Two pieces of European Union (EU) legislation together establish requirements for protection against risks from vibration at work. The vibration directive1 specifies duties of employers to protect workers from risks from exposure to vibration; the machinery directive2, specifies duties of manufacturers and suppliers regarding the safety of machinery marketed in the EU. This paper discusses both directives and the standardisation programmes that support them. It also addresses the implementation of these requirements in Great Britain. Employers’ duties: the vibration directive This directive requires employers to assess and control risks to health and safety arising from hand-arm vibration (HAV) and whole-body vibration (WBV). Member States were required to implement the directive in national legislation by 6 July 2005. Employers are required to eliminate vibration risk at source, or reduced to a minimum. The duties include: assessing risk and exposure; planning and implementing the necessary risk control measures; providing and maintaining suitable work equipment; providing workers with information and training on risks and their control; and monitoring and reviewing the effectiveness of the risk control programme. Daily exposure exceeding a specified action value triggers a requirement for a programme of technical and organisational measures to minimise vibration exposures and the resulting risk, and the provision of health surveillance. Exposures above a specified limit value are prohibited. When conducting their risk assessments, employers are required to “assess and, if necessary, measure” the vibration exposure of workers, for comparison with the action and limit values. Vibration measurement in the workplace is not expected in all cases and the use of vibration information from equipment manufacturers is specifically mentioned. This provides a link with the machinery directive (see below). Manufacturers’ and suppliers’ duties: The machinery directive The machinery directive, first introduced in 1989, is intended to remove barriers to trade. It puts duties on manufacturers and suppliers who place machinery on the European market to design their products to eliminate or reduce risks to health and safety and to warn the user of any residual risks, providing information required for safe use (for example, operator training, maintenance and selection of consumables). A thermal oil-recovery experiment was conducted in the Venango First sand, Goodwill Hill oilfield, Warren County, Pa., about 10 miles northeast of Titusville. The Quaker State Oil Refining Corp., Bradford, Pa., performed the experiment with assistance from Sinclair Research, Inc., Tulsa, Okla., and the Federal Bureau of Mines. The Goodwill Hill field was discovered in 1885. Primary-production oper- ations continued until 1930 when an air-gas injection project, which is still in operation, was started. At the location of the combustion experiment, the reservoir is 400 feet deep and 30 feet thick, with wide permeability and porosity variations. The crude oil is typical Pennsylvania Grade paraffin- base oil with a gravity of 43.9° API and a viscosity of 4.55 cp at 60° F. The well pattern for the experiment consisted of 5 producing wells, enclosing an area of 1.28 acres, and a central ignition-injection well. An air-natural gas mixture was ignited in the ignition well on July 29, 1961. Ignition was followed by injection of air and natural gas at various rates. The experiment was suspended January 5, 1962, when it became evident that economic oil production could not be achieved. There was no conclusive evidence that self-sustained combustion was achieved or that combustion increased oil and water production. A slight increase in liquid production was attributed to stripping action caused by the air-injection rates, which were higher than those normally used during air-gas injection.

Means of improving the U.S. Bureau of Mines Brattice Window Method have been investigated by Goodyear Aerospace Corporation (GAC). An extensive series of laboratory tests at GAC and a series of tests in three operating coal mines of the Bethlehem Mines Corporation were conducted. The GAC laboratory tests defined the window coefficients and the accuracy of the method using different measuring techniques for a range of window sizes and shapes with window areas from 0.0873 to 4.0 square feet for flow velocities through the windows of from 100 to 1000 FPM. The results indicated that for the range of window sizes and window flow velocities investigated a single window coefficient value can be used with little error for each window size and for each flow direction, for the investigated range of window flow velocities. The mine tests developed techniques for quickly erecting the Temporary Test Stopping (TTS) in a cross-out, making the measurements, taking down the TTS and moving it and the test equipment to the next cross-cut. The time period for the total cycle ranged from 15-45 minutes depending on the properties of the cross-cut's surfaces. The total weight of the TTS and test equipment carried by the two miners conducting the tests was approximately 40 pounds. Correlation was obtained between the sum of the leakage values past 10 consecutive individual stoppings using the brattice window method and the value for the difference in the airway flow values before and after the 10 consecutive stoppings when the value for the sum of the leakages for the 10 was significant when com¬pared to the airway flow values. The mine tests reiterated the importance of using the largest TTS window(s) consistant with making accurate anemometer measurements for the best results with the brattice window method.

Measure dangerously high concentrations (20 to 500 g/m3) of flammable, airborne dust. Approach Development of high concentration dust monitor (HCDM) which will measure mass concentrations of air borne dust by the principle of beta-ray attenuation. How It Works The HCDM is a battery powered, portable instrument that weighs 10.5 kg. It is capable of making continual (10 sec. time resolution) measurements of high concentrations of airborne dust and can record up to 8 hours of data in an internal memory. The data can be read out later on an analog or digital recorder. An internal pump pulls airborne dust into the sampling section, which contains a low-energy beta-ray source and a Geiger counter detector. No beta radiation escapes from the instrument, and no license is required for the operator. The mass concentration measurement is made while the dust is still airborne. Beta-ray attentuation is independent of particle size and composition of the dust, so the HCDM can he used with many types of dusts which may be airborne in flammable concentrations. The problems associated with the presence of organic materials and of water in explosion-proof enclosures used in high voltage, high capacity applications were examined through a literature search and theoretical reasoning. Information on volatilities is presented. The conclusion is reached that explosive pressures are significantly enhanced by inclusion of these materials.

