Surface mining activities disturb large tracts of land resulting in the potential for greatly increased downstream sediment loads. The Surface Mining Control and Reclamation Act of 1977 places increased emphasis on the protection of the environment from the adverse effects of surface mining operations. Surface mining activities must be planned to minimize disturbance to the hydrologic balance, erosion and sediment contributions to receiving streams. Sediment ponds must provide a sediment storage volume equal to the accumulated sediment volume from the drainage area as determined by the Universal Soil Loss Equation (USLE) or other empirical methods established by the regulatory authority. It has thus become extremely important for the mining industry to secure more accurate estimates of potential erosion losses and sediment yield. Accurate estimates of sediment yield are required for the planning, design and successful operation of sediment control systems such as detention ponds and other alternative control structures and for evaluating the effectiveness of land management practices. The principal soil loss prediction procedure available for use is the LISLE. The USLE procedure is inadequate for use in predicting soil loss from surface mine regions for a number of reasons. These include: 1. The USLE was developed to estimate average average annual loss from agricultural soils. It cannot predict accurately soil loss for specific storm events. In surface mine regions a major portion of the soil loss occurs during the initial six months to one year of active mining. Accurate estimates of soil loss over short periods are thus required for the design of control structures. 2. The Mouat copper-nickel deposit in Stillwater County, south-central Montana, was examined by Paul T. Allsman, an engineer of the Bureau of Mines, in 1939. Because of the strategic importance of nickel, a project was executed by John East, Jr., J. J. Naughton, and E. W. Newman, engineers of the Bureau, to further delimit some of the copper-nickel sulfide-bearing bodies that had been discovered by the Anaconda Copper Mining. Co. in 1937 and to investigate the central part of the deposit, which had not been drilled previously. This report is based largely upon the results of the. Bureau of Mines investigation and the results of exploration by the Anaconda Copper Mining Co. In addition, a brief description is given of some other copper-nickel sulfide-bearing deposits along tho Stillwater Complex.

"Some basic features of the science and technology of particle systems are reviewed in the context of agglomeration processes. Emphasis is placed on the force of interaction among particles and with their environment and on their dependence on particle characteristics and interfacial phenomena. The complex role these forces play in the various stages of agglomerate formation, growth, consolidation and structure development, and their influence on final product properties is discussed.INTRODUCTION Agglomeration is an example of a process where the technology has generally preceded the science. Process development• has very often been by trial-and-error albeit with an eye on some basic principles. Nevertheless there is' a scientific basis to the process and a better understanding of the fundamentals can surely lead to improvements in process design and control.Successful processes for the agglomeration of fine particles depend on proper control of the adhesional forces between particles, to encourage agglomerate formation and growth and to provide adequate mechanical strength in the product. At the same time the rheology of the particulate system can be critical to the rearrangement of particles necessary to permit densification of the agglomerate and the development of an agglomerate structure appropriate to the end-use requirements.AGGLOMERATION SYSTEMSUltimately, the performance, of any agglomeration process depends on the• characteristics of the particles and their environment. The specific effects, however, are often complex and may be very difficult to pinpoint by simple observation of the process. A typical agglomeration process involves a number of concurrent or consecutive steps - adhesion, growth, compaction, etc., - each of which is affected by the characteristics of the system, but not necessarily in the same way. The effect of particle size, say on agglomerate growth may be quite different from its effect on compaction and its optimum value may differ widely from one stage to the other. Obviously there.is a general need for compromise in the design and operation, of agglomeration systems. Furtnermore, an understanding of the details of the process and their complexities can be critical to process optimization and improved product quality control."

