Prolonged exposure to loud noise can cause permanent damage to the auditory nerve and/or its sensory components. Despite regulations and efforts by government and industry to reduce noise-induced hearing loss (NIHL), it is still a problem in the U.S. coal mining industry. The Mine Safety and Health Administration noise standard (30 CFR3 62), which was enacted in September 2000, is aimed at reducing NIHL in the mining industry. To address NIHL in various aspects of coal mining and provide the necessary information to effectively implement control technologies, the National Institute for Occupational Safety and Health conducted a cross-sectional survey of noise sources and worker noise exposures. Noise surveys consisting of full-shift worker noise exposure (dose) determination, time-motion studies (task observations), and equipment and/or area noise profiling were completed in 8 underground coal mines, 10 surface coal mines, and 8 coal preparation plants. The studies revealed that more than 40% of all workers monitored were subject to noise exposures above 90 dBA TWA8. A summary of these studies is presented, their application to administrative and engineering controls is discussed, and exposure reduction methods are reviewed.

The Coeur d'Alene Mining District of northern Idaho is remarkable for its number of large ore bodies and for the amount of its historical production of lead, zinc and silver (Fig. 1). Since veins were first discovered in 1884, more than 127 Mt (140 million st) of ore have been produced from narrow, high-grade veins. Mining continues at the Lucky Friday, Galena and Sunshine mines (Fig. 2). All have been in production for decades. At these mines, more efficient mining and exploration techniques have reduced costs while adding significant new reserves. Even the old Bunker Hill Mine, where ore was first found in 1875, continues operation on a limited basis, partly involving production of world-class pyromorphite specimens. Until recently, the Coeur Mine was also a profitable silver producer. Other large producers have included the Star-Morning, Hecla, Page, Standard-Mammoth, Hercules and Gold Hunter mines (Fig. 2). The first deposits were discovered by prospectors who spilled over from the Murray gold mining district, 24 km (15 miles) to the north. The Bunker Hill Mine was founded the year after the first veins were discovered. Bunker Hill has now operated for more than 100 years. Production includes 2.3 Mt (2.6 million st) of lead, 1.1 Mt (1.2 million st) of zinc and 4.1 kt (132 million oz) of silver. Total district production through 1996 (Springer, 1997) amounted to 7.3 Mt (8.1 million st) of lead, 3 Mt (3.3 million st) of zinc, and 34.5 kt (1.109 billion oz) of silver. This record establishes the district as the largest recorded producer of silver in the world, while also yielding major quantities of lead and zinc. Only Potosi, Bolivia, may have produced more silver, although records are unclear. Despite the district's longevity, historic production and current activity, the published literature on the district lags behind with regard to recent concepts of district geology. The most recent comprehensive US Geological Survey (USGS) bulletins (Hobbs et al., 1965; Fryklund, 1964) are dated. Much research in the last half century has been short-lived or geographically restricted because the district is large and its geology is complex - and even this research tends to remain unpublished. In 1980, the Bureau of Mines surveyed a group of mine seals in Randolph County, WV, to evaluate their effectiveness for reducing toxic pollutants in mine water discharges. The survey focused on 11 block wet mine seals, but mine seals of several other types were also examined. The seals were installed in 1966 and 1967 in abandoned drift portals by the Federal Water Quality Administration (FWQA), a predecessor of the Environmental Protection Agency (EPA), in cooperation with the Bureau of Mines and other Federal and State agencies, in a project known as Elkins Mine Drainage Pollution Control Demonstration Project. The seals were designed to prevent air from entering the mine portals while allowing mine water to flow out. It was believed that by preventing air from entering inactive or abandoned mines, the formation of toxic pollutants and acid mine drainage (AMD) could be reduced. Evaluation of the seals was based on water flow measurements, water analyses, and visual observations. The Bureau's 1980 data were compared with past data collected by the EPA. Several leaks and failures were observed in the clay seals, as evidenced by apparent blowouts and the absence of vegetation where the mine water surfaced. Analyses of the 1980 data indicated some improvement in the quality of water discharged from many of the wet air seals.

Dust from worker,s clothes has been shown to be a problematic source of personal dust exposure. A recently completed effort between NIOSH and the Unimin Corporation has resulted in a quick and effective way to clean worker clothing. The process involves a booth under negative pressure with an air spray manifold to supply compressed air to blow off the dust from the clothing. The overall system is designed to meet MSHA and OSHA requirements. Results of field testing indicated that the manifold cleaned the clothes 10 times faster and removed 50% more dust than cleaning methods used by workers today.

