This report describes a computer-based model for estimating the tangible costs of injuries and deaths from work-related accidents in underground coal mines. The study undertook to identify and quantify the elements of accident costs, including field visits to coal mines, insurance carriers, and public agencies. The mathematical models developed for each tangible element of accident cost are presented in Volume I of the report. A listing of the computer programs which comprise the model and instructions for using the programs are presented in Volume II. Statistical distributions of mining family characteristics, data on 95 miners killed in underground accidents, and other basic data used to develop the model are presented in Volume III. Application of the model to a data base of 9,286 accidents which occured in underground bituminous coal mines during 1974 yielded a total of $56,900,000 in tangible costs to industry, mining families, and public agencies. Loss of income to the families of miners injured or killed in these accidents accounted for 47 percent of the total.

The Department of the Interior has recently investigated the atmospheric conditions in tunnels of the Union Pacific Railroad in Utah and Wyoming , by observations made from the cabs of freight locomotives . This work was conducted by the Bureau of Mines at the request of , and in cooperation with , the Union Pacific Railroad Co .. and was brought about by several accidents to members of engine crews while passing through tunnels , from pollution of the tunnel air by exhaust gases from freight locomotives . The object was to determine the cause of gassing accidents , by examining into composition of the air in locomotive cabs while passing through railroad turmels ; to learn the effect of these conditions on the engine crew; and to provide a means of protection for the men so exposed . Gas samples and temperature readings taken in the cabs of locomotives were used in studying the atmospheric conditions to which the locomotive crews were exposed . The symptoms and the physiologica effects produced in men exposed to the atmospheres encountered were studied . The pulse rates and body temperatures were taken , and the determinations of the carbon monoxide content of the blood were made . Various methods for the prevention of gassing and for the protection of men therefrom were considered and tested , among which were the use of mechanical devices for deflecting the smoke away from the engine cab, and the use of various types of gas masks and breathing apparatus . While this investigation is a part of the safety work of the Bureau of Mines in connection with hazards from atmospheres containing carbon monoxide ( CO ) , the results are of particular value to railroads operating steam locomotives through tunnels , and are also valuable to other industries where atmospheres having poisonous gases or of a high temperature and humidity may be present . This paper is one of a series being published by the Bureau of Mines on mining methods and costs. It describes briefly the manner in which slusher hoists and scrapers are used in connection with clock-caving methods at the Emma Nevada mine of the Consolidated Coppermines Corporation, Kimberly, Nev. Kimberly is in the Robinson mining district, White Pine County, 7 miles west of Ely. The district is served by the Nevada Northern -Railroad, which branches from the main line of the Southern Pacific at Wells, Nev., 140 miles north, Paved U. S. Highway 50 from Salt Lake City, Utah, to Reno, Nev., passes through Ely. The altitude at the collar of the Emma Nevada shaft is 7117 feet. The surrounding hills are covered with a sparse growth of juniper, pinon, and mountain mahogany.

The application of manganese in iron and steel metallurgy is very inter¬ esting historically. In general, ancient- irons and steels contained virtu¬ ally no manganese, probably because the available iron ores contained■only small amounts of the manganese oxides. Occasionally, samples of ancient irons were found to have appreciable amounts of manganese, but their presence is considered accidental and dependent upon the ore available to craftsmen of that time. Two specimens of iron (139;— made in 500 A.D. contained .negligible quantities of manganese. A sample of steel which constituted the base of .the Khan Baba pillar in India was probably processed in 12p B. C. by the1 cementa¬ tion of wrought iron. This material; contained 0.02 percent manganese and 0.70 percent carbon (20) . One Damascus-steel sword forged some time between 11'60 ' and l400 A. D. was found to contain 0.1^-i percent manganese and 0.j6l percent carbon. The manganese content of this bla.de was much higher than that of any other material of this type which has been analysed. In every other instance the manganese content was below 0.02 percent. A cast steel manufactured by the East India. Co. in India in the early nineteenth century, under the name of Wootz steel, contained rather appreciable amounts of manganese. This material was made by melting and refining fairly high-manganese pig iron prepared from high-manganese ore. Heath (106), who was working at the Co. plant between 1S20 and 1S40, was convinced that the manganese content of the steel was the determining fa,ctor in its high quality. He learned of certain difficulties English steel manufacturers were having in making even fair-grade steel, and analyses of the material indicated low manganese contents. This convinced him that.if the use of manganese could be introduced in England its steel would be greatly benefited. In consequence, he moved to England and soon was producing certain grades of ferromanganese for use with the crucible process. He recommended addition of this metallic material to the ingot mold just before pouring. It was soon found that inferior brands of steel containing only traces of manganese could be greatly improved by such additions. All metallurgists of that time became convinced

