From evidence made available during the investigation, it was concluded that the first of a series of explosions occurred at 1:15 to 1:20 p.m. September 21, 1951, in an underground vault that housed pressure regulators on the gas-distribution lines that served Brighten. This explosion damaged the pressure regulators and permitted high-pressure gas to enter the distributing mains and individual-service lines. As a part of the gas-distribution system was not provided with means for protection against such excessive pressures, gas gained access to the interiors of many residences in this area and caused a series of disastrous explosions and fires, which took place during a period of approximately 2 hours after the initial explosion in the pressure-regulator vault. Two persons were killed in the first explosion in a residence, and a third person died of a heart attack attributed to the excitement that prevailed during the explosions and fires, Twenty-three persons were listed as injured. Forty-one residences were either destroyed or damaged - 11 by explosion and the remainder by fires, which developed as a result of gas leakage into residences. Fifteen residences were listed as "completely down" or "gutted." Unofficial estimates of property damage ranged from $1,000,000 to $1,500,000. In view of observations made and information obtained during the investigation, recommendations are presented in this report relative to the natural-gas distribution system in Brighton, which may be helpful in the prevention of similar accidents in this and other communities.

"The collection efficiency of dust particles was determined in a laboratory dust chamber equipped with a water spray. Measurements were made in the presence of selected nonionic, cationic and anionic surfactants. For the nonionic and the anionic reagents, efficiency was maximum in a narrow range of concentration. The surfactant concentration corresponding to high collection efficiency was usually much below the commonly used concentration of l "", however. In comparison, much higher collection efficiency was observed for a cationic surfactant at extremely low concentrations. For delineating the mechanism of capture of dust particles, surface tension and contact angle results were used to obtain a correlation between the work of adhesion and the efficiency of collection. Such a correlation was reasonable for the nonionic surfactants but not for charged surfactants. In the latter case, electrostatic interactions between charged droplets and particles were more important, especially for the cationic reagent. INTRODUCTIONSeveral methods are used to control dust in mines. These include: ventilation, foam, scrubbers and sprays. This article is concerned with improving the effectiveness of water sprays, which are widely used to remove dust particles during continuous mining, by adding small quantities of surfactants. Water sprays produce small droplets which act as collectors of dust particles suspended in air. Sprays directed at the actual source of dust have the additional property of wetting the coal before the ·particles become airborne (Hamilton, 1974). Wetting agents, also called surfactants, arc known to play an important role in many applications where dust is a problem. However, conflicting reports exist in the literature with regard to the effectiveness of surfactants in water sprays (for a review, see Chander et al., 1988). In spite of the conflicting reports, the use of surfactants for dust control has increased over the years. In a recent study by the Bureau of Mines, a 27'6 reduction in respirable dust levels was observed in a mine test when surfactants were added to sprays (Foley, 1991)."

An important phase in the Bureau of Mines investigation of electrical machines designed for operation in gassy coal mines is testing enclosures of electrical components for explosion-proof qualities. In brief, this testing consists of filling and surrounding the enclosure with an explosive atmosphere of methane and air and then igniting the atmosphere within the enclosure to determine (1) Whether the resulting explosion is confined without discharge of flame; (2) whether the enclosure walls are permanently distorted; and (3) whether excessive pressures are developed within the enclosure. Ordinarily, the pressures encountered in routine testing do not exceed 100 pounds per square inch gage. Hence, the designer of the machine does not have too much difficulty in taking corrective measures to prevent flame discharge and distortion of the enclosure. Occasionally, however, the explosion pressures greatly exceed 100 pounds. Then the goblet of the designer may not be solved so readily, From experience over the year 0, the testing personnel often can predict that certain construction will result in high. Pressures, but, only in a very general way, has it been possible to advise designers what modifications might be made to reduce the explosion pressures to normal values. For example, if high pressures were developed in a motor starter having a partition with an opening through it, some enlargement of the opening may appear to be the logical procedure, but it has not been- possible to give information concerning the exact amount the opening should be enlarged to prevent development of high pressures .

