The Victorville cement plant of the Southwestern Portland Cement Co. is located about 1 mile from the city of Victorville, Calif. Two transcontinental railway systems, the Atchison, Topeka & Santa Fe, and the Southern Pacific Railroad, afford shipped facilities. The plant is modern and well kept, as the officials, especially the higher operating officials, take pride in the appearance of the place. Dust has been practically eliminated by the installation of dust collectors and wet grinding. The plant has a rated capacity of 5,000 barrels of cement daily.

"In recent years efficient safety organizations have been considered essential at all well-managed metal mines. Statistics from numerous mines throughout the country show that the expense of operation of these safety departments is repaid many times by the saving due to fewer accidents. Men trained in first aid, mine rescue and fire-fighting are important parts of the safety organization at most mines. It is more desirable, however, to lay stress ma accident prevention and fire precautions rather than on first aid and fire fighting. Both of these phases of safety work have been well developed in the Globe Miami district. The co-operative mine rescue organization* in this district under Orr Woodburn, is one of the best in the country. Mine rescue teams are kept trained at all the mines and the oxygen breathing apparatus is constantly maintained in good condition. Miners are also trained in first aid, and are offered incentives to make themselves proficient both in mine rescue and first-aid work.The Old Dominion Company is among the leaders in the safety movement in the Globe-Miami district. The safety department at this mine was established January 1, 1914, and has been developed to a high degree of efficiency. W. G. McBride, general manager of the company, takes an active part in the safety work and has given Albert Talon the safety inspector, his active support in developing the organization. The success of the department is dos largely to the ability, tact, and personality of the men directing the work.The following description of the establishment and operation of the safety organization at this mine was prepared from information supplied by Mr. Tallon."

The Bureau of Mines conducted a 4-year research program at Uravan, Colo., on a 2-1/2-acre reclamation plot on the slope of a uranium tailings pile that had been covered with mine waste rock. The purpose of this study was to determine the effects of plant species, type of irrigation, type of fertilizers, and use of dust control chemicals on plant growth and surface coverage. Best grass coverage, nearly 100 percent with 240 plants per square foot, was developed in a section that was seeded with crested wheatgrass, fertilized with sewage sludge, and sprinkler irrigated. For comparison, a section that had been treated with commercial fertilizers developed 3.1 crested wheatgrass plants per square foot and 24 percent coverage without irrigation, and 8 plants per square foot and 75 percent coverage with irrigation. Results of spraying a dust control chemical were inconclusive. Russian-thistle invaded all test sections and ranged in density from 0.6 to 7.3 plants per square foot.

There have appeared, from time to time, comparisons of various features of coal mining practice in the United States and Great Britain. A recent, article, appearing in a British journal, points out that the American miner produces 3 1/2 times as much coal per shift as the miner, at one-half the cost, and proceeds to explain the natural industrial, and engineering causes which lead to this result. Amon« he reasons advanced. is that the American coal miner enjoys the advantage of more easily worked seams of coal, due to the fact that the coal mining industry in the United States is of more recent date than in Great Britain. The latter qualification is not correct, because where these advantages exist, they will persist. The coal beds of the United States are not buried deeply, except in the remote parts of the country, as in the Uinta Basin of Utah. The article referred to states that many of our miners are still employed on out seams reached by "adits", (which we term entries), or by vertical shafts of moderate depth. It is probable in fact that the great bulk of the coal of the United States is taken out from a depth of less than 400 feet.

The Bureau of Mines conducted one of the most extensive studies on surface mine illumination to date, to assess the illumination needs of mobile surface mining machinery with respect to the visual tasks required of machinery operators. Field Investigations were performed at 22 surface mining operations, coal and metal-nonmetal, within several mining regions of the United States. Visibility and illumination were measured for 159 visual tasks performed by equipment operators on or near 57 surface mining machines, including draglines, shovels, blasthole drills, bulldozers, loaders, haul trucks, graders, scrapers, and several service-type vehicles.

The U.S. economy boomed in 1965, completing its fifth consecutive year of expansion. Although the advance was somewhat irregular, previous records for production, sales, employment, and income were topped. During the first few months of 1965, as the economy recovered from the depressing effects of the automobile strikes of late 1964, increases were unusually large. The gains moderated in early spring, but were stimulated at midyear by sharply rising capital outlays, excise tax cuts, in? creased Social Security payments, and accelerated Viet-Nam defense expenditures. Gross national product (GNP) in cur-rent dollars rose $49.5 billion or 7.8 percent, to a total of S681.2 billion. In constant dollars (effects of price changes eliminated), GNP increased 5.9 percent, a rate considerably higher than the historical postwar annual average growth of 3.5 per-cent. Demand increased in most final markets and was especially strong for business fixed investment and consumption expenditures. With the exception of construction, most of the increases in GNP were real, since prices increased less than 2 percent.