This literature study of methods for desulfurizing residual fuel oil was conducted by the Bureau of Mines at the request of the Department of Health, Education, and Welfare. The sulfur compounds in residual fuels are believed to consist chiefly of condensed thiophenes and other polycyclic sulfur compounds. Hydrodesulfurization appears to be the most promising method for desulfurizing these oils and is the only method applicable to all types of sulfur compounds. There are indications in the literature that hydrodesulfurization without hydrocracking of residual oils may require higher pressures than used in present desulfurization processes, but no cost data and little experimental data are available on the higher pressure operation. Literature proposals for hydrogenating residual oils and heavy crude oils are exclusively for hydrocracking the oils to lower boiling products with accompanying partial desulfurization of the residual fuel fraction. Costs of the hydrocracking operations appear the closest available to probable costs of hydrodesulfurizing the oils, and have been reported (in 1955 to 1957) as $500 to $840 investment cost per daily barrel of capacity, with total operating costs of 70 cents to $1.10 per barrel.

The U.S. Bureau of Mines investigated the performance of portable power cables under transient conditions. This research had a twofold purpose: (1) to define the thermal characteristics of electrically overloaded trailing cables, and (2) to conceptualize electrical protection for cables that allows maximum cable efficiency without diminishing electrical safety in underground mines. Several tasks were undertaken in support of these goals during the 3-year research effort. Overload tests ranging from 2 to 12 times rated ampacity were conducted in the Bureau's Mine Electrical Laboratory. Two thermal models of energized type G-GC trailing cables were constructed, one based on thermodynamic theory and the other using empirical data from previous Bureau load tests. The empirical model was then incorporated into an interactive computer program that can assist designers and approvers of mining machines in selecting the appropriate size trailing cable. This program can be the basis for a cable protection system that ensures that cables are not the source of fires, ignitions, burns, or explosions underground.

This report concerns cooperative milling investigations of the Central mill of the Eagle-Picher Mining &. Smelting Co, The work carried on at the Central mill and the Rolla, Station shows that: It is possible to reduce the Central mill heavy-medium plant tailings by 0.05 to .15 percent zinc; the 3/16-inch to 10-mesh fraction of the jig feed can be treated by sink-float to obtain a tailing containing only half as much zinc as the jig tailing; Humphreys spiral concentration of the flotation tailing does not recover enough zinc to be economically attractive; and crushing and wet grinding of ferrosilicon for heavy medium are commercially feasible. The Eagle-Picher Co. operates extensive mines in the Tri-State area of Missouri, Kansas, and Oklahoma. The ore is milled at its Central hill, which also accepts custom ores. During the recent war the mill handled about 12,-000 tong- of low-grade ore per day. The company milled about 50 percent of the district tonnage and purchased nearly 90 percent of the custom ore. About 50 percent of the mill feed was from company mines. Zinc is the chief value in the Tri-State ores,-with Varying quantities of lead and cadmium minerals, as well as small amounts of germanium and gallium.

