the location and physical features of the district and specify the property and ownership. The history of the mine is briefed, and the geology and mine workings are described. The work done by the Bureau of Mines is summarized and supplemented in detail by assay maps, logs of diamond-drill holes in appendix A, and a table of sample analyses in appendix B.

This paper is based largely on a study of experimental data obtained by the Bureau of Mines in its comprehensive 25-year survey of the carbonizing properties of American coals. Although the Bureau was interested in and conducted carbonization research-from time to time ever since it was organized in 1910 (1),4/ no systematic studies of the coke-, gas-, and byproduct-making properties of American coals were undertaken until 1927, when the American Gas Association appointed an advisory committee (2) to cooperate with the Bureau in developing equipment and techniques to obtain-data for the accurate assessment of the behavior of coals on carbonization. It was found, in general, that small-scale laboratory tests were unsuitable for the complete evaluation of the coking properties of coal; hence, larger pilot-plant-scale equipment was designed and used (3). It was decided that the scale of the test should be large enough to determine both the yield and quality of the products and yet small enough to maintain adequate control of the process variables (4). These considerations led to development of a carbonizing retort and furnace-of 80 to 200 pounds of coal capacity, suitable for operation at various temperatures up to 1,100° C. (2,0120 F.) and equipment for recovery and measurement of gas and byproducts. This apparatus and the standardized procedure for its operation became known as the Bureau of Mines-American Gas Association (EM-AGA) method or retort (5).

Information regarding the occurrence and severity of the accidents, the type of equipment involved, the primary and contributing causes, and preventive measures is included. The goal of this report is to provide information that will aid mine operators and safety managers in the recognition of hazards associated with operating mobile mining equipment in an underground mining environment.

A general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in saline and Pulaski Counties, Ark., has been given in Report of Investigations 4251. The factual data obtained during the project are reported in a series of Reports of Investigation beginning with No. 4251, of which this is the eleventh. The-data are accompanied by maps showing the location of holes drilled and the deposits developed. Each area upon which work was done is reported by half townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification, and its location and name are shown on the appropriate half-township map. The description of each halt township is followed by a description of each deposit developed in that halt township. The 14 halt-township maps and 77 detail maps of the bauxite deposits in this series at reports give the locations and numbers of all the holes drilled on the project, except the deep holes drilled to test the geophysical anomalies. The locations of those holes show on figure 13 in volume 1. The descriptions of the deposits developed are followed by complete detailed logs of the drill holes. Many of the widely spaced exploratory holes did not discover bauxite of minable thickness and grade. The pertinent information obtained tram the widely spaced exploratory drill holes has been summarized and tabulated, and a table for each halt township is given with the discussion of that area.

The Bureau of Mines sampled surface exposures of podiform chromite in the Caribou Mountain-Melozitna ultramafic belt in the Kokrines-Hodzana Highlands, central Alaska. Fieldwork began in 1979 as part of an assessment of the mineral potential of lands adjacent to the trans-Alaska pipeline corridor, for the Bureau of Land Management, and continued through 1981 as a Bureau of Mines investigation. The belt comprises six complexes of which the three closest to the pipeline corridor were investigated. Concentrations of chromite disseminated in dunite host rock make up mineralized intervals ranging in thickness from less than an inch to 5 ft and in grade from 3 to 23 pct chromium. The largest occurrence has an exposed strike length of 80 ft. Bulk surface samples were collected from 10 of these exposures, and beneficiation tests on the samples produced concentrates of metallurgical, refractory, and subindustrial grades. Part I--this report--describes the fieldwork; part II--1C 8916--describes the beneficiation work.

The Bureau of Mines has developed a mass spectrometer method for deter-mining the helium-3 content of high-purity helium. The work was performed to evaluate experimental methods for removing helium-3 from high-purity helium and to better determine the composition of pure helium used in research. This was accomplished by increasing the inlet sample pressure, ionizing current, and amplification of the current produced by the ions collected on a conventional mass spectrometer that had been modified. With these modifications, the helium-3 content was determined in the parts-per-million and parts-per-billion range in helium-4.