The first steps in the process of mine evacuation are the recognition of a problem and an attempt to communicate the problem to miners who may be affected. This chapter will focus on the way that a problem, fire, came to the attention of mine personnel and the messages that were sent to miners in the affected areas. The concept of information uncertainty, which was introduced in chapter 4, will be discussed as it influences problem perception and diagnosis. Sociotechnical and interpersonal communications will be explored and suggestions for improving these systems will be offered. It might seem that the first indication of a dangerous fire would motivate individuals to take self-protective action, to evacuate the affected area or structure, and to provide clear warning to others who are in danger. Research has actually shown that in most situations this does not occur. Instead, time is taken to gather more information, confirm information that is provided, and consider possible alternative explanations that could account for the given circumstances [Canter 1990; Scanlon 1979; Bickman et al. 1977]. This process of confirmation can lead to the loss of critical time. Canter [1990] summarizes the problem in his book, which reports studies of a number of fire events: "As discussed throughout this book, ambiguity and confusion, incoherent instructions and time-wasting actions, lack of appropriate instructions and misunderstanding of the nature of the event that is unfolding, are all hallmarks of fires and emergencies that kill people." In this chapter, the detection of each mine fire and the communication of warning to endangered miners will be reviewed with an emphasis on how those processes were affected by the availability and use of information. Information can become available through a variety of mechanisms during an emergency situation. First, cues may be taken directly from the environment. Smoke is an obvious example. Secondly, mechanical devices, such as smoke detectors, may provide warning messages. A third source of information is interpersonal communications. These can occur face-to-face or through some mechanical device such as a telephone. With all three methods there is a possibility of miscommunication, misunderstanding, and misinterpretation. All of these means of communication were used with varying degrees of success in the three mine fires analyzed here. A fire, like any nonroutine situation, engenders uncertainty about a diagnosis and understanding of the problem [Mead 1938]. This uncertainty leads to delays in realization of the seriousness of the situation and therefore in the proper response to it. Delay in action is an important concern in any fire setting, but is even more at issue in underground coal mine fires. Mine fires are qualitatively different from structural blazes: workers' escapeways may be miles long; the seam height at many operations is so low that it is impossible to walk upright; access to underground workings is always limited to a few (sometimes only two)

Continual occupational exposure to vibrating hand tools can damage the neural, vascular and other soft tissues of the fingers. Rat tail models have been developed to investigate the biological responses of the tissues to vibration.1-2 However, the biodynamic response of the tail relative to that of the human fingers has not been characterized. The objective of this pilot study was to compare the transmissibilities of rat tails measured via a scanning laser vibrometer to those of human fingers gripping a handle. Methods In Part I of this experiment, four male Sprague Dawley rats (6 weeks old) were exposed to discrete 5g-rms sinusoids of 32, 63, 125, 160, 250, and 500 Hz. The rats were restrained in Broome-style restrainers with their tails constrained without compression to an exposure platform via elastic straps as shown in Figure 1. The platform was attached to a vertically vibrating shaker. The vibration was measured for the array of points shown in Figure 1 using a scanning laser vibrometer (Polytec) and the transmissibility calculated for each point on the tail relative to the reference points on the platform. In Part II, three male human subjects were exposed at the frequencies specified in Part I - with the addition of 1000 Hz - at a magnitude at the ANSI <0.5-hr limit up to 63 Hz, after which the acceleration was held constant at 5g-rms. The subjects gripped an instrumented handle at 20 N as shown in Figure 2. The transmissibility was calculated relative to the reference points on the handle. [ ]

"Under the organic act establishing it, the Bureau of Mines is authorized to conduct investigations designed to improve health and safety conditions in the mineral industry and to promote efficient development and utilization of our mineral resources. The field of the Bureau's activity, therefore, begins with the commercial development of mineral deposits and ends with the production and utilization of the final marketable product.In order to serve more efficiently the various sections of the country, the Bureau has established, in addition to its main offices at Washington, D. C., eleven field experiment stations, three field offices and several mine rescue cars and mina rescue stations. These field branches are so distributed as to cover most of the mining districts of this country, including Alaska. The field service in general deals with specific experimental problems, cooperative work with non-governmental institutions, and mina rescue work, while the Washington office is the administrative head and is responsible for the distribution of general information, the chiefs of the technical and administrative divisions of the Bureau being stationed there.The Bureau is prohibited by law from doing work exclusively for the benefit of any private company or individual. Generally speaking, the Bureau does no assaying, ore testing, or similar service work for the benefit of private companies or individuals. In response to requests for work of this sort a list of assay and ore testing laboratories is supplied. In referring inquiries to com-mercial laboratories or consulting engineers, care is taken to mention several names so as to avoid designating any one establishment or engineer."