"PURPOSE OF REPORTMany bituminous coal-mine officials realize that coal dust presents an ever-present coal-mine explosion hazard, and that persons forced to breathe large quantities of it may be more subject to respiratory infection than persons working in less dusty atmospheres. As an outgrowth of the realization that coal dust should be allayed at its source, many mining companies have expressed the desire to install dust-allaying equipment, and in a number of mines, water or wetting solution is being applied on the cutter bars of mining machines, on mobile loaders, belts or conveyors underground, and tops of mine cars. Spraying equipment also has been installed on dumps to allay dust during dumping operations. Dust-allaying equipment has not been standardized, however, because manufacturers have found that many prospective purchasers of such equipment have different ideas. These manufacturers wish to standardize, so far as feasible, the types and placement of such equipment. Many mine officials, although interested, do not know the best or most effective methods for allaying dust.For a number of years the Bureau of Mines has advocated allaying dust by applying water or, more recently, water modified by a wetting agent on the cutter bar of mining machines and by applying water to loaded and empty mine cars in order to keep as much dust as possible from spilling onto the haulage roads. In recent years this Bureau has also advocated applying water with or without a wetting agent during mechanical loading of coal and during unloading of coal from trackless cars or buggies and from elevating conveyors. It has now become apparent that specific arrangement of pipes, hose, and nozzles should be standardized to at least some extent. It is the purpose of this report, therefore, to give in detail suggested arrangement of dust-allaying equipment in the hope that both manufacturers and mine officials will have available dust-allaying equipment with maximum efficiency to do the desired work."

Companies which have been engaged in safety work for a number of years are becoming increasingly aware of the fact that it is not enough to supply guards for various pieces of machinery and equipment and to supply safety inspection to see that rules are being carried out. Studies of many safety organizations have demonstrated that the accidents which could have been prevented by proper guards constitute only a small percentage of the total acci- dents, and amount to perhaps not more than 15 per cent. Evidently, if success is to be attained in preventing all accidents which it is humanly possible to prevent, a company must have the cooperation of every employee. Mining particularly presents probably the greatest hazards of any industry. Prevention of accidents. is made increasingly difficult because men often work alone, although generally in pairs, and only in the concentrated systems of mining do they usually work in groups of more than three or four. Supervision is difficult, therefore, and much reliance must be placed upon the individual workmen. In mining, as perhaps in no other occupation, it is of the greatest importance that individual workmen should receive continuous safety education. Within the last few years safety education has come to the front as one of the most important of accident-prevention measures, although it is true that its importance has been repeatedly stressed by the United States Bureau of Mines and other national safety organizations since the inception of the safety movement many years ago. A review of the safety educational methods of some companies in the Lake Superior district should be of interest. Perhaps better methods are in use in other parts of the country, but the methods shown have been instrumental in many cases in reducing the number of accidents. In one mine in the district whose methods are described the frequency of accidents has been reduced to zero within the last two years. A number of other mines in the district have recently gone into the class having no lost-time accidents for considerable periods of time. One company in the Lake Superior region, operating over 30 mines, succeeded during one month of 1930 in operating every mine without having a single accident which caused lost time beyond the day of the injury. Records like these are increasing in number, and while it is believed that they are the combined result of different means of safety activity, it is undoubtedly true that many of these results were obtained through safety educational methods.

This is one of a series of information circulars describing mining and milling methods being published by the Bureau of Mines. The Summitville Consolidated Mines, Inc., is the only company now active at Summitville. Since the holdings of the company include those of most of the former producers of the camp, the paper virtually becomes a description of the Summitville district. The field data were collected from August 23 to 28, 1937. ACKNOWLEDGMENTS The writer gratefully acknowledges his indebtedness to H. F. The United States depends mainly on foreign imports, principally India, for an adequate supply of sheet mica suitable for its many uses in the electrical and electronics industries. Sheet mica has, in fact, played an indispensable role in developing these industries,4/ and, in turn, the products of these industries (radio, radar, electric motors, and many others) have become indispensable to the military forces. Because or these conditions, sheet mica in its better qualities long has been classified as a strategic and critical material, and from this stems the wide-spread interest in substitute materials of which synthetic mica is one potential type. The United States Departments of the Navy and the Army entered into a cooperative agreement with the Bureau of Mines in 1947 to study ways and means of synthe-sizing and growing mica crystals. This is one of a series of reports5/ that describe the results of this program.

