In this study a generalized specification and costing model for high tonnage coal carrying conveyor belts of 3.5 to 100 miles is presented. These belt systems, in modular units or flights, of up to 9 miles in length can be considered in terms of gathering systems. The study format is sufficiently open to allow users to insert their own requirements and parameters. A specific case study is provided. Because conveyor belts are feasible almost anywhere, this study has not investigated any specific route or geographic location. Rather, it has concentrated on setting up an heuristic programming model for conveyor belt facility optimization and cost minimization. The analysis starts with the principle factors involved in the design of the system and their optimization for various cases. This is followed, in Section 5.4, with a factor by factor cost analysis based on industry data and the preceding optimization. The next step is the development of both facility and costing models suitable for computer analysis. Logic flow diagrams are presented at each major analytic step.

The report provides guidance for determining those environmental impacts associated with the surface mining of steeply pitching coal seams. In addition to the environmental impacts, four additional issues are addressed, namely (1) Time and motion studies of those coal mining systems employed in mining seams which pitch in excess of 25°, (2) Assessment of those mining techniques, (3) Development of rationale for the mining methods employed, (4) Identification of the reclamation practices and determine whether these practices were in compliance with appropriate Federal and State regulations. Five surface mines located in three geologically distinct basins of the United States were analyzed during the period of August through November 1979. The three basins include the Hanna Basin of Wyoming, the North Park Basin of Colorado and the Southern Anthracite Field of Pennsylvania.

This report documents laboratory and in-mine analyses of diesel exhaust pollutants carried out to assess the fate of potentially reactive species in the mine environment. Specifically, the concentration of stable compounds including carbon monoxide and carbon dioxide, and potentially reactive compounds including nitric oxide, nitrogen dioxide, sulfur dioxide, aldehydes, formaldehyde, acrolein, formic acid, odorants, particulates, soluble sulfates, and polynuclear aromatic hydrocarbons were determined. The concentration and mass emission rates of these compounds were measured in the laboratory under three engine speed and load conditions and with three exhaust control conditions, i.e., none, catalyst, water conditioner. Once calibrated, the engine was installed in the Bureau of Mines Safety Research Coal Mine and the concentration of exhaust pollutants measured at several distances downstream (inby) of the engine. Laboratory results confirm the relatively small effect of exhaust control devices on most pollutants under engine conditions of low speed and load. At higher engine speed and load, the catalyst is more effective in controlling many pollutants. The in-mine data indicates that during residence times, which are typical for miner/exhaust contact, most diesel exhaust pollutants do not decrease in concentration. The obvious exceptions are nitrogen dioxide, sulfur dioxide and formaldehyde. The concentration of these pollutants is reduced by up to 75 percent in five minutes. The lack of increase in levels of obvious reaction products indicates that surface loss may be a major sink for these pollutants.

The Sago Mine Disaster, on January 2, 2006, placed renewed focus on several different aspects of safety in the underground coal mining industry. One area which received increased attention since Sago and other underground coal mining events is the concept of Safety Culture. This report describes the results of a pilot Safety Culture Assessment implemented at a small Appalachian underground coal mine, hereafter referred to as the Mine. The purposes of this pilot assessment were to (a) evaluate the feasibility and usefulness of a methodology for assessing safety culture that had previously been developed for use within other industries, (b) to initiate an investigation into the understanding and defining of the existing safety culture of the underground coal mining industry, and (c) provide meaningful and useful recommendations for the participating mine for their consideration in their ongoing quest to enhance their existing safety culture. This pilot assessment was conducted in July 2007. The report provides information regarding the presence or absence of safety culture characteristics within the Mine. Observations regarding the characteristics of the Mine?s safety culture that should be sustained are presented. Areas in need of attention and management focus to improve the Mine?s safety culture are presented as well as recommendations for moving forward. Safety culture characteristics that are important for the existence of a positive safety culture have been identified to include: - Safety is a clearly recognized value in the organization. - Accountability for safety in the organization is clear. - Safety is integrated into all activities in the organization. - A safety leadership process exists in the organization. - Safety culture is learning driven in the organization. - A process for establishing a strong and effective Safety Conscious Work Environment (SCWE) is in place. Performance objectives are associated with each of the safety culture characteristics and particular behaviors and attitudes have been identified that can be measured to evaluate these objectives. Using a methodology originally developed with the support of the U.S. Nuclear Regulatory Commission, an assessment of selected organizational behaviors and attitudes was conducted to evaluate the Mine in terms of these safety culture characteristics and their associated performance objectives. The methodology involves obtaining a variety of quantitative and qualitative information, using multiple data-gathering methods. The information collected is largely based upon the perceptions of the individuals in the organization. The evaluation is a ?point in time? snapshot of the Mine, but cultural beliefs and assumptions do not change quickly. The feasibility and usefulness of the methodology was successfully demonstrated during this pilot assessment. The U. S. Bureau of Mines is engaged in many diverse programs for improving mine safety. Of particular interest to the Bureau are new and improved means for minimizing the hazard of fire which can be initiated by prolonged low energy electrical faults on trolley line systems. When a high energy fault occurs on a trolley line, wherein the current exceeds the magnitude normally drawn by legitimate loads, such as locomotives, then the circuit breakers at close-by power rectifier sets trip. Tripping of the breakers not only protects the equipment at the rectifier sets, but also disconnects the energy source from the fault and thereby minimizes the fire risk. However, the fault current is frequently of a level substantially below that required to trip the overload breakers. When the fault is a substantial percentage of the set level of the breakers, the energy dissipated by the fault is frequently sufficient to clear the system by rapidly burning itself clear. Such a fault is often short-lived and does not present as serious a fire risk hazard as a prolonged, much lower energy fault, wherein the energy level is too low to clear the system. The breakdown of a trolley line insulator, in which there was a 15 to 30 ampere fault to ground, would represent such a fault or illegitimate load and a substantial fire risk.

