The conventional gallery test used by the Bureau of Mines Explosives Testing Station and corresponding establishments in other countries to establish the permissibility of explosives serves principally to differentiate the relatively safe explosive from the positively unsafe one. It has been recognized for many years that a more definitive test is needed to measure the relative incendivity to firedamp of explosives and explosive devices. A new method - the oxygen-value test - for measuring this incendivlty quantitatively has been devised and is being tested at Bruceton, Pa. To date, this testing bas been limited mainly to straight nitroglycerin dynamites. It is planned to study application of the method to permissible explosives in the near future. These results will be reported later. In the present report, permissible explosives will not be considered specifically.

The Bureau of Mines studied coking rates of a special Columbia - Geneva six - coal blend to establish the effect of the coking rate on coke properties . The tests were conducted in a 500 - lb , 14 - in experimental slot oven at essentially constant conditions of blend composition , size distribution , surface moisture content , and bulk density . The coking rate was varied as a function of oven flue temperature . Coking rates within the range of 0.56 to 1.35 in/hr were achieved . Increase in the coking rate decreased the size of the coke . The stability factor of the coke showed no significant change with coking rate until coking rates greater than 1.0 in/hr were reached , after which a decrease in the stability factor was observed . The apparent specific gravity increased to a maximum value at coking rates approaching 1.1 in/hr and decreased sharply with further increase in the coking rate . Coke parameters correlated well with the coking rate .

Surface mining activities disturb large tracts of land resulting in the potential for greatly increased downstream sediment loads. The Surface Mining Control and Reclamation Act of 1977 places increased emphasis on the protection of the environment from the adverse effects of surface mining operations. Surface mining activities must be planned to minimize disturbance to the hydrologic balance, erosion and sediment contributions to receiving streams. Sediment ponds must provide a sediment storage volume equal to the accumulated sediment volume from the drainage area as determined by the Universal Soil Loss Equation (USLE) or other empirical methods established by the regulatory authority. It has thus become extremely important for the mining industry to secure more accurate estimates of potential erosion losses and sediment yield. Accurate estimates of sediment yield are required for the planning, design and successful operation of sediment control systems such as detention ponds and other alternative control structures and for evaluating the effectiveness of land management practices. The principal soil loss prediction procedure available for use is the LISLE. The USLE procedure is inadequate for use in predicting soil loss from surface mine regions for a number of reasons. These include: 1. The USLE was developed to estimate average average annual loss from agricultural soils. It cannot predict accurately soil loss for specific storm events. In surface mine regions a major portion of the soil loss occurs during the initial six months to one year of active mining. Accurate estimates of soil loss over short periods are thus required for the design of control structures. 2. The investigation to evaluate the reserves of coking coal is being made by the Bureau of Mines in three parts: (1) To estimate known (measured plus indicated) recoverable reserves of all coking coal, (2) to upgrade marginal coals through effective preparation, and (3) to study the carbonizing properties of coal and coal blends not now widely used for metallurgical coke making. This is the seventh of a series of reports giving the results of studies by counties under part (1) of the investigation. (See appendix.) This report covers Floyd County, KY., which comprises parts of the Paintsville, Prestonsburg, Harold, Hindman, and Pikeville quadrangles. (See fig. 1.) A base map for each bed in each quadrangle was made to the scale of 1 inch equals 1,200 feet. Maps of mines, locations of drill holes, bed and total coal thicknesses, and the outcrop of the bed were plotted on the maps. With all avail-able data plotted, isopach lines were drawn to limit areas of known unmined reserves in beds up to 14 inches thick, 14 to 28 inches thick, 28 to 42 inches thick, and over 42 inches thick. These areas of coal reserves also were divided into "measured" and "indicated" categories. All areas in each thickness range and in each category, mined-out areas, areas excluded from the estimate but which may contain reserves based only on geologic inference, and areas outside of the outcrop were measured by planimeter on the base maps. Estimates of total reserves 14 inches and more thick and maps for individual beds were prepared from these data.

