The mining law of Chosen, which was made effective April 1, 1916, was promulgated as ordinance 8, December 24, 1915, in accordance with the provisions of articles 1 and 2 of law No. 30 of 1911. The new le repealed the mining law, Fo. 3 of 1906, and the placer mining law, No. of 1906, and in effect annulled all prior mining legislation. An amendment to the mining law of 1916 (by virtue of law No. 30 of 1911) vas. passed December 16, 1918, as ordinence o. 17. The detailed regulations, which were to supplement the law proper, and rich in all probability follow closely the regulations in force in the Empire, were not available. Unless otherwise indicated, references in this paper are to the mining law of 1916.

Introduction The fields of an infinite line source in the presence of a conducting half-space have been examined by Wait and Spies (1971). In any real communication link using a current-carrying cable for the transmitting antenna, the cable is of finite length. Here we examine the fields of a finite length cable carrying a constant current in the presence of a homogeneous conducting half-space. The constant current assumption is valid at sufficiently low frequencies when an insulated cable is grounded at the end points (Wait, 1952; Sunde, 1968). Here we examine both surface and buried cables since both downlink and uplink communication links are of interest. Also, we examine both frequency and time solutions since either CW or pulsed communications may be used. Finally, it is necessary to include both magnetic and electric field solutions since reception could be with either loops or dipoles. Since the finite cable solution is more complicated than both the infinite line source and the short dipole solutions, we explore under what conditions a cable appears to be either infinitely long or very short. Some special cases, such as- the low frequency limit, permit analytical solutions which exhibit the dependence on various parameters, such as cable length, quite clearly. As the preface states, this bulletin is the fourth of a series of re- ports by the Bureau of Mines on different phases of quarrying in the United States. The first part of the bulletin describes the chief types of cements, the growth of the cement industry in this country, and the character of the raw materials used. The bulk of the report deals with quarrying methods and equipment, and gives especial attention to drilling and blasting; a chapter on rock mining and one on pros- pecting are included. Methods of manufacture are mentioned briefly, as that subject, except as related to quarrying, lies outside the scope of this report; but transportation methods and the effects of the man- ner of mixing the materials at the quarry or crushing plant on quarrying methods are discussed.

The processing of sweated aluminum electronic scrap was investigated to develop methods for recovering the aluminum and concentrating the other metals, including copper, lead, gold, and silver, into a product that can be separated by known methods. Two molten-salt electrorefining processes were developed and tested. The first process utilized a three-layer refining cell with a BaCI2-NaF-AIF3 electrolyte, which operated at 750° to 850° C. The second process used an all-chloride electrolyte of NaCI-KCI-AICI3 at 750° to 800° C, with separate anode and cathode compartments. High-quality aluminum was recovered that averaged 99.8-percent pure in the three-layer cell and 99.6-percent pure in the compartment cell. Over 94 percent of the aluminum was recovered with cathode current efficiencies of approximately 90 percent in both methods. The copper, lead, tin, silver, gold, and other metals were concentrated threefold in an anode product. Separation of lead and part of the tin by liquation from this product seemed feasible. The anode product was smelted to prepare a 96-percent copper bullion that contained 690 ounces of silver and 65 ounces of gold per ton, with 98 percent recovery of these values.

Prolonged exposure to noise can cause permanent damage to the auditory nerve and/or its sensory components, known as noise induced hearing loss (NIHL). It is the most common occupational disease in the United States today. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) is addressing NIHL in the mining industry through several research efforts. This paper presents a general review of NIHL, the status of NIHL in mining, the results of the longwall noise surveys, and a review of the longwall engineering controls research efforts.

