[Several processes for recovering manganese from low-grade ores have been proposed3/4/5/ in which an aqueous slurry of the ore is leached with gas containing nitrogen, oxygen, and sulfur dioxide as obtained from burning sulfur or roasting sulfide ores. The manganese dioxide is dissolved, and most of the sulfur dioxide is oxidized to sulfate, but an appreciable quantity of dithionate is usually formed, together with acid from oxidation of the sulfur dioxide. The over-all reactions may be represented as follows: (1) Mn02 + S02 = Mn++ + S04--. (2) Mn02 + 2S02 = Mn++ +S206--. (3) H20 + So2 + 1/2 02 = 2H+ 5S4--. (4) H20 + 2S02 + 1/2 02 = 2H+ + S206---.]

This publication contains routine analyses and related source data for 278 natural gas samples from 14 States. All of the samples were collected during calendar year 1973 as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 Fifteen previous publications have presented the results of 10,201 gas analyses prior to 1973. The first three, Bulletins 486,4 576,6 and 617,6 contain analyses and related source data on 5,218 gas samples collected from 1917 through 1960. The other 12 publications,7 which were issued as information circulars, supplement the three bulletins and contain 4,983 analyses of samples collected since 1960. This publication is the 13th publication supplementing the three bulletins.

The procedure suggested in this report is intended for the use of engineers, esters, accountants, etc., in estimating the cost of chemical-type operations. It is intended to over operating costs, not investment costs, as the latter have been covered numerous other publications. However, as capital investment costs are reflected to a high degree in operating costs, it is important to point out that accuracy of investment costs is highly essential. Therefore, all factors that might be included under plant -capital costs should be considered, such as requirements of shops, employees' housing, etc. The procedure is designed primarily for use in types of chemical oper¬ations, such as the production of synthetic liquid fuels, anhydrous ammonia, and others of like or similar nature. Yet, no attempt has been made to cover the entire chemical industry.

THE IMPORTANCE of infrared and ultraviolet-visible spectrometry in studies of the structure of coal and similar substances is described. Special experimental techniques have been developed for these studies. Thin sections of coal are preferred, but halide pellets are easier to prepare. Information obtained from infrared spectra on chemical functional groups has been discussed; the importance of both intensities and wavelengths of absorption bands has been emphasized. Functional groups assigned include aliphatic and aromatic CH, methylene and methyl groups, hydrogen-bonded hydroxyls, hydrogen-bonded and chelated carbonyls, phenolic structures, minerals, and aromatic structures that are benzenoid or polynuclear. Infrared studies of structures of coal extracts, distillates, and reaction products of various processes, both chemical and physical, are discussed. Coallike infrared spectra of chars of model compounds have been utilized extensively in studies of coal structure. Ultraviolet-visible absorption spectra of coals show a lack of fine structure and low spectral intensities. These results have been applied to the questions of the chemical and physical structure of coal, particularly the question of polynuclear aromaticity of coals. The color of coal is also treated. The physical-chemical origin of the color of coal may be due to free radicals, as interesting correlations of ultraviolet-visible spectra with electron paramagnetic resonance have been obtained. The optical color of coal has been explained and simulation of the color changes observed in thin sections has been carried out, The spectra and structure of coal derivatives and other carbonaceous materials are also discussed. Possible sources of error in absorption spectral measurements are pointed out. Limited measurements of the ultraviolet-visible reflectance spectra of coal are described.