No mines are active in the Hunter Mountain Wilderness Study Area (WSA), and no mineral resources have been identified in the WSA. However, the Monarch Mine has low potential for silver, copper, tungsten, and gold resources in quartz veins; the Shirley Ann Group and Sal Group have moderate and low potential, respectively, for silver, lead, and copper resources in skarn; claims overlying the Eureka Quartzite have low potential for silica resources; and the Tourmaline N1-4 Prospect has low potential for tourmaline resources in quartz monzonite. Copper, lead, silver, tungsten, molybdenum, wollastonite and garnet occur in skarn zones between monzonitic and carbonate units. Silver, tungsten, and copper also occur in quartz veins within monzonite. Known metallic mineral deposits are small, erratic and discontinuous. The J. 0. Mine, adjacent to the northeast corner of the WSA, may contain as much as 26 million tons of subeconomic wollastonite resources. The crest of an open pit to produce that resource would extend into the WSA. No information exists on geothermal potential because no exploration has been done in the area. No occurrences of energy minerals are known within the WSA.

Bureau of Mines research to develop an in situ retorting recovery method for oil shale has involved field testing of fracturing techniques for creating fluid-flow paths in impermeable oil shale. Electrolinking, hydraulic fracturing without and with sand propping, and explosive fracturing with a liquid explosive were tested in a 25-ft-square, five-spot pattern. These wells were drilled into oil shale at 50-to 88-ft depths near Rock Springs, Wyo. Results of the fracturing tests were evaluated by injecting air into a test well and measuring flow rates and flow profiles in adjacent test wells before and after each test. To identify points of air entry (location of fractures) in wells, flow profiles were determined by use of inflatable packers and by continuous logging with an airflow probe developed during the fracturing program. Electrolinking and hydraulic fracturing without sand propping were relatively ineffective; hydraulic fracturing with sand propping created horizontal fractures with desirable flow capacity; and fracture flow capacity was significantly increased by detonation of nitro-glycerin displaced in the natural and hydraulically induced fracture systems.

A degasification experiment was conducted in a Pocahontas No. 3 coalbed mine in Virginia. It involved (1) drilling holes in the coalbed in the out- side headings of a set of five being developed in virgin area, and (2) conducting a methane emission rate study as mining progressed and additional holes were drilled. Degasification from all drill holes except the longest in each of the outside headings and the first three drilled (excluding the in-situ pressure hole), was erratic and inconsequential in methane emission rates. The two longest holes liberated 66 and 79 cfm of methane, which is significant for the coalbed, but such quantity lasted a relatively short time; the first three were uniform but low in methane emission.

The heat content above 25.0° C up to 1,000° C was measured for six rock types: St. Cloud Gray Granodiorite, Holston Limestone, Sioux Quartzite, Rockville Quartz Monzonite, Salem Limestone, and the basalt at Dresser, Wis. The calorimetric data were obtained with an isothermal jacket-copper block calorimeter. The experimental heat content data for each rock type are presented, along with specific heat data obtained from the temperature derivative of the heat content. For the six rock types the maximum deviations of the specific heats at a given temperature were within 10 percent below 575° C and within 34 percent above 5750°C. The increase in the values of specific heat range from a minimum of 13 percent for the basalt at Dresser, Wis. (temperature range, 100° to 1,000° C) to a maximum of 46 percent for Holston Limestone (temperature range, 100° to 870° C).

"The Bureau of Mines investigated the presence and extent of methane accumulations in mine roof cavities using a full-scale mine model. Methane was released at a constant rate into the roof of a cavity built onto a 700-ft wind tunnel. Two box-shaped roof cavities were used in the study: one had a volume of 114.7 cu ft; and the other had a volume of 57.3 cu ft. Methane concentration was measured at 28 sampling points in the cavities using 21 different combinations of gas emission rates and air velocities. Brattice hung in the cavity helped reduce methane concentrations without auxiliary ventilation. It was also found that the effective ventilation rate increased by a factor of 40 in the large cavity and by a factor of 20 in the small cavity when air velocity was increased from 100 to 600 fpm.INTRODUCTIONAny location in a coal mine where 5 pct or more of methane is present constitutes a potential site for an explosion and roof cavities are likely locations. Unfortunately, little is known about the buildup of methane in roof cavities. Some research has been done using scale models where no air flows past the cavity so that methane disperses only by diffusion (5) 4 a rare situation in mines.No known cavity-model investigations have been made that simulate air and methane flow conditions normally encountered underground. These Bureau of Mines studies were undertaken to determine the extent and manner of methane buildups in coal mine roof cavities with air velocities in the range normally found in coal mines and with various methane emission rates."