Over the past two decades, there have been significant reductions in industrial exposures to hand-arm vibration, especially when specific tools and work processes have been redesigned to incorporate anti-vibration and ergonomic principles. Nevertheless, Hand-Arm Vibration Syndrome (HAVS) remains a significant occupational health problem as disease symptoms continue to occur even when vibration exposure levels believed to incur low risks have been reached2. This inconsistency may be related to the methodology that is typically used to estimate workday vibration exposure levels, involving laboratory and/or very short duration field measurements coupled with estimates of overall eight-hour tool operation times determined from brief observations of tool tasks and/or self-reported surveys. One solution is to use small, commercially-available, personal vibration dosimeters to calculate, record, and display long-duration vector sums and energy equivalents of vibration. However, since these devices are attached to the worker and require tool-mounted accelerometers, they are incompatible with the worker performing normal duties involving putting down or changing tools. In addition, these commercial systems do not allow for the characterization of the transmission of vibration to the hand such as monitoring the mechanical coupling between the hand and the tool handle (e.g., grip forces). O’Boyle and Griffin showed that variations in applied force can alter vibration transmission characteristics by 50% or more indicating that the measurement of grip force is essential for modeling vibration transmissibility and vibration exposures5. In summary, a need exists for the development of a method and device that will more accurately characterize workday-long vibration exposures. Methods A portable, light-weight, Vibration Exposure Monitor (VEM) system was developed to record user-specific tool-operating times, vibrations, and grip forces throughout all, or a representative part, of a workday. It monitors frequency weighted and unweighted accelerations from a palm-mounted uni-axial accelerometer (Model 352C22, PCB Piezotronics, Depew, NY) and calculates exposure levels using the root-mean-square (RMS) and higher power mean values, such as the root-mean-quad (RMQ) and the root-mean-oct (RMO). Grip forces are also monitored using a palm-mounted force sensor (Model 400, Interlink Electronics, Camarillo, CA) from which average grip force levels and exerted grip extrema are calculated. At the core of the VEM system is a commercially available, battery-powered microcomputer (Tattletale, Model 8v2, Onset Computer, Onset, MA) with one megabyte of memory and eight analog channels using 12-bit sampling at a single-channel maximum of 100 kHz. Analog signal processing (i.e., anti-aliasing, with cutoffs at 4 and 1250 Hz, and ISO 5349-13 frequency weighting) is accomplished using custom circuitry that is directly interfaced with the microcomputer. The Federal Bureau of Mines has conducted research in support of the National Aeronautical and Space Administration's (NASA) Apollo program to acquire fundamental scientific and engineering knowledge of lunar-mineral resources for NASA's Office of Advanced Research and Technology. Equipment and techniques were developed to conduct soil shear tests in a simulated lunar environment. Shear tests performed with this equipment in ultrahigh vacuum and controlled laboratory atmosphere showed that simulated lunar soil increased in strength in the simulated lunar environment.

"When the United States entered the World War, the heavy requirements for sulphuric acid in the manufacture of explosives made necessary a definite knowledge of the sulphuric acid capacity of the country. The Bureau of Mines, under the authority conferred by the explosives regulation act, made a thorough survey of the sulphuric acid situation. In this work, which was personally directed by the writer, comprehensive data were collected on the situation and capacities of the various acid plants, sources of supply of raw materials (brimstone, pyrite, pyrrohotite, zinc ores and concentrates, waste sulphur dioxide gases from copper smelting, and spent oxide from gas works), the principal points in regard to manufacturing processes (chamber and contact) and the uses of the acid. The results of this investigaion have recently been published by the Bureau of Mines, as Bulletin 184, entitled ""The Manufacture of Sulphuric Acid in the United States"" by A. E. Wells and D. E. Fogg. The following paragraphs on the uses of sulphuric acid are abstracted from this bulletin.Sulphuric acid is one of the most important of all chemicals, not only because of the large quantities manufactured but also because of the wide use of the acid in many different industrial works. Sulphuric acid is to the chemical industry what iron is to metallurgy. The general public, however, does not realize this fact, for sulphuric acid does not appear in the finished product as does iron and steel, but is only a means to an end. It is essential in many industries, such for example as in the manufacture of phosphate fertilizers, explosives, dyes and petroleum products. In recent years in the United States, especially in the East, the demand for sulphuric acid for chemical and metallurgical industries has been an accurate and sensitive barometer of the general business conditions. This demand for acid responds much more quickly to a general slump or boom in the industrial world than does the demand for iron and steel."

