The effectiveness of an industry's safety activities can be gaged best by the accident records of that industry. In an effort to gage conditions in the petroleum industry, and with the objective of helping to reduce the number of accidents in it, the Bureau of Mines from time to time has tabulated, analyzed, and published pertinent statistical information.3/. These reports have dealt with distribution, causes, and costs and related phases of accidents for various and collective divisions of the petroleum industry in several sections of the country. This type of study aids the personnel of the Bureau in planning the course of its activities in accident-prevention work and gives useful data to persons engaged or interested in the promotion of safety in the petroleum industry, which will aid them in their efforts to reduce the number and severity of accidents. A majority of petroleum operators and "service? contractors have acknowledged their responsibility to provide their employees with safe working conditions and to their stockholders for greater economic value of invested capital by establishing safety divisions within their respective organizations. Such divisions have a primary duty, namely, to see that properly designed and guarded machinery and working equipment are furnished the employees and that they are trained in the safest practical methods of performing their work. "Eicosanoids and cytokines produced by alveolar macrophages (AM) are key mediators of pulmonary inflammation and fibrosis. In order to determine if eicosanoid production and cytokine production are altered in AM obtained from coal miners, we compared production of prostaglandin E2 (PCE2), thromboxane A2 (TXA2), leukotriene B4 (LTB4), interleukin-1 beta (IL-1B ), and tumor necrosis factor alpha (TNfa.) by cultured AM from normal human subjects and coal miners. The recovery of AM from miners' lungs by bronchoalveolar lavage was significantly greater than that from control subjects. Mean eicosanoid and cytokine production by AM from active miners was also increased compared to AM from control subjects, but this increase was not statistically significant. AM from control subjects produced significantly more TXA2 and TNFa. when exposed to lipopolysaccharide than did AM from miners. The cyclooxygenase inhibitor suprofen reduced PGE1 and TXA1 production and TNF0t. release but had no effect on LTB4 production or IL-1B release by miners' AM. The lipoxygenase inhibitor nordihydroguaiaretic acid attenuated TNFa release, as well as that of LTB4, but had no effect on IL-1B release. Inhibition of thromboxane synthase by UK 38,485 also reduced TNFa release by active miners ' AM but had no effect on PGE1, LTB, production, or IL-1 f3 release. The results of these studies suggest that occupational inhalation of coal dust may increase total lung eicosanoid and cytokine levels and reduce the reactivity of AM to bacterial endotoxin. Furthermore, coal dust-induced changes in both eicosanoid and cytokine release may be subject to pharmacological modulation.The alveolar macrophage (AM) is a primary defensive cell in the lung and is one of the first cell types to encounter inhaled mineral dust. The response of the AM to invading foreign material is designed to enhance the defensive capacity of the lung. However, in the case of occupational inhalation of mineral dust particles, this response may be inappropriate, resulting not in the defense of the lung but in chronic inflammation and fibrosis (Rom et al., 1987; Takemura et al., 1989). The reaction of the AM to chronic mineral dust exposure may involve the exaggerated release of paracrine mediators of lung function, including eicosanoids (oxygenated derivatives of arachidonic acid) and peptides, including cytokines and growth factors (Sibille & Reynolds, 1990). Eicosanoids are involved in bronchial and vascular smooth muscle reactivity, vascular permeability, fibroblast growth, and the recruitment of additional immune cells to the alveolar space (Barnard et al., 1992; Elias et al., 1985; Scott et al., 1982). AM-derived cytokines such as interleukin-1 beta (IL-1 B) and tumor necrosis factor alpha (TN Fa) have a variety of biological activities including the regulation of fibroblast growth and proliferation (Becker et al., 1989; Libby et al., 1989; Schmidt et al., 1984). Interestingly, in vitro studies with macrophages suggest that the production of cytokines may be linked to eicosanoid production, in particular that prostaglandin E2 (PGE2) may down-regulate IL-1 f3 and TN Foe production by the AM (Bonta et al., 1989; Kunkel et al., 1986; Monick et al., 1987)."