The National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory, conducted a study of past mine explosions to identify the ignition locations and ignition sources responsible for the most severe explosion events resulting in death. Since the Scotia disaster of 1976, many fatalities from underground coal mine explosions have been linked to nonpermissible electrical equipment ignition sources located in intake air courses. With few exceptions, explosion protected equipment is generally not required in intake air courses of gassy underground coal mines in the US. Cigarette lighters were another prevalent ignition source for fatal explosions ignited in intake air courses. Several mine rescue/ recovery teams have encountered electrical ignition hazards. The study provides evidence that intake air courses of gassy underground coal mines fit the description of certain Hazardous (classified) locations described in the US National Electrical Code®. Class I Division 2 or Zone 2 explosion protection tech¬niques may be used to design intake air equipment so that it does not present an ignition source under normal operation, before mine power is shut down in emergency situations. Nonpermissible circuits in intake air courses that are likely to remain energized during emergencies, e.g. battery powered equipment, should be protected by more stringent Class I Division 1, Zone 1, or Zone 0 techniques, to protect rescue/recovery personnel.

The Bureau of Mines conducted research to provide technical information needed to devise waste management plans for the processing of manganese nodules. Studies included summary descriptions of Pacific manganese nodules, process options and flowsheets, methods for characterizing nodules and their tailings, and results of analyses of laboratory and pilot-plant generated tailings. This information is the result of a cooperative research effort of the Bureau of Mines and the National Oceanic and Atmospheric Administration (NOAA), with NOAA providing funding and the Bureau conducting the research. A summary of the extensive literature review is provided for manganese nodule mineralogy, chemistry, processing techniques, and methods of analyses. Characterizations and analyses of laboratory-generated tailings and slags are given, as well as the results of the leaching studies on these waste materials. Leachability was determined by three standard leachate tests- the Environmental Protection Agency (EPA) extraction procedure (EP) toxicity test, the American Society for Testing and Materials shake extraction test, and the U.S. Army Corps of Engineers-EPA seawater elutriant test. While the wastes generated in the laboratory may not be entirely representative of those to be generated in full-scale plants, results of these studies provide a positive indication that commercial recovery of cobalt, copper, manganese, and nickel from manganese nodules would be environmentally acceptable.

This report, summarizing the Bureau of Mines research and technologic work on coal and coal products for the period July 1, 1950, to July 1, 1951, is based largely on publications issued during the year. The sixteenth in an annual series, it gives footnote references to publications giving further details of the research and technologic work described, except in a few cases where research data presented herein has not been published previously. During the year, the national fuels situation was generally one of plentiful supply.3/ Mineral-fuel resources appeared adequate for several hundred years at reasonably increasing rates of supply. Coal-production capacity was in excess of demand; petroleum supplies were adequate; and natural gas use was limited only by pipeline capacity. However, it was pointed out that a world war would drastically change this situation of relative plenty, particularly with regard to supplies of petroleum and its products. Conversion to the use of coal on a large scale would be required, and improved methods of mining and of processing and using coal in solid or fluidized form or converted to liquid fuels could materially contribute to our national safety.