This report summarizes the results of the Narragansett Win Projec't's activities during the U.S. Bureau of Mines (BOM) Phase 1, which was transitional from and which followed the National Science Foundation (NSF) Phase which initiated the investigation of New England's potential roil resource. The 960 sq. mile basin is structural and topographic lowland containing 12,000 to 20,000 ft. of terrigenous clastic sediments of late Pennsylvanian age, and which rests on an upper Precambrian and Cambrian basement. The Rhode Island Formation, which is the coal-bearing unit, comprising the bulk of the Pennsylvanian rocks consists, in order of decreasing abundance, of sandstone, conglomerate, silts tone, shale, and coal. In the NSF Phase, 24 drill-holes yielded 17,900 ft, of core; in the BOM Phase I study, 4 drillholes yielded 2,100 ft. of core. Anthracite and semi-anthracite was encountered in beds Up to 30 ft. thick in widely spaced parts of the Basin. The coal, typically very low in sulfur, and a high ash anthracite, won mined in substantial volumes from 1808 to 1959 from shaft and open lit in Portsmouth and Cranston, R.I., and in lesser volumes in Mansfield, Mass. Currently coal is now being mined in Plainville, Mass. as a fuel in the manufacturing of light-weight aggregate from the same quarry that serves as the source of the rock being processed. The structurally complex Narragansett Basin is now known to have a greater extent than earlier since recent drilling by others (Chapter 2) has confirmed our interpretation that the Basin extended offshore south A Boston. The, Basin also extends into Rhode Island Sound to the south. The geological structure is more complex in the southern part of the Basin than in the northern part. Three episodes of folding have been documented on Aquidneck Island and four episodes of faulting have been demonstrated for the Basin as a whole. Relatively less well exposed rock in the northern part of the Basin, increases the difficulty of recognizing and correlating structural episodes in the northern part of the Basin. The Basin his hewn subdivided into six structural domains which appear to have distinctive structural, metamorphic, paleontological and sedimentological differences that mw assist in isolating important events in the evolution of the Basin and its component parts. The tentative structural model recently developed in POP Phase I has important implications for exploration and mining. In the first and second folding stages the coal is mobilized and thickened in the crests and troughs of folds whose axes are horizontal to subhorizontal. While conventional coal exploration and mining methods are not applicable, great thickening in the crests and troughs of large scale structures, which can he defined by geology, geophysics and drilling, may provide compensating advantages. Bedrock over most of the Basin is 0-50 ft., but thicknesses of glacial deposits up to 150 ft. are present locally. Pro-Pleistocene topographic trends are controlled by structure and rock hardness; Pleistocene deposits aligned to the S. F. are superimposed on earlier trends. The southern part of the Basin is mainly dominated by high grade Barrovian metamorphism and plutonism of Permian age, related to the Alleghanian Orogeny. About 300 sq. miles of the 960 sq. mile Basin has been affected. The remaining 660 sq. miles, in the chlorite and subchlorite zones of metamorphism are compatible with the presence of high quality anthracite and semi-anthracite. Illite crystallinity studies begun in the NSF Phase, have been carried out in the BOM Phase l with important results. About ME of the northern Basin is now known to be in the diagenetic (unmetamorphosed) or subchlorite zone and the remainder in the chlorite zone of metamorphism. Mite studies, probably best recording temperature effects, show a generally progressive increase from the NW corner of the Basin near Plainville, Mass. toward the south and southeast. Reflectivity and coal petrography studies, probably best recording pressure and effects related to shearing, indicate a generally opposite pattern. Thus these methods provide powerful tools for the ultimate solution of problems important to coal exploration for coals of higher combustible volatile content and exploitation of these. Due to the complex nature of the coal, chemical data may not he easily used to determine rank. The coals have been tectonically deformed and mineralized. This deformation plus thermal metamorphism have altered the coals, in some cases by producing natural coke. Brecciated coal is often coated with a secondary depositional carbon. The coals' hydroscopic nature and high ash contents are due to the deformed nature of the coal and the presence of this secondary carbon. The stratigraphy and sedimentology of the coal-bearing Rhode Island Formation is similar to described alluvial fan deposits. The non-geological studies al-low three conclusions to be made: 1. A substantial number of areas have been identified in the Narragansett Basin in which mining could be carried out without undue difficulty from a land use point of view. 2. Substantially more than two hundred instances of past or current- mining activities have been identified in the Basin. Many of those are in areas defined as geologically interesting, and may be advantageous From the point of view of future exploration. 3. The map synthesis technique developed for this contract is successful and may easily be adapted to future exploration in its current form and also in its expandable form dealing with unit measurements of one-tenth mile. We recommend that BOM Phase 2 exploration should accomplish the intent of the Congressional language in House Report No. 95-1251, to continue a substantial drilling and geophysics program: "The Committee expects the Bureau to continue studies involved in ascertaining the extent and quality of low sulfur coal reserves in the Narragansett Basin in New England including necessary drilling and geophysical studies. The knowledge of the extent of such deposits is of great importance to this 'energy pour' area".

