The United States National Institute for Occupational Safety and Health, through an informal partnership with industry, labor, and the United States Mine Safety and Health Administration, has developed and tested a new instrument known as the Personal Dust Monitor (PDM). The new dust monitor is an integral part of the cap lamp that coal miners normally carry to work and provides continuous information about the concentration of respirable coal mine dust within the breathing zone of that individual. Previous laboratory testing demonstrated that there is a 95% con?dence that greater than 95% of individual PDM measurements fall within ±25% of reference measurements. The work presented in this paper focuses on the relationship between the PDM and respirable dust concentrations currently measured by a coal mine dust personal sampler unit utilizing a 10 mm Dorr Oliver nylon cyclone. The United Kingdom Mining Research Establishment instrument, used as the basis for coal mine respirable dust standards, had been designed speci?cally to match the United Kingdom British Medical Research Council (BMRC) criterion. The personal sampler is used with a 1.38 multiplier to convert readings to the BMRC criterion. A strati?ed random sampling design incorporating a proportionate allocation strategy was used to select a sample of mechanized mining units representative of all US underground coal mines. A sample of 180 mechanized mining units was chosen, representing approximately 20% of the mechanized mining units in production at the time the sample was selected. A total of 129 valid PDM/personal sampler dust sample sets were obtained. A weighted linear regression analysis of this data base shows that, in comparison with the personal sampler, the PDM requires a mass equivalency conversion multiplier of 1.05 [95% C.I. (1.03, 1.08)] when the small intercept term is removed from the analysis. Removal of the intercept term results in a personal sampler equivalent concentration increase of 2.9% at a PDM measurement of 2.0 mg m-3.

The present status of the National Bureau of Standards program is that many magnetic tapes of analog data have been recorded in four major mines. Each mine uses different types of equipment. In addition, some surface measurements of noise have been made at two additional mines. Two types of recordings have been made: (1) broadband measurements for spectral plots and (2) narrowband measurements for amplitude probability density (APD) plots. Only data from one mine (Robena #4) has been processed and was, presented at this workshop. The short-term goals are: (1) finish processing data from the other mines, (2) establish or reduce measurement system uncertainties, (3) put Robella report into final form for distribution, and (4) hold a review to determine what has been done, to distribute and to interpret the preliminary data, and to determine what still needs to be done. Long-term goals are: (1) complete final reports on each of the mine trips, (2) establish techniques for predicting noise in mines already visited and establish uncertainty bounds for these predictions, and (3) establish techniques for predicting noise in mines that have not been visited (but that use similar equipment to those visited) and also establish uncertainty bounds for these predictions. Specific factors or formats to be presented include: (A) For underground broadband measurements: 1. 300 Hz to 100 kHz spectral plots 2. 300 Hz to 384 kHz spectral plots 3. 300 Hz to 192 kHz spectral plots 4. 300 Hz to 6kHz (subject to change to 3 or 12 kHz) spectral plots (B) For surface broadband measurements: 1. 300 Hz to 6 kHz (or 12 kHz) spectral plots 2. 300 Hz to 3 kHz spectral plots (C) For underground narrowband measurements : 1. APD plots at 12 frequencies from 10 kHz to 32 mHz of magnetic field strength 2. R. A spectrophotometric method for the determination of small amounts of copper in tungsten metal powder using the principle of solvent extraction has been developed by the Federal Bureau of Mines. The metallic sample is dissolved in hydrogen peroxide, tartaric acid added, the pH adjusted, and the excess peroxide destroyed by boiling. Copper is reduced to the cuprous state, and the reagent neocuproine (2,9-dimethy1-1,10-phenanthroline) is added to form a colored complex with the copper. This colored complex is then extracted into chloroform and the absorbance of the separated chloroform layer measured on a spectrophotometer. Copper contents as low as 1 p.p.m. (parts per million) can be determined. The method is limited to finely divided tungsten powder. The interest of the Bureau of Mines in developing more sensitive methods for the determination of trace impurities in high-purity tungsten prompted an investigation of the possibility of using solvent extraction-colorimetric methods. The organic reagents now commercially available make possible many extremely sensitive colorimetric methods for the determination of metallic ions. Extraction of the colored complex into a small volume of organic phase can be used to further increase sensitivity (4) .4/ This general approach has the added advantage that no special equipment beyond that normally found in an analytical laboratory is required.