The feasibility of formulating cap-sensitive slurry explosives for use in underground mines with potentially flammable gas atmospheres was examined. Formulations containing aluminum metal as sensitizer and sodium chloride to reduce incendivity were prepared; some were cap-sensitive and had adequate air-gap. Flaked aluminum metal rather than the atomized type proved to be the more effective sensitizing agent of the formulations tested for incendivity in the large gallery of the Bureau of Mines, some were found to be suitably nonincendive.

This report provides low-temperature heat-capacity data and entropies at 298.15° K. for magnesium metavanadate (MgV206) and magnesium pyrovanadate (Mg2V207). The work completes low-temperature measurements planned for alkaline-earth vanadates; an earlier report dealt with calcium vanadates.4 No similar data for these compounds have been published previously. Free energy of formation values at 298.15° K. were derived by combination of the present entropy values with heat of formation data. MATERIALS The materials used in the measurements were portions of the samples described in a previous Bureau of Mines publication by King, Koehler and Adami.5 Methods of preparation, chemical analyses, and X-ray examinations are covered in this paper. The indicated purity of the samples was 99.9 pct.

The U.S. Bureau of Mines evaluated the self-contained self-rescuer (SCSR) donning proficiency of 243 miners. These workers were from eight underground coal mines in the eastern United States. The objectives of the study were (1) to gather information on skill levels, since all miners in the study had prior instruction and opportunity to practice donning the apparatus, and (2) to summarize a quality control procedure useful in conducting periodic evaluations of donning proficiency. The sampling procedure used proved to be both reasonable and efficient in gathering information on training effectiveness_ It also provided a good statistical base for making informed site-specific decisions regarding SCSR training needs. Results from the observed samples at each of the eight mines indicate a wide variability across sites. The rate at which miners failed to isolate their lungs varied from 33 to 40.0 pct. Concomitantly, proficiency rates (miners either performing adequately or demonstrating a perfect 3+3 sequence) ranged from 13.3 to 63.3 pct.

As an oversupply of arsenic trioxide developed, prices declined for both domestic and imported material. Vanadium, although widely spread in minute quantities through the crust of the earth, is found in few places sufficiently concentrated to be economically mined and prepared for use. Most rocks carry from a trace to a few hundredths of a per cent of vanadium oxide, and coal ash may carry about as much as the rocks, Much of the "coal" quoted in the literature as carrying vanadium has been asphaltite, and in other ccal the vanadium is of late introduction. The ash of the petroleums, though usually present in very small quantity, may carry a large percentage of vanadiun, so that production of vanadium from it has been seriously considered. Naturally the ashes of soze asphaltites similarly carry vanadium.' The great deposit at Minasragra, Peru, to which further reference will be made, is probably an altered asphaltite. Ilmenite and cther iron minerals usually carry vanadium 10 and some has been saved from the minette ores of France. 11 Many veins that carry lead copper and zinc minerals also carry a little vanadium, which, especially if the veins are in a comparatively dry region, such as the southwestern United States, northern Mexico, Northern Rhodesia, Southwest Africa, or Spain, collects in the oxidized parts of the veins as vanadinite,

"INTRODUCTION As a byproduct of its mineral investigation program, the Bureau of Mines has developed a number of operating devices and techniques worthy of note. This paper, prepared under the direct supervision of Paul T. Allsman, chief, Salt Lake City Division, Branch, and under the general supervision of Lowell B. Moon, chief, Mining Branch, reports upon one such device. A simple device has been developed for measuring angles of deviation from the horizontal as recorded on a glass tube by acid etching. The device has facilities, also, for measuring the angle between the long axis of the ellipse and the north-south reference points established by a Maas compass or from an established axial lamina, on the tube, which was ori¬ented to a specific direction in the hole by rod alinement.The device was found accurate within half a degree on repeated orientations of the same tube. However, the degree of accuracy is dependent on the accuracy of personal manipulation in orienting the tube to the correct plane."

"INTRODUCTION At the request of Elmer Burch, of Taos, N. Mex., the Apache mica mine was examined by an engineer of the Bureau of Mines in October 1942. As the result of this examination, the Bureau of Mines proposed to extend an adit to the projection of the mica-bearing dike. The Federal Geological Survey then prepared a topographic and geologic map of the property. This information and consultations with members of the Survey 3/ assisted in determining the course and extent of the exploratory work. The author supervised the work, which was done from January to May 1944.Title to the property was in litigation during the period of the Bureau of Mines investigation. Conrad Johnson, of La Madera, N. Mex., was contesting the valley of Burch's claim location covering the Apache mine. Johnson was a prior claimant. A map made during mining operations prior to 1929, showing all mine workings, was in the possession of Johnson, but he would not produce it for inspection as long as his title to the property was in doubt. The course of the adit extension was therefore controlled by the best information and judgment otherwise obtainable."
