Emerging laser technologies are quickly gaining acceptance in the industrial workplace. Besides the risk of human exposure, one safety concern with the more intense lasers is the potential for ignition of flammable gases, vapors, dusts, fibers, or flyings often found in hazardous (classified) industrial settings. In underground coal mines, lasers are being considered for remote measurement of explosive methane gas. Current federal safety regulations for underground mines contain no specific guidance for evaluating the safety of optoelectronic components such as diode lasers. The National Institute for Occupational Safety and Health is conducting research to help provide a scientific basis for developing appropriate safety guidelines for optical equipment in the presence of flammable methane gas and/or coal dust. One phase of the study is an experimental evaluation of methane-air ignition by laser heated small particles. Minimum observed igniting powers for laser energy delivered by 200-, 400-, and 800-um core diameter fiber optic cables and directed onto selected targets in methane-air atmospheres were 0.6, L l, and 2.2 W, respectively. Comparisons are made with other ignition phenomena, including heated wires.

The Bureau of Mines determined the enthalpies of Ni3S2 relative to 298.15 K to provide new thermodynamic data for advancement of mineral science and technology. Enthalpies were measured with a copper-block calorimeter from 298.15 to 1,197 K. A solid-solid transition was found at 834±1 K, with an isothermal heat absorption of 13.32 kcal/mol. The temperature of this solid-solid transition was accurately measured by differential scanning calorimetry. Because Ni3S2 does not melt congruently, the heat of fusion of 4.70 kcal/mol was obtained by extrapolation of enthalpy measurements from the solid and liquid phases to approximately 1,064 K. Tabulated values are given for the relative standard enthalpy, heat capacity, entropy, and Gibbs energy function between 298.15 and 1,800 K. Enthalpies are also given in equation form and combined with data from the literature to derive values of standard enthalpies of formation and Gibbs energies of formation. Similar calculations were made for the reaction of crystalline and liquid nickel with gaseous diatomic sulfur for Ni3S-2(c, l).

"Using propidium assay and flow cytometry, we examined how silica exerts its toxicity toward phagocytic cells employing the human neutrophil as a model. This toxicity appears to be associated with calcium bound to silica. Once the silica with calcium is phagocytized, the extra calcium causes the death of the cell. Using ""Ca we found that 6 to 10% of millimolar calcium is bound to milligram amounts of respirable-sized silica (diameter of 5 µ.m or less) at physiological pH. If the silica particles arc coated with an organosilanc (Prosil 28). calcium binding is decreased by 60% as is cell death. Pretreating with INDO IAM (a chelator of intracellular calcium) reduces the cellular death by 80%. Nonfibrogcnic particles- polystyrene beads or coal dust-produced 10% or less cell death in a 4-h period. Silica with no added, external calcium appears to exert toxicity to neutrophils; however, pretreating cells with EDT A decreases cellular death to the level of nonfibrogcnic particles. Chronic toxicity with silica-calcium appears similar to the chronic toxicity in gout where particles cause a cycle of inflammation. c 1993 Academic Press, Inc.Silicosis is an occupational disease caused by the inhalation of fine particles of silica, usually between 0.1 and 5 µ.m in diameter (1). A recent hypothesis explaining silica's toxicity suggested that surface free radicals caused damage to cells (2). This explanation appears doubtful, however, since the addition of silica to water, such as that found in biological systems, quenches free radicals; also, such a hypothesis does not provide basis for a persistent inflammatory pattern that lasts for years. Kane et al. (3) proposed that silica's toxicity resulted from an excessive concentration of calcium ions within the phagocytic cell (macrophages). However, the mechanism that was capable of linking silica to an excess of intracellular, ionic calcium was not explained. The surface of silica is certainly involved because covering the surface with polymers or phospholipids decreases silica's toxicity (4-6).When silica is engulfed by macrophages platelet activating factor and leukotrienes are produced (7, 8). This is the same inflammatory pattern produced by phagocytic cells exposed to the calcium ionophore A23187 and ionic calcium. How could silica be acting like A23187? Perhaps calcium binds to silica extracellulary and then is released intracellulary following phagocytosis; the latter process, in a sense a ""piggy back"" process, would permit activation of inflammation and cell death mechanisms."