THE WORLDWIDE economic expansion that has characterized the first 3 years of the 1960's continued through 1964 and was reflected in North America by strength in the industrial economy of the United States, which again was dominant. Advances in production were recorded in virtually all industries, including the mineral industry; 1964 mineral production established a new high, 5.4 percent above the previous peak recorded in 1963. However, the percentage increase in value of North American mineral production was slightly below overall economic growth. For industry in general, consumer demand held firm throughout the year and overall commodity prices averaged 2 percent higher than in 1963. Wages and salary payments also were up. With the single exception of the dock strike in the United States, the year was free of serious labor troubles and unemployment in both Canada and the States was at a low level. Despite the Viet-Nam situation, relatively tranquil international relations contributed to the forward movement of North American business. Total gross national product (GNP) for Canada and United States, in current dollars, was estimated at US$672.2 billion; 6.8 percent above the previous year's figure. Combined national income in 1964 amounted to US$546.9 billion, which was nearly 7.0 percent more than in 1963. In 1964, gains were recorded in each of more than 50 metals, nonmetals, and fuels commodities that comprise the North American output. The greatest category increase was 13 percent in metals, which was in part attributable to the 14 percent rise to a new record in value of iron and steel in United States, a 29 percent higher value of Canadian iron ore and a 57 percent rise in Canadian zinc. Despite a moderate decline in prices of iron ore and iron and steel products, generally favorable markets and rising prices for metallic ores and metals were a stimulant to the metals industry. Nonmetallic materials, with a total value in excess of US$5.25 billion were 7.3 percent higher than in 1963. A series of seven underground-coal-mine fire experiments was conducted in the Safety Re-search Coal Mine at the National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory. Coal and styrene-butadiene-rubber conveyor belting were burned upwind of two sensor stations, 18 m and 148 m from the fire source. Exhaust from a diesel locomotive flowed over the fire sources in six of the tests. Metal-oxide-semiconductor (MOS), CO, and optical-path-smoke sensors were positioned at both stations and found to be an optimum set of sensors for the fire discriminations. A representative set of 7,679 samples of CO data and data from the smoke and diesel-exhaust MOS sensors were used as inputs to train a neural network (NN). By testing 42,538 data samples from the seven experiments, all fires were detected by the NN within 9.67 min from the onset of significant changes in the MOS voltages without any false alarms.

In This Chapter [Geologic features associated with anomalous methane emissions Gas outbursts and blowers Methane drainage strategies for mitigating anomalous methane emissions and General considerations for a methane drainage program] This chapter summarizes how certain geologic features may be associated with unexpected increases in gas emissions during coal mining. These unexpected emissions have the potential to create explosive conditions in the underground workplace. Also discussed are the generally used practices to alleviate potential hazards caused by gas emissions associated with these geologic features. INTRODUCTION Unforeseen mine gas emissions in quantities sufficient to create hazardous conditions have been attributed to sources outside the mined coalbed since the first documentation of methane explosions in coal mines [Payman and Statham 1930]. Geologic features such as faults have long been recognized as conduits for gas flow from strata adjacent to mined coalbeds [Moss 1927; Payman and Statham 1930]. Other features such as sandstone paleochannels, clay veins, and localized folding have also been recognized for their impact on gas emissions into mine work-ings [Darton 1915; Price and Headlee 1943; McCulloch et al. 1975; Ulery and Molinda 1984]. The fact that strata adjacent to mined coalbeds can emit large quantities of methane gas into mine workings is not surprising from a theoretical perspective. Many researchers have recognized that during the burial and diagenesis of the organic matter forming today’s minable coalbeds, similar dispersed organic matter in adjacent strata has produced methane in quantities far exceeding the storage capacity of the coal and surrounding rock [Juntgen and Klein 1975]. It is not surprising then that large quantities of methane can remain trapped in these strata. A potential hazard occurs when mining of a nearby coalbed causes pressure differentials and mining-induced fractures conducive to gas flow into the mine workings from these strata. This gas flow may be facilitated or temporarily impeded by the presence of geologic structures or anomalies.

