In view of a recent publication recounting trade practice favoring the use of a blasting device without stemming, particular emphasis is placed upon condition 4 on page 19 and condition 2 on page 24. Investigations were conducted to develop spectrochemical methods capable of determining 0.01 to 100 micrograms of metals in 50 milliliters of solution. The use of gallium hydroxide (Ga(OH)3) as a carrier-precipitant to concentrate metallic ions is described. A porous-cup graphite electrode is used to collect the precipitate. A specially designed plunger permits the electrode assembly to serve as the sample-containing electrode in the subsequent spec-trographic analysis. Analytical curves are presented for antimony, arsenic, beryllium, and zinc. Sensitivities of detection are given for 13 elements. The techniques were applied to identify impurities separated from tungsten, to determine trace impurities in solutions containing high concentrations of magnesium, cobalt, or nickel, and to identify trace impurities in hydrofluoric acid. Laboratory glassware was a serious source of contamination when low levels of zinc were determined.

Methane monitoring at the mine face is essential to assure a safe work environment in underground coal mines. Machine-mounted methane monitors must be used to continuously monitor methane levels during mining. Monitors used on mining machines must be approved by MSHA and properly maintained to provide protection for workers (30 CFR 75.342). To provide protection the instrument must give accurate readings of current methane levels. Accuracy is maintained by calibrating the instrument with a standard gas at least once every 31 days. Instrument “response time” determines how quickly measurements will change to reflect current concentrations. At present there are no criteria for measuring the response time for a ma-chine-mounted methane monitor while underground. This study examined a procedure for measuring the response time of a machine-mounted methane monitor. Response times were measured using methanometers obtained from three different manufacturers. The effects of the measurement technique and methanometer sensor head design on response time measurements are investigated. Techniques for reducing variation in response time measurements are discussed.

Since 1991, Pittsburgh Research Center (PRC- formerly part of the Bureau of Mines) researchers have recorded extensive interviews with 30 individuals who are experts in the area of mine emergency response. These individuals, who have an average of 35 years of mining experience and 29 years of mine emergency response experience, related stories and observations from events that they experienced during their combined 850 plus years in mine emergency response. The purpose of this effort was to gather information that could be passed onto both today?s and tomorrow?s mine emergency responders to train and guide them in handling future events.

The Federal Coal Mine Health and Safety Act of 1969 (sec. 303 (b)) stipulates that no working section of the mine shall contain more than 0.5 percent carbon dioxide and no harmful quantities of other noxious or poisonous gases such as the oxides of nitrogen. The concentration of methane should at all times be maintained below one percent. A split of air returning from any working section shall contain no more than 1.5 percent of methane (sec. 303 (i) (2)) and air that has passed by an opening of any abandoned area shall not be used to ventilate any working place in the coal mine if such air contains more than 0.25 percent of methane (sec. 303 (j)). Methane concentration in the returns from the bleeder entries should not exceed 2.0 percent (sec. 303 (i) (3)), and no air that has passed through an opening which is inaccessible for examination shall be used to ventilate any active areas. While the air quantity requirements alone can easily be met, the governing condition in most mines is the dilution requirements for quality control. A sufficient quantity of air is required to render harmless and carry away noxious and respirable pollutants. In recent years, changes in coal extraction methods, rates of advance, location of available reserves, position of prominent methane sources and horizons, and geological sequences have contributed sig¬nificantly to alterations in rates, patterns and character of numerous methane emissions. Gas production of 10 to 15 million standard cubic feet per day is not uncommon from deep mines (Cervik, 1969). A study of the ignition of non-fire-resistant hydraulic fluid sprays was conducted by the National Institute for Occupational Safety and Health. Both an open flame and a hot steel surface were used as the external heat sources. With the open flame as the heat source, the minimum oil temperature and minimum spray nozzle pressure that resulted in an ignition were measured. The effects of the distance between the open flame and the nozzle and the nozzle orifice diameter on the ignitability of the hydraulic fluid sprays were examined. With the hot surface as the heat source, the minimum surface ignition temperature was determined. The degree of oil atomization and the relative direction of oil injection with respect to the hot surface are discussed. The ignition of oil sprays from the impingement of oil jets onto a vertical surface was also investigated. Finally, the results are compared with those obtained for fire-resistant hydraulic fluids. The act (36 Stat., 369) that established the Bureau of Mines in the Department of the Interior defined as part of the bureau's province and duty the making of "diligent investigation of the methods of mining, especially in relation to safety of miners and the appliances best adapted to prevent accidents," and it authorized the bureau from time to time to make such public reports of its work and investiga- tions as the Secretary of the Department of the Interior may direct, with the recommendations of the bureau. The national mine-rescue and first-aid conference was projected in the hope that it would be a factor in increasing safety in the mining industry through the recommendation of better and safer methods of conducting mine-rescue operations, more efficient methods of extend- ing and giving training in the use of artificial-breathing apparatus, and approved and more effective methods of administering first aid to injured miners and of training miners in first-aid work. The bureau feels warranted in publishing the resolutions adopted by the conference as a guide to mine workers and others concerned in obtaining greater safety in mining, and in presenting such extracts from the discussion as indicate the reason for the adoption of any particular method. In issuing this bulletin, however, the bureau does not indorse these resolutions in whole or in part as a final ex- pression of its views regarding the best method or procedure in any case. It does believe, however, that the resolutions furnish an excel- lent starting point from which to develop a standard code of pro- cedure in mine-rescue and first-aid work. It will be noted that in some important cases further information is necessary before any standard procedure can be recommended, par- ticularly as regards types of bandages, methods of resuscitation, the use of stimulants, the cumulative effect of poisonous gases, the diet of men engaged in rescue work, the physiologic effect of the pressure