To meet an increasing demand for high-purity cobalt, the Bureau of Mines has conducted investigations for producing this metal. Cobalt having a purity of 99.95 percent or higher is needed to determine heats of formation, corrosion resistances, phase diagrams, and other basic properties of the element and its compounds. This grade of cobalt may be used for preparing radioactive metal. As a result of its investigations a detailed procedure, which is of practical significance to the production of high-purity cobalt, has been developed by the Bureau for purifying cobalt solutions and for electrolytic deposition of the metal. Cobalt metal, which had a purity of 99.99 percent with reference to metallic contaminations, was deposited electrolytically. Qualitative spectrographic analysis showed only traces of calcium, copper, iron, magnesium, nickel, and zinc.

This Bureau of Mines report describes the results of a program to develop small, rugged mechanical dust collectors (scrubbers) with high dust collection efficiency and low energy comsumption for controlling dust in coal mining operations. All of the scrubbers described are similar in configuration and are powered by 6-hp, 2,000-ft3/min vane axial fans. Air pressure differential is less than 6 inches water column. Height of the scrubbers? including fan is less than 14 inches, width is less than 16 inches, and length is less than 45 inches. The flooded fibrous-bed scrubber achieved respirable (less than approximatey 7 µm) dust collection efficiencies of 95 percent. The small-diameter-cyclone scrubbers showed about 92 percent efficiency and can be best where excess water is a problem. The wetted brush scrubber showed 88 percent efficiency at low cost, and the wetted fan scrubber showed a slightly lower efficiency (87 percent) but offered the smallest size and cost. A suitable water droplet eliminator is described.

A technique was devised for measuring the rate of chemical reactions between reactive metals and molten-salt mixtures at high temperatures. The rate of the heterogeneous reaction between high-purity titanium metal and titanium trichloride in molten sodium chloride was determined. The reaction is surface-controlled, and the heat of activation is 8.29 kilocalories per mole TiC13. An active site or reaction nuclei is created by adsorbing a TiC13 molecule at the metal surface. Reaction of the second TiC13 species forms an activated complex that decomposes into three TiC12 molecules.

The Stayton Mining District in San Benito County, Calif., near Hollister, includes several square miles with many occurrences of antimony ore. The sample submitted for the test described in this paper came from a vein said to have been traced and sampled for 5,000 feet on the surface, 1,500 feet carrying 2-1/2 to 3 percent antimony and the remainder 1/2 to 2 percent. Thirty thousand tons 'With a content of 3 percent antimony are said to be blocked out. A drift of 200 feet on the vein has shown ore containing 4.2 percent antimony. The present sample assayed 3.8 percent. Previous flotation investigation of this are resulted in a recovery of only 71.6 percent in concentrates containing 56.8 percent Sb. It was desired to develop a method of treatment that would give better results. The antimony in the sample occurred as the mineral stibnite, Sb2S3, antimony sulfide.

A small-scale laboratory coke oven similar to those described by Swiniarski, Cryan, and Altieri and Fuchs, Sandhoff, Taylor, and Gauger was built by the Bureau of Mines in 1943. Tests made since that time have indicated that such a small oven is of questionable value in predicting the coking pressures to be expected in commercial coke ovens. This summary of the work done has been prepared at the suggestion of the Advisory Committee to the Bureau of Mines-American Gas Association Survey of Carbonizing Prop¬erties of American Coals.

SMCRA contains five principal regulatory provisions that form the basis for its implementation: Performance Standards Performance standard safe intended to ensure that all surface mining is conducted in a way that protects the environment and the public and ensures that the mined land is restored to productive use following mining. Permits Before developing a surface or underground coal mine, an operator must have a permit issued under SMCRA. An application for a permit to conduct a surface coal mining operation is a detailed document that consists of text and numeric data describing the proposed mining and reclamation. Information must be furnished on pre-mining environmental conditions, existing land use, proposed mining and reclamation, how the performance standards will be met, and the post-mining land use. This provides the regulatory authority with the information necessary to determine that the operation can be conducted in accordance with the regulations. Performance Bonds Before a permit can be granted, an operator must post a performance bond sufficient to cover the cost of reclaiming the site in the event the operator fails to complete reclamation. The bond is not fully released until all performance standards have been met and reclamation of the site has been determined to be successful after five years in the East and Midwest, and after 10 years in the arid West. However, the bond can be partially released as various phases of reclamation are completed. Inspection and Enforcement If a violation of SMCRA or of a state surface mining and reclamation law is observed, an inspector issues a notice of violation to the operator. The violation must be corrected within a specific time, and the operator may also have to pay a fine based on the severity of the violation. If the violation is not corrected, acessation order is issued to immediately stop active coal mining, and the operator must pay a fine. If a violation is especially serious (for example, creates an Following reclamation, the land was immediately put back into agricultural production. Today, grain and corn crop yields have continually exceeded targets. 2 imminent danger to public health or safety or causes significant damage to land, air, or water resources) the inspector immediately issues a cessation order. An operator must correct all violations in order to obtain permits for new mines. Lands Unsuitable For Mining Congress recognized that certain coal deposits cannot be mined without permanent damage to unique cultural or natural resources. As a result, SMCRA protects these resources in two ways: It prohibits mining within the boundaries of national parks, forests, wildlife refuges, trails, wild and scenic rivers, wilderness and recreation areas; in areas which will adversely affect sites listed on the National Register of Historic Places; and within a restricted distance of occupied dwellings, public roads, buildings, parks, schools, churches, and cemeteries; and Provides a process that allows anyone whose interests may be adversely affected by proposed mining to petition to have specific lands designated unsuitable for mining.