This report describes serious injuries occurring to bulldozer operators working at U.S. coal, metal, and nonmetal mines. The period covered is 1988-97. The data were collected by the Mine Safety and Health Administration (MSHA). A total of 873 injury records are examined. These injuries resulted in 18 fatalities and 31,866 lost workdays. All of these injuries occurred to dozer operators while they were doing common production tasks. An injury classification system was developed to code the narrative information that describes the circumstances surrounding the injuries. Injury records are categorized by activity (task being done), incident result (what apparently happened to the dozer), and operator impact (how the operator was injured). Where information is available, contributing factors are identified. This classification system supplemented the standard injury/illness data classification system compiled by MSHA. The results of the study indicate that, from 1993 to 1997, the number of serious injuries to dozer operators declined by 30%. The reduction in serious injuries was accompanied by a decrease in days lost due to injury. Although the number of reported injuries has decreased, dozer operators being jolted and jarred accounts for the largest percentage (70% of the incidents) and severity (75% of the workdays lost) of serious injuries while operating the equipment. Vertical jars (while backing up the dozer) resulting in injury to the operator accounted for a sizable percentage of jolting and jarring injuries. Working near an edge carries significant risk for fatal injuries. Of 116 incidents where the dozer fell over an edge, rolled over, or fell into a hidden void, 14 (12%) resulted in fatal injuries. In cases where the dozer operator either jumped or was thrown out of the cab in a fall over or rollover, 7 out of 26 were killed. Overall, 80% of the fatalities occurred while working near an edge or hidden void or on a steep slope. Further reductions in injury risk will require more widespread use of seatbelts, field and laboratory research interventions to better assess the effect of alternative engineering (e.g., seat and seat suspension) designs to dampen or isolate the effects of shock and vibration, and continued focus on hazard awareness, recognition, and response.

"The limestone deposit utilized by one of the plants of the Universal Atlas Cement Co. is covered in part by a stratum of cherty limestone. If this overlying deposit could be utilized by removing the excess of chert economically, quarry costs could be reduced and the amount of rock economically available would be increased greatly. On account of the distribution of flint and limestone, a product fairly free of flint can be obtained until the quarry face is about 50 or 55 feet high. As the face is worked farther back into the hill, the comparatively clean stone is overlain with a constantly increasing amount of high-flint limestone. If this flint remained with the limestone, there would be a prohititively high silica ratio in the finished cement; if the flinty layer were removed as overburden a very large tonnage would be handled and much good stone lost. Consequently it was felt that means should be devised for separating the flint from the limestone after it reaches the plant.The investigation was undertaken by the Mississippi Valley Experiment Station of the United States Bureau of Mines in cooperation with the Universal Atlas Cement Co. and the Missouri School of Mines and Metallurgy, Rolla, Mo.CONSIDERATION OF PROCESSESMany schemes for the separation of Minerals are based on differences in the specific gravities of the minerals to be separated. In this case the flint has a specific gravity of approximately 2.62 while the limestone averages about 2.70. This differential is not large enough to permit separation by any method based on specific gravity. Furthermore, all the limestone particles in any given sample are not alike; usually about 10 percent of them have a specific gravity the same as, or lower than, the flint."

[The blast-furnace operator is often confronted with the problem of determining the size of the materials which are used in the furnace burden. The statement is heard that the coke is larger or smaller or that certain ore is finer than that previously used. A screen analysis of the materials used gives a measure of the different sizes of materials in an aggregate. When one is fine and the other is coarse, the difference is obvious; but when the materials are of similar sire, it is more difficult to estimate the degree of finances or coarseness. In considering raw materials it would be desirable to be able to judge the size of the radio ideal materials entering the furnace and the burden as a whole, by one representative value, such as the average size of particle. Previous work by Perrott and Kinney3 developed a method for measuring the average size of particle in a mass of finely ground materials, and an attempt will be made to apply this method to the materials included in the blast-furnace charge and to the entire burden.]