The following; paper describes underground mining practices of the Riverside Cement Co. of Los Angeles, Calif., in the Stanley limestone deposit at Crestmore, Riverside County, Calif. It is one of a series of papers being prepared for and published by the United States Bureau of Mines on mining methods and costs in tae various mining districts in the United States. Experimental work is report on the gasification of 90-percent through 200-mesh, strongly coking Sewickley-bed coal with oxygen and with steam in three temperature ranges, namely, 2,700° to 3,400° F., 1,600° to 2,000° F., and 230° to 250° F. Thirty-one runs have been made, during which 56,000 pounds of coal have been charged to the generator at feed rates of 200 to 450 pounds of coal per hour. The average results, not the optimum results, are given in the following tabulation:

The Bureau of Mines is conducting a series of investigations, with a view to ascertaining the most efficient methods of obtaining gasoline from petroleum and natural gas. This report deals with a method of extracting gasoline from natural gas by absorbing the gasoline in oil and subsequently separating it from the oil by distillation. The process is quite different from those of compression and condensation which have been used for a number of years for extracting gasoline from casing-head natural gas, and has not heretofore been described in the literature. MANUFACTURE OF GASOLINE FROM CASING-HEAD GAS. The extraction of gasoline from casing-head natural gas by compression and condensation methods has become a large and lucrative industry in this country. In the year 1915 about 65,000,000a gallons of gasoline prepared by these methods was placed on the market. In addition, in marketing this gasoline, at many plants an equivalent quantity of naphtha was blended with the gasoline, thereby utilizing for automobile fuel and other purposes a large quantity of naphtha that otherwise would have been unsuited for these purposes. The increase for the year 1915 over 1914 was about 22,000,000 gallons. For the year 1916 the production should be more than 100,000,000 gallons. The quantity of casing-head gas treated in the year 1915 by compression and condensation methods amounted to about 24,000,000,000 cubic feet; the average yield of gasoline was 2.57 gallons per 1,000 cubic feet. b This casing-head gas represents natural gas that formerly went largely to waste; hence the process represented a distinct and important step in the utilization of the natural gas produced in this country.

Explosionproof electrical enclosures for coal mine face equipment have been of the same basic design for many years without significant change. Characteristics for potential improvement were investigated through interviews, visits to mines and studies. Improved safety, health and productivity were the goals. Areas identified for improvement included rapid venting of pressure build-up due to an internal explosion, quick and easy entry or removal of cable entrances, and a quick and easy cover removal for rapid component access. Concepts were identified and evaluated, and the more promising devices were fabricated and tested. Encouraging results from initial tests led to further design refinement and establishment of design guidelines. These design guidelines for a pressure vent and for an elastomeric grommet type cable entry are described along with the testing used. An application for an experimental permit was requested from MSHA. After test and evaluation experimental permit #396 for evaluation in an underground coal mine was granted.

"INTRODUCTION A commercial-scale pilot plant for gasification of lignite was completed by the Bureau of Mines at Grand Forks, N. Dak., early in 1945 as an extension of work on, gasification of low-rank coals initiated in a smaller pilot plant at Golden, Colo., during 1943. The development work on this plant was part of a program to make reducing gases from lignite for beneficiation of low-grade iron ores. The background of this project has been described in a previous report. 6/ The present report describes the major features of the large pilot plant, a record of experimental operating data during five runs totaling about 1,800 hours, .and results of experimental work on the small pilot plant at Golden during 1945.This project has created considerable interest because heretofore there has been little success in several attempts to gasify American lignites.Furthermore, the methed employed is a departure from conventional processes. Natural lignite is fed continuously into an externally heated annular retort and is converted into water gas by heat conducted through alloy metal walls. Because of the high thermal conductivity of metal, the rate of gasification is several times greater than can be obtained when employing refractory walls. The process has been developed to a part that leaves one major question unanswered. - ""How long will the alloy last under practical operating conditions?"" - and this question has aroussed the interest of the Coal Division of the Bureau of Mines in this new development.Owing to the high reactivity of the lower-rank fuels, the water-gas reactions proceed rapidly at medium temperatures of 1,650°F. to 1,800°F. These temperatures can be attained in a reaction zone heated by external means when the temperature of the retort does not exceed 1,900°F. while transferring from 6,000 to 7,000 B.t.u. per hour per square foot. Such rates are several times greater than can be attained through refractory walls as employed in the Didier-Bubaig 7/ and the Ahrens processes. 7/ Therefore, the investment cost of the gas generator per unit of capacity will be considerably lower for the higher-capacity process. However, the maintenance cost of metal vessels will be higher than that of refractory retorts, and this emphasizes the importance of large-scale operation to determine the life of an alloy retort under practical operating. conditions."

A device has been developed for nondestructive testing the holding power of split tube friction rock supports. It operates by measuring the amount of decrease in internal volume when the support is forced into the drilled hole. The pullout force or slip load is a function of this decrease in volume. The device gives readouts of the average internal diameter and predicted pullout force or the support. Laboratory and field tests showed excellent repeatability and good correlation between predicted and actual pullout force. The device is hand-operated, lightweight (7.5 lb) and can be used on any friction support.

