This paper describing the mining methods of the Inspiration Consolidated Copper Co. is one of a series being prepared by the Bureau of Mines on mining methods and costs in various mining districts of the United States. The story of mining at Inspiration is of particular interest because, after 127,812,000 tons of low-grade copper ore were successfully mined, the mining method was changed from block caving to open-pit. As the open pit became deeper, many features of the former block-caving operation that were exposed elucidated concepts of the mechanics of caving that previously had been assumed but not observed. The conversion to open-pit mining was accomplished by unique combinations of equipment and the introduction of ingenious engineering and operating practices that have extended the expected life of the mine for many years.

The STATE MINERAL SUMMARIES publication provides estimated data and summaries of mineral activities at the State level for 1989. Most of the estimates are based on nine months data. These summaries have been prepared in cooperation with State geological surveys or related agencies. Individual State summaries are published separately as State Mineral Industry Surveys and copies can be obtained from the appropriate State Activities field office.

THE INVESTIGATION was carried out in three stages, depending on the objectives of the work and the kind of equipment used. The first stage involved testing of 11 representative Alabama coals, the source of which is given in table 1. The objective was to find whether these coals could be gasified raw by the Lurgi method, and the equipment used was a 4-inch batch generator (to be described later). This generator proved too small and difficult to control to provide adequate amounts of products under continuous operating conditions for testing. For the second stage, a 6-inch batch generator was used, which was provided with facilities for superheating the steam-oxygen mixture and for synthesizing additional methane from the residual carbon monoxide and hydrogen in the primary Lurgi gas. Selected Alabama coals, Pittsburgh-bed coal from West Virginia, "Disco," and anthracite were used. For the third stage of the work, a continuous generator of 1 square foot grate area, following closely the design of the industrial generators operated in Germany, was provided. This generator was designed by 0. Hubmann, engineer for the Lurgi company, and was expected to give results closely simulating industrial-scale apparatus. The purpose of this equipment was to test prepared materials shown to operate smoothly in the 6-inch generator under conditions approximating as nearly as possible those prevailing in industrial practice. Work of the first stage showed that Alabama coals could not be used in the Lurgi process without first destroying the coking power.

Surface mining and reclamation of a southeastern Ohio site with sandstone-shale overburden resulted in (as compared to premining levels): 1) runoff volumes and peak rates that increased by a factor of from 2 to 10 during mining and after reclamation, 2) destruction of the "aquifer" perched on the underclay of the mined coal bed and gradual, but, as yet incomplete redevelopment of this aquifer after reclamation, 3) no immediate effect on another, lower perched "aquifer", 4) up to 100 times greater sediment concentrations in runoff. Results were influenced by increasing annual precipitation amounts through the period of record; 1978, 1979, and 1980 (postreclamation years) experienced precipitation amounts approaching or exceeding long-term normalcy for the area. Part of the reason that the site produced more runoff after reclamation than before mining is that the premine condition was one of an open, porous soil under woodland, while the postreclamation condition was one of a compacted, bulldozed soil. Sediment concentration results were influenced by failure of the postreclamation erosion control system and by a series of detention reservoirs above the stream monitoring station.

The value of domestic raw nonfuel mineral output in 1985 was estimated at $23.7 billion, 2% above the 1984 value of $23.1 billion. This crude mineral output was the basis for approximately $244 billion worth of processed materials of mineral origin. [ ] A U.S. company permanently closed its alumina plant in St. Croix, U.S. Virgin Islands, reducing domestic alumina capacity by 10%. Another U.S. company sold its 26% interest in an alumina plant in Jamaica to its two U.S. partners. On completion of the purchase agreement, the two remaining partners promptly closed the plant for an indefinite period, citing a world oversupply of alumina and unacceptably low prices.

Through education, investigations, and studies and an expanded coal- mino inspection program the Bureau continued to dischargo the responsibility placed on it by Congress 39 years ago for promoting safety and health in the mineral industries. Although much still remains to be dono, definite progress was made in combating physical and psychological hazards in mines and plants. Accident-prevention cours os for coal-mine supervisory officials and special courses for coal-mine safety committeeman were inaugurated. First- aid, mine rescue, and other safety training was conducted for those engaged in all branches of the mineral industries. Assistance was given in recovery work after mine explosions and fires. Studies to reduce the danger of roof falls, the greatest single cause of fatal mine accidents, resulted in the development and adoption of new coal-mine roof-support techniques. Knowledge of the explosion and health hazards of mine and plant dusts and ways of pre-. venting them were advanced. Electrical equipment was tested for safety of operation in gassy coal mines, and emergency mine communications apparatus was developed and tested. More progress was made in the study of controlling flood waters that threaten life and property in the Pennsylvania anthracite region. More coal-mine inspections were made than in any previous year, and an impressive number of improvements resulted from the Federal inspectors' recommendations, even though many of them went unheeded. A program of con- trolling fires in inactive coal deposits on the public domain and private property was instituted during the year.