This report summerizes the various studies made to determine the size and support of roofs in the upper shale formation, White Pine Copper Mine, Michigan. These studies were a cooperative effort of the White Pine Copper Company and the Federal Bureau of Mines. Before this investigation, the upper shale formation had been found to contain about 30 to 40 percent of the total mineralization in the ore zones. Investigators estimated that this shale could be economically mined by room-and-pillar methods, provided that the roof would stand over spans of 25 to 32 feet. The problem remained to determine the number of bolts required to safely support these spans. Unbonded fractures in the roof structure of the deposit complicated the use of laboratory methods for determining bolted roof support. Therefore, a method was devised to determine the in-place support which would consider the unbonded fractures. In this method the roofs of 3 rooms with spans of 20, 28, and 36 feet were intentionally overbolted as the rooms were mined. Following stability tests that sometimes exceeded 6 months, the bolts were selectively removed and roof sag, roof strain, and changes in bolt loads were measured concurrently. The number of bolts required for support of these spans was computed from these data.

The thermodynamic properties of synthetic acmite, NaFe3+Si206, were determined by the Bureau of Mines. The enthalpy of formation was determined by hydrofluoric acid solution calorimetry. The values of the standard enthalpy of formation at 298.15 K, ?Hf°298.15, from the elements and from the oxides, ?H°298.15, are ?Hf°298.15 = -615.87 ±0.71 kcal/mole, ?H°298.15 (from oxides) = -32.08 ±0.53 kcal/mole. Various experimental data were combined with other data from the literature to calculate all the related thermodynamic properties in the range of 298 to 1,263 K. The standard Gibbs energy of formation is ?Gf°298.15 = -575.8 kcal/mole.

PURPOSE: Evaluate practical technological advances in hearing protective devices for use in different mining environments. RESEARCH SUMMARY: Previous NIOSH research shows that miners develop hearing loss much more quickly than nonoccupationally noise-exposed individuals and that miners experience a greater severity of hearing loss than would be expected for nonoccupational noise-exposed persons of the same age and sex. As described in the National Occupation-al Research Agenda, problems created by occupational hearing loss include(1) reduced quality of life due to social isolation and unrelenting tinnitus,(2) impaired communication with family members, the public, and coworkers, (3) diminished ability to monitor the work environment (i.e., warning signals, equipment sounds, etc.), (4) lost productivity and increased accidents resulting from impaired communication and isolation, and (5) expenses for workers’ compensation and hearing aids. Although eliminating hazardous noise is the long-term solution to the noise problem, miners will likely need to rely on personal hearing protection in certain situations for quite some time. However, it is well known that noise attenuation provided by hearing protectors as they are worn during everyday use is usually quite different (i.e., worse) than when tested under lab conditions. In addition, workers may refuse to wear their hearing protection for any number of reasons. This project was initiated to evaluate practical technological advances in hearing protectors, with an emphasis on optimizing the balance between effectiveness, comfort, over protection, and communication ability. The recently completed auditory research facility is now under-going the accreditation process conducted by the National Institute of Standards and Technology under the National Voluntary Laboratory Accreditation Program. Experiments are planned to investigate the factors that affect a miner’s ability to hear hazard and warning sounds (e.g., roof working, alarm signals, spoken communications, etc.). A service contract has been initiated to record and digitally store samples of typical warning sounds heard in an underground coal mine. This information will be analyzed in the lab to develop recommendations that can be offered to the mining community regarding correct earplug/earmuff usage to maximize there cognition of hazard and warning sounds while adequately protecting the miners’ hearing.

The U.S. Bureau of Mines investigated the performance of portable power cables under transient conditions. This research had a twofold purpose: (1) to define the thermal characteristics of electrically overloaded trailing cables, and (2) to conceptualize electrical protection for cables that allows maximum cable efficiency without diminishing electrical safety in underground mines. Several tasks were under- taken in support of these goals during the 3-year research effort. Overload tests ranging from 2 to 12 times rated ampacity were conducted in the Bureau's Mine Electrical Laboratory. Two thermal models of energized type G-GC trailing cables were constructed, one based on thermodynamic theory and the other using empirical data from previous Bureau load tests. The empirical model was then incorporated into an interactive computer program that can assist designers and approvers of mining machines in selecting the appropriate size trailing cable. This program can be the basis for a cable protection system that ensures that cables are not the source of fires, ignitions, burns, or explosions underground.