Float dust deposits in return airways in bituminous coal and lignite mines present a special explosion hazard. Research is in progress at the Bureau of Mines experimental coal mine to evaluate the degree of the hazard and to develop measures for preventing dissemination of dust into the ventilating air current. To determine the extent of this hazard prevailing in operating coal mines, 711 dust samples were collected in 50 mines located in the major coal fields of the United States. The mean quantity of coal and the incombustible content of the dust in the samples were determined. The term "float dust" is used to designate particles smaller than 74 microns in diameter (particles passing a No. 200 sieve) which have settled from the air current. Dust usually found in roadways and in working places is coarser than float dust, and is termed "coarse dust" (particles passing a No. 20 sieve). Variations in amount and incombustible content of coarse dust in a midwestern mine were studied previously.

Scrap iron and steel attracted attention during 1937 because of the unprecedented exports and the concomitant agitation in some quarters to prohibit the exportation of this essential raw material except on license by the President. This report does not attempt to analyze the statistics given in the light of the controversy over the limitation of scrap exports, but it is believed that students of this problem will find many essential basic data in the various tables presented herein. This paper presents the results of the third in the series of annual canvasses on the consumption of ferrous scrap and pig iron in the United States. The differences in starch demands that occur between ore types subjected to the anionic flotation of calcium-activated gangue and the range of residual starch contents expected to give the best metallurgical response were evaluated on a batch and pilot plant basis. A phenol-sulfuric acid procedure was used to determine the residual starch contents in the iron ore slurries. Three pilot plant campaigns on samples from a group of orebodies located on the Marquette Range, Michigan, showed that in the rougher flotation pulp, a residual carbohydrate range of 25 to 100 ppm, which is equivalent to a 0.5 lb/short ton spread, yielded optimum results. Concentrates assaying at least 65 percent Fe and less than 6.0 percent Si02 and containing more than 80 per-cent of the recoverable iron were obtained. Both batch and continuous research indicated that starch adsorption is calcium modulated and relatively unaffected by the fatty acid additions employed. Residual starch level is not a critical control factor, but the addition must be adjusted to about 25 to 50 ppm residual starch and kept in this range for most effective utilization of the added tapioca flour.

Mr. Bockosh is an electrical engineer with the U.S. Bureau of Mines In Pittsburgh, and has devoted the last two years to research on underground illumination. He formerly was a mine maintenance foreman and worked two years underground. He is a graduate of the University of Pittsburgh, where he is now working toward his masters degree in mining. When Congress first legislated light in American coal mines, it was a little like mandating a walk on the moon before the first satellite had been put in orbit. It was never a question, of course, of whether it could be done. But no one knew quite how. It's one thing to string a few light bulbs, and quite something else to provide uniform, sufficient, safe and reliable illumination, with fixtures that will hold up under some of the toughest conditions in the world - in the life-and-death circumstances of a craggy, black cavern filled with dangerous, moving machinery. In fact, in 1969 when Congress originally mandated illumination standards for the work places of underground coal mines, no one even knew just how much light was needed. That question was answered within a year by the National Bureau of Standards. In a study commissioned by the U.S. Bureau of Mines, the Bureau of Standards determined that underground mine should be illuminated with a light intensity of 0.06 foot-lamberts, a measurement of light reflected from surfaces in the lighted area-as opposed to foot-candles, a measurement of light from the source of illumination-in order for miners to adequately see what they are doing. That study was followed by more detailed research done at the Bureau of Mines' direction by the Research and Development Department of the Naval Ammunition Depot in Crane, Ind. This work evaluated the specific lighting needs of miners engaged In more than 100 different job tasks in all three types of coal mining- conventional, continuous and longwall. The Naval Depot report brought forth nearly 300 pages of detailed lighting data and concluded that proper illumination of mine work areas would serve more than just the cause of mine safety.

