During the fiscal year ended September 30, 1932, there were 27 fatalities in the coal mines of Indiana. Four of this number occurred in small mines employing less than 10 men, over which the State Inspection Department has no jurisdiction. In addition to these coal mine fatalities, an explosives accident in a clay mine resulted fatally to one man. Tables 1 and 2, which follow, list the fatalities as to cause and occupation. The heats of formation of lithium chloride and lithium oxalate were determined with the aid of a Bureau-developed, glass Dewar-type solution calorimeter which uses thermistors as its temperature sensing element. Values obtained at 298.15° K were -98.38 ± 0.54 kcal/mole for lithium chloride and -329.02 ± 0.79 kcal/mole for lithium oxalate, using graphite as the standard state for carbon.

In the course of its investigations of the fuel resources in the United States and of the methods by which these resources could be utilized with greatest efficiency, the United States Geological Survey tested a great variety of coals and lignites as gas-producer fuel. Early in these testa it was found that many factors controlling the formation of gas in the generating chamber of the producer and, consequently, having a direct bearing on the management of producer-gas plants, were not as well understood as they should be. The Geological Survey therefore took up a detailed investigation of the chemical and physical processes that take place in the producer, keeping in view not only the possibility of increasing the efficiency of the producer as a source of energy, and the ensuing benefits to the public of cheaper power and greater utilization of low-grade fuels, but also the application of the results to the problems of boiler-furnace operations. - The Bureau of Mines, to which the testing and analyzing of fuels as carried on by the United States Geological Survey has been transferred, is continuing producer-gas investigations at the testing station at Pittsburg, Pa. Results of the gas-producer tests a made at the coal-testing plant erected at St. Louis, Mo., and of a study of some of the problems° that came up in the tests have been published by the Geological Survey. Results of the tests made at Norfolk, Va., and Pittsburg, Pa., and of further studies of particular problems, will be published by the Bureau of Mines. In the gas producer solid fuel is transformed into more readily combustible gaseous fuel. The transformation is relatively slow and consists of several processes: 1. The distillation of the volatile hydrocarbons from the freshly fired fuel at relatively low temperatures. 2. The combustion of the fuel by its combining with the oxygen of the air forming carbon dioxide (COO. 3. The formation of carbon monoxide (CO) and hydrogen (11 3), the essential constituents of producer gas, in accordance with the equations:

"Simple systematic accounting that adequately records all transactions has long been regarded as essential to the welfare of any business enterprise. Some of the defects that detract from the prosperity of the slate industry are attributable to a lack of effectiveness in cost keeping. This condition has prompted the United States Bureau of Mines to make a detailed study of accounting methods for the slate industry, and to present for consideration a system of accounts, which it is believed would enable the industry to attain more economical management and operation if accepted by a fair proportion of its important units.The method of accounting presented herein has been worked out with the assistance of leading slate producers and the recommendation are tentative and are submitted in this form as a means of developing constructive criticism. Believing that cooperative effort in this, as in many other problems, will bring the most enduring benefits to the industry as a whole, the writer urges that the most earnest consideration be given to this vital problem now facing the slate industry.Grateful acknowledgment is made of the helpful assistance rendered by R. E. Eckert of the accounting firm of Eckert, Degan, and Palmer of Easton, Pa., in compiling the charts and the explanatory text. He has brought to this work a wide knowledge of accountancy, supplemented by a background of direct contact with the slate industry, and his presence at the various conferences has been of great advantage in clearing up difficulties. Five watersheds, ranging in size from 29 to 49 acres, were selected in East-Central Ohio to investigate the hydrologic and water quality conditions occurring before, during, and after surface mining. Four of the watersheds will undergo surface mining, involving either the Number 6, 9, 11, or 8 coal seams, and one watershed having an outcrop of the Number 6 coal will be operated as a control watershed. To determine the premining hydrologic and water quality conditions (Phase 1), physical information was obtained for each watershed and instrumentation was installed for obtaining hydrologic data and water quality samples. In addition to topographic maps, soils and vegetation maps were prepared. Stratigraphic columns were developed from geologic cores; networks of observation wells and of soil moisture access tubes were installed; and weather stations were established to measure temperature, humidity, wind and solar radiation, and to collect precipi¬tation samples. Field data were collected over a 10-month period for one watershed and for about 8 months on another watershed before surface mining began. The other watersheds continued in the premining data phase. These data were for precipitation, temperature, relative humidity, wind speed, solar radiation, snow and frozen soil, soil moisture, infiltration (rainfall simulator), spring discharge, runoff from watersheds, and ground-water levels. Also, samples of runoff and ground water were obtained for chemical analyses and additional samples of runoff were acquired for suspended sediment load determinations. Over the study period, precipitation was not very representative of the long term averages, but data are available from the control watershed for a representative 7 year period which should prove invaluable in modeling the hydrology of the project watersheds for the premined conditions. Spring discharges (before mining) from the upper aquifer of two of the watersheds averaged only 508 and 652 gallons daily. The proportion of precipitation occurring as surface runoff from the large watersheds ranged from 8 to 36 percent and the peak discharges from 5.86 to 81.95 cfs. Base-flow and runoff water samples from four of the watersheds (unmined conditions) were collected and analyzed quantitatively for 39 water quality parameters. Monthly precipitation samples sediment fractions of the base flow and runoff were analyzed for 22 and 17 parameters, respectively. The average concentrations of the water quality parameters for the watersheds (unmined), except for suspended solids, were as low or lower than the EPA recommended maximum allowable concentrations in drinking water. Several parameters in precipitation equaled or exceeded the levels of corresponding parameters in runoff water. The average concentration of suspended solids in storm runoff ranged from 118 to 1110 mg/l, and for base flow the range was from 44 to 247 mg/l; the higher concentrations were associated with the watersheds exhibiting the greatest disturbance. Iron ranged from an average of less than 3 µg/1 to 228 µg/1. Manganese ranged from less than 41 µg/1 to 334 µg/I. Ground-water systems (unmined condition) are described for the five project watersheds. Each watershed was found to have two major perched aquifers within the top 250 feet. Generally, these perched aquifers involve local flow systems, though flow across watershed boundaries in some areas. Recharge is mostly from local precipitation and discharge is mostly as spring flow, base flow, evapotranspiration, and leakage through the underlying confining bed. Shallow ground water was commonly of the calcium bicarbonate type. Although dissolved-solids concentration was generally 200 to 600 mg/1, brackish or salty ground water was present in several areas. A composite hydrologic model for the project watersheds will consist of separate ground-water, unsaturated flow, overland flow, and evapotranspiration component models. The ground-water model (a modified quasi-three--dimensional U. S. Geological Survey model) operates on a grid network and the newly formulated unsaturated flow model was divided into overlying prismatic elements for numerical solutions. The unsaturated flow model includes provision for incorporating the evapotranspiration model. An available distributed kinemetic overland flow model was utilized. An analyses was made of one of the costs of reclaiming coal mines; the legal and administrative costs of complying with legislation. Such costs borne by coal companies under the Ohio law are thought to be a surrogate of these costs under the new Federal law. Regression analyses were used to relate the legal and administrative costs to acres in the permit and the tonnage of coal produced.

The quarrying and related industries of the United States improved their safety record in 1938 by reducing their accident-frequency rate to a lower acid more favorable position than it has occupied at any time except 1935 since comparable accident statistics became available in 1916. The rates for 1935 and 1938 were identical. The number of men employed in 1938, although smaller than in 1936 and 1937, was larger than in any other year since 1930. Volume of employment, as measured by the number of man-hours worked in the industry as a; whole, likewise was larger than in any year since 1930 except 1936 and 1937. Reports from operating companies to the Bureau of Mines, United States Department of the Interior, showed that 77,497 men were employed in 1938, a decrease of 6,597 compared with 1937. This figure represents the average number of employees for the period during which the quarries and plants were active during the year, which in 1938 averaged 223 workdays per employee compared with 241 in 1937. A total of 17.3 million man-days or 133.8 million man-hours of work was shown for the industry as a whole, which indicated a weighted average of 7.75 hours per man-shift. Reports for 1937 showed a total of 158.3 million man-hours for the entire industry and an average workday of 7.81 hours. Accidents resulted in the death of 82 employees, 5 more than in 1937, and in 5,027 nonfatal injuries involving disability for more than the remainder of the day on which the injuries were received. The number of nonfatal injuries was 1,321 less than in 1937. As the number of deaths and injuries was reduced more, proportionately, than man-hours of employment, the accident-frequency rate per million man-hours of work declined, the rate for 1938 being 38.19 compared with 40.59 for 1937. In other words, accident occurrence to the average employee was 6 percent more favorable in 1938 than in 1937 on the basis of actual number of accidents and actual number of man-hours worked during the 2 years.