The Jerry Peak, Jerry Peak West, and Boulder Creep: Wilderness Study Areas contain no identified mineral resources. Two workings, a 20-ft-long adit and a pit, were found in Paleozoic, brecciated, limonitic jasperoid in the east part of the Jerry Peak Wilderness Study Area (WSA), but no significant metallic mineral values were noted. Lenses and pods of quartz containing copper minerals occur in Paleozoic sedimentary rocks 1/2 mi north of the Jerry Peak West WSA. Similar rocks crop out along Pine Creep: in that study area but no copper-bearing quartz lenses were found.

During World War II the shortage of ore revived interest in eastern iron deposits, among which -!2..c "Ile Massachusetts and Connecticut limonites. The Cheever mine, in the Richmond-Salisbury area of Massachusetts, was formerly a large producer of limonite ere. The Bureau of Mines investigated the lateral and downward extensions of the Cheever ore body, which was mined from about 1850 to 1892, by ap open cut 1,000 feet long and also by underground workings. even holes aggregating 1,723 feet, were drilled by the Bureau during the winter of 1943-44. They comprised three diamond-core drill holes, two churn-drill holes, and two rotary-drill holes. A geophysical survey of the Cheever mine area and adjoining ground was made in conjunction with the drilling program. Although this survey did not locate the limonite ore beds, the data were of considerable assistance in locating the limestone contact which forms the footwall of the ore beds. Drilling disclosed two beds of limonite with a heavy overburden of glacial till.

Heavy equipment manufacturers have made a long-term commitment to minimize operator vibration exposure for comfort, performance, and health reasons. Domestic and international guidelines/standards and EC laws dictate exposure limits based on measurement of vibration at the interface between the seat and the operator’s buttocks using seat-pad accelerometry.1-4 This is historically based on the assumption that the only major source of vibration is transmitted through the seat pan. However, vibration may also be imparted to the head and neck via the steering wheel and/or arm-rest controls and a relatively rigid upper body.5 Unfortunately, little is known regarding the influence of arm position on head and neck motion. The purpose of this study was to investigate relative head and trunk motions during riding simulations of large construction equipment, using three different arm control options. Methods Five typical heavy equipment ride files were “played back” through a man-rated Servo Test 6-degree-of-freedom vibration system. An 8-camera Vicon motion capture system operating at 200 frames per second, recorded the motion of reflective surface markers on 5th, 50th, and 95th percentile right-handed male subjects, using 3 seat and control configurations (steering wheel (SW), floor mounted armrest controls (FM), seat-mounted armrest controls (SM)). Two trials were performed for each ride and seat control combination (each trial: 60 sec of 6-dof and 60 sec of vertical vibration). The relative motions (change in distances) from the marker over the xiphoid process (caudal end of sternum) to markers over each shoulder, each mid-clavicle, the presternal notch, and to each of four markers on a tight band around the head were calculated (12,001 frames, 6-dof motion only). As a rigid body control, distances between markers on the head band were also monitored. The standard deviation (SD) of the 12,001 distances between pairs of markers was normalized by the mean (L) of the associated distances producing: SD/L which was used as a measure of motion. Error assessments were also performed by analyzing the motion between relatively fixed markers (on the headband). A repeated measures analysis of variance was used to evaluate the results. While five ride files were used, only one ride file containing significant lateral acceleration components was analyzed for comparing the effects of two armrest controls versus use of a steering wheel for this part of our study. Results Values of SD/L between the points on the relatively rigid head band were consistently small and similar to each other for all conditions with one exception due to treatment (SM v SW, p=0.0145). SD/L between the markers over the xiphoid process and the presternal notch, another region that should be relatively rigid, were also similar to each other for all conditions. Use of floor-mounted, arm rest controls versus a steering wheel produced a significant increase in the value of SD/L between the xiphoid process and: the right shoulder marker (92%, p=0.0316), the right mid-clavicle marker (47%, p=0.0478), and the right-front marker on the head band (28%, p=0.0182). About 65 percent of the more than 400 million tons of coal produced annually in the United States is mechanically cleaned to remove the inorganic impurities before being sent to market. The impurities, principally shale and clay with some pyrite, average about 20 percent of the raw coal treated. Nearly 95 percent of the tonnage is treated by wet processes, in which water, suspensions of solids in water, or occasionally calcium chloride solutions are employed. Difference in density of coal and impurity is the basis of these processes. Of major importance in the separation is the competency of the impurities, that is, the resistance of the impurities to size disintegration in water. In general, the impurities are more resistant in geologically older coals or those in effect made older by metamorphism. If the impurities suffer reduction in particle size when immersed in water, the separation of organic from inorganic material becomes more difficult, Recently the Scientific Department of the National Goal Board (Great Britain) undertook fundamental research into the interaction of shale and water and also developed an empirical method of assessing shale breakdown or disintegration. 6