Enormous quantities of limestone are used for metallurgical purposes. Approximately 23 million tons were so used in the United States in 1925 chiefly for smelting iron ores in the blast furnace. Smaller amounts are used in basic open-hearth steel manufacture, and in smelting lead, copper and antimony ores. Most limestone producers lave little knowledge of the way in which their stone is used in metallurgy. Maximum tolerances of silica, alumina, sulphur and possibly magnesium; and minimum content of calcium carbonate may be arbitrarily fixed for the guidance of the producer, but aside from these requirements little information is available to producers on the manner in which their stone is used, the office it performs in smelting, or the effects of impurities. More complete [wledge] of utilization would enable limestone operators to solve their production problems more intelligently.

The term "stone" in its broader sense includes not only the well-known limestone, marble, granite, sandstone, and slate but also precious and semi precious stones and many minerals and rocks not included in the principal groups. Stones have long been used for structural and ornamental purposes. To be so used, they must be cut to various shapes and sizes, and some must be polished to bring out their inherent attractiveness.

This paper describing the mining methods employed by the Federal Mining and Smelting Co., operating the Morning mine at Mullan, Idaho, is one of a series being prepared by the United States Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The daily tonnage produced at the Morning mine, including that mined by leasers, is 1,100 tons. Mine run of ore will average 9.1 per cent lead, 5.8 per cent zinc, and 4.4 ounces silver per ton. A stull set and fill method of mining is employed.

The mining regulations of all 50 States were reviewed by the Bureau of Mines, and those parts pertaining to the use of internal combustion (IC) engines (particularly diesel engines) in underground mines or confined spaces were extracted. Also extracted were subjects associated with the use of IC engines; for example, storage and handling of flammable liquids, maintenance, and ventilation requirements. As the laws now stand, 29 States have specific regulations that affect the operation of diesel engines in underground coal and/or metal and nonmetal mines. The other States have no regulations because either they have no mining activities or they defer to Federal regulations. Six states have regulations expressly prohibiting the use of diesels in underground coal mines. Specific contacts (addresses and phone numbers) precede each State's regulations to facilitate inquiries about regulation revisions and interpretation.

"With a view of elucidating the role of glutathione (GSH) in the biochemical pathways of the chromate-exposure related carcinogenesis, we carried out electron spin resonance (ESR) spectroscopic investigations of the chromate-GSH redox reactions. The ESR measurements, employing spin-traps, provide evidence for the involvement of the glutathione (GS•) radical, as well as an isolable Cr(V)-glutathione intermediate. These results indicater a new mechanism for the reduction of chromate by GSH in cellular environment and help understand the (unexpected increase in Cr(VI)-induced DNA strand breaks at elevated GSH levels.We report here indirect electron spin resonance (EGR evidence for the involvement of the glutathionyl (GS) radical and direct evidence for a Cr(V) intermediate in the reactions of glutathione ¬(GSH) with chromate for the first time.. This work was undertaken to clarify the biochemical pathway of the reduction of chromate by GSH, since this reduction process is thought to be a critical step in the pathogenesis of the chromate-exposure related carcinogenesis. This follows from the literature reports which show that (a) Cr(VI)compounds have been proven to be carcinogens in laboratory animals as well as in human studies2-4, (b) Cr(VI) and not Cr(III) compounds are mutagenic 5-7, (c) Cr(VI) and not Cr(III) compounds can penetrate cell membranes 8.9 (d) the final state of Cr(VI) in cellular reductions is Cr(III)', (e) by itself chromate (or Cr(VI)) cannot be directly mutagenic since Cr(VI) is known not to interact with isolated DNA under physiological conditions 10, suggesting the significance of Cr(VI).reduction processes. One of the major reductants in cellular environments is thought to be the GSH, both outside and inside the ce11s 11-13. Other evidence for the role of GSH in the chromate toxicity is seen from recent studies showing that exposure of hamster cells to non-toxic levels of added selenite increases the levels' of GSH as well as the Cr(VI)-induced DNA strand beaks 14, and thatsuch DNA strand breaks in hepatocytes also change in direct proportion to their GSH content 15,16. These observations wereinterpreted as implying that the reduction of chromate by GSH, to some reactive intermediate is an important step in the chromatecarcinogenicity 15,16. Among petroleum refinery employees and officials throughout the United States there has been marked effort to reduce accident frequency and severity. For the interest and benefit of refineries both in Louisiana and in other petroleum-refining States it has been possible to obtain from five refineries, representing 70 per cent of the production of Louisiana, tae accident experience for the past 3 to 6 years. The companies concerned have requested that their names be not used. For tide reason the four plants listed and discussed are designated as refineries A, E, C, and D. The size of the plant as regards largest to smallest number of employees is indicated by the alphabetical order.