A new prototype ionization-attachment fire detector was developed by the Bureau of Mines for detecting combustion-generated submicrometer particulates. It is much more sensitive than the conventional ionization smoke detector, and it has the following added features: 1. A primary charging current of unipolar air ions is generated by a gold-coated, radioactive center electrode of a cylindrical diode. 2. Submicrometer particulates are flowed axially through the unipolar cloud where they acquire charge. The charged particles impinge upon a third electrode, located downstream, resulting in a current which is directly proportional to the particulate concentration. 3. Additional electrodes analyze the particulates in terms of their mobility and thus determine their size distribution. 4. A filter and cyclone assembly protect the ionization chamber against ambient dust. An analysis of conventional ionization smoke detector performance is also presented in terms of source strength, chamber geometry, and applied potential.

USBM Contract H0133045 consists of the design, build and test of 50 waveform generators. The waveform generator is a small ULF transmitter operating in the 1 to 3 KHz frequency range for the purpose of locating trapped miners during a mine disaster. This contract provided for the design, test, and building of 50 waveform generators using a discrete component construction with an option of using hybrid construction techniques within 105 days after the effective date of the contract. Because of large quantity economic considerations, this option was not initiated. Two engineering models were designed, constructed and tested and 50 final production units were fabricated using discrete construction. Complete documentation is supplied under a separate package which includes final schematics, parts list, layout information, equipment specification, production test procedures and qualification test procedures. Ten units have been delivered to the USBM. The remaining 40 units are being retained for packaging under contract H0242010 Transmitter Package and Receivers. A great deal of experience has been gained as a result of this contract. A final discrete potted printed circuit configuration has been arrived at that is now ready for field testing. After field testing, any desired changes should be incorporated into a final design. However, as a result of the current experience gained building and testing the production units, this printed circuit package together with potting procedure could be improved to reduce future costs. For example, the printed circuit board could be increased in size by 0.125 to 0.2 inches and all components could be mounted directly to the board eliminating costly hand stacking of components. This Information Circular , one of a series published by the Bureau of Mines , reports on the methods and costs of mining and concentrating zinclead ore at the Highland Surprise mine in the Pine Creek area of the Coeur d'Alene region of Idaho . The mine is owned and operated by the Highland Surprise Consolidated Mining Co. , which supervises operations of the Nevada Stewart group of claims , which is adjacent on the northwest . These properties are at the extreme eastern end of a zone of fracturing that strikes northwest across the Pine Creek area . In fractures along this zone are the principal Pine Creek mines ; these are the Highland Surprise , Nevada Stewart , Sidney , Denver , V and Idaho , Liberal King , and Northern Light . Country rock at the Highland Surprise is argillite of the Prichard formation (Belt series ) . Fracturing has permitted the movement of mineral- izing agents that have replaced adjacent walls and crushed country rock with sulfides . Ore minerals are sphalerite and galena with accessory pyrite , chalcopyrite , pyrrhotite , and siderite . Three principal ore shoots were found on the Highland Surprise property . The Highland ore shoot was mined from outcrop to the 400 level . The Surprise ore body has been developed to a depth of 1,400 feet on the dip of the vein . The outcrop of the Surprise ore shoot was 150 feet long and 2 to 4 feet thick ; on the 1,150 ( lowest ) level , the ore shoot is 320 feet long and 10 to 17 feet thick , with good zinc content . Surprise ore shoot No. 2 occurs 250 feet west of No. 1 and has been mined from the 500 to the 1,000 level . From 353,000 tons of ore mined between 1910 and 1948 , the property has a recorded production of 256,000 ounces of silver , 7,500 tons of lead , 24,000 tons of zinc , and 412 tons of copper . Both shrinkage and cut and fill stoping methods are used at the Highland Surprise , but shrinkage is unsuitable for mining below the 700 level , because faulting has weakened the walls . Development of the Surprise ore , as well as exploration laterally and along the strike , is prosecuted steadily . A prospect heading is being pushed westward toward Nevada Stewart ground from the 700 level . The mill has a rated capacity of 275 tons per day and operates near capacity . Selective flotation makes zinc concentrate that is shipped to the Anaconda smelter and lead concentrate that is trucked to the Bunker Hill smelter at Kellogg .