Data on the consumption of reagents used in .flotation during the year 1925, in metallurgical plants in the United States, are presented in this paper. Previous reports have covered the same subject for the years 1916, 1919, 1923 and 1924. The data contained herein show departures most radical from even the 1924 practice. Flotation has developed rapidly and on a more scientific basis than ever before. Perhaps more fundamental and useful data have been uncovered during the past two years than in all the years the art has been practiced.

[The discovery in 1934 that carbonaceous materials, such as coal, peat, and lignite, when treated with concentrated sulfuric acid, were given cation or bate-exchange properties opened up a field of new materials with many interesting possibilities. These hydrogen exchangers, as they were called, were so superior to the impractical hydrogen exchangers made from natural and synthetic zeolites tat they were accepted immediately by the water-conditioning industry. A noteworthy advantage of the carbonaceous exchangers is that they are nonsiliceous, hence they do not give up silica to the water as do the natural and synthetic Zeolites, especially if the hard water is corrosive. For this reason the new exchangers found immediate favor in boiler-feed-water conditioning.]

The activities of the Bureau of Mines include the development and testing of self-contained oxygen breathing apparatus and other devices for respiratory protection, the development and tasting of devices for detecting dangerous or noxious mine atmospheres, and the training of men in the mineral industries in the use and care of this equipment to enable them to render effective service in mine rescue and recovery operations following mine fires and explosions, or under other conditions where irrespirable gases may be found in mines or mining plants. The first use of self-contained oxygen breathing apparatus for com- bating mine fires and explosions in the United States dates back about 30 years. Previous to that time, exploration for any distance ahead of fresh air was virtually impossible without great risk to life; moreover, the men called upon to render service at mine disasters were not well-versed in the properties and physiological effects of gases likely to be encountered. It was also impossible to work ahead of fresh air to restore ventilation, and if many stoppings were blown out by an explosion, air had to be introduced into whole areas or sections at once without knowledge of the conditions ahead; moving an explosive mixture of methane and air over live fire had to

The Bureau of Mines evaluated tthhee feasibility of substituting platinum- coated metals for bulk platinum shapes as a means for conserving platinum . Platinum coatings were prepared using four different methods of electrodeposition , then tested and evaluated . In order for platinum coatings to be useful in process environments , they must be thick , adherent , stress - free , and pore - free . The Bureau evaluated direct - current , current reversal , cathode shielding , and pulsed- current plating techniques for producing a pore-free platinum electrodeposit from a molten cyanide bath . Aqueous corrosion tests of Fe - 10Cr substrates coated with approximately 25 μm of platinum showed that pulse plating yielded the most corrosion- resistant and , hence , the most pore -free coatings . The morphology of coating cross sections was in all cases columnar . The average grain size of pulse -plated deposits was independent of thickness , while all other plating techniques produced grains that increased in size as the coatings became thicker . It is believed that the constant grain size in the pulse - plated deposits resulted from better mass transport during the electrodeposition .