The Federal Bureau of Mines has been developing processes for producing synthesis gas directly from coal, oxygen, and superheated steam. An atmospheric-pressure pilot plant was constructed and operated to: 1. Determine the operability of the plant for gasifying coals of different ranks under various operating conditions. Listed in decreasing order of rank, these coals included a Pennsylvania anthracite, a bituminous A coal from the Sewickley bed, West Virginia, and a subbituminous C coal mined in the Lake de Smet region of Wyoming. 2. Determine the effect of varying operating conditions on: (a) Standard cubic feet (std.c.f.) of oxygen and pounds of coal of different rank required to make M std.c.f. of product gas (carbon monoxide plus hydrogen); (b) carbon gasified, percent; (c) exit-gas temperature, degrees F.; and (d) heat loss, B.t.u. per pound coal. 3. Compare the gasification characteristics, indicated in item 2, of coals of different rank: Bituminous A, anthracite, and subbiturninous C. 4. Determine the concentration of dust in the gases produced and the efficiency of dust removal, and investigate the relation between the sulfur content in the coals gasified and the gases produced.

The Bureau of Mines Helium Research Center has developed a computer program for solving two-phase equilibria data for binary mixtures and for evaluating thermodynamic functions of interest, including all critical points. This computer program was used to calculate equilibrium points on the PVTu surface for the helium-nitrogen system as predicted by the Van der Waals equation of state. Numerical values are tabulated and illustrations are presented for 1,279 equilibrium points and for quantities needed to construct Ponchon diagrams. Equilibrium ratios as a function of pressure at constant temperature and of temperature at constant pressure-are also shown graphically. In addition, saturated partial molal volume and partial molal enthalpy data are given. It is shown that the Van der Waals helium-nitrogen system exhibits retro-grade condensation of the second type for liquid helium concentrations of about 0.07 mole fraction or less and pressures below about 45 atm. It is also shown that the critical point is at a -maximum value of pressure (at constant temperature) and of temperature (at constant pressure).

The respirable dust standard in the Federal Coal Mine Health and Safety Act of 1969 is designed to prevent disability and death from coal workers' pneumoconiosis. Beginning June 30, 1970, the operators of coal mines were required to maintain the average concentration of respirable dust in the active workings at or below 3.0 milligrams of dust per cubic meter of air. The standard is reduced to 2.0 milligrams per cubic meter after Dec. 30, 1972. This paper presents the equipment and procedures used by the coal mine operators in implementing the respirable dust sampling program established by the Secretary of the Interior and the Secretary of Health, Education, and Welfare and shows the effect of the law, during the first year, on the reduction of dust levels in selected mines. The system employed by the Bureau of Mines for analyzing and processing the dust samples is also presented.

In connection with the purchase of coal under specifications for Government use, the Bureau of Mines in this report has compiled data on 81 mines located in 15 States. This annual report lists analytical data on the composition and quality of tipple and delivered samples of coal collected during fiscal year 1973. Tipple samples were collected by Bureau of Mines engineers at tipples as coal was being loaded into railroad cars or trucks. Ultimate analyses are given for most of the coalbeds listed. The deliveries were sampled at destination in accordance with instructions issued by the Bureau of Mines. All samples were analyzed in the Bureau laboratory at Pittsburgh.