Part 2 gives short abstracts of publications that appeared during fiscal year 1964; in general; the research reported in these publications antedates the report period. Part 3 describes a short-term investigation into safety problems associated with shipping of molten sulfur; this investigation is not at present destined for publication elsewhere.

The Bureau of Mines conducted a series of tests to evaluate the effectiveness of mixing a compressed-air-generated foam with dried whole-grain silica sand to suppress dust in minerals processing plants. Dust at downstream transfer points was monitored with personal gravimetric samplers and with Real-Time Aerosol Monitors (RAM's) that were connected to strip' chart recorders. Results showed dust reductions of 80 to 90 pct on three separate occasions at two different plants. The mechanism by which foam suppresses dust is discussed, as are the constraints on the use of foam, which may include incompatibility of the foam with the mineral product, difficulty in controlling the foam generator, and cost.

The U.S. Bureau of Mines (USBM) has developed a computerized commodity flow model for strategic and critical materials This flow model is generic and applicable to most commodities and amenable to updating supply, demand, and/or production data change. The original model, with slight modifications, was used to track the flow of chromium. This report follows the flow of chromium through its metallurgical, chemical, and refractory applications, and highlights areas where significant losses occur because of downgrading, export, or disposal. The study indicates that materials containing 451,769 mt of chromium were consumed, including 99,221 mt of chromium from recycling, Chromium losses from all causes in 1989 were estimated to be 345,347 mt from a variety of areas. These areas and their chromium losses are as follows: processing losses, 38,825 mt; processing-downgraded scrap, 18,227 mt; manufacturing losses, 18,128 mt; manufacturing-downgraded scrap, 56,595 mt; prompt scrap exported, 1,531 mt; obsolete scrap exported, 43,443 mt; recovery losses, 155,529 mt; and recycling losses, 13,069 mt. Recycled chromium-containing material accounted for 22 pct of the apparent consumption of chromium in 1989.

The frequency of mine fires during recent years, with an apparent increase in recent months, has focused attention on the necessity of reducing this hazard by every means possible. Investigation reports are available on 51 mine fires of electrical origin between August 15, 1949, and August 16, 1954. Nine other fires in the same period were suspected as being of electrical origin. Every mine fire is a potential hazard to underground workmen; it is remarkable that only six lives were lost as a result of these fires, since the injury list was very high. Modern mining methods, with increased power demands and extended distribution systems underground, involve greater electrical hazards and possibilities of costly production delays as a result of inadequate electrical service. Improvements in electric-power-distribution facilities in many underground coal mines is desirable. The purpose of this paper is to show the need for this improvement as revealed by studies and investigations of electric-power-distribution systems representative of those in a large number of coal mines.

Not since complete records of accidents first became available has the safety record of the quarrying and related industries of the United States been as favorable as it was in 1940. The combined accident-frequency rate was lower and therefore better than in any year since 1916, the first year for which complete and comparable figures are available. Although operating companies began to furnish accident reports to the Bureau of Mines in 1911, the reports for that year and the next few years were obviously incomplete as to number of accidents reported, especially slight injuries involving only 1 or 2 days of disability of the injured employees. By 1916 the reports from operating companies appeared to be reliable as to completeness of coverage of slight injuries. Although the number of men employed in 1940 was by no means a record, it represented a gain over each of the 2 preceding years. Likewise, the number of man-hours worked during 1940 was larger than in 1938 and 1939.