Fay's glossary3/ of terms contains the following definition of "black sand": Heavy grains of various minerals which have a dark color and. are usually found accompanying gold in alluvial deposits, for example, magnetite, chromite, ilmenite, cassiterite, tourmaline, and others. The Bureau of Mines is issuing this report in answer to the many inquiries from individuals and firms as to how they may treat or sell the heavy black sands that accumulate in the sluice boxes of beach and river placering and to warn such individuals and firms against becoming too enthusiastic over the chances of striking it rich. For a half century or longer much money, energy, and time have been wasted in devising, building, and trying numerous machines to recover gold and platinum, also gem stones, from sand that generally has not been worth the effort. Volumes have been written on the subject, and thousands of letters of inquiry have been received by agencies of the State and Federal Governments. The demand for information has been so great that all of the Bureau's publications dealing wholly or partly with black sands are out of print. They are listed at the end of this report.

The Coeur d'Alene Mining District of northern Idaho is remarkable for its number of large ore bodies and for the amount of its historical production of lead, zinc and silver (Fig. 1). Since veins were first discovered in 1884, more than 127 Mt (140 million st) of ore have been produced from narrow, high-grade veins. Mining continues at the Lucky Friday, Galena and Sunshine mines (Fig. 2). All have been in production for decades. At these mines, more efficient mining and exploration techniques have reduced costs while adding significant new reserves. Even the old Bunker Hill Mine, where ore was first found in 1875, continues operation on a limited basis, partly involving production of world-class pyromorphite specimens. Until recently, the Coeur Mine was also a profitable silver producer. Other large producers have included the Star-Morning, Hecla, Page, Standard-Mammoth, Hercules and Gold Hunter mines (Fig. 2). The first deposits were discovered by prospectors who spilled over from the Murray gold mining district, 24 km (15 miles) to the north. The Bunker Hill Mine was founded the year after the first veins were discovered. Bunker Hill has now operated for more than 100 years. Production includes 2.3 Mt (2.6 million st) of lead, 1.1 Mt (1.2 million st) of zinc and 4.1 kt (132 million oz) of silver. Total district production through 1996 (Springer, 1997) amounted to 7.3 Mt (8.1 million st) of lead, 3 Mt (3.3 million st) of zinc, and 34.5 kt (1.109 billion oz) of silver. This record establishes the district as the largest recorded producer of silver in the world, while also yielding major quantities of lead and zinc. Only Potosi, Bolivia, may have produced more silver, although records are unclear. Despite the district's longevity, historic production and current activity, the published literature on the district lags behind with regard to recent concepts of district geology. The most recent comprehensive US Geological Survey (USGS) bulletins (Hobbs et al., 1965; Fryklund, 1964) are dated. Much research in the last half century has been short-lived or geographically restricted because the district is large and its geology is complex - and even this research tends to remain unpublished. An environmental assessment or impact statement for onshore waste disposal under the Notional Environmental Policy Act is expected to occur with the development of commercial deep seabed mining. An environmental assessment was conducted in order that testing and refinement of nodule waste disposal techniques can he completed prior to 1988, when commercial seabed mining can begin under U.S. legislation. Within this study three classes of process and four classes of waste disposal technique were identified, and five sites were selected as representative of first-generation nodule operations. Each realistic site/process/disposal technique combination was compared against potential effects to determine important characteristics of the rejects and the sites. Regulatory requirements were also considered at each site to identify important issues and their effect on the permitting process. Principal conclusions in the report are the following: (1) uncertainties exist in the regulatory regimes for hydrometallurgical process tailings, primarily regarding classification as hazardous waste; (2) slogs from nodule processing are expected to be inert and relatively easy to dispose of at all sites; and (3) additional physical and chemical information on properties of rejects from all processes is necessary to predict environmental effects.

This report deals with the feasibility of the use of vocoders as an integral part of a mine electromagnetic voice communication system. Limitations imposed by the nature of the transmission path, background noise and equipment are examined. Some properties of vocoders and apparent advantages of the use of vocoders in a mine communication are discussed. The conclusion is reached that the man-made noise level will ultimately determine the workability of such a system.