This Bureau of Mines study estimates typical capital investments, operating costs, and selling prices for two bituminous coal strip mines in the Eastern and Interior provinces and a subbituminous coal operation in the Northern Great Plains province. The annual productions were based on tonnage required to fuel a 250-million-standard-cubic-foot-per-day, high-Btu gas plant. The annual tonnage for the Eastern province mine is 4.8 million tons; for the Interior province mine, 6.72 million tons; and for the Northern Great Plains province mine, 9.2 million tons. It is assumed that the mines have a 20-year life. Wages and union welfare payments are considered as of December 6, 1974, under the terms of the Bituminous Wage Agreement of 1974, and costs for material and equipment are based on 1975 indexes. Initial capital investment varies: $65,137,900 for the 4.8-million-ton-per-year (MM tpy) mine in the Eastern province, $78,514,600 for the 6.72-MM-tpy mine in the Interior province, and $42,050,100 for the 9.2-MM-tpy mine in the Northern Great Plains province. Total capital investments for the Eastern province mine, the Interior province mine, and the Northern Great Plains province mine are $86,969,900, $109,378,500, and $78,543,500, respectively. Corresponding selling prices for the coal, per ton, are $6.94, $6.03, and $3.39, assuming a 15-percent discounted cash flow rate of return after Federal income taxes. These studies are considered typical for the areas involved. Costs will vary depending on specific locations in these areas.

In 1984, at the request of the U.S. Forest Service, the U.5, Bureau of Mines began a study of the 94,370-acre Arc Dome study area (4-667) in order to appraise its mineral resources, The Bureau of Mines mapped and sampled mines, prospects, and mineralized sites in and near the area, The study area is located in the Toiyabe National Forest, about 54 mi north of Tonopah, Nye County, NV, It is estimated that over 500 claims have been staked in the study area since the mid-1800?s. In January 1986, there were 108 active mining claims completely inside and 59 on the boundary. Another 283 active claims were outside the study area but within 1 mi of the boundary, In addition to the large number of claims staked, exploration activity is also reflected by the almost 700 inactive workings that were found during field investigation.

Committee and the Bureau of Mines of the Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935-36.3/ The second report gave the same data for motor gasolines sold during the summer of 1936)4/ As was the case with the first cooperative gasoline survey, reports were received for some areas from only one company and in other areas from two companies that did not in all instances report on the same brands of gasoline. In still other areas reports were received from five or six companies on the same brands of gasoline. Thus, it can be seen that data on gasolines are unequal in regard, to the number of reports that were averaged in calculating the data shown in table 1. The data from the Pacific Coast were averaged by the Pacific Coast technical group before submission and are published exactly as they were submitted.

The objectives of this research were: 1. to determine the stability relationships of coal mine roof rocks which are cut by fractures or intersecting joints with and without roof bolts, under various sets of conditions including horizontal formation pressures, inclination and coefficient of friction of joints, bolt loads, roof spans and rock properties; and 2. to develop criteria for the design of roof bolt sys terns for such roofs. The problem was studied by mathematical finite element models and by laboratory models. From the results of the mathematical and laboratory models, equations were derived to express the relationships listed above for cracked, single-layered roof beams and design tables for such beams are included. The analysis was then extended to include multi-layered cracked beams reinforced by roof bolts and a method for analyzing and designing bolting patterns for such roof rocks is presented.

A table that greatly simplifies determination of metastable transitions in mass spectra has been prepared. All the mathematically possible metastable transitions of any compound whose molecular weight lies between 26 and 150 can be determined from the table without calculation. The method of utilizing the table is described, using selected peaks from the spectrum of normal butane for illustration. In the mass spectrometer, ions are formed in the isatron and accelerated through a series of slits. Most of these ions reach the collector without further change, but a few dissociate in transit to form new ions. These ions appear in the mass spectrum at neither the mass--to-charge ratio (m/e) of the original ion nor that of the new ion. The potential usefulness of reclaimed surface-mined land has received much attention recently. In an effort to develop a procedure for evaluating postmining land use potentials, specific mines in various regions of the U.S. were studied to determine the extent of current mined-land planning and to discover characteristics that are regional in nature. As part of this investigation, the Chinook Mine-West Field, located in western Indiana, has been studied. The Chinook Mine is presently operated by AMAX Coal Company and has been in continuous operation since 1928 under various ownership. The status of current reclamation and land use planning was reviewed. In addition, site planning principles were applied to the active mine area. This application included formation of a data base and development of postmining land use plan alternatives. Key factors affecting site potential realization for midwestern area mines have been identified along with suggestions for applying land use planning processes to mined-land planning.