A combined solvent extract ion-spectrophotometric method for the determination of as little as 1 ppm of copper in tungsten metal or tungstic oxide has been developed and evaluated. Metallic samples are converted to tungstic oxide by treatment with hydrofluoric and nitric acids. The oxide is then dissolved in sodium hydroxide, and the copper is extracted as the colored neocuproine complex. Total elapsed time for the analysis is approximately 1-1/2 days; however, actual working time for a group of six or eight determinations is less than 4 hours. Precision at the 2-ppm level is better than 0.1 ppm.

Calculations based on data related to the electrostatic precipitator illustrate the variation in the electric forces on a particle with change in position in the ionized field. The feeble forces in some separators are explained by the low field intensity at midpoint locations between the electrodes. When the particles are in contact with the exterior surface of a rotating cylindrical electrode, a high field intensity at the electrode surface combined with the image charge results in large electric forces. The permissible feed velocity increases as the square root of the electrode diameter, providing high values in efficiency and feed rate capacity, particularly in surface-to-mass ratio separations such as are encountered in secondary materials recycling operations.

[Health and safety hazards from contamination of the atmosphere in places frequented by persons depend to a considerable extent on whether the contaminating agent possesses sense-perceptive properties which will give warning of its presence before it '.an create harmful conditions. If a distinct and easily recognized warning is given in advance of harmful conditions, hazards ace mitigated, but if warning properties are inadequate or absent, the hazards are augmented. When evaluating the hazard presented by a potentially harmful substance used under conditions of possible escape into the air of places frequented by persons, it is therefore necessary to consider the warning properties of the substance along with ether pertinent information such as toxicity, inflammability, physical properties, and mode of use. If the contaminating agent inherently lacks warning; properties it may be possible to impart them by adding to the hazardous substance a small quantity of a relatively harmless substance which has a high warning intensity.]

Tool manufacturers are required to provide declarations of vibration emission values in order to sell their tools within Europe. To ensure that users can compare results obtained from different manufacturers, the declared values must be obtained using a methodology as specified in the relevant test code (such as in the ISO 8662 series of standards). In most cases, the vibration emission values obtained using test codes under-estimate the vibration that an operator will be exposed to when using the tool on a work-site. A further problem with manufacturers’ data is that usually only a single value is provided for a tool. This is despite many factors affecting the vibration emission, including inserted tool type, work piece, operator technique, tool condition. New improved test codes are in the process of being developed. In order to provide guidance to users on how to interpret manufacturers’ data, a Draft CEN Technical Report (Draft CEN/TR 15350 (2005)) was developed. Part of the CEN/TR provides multiplication factors for combinations of task and tool type. For example, data obtained from electrical hammer drills (tested according to EN 60745-2-6:2003) should be multiplied by 2, for hammering applications, in order to obtain an estimate of the vibration emission during work. In response to concerns from industry, the UK trade association OPERC have, in collaboration with hire companies and tool manufacturers, established a freely accessible online database of tool emission values based on independent tests carried out under simulated work-site conditions. This paper reports some of the data obtained from electrical hammer drills, highlighting the range of emission values that can be obtained for a tool. Data from many other tool types are also included in the database. Methods Tri-axial hand-arm vibration was measured at both handles of each of 19 electrical hammer drills, in accordance with ISO 5349-1 (2001). Each tool was measured with three experienced operators and at least 5 runs were completed for each operator. Tools were tested using a range of appropriate new bits from 4 to 40 mm diameter. The minimum number of bits for a tool was 3; the maximum number was 29. 146 tool / bit combinations are reported here, representing about 2200 individual 6-axis measurements. Operators were required to drill vertically into a concrete block with a compressive strength after 28 days of 40 N/mm². Two drills (1 and 15) were battery powered; others were powered using a 110V transformer supply.