The results of an extensive research and development program to reduce the noise generated during coal cutting are presented. The characteristics and magnitude of continuous miner coal cutting noise sources are defined. This work consisted of development of a simulated coal ,cam to facilitate above-ground coal cutting tests, noise measurements in a reverberant acoustic chamber during simulated mining operations of a continuous miner (cutting the simulated coal scam), and noise measurements in an underground coal mine during continuous miner operation. In-mine and laboratory test results were in excellent agreement for both A-weighted overall levels as well as A-weighted one-third octave band spectra. Methods to reduce coal cutting noise are presented. These methods take full advantage of the dynamic characteristics of the forces generated during coal cutting. Dynamic cutting force isolation was shown to be a very effective technique. Finally, a continuous miner was equipped with a cutter head that incorporated (among other design factors) cutting force isolation. Successful, lung term, in-mine use of the cutter head demonstrated coal cutting noise at the operator's station of less than 90 dBA and 50% coal, 50% rock cutting of less than 93 dBA.

Safety problems in the mining and allied industries have led the Bureau of Mines to investigate over a period of years; the flammability (explosibility) of many types of combustible atmospheres principally at ordinary pressure; the results of these investigations have been made available as a bulletin. However, more recently, the demand for information on the flammability of gaseous mixtures at high and low pressures has increased greatly. In particular, the rapid development of high-altitude aviation has brought demands for information on the flammable (or explosive) characteristics of certain gases and liquids at low pressures. The present report gives the results of about 900 tests made to determine the flammability of the lighter paraffin hydrocarbons mixed with air and nitrogen at pressures of 400 200, 100 and 70 ram. Hg. The gases tested include natural gas, methane, ethane, propane normal butane and isobutane. The minimum pressures at which these gases are capable of propagating flame whorl individually mixed with air also were investigated.

The Federal Bureau of Mines investigated aqueous electrolysis as a means for reducing lead chloride prepared by ferric chloride leaching of galena concentrate: NaC1 PbS + 2FeC13 ? PbC12 + 2FeC12 + S°. During electrolysis, metal was produced from solid lead chloride in contact with the cathode rather than from lead in solution. Relatively high current densities--up to 300 amp/ft2--were possible when operating in this way. A very simple cell, having a horizontal lead cathode at the bottom and a vertical graphite anode at the top, was employed. Lead chloride crystals, covering the cathode, were converted to metal powder during electrolysis, and chlorine gas or FeCls was produced at the anode, depending on the electrolyte composition. Electrolytes tried included aqueous solutions of HCI, NaCl, NH4Cl, and FeC12-NaC1. Optimum results (96-pct current efficiency, 0.23 kwhr/lb Pb) were obtained with 20 pct HC1 at 25° C, using a current density of 15 amp/ft2 and an electrode spacing of 1 inch. When the current density was increased, the energy requirement increased also but only to 0.41 kwhr/lb at 150 amp/fr3 and 0.58 kwhr/lb at 300 amp/ft2.

"INTRODUCTIONOne of the outstanding problems in the normetallic industries, and one which involves two of the greatest of these industries, cement and gypsum, is the reaction of Portland cement with calcium sulphate. To all Portland cement clinker there is added in the manufacturing process, a small amount of retarder, as a necessary ingredient of the finished product. This retards the initial set, increases the strength, and adds to the plasticity of the cement so it will have the desired working and setting qualities. The retarder commonly used is gypsum, (CaSOA.2HO), which is the hydrous form calcium sulphate. Calcium sulphate is also available as plaster of Paris (CaSO4 1/2 HC) and anhydrite (CaSO4). The purpose of this inquiry was to determine the form or mixture of forms best adapted for retarder. The problem is complicated by the fact that cement clinker is a complex mixture of calcium silicates and aluminates, and that clinker from different mills, making cement of approximately equal quality, differs considerably in chemical constitution. Thus the same retarder may give very different results with different types of clinker, especially in the percentage of retarder required for the same degree of retardation.It has been known for some time that a small percentage of plaster of Paris will greatly retard the time of set of Portland cement as well as increase its strength and plasticity, but whether gypsum and anhydrite will have a similar effect is as such disputed question. The offects of gypsum have received little consideration in laboratory research because, even though it will not retard a clinker when the two are mixed in the laboratory, as has been noted in some instances, the cement will have a normal set when the two arc mixed in the large tube mill at the plant, so that practically, gypsum seems to be equally as goou as plaster of Paris, and because of the great saving in cost it has been used almost exclusively."