Oil was successfully injected into the tuyeres of the Bureau of Mines experimental blast furnace. Determinations were made for the minimum oil addition necessary to permit the maximum available blast temperature of 2,250° F. and the maximum oil rates at blast temperatures of 1,900°, 2,000°, and 2,100° F. From these tests, the upper and lower levels of high-temperature heat input, which limit the smoothly operating furnace, were established. Substantial coke saving was realized with maximum oil injection. Oil-to-coke replacement ratios have been calculated for various conditions, and oil is compared with natural gas and moisture in somewhat general terms. A study of the effect of variations in slag volume and basicity on the sulfur content of the metal at high sulfur loads was made.

This study was undertaken by the Bureau of Mines to determine whether the sulfur-oxidizing bacterium Thiobacillus thiooxidans could use sulfur compounds to produce sulfuric acid in sufficient quantities to leach valuable metals from low-grade ores. The results of extended tests indicated that the bacterium is capable of extracting appreciable amounts of copper and cobalt from ore and mineral samples when sulfur is available in a state that can be readily assimilated by the organisms. Under the conditions of these tests, this organism was not able to assimilate and oxidize the sulfur as it occurred in the ores and minerals. Ores containing copper minerals in the silicate, carbonate, and oxide forms, in the presence of elemental sulfur, were more susceptible to bacterial action than ores containing copper minerals in the sulfide form. Thiobacillus thiooxidans remained active on elemental sulfur in the presence of some of the ores which were tested, but could not tolerate others. Therefore, strains of the bacterium were progressively adjusted to increasing concentrations (0.5 to 10 grams) of the individual ores until they could remain active on 10-gram portions of all ores being tested.

Plots were established on regraded abandoned mine spoil to determine if nearby good quality spoil could be used in place of topsoil for the reclamation of these sites. Gypsum, calcium chloride, and power plant ash were also tested to determine the effectiveness of these materials in reclaiming these sites. Two sites were selected on which very little vegetation was growing on highly sodic spoil material. Gypsum, calcium chloride, and ash were added to the spoil at a rate designed to reduce the (sodium adsorption ratio) SAR in the surface 15 cm to 10 or less. The good quality spoil (replacement soil) was then laid on the swface at rates of 0, 5 or 15 cm of material. The plots were seeded to a mixture of smooth bromegrass (Bromus enennis Leyss.), crested wheatgrass (Agropyron desertorum (Fisch. Ex Link) Schult.) and alfalfa (Medicago sativa L.). The addition of 5 or 15 cm of replacement spoil significantly improved vegetative growth on these sites. Chemical treatments had no effect on vegetative growth. Weathered ash showed no adverse effects on plant growth or soil properties.