The U.S. Bureau of Mines Information and Analysis Directorate collects world-wide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The Bureau's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the U.S. Bureau of Mines survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

"This laboratory bas developed a sensitive electro-optical method to quantify the initial rate (R) and total amount (MAX) of superoxide (02) produced by single pulmonary alveolar macrophages (PAM). The method uses a microscope-based TV system to visualize PAM in culture, and to video record the images during the time the cells produce 02. MAX and R are calculated from measurement of temporal changes in optical density in the images due to precipitated diformazan formed by the reaction of O2-, produced by each PAM, with nitroblue tetrazolium present in the culture medium. To date, values of Rand MAX, measured due to adherence of PAM to the dish, have been compared to values obtained when quartz, coal mine dust (CMD), and kaolin . were added to the medium (in vitro). Rand MAX have also been calculated for PAM lavaged from animals exposed to quartz and CMD in the WVU Inhalation Facility. Presently, experiments are being done using which will permit PAM to be restirnulated by different dusts to help establish a dose response relation~ p and a means to study the role of lung surfactant on modifying the acute toxicity of inbaled dusts. Ultimately, this methodology should provide useful insight into establishing the role of 02 in PAM dysfunction due to inhalation of dusts, and in lung diseases such as pneumoconioses. INTRODOCTIONPAM are free cells found in the lungs which protect the lungs by removing foreign debris and bacteria. This is accomplished, in part, by the process of phagocytosis, whereby foreign matter is internalized into vesicles known as primary phagosomes. Phagocytosis also involves the chemical breakdown of inhaled dusts and the killing of microbes. Detoxification is aided by the respiratory burst, which is a metabolic response of the cell to foreign substances, that results in the production of highly reactive oxidizing agents from the partial reduction of extracellular oxygen to superoxide (02) at the surface of the plasma membrane. Superoxide undergoes either spontaneous or enzyme catalyzed dismutation reactions to form hydrogen peroxide (H202) and subsequently hydroxyl radical (OH•) and singlet oxygen (02 t ). However, while these oxygen metabolites aid in the killing of microbes they also may destroy endogenous tissue. For example, 02 has been linked to the aging process and to many diseases including emphysema, diabetes, and cancer.'' Therefore, a better understanding of the production of 02 is extremely important since an abnonnally low production could result in damage by inhaled dusts and bacteria while an abnormally high production could result in direct damage to the lung tissue by the phagocytes. Inhalation of respirable sized mineral dusts, such as quartz (silica), coal mine dusts (CMD), and asbestos, results in various pulmonary disorders. PAM are thought to play an important role since evidence suggests that the first step in fibrogenesis is an interaction of dust particles with PAM. Generally, in vivo exposure of animals to mineral dusts results in increased respiratory burst activity, migratory patterns, phagocytic behavior, and secretory potential of PAM, and for this reason these have been implicated to be pivotal events in the pathogenesis of pulmonary diseases.1 In addition to stimulation of resident PAM, an influx of monocytes into the lung and/or production of new macrophages generally occurs in response to fibrogenic dust inhalation. Further, PAM may attract and stimulate fibroblasts, which normally synthesize proteins and collagen during rep~ of tissue, by secreting chemoattractants and enzymes. Thus, PAM may be involved in pulmonary disorders through failure or partial loss of their defensive capability, or indirectly, through release of other mediators."

This publication provides an historical overview of research undertaken by the U.S. federal government over the last 100 years to improve the health and safety of our nation?s miners. Federal research efforts began with the establishment of the U.S. Bureau of Mines (USBM, or the Bureau) in 1910. They have continued over the past century, even after the Bureau?s closure in 1996. It is hoped that this publication will give the reader an appreciation for the work of mining health and safety researchers over the past century, and of the miners served by this research. Although not a comprehensive history, this report highlights the key organizational changes made within the Bureau and the federal government that affected mining safety and health research. Some mention is also made of Bureau research not directly related to mining health and safety. Note that the work classified as safety and health research has varied over the last century. For example, before 1970 the Bureau separated mining research and safety and health research. At that time, mining research included ground control and methane drainage because they had direct implications for mine safety. Explosives research was also reported separately from health and safety, even though permissible explosives research was obviously related to safety. Therefore, where budget figures from the Bureau are mentioned in this report, it is often not possible to separate safety and health research from other types of research. This history is generally chronological, with a few exceptions. Because of their prominence and direct links to Bureau research, most of the Public Health Service mining studies completed before 1970, when NIOSH was established, will be discussed in a single section, even though the work spanned many decades. Likewise, for convenience, the brief histories of the Bureau?s mining research centers are located in one section.