Monazite sand is the only commercial source of cerium, other rare-earth metals and thorium. Although used in rather small quantities, it is essential to many industries. The United Unites is entirely dependent upon British India and Brazil for its supplies. Monazite sand or sand imported under the tariff classification for monazite was shipped to the United States in greater quantities, in 1940 than ever before. About 75 percent of our imports was from British India and most of the remainder from Brazil. If need be, Brazilian production can be expanded to supply all of our essential requirements, and the theater of war expands in the Pacific Brazil may supersede India as the principal source. To measure the loading behavior of friction bolts, researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) installed strain gauges on the interior of friction bolts and developed a battery-powered miniature data acquisition system (MIDAS) that fits inside the hollow portion of the friction bolt. The advantages of this system are that it is protected from face blasts and eliminates the need for external wiring. Laboratory pull-out tests showed that friction bolts installed in a concrete block with resin were loaded to about 1.8 tons/ft of bolt length; bolts installed without resin were loaded to 1.3 tons/ft. Three strain-gauged friction bolts were installed at Hecla Mining Company’s Gold Hunter Mine, Mullan, ID, in the wall or rib of a mechanized cut-and-fill stope. The object of these tests was to establish an installation procedure for the bolt-and-MIDAS combination and to evaluate performance. The stope was advanced in three 15-ft increments and strains induced in the rock bolts by stress changes in the rock were recorded every 30 minutes. The MIDAS proved to be rugged enough to withstand the shock and vibration from nearby (5 ft) face blasting. Data from MIDAS showed that the friction bolt installed with resin was the most sensitive to each face advance. It showed a steady increase in loading to a maximum value of 1000 microstrain. The friction bolt installed without resin showed stick-slip behavior with loads to a maximum of 400 microstrain before the stope was completed.

"INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Fuel Research (CFR) Committee of the Coordinating Research Council (CRC) 3/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36. 4/ Further reports were issued describing motor gasolines sold during the succeeding summers and winters to and including the summer of 1941. 5/ No reports were made on motor gasolines Bold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed. 6/The present report presents analytical data for 1,499 samples, representing the products of approximately 105 companies. As in previous surveys, the companies covered by the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples - regular-price, premium price, and third-grade gasolines.As the number of analyses submitted for samples of third-grade gaso¬line are not considered adequate to represent this type of motor fuel, data for these analyses have not been averaged, but the individual items are tabulated. The number of samples, items and brands comprising each group is as follows; Regular-price, 872 samples, 266 items, and 83 brands; -premium-price, 584 samples, 217 items, and 72 brands; third-grade, 43 samples, 32 items, and 21 brands. A thermal decomposition study of the kerogen in three Colorado oil shales was made at different temperatures by heating the shales in the absence of oxygen at atmospheric pressure and measuring the decomposition products (gas, oil, and bitumen) formed. From these data the specific reaction rates, "k", for the thermal decomposition of kerogen were determined for each temperature studied, making it possible to calculate the time required to accomplish a given amount of decomposition within the temperature range. The influence of temperature on reaction rates was presented by plotting the data according to the Arrhenius equation, thus providing a means of estimating the values of "k" for any temperature within the range of this study. It was found that the specific reaction rates for the thermal decomposition of the kerogen in the three sampler were comparatively equal at corresponding temperatures.

The investigation to evaluate the reserves of coking coal is being made by the Bureau of Mines in three parts: (1) To estimate known (measured plus indicated) recoverable reserves of all coking coal, (2) to upgrade marginal coals through effective preparation, and (3) to study the carbonizing properties of coal and coal blends not now widely used for metallurgical coke making. This is the seventh of a series of reports giving the results of studies by counties under part (1) of the investigation. (See appendix.) This report covers Floyd County, KY., which comprises parts of the Paintsville, Prestonsburg, Harold, Hindman, and Pikeville quadrangles. (See fig. 1.) A base map for each bed in each quadrangle was made to the scale of 1 inch equals 1,200 feet. Maps of mines, locations of drill holes, bed and total coal thicknesses, and the outcrop of the bed were plotted on the maps. With all avail-able data plotted, isopach lines were drawn to limit areas of known unmined reserves in beds up to 14 inches thick, 14 to 28 inches thick, 28 to 42 inches thick, and over 42 inches thick. These areas of coal reserves also were divided into "measured" and "indicated" categories. All areas in each thickness range and in each category, mined-out areas, areas excluded from the estimate but which may contain reserves based only on geologic inference, and areas outside of the outcrop were measured by planimeter on the base maps. Estimates of total reserves 14 inches and more thick and maps for individual beds were prepared from these data.

THIS PAPER describing the quarrying, mining, and crushing of gypsum at the Blue Diamond mine, 11 miles from Arden, Nev., on the Union Pacific Railway, is one of a series on gypsum mining being prepared for and published by the Bureau of Mines. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total costs. It is recognized that publication of total production costs might in some instances cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue.