The U.S. Bureau of Mines contracted a study to determine the feasibility of water diversion and overburden dewatering for underground coal mines in the Appalachian Region. All relevant published literature pertaining to the occurrence and control of surface and groundwater in underground coal mines was reviewed and organized into a bibliography. The impacts of mine water with respect to health and safety, production, environment, and costs were assessed. Sources of water inflow into underground mines were described. A summary description and evaluation of techniques that can be used to reduce the amount of water entering underground coal mines was prepared. A review of engineering practices currently used by operating coal mines in the Appalachian region to prevent the movement of ground and surface water into active coal workings was conducted. Major emphasis was placed on the identification of the geologic and hydrologic con¬dition of the site, onsite inspection of the methods used and an evaluation of their technical and cost effectiveness.

All technical facilities of the Bureau of Mines have been geared for more efficient use and conservation of mining equipment, developing plans for safety, improving the quality of coal through better methods of preparation, studying the problems of coal storage and utilization, and extending the uses of coal5/ for the war and postwar economy. The Bureau is now analyzing all of the coal purchased by the Army and much of that required by the Navy. Work on boiler feed water was doubled over last year to meet the increased demand made by the War Department for protecting vital boiler plants in many new camps and defense plants. Progress has been made in safely storing coal to reduce dangers of spontaneous ignition to a minimum and to preserve coking power. Mixtures of oil and coal to be used as a substitute fuel have been investigated. This report is submitted in accordance with the provisions of the Synthetic Liquid Fuels Act of April 5, 1944 (30 U.S.C. 321-325, as amended), which require that: "The Secretary of the Interior shall render to Congress on or before the first day of January of each year a report on all operations under this Act." Owing to the broad scope of the content and the diversity of interests represented, the Annual Report for 1953 has been divided into two separate publications. Each has been published by the Bureau of Mines as a Report of Investigations, and the respective titles follow: R. I. 5043, Part I - Oil From Coal. R. I. 5044, Part II - Oil From Oil Shale. Identical in each report, the introduction summarizes research progress made in 1953 under the entire Synthetic Liquid Fuels program. A free copy of each of these publications may be obtained by a written request to the Bureau of Mines, Publications Distribution Section, 4800 Forbes Street, Pittsburgh 13, Pa. The R. A 3-month study in 1971 of the Essen Roof Support and Rock Mechanics Research Center's program of roof and support evaluation included 25 mine trips. German miners must adopt mining methods and environmental control measures involving methane drainage and water infusion to improve productivity under severe natural conditions. Pressing problems in ground control must be solved such as cavities in front and above the supports at longwall faces and excessive convergence in gate roads. The Center developed automatic data processing methods to quantify the results of roof and support surveys and to establish criteria. Another approach to ground control is the study of mine models. The Center's laboratory has the facilities to test elements of powered roof support and whole assembled units. Face automation and roof control by powered shields are novel developments that are under close scrutiny in the field as well as in the laboratory. Though the Essen Center's roof and support evaluation techniques are tailored to the needs of the coal mining industry of the Federal Republic of Germany under conditions vastly different from those in the United States, some application may be found here, for instance, monitoring faces and roadways and preventive maintenance of hydraulic systems.

One phase of Bureau of Mines work in health and safety, is promotion of the use of safe, satisfactory, and reliable respiratory protective devices. To insure that such devices will be available, the Bureau has established schedules of minimum requirements for self-contained breathing apparatus,3/ gas masks, supplied-air respirators (hose masks, air-line respirators, and abrasive blasting helmets, hoods, or masks),2 dispersoid (dust, fume, and mist) respirators, and nonemergency gas respirators (chemical cartridge respirators). Approval tests of self-contained breathing apparatus are conducted by the Safety Branch, approval tests of other types of respira- tory protective equipment are conducted by the Health Branch, These branches are in the Health and Safety Division.

