The economy continued to expand during the third quarter, as real GNP rose at a seasonally adjusted annual rate of 3.8%, up from 2.5% in the second quarter (table 1). Continued job gains (see below), higher incomes, and an increase in installment debt, resulted in a nearly 20% increase in consumer spending on durable goods. Consumer expenditure on nondurables fell slightly, while spending on services continued at a moderate pace. Nonresidential fixed investment climbed nearly 24%, as producers purchased more durable equipment. Residential fixed investment was adversely affected by rising interest rates, which slowed new home construction from January to August, 1987 to a rate 11.2% below a comparable period in 1986. Net exports of goods and services deteriorated slightly, after three consecutive quarters of improvement. The volume of net exports has risen 15% for the year, contributing to economic and employment growth, but large price increases on imports have slowed the improvement in the nominal trade balance. Although U.S. goods have declined in price relative to foreign goods because of the devaluation of the dollar, faster growth in exports is hampered by austerity programs in developing countries, and emphasis in Germany and Japan on curtailing inflation and fiscal deficits.

"INTRODUCTION The investigation of the general hazards of combustible gases and vapors in manholes owned by the Edison Electric Illuminating Co. and the study of methods for eliminating these hazards, conducted by the Bureau of Mines, the Edison Electric Illuminating Co. of Boston, and the Boston Consolidated Gas Co. since 1929, was continued during 1933.From May and through December 1933 these tests were supplemented by a study of the manholes of the New England Telephone & Telegraph Co. The test crew was under the direct supervision of John Campbell, superintendent of the Special Service Department of the Edison Electric Illuminating Co., and F. M. Goodwin, vice president of the Boston Consol¬idated Gas Co.The procedure of sampling manhole atmospheres and of shipping the samples to Pittsburgh was the same as that used heretofore. In previous reports the relative explosibility of the samples was calculated by adding the percentages of the illuminants, hydrogen, carbon monoxide, methane, and ethane, dividing the total by 6.5, and multiplying by 100. Experience has shown that the factor 6.0 is more nearly correct; therefore, this has been used in calculating the relative explosibility of all the samples listed in appendix A and B of this report. The California pesticide industry in 1962 consumed about 30,000 tons of clay, talc, limestone, diatomite, sulfur, and other minerals as fillers (carriers and diluents) in pesticide formulation. This was 10 percent of the U.S. filler requirement for pesticides. About two-thirds of the California total was supplied by a few local mineral producers; the remainder came mainly from Florida, Georgia, and Wyoming. The objectives of this report are to provide data on quantities, sources, specifications, and market conditions for minerals used as fillers by California pesticide formulators. The study disclosed that specifications for mineral fillers have become more rigid and formulators have become more numerous in recent years. During 1962 over 1,200 firms registered 16,000 pesticide products with the Bureau of Chemistry in California. Factors which will tend to diminish future need for mineral fillers include the trend toward greater use of organic sprays rather than dusts and further development of biological controls, such as the development of sterile insect strains.

Four samples of Pittsburgh-bed coal, of various size consist and ash content were dewatered in a pilot-size vacuum-disk filter partially enclosed with a steam jacket. Steam fed at 2.5 to 12.5 pounds per minute reduced the moisture content of the filter cakes from 2.8 to 13.8 percentage points more than normal vacuum dewatering. Approximately 1.5 pounds of steam was required to remove 1 pound of water.