A fifth successive record in fuel efficiency was established by the petroleum-refining industry in 1937, when the average heat requirement per barrel of crude oil run to stills was 554,000 B. t. u. compared with 597,000 B. t. u. in 1936. These amounts represent roughly the heat obtainable from a tenth of a barrel of fuel oil (see fig. 1). Innumerable factors can influence heat consumption at refineries, but only a few are important enough to be subject to statistical measurement. Foremost of these is the ratio of runs to capacity, it being generally recognized that because the fuel demands for other than stills are comparatively inelastic, total heat requirements do not increase in direct proportion to crude runs. Thus, in 1937, crude runs of 1,183,440,000 barrels were 11 percent higher than in 1930; the average operating ratio was 83 percent compared with 79 percent in 1936; but the total heat requirement increased only 4 percent, or from 638,149 billion B. t. u. in 1936 to 663,966 billion B. t. u. in 1937.

Preventive maintenance practices are listed in the manufacturers' instruction books. In general, equipment that requires frequent and extensive preventive maintenance is generally the most costly. The manpower spent on these frequent trips to remote areas is such that it is usually better to invest in a more costly system which requires little preventive maintenance. The best preventive maintenance for the system is a good installation. 7.2 Preventive Maintenance and Inspections With any system, periodic inspection is required because of the corrosive atmosphere and adverse conditions that exist in underground mines. These inspections can spot potential trouble in the system. Repair or replacement at that time averts the possibility of losing effectiveness of all or part of the system. 7.2.1 Cables Approximately once per month all cables in the communications system should be inspected for kinking, chafing, cracking, wear, stretching, or other signs of physical abuse. Particular attention should be paid to cable glands at the entry or exit points to the various units in the system, where the cable goes around sharp corners, in the vicinity of holding cleats which may be clamping the cable too tightly causing potential damage, and across the areas where the cable is exposed to physical damage from outside sources, such as equipment or falling objects. If a cable is damaged, it should be replaced as soon as possible. It is mandatory that the ground leads and connections to carrier current phones be thoroughly inspected and maintained in good condition, since considerable hazard may exist to the operator or equipment if a ground connection is broken. 7.2.2 Pager Phones The most readily available test set to determine if a pager telephone is operating correctly is the pager phone itself. The following physical check of the system can be performed at any phone station. 7.2.2a Listen Circuit Remove the handset from its cradle and listen to determine if the circuit is functional, as indicated by the presence of noise or conversation on the line. If no noise or voice signals are present at the handset receiver, take the following corrective action: 1. Operate the handset press-to-talk switch several times. Any corrosion on the contacts of this switch may cause a receiver to be temporarily inoperative. Repeated operation may clear the condition. 2. Open the cabinet and see if the battery cables are properly connected and are making firm contact. Check the handset cable and its connections in the cabinet of the pager phone, and see if there is any evidence of a break in the cable, corroded contacts, or poor connections. 3. Remove the handset receiver earpiece by unscrewing it counterclockwise (to the left), and remove the receiver from the socket. Examine the handset cavity; in some units, a patch of cotton batting or floss is used as a barrier to reduce acoustic feedback in the handset. If the cotton patch has absorbed moisture, remove it and replace with a crumpled ball of soft rubber, stuffed just far enough into the handset so it will not touch the receiver or switch terminals. 7.2.2b Page Circuit and Talk Circuit Push the page switch, squeeze the handset press-to-talk switch, and call any other phone. Release the page switch

The approval of the U. S. Bureau of Mines when granted to a manufacturer for a gas mask is a certification that the particular device has been submitted to the Bureau of Mines for inspection and test and has been found to meet that bureau's published minimum requirements for safety , durability , and satisfactory performance . Any de- Gas masks are approved by the Bureau of Mines only as a complete unit or assembly of parts , as canister , facepiece and harness . This is in order that responsibility for rigid adherence to the bureau's requirements may be definitely located and not divided . vice marketed under this approval must be a unit composed of parts identical in detail of design , assembly , workmanship , and quality , and produced under the same control and inspection as the original device to which approval has been granted . The particular parts which comprise the approved assembly are designated in a letter to the manufacturer at the time the approval is granted . In recent years they are also specified in the approval plate authorized for use in connection with the sale of the device . Each part permitted in the assembly is legibly marked by name or number for the guidance of users of masks in ordering and identifying approved parts when making repairs , and thereby maintaining their equipment as an approved device . In view of the foregoing , any change in the design of parts or deviation from the permitted assembly of parts would violate the conditions under which approval was granted and the device would not be considered as meeting the approval requirements of the Bureau of Mines . The U. S. Bureau of Mines has been frequently requested to interpret the approval status of a gas mask assembled from parts which have separately met its requirements as components of two or more approved devices but which in the form of a complete unit has not been submitted for tests or been granted approval . Responsibility for the elements and for their proper assembly is in such case divided . Such assembled units have no status as permissible equipment under the Bureau of Mines system of schedules . The reasons underlying this policy are that the approval is granted only to some one who assumes responsibility for the whole and that the details of assembly and coordination of parts are considered to be important to the satisfactory performance and safety of the device .

"INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Fuel Research (CFR) Committee of the Coordinating Research Council (CRC) 3/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36. 4/ Further reports were issued describing motor gasolines sold during the succeeding summers and winters to and including the summer of 1941. 5/ No reports were made on motor gasolines Bold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed. 6/The present report presents analytical data for 1,499 samples, representing the products of approximately 105 companies. As in previous surveys, the companies covered by the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples - regular-price, premium price, and third-grade gasolines.As the number of analyses submitted for samples of third-grade gaso¬line are not considered adequate to represent this type of motor fuel, data for these analyses have not been averaged, but the individual items are tabulated. The number of samples, items and brands comprising each group is as follows; Regular-price, 872 samples, 266 items, and 83 brands; -premium-price, 584 samples, 217 items, and 72 brands; third-grade, 43 samples, 32 items, and 21 brands. The Mouat copper-nickel deposit in Stillwater County, south-central Montana, was examined by Paul T. Allsman, an engineer of the Bureau of Mines, in 1939. Because of the strategic importance of nickel, a project was executed by John East, Jr., J. J. Naughton, and E. W. Newman, engineers of the Bureau, to further delimit some of the copper-nickel sulfide-bearing bodies that had been discovered by the Anaconda Copper Mining. Co. in 1937 and to investigate the central part of the deposit, which had not been drilled previously. This report is based largely upon the results of the. Bureau of Mines investigation and the results of exploration by the Anaconda Copper Mining Co. In addition, a brief description is given of some other copper-nickel sulfide-bearing deposits along tho Stillwater Complex.

"Some basic features of the science and technology of particle systems are reviewed in the context of agglomeration processes. Emphasis is placed on the force of interaction among particles and with their environment and on their dependence on particle characteristics and interfacial phenomena. The complex role these forces play in the various stages of agglomerate formation, growth, consolidation and structure development, and their influence on final product properties is discussed.INTRODUCTION Agglomeration is an example of a process where the technology has generally preceded the science. Process development• has very often been by trial-and-error albeit with an eye on some basic principles. Nevertheless there is' a scientific basis to the process and a better understanding of the fundamentals can surely lead to improvements in process design and control.Successful processes for the agglomeration of fine particles depend on proper control of the adhesional forces between particles, to encourage agglomerate formation and growth and to provide adequate mechanical strength in the product. At the same time the rheology of the particulate system can be critical to the rearrangement of particles necessary to permit densification of the agglomerate and the development of an agglomerate structure appropriate to the end-use requirements.AGGLOMERATION SYSTEMSUltimately, the performance, of any agglomeration process depends on the• characteristics of the particles and their environment. The specific effects, however, are often complex and may be very difficult to pinpoint by simple observation of the process. A typical agglomeration process involves a number of concurrent or consecutive steps - adhesion, growth, compaction, etc., - each of which is affected by the characteristics of the system, but not necessarily in the same way. The effect of particle size, say on agglomerate growth may be quite different from its effect on compaction and its optimum value may differ widely from one stage to the other. Obviously there.is a general need for compromise in the design and operation, of agglomeration systems. Furtnermore, an understanding of the details of the process and their complexities can be critical to process optimization and improved product quality control."