This report deals with information regarding a new Medium Frequency (MF) Wireless Communication System for underground mines. This new telecommunication system works on low loss electromagnetic wave propagation modes which allow it to provide quality radio communications almost anywhere in a mine. Tests show the MF system can provide improved safety and managerial control, increased productivity, better organizational team-work and reduced maintenance cost; furthermore, MF's unique design allows for easy installation at a minimum cost. This paper covers the following: 1) MF design plan, 2) Overview of mine radio communications systems, 3) Preparations needed for designing an MF system, 4) MF equipment, 5) MF installation, 6) MF design considerations, 7) MF design specifica¬tions, and 8) Recommendations dealing with MF system. Experiments in four mines are illustrated to demonstrate the success and via¬bility of the MF system. The mines range from small (500 tons/day) to large (67,000 tons/day) capacity and represent several different mining methods. The MF Wireless Communication System represents an advancement in mining communication and the groundwork for other advanced mine systems.

The major developments of the world's Mineral economy in 1955 were the continued rise in production and consumption of practically all major minerals. the sharp increase in output of the fertilizer minerals in response to demands for greater food output, the cutback, in new investment for steel capacity in Europe and Japan, Europe's continuing decline as a producer of primary minerals, and the emergence of nuclear power as an economically competitive factor in the energy economies of the United States and Western Europe. In resource development, discovery of new natural gas deposits in the North Sea and the continued development of Australia's bauxite and iron ore resources, making this country a major source for these commodities, were significant.

The Holmes Safety Association was organized and named in honor of the late Dr. Joseph A. Holmes, first director of the United States Bureau of Mines. The association is a national organization and operates through local, sectional, or State chapters in mining, petroleum, and allied industries. The National Council of the Holmes Safety Association consists of representatives of State councils and local chapters, with the Director of the Bureau of Mines as president.

This report is the 17th of a series originally issued annually, and more recently bienially, to acquaint the reader with the work of the Division of Explosives Technology, Federal Bureau of Mines. It differs from preceding reports in that its material is presented in two parts: Part I reviews briefly the overall activities of the Division during fiscal years 1955 and 1956;4/ part II presents in abstract form, the publications of the Division during that period. As it is not unusual for research completed in the course of one report period to be published only in the following period, the Bureau believes that the present approach will give a more accurate presentation of its work for the period considered. This U.S. Bureau of Mines report identifies the types of serious accidents that occur most frequently at small underground coal mines and describes the strategies that could help prevent these accidents. A wide variety of methods for improving safety are suggested, including improvements in the design of equipment, work procedures, work schedules, safety programs, and emergency response plans, as well as techniques for diagnosing the potential hazards associated with new technologies and work procedures. Some of the papers in this volume focus on preventing specific types of mining accidents--ones associated with materials handling (primarily back injuries), equipment maintenance, improper machine guarding, and ground failure during retreat mining. Although the recommendations in this volume are heavily influenced by research performed at underground coal mines in the Appalachian coalfields, most of the papers contain advice that is equally pertinent to almost any type of mine.

This research was conducted with the objective of suppressing the respirable dust in coal mines by foam application. A formulation was developed for making a water-based, high-expansion, and limited stability foam. A horizontal boring machine was used as a laboratory coal mining model for generating coal dust. A modified laboratory foam generator was built. Foam was applied directly to the point at which dust was being formed by the cutter of the boring machine working against a block of coal. Coal dust was sampled with an impinger and analyzed for the particle count and particle size distribution. Coal dust suppression test results on freshly generated dust have demonstrated very clearly that in laboratory scale experiments over 90% of the respirable coal dust can be suppressed by foam. These tests were run when initial coal du t concentrations were 10 and 70 million particles per cubic foot (mppcf).

Output of ore and waste from metal and nonmetal mines in the United States continued an upward trend and established a new high. The tonnage of ore handled increased 6 percent over that moved in 1964 and the tonnage of waste rose almost 10 percent. Earth moving by these two activities exceeded 3.2 billion tons, an increase of 7 percent over the 1964 total. Crude material from which metal or nonmetal products were derived continued to be about 75 percent of the total material handled. In 1965, surface mining methods were used to produce about 93 percent of the ore, 99 percent of the waste, and 95 percent of the total material handled. These percentages have remained almost constant since the beginning of this decade.