Mine planning for a new reserve is based on information obtained from exploratory coreholes. A critical component of an exploration program is the geotechnical evaluation. Poor assumptions about roof conditions greatly add to the risks of mining. Rock mechanics testing is central to a geotechnical exploration program. Typically, 3 to 5 uniaxial compressive strength (UCS) tests are made to characterize a particular roof unit at a given corehole. The average (mean) of these tests is taken as “The UCS” for that location. Isopach contour maps are then used to show spatial trends in roof strength. Two issues are raised by this traditional approach. The first is due to the large variability in UCS values that is typical even within a single unit from a single hole. The average UCS might be higher at Corehole A than it is at Corehole B, but the difference may not be statistically significant. The second issue is whether widely spaced coreholes can identify valid spatial trends in rock strength. The answer depends upon whether rock strength changes over distances that are longer or shorter than the corehole spacing. This is a classical geostatistical problem. While geostatics have been used to investigate many coal quality parameters, they have seldom been used to evaluate rock strength. This paper describes an extensive investigation of these issues conducted by the National Institute for Occupational Safety and Health (NIOSH) in collaboration with Peabody Energy. The study employed the Peabody Rock Mechanics Data Base which contains more than 10,000 individual test results. Data from four important roof units were subjected to statistical analysis: • Brereton Limestone above the Herrin 6 seam (Illinois) • Turner Mine Shale above the No. 9 Seam (Kentucky) • Sandstone above the Eagle Coal (West Virginia) • Shale above the Eagle Coal (West Virginia) The study did not find significant spatial trends in rock strength in any of the cases. Perhaps there are none, or perhaps the exploration coreholes were just too far apart to see them. These results have valuable implications for the design of geotechical exploration programs.

"An electro-optical method was used to quantify superoxide (SO) release from single rat pulmonary alveolar macrophages (PAM) exposed in vitro to respirable quartz and kaolin dusts and in vivo to quartz. Release was determined by measuring the reduction of nitroblue tdrazolium (NBT) to a diformazan precipitate at 550 nm from video-recorded images of individual cells. In vitro exposure to 0.025 or 0.05 mg/ml kaolin for 40 minutes resulted in no significant differences in either the total diformazan produced (max) or the maximum rate of diformazan production (R)./n vitro exposure to 0.025 mg/ml c1uartz decreased max 38 percent while no significant change was found using 0.05 mg/ml. However, R was decreased 31 percent and 24 percent for the low and high dose, respectively. In contrast, PAM obtained from animals exposed in vivo to quartz dust for two or four weeks in inhalation chambers exhibited increased production of diformazan. However, only PAM analyzed three days post-exposure showed significant increases, while PAM from animals sacrificed ten or 31 days post-exposure were not significantly different from control. The combined in vitro and in vivo quartz results might suggest that there is an initital acute response to exposure that decreases the ability of PAM to produce SO, followed by recruitment of production of PAM with increased SO producing capability. It appears that removal of animals from the source of exposure permits PAM to return to control levels of SO production by31 days. Whether this would be true for chronic exposure remains to be elucidated.IntroductionPulmonary alveolar macrophages (PAM) protect the lungs by phagocytizing foreign debris and bacteria.(1) This process involves ingestion as well as destruction of foreign matter. Phagocytosis usually is accompanied by a respiratory burst which increases cellular oxygen consumption leading to the release of highly reactive oxygen metabolites.(2) These agents have been implicated in the killing of bacteria by phagocytes, but they have also been shown to be toxic and,have been linked to cancer, emphysema, arthritis, diabetes, and other diseases.(3) Toxic effects may be a result of 1) an abnormally low production of metabolites, resulting in damage to lung tissue by the respired bacteria and/or dusts; or 2) an abnormally high production resulting in direct damage to lung tissue by metabolites themselves."

It incorporates addi- tional data and comments offered by Enrico Giobbe Della Pitta, a well-known Italian lawyer, in response to a questionnaire. These comments were forwarded by Harold H. Tittmann, American chargé d'affaires ad interim, at Rome, and trans- mitted to the Bureau of Mines through the courtesy of the Department of State.