This report describes the feasibility of mining the oil shale deposits of the Piceance Creek basin in Colorado by an integrated open pit system. The study is based upon a comprehensive analysis of pertinent environmental, economic, and engineering factors. Ten mining cases are investigated, and the mine design and cost estimates for each case are presented in this report. Nine of the cases represent three cutoff grades, defining oil shale ore as equal to and above 15 gallons per ton (gpt), 20 gpt, and 25 gpt at three ore production levels of 500,000 tons per day (TPD), 1,250,000 TPD, and 2,500,000 TPD. The tenth case is an alternate design of the 500,000 TPD production rate at the above 15 gpt cutoff grade. The report consists of Volume I, a technical and cost comparison of the ten cases; Volume II-Part I, a detailed explanation of the estimating methods used; and Volume II-Part 2, a more detailed discussion of the technical and cost features of the ten cases than is presented in Volume I.

"INTRODUCTION For many years it has been known that low-grade manganese deposits occur in the bluffs along the Missouri River Valley. Frequent attempts have been made to develop the ore and to produce a marketalble commodity but they have had little success. Under pressure of the war emergency and the shortage of manganese, the attention of the Federal Bureau of Mines was directedtoward the deposits.Manganese-bearing shale occurs from a point near Pierre, S. Dak., down the river to the Rosebud bridge near the Nebraska line (1).5/ The Bureau of,confined its work to the more accessible central portion of the deposits near Chamberlain, S. Dak. The ore occurs principally as concretionary nodules in the form of iron and manganese carbonates (manganosiarite and perhaps some manganocalcite; rhodochrosite has not been identified). At the surface the carbonate is often broken down so that the oxide of manganese gives the nodules a black The matrix or host rock is generally known as Pierre shale, composed of ""interbedded layers of bentonite, an altered volcanic ash, and dissemi¬nated bentonite particles,"" (2) and montmorillonite-beidellite clay minerals (3). The shale weathers to the very sticky gumbo characteristic of South Dakota and well-known to hunters and travelers in the area.The area selected for the experimental mining and pilot-plant work discussed in this report lies about 8 miles westerly from Chamberlain and is a few hundred feet north of U. S. Highway,16, on land owned or controlled,by M. Q. Sharpe of Kennebec, S. Dak., and the General Manganese Corp."

This project focused effort on three separate areas: demonstration of a low seam longwall illumination system, design of illumination systems for low coal auger miners, and an assessment of machine lighting systems for machinery used to mine low seam coal. Results indicated illumination systems can be purchased by the mine operators of low coal seams. These systems can be supplied with the equipment as a factory integrated system or can be retrofitted to the machine or longwall equipment.

A detailed description is given of radio apparatus for controlling a coincidence outfit for relative gravity measurements. This is probably of little interest, since many types of apparatus could be used. The general method employed is the interesting thing about this paper. As long ago as 1883 von Sterneck made a proposal to control two coincidence boxes with the, seine, clock, and many persons have suggested the use of radio for this purpose. In accomplishing this it would appear to the reviewer that this method is probably inferior to that used by the Marland Oil Co., but Berger and Brückner must be given the credit for important advances in the coincidence method. In their apparatus a clock at a central station actuates a relay, which operates a short-wave transmitter (40 m.). At the receiving station the amplification is accomplished at low frequencies... The signal operates a relay which moves a slitted screen in a coincidence apparatus. This screen has been improved considerably, to decrease the mean error in observing a coincidence. As usual, a telescope is used to observe the flashes of light. It has a scale in its focal plane and positions of successive flashes are easily read off and recorded by a second observer. This makes possible' a: higher accuracy in determining the exact instant at which coincidence would have occurred at the zero point on this scale. This method obviously depends on the constance of the mechanical and electrical lag inn both sending and receiving apparatus, and may be adversely criticized from this standpoint. -- A. E. Ruark.

This report describes the development and limited testing of a semi-automatic, raise climber, Compact Service Hoist System designed for stope access in underground metal and nonmetal mines. Demonstrated capabilities of the system include a 1,000-lb payload capacity, control from the traveling cage and from up to three remote stations, operating in vertical or inclined raises 3 ft in diameter and up to 300 ft in length and a travel speed of 50 ft/min. The system has the capability of operating in crooked raises because the conveyance climbs two stationary wire ropes suspended down the raise. The drive unit is electrically powered with power and control signals supplied to the drive unit through an umbilical 'cable also suspended down the raise. The system has been designed for portability, ease of installation and minimum raise development. The hoist has been demonstrated successfully in an above ground test tower. This report provides a detailed description of the hoist design and its demonstrated performance to date.