"INTRODUCTION Shaft mines, coal and noncoal alike, have a common hoisting problem that remains largely unsolved - how to obtain a mechanical device that will suspend a cage or skip in a mine shaft if the hoisting rope should break or become detached from the cage or skip and that will function effectively under all conditions of service. Safety catches, or safety dogs, as they are commonly named, are installed on nearly all mine cages and many skips operating in American mines, but often, if the hoisting rope breaks, the cage or skip falls to the bottom of the shaft in spite of safety devices, causing much property damage and often fatalities.Available information relative to safety catches for mine cages and skips, desirable characteristics of safety catches and methods of testing safety catches to determine whether they are functioning correctly has been assembled in this publication for the convenience of those responsible for the safe operation of mine cages end skips and, more particularly, to focus attention on the need for a device that actually will stop and suspend a falling cage or skip under all conditions of use and do it without killing or maiming the occupants."

This Kaiser Engineers report on the feasibility of surface mining on the North Slope of Alaska has considered the quantity and quality of the North Slope deposits with attention paid to the economic, technical, and environmental constraints of the mining systems suggested for the three candidate minesites at Kukpowruk River, Elusive Creek, and Kuk River. Site selection, based on coal rank and quality as well as seam thickness and geometry, also considered demonstrated and hypothetical reserves relative to three mining systems (dragline, shovel, dragline and shovel), mining equipment requirements, infrastructure, and transportation relative to the Arctic environment and costed for potential markets. Throughout the report the delicate permafrost environment has received particular consideration. Recommendations based on the technical, economic, and environmental feasibility of mining the coal deposits of Northern Alaska by surface mining techniques have resulted in two conclusions: 1. The coal deposits can be mined with currently available technology; 2. It is uneconomic to mine these coals given current coal resource estimates, costs, and market conditions. The details of a three-phase study (total time period of 12 months) entitled ?Fire Alert Systems for Metal and Non-Metal Mines,? are presented. Phase 1 consists of a state of the art survey on fire detection devices and gas sensing techniques. Phases 2 and 3 include laboratory screening and systems concepts testing on various detectors classified as products of combustion, optical view-field and contact (or thermal) types under incipient and flaming combustion conditions. Recommendations for a mine fire detection system to protect shaft, sealed off or mined out (from spontaneous combustion of sulfide containing ores and cellulosic materials), and fuel storage areas are also included. me principal problem area noted during Phase 1 study is the high expected occurrence of false alarming of products of combustion detectors (POC") subjected to normal mining operations---diesel vehicles and equipment and shot firing or blasting operations. Simultaneous gas sensing of either the ratio of CO/NOx or CO2/NOx with detection of one or more fire signatures (smoke, radiant energy, or heat sensing) is the recommended approach to discriminate against these operations.

The United States has not begun commercial operations to tap its largest poten-tial sources of oil supply - oil shale and coal. The reason is that domestic petrol-eum has been plentiful in the past and liquid products probably could be produced from it at the lowest cost. In view of the ever-increasing need for petroleum in the United States, the critical international situation threatening foreign supplies, the growing demands for steel, and the heavy costs to industry of constantly discovering and developing new oil fields, it is believed that the prompt development of a synthetic fuel industry based on oil shale and coal is not only requisite to safeguard our oil supply but is an economically sound course for the foreseeable future. To neglect its development is to close our eyes and minds to our own resources at a time when they are needed critically. It also is apparent now that neither the Government nor industry would be taking any considerable economic risk in starting the initial plants, especially as measured against their potential value in meeting critical oil and chemical demands and in building a new industry in the West.

Gold mining is a subject that not only appeals to the popular imagination but has vital importance to the world's economic structure. However, a discussion of the use of gold as a medium of exchange, and a basis for credit between nations and for monetary systems is not within the scope of this paper. The importance of gold in carrying on the commerce of the world, the present supply and rate of production, the probable trend of future production, the probable future requirements, and related subjects have recently received much attention from bankers and economists, and many articles on these subjects have been published. During slack periods of base-metal production due to falling prices, accompanied by scaling down of base-metal mining operations and often by the closing down of at least some mines, there usually result revival of interest in gold mining, search for previously undiscovered deposits, and reopening of some old gold mines.

The mine surveillance and communication system hereafter described provides continuous local and remote monitoring of several parameters critical to normal mine operation at each of ten underground sites in the Bruceton Research Mine. The techniques employed are well proven and have been care-fully chosen to provide the best solution to the technical problems involved while giving special attention to economic considerations.