The Bureau of Mines conducted an investigation to quantify microphone response variations that could result when the microphone is worn by a worker, as with a personal noise dosimeter, and to suggest an optimum placement and orientation of the microphone for noise exposure measurements. Previous studies have shown no significant variations in a diffuse field. This investigation, therefore, was conducted in the free-field conditions of an anechoic chamber using an anthropometric dummy as a subject, and broad band noise as the acoustic stimulus. This investigation established that, in a free field, the wearer's body does significantly affect microphone response; the response variations are a function of azimuth, and location and orientation of the microphone. Results suggest that locating the microphone on top of the subject's shoulder, oriented parallel to the body axis, should yield data comparable to that obtained using a sound-level meter.

"INTRODUCTION Workmen are transported in shafts in various types of cages or skips, most of which were designed primarily for hoisting cars and materials. Therefore, in general the cages or skips are not completely enclosed, adequate and gates are not always provided, and at many mines signaling devices and telephones are re¬stricted to those at the various landings in the shafts.Shaft accidents are usually severe - frequently fatal - and as a rule such an accident is caused by failure to comply with company rules or by ignoring them.Sixty men were killed and 555 men were injured in shafts of the anthracite and bituminous coal mines of the United States during the 5-year period 1938-42. 4/ Many of these accidents could have been prevented by having properly enclosed cages and adequate locking devices on doors to prevent workmen from falling into the shafts.The officials of the Heidelberg Coal Co. contemplated utilizing an old coal-hoisting shaft as a man-hoisting shaft; however, it was their desire to avoid the use of the conventional cage and to try to provide a safer means of transporting men in the shaft. Investigations and studies made by the officials revealed that an elevator similar to those used in large buildings would be more economical in first cost, maintenance, and operating costs would be less, and it would be safer and more convenient for the workmen. Effective safety devices for such elevators have been developed to such a high degree that those properly installed seldom fail. The elevator or man cage finally chosen cannot be pulled above the top landing through mechanical or man failure; it stops automatically at each landing and cannot be moved while a door is open; when the cage leaves the landing the doors opening to the shaft are automatically locked by mechanical and electrically operated locks; electric lights, telephone communication, and push-bottom controls are available on the cage, and adequate safety switches and overspeed controls are provided."

"Introduction.Oil-field operations have often been carried on under great stress and haste, in which the prime purpose has been to put the wells down rapidly as possible, without regard to a few of the various factors affecting cost. In such fields as Burkurnett, Texas, where the well locations are town lots and other small tracts, the operator was concerned primarily with in drilling. In such cases a few thousand dollars more or less in the cost of a well not considered. We are reaching a time, however, when our reserves a,more definitely outlined and properties are being along more economic lines. Operators are becoming more concerned with the actual cost of this work, and are gradually learning that fuel consumption can be reduced in drilling and producing without delaying the speed of drilling, and in the case of production, it will greatly reduce the unit cost per barrel of production.Types of Field Boilers.In the oil fields there are in general two types of boilers; those which are used for drilling wells and are of a more or less portable character, and those established later in a more permanent form and serve for the purpose,of generating steam for producing the oil. As a rule, the latter type of boilers are larger than those of the drilling type. Usually, little care is given to the installation of drilling boilers; particularly in attempting to set them up in such a way as to avoid waste in of fuel. Because of the temporary nature of these installations there may be some justification for not giving them more,attention in this resend, but it is believed that a few precautions could be taken that would amply repay the cost and trouble taken. In connection with the boiler plants that are afterwards established, when a few producing wells have been,brought in with a life of two to ten years and probably longer, much care to the boiler-plant construction and to the installation of recording instruments which will assist in operating the plant at minimum cost."

In this Bureau of Mines investigation, the low-temperature heat capacities of polycrystalline phases corresponding to the sulfide compounds CoSO?89' CoS1?33, and CoS2 were measured by adiabatic calorimetry within the nominal temperature range 5 to 300 K. The derived absolute entropies S298 were 10.36±O.02, 12.96±O.03, and 16.31±O.03 cal?mol-1?K-l, respectively, assuming third-law behavior. In addition, the standard enthalpy of formation 8Hf298 of CoSO?89 was determined by bromine solution calorimetry. The derived value of 8Hf298 was -50.63±2.1 kcal?mol-1, based on the 8Hf298 of Co0. This result is considerably more negative than previously published formation values based on high-temperature gas equilibrium studies.