"There has been much writing and argument on the subject of giving bonuses to miners, quarrymen, metallurgical and chemical workers, and others as a stimulus for safe work and for work safely done. Theoretically, everyone should be careful and should not need monetary or any other type of encouragement for the prevention of accidents; as a. fact, few people are careful, and this is primarily the reason way many if not most accidents occur. A bonus, however, is not simply money given away by an employer; it must be earned, so to speak, before it becomes due; in other words, if the standard established is not reached, no bonus is paid, and in many cases some disciplinary action is taken.The United States Bureau of Mines Is asked from time to time for suggestions for rewards to mine workers who have a good attitude toward working safely or who need some stimulus to cause them to make greater or more earnest efforts toward safety for themselves and their co-workers. A recent inquiry prompted the collection of data on some safety bonus systems from reports of this bureau's field engineers and others, and some of these Now given. Bonus practice at both coal and metal mines is included because a system used at metal mines is generally adaptable to coal mines; in fact, in numerous cases, bonus systems recently started at some coal mines are based on systems in vogue and giving satisfaction some metal mines; in-some instances, also, metal mines have been able to get good suggestions from coal mines or from the cement or petroleum industries. it .should be understood that a bonus, even as applied to the encouragement of safety, does not necessarily mean payment of money; in fact, some successful bonus systems have in them no direct money exchange; hence, the bonus as treated in this paper is that defined as ""Something given in addition to what is ordinarily received by, or strictly due to, the recipient.""Acknowledgment is given here to members of the safety division of the Bureau of Mines who sent in some of the information here presented; to the Engineering and Mining Journal and Mining Congress Journal, from which some items were abstracted; to various mining officials who gave data in one form or another; and to M. von Bernewitz, of the United. Consumption of abrasive materials in the United States increased 22% in value over that of 1982 to $320 million; of which, 59% was manufactured abrasive, 35% was industrial diamond (natural and synthetic), and 6% was natural abrasive. Production value of natural abrasives, excluding industrial diamond, remained virtually unchanged. Production of crude tripol, a porous siliceous rock, decreased slightly; however, shipments of processed tripoli increased 13% in quantity and 32% in value. Production of garnet, an abundant iron-aluminum silicate, continued to increase primarily because of further increases in production from one plant that had completed an expansion program in late 1981. Production of special silica stone, both crude and finished, decreased in 1983 because of reduced demand for oilstones

This volume summarizes the contract work performed over a nine-month period by Westinghouse Electric Corporation on a Cost Plus Fixed Fee Contract for the Department of Interior's Bureau of Mines. The contract has been extended primarily to carry out improvements recommended for equipment produced under the contract for communicating with and locating trapped miners. These improvements will enhance the performance and utility of this equipment for operational use in actual mine emergencies. An additional complete set of the equipment will also he furnished to the Bureau under this extension. The work of the basic contract was to design, produce and test hardware in accordance with the Westinghouse response to a Bureau of Mines Request for Proposal which was based technically on recommendations of a study performed for the Bureau by the National Academy of Engineering (NAE). The NAE study made suggestions for new equipment in three areas of need:

Most laboratory sealant studies were carried out in 2.0 inch I.D. Plexiglas tubes of 9.0 inches height containing 4.0 to 4.5 inches reconstructed soil from an 0-8 or 8-16 inch soil horizon at the Lanse site. (When soil was used from the Kato site, the top soil horizon was approximately 0-4 inches. The 4-8 inch horizon was somewhat comparable to the Lanse 8-16 inch horizon.) A 20 mesh Saran or steel screen was placed over the rubber stopper with a bottom drain to a 100 ml measuring cylinder. In some earlier experiments a 1/2 inch bed of 1/4 inch pea-gravel was then added, but in later experiments this was eliminated as it showed no particular utility. Field soil samples collected by a shovel were stored in sealed containers and sieved through a 4 mesh screen just before use. (Moisture content was typically about 25% for A horizon soil and about 20% for B horizon soil.) The sieved soil minus roots was then added in increments of about 1 1/4 inches. Compaction was effected by dropping a weighted ramrod (1-7/8 inches O.D,) five times from a height of two inches. If about twenty tamps were used or if the soil columns were rapped vigorously while water-logged, compaction was high with no detectable percolation. Freezing such samples would then usually cause very slow percolation, e.g. 1-2 ml/day. Using this as a standard procedure, percolation flows were usually stablized after two to three days to rates of about 100 to 200 ml/hour. Percolate was recycled carefully to minimize disturbance of the soil surface. When percolation flows were about 100 to 200 ml/hour, various additives (sealants) were introduced to the moist column in two to three increments to maintain a slight head. Additive concentrations were usually 2-1/2% with some at 5% in earlier experiments. Typical use of 40 ml of 2-1/2% additive corresponds to 4400 lbs/acre. When no more additive was present as supernatent liquid, water washes of about 15 ml were then used several times followed by special additives as needed. More water washes were then used to maintain a head of about 1/2 inch. Percolate was collected in 100 ml cylinders to measure percolation rates in ml/hr. Turbid percolate was evaporated to determine amount of eluted latex. Percolate was sometimes checked for pH by Pan-pH Indicator Paper9,10 reading in 0.5 units. Surface tension measurements were sometimes made by a DuNouy tensiometer10 in experiments using a surfactant for pretreatment.

"The Workman's Compensation Law of Indiana, enacted in 1915, amended in 1917, 1919, 1923, and 1927, and in 1929 named the Indiana Workmen's Compensation Act of 1929, provides for a weekly compensation for disability due to accidents of 55 per cent of the average weekly wage of the employee, to start on the eighth day of disability. Compensation is computed from a maximum and minimum weekly wage of $30 and $16, respectively. Thus, the maximum weekly compensation is $16.50 and the minimum $8.80; the total compensation paid is not to exceed $5,000.In addition to the compensation the employer is required to pay all medical, surgical, hospital, and nurse fees for a period of 30 days and may be required to pay such fees for an additional 30 days at the direction of the Industrial Board of Indiana. In the case of fatalities the employer must contribute $100 toward funeral expenses.The law also stipulates that ""the employer shall keep a record of all injuries, fatal or otherwise, received by his employees in the course of their employment,"" also that the employer shall report within one week of their occurrence all accidents that cause either the death of the employee or the loss of more than one day's work. However, no standard form is furnished or required by the industrial board on which the employer shall keep a record of accidents, neither is he required to report the time of return to work of the injured employee unless the period of disability exceeds seven days and the accident thus becomes compensable. Hence, no record is kept of noncompensable accidents other than the first report sent to the industrial board by the employer.If the employer were required to keep a complete and concise record of all accidents, in duplicate, on a special form either furnished or required by the board, giving all of the essential data in regard to the accidents, and if he were required to submit a copy of this record to the board at the end of the fiscal year, the data thus assembled would not only be of material assistance to the board, particularly in making up its annual report, but would also furnish information of much value in the study of accident causes and what may be done to remove them.Those industries that have made marked progress in reducing accidents keep such records, as it is only through a full knowledge of how accidents occur that intelligent steps can be taken to prevent their recurrence. Unfortunately, the mining industry as a whole in Indiana has not kept pace with many other industries in reducing accidents, and it is urged as an aid to improvement that a thorough and complete record of mining accidents be kept."

The Claim Point chromite deposits are at tidewater near the southern tip of the Kenai Peninsula in southwestern Alaska, The United States Geological Survey had a field party in the region from July until September 1940 under P. W. Guild, assistant geologist; maps and geological data were assembled and made available to the Bureau of Mines. A preliminary investigation of the deposits at Claim Point by the senior author during July 1941 was followed by surface sampling and core drilling to determine the quantity and grade of the ere, The Geological Survey was represented at the project by George O. Gates, geologist. Cores were checked and the structural data revealed by drill cores were interpreted. The principal chromite deposits have been sampled and delimitated by trenching and core drilling. Other deposits were trenched and sampled but were too small or too low-grade to warrant core drilling.