The rapid increase in the mmber of automobiles during the last 25 years has resulted in the insistent and growing demand for better roads of more permanent construction. Some form of State license for the operation of automobiles has been in effect almost from the time of the first "self-propelled" vehicle, and some part of the revenue derived from the sale of these licenses has been applied to the maintenance and construction of roads. However, to obtain funds with which to build their present highway systems, the individual States have resorted to the taxation of gasoline. The first State to adopt a gasoline tax was Oregon, the law becoming effective February 25, 1919. By 1928, all of the States except two had levied taxes on gasoline at rates varying from 2 to 5 cents per gallon. New York and Massachusetts passed gasoline tax laws which became effective in 1929. Regulations governing the quality and the methods of handling gasoline and other petroleum products sold in the States have also been adopted by 29 States; many of these laws antedate the adoption of a gasoline tax. The variations in motor fuel speci- fications and methods of test have been pronounced in the several States. The Bureau of Mines, in making certain technical studies of the rasolines marketed throughout the United States, the results of which are reported in its semiannual motor gasoline surveys and other reports, has had occasion to obtain and compile all of the present (April 1, 1931) tax and pection laws of the several States which relate to motor fuel and other petroleum products. To facilitate the use of this material and to obviate the need in most cases of reading the complete text of the laws as published by the States, the pertinent information was arranged in tabular form for cly reference. 3 Although digests of States gasoline tax laws' are available and copies of the complete laws can be obtained from the State agancies in charge of the enforcement of gasoline tax and inspection laws, it is believed that

The Bureau of Mines evaluated various methods for identifying sources of mercury vapor in excess of the threshold limit value (TLV) of 0.05 mg of mercury per cubic meter of air set by the American Council of Government and Industrial Hygienists (ACGIH) for mines and mineral processing plants. Chemical spot tests and portable devices for mercury determination were evaluated, based on information from published sources and performance in laboratory tests. Among the parameters examined were sensitivity, interferences, cost, ease of use, and other factors pertinent to field application, More than 50 methods were evaluated. The investigators found that many readily available methods are suitable for identifying sources of mercury vapor in mines and mineral processing plants. The best method appears to be one that uses a commercially available mercury test paper sensitive only to mercuric ions. For some of the more promising chemical spot tests, this report includes step-by-step instructions for field application.

Five LANDSAT lineaments in the coal mining region of southwestern Pennsylvania were investigated by the Bureau of Mines to determine their geologic character, relation to subsurface conditions, and the means of discriminating one from another. The investigation included earth resistivity and very low frequency (VLF) electromagnetic traverses, soil moisture sampling, and a correlation with coal mine roof conditions. The lineaments could not be detected by the methods used, suggesting that they might be a surface phenomenon unrelated to subsurface geologic structures or roof stability in coal mine workings beneath.

This publication contains analyses and related source data for 252 natural gas samples from wells and pipelines in 17 States. All of the samples were obtained and analyzed during calendar year 1976 as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the public in general. A series of coal- mine catastrophes in the latter part of the first decade of this century focused public attention on the need for safety in mines and resulted in the establishment of the Federal Bureau of Mines , whose primary function was to promote safety and improve hygienic conditions of workers in the mineral and related industries . These activities are carried out by the Safety Division of the Bureau's Health and Safety Service . In general , the work performed by the Safety Division personnel may be classified as educational and investigative . Instruction is given in accident prevention for mine officials and miners ; first aid to the injured ; the use and care of oxygen breathing apparatus ; and advanced mine rescue and recovery operations . A specialized safety course is offered to the petroleum and gas industries . Division personnel also aids in or directs rescue and recovery work after mine fires and explosions ; assists at first - aid and mine rescue contests ; conducts safety exhibits and demonstrations ; and presents safety talks , often accompanied by sound safety motion pictures or latern slides , before employee and official groups , at meetings of Holmes safety chapters , at mining institutes , and at other safety or technical gatherings . Coal - mine fires and explosions are investigated , as well as quarry or metalmine explosions and fires , miscellaneous accidents , health and safety hazards , and safety conditions at mines and plants ; safety devices are investigated and developed . Field studies cover ventilation , methods of allaying suspended coal - dust particles , prevention of dust accumulations , the proper use of rock dust to prevent or limit explosions , explosives practices , and the care and use of underground equipment . The results of these studies and investigations are widely applied in the various training courses and are prepared as reports and recommendations , which are submitted to interested persons or are combined and distributed to the public as bulletins , technical papers , miners ' circulars , information circulars , and reports of investigations . These studies also afford a basis for the development of new or modification of old Safety Decisions of the Mine Safety Board of the Bureau of Mines . The following pages review the accomplishments of the division as regards safety during 1942,2/ with like information for a series of recent years and summaries to date . A striking feature of the division's work has been the safety education of more than 1-1/2 million persons who have taken first -aid and mine rescue training courses . That these efforts over a period of 3 decades have been successful is revealed by the decline in coal - mine fatality rates and a somewhat smaller decrease in metal - mining and quarrying fatality rates .