Recent Federal coal-mine inspections have revealed some good and some definitely hazardous practices and systems for transporting; handling, and storing lubricants in and about coal mines. Improper storage or handling of. lubricants in coal mines has caused disastrous mine fires or, by supporting combustion, has made fires from other sources more difficult to fight. Careless handling of grease and oil around electrical equipment wastes much oil and permits entrance of grit and foreign substances into the working parts, which causes excessive wear and increases the possibility, of electrical ignition.

An empirical method, based on U. S. Bureau of Mines field studies in several Western U.S. coal mines, is presented for sizing gate road yield pillars. Discriminant analysis was used to generate functions separating successful from unsuccessful case studies. These functions relate the pillar width-height and extraction ratios and a pillar development factor to the Coal Mine Roof Rating System (CMRR), and are assumed to establish three criteria that other entry systems, under similar conditions, must satisfy. A program, Pillar Sizer, from user-provided inputs, generates a range of pillar sizes that meets the proposed criteria. Although the analysis is based on a sample consisting primarily of two-entry systems, the derived expressions generate pillar sizes closely agreeing with observed, two-entry and three-entry in situ pillars. It is concluded that the proposed approach should assist mine operators estimate entry system yield pillar dimensions.

The objective of the research was to determine the final distribution of cerium additions to steel, their effect on sulfide inclusions, and the usefulness of radiotracer methods in investigating steel problems. Fifty-gram heats of steel were prepared that contained either cerium 141 and nonradioactive sulfur, or sulfur 35 and nonradioactive cerium. These steels were studied by autoradiography, measurements of their surface radioactivities, optical microscopy, and chemical analysis. Samples of the crucibles were analyzed quantitatively for cerium or sulfur by radioactivity counting methods. The addition of cerium to steel melts reduced the size and number of iron sulfide inclusions in the resulting steel. A significant fraction of the sulfur and most of the cerium penetrated into the MgO crucible during the melting operation, The cerium inclusions in steel were identified as cerium sulfide. Radiotracer methods were found to be versatile and highly sensitive.

The National Institute for Occupational Safety and Health (NIOSH) has investigated the unique ventilation requirements of large-opening mines to help identify and evaluate the effectiveness of various fan types to improve the ventilation and air quality in the underground workplace. Large-opening mines, with their low airflow resistance factors, can be ventilated with free-standing auxiliary fans because airflow pat-terns in these mines are primarily controlled by airflow momentum. The flow characteristics of both vane-axial and propeller fans were investigated and tested at four large-opening mines to assess the effects of fan location on recirculation and entrainment. Each fan type has its own airflow, entrainment and penetrating air-flow characteristics, and operating costs that are advantageous for specific applications. Either fan type can be used for most auxiliary applications. However, this research has shown that the optimum placement and use criteria for propeller fans differ from those promulgated by the U.S. Bureau of Mines (USBM) for vane-axial fans Brechtel et al. (1985)

An investigation was made to provide further information for evaluating columbium- hafnium alloys for use as high - temperature structural materials . The columbium- hafnium system was investigated between 700 ° and 2,400 ° C by melting point , thermal analysis , X - ray diffraction , electrical resistivity , and metallographic techniques . The equilibrium diagram is the beta isomorphous type , with columbium tending to stabilize the beta phase . Addition of 60 atomic percent columbium stabilizes the beta phase at 700 ° C. The allotropic transformation temperature of hafnium is 1,750 ° ± 20 ° C. A minimum melting point occurs near 75 atomic percent hafnium .

The Bureau of Mines conducted laboratory studies on Idaho mudstones to examine techniques for extracting vanadium. Recovery of vanadium from low-grade sources could contribute to future vanadium production and reduce reliance on imports. An Idaho mudstone surface sample containing 0.30 pct V205 and an underground sample containing 0.21 pct V205 were used in the extraction tests. Leaching of the surface sample for 18 h at 800 C with the addition of up to 1,000 lb/ton H2S04 recovered 70 pct of the vanadium. How-ever, leaching of the underground sample under the same conditions re-covered only 47 pct. By adding 15 wt pct NaCl and roasting the samples at 7500 C for 2 h, followed by leaching with 800 lb/ton H2S04, vanadium extractions were increased to 78 pct from the surface sample and 83 pct from the underground sample. Water leaching of samples roasted at 7500 C for 4 h with a 25-wt-pct NaCI addition yielded about 60 pct of the vanadium from both surface and underground samples. Autoclave leaching at 2000 C for 3 h with 1,000 Ib/ton H2S04 extracted 97 pct of the vanadium from the surface sample and 86 pct from the underground sample. An exploratory solvent extraction investigation to purify and concentrate vanadium in the leach solution using several organic reagents was also conducted.