Objective A cable bolt can be a strain-measuring device as well as a supporting device in underground mines. Placing instruments on a cable bolt allows certain characteristics of a rock mass, such as high strain and load, to he evaluated during mining and provides a means for mining engineers and mine inspectors to forecast a potential roof fall. Background Thousands of cable bolts are installed in U.S. mines each year. Studies performed by NIOSH researchers show that support loads can exceed the yield point of the steel, which can result in unstable ground conditions that pose direct safety hazards for underground workers. Rock falls can also create secondary hazards, such as caved escape ways and blocked ventilation passages. Development of methods and tools to assist in the evaluation and selection of rock supports could reduce the number of unplanned rock falls significantly. Approach Instrumented cable bolts developed at NIOSH’s Spokane Research Laboratory were used along with existing ground control systems to monitor rock mass loads and movement Axial and shear loads on the cables are determined as these loads are transferred to strain gages embedded in the king wire. In longwall, room-and-pillar, or underhand cut-and-fill mines, rock mass loads and movements can be detected down to microstrains of stress or millimeters of movement. By detecting such small amounts of ground movement and support load, early intervention to prevent a roof fall is possible, and miner safety and health are increased. How it Works Up to 10 strain gages are embedded in the king wire at whatever locations a mine ground control engineer may specify. The gages m either be set in pairs in the same plane to detect shear or set at 90° angles to detect loading in three dimensions. The cables are up to 5 meters long if they arc to be grouted with resin or up to 15 meters: if they will be grouted with cement. They arc capable of holding m ultimate lend of 214 kN and produce reliable readings to 178 kN, as shown in the calibration curve. The cables are fitted with an instrument plug for monitoring the gages and a special head for insertion into the rock. A data acquisition system, such as a Vishay strain indicator box, Campbell Scientific, or Omnidata system, is required to obtain the data for load and displacement calculations.

This study is one of a number conducted to determine the concentration of dust in the air during the complete cycle of operation in wet drilling information as to various factors connected with drilling in mining operations is considered to be of definite value in the control and prevention of air dustiness, and it is particularly desirable to ascertain What features of present-day wet-drilling operations in mine work contribute to dust disease and to remedy deficiencies when they are found. ACKNOWLEDGMENTS A testing alit through rock strata is being developed by the Mining Division of the United States bureau of Mines at Mount Weather, Va., and the tests discussed in this report were conducted there. This experimental alit in rock, constitutes a typo of laboratory where mine conditions can be closely simulated and where many of the variables likely to occur in an actual mine can be eliminated or at least controlled with reasonable effort, thus affording maximum opportunities to secure fundamental data uncomplicated by extraneous conditions. The Bureau of Mines studied the presplitting technique used for control-ling overbreakage in the walls of a vertical shaft at the U.S. Army Corps of Engineers Littleville Dam project near Huntington, Mass. The periphery of the shaft, the dimensions of which were 16-1/2 feet wide by 21 feet long and 52 feet deep, was presplit (cracked) in the solid to a depth of 48 feet prior to full-depth sinking. Presplitting prevented overbreak in a fairly soft schist and provided sound self-supporting walls which required very little scaling.

This is the second of a series of reports on properties of commercial motor fuels made pursuant to a cooperative agreement between the Cooperative Fuel Research (C.F.R.) Committee and the Bureau of Mines of the Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935-36.3/ These gasoline surveys report results of inspections, in oil-company laboratories, of samples of gasoline obtained by representatives of oil companies from service-station pumps in marketing areas throughout the country. In the present survey are presented inspection data on 239 samples of regular-price gasoline, 166 samples of premium-price gasoline, and 157 samples of third-grade gasoline, a total of 562 samples collected during the summer of 1936.

"Everyone admits that there are more accidents in metal mines than there should be but there is much difference of opinion as to the causes of accidents, whether avoidable or unavoidable, and the amount of responsibility attaching to the miner and the mine operator, respectively. However, it seems that one of the main reasons why there are so many accidents, is that there is so little general knowledge regarding their causes and costs. Some information regarding the costs and causes of metal-mine accidents is presented in this paper.The data contained were obtained from a study of the complete accident and medical reports of two large metal-mining companies, which carry their own insurance. Path maintain hospitals with competent medical attendants. One of these companies also maintains a very efficient safety bureau, consisting of a safety engineer, with two assistants who work in connection with the medical department, and with the safety committee made up from among the miners themselves.Daring the year of 1920, ""A"" Company employed approximately 900 men, and these men worked more than 270,000 shifts. There were 373 minor and major injuries, among these 900 men, hence assuming that each injured man was hurt cut once, 41 per cent of the men who worked in this mine received some kind of time-losing injury during the year. On account of these injuries the injured men lost 3731 shifts, and thus the time lost due to injuries amounted to approximately 1.4 per cent of the total number of shifts worked,"

Alkalized alumina (an active form of sodium aluminate) has been considered as a sorbent for the removal of sulfur dioxide from industrial flue gases. Four rate equations, each based on a different mechanism, were compared with the results of thin-bed sorption tests. It was found that each equation agreed with the experimental results, within experimental variance, over most of the range of sorption studied. First-order rate equations were generally satisfactory in explaining both sorption and regeneration. It is concluded that the equations developed are adequate for the design of commercial fluidized beds for the sorption of SO2 from industrial flue gases and regeneration of the alkalized alumina.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove, grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions 2 issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor; if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.