Data regarding the composition and physical properties of Florida land-pebble phosphate-waste slime are presented, and the feasibility of dewatering and beneficiating the slime by several different methods is discussed. Chemical analyses, electron micrographs, and X-ray diffraction data showed that principal constituents of the slime included quartz, attapulgite, and flaorapatite. Viscosity of the slime changed with pH; thixotropic, Newtonian, and rheopectic states were observed as the pH increased. Use of various flocculating agents was not effective in improving thickening properties of the slime. Dewatering tests using pressure filtration showed that temperature influenced the filtration rate more than pressure; the filtration rate at 165° C was tenfold that at room temperature. Selective flotation of the slime, using two different processes, gave promising results. About 25 pct of the phosphate was recovered in a concentrate assaying 31 pct P205, Other tests demonstrated that the slime could be successfully fractionated at 20-microns using a hydrocyclone. In hydrometallurgical tests about 80 pct of the phosphorus and alumina were chemically extracted from the slime using sulfuric acid. Limited bacteriological studies made of the slime showed that several types of microorganisms were present and grew in the material despite the presence of fluorine-bearing minerals.

Sections 120 and 121 of Article XI. Fire Control, of a proposed Mine Safety Law in preparation, to be used as desired and when approved by any State, contains these provisions: After the adoption of these regulations, no mine operator shall erect any nonfireproof structure within 50 feet of any mine entrance. or airway. Every operating mine having nonfireproof structures within 50 feet of any mine entrance or airway, except headframes necessary for hoisting, shall have such structures fireproofed or removed and replaced with fireproof structures within six months of the adoption of these regulations. Before reopening, mines idle at the time of the adoption of these regulations shall have all non- fireproof structures fireproofed, removed, or replaced with fire- proof structures as required by the foregoing sentence. Upon receipt of the written statement of a mine operator that the fireproofing of existing structures is impracticable, the chief mining engineer (of the State commission) shall satisfy himself as to the abouracy of the statement. If he concurs that fireproofing is impracticable, and if at the same time he holds the opinion that adequate protection can be provided otherwise by such procedure, he shall have authority to issue a written permit for the substitution of fireproof door at or near portals of mine openings and collars: of shafts. Such doors shall fit as nearly gas-tight as possible. and shall be installed in such a way that the mouths of mine open- ings can be closed readily from outside of structures. The effec- tiveness of such permit may be made contingent upon the operator's continued compliance with any additional precautions which are necessary in the chief mining engineer's opinion to protect the lives of miners.

The U.S. Bureau of Mines studied mines and prospects in the Bristol/Granite Mountains Wilderness Study Area (WSA) in 1982. The 45,000 acre WSA, located in the eastern Mojave Desert of California, is underlain by Mesozoic plutonic rocks with scattered roof pendants of Paleozoic (?) metasedimentary rocks. Two mines and six prospects are identified; one mine, the Silver Lode Mine, and a prospect of unknown name are adjacent to the area. The Silver Lode Mine has occurrences of silver, lead and zinc. Within the study area, the Comanche Mine has occurrences of iron and copper and the Iron Victory Prospect has an occurrence of iron. None are large enough to constitute a resource. Occurrences of magnesian marble at the Comanche Mine, Iron Victory Prospect, and elsewhere in the area contain too much MgO for commercial use other than agricultural soil supplements or crushed stone. Transportation costs to markets would exceed the value of the rock. At the Comanche Mine, situated in a roof pendant of marble, about 10 tons remain of a 110-ton pod of magnetite which contained 42.5% iron, and less than 50 tons remain of a mineralized fault breccia which averaged 2.5% copper and 0.3 oz/ton silver. Magnesian marble contained 41 to 45% CaO and 14 to 16% MgO. Primary and secondary silver, lead, zinc, and copper minerals are disseminated along altered joints and in quartz veins in quartz monzonite at the Silver Lode Mine, adjacent to the WSA. Analytical data are sporadic; samples contained as much as 0.12 oz/ton gold, 1.8 oz/ton Silver, 1.1% lead, 3.8% zinc, and 0.3% copper. Mineralized zones in the workings are not resources, but they might indicate possible silver-lead-zinc resources at depth. At the Iron Victory Prospect, lenses of magnetite and hematite with some chalcopyrite occur in a skarn lone in a marble roof pendant. About 110,000 tons of iron-rich rock, averaging 47.2% iron, are present; the largest lens contains about 30,000 tons. About 150,000 tons of magnesian marble, averaging 41.0% CaO and 11.7% MgO, are also present. Deposits of stone, and sand and gravel in the WSA are too distant from markets to be resources. Occurrences of energy minerals were not identified.