In its investigations looking to the improvement of health condi- tions and the increase of efficiency in the mining industry, the Bureau of Mines, in cooperation with the Bureau of Public Health, is studying sanitary conditions in and about mines with the intent of pointing out how those conditions that are a menace to the health of the miner may be most efficiently removed or remedied. An out- line of sanitary betterment work at mining villages in the Birming- ham district of Alabama has already been published by the bureau," and in this bulletin are presented suggestions on the planning of mining towns and the construction of miners' houses. The bulletin does not pretend to be a treatise on the so-called "housing problem," and mentions sociologic issues only incidentally. It is assumed that the influence of proper shelter on health is understood and that not a lack of appreciation so much as a lack of knowledge of the best remedies is responsible for many of the undesirable conditions that exist at mining towns. The purpose of this bulletin is to supply facts on the building of well-lighted, well- ventilated, warm, attractive, and economical houses for miners, these houses being assumed to be units of an industrial village or town the building and management of which are under the control of a corporation, so that special conditions hold which do not apply to houses built and owned by individual miners. From this it is not to be inferred that the company-controlled town is the best system or the only one in vogue. The discussion of this side of the subject in all its phases is too involved to be included in this paper. One element in favor of the company-controlled town is its possible immediate responsiveness. Hence this assumption. Also the assumption is made that a-new isolated town is being built, and hence the selection of the site, the arrangement of the streets, and the situation of the houses are discussed before the house itself is treated, for one of the most important factors in obtaining an economical sanitary house is a well-selected town site. Many of the suggestions, however, may be applied in improving conditions in existing towns, in building new houses in old towns, or in repairing old houses. Emphasis must be laid on the fact that as a rule a mining village has a shorter life than a manufacturing town. Economy is emphasized frequently because the discussion is predi- cated upon the assumption that the miner himself is to pay for all that he gets. House rent will doubtless be expected to bring in a reasonable return on all money invested in streets, sidewalks, water supply, sewer system, and houses; in other words, the town is to be run on a business and not on a paternal or charitable basis. "Fair and reasonable" precludes, of course, the idea of excessive returns. Some companies do not consider it good policy to realize as high a rate of interest as an independent realty company would be war- ranted in realizing. Under some circumstances part of the town improvements might be charged as "expense of the industry," that is, to the consumer. The isolation of a mining town introduces a unique responsibility. As the miners are practically obliged to rent the company houses, the officials of the company ought to scrutinize all expenditures in- volved so that house rent may be reduced to a minimum. In a way the town builders are placed in the position of trustees. They deter- mine, within certain limits, what proportion of a man's wages shall be spent on house rent. This consideration should restrain fanciful and unnecessarily expensive building; the other extreme should like- wise be avoided. True economy should be distinguished from cheap- ness. Ugly, insanitary, uncomfortable shacks should not be built even if, because of their cheapness, there is a demand for them from tenants. The obligation of the industry to society as a whole as well us to the tenant ought to forbid this. A cheerful, strong, healthy, virile race will not rise out of the filth and squalor of cheap hovels. An insanitary environment often does its damage slowly and silently; vitiated air does not, like mine gas, announce its deadly work by an explosion. As Talbot⚫ says: Health depends in part on freedom from infection. The probability of obtain- ing that freedom will be greatly increased by maintaining the body at a high state of vigor, or "vitality," as it is popularly called. This implies the promo- tion of all agencies which have to do with the physical well-being as well as with the control of sources of infection. Many men realize that in building houses for their workmen they are invested with a peculiar responsibility that must be wielded wisely, and in large developments they call into consultation the land- scape architect, the sanitary engineer, and the building architect, as well as the mining engineer.

Investigations for safety of electrically operated mine equipment, safety lamps, and gas detectors are made at the Pittsburgh Experiment Station in accordance with published regulations termed "schedules." These schedules are revised from time to time, not only to keep in step with the progress of the industry, but also to permit much freedom of design as possible without lowering standards of safety. THIS REPORT give's the results of a study of the central and south parts of the Cushing oilfield, including a description of the geology, a review of the production history, and estimates of oil reserves available by secondary-recovery methods. Each of the major producing zones of the field is treated separately. The report, which is one of a long series of field studies the Bureau of Mines has conducted over the past 40 years, was prepared to aid operators to increase oil recovery and to help prevent underground waste in the Cushing field, in the State of Oklahoma, and in the United States. The geology and production history are presented not as a review of past behavior of the Cushing field but rather to interpret the possibilities for increased oil recovery by future development of this and similar areas. The field, which is in the northwest corner of Creek County, Okla., was discovered in 1912 and developed during 1913 and 1914. For several years it, was one of the most important areas producing high-grade crude oil in Oklahoma. Although some oil has been recovered from each of 10 separate reservoirs, nearly 98 percent of the total recovery of oil in the area studied was from 4 major producing formations (table 1). Uranium in situ leach mining has recently emerged as a viable alternative to conventional miring techniques. The cost implications of in situ mining are therefore of increasing interest to mining paracticioners as well as public officials. This report presents the results of an assessment of uranium in situ leach mining costs through the application of process engineering and discounted cash flow analysis procedures. A computerized wasting technique, termed a cost model, was developed through this effort to facilitate rapid cost analyses. Application of this cost model will generate mine life capital and operating costs as well as solve for economic production cost/lb. U308. Conversely rate of return may be determined subject to a known selling price. The data bases of the cost made! have been designed to reflect variations in Texas vs. Wyoming site applications. The results If applying the model under numerous ore deposit, operating, wellfield and extraction plant conditions for Texas and Wyoming are summarized in the report. Sensitivity analysis of changes in key project parameters have also been tested and reported.