1. The investigation shows that the bed identified as Wilder in this report is the only bed in Overton County that has produced commercial coal and is the only bed in which coal reserves were estimated for this report. Three other coal horizons were recognized but lacked enough data for reserve estimates. 2. Known measured and indicated reserves of coal, based on a minimum bed thickness of 14 inches and on 1,800 tons per acre-foot of coal in place, are estimated to be 19 million short tons, as of January 1, 1953. Of this total, 10 million tons represents coal 28 inches and more thick. Areas of the Wilder bed were omitted from the estimate because available data relative to the bed characteristics were too meager for making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

In 1969, the Congress of the United States declared that "the first priority and concern of all in the mining industry must be the health and safety of its most precious resource - the miner," Therefore, Public Law 91-173, Federal Coal Mine Health and Safety Act of 1969, was enacted. Since haulage accidents account for a high percentage of coal mining accidents, Section 314e, ?Hoisting and Mantrips,? was included in the law. This section states: "Each locomotive and haulage car used in an underground coal mine shall be equipped with automatic brakes, when space permits. Where space does not permit automatic brakes, locomotive and haulage cars shall be subject to speed reduction gear, or similar devices approved by the Secretary which are designed to stop the locomotive and haulage cars with the proper margin of safety."

This paper is the result of a comparative study of ultimate coal analyses made and published by the United States Geological Survey. This study, at first casually undertaken to devise an acceptable classification of coals based on chemical analyses, was continued in connection with a microscopic examination of a number of the coals. The initial comparisons, made from a relatively small number of analyses, not only confirmed a previous conviction that the elimina- tion of oxygen incident to the development of a coal is economically far more important than has been generally suspected, but also showed that oxygen is very nearly as harmful as ash in coal. The immediate purposes of the present study were: (a) To deter- mine more definitely, from a comparative examination of a large number of ultimate analyses, the relative importance of oxygen as an impurity in various coals; (b) to illustrate the transition between various grades of coal of similar origin-transition mainly due to progressive devolatilization, brought about more or less directly by dynamic influences; (c) to ascertain the relative proportions of oxygen, hydrogen, and carbon in coking coals, especially with refer- ence to a theory tentatively framed to explain the coking quality; and (d) to forecast the probabilities of successfully treating a large number of coals so as to render them amenable, in a softened condition, to satisfactory study under the microscope. Although the hypothesis as to coking quality finds but partial support in the chemical analyses, its consideration has led to a method of predicting from an analysis with a fair degree of certainty whether any given coal will coke by the ordinary process. The unbroken transition between coals originally similar but now classed in widely different groups, whether of the same age or of different ages, as a result of dynamochemical action, appears demonstrated by the analyses as well as by field observation. For many years mining men have sought for a portable device that would be direct reading and permit more positive detection of methane than was possible with flame safety lamps, which depended so largely on the training, skill, and personal ability of the user. Through the years, after the discovery that methane contributed to many mine explosions, considerable effort and large sums of money have been expended in searching for and developing instruments that would be practical, and, at the same time, reliable and safe to use. Very early in the history of the Bureau of Mines, some of its engineers were unsuccessful, after many trials, in attempts to develop such an instrument. Commercial firms, however, persisted in research until today a number of instruments are on the market that have proved to be practical in coal-mine service. It is hoped, however, that further research will bring about improvements in accuracy and other desirable features. BUREAU OF MINES STANDARD FOR METHANE DETECTORS The Bureau of Mines recognized the need for establishing minimum requirements on which to base official approval of suitable Instruments. This standard was prepared as Schedule 8. It was revised before being issued in printed form. The revision was published as Schedule 8A in 1920 and was revised on two other occasions. The present edition, known as Schedule BC, was issued October 31, 1935.