A recent report evaluating silica exposure levels in the metal/nonmetal mining industry noted that bag packaging and loading are some of the occupations at the greatest risk. In addition to dust problems, the bag-stacking process is labor intensive, making lost-time injuries common due to back fatigue and strains. During the bag-stacking process, a significant amount of dust can be generated, mainly from product on the outside of the bags and from dust escaping the bag valve upon impact of the bag on the pallet. In an effort to address dust-exposure and back-fatigue issues, Malvern Minerals Co., Hot Springs, Ark., made two major improvements to its ground silica stacking facility. First, the company purchased a semi-automated bag palletizing system (Figure 1). With this system, the bag stacker does not lift the bags, but slides them across a metal table. Small jets of air exit through perforations in the table top (similar to an air hockey game), allowing workers to more easily slide each bag into the proper position. After each layer of bags is completed, the table slides open, and the entire layer of bags is loaded onto an underlying pallet. The table then closes, readying it for another layer of bags. After the entire pallet is loaded, the unit delivers the pallet to a shrink wrap and forklift pick-up area. In addition to this semi-automated palletizing unit, Malvern Minerals purchased an Overhead Air Supply Island System (OASIS) to lower the bag stacker's dust exposure. The OASIS takes outside air, directs it through MEASURING RESPIRABLE DUST The bag stacker's respirable dust exposure was monitored using a RAM-1 instantaneous dust monitor to evaluate the impact of the various changes on the palletizing process and dust-control equipment. The bag stacker wore a vest that held the 10-mm Dorr-Oliver cyclone, which classifies the respirable portion of dust. Flexible tygon tubing was used to connect the cyclone to the RAM-1 dust unit, allowing the bag stacker to perform the palletizing process with minimal interference. The RAM-1 measures respirable dust concentrations by light scattering with a sensing chamber. This device closely simulates gravimetric measurements when calibrated for a specific dust. This instrument is ideal for comparative evaluations, as was the case in this study. Since the RAM-1 is not an MSHA-approved instru¬ment for dust compliance sampling, the dust concen¬trations listed in this article should be used as a com¬parative value of respirable dust concentration and not to determine actual dust concentrations from a com¬pliance standpoint.

The Bureau of Mines investigated nitrous oxide (N20) stability when used as a solvent for organic removal from metal powder surfaces. Both supercritical and subcritical conditions were studied. This investigation was prompted by the occurrence of a violent reaction when supercritical N20 was being used to deoil a metal powder grinding waste sample that contained 20 to 25 wt pct cutting oil. Tests were conducted to determine the cause of the reaction and to define stability limits. Test data showed that the waste's oil fraction reacted violently with N20 acting as an oxidizer; the metal powder acted as a promoter to reduce the ignition temperature. Although the data were scattered, this temperature appeared to reach a minimum at a certain pressure (dependent on vessel and sample size). The minimum ignition temperature for a 0.64-g sample in a 72-cm3 vessel was 360° C at 200 psig. As the sample size increased, the ignition temperature decreased. For example, when the sample size was increased to 10 g, a reaction occurred at 240° C and 600 psig. Because of the variability of ignition temperature with pressure and sample size, safe operating conditions were not established. Overall, this research showed that extreme caution should be exercised when using N20 in an organic or organic-metal system.

The Bureau of Mines initiated a field test of underground coal gasitication to investigate the technologic feasibility of gasifying a subbituminous coal. The test site is near the town of Hanna, Wyo., about 70 miles northwest of Laramie. Preliminary results of the experiment are described. The coal was ignited in the central well of a 16-well pattern. Both forward and reverse combustion techniques were attempted to prepare a path of sufficient permeability to permit the high air injection rat s necessary for gasification. Gasification between linked wellbores was sustained for periods as long as 3 months. Hydrogen-rich gas having a heating value of 100 to 150 Btu/scf was produced.