This information circular documents the status of a laser-based guidance system to track and control the tramming maneuvers of a continuous mining machine. The work is part of a multiple project effort at the U.S. Bureau of Mines to develop technology for computer-assisted mining systems. The system includes stationary offboard laser-scanning sensors that report the angular coordinates of retroreflective targets on the mining machine. A microcomputer system processes the angular coordinates, determines position and heading, handles requests for data, and controls tram maneuvers of a continuous mining machine. This report describes the hardware for the sensor and computer systems and the software algorithms for continuous miner position and heading determination, closed-loop tramming, and data request handling. Improvements made to the system since previous documentation include the rewriting of the software on a stand-alone real-time microcomputer system, the implementation of real-time programming techniques, the use of a new version of the laser sensor, and the design and development of explosion-proof enclosures for the lasers and corresponding power supply.

This Bureau of Mines report summarizes the development of a protective operator compartment for a new generation thin-seam mobile bridge carrier. The developed compartment is commercially available and is currently employed on approximately 15 bridge carriers used in the mining industry. The design of the compartment, which employed human factors engineering and small- and full-scale mockup models, is fully described. Details of the compartment's fabrication, evaluation, and demonstration in a commercial low-seam coal mine are also provided.

Problem: The National Institute for Occupational Safety and Health's [NIOSH] National Occupational Research Agenda (DHHS Publication No. 96 115) reports that approximately 50% of miners will experience hearing loss by age 50, compared to only 9% of the general population. The present investigation examines three antecedents believed to be associated with miner's use of hearing protection. Method: A posttest delayed posttest control group field research design was employed to assess antecedents toward wearing hearing protection. Results: Following the initial posttest, miners' attitudes and subjective norms were antecedents to intentions to wear hearing protection devices. Also, intentions toward wearing hearing protection predicted hearing protection behaviors. Approximately six weeks later, miners' attitudes and perceived behavioral control were each significant predictors of intentions to wear hearing protection and again, intentions were positively associated with hearing protection behaviors. Impact on Industry: Our results indicate that appeals to normative influences may be the most effective antecedent to employ when persuading coal miners to wear hearing protection. However, messages designed to impact attitudes and perceived behavioral control were also effective.

The Bureau of Mines (BOM) has begun a project to increase the understanding of the relationships between ecosystem health and its functions, and minerals development. The BOM, Juneau Branch, Alaska Field Operations Center, is providing support for ecosystem based land-management decision-making and the development of ecosystem based regulations by documenting the effects of mining on ecosystems and demonstrating the tools used to assess and analyze those effects. This is done by reviewing the data available on ecosystems and the environment at a mining site, the Greens Creek Mine near Juneau, Alaska, and applying available Geographic Information System modeling tools to assess the impacts of the mine on components of the pristine ecosystem. Habitat Capability Models for wildlife indicator species are used in this examination. Wildlife indicator species are used as indicators of ecosystem health by the U.S. Forest Service and the Alaska Department of Fish and Game, who developed these models for southeast Alaska. Analysis techniques from the U.S. Fish and Wildlife Service's Habitat Evaluation Procedures (HEP) are also used in this report. By applying available models and analytical techniques to the Greens Creek area, the benefits gained through mitigation of potential impacts become apparent. These or similar techniques are useful for cost/benefit analysis of mitigation alternatives. Also apparent from this analysis is that the degree to which potential impacts are observable will depend upon the ecosystem scale considered. This demonstrates the importance of defining the ecosystem and scale before performing impact and cost/benefit analysis. The watershed scale is found to be useful for assessing impacts to ecosystem components at the Greens Creek Mine. Much progress remains to be made in the modeling and prediction of impacts to ecosystems from mining activity.

The Federal Bureau of Mines participated with the National Aeronautics and Space Administration and Martin Marietta Aerospace in developing, building, and testing a portable X-ray fluorescence spectrometer for use as an analyzer in mineral-resource investigative work. The prototype battery-powered spectrometer, measuring I1 by 12 by 5 inches and weighing only about 15 pounds, was designed specifically for field use. The spectrometer has two gas-proportional counters and two radioactive sources, 109Cd and 55Fe. Preliminary field and laboratory tests on rock specimens and rock pulps have demonstrated the capability of the spectrometer to detect 33 elements, to date. Characteristics of the system present some limitations, however, and further improvements are recommended.