"In Part 1 of this two-part paper the characteristics of mine disasters and their effects are presented with case studies from coal, metal and non-metal mines leading to an amplification of their causes and opportunities for control. The disasters discussed encompass those which threaten the health and the safety of miners and those which affect the general population. In Part 2 of the paper, which will be published in the November 1995 issue of Natural Resources Forum, the approaches to hazard and disaster control are reviewed with particular attention to laws and regulations to promote health and safety at the workplace, and general welfare in mining communities. Further, a systems approach to disaster control is outlined.The mining industry is one of the three basic industries the other two being agriculture, and wildlife and fisheries. It is the process of mining which makes available the riches of the earth - the energy and mineral resources - to benefit humanity. In fact the progress of the human race through the ages is indelibly attached to prowess in exploiting these riches. The stone, iron and bronze ages are markers not just of a time in history but achievements of monumental proportions in the mining and beneficiation of natural resources. Even in agriculture, the remarkable success stories are associated with the prudent use of mined products to enhance production and productivity. The significance of a thriving mining industry to the wealth and security of a nation is therefore unquestioned.Unfortunately, the public's image of the mining industry is often associated with the mining disasters which receive wide coverage in the local and national media. Mine disasters command tremendous attention because of their infrequent occurrence and the extent of human suffering involved. Whether it is an explosion or a fire, or the opening or closing of a mine, the lives of people are touched by the personal and societal impacts of these events.Courts of inquiry of mining disasters have often concluded that the disaster situation was ever present and could have been detected with diligent search. In addition human error has been identified as one of the most frequent immediate causes for the precipitation of the disaster. For the most part, then, mining disasters are caused by man."

Researchers at the National Institute for Occupational Safety and Health (NIOSH) are studying methods to prevent workers from being entangled in machinery used at mining operations. An analysis of mining accidents in the United States that resulted in a fatality or permanent disability from 2000 through 2005 showed 438 severe incidents that involved contact with machinery or equipment, an average of 73 per year. Researchers determined that the most common machinery involved in these severe accidents was conveyors. Also, a significant portion of the accidents occurred during machine maintenance and repair. Researchers are focusing on improved methods to prevent unintentional machine startup during maintenance activity and methods to detect workers near moving machine components. One new technology that shows promise for this application is intelligent video. Popular in the surveillance and security industries, these systems use cameras and computerized video analysis techniques to automatically detect the presence of people in preset zones within the camera?s field of view. A preliminary study has been initiated to determine if this technology could reliably detect the presence of workers in hazardous locations near machinery. Possible advantages of the use of this technology include improved detection zone demarcation and improved ability to distinguish between hazardous and non-hazardous proximity, compared to conventional proximity sensor techniques. Initial tests to detect a person near a conveyor system in daylight conditions showed promising results. A description of the technology, test procedures and results, implementation challenges, and future research needs are discussed.

This is one of a series of pacers being published by the United States Bureau of Mines, describing mining and milling methods at crushed-stone plants throughout the United States. These pacers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total production costs. Although the publication of total production cost might not be advisable in some instances, yet a knowledge of operating costs is essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called o this differentiation in order that there will be no misunderstanding of the scope of the cost tabulations. This paper deals with the quarrying and crushing methods used at the Plainville plant of the New Haven Trap Rock Co., which produces annually between 275,000 and 300,000 tons of trap rock, Although pct the largest quarry operated by the company, it typifies the standard methods used by all the quarries in producing crushed stone and has one or two rather unique operating features. The cost of production at this plant is close to the average cost at all quarries of the company.

This paper which describes the milling practice at the Golden Cycle mill is one of a series of similar papers being prepared by the United States Bureau of Mines. The mill of the Golden Cycle Corporation, formerly known as the Golden Cycle Mining and Reduction Co., is located at Colorado Springs, Colorado, and has been operated since 1907. It is now and has been from its inception almost exclusively a custom mill.