A three-dimensional finite element analysis was performed of an instrumented section of a double-entry coal mine in order to provide a comparison between field measurements and existing analytic techniques. The BMINES computer code was used to perform the analysis. The sequence of excavation of the entries was considered, as well as the installation of rock bolts and cribbing during the mining cycle. The materials In the region under investigation were idealized into four rock types and coal. The rocks were assumed to be isotropically elastic, perfectly plastic. Coal was represented by an elastically anisotropic (transverse isotropy) and plastically isotropic model. A fracture yield criterion of the Coulomb form was used for all materials. The strength and stiffness of all materials were substantially reduced from available laboratory data to account for in-situ properties. Qualitative trends and stress distributions obtained from the calculation were found to be reasonable. However, computed displacements and closures were greatly exaggerated and an excessive degree of inelastic deformation was indicated in the coal, especially adjacent to the excavated faces. It was established that both these effects were the result of an excessive reduction in the strength and stiffness of the materials. The analysis underscores the need for three-dimensional calculations by identifying a number of important structural response parameters that would be either outside the scope of, or misrepresented by, two-dimensional analyses. The analysis also emphasizes the need for comprehensive and accurate measurement of material properties in order fully to exploit the power of the analytical techniques to generate reliable predictions.

"Gas hazards may be divided into two principal classes- namely (1) inflammation and explosions; (2) asphyxiation and poisoning. Inflammation and explosion are prevented first by adequate ventilation so that gas sufficient to propagate flame or explosion can not accumulate, and second, by avoiding sources of ignition such as open lights, flames, sparks, electrical arcs, short circuits, or sparks. Ventilation is also the best preventive measure against asphyxiation and poisoning from toxic gases. When men must enter unventilated or poorly ventilated places containing poisonous or asphyxiating gases, suitable gas masks, hose masks, or oxygen breathing apparatus should be worn. As a rule, loss of life and property from gas hazards is due to ignorance of the properties and hazards of various gases commonly used, and consequently a failure to use proper measures for eliminating and meeting these dangers. It is the purpose of this paper to describe briefly the common gases and vapors with respect to the hazards involved in their use and to discuss the necessary precautions and methods for avoiding these dangersLight, heat, and power are prime essentials of our modern industrial civilization. The combustible gases and vapors used for the production of these necessary elements of our existence comprise the largest and most common group of domestic and industrial gas hazards. Almost every individual in his daily life subject to possible danger from asphyxiation, fire, or explosion due to one or more of these gases. For evidence one need only refer to the daily newspaper where headlines such as the following are frequently seen; ""Family asphyxiated by carbon monoxide from gas heater;"" ""Schoolhouse wrecked by gas explosion in basement;"" ""Man killed by automobile exhaust fumes in his garage;"" ""Fireman overcome by smoke fumes in basement ""Woman"".""Boman severely burned by accidental ignition of gasoline used in cleaning gloves;"" and 'in recent Years we often see ""Building wrecked by explosion of still in residential district.""It will be noted that these accidents are due to inflammation, explosion, or asphyxiation. Any combustible gas or vapor, when mixed, with air or oxygen within certain limiting proportions, will explode on ignition. The violence of the explosion varies with respective proportions of air and gas, and with the degree of confinement of the mixture. For example: Mixtures of natural gas and air containing between 4.5 and 12 per cent natural gas will explode, or propagate flame throughout the mixture without the continual presence of the source of ignition that started the inflammation. It would permit coal mines to operate continuously instead of intermittently . Intermittent operation increases the cost per ton for mining , and makes the yearly return to labor low . These conditions contribute to serious instability and unrest in one of the fundamental industries of the country and this can be changed only by coal buyers doing their part to insure steady work . The railroads are now required to transport the maximum amount of coal during the winter months when traffic is most interfered with by bad weather and when the maximum amount of coal is used by the railroads to handle other coal . The railroads now use nearly 30 per cent of the total output of coal . About one- third of their freight traffic is hauling coal , so that economy of fuel used by the railroads will produce a considerable gross saving .

Positive ion sampling studies have been conducted on do discharges containing 0.33 percent sulfur dioxide in helium. Measurements were made for normalized gas pressures from 0.45 to 6.8 torr and discharge currents from 5 to 40 ma. Ion species observed included SO+, S+, SO2+, SO3+; O+, and 0+, 02+. Studies were conducted on the functional dependence of the various ion species with respect to axial distance, pressure, current, and gas flow rate. Interpretation of these results is consistent with the assumption of SO2 dissociation. Deposition of sulfur compounds was observed in the plasma container during these studies. The present results are compared with previous studies which have been conducted in SO2.

This paper describes a focus of work presently being conducted at the Rock Mechanics Research Group at the University of British Columbia. The underhand method under consolidated fill ensures a high recovery under an engineered back that is comprised of cemented rock fill and/or cemented paste fill. This method of mining has been employed successfully in mines throughout North America as a method of mitigating exposure to the operator having to work under a seismically active ?back?. This paper reviews design methodology in the placement and analysis of sill mats with reference to site observation coupled with on going numerical and analytically derived solutions.