Lack of sufficient publication funds has resulted in the accumulation of considerable unpublished experimental work on copper metallurgy by the Bureau staff . The present report gives extended abstracts of this work , as well as a discussion of the best direction for future efforts . The experimental work reported in this series of papers was done in cooperation with the University of Arizona , Tucson , Ariz . The investigations covered in the third , fifth , and seventh papers were done under the direction of G. L. Oldright and the remainder under the direction of V. H. Gottschalk .

"INTRODUCTION For many years it has been known that low-grade manganese deposits occur in the bluffs along the Missouri River Valley. Frequent attempts have been made to develop the ore and to produce a marketalble commodity but they have had little success. Under pressure of the war emergency and the shortage of manganese, the attention of the Federal Bureau of Mines was directedtoward the deposits.Manganese-bearing shale occurs from a point near Pierre, S. Dak., down the river to the Rosebud bridge near the Nebraska line (1).5/ The Bureau of,confined its work to the more accessible central portion of the deposits near Chamberlain, S. Dak. The ore occurs principally as concretionary nodules in the form of iron and manganese carbonates (manganosiarite and perhaps some manganocalcite; rhodochrosite has not been identified). At the surface the carbonate is often broken down so that the oxide of manganese gives the nodules a black The matrix or host rock is generally known as Pierre shale, composed of ""interbedded layers of bentonite, an altered volcanic ash, and dissemi¬nated bentonite particles,"" (2) and montmorillonite-beidellite clay minerals (3). The shale weathers to the very sticky gumbo characteristic of South Dakota and well-known to hunters and travelers in the area.The area selected for the experimental mining and pilot-plant work discussed in this report lies about 8 miles westerly from Chamberlain and is a few hundred feet north of U. S. Highway,16, on land owned or controlled,by M. Q. Sharpe of Kennebec, S. Dak., and the General Manganese Corp."

The purpose of this investigation was to determine the feasibility of designing and testing the elements of a small charge blasting system which will eliminate, or reduce to acceptable levels, most of the undesirable features of current underground drill and blast systems, i.e., 1) air blast, 2) ground vibrations, 3) flying fragments, 4) overbreak and fracture of surrounding rock, and 5) the cyclic nature of drill and blast operations. The experimentation was conducted in tunnels in granite and the results indicate that the basic technical concepts of the project were achieved. The next step is to design, construct, and test a prototype machine.

1. Domestic Production and Use: In 1980, 13 companies operated 33 primary aluminum reduction plants, with 3 firms accounting for 62% of production. Washington, Oregon, and Montana accounted for 30% of the total production; Texas, Louisiana, and Arkansas 19%; Tennessee, Alabama, and North Carolina 15%; other central and eastern States 36%. Based on published producer prices output of primary metal in 1980 was valued at over $7 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Packaging accounted for an estimated 26% of domestic consumption in 1980, building 22%, transportation 21%, electrical 12%, consumer durables 7%, and other uses 12%.