[The development and operation of ?combination on wells?5/ have created new and unusual problems, many of which cast to solved only if information is available concerning the properties of the fluids produced. Data as to the characteristics of the fluids at the relatively high pressures that exist in the reservoirs are especially important, and there is growing economic concern to know what part, if any, of the liquid recovered at the surface was liquid in the reservoir, As an extension of this problem, it is important to Know whether liquid will be formed in the reservoir it as a result o a isothermal retrograde condensation when the reservoir pressure is reduced. The pressure range of such condensation, if it occurs, is significant in the design of gas-recycling plants for maintaining reservoir pressures. In connection with the operation of such plants, it is particularly important to know how gyres sure and temperature will affect the yield of the liquid phase and the composition of the gas to be returned to the reservoir. It has not been possible to predict the behavior of these fluids that have high ratios of gas to liquid by comparing them with the behavior of low gas-liquid ratio fluids at identical pressures and temperatures. Such comparison fails because the proportions in which a component will be distributed between the phases of a system at any given temperature and pressure depend increasingly on the composition of the mixture as the critical temperature and pressure of the oysters are approached. Because many combination wells are producing from reservoirs that have temperatures near the critical point, experimental date on the properties of the fluids under reservoir conditions are particularly important at this time. To rest the immediate requirements of the industry for such experimental information an equilibrium cell has been constructed at the Petroleum Experiment Station of the Bureau of Mines, Bartlesville, Okla. This evaluation of the sulfurous acid process for the production of metallurgical-grade alumina is the first of a series concerning various known methods of extracting alumina from low-grade aluminous materials and was undertaken to permit comparison with other processes. In the process with which this Bureau of Mines report is concerned, calcined clay is leached under pressure with 20 percent sulfurous acid and then filtered to remove a siliceous residue. The aluminum sulfite remaining in the filtrate is precipitated as a monobasic sulfite which, together with iron sulfite, is then decomposed under pressure to form a crude alumina hydrate and iron oxide. This intermediate product is purified in a modified Bayer process to yield alumina suitable for electrolytic reduction to aluminum. A study estimate (16)3 is used for these evaluations. The capital cost, not including land, is estimated at $95,701,600 on a Marshall and Stevens index basis of 240.0 for a plant producing 1,000 tons a day of alumina or 350,000 tons a year. The annual operating cost for this size plant is estimated at $22,831,100 or $65.23 per ton of alumina using clay at $1 per ton. Depreciation and local taxes are included in the estimate, but profit and Federal taxes are not considered.

This report reviews the regulatory environment as it pertains to tailings management and disposal from mining operations, excluding coal and placer gold operations, in the state of Alaska. It is based on the EPA's staff position on an effective program to regulate mining wastes as presented in the May, 1990 Strawman II document, The unique conditions which occur in parts of the state, including a fragile environment, high seismicity and permafrost, are identified. The special waste management practices which are necessitated by these conditions are delineated. The report provides a detailed outline of the current technologies that are suitable for designing, constructing, operating and closing a railings disposal facility to meet environmental protection objectives. Cost implications to the mining industry of potential regulatory actions, such as the degree of groundwater protection are examined.

A study was made of scrap iron and steel in the South Central States in order to determine trends in processing, shipment, and consumption of this important commodity. These data were derived in part from statistical sources and in part by visits to scrap yards and steel mills. Trends in the industry were reviewed. Dealers in 1963 supplied 1.8 million tons of iron and steel scrap to steel mills and foundries in the south-central area, compared with 2.1 million tons in 1955. Most of the scrap was processed and shipped within 200 to 300 miles of consuming centers. Exports provide a principal outlet for dealers along the gulf coast. Most of the scrap that fills these orders is loaded onto freight cars at yards in Texas and Louisiana and -is shipped to ports for direct transfer from railroad car to ship. The tonnage exported varies greatly from year to year. The largest scrap operations are in or near large cities which are heavy scrap generating areas, steel mill sites, or port cities for export of scrap. A tentative analysis indicates that the short-run supply of prepared scrap is inelastic to price changes; therefore, buyers probably arc in a strong bargaining position at times of declining demand. One technological development in the iron and steel scrap industry is the use of large presses which can take complete automobiles with frames, wheels, springs, and other heavy parts still intact and reduce them to bundles. At Houston, Tex., and Kansas City, Mo., shredding plants are in operation that reduce car bodies and other light scrap into flat pieces 4 to 6 inches in size.