Only a minimum amount of illumination is generally provided for many types of mobile surface mining equipment. This condition presents a hazard to operating personnel working on and around such equipment. To reduce this hazard MSHA has proposed safety regulations requiring minimum levels of illumination for hazardous zones on and in the immediate area surrounding surface mining equipment. This report describes a Bureau of Mines sponsored project demonstrating the feasibility and effectiveness of providing dragline illumination in compliance with the proposed MSHA regulations. A description of the computer aided design, on site installation and field evaluation of individual lighting systems for each of three different size draglines is presented

Reconnaissance investigations were made of 129 iron occurrences in Arizona to determine their extent, attitude, and potential; character samples were analyzed to determine their quality and impurities; and pioneer metallurgical investigations were made on character samples to present their metallurgical problems. Some factors influencing past and potential western iron markets are discussed. The location, features, qualities, extent, and potential of iron occurrences and some associative resources--limestone and dolomite, coal, petroleum and natural gas, power, and water are discussed. The most abundant iron minerals are magnetite and hematite. The higher grade deposits are extensive contact-metamorphic or pyrometasomatic replacements of calcareous Paleozoic to Proterozoic rocks associated with intrusives. Large low-grade deposits of great potential are present as Precambrian taconite, semitaconite-, and jaspilite-like iron formations of magnetite-hematite. Iron occurs also as low-grade concentrations of magnetite in extensive alluvial deposits. Nonferrous metallurgical slags, nearly 100 million tons, are considered a potential source of iron. Various accessory elements are associated with the iron minerals and these pose metallurgical and economic problems.

Tunnel driving is recognized as one of the most hazardous of occupations; this is a reflection of the high accident severity rates and resultant high compensation and similar costs in this industry. Most tunnels are driven by contractors who bid for the jobs, taking into consideration the prevailing industrial insurance rates at the time the bids are placed. After the bid is secured the contractor then attempts to complete the job at the minimum cost to himself. In a sense the accident-cost item is fixed for at least one year when a policy is secured. Time is generally an important factor not only for the contractor, but also for the insurance carrier and the assured. If the assured represents a private interest, the cost burden usually is ultimately placed on the general public which avails itself of the service contemplated; if the project is a governmental enterprise the cost burden unquestionably falls upon the general public involved and on the general tax payer. For these reasons it is of vital interest to the public that accidents not only be kept at a minimum as a humanitarian objective, but also because the accident-cost burden, too frequently not even realized and considered to the degree that it should be, can assume proportions that materially affect the cost of the enterprise. The basic industrial insurance rate for tunneling in California in 1932 contemplated an earned premium of 12.12 percent of the labor pay roll. The State has been particularly engaged in large construction enterprises, some of which involve high accident cost rates, notably structural-steel bridge building, which contemplates an earned premium of 19.65 percent of the labor pay roll. When this figure is compared with the much lower rates that apply to other industries it is apparent that a heavy toll in human wreckage is taken by such engineering projects, which must be viewed as monuments to human suffering as veil as to human achievement.

"The aggressive industrialization of America, the development of powered tools which generated massive amounts of respirable-sized dust particles, a latency period which may mask the relationship between exposure and development of disease, inadequate (or perhaps even careless) understanding of the relationship between dust exposure and disease, and respiratory protection which has later proven to be inadequate have resulted in a series of epidemics of silicosis which have caused the premature death of many workers.1-11 Emphasis on the regulatory control of dust levels in the workplace has greatly reduced the development of pneumoconiosis in the United States and in other developed as well as underdeveloped countries, yet the prevention of silicosis or coal workers' pneumoconiosis has not come close to being accomplished. Despite the public health perspective that pneumoconiosis arc totally preventable illnesses, there appears to be little evidence that this is the case.Cases of pneumoconiosis continue despite aggressive enforcement policies by regulatory agencies, attempts at dissemination of very readable materials aimed at workers and management 12.13 and respiratory dust exposure standards which are in place and appear, for the most part, protectivc.14- 16 It is more than frustrating for all parties associated with advocating workers' health to see reports of workers with aggressive silicosis. On another level, both the physician and the affected worker are helpless when a diagnosis of silicosis or coal workers' pneumoconiosis is made. Both realize that there is no proven way to affect the natural history of these progressive inflammatory and fibrotic processes. Neither is there any ""compassionate use"" therapy. What must be developed, at the very least, is a ""salvage therapy"" which has the potential to reverse, or at least dramatically lessen, the aggressive natural history of silicosis which develops over relatively short time periods. Because of the aggressive nature of silicosis (compared to coal workers' pneumoconiosis) attempting to develop a therapy for this illness should be a priority."