The Program of Mine Safety and Health Research described in this document reflects the continuing commitment of the Spokane and Pittsburgh Research Laboratories to focus on the most important areas where research can make a difference in reducing risk and improving safety and health for miners. It is the first program of work conducted since Congress mandated closure of the former U. S. Bureau of Mines (USBM) in the Department of the Interior and supported integration of the health and safety research function of the former USBM into the National Institute for Occupational Safety and Health (NIOSH). Organizational changes made FY97 a challenging year of transition. Ongoing research was reviewed and revised to reflect the new, more limited, health and safety mandate of the research laboratories. The mining industry, mine worker representatives, and interested government agencies provided broad input to assure that the research performed would focus on the most critical safety and health problems confronting mining today and which are expected to be faced in the future. The two laboratories worked to evolve coordinated programs of safety and health research, each with a special focus. The work of the Spokane Research Laboratory is directed toward issues of special importance to the Western mining industry, particularly those safety hazards found in metal/nonmetal mining and surface mining. The work of the Pittsburgh Research Laboratory will continue to focus on Eastern mining, particularly underground coal mining. Traditional areas of expertise for understanding and preventing fires and explosions and for controlling the hazards of dust and noise will continue to reside in Pittsburgh. Each laboratory is developing new capabilities in the analysis of relevant safety and health information to assure that program priority-setting decisions are informed by the best available data. Recognizing the continuing importance of communicating the results of research to all who are capable of improving safety and health conditions in mining, each laboratory has developed an activity for information dissemination and coordination with stakeholders. In the midst of organizational self-examination and change, the research staff in Pittsburgh and Spokane have never wavered from their continuing commitment to conduct the highest quality scientific research-solution-oriented scientific work meant to reduce the risk of injury, disease, and death from occupational hazards in mining. The pages that follow give insight into some of the program activities and accomplishments from FY97. I hope you share my pride in the many accomplishments of the NIOSH mine safety and health research program during this year. This report comes at a time of increasing stability for the mine health and safety research program. The organizational changes in Spokane and Pittsburgh have been concluded, and NIOSH has succeeded in recruiting a new, permanent associate director for mining to lead this critically important national program. Congress has contributed to an optimistic future by providing expanded funding for NIOSH mining-related research for the next fiscal year. On a personal note, I greatly appreciate the opportunity I have had to serve as the NIOSH Acting Associate Director for Mining during this transitional year. The commitment and intelligence with which the mining research staff pursued their mission was matched by their patience and understanding in moving into a new organizational environment. All of us committed to improved safety and health for this Nation's miners owe them our respect and appreciation.

This interpretation of the mining legislation of Madagascar was prepared from the best information (in French) available in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it dill be referred through the courtesy of the Department of State. INTRODUCTION The basic mining law of Madagascar is the decree of 1923, signed at Rambouillet by the President of France on July 19, and published in the Journal Official de Madagascar et Dependances. It has been modified by a number of subsequent laves and regulations, generally of minor importance.

The Bureau of Mines studied coking rates of a special Columbia - Geneva six - coal blend to establish the effect of the coking rate on coke properties . The tests were conducted in a 500 - lb , 14 - in experimental slot oven at essentially constant conditions of blend composition , size distribution , surface moisture content , and bulk density . The coking rate was varied as a function of oven flue temperature . Coking rates within the range of 0.56 to 1.35 in/hr were achieved . Increase in the coking rate decreased the size of the coke . The stability factor of the coke showed no significant change with coking rate until coking rates greater than 1.0 in/hr were reached , after which a decrease in the stability factor was observed . The apparent specific gravity increased to a maximum value at coking rates approaching 1.1 in/hr and decreased sharply with further increase in the coking rate . Coke parameters correlated well with the coking rate .