Enhance the critical skill of hazard recognition among miners by providing quality training that can help jot performance and lead to a higher degree of safety in the workplace. Background In mining, as in many other occupations, the safety of the worker depends on his or her ability to recognize hazards in the workplace. Some of the information needed by the miner for recognizing potential areas of danger is available in the form of visual cues found throughout the mine. One aspect of the dynamic mine environment it which the task of hazard recognition is critical for al workers is that of ground control. Regardless of job responsibilities, every worker is continuously exposed to roof rib, and floor hazards. Fatality injury data for the "underground coal" segment of the mining industry continue to show that about half of all fatalities are due to falls of ground each year. It is hypothesized that some of these accident, can be prevented if miners are better able to recognize visual cues that forewarn of potential roof and rib problems.

To measure the loading behavior of friction bolts, researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) installed strain gauges on the interior of friction bolts and developed a battery-powered miniature data acquisition system (MIDAS) that fits inside the hollow portion of the friction bolt. The advantages of this system are that it is protected from face blasts and eliminates the need for external wiring. Laboratory pull-out tests showed that friction bolts installed in a concrete block with resin were loaded to about 1.8 tons/ft of bolt length; bolts installed without resin were loaded to 1.3 tons/ft. Three strain-gauged friction bolts were installed at Hecla Mining Company’s Gold Hunter Mine, Mullan, ID, in the wall or rib of a mechanized cut-and-fill stope. The object of these tests was to establish an installation procedure for the bolt-and-MIDAS combination and to evaluate performance. The stope was advanced in three 15-ft increments and strains induced in the rock bolts by stress changes in the rock were recorded every 30 minutes. The MIDAS proved to be rugged enough to withstand the shock and vibration from nearby (5 ft) face blasting. Data from MIDAS showed that the friction bolt installed with resin was the most sensitive to each face advance. It showed a steady increase in loading to a maximum value of 1000 microstrain. The friction bolt installed without resin showed stick-slip behavior with loads to a maximum of 400 microstrain before the stope was completed.

An empirical method, based on U. S. Bureau of Mines field studies in several Western U.S. coal mines, is presented for sizing gate road yield pillars. Discriminant analysis was used to generate functions separating successful from unsuccessful case studies. These functions relate the pillar width-height and extraction ratios and a pillar development factor to the Coal Mine Roof Rating System (CMRR), and are assumed to establish three criteria that other entry systems, under similar conditions, must satisfy. A program, Pillar Sizer, from user-provided inputs, generates a range of pillar sizes that meets the proposed criteria. Although the analysis is based on a sample consisting primarily of two-entry systems, the derived expressions generate pillar sizes closely agreeing with observed, two-entry and three-entry in situ pillars. It is concluded that the proposed approach should assist mine operators estimate entry system yield pillar dimensions.

The adverse effects on waterflooding and well-completion methods of clay minerals indigenous to petroleum-production formations recently have received considerable attention. Knowledge of the types and amounts of clay minerals present would allow estimates of the response of such formations to injected or infiltrated water; however, the random distribution of clays in sedimentary formations makes direct evaluation of ?water sensitivity? desirable. A method for the direct evaluation of water sensitivity has been developed, based on measurement of water-vapor adsorption. Correlation of such data with the results of nitrogen-adsorption measurements provides valuable information on the content and properties of clay minerals in sedimentary rocks. The method is relatively simple and has the advantage that it may be used with small, irregularly shaped chips or shale-streaked samples, as well as with typical core samples. Methods previously employed required separating the clay from the rest of the reservoir-sample material and then performing a clay analysis either by X-ray diffraction, differential thermal analysis, liquid permeability, or a combination of these methods (2,3) .3/ This water-vapor-adsorption method requires measuring only a few points on the isotherm to tell whether or not the sample is water sensitive. The goal of these measurements is not to determine the type or amount of clay present, but what will be its sensitivity to flood water. This method gives a direct means of solving this problem.

Recent Federal coal-mine inspections have revealed some good and some definitely hazardous practices and systems for transporting; handling, and storing lubricants in and about coal mines. Improper storage or handling of. lubricants in coal mines has caused disastrous mine fires or, by supporting combustion, has made fires from other sources more difficult to fight. Careless handling of grease and oil around electrical equipment wastes much oil and permits entrance of grit and foreign substances into the working parts, which causes excessive wear and increases the possibility, of electrical ignition.

THIS PAPER describing the quarrying, mining, and crushing of gypsum at the Blue Diamond mine, 11 miles from Arden, Nev., on the Union Pacific Railway, is one of a series on gypsum mining being prepared for and published by the Bureau of Mines. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total costs. It is recognized that publication of total production costs might in some instances cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue.