This Bureau of Mines report examines the percentage depletion allowance rate structure in relation to several criteria that are indicative of U.S. mineral import dependence. These criteria are the minerals considered as strategic and critical for stockpiling purposes, the ratio of reserves to forecast cumulative demand (1976-2000) for selected minerals, and the U.S. net import reliance as a percentage of apparent consumption (1978), also for selected minerals in general, it was Found that there does exist a direct, although not perfect, relationship between the percentage depletion allowance rates and the degree of import dependence as indicated by these three criteria. The higher percentage rates tend to he associated with those minerals for which the United States is, or will likely he, heavily dependent on foreign sources. In addition, a basic discussion of the mineral depletion allowance is provided, including numerical examples illustrating the computation of the allowance under several assumptions. Also, the percentage depletion allowance rates for individual minerals are tabulated.

At present the United States furnishes more than half of the world's requirements of borate materials, practically all from California. Nearly the entire production of borax in this country is under the control of four companies: The American Potash and Chemical Corporation, the Pacific Coast Borax Co., the West End Chemical Co., and the Western Borax Co.

One of the principal objectives of the Bureau of Mines program for developing super refractory materials is to obtain fundamental data on the physical properties of refractory oxides. This particular investigation obtained accurate thermal expansion coefficients for alpha alumina and evaluated, critically, those coefficients with other published values. High-temperature X-ray diffractometer measurements, by the Bureau, showed that alpha alumina expands anisotropically with expansion parallel to the c axis approximately 10 percent greater than parallel to the a axis. Thermal expansion characteristics of four different alumina samples were determined up to 1,200° C.; the results are presented in both tabular and graphical form. The combined random and systematic errors in the measurements are considered less than 3 percent above 500° C, and approximately 2 percent at 1,000° C. No differences in expansion were observed between the samples or between the heating or cooling cycles.

The Bureau of Mines evaluated synthetic fluorspar as a substitute for natural fluorspar flux in basic cupola ironmaking. The synthetic fluor-spars tested were prepared from waste fluosilicic acid generated during the processing of fluorapatite ore. The cupola trials showed the synthetic products to be the equivalent of natural fluorspar from an operational standpoint. However, wet scrubber sampling showed that substantial losses of volatilized fluorine occurred from the cupola during operation. The losses during synthetic fluorspar trials considerably exceeded those from natural fluorspar trials. Laboratory viscosity testing, using a high-temperature rotational viscometer, confirmed this finding and indicated that fluorspar volatility in slags is related to slag basicity. Synthetic fluorspar is accordingly recommended more for highly basic cupola operation (>1.3 basicity) than for neutral or acid operation, because of the increased potential for pollution and baghouse filter detezioration"

This Bureau of Mines report presents results from experimental studies on wood crib fires in an intermediate-scale fire tunnel. Gas concentrations, smoke particle characteristics, heat release rates, and ventilation rates were determined. These measurements form a data base for wood, which can be used with previous analyses for coal and future studies of other mine combustibles, to comprehend the potential hazards of these materials in underground mine fires. A knowledge of the combustion products emitted from these materials will benefit fire detection and control. Results show the changes in burning rate and heat release rate produced by different crib configurations and ventilation rates. Also included are the effects that the burning rate has on smoke characteristics and gas production.

The recovery or partial recovery of the oil remaining in oil sands after the usual methods of production have become unprofitable is perhaps the greatest problem in the petroleum industry today. The amount of this oil remaining in the sand is variously estimated by those familiar with the subject to be 25 to 90 per cent of the original content.2 Lewis3 states, "The estimate of 80 to 90 per cent of the oil left underground does not seem incredible."

To control the formation of acid drainage at its source, the Bureau of Mines has investigated the role of iron-oxidizing bacteria in the oxidation of pyrite. In laboratory tests, it was determined that Thio-bacillus ferrooxidans could be controlled in coal refuse using anionic surfactants, with an associated decrease in acid production of about 75 pet. Based on these results, large-scale tests were conducted at an 8-acre active coal refuse area in northern West Virginia and an 11-acre inactive refuse pile in southern West Virginia. Acid production was decreased 60 to 95 pet for 4 to 5 months after application of 55 gal/ acre of 30-pct sodium lauryl sulfate solution. To date, effluent surfactant concentrations have been extremely low. Either a hydroseeder or a road-watering truck can be used to apply the surfactant. Since the surfactant solution must reach the pyritic material to be effective, sites that have been reclaimed are generally not amenable to these procedures. A simple laboratory test is described that provides an estimate of adsorption potential; this can be used to calculate a safe application rate.