The Bureau of Mines studied methods for recovering unreacted titanium minerals and petroleum coke from titanium chlorination plant wastes prior to neutralization treatment with lime. The objective was to recover valuable raw materials and to reduce the amount of waste materials that must be treated for disposal. Samples of solid wastes were physically beneficiated by gravity concentration (tabling) to recover titanium minerals containing 69.0 to 92.4 wt-pct Ti02 and by selective carbon flotation to recover petroleum coke containing 94.0 to 96.8 wt-pct C. Laboratory data indicate that the recovered titanium mineral would decrease the amount of solid waste to be disposed of from 32.8 to 53.9 wt-pct. The recovery of coke would further decrease the amount by additional 32.9 wt-pct. Preliminary tests conducted on recovering vanadium, chromium, and columbium from liquors obtained by leaching chlorination residues also have shown that (1) 97 pct of the vanadium was extracted from leach liquors in a two-stage solvent ex-traction procedure and (2) 58 pct of the columbium and 40 pct of the chromium were separated from the leach liquors by an ion exchange technique using a strong acid resin.

The U.S. Bureau of Mines has prepared this report on strategies for maintaining high job attendance among underground coal miners because high absenteeism is a threat to miners safety and seriously hampers productivity. A substantial number of research studies on the effectiveness of various strategies for reducing absenteeism among the employees of nonmining industries have been reported in the literature. These strategies have aimed at improving job attendance through one or more of the following: (1) improving employment procedures, (2) overcoming problems that adversely affect one's ability to attend work, and (3) increasing miners motivation to attend work. Many of these strategies appear applicable to the mining industry, and are reviewed in the first half of this report. The second half of this report describes how one could develop and implement a program for maintaining high attendance at underground coal mines. The steps include: measuring and evaluating attendance levels; formulating attendance goals and an absenteeism policy; developing and implementing an attendance promotion program; and periodically going through the preceding steps known as recycling.

The U.S. Bureau of Mines Particulate Mineralogy Unit examined the habits of six zeolite minerals commonly occurring in domestic zeolite deposits. Mineral habit is of interest because current theory on the potential for sarcoma production in test animals emphasizes the size and shape of mineral particles, without regard to composition or structure. A scanning electron microscopic study revealed that, of these six minerals, only mordenite and erionite crystallized in acicular to fibrous habits, The fibrous varieties of these two minerals were characterized by size and shape on the transmission electron microscope, and their dimensions were compared with those of asbestos and amphibole cleavage fragments. When comminuted, these two minerals possess "fibrosity indices" similar to those of amphibole cleavage fragments. One sample, a rare woolly erionite, has uniform widths, large aspect ratios, and a "fibrosity index" similar to those of asbestos.

The research objective was to determine the effect of aluminum alloy additions on the oxidation behavior of cobalt-nickel alloys. Thirty high-purity alloys were reacted with 02 at 0.5 atm at 1,351°, 1,389°, and 1,429° K in a volumetric apparatus for about 300 min. The alloy compositions consisted of Co-Ni master alloys (0, 22, 50, 70, 91, and 100 wt pct Ni) with aluminum additions of about 0, 1, 2, 4, and 8 wt pet. Large early deviations from, or changes in, the parabolic rate constant were encountered, but in most cases, the reaction rate declined approximately in accordance with the parabolic rate law. A sharp peak in the parabolic oxidation rate constant was observed for specimens containing a to 22 percent nickel and 1 to 2 percent aluminum at 1,351° K, and the rate constants for these compositions were lower at the higher temperatures. Specimens containing 8 percent aluminum reacted far more slowly than did any of the others.

This study of underground mine water inflow was initiated by the U. S. Bureau of Mines in March 1980. The objective of this study is to evaluate the hydrologic variables associated with surface water and ground water systems that affect the inflow of ground water into an underground mine. Data collection techniques are reviewed for their applicability for quantifying these hydrologic variables. Innovative techniques are also investigated. Existing analytical and numerical procedures for predicting underground mine water inflow are reviewed and evaluated. Over 300 computer models were reviewed for their applicability to modeling underground mine water inflow. The model UNSAT2 is utilized for modeling inflow to a shaft and tunnel or drift. This model and the techniques developed in this study are applied to two existing mines.