As a part of the program of the Rare and. Precious Metals Experiment Station, Reno, Nev., in connection with investigations of treatment methods for precious and precious-base metal ores, to further conservation and recovery of precious and base metals, tests Were made on samples from the Buzzard Mine, located in the vicinity of Placerville, Calif. These samples represented ore exposed during previous development work, in tunnels and a shaft on the property, including highly oxidized material from the surface zone and sulfide ores from depths of 150 to 300 feet. The surface samples contained little base metal and only enough gold 80 that economic exploitation of them would depend on development of a large tonnage of ore, low-cost mining methods, and satisfactory treatment methods. The sulfide samples were valuable enough to warrant further exploration and development and, if present in suitable tonnage, the installation of a treatment plant for recovery of both precious and base metals. The oxidized surface-zone samples carried 0.11 to 0.14 ounce gold per ton. Standard amalgamation and flotation tests of these samples gave low recoveries. Standard cyanidation tests indicated high consumption of lime and cyanide and gold extraction of 79.4 and 82.7 percent. Water-leaching the ore after crushing to minus 10-mesh improved cyanidation considerably. Ex-tractions of 82.7 to 85.8 percent were obtainec1 with lime consumption of 6 to 7 pounds per ton of ore and cyanide consumptions of 1 to 4 pounds. Grinding the samples to minus 200-mesh followed by water-leaching and cyanidation gave improved extractions of 91-92 percent of the gold, but with slightly increased consumptions of lime and cyanide.

The Program of Mine Safety and Health Research described in this document reflects the continuing commitment of the Spokane and Pittsburgh Research Laboratories to focus on the most important areas where research can make a difference in reducing risk and improving safety and health for miners. It is the first program of work conducted since Congress mandated closure of the former U. S. Bureau of Mines (USBM) in the Department of the Interior and supported integration of the health and safety research function of the former USBM into the National Institute for Occupational Safety and Health (NIOSH). Organizational changes made FY97 a challenging year of transition. Ongoing research was reviewed and revised to reflect the new, more limited, health and safety mandate of the research laboratories. The mining industry, mine worker representatives, and interested government agencies provided broad input to assure that the research performed would focus on the most critical safety and health problems confronting mining today and which are expected to be faced in the future. The two laboratories worked to evolve coordinated programs of safety and health research, each with a special focus. The work of the Spokane Research Laboratory is directed toward issues of special importance to the Western mining industry, particularly those safety hazards found in metal/nonmetal mining and surface mining. The work of the Pittsburgh Research Laboratory will continue to focus on Eastern mining, particularly underground coal mining. Traditional areas of expertise for understanding and preventing fires and explosions and for controlling the hazards of dust and noise will continue to reside in Pittsburgh. Each laboratory is developing new capabilities in the analysis of relevant safety and health information to assure that program priority-setting decisions are informed by the best available data. Recognizing the continuing importance of communicating the results of research to all who are capable of improving safety and health conditions in mining, each laboratory has developed an activity for information dissemination and coordination with stakeholders. In the midst of organizational self-examination and change, the research staff in Pittsburgh and Spokane have never wavered from their continuing commitment to conduct the highest quality scientific research-solution-oriented scientific work meant to reduce the risk of injury, disease, and death from occupational hazards in mining. The pages that follow give insight into some of the program activities and accomplishments from FY97. I hope you share my pride in the many accomplishments of the NIOSH mine safety and health research program during this year. This report comes at a time of increasing stability for the mine health and safety research program. The organizational changes in Spokane and Pittsburgh have been concluded, and NIOSH has succeeded in recruiting a new, permanent associate director for mining to lead this critically important national program. Congress has contributed to an optimistic future by providing expanded funding for NIOSH mining-related research for the next fiscal year. On a personal note, I greatly appreciate the opportunity I have had to serve as the NIOSH Acting Associate Director for Mining during this transitional year. The commitment and intelligence with which the mining research staff pursued their mission was matched by their patience and understanding in moving into a new organizational environment. All of us committed to improved safety and health for this Nation's miners owe them our respect and appreciation.