One phase of the Bureau of Minest work in the field of health and safety is the promotion of safe, satisfactory, and reliable respir atory protective devices. To insure that such devices will be available, the Bureau has established schedules of what it considers the minimum re- quirements for oxygen breathing-apparatus,3 gas masks, hose masks,5/ and mechanical filter-respirators (a schedule of requirements for hose- type supplied-air respirators is being prepared). Approval of oxygen breathing-apparatus is given by the Safety Division; approval of other types of respiratory equipment is given by the Health Division, both divisions being in the Health and Safety Branch, Manufacturers of respiratory protective devices may submit their equipment to the Bureau for approval under the requirements of these schedules. This report describes the feasibility of mining the oil shale deposits of the Piceance Creek basin in Colorado by an integrated open pit system. The study is based upon a comprehensive analysis of pertinent environmental, economic, and engineering factors. Ten mining cases are investigated, and the mine design and cost estimates for each case are presented in this report. Nine of the cases represent three cutoff grades, defining oil shale ore as equal to and above 15 gallons per ton (gpt), 20 gpt, and 25 gpt at three ore production levels of 500,000 tons per day (TPD), 1,250,000 TPD, and 2,500,000 TPD. The tenth case is an alternate design of the 500,000 TPD production rate at the above 15 gpt cutoff grade. The report consists of Volume I, a technical and cost comparison of the ten cases; Volume II-Part I, a detailed explanation of the estimating methods used; and Volume II-Part 2, a more detailed discussion of the technical and cost features of the ten cases than is presented in Volume I.

This U.S. Bureau of Mines report presents a review and evaluation of existing and new backfilling materials and methods for their applicability to the problem of gate road stress reduction in deep retreat longwall coal mines. Candidate backfill materials include pulverized coal combustion fly ash, flue gas desulfurization, and fluidized bed combustion by-products from coal-fired electric power generation plants. Properties of both backfill and its component materials are presented, with particular emphasis on the unconfined compressive strength and elastic modulus of backfill mixtures. Hydraulic mix designs discussed in this report include high-water content slurry and low-water content paste fills. Three gate road stress-transfer-modification concepts are proposed to reduce abutment stresses in gate road systems. The first concept, packwalling, involves packwall construction behind the headgate shield inby the face and adjacent to the headgate pillars. The second concept, gob-filling, involves infilling a strip of gob inset from and parallel to the headgate using paste injection methods patterned after a technology recently developed in Europe. In the third concept, entry-filling, slurry fill methods are used to fill abandoned gate roads and crosscut entries inby the face.

The art of treating ores by the chloride volatilization process is still in the experimental stage. The process has not been sufficiently developed along metallurgical lines to warrant a definite statement as to the exact place it will occupy in the industry. The basic theory of the process has received the attention of prominent metallurgists for 20 years, and considerable research and experimental work have been carried on. Much of the experimental work done has never been published; if the accumulated results were made known, they would greatly aid,. the further development of the process. This bulletin aim~ to bring the salient features of the process to the attention of metallurgists for the purpose of furnishing information to and receiving comments from interested parties with the ultimate hope that the process will be a commercial success. If commercially utilized, the process will fill a long-felt want in metallurgy, especially in the treatment of oxidized and semioxidized or" carbonate" ores of copper, lead, and silver. Such ores are difficult to treat by gravity concentration or by flotation: in the former their tendency to slime upon crushing and their being of lower specific gravity than the sulphide minerals cause serious losses; in the latter much has been done in sulphidizing oxidized ores and subsequently recovering the artificial sulphides by flotation. Difficulties in proper sulphidizing and the low recoveries obtained have not balanced the cost of the treatment in many plants and in very few has it proved successful. Evidently there is a big void to fill in the treatment of these ores. No radical changes in present methods are forecast, but it is obvious that chloride volatilization can have a distinct place as a method of treatment for ores that are not readily amenable to present methods. In many plants it might replace concentration methods, especially where part of the mineral content in the ores exists in forms other than sulphides.

Current production costs and market conditions in the potash industry of the Carlsbad area were studied to determine the potential values of the potash mineral resource that would be lost or foregone if the Waste Isolation Pilot Plant (WIPP) facility is constructed on the proposed site in that area. The purpose of the WIPP project is to investigate the possibility of developing a nuclear waste disposal plant in the salt formations at the site. Analyses were made of all potash deposits determined to be in the site. Mining and processing under the most favorable recovery systems were considered. Value determinations were based upon estimated operating and capital costs of current mine-mill operations in the Carlsbad area. This study was made for the Energy Research and Development Administration (ERDA) by members of the Federal Bureau of Mines Minerals Availability System staff.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions4/ issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous .sampling of coal as delivered is a check on the practical results obtained in burning the coal.
