In response to increased aluminum demand, U.S. producers have begun reactivating primary aluminum capacity which was shutdown during the 1974-1975 recession. Reynolds Metals Company started up almost 80,000 tons per year of idled capacity at Listerhill, Alabama, and Jones Mills and Arkadelphia, Arkansas plants. Howmet Aluminum Corporation and Alumax announced that the operating rate at their jointly owned facility at Frederick, Maryland was being increased from 75 percent to 100 percent, equivalent to a 44,000 ton-per-year increase in output. Kaiser Aluminum and Chemical Corp. expected to restart one of the two idled potlines at its Mead, Washington facility in May raising its production rate by 27,000 tons per year. ANTHRACITE - The anthracite market for the larger sizes continues at a good level, and although the demand for industrial sizes has been weak, the current trend indicates an increased demand for industrial fines by the steel, auto, and other industries.

Large areas of the anthracite beds in the Wilkes-Barre, Pa., region have been first-mined in such a manner that over half of the original coal has been left underground as pillars to support the overburden. To recover the maximum amount of this remaining coal, improved devices to support the roof while pillars are being extracted are needed. Also needed are suitable backfilling systems that will stabilize the strata during the mining and effectively limit the inevitable subsidence after pillars are removed. Accordingly, the Federal Bureau of Mines furnished 400 yielding steel props that had been purchased abroad, where this type of prop had been used successfully. The cooperating company arranged for concurrent tests with a mechanical stower designed and built by an American manufacturer. In the area in which the experiments were conducted, pillar removal, using conventional timbering, was most difficult because the roof fractured badly, the installation of timbers consumed a substantial part of the work effort, and some coal nearly always was lost. With the application of the yielding props, the time needed for securing the roof was reduced 33.9 percent; production per man-shift was in¬creased over 33 percent; coal recovery was improved more than 9 percent; and the convergence between roof and floor, during mining and backfilling, amounted to as much as 8.03 inches without any break in the roof. However, in September 1953 some roof rock fell in pillar 10 owing to insufficient props in a small area where the ends of three top holes drilled in the coal face extended up into the roof rock.

In 1876 cassiterite was identified in the placer gold from the northern Black Hills, and such a mixture could have come only from Nigger Hill or one of the streams draining the hill, because in no other part of the northern hills have cassiterite and gold been found together. Nigger Hill is in western Lawrence County, South Dakota, and on it is the little camp of Tinton. The Wyoming line runs along the west side of the hill and crosses the ridge which is the hill's continuation about miles north-northwest of Tinton.

Biennially the Bureau of Mines issues a list of equipment that has been accepted as approved or permissible during the two calendar years immediately preceding the date of publication of the listing. By so doing the mining industry is kept informed of the availability of the latest equipment for safe use underground. This list supplements Bulletin 543, Permissible Mine Equipment Approved to January 1, 1953; Information Circular 7722, Permissible Mine Equipment Approved During the Calendar Years 1953-54; Information Circular 7840, Permissible Mine Equipment Approved During the Calendar Years 1955-56; and Information Circular 7957, Permissible Mine Equipment Approved During 1957-58. This list includes equipment meeting those standards that have been revised since Information Circular 7957 was .issued. Schedule 16E,4 a revision of Schedule 160, was approved May 19, 1960.

This case study details the process that was used for project planning and permitting for the Greens Creek Mine, located near Juneau Alaska, as seen through the eyes of one of the primary environmental consultants. This case shows how a Company could involve the public and the agencies in the early 1980's and develop a project sensitive to concerns expressed with a high level of environmental protection. Comparisons are made to the current environmental permitting situation. Initial baseline studies performed during the exploration phase provided helpful information for more detailed environmental work in 1980-1981 as planning and permitting formally got underway. Since the mine was in a National Monument and abuts up to a designated wilderness, the Monument Manager administered the project for the lead agency, the USDA Forest Service. Planning and permitting progressed smoothly to a Final Environmental Impact Statement (FEIS) in 1983. Metal prices were depressed when the FEIS was completed and the project permitting proceeded slowly. Ownership changed several times in the mid-1980's. New owners re-evaluated the project and suggested five changes that required a supplemental EA prior to development. The project was fully permitted and started construction in 1988. Operation began in 1989. Today the environmental process in southeast Alaska is now much more complex, detailed, expensive, and time consuming than in the early 1980's. Significant issues discussed that may impede development and operation include overlapping agency jurisdictions, personal agendas of agency staff, conflicts between agencies that impede project progress, changing regulations, and a well organized environmental opposition.

A fifth successive record in fuel efficiency was established by the petroleum-refining industry in 1937, when the average heat requirement per barrel of crude oil run to stills was 554,000 3. t. u. compared with 597,000 3. t. u. in 1936. These amounts represent roughly the heat ob¬tainable from a tenth of a barrel of fuel oil (see fig. 1). Innumerable factors can influence heat consumption at rep aeries, but only a few are important enough to be subject to statistical measurement. Foremost of these is the ratio of runs to capacity, it being generally recognized that because the fuel demands for other than stills are comparatively inelastic, total heat requirements do not increase in direct proportion to crude runs. Thus, in 1937, crude runs of 1,183,440,000 barrels wore 11 percent higher than in 1930; the average operating ratio was 93 percent compared with 79 percent in 1936; but the total heat requirement increased only 4 percent, or from 639,149 billion 3. t. u. in 1936 to 663,966 billion 3. t. u. in 1937.

This report summarizes work performed under USBM Contract No. J0100047 revealing the performance characteristics of a composite-type resilient screen deck. The ability of the composite to perform or compete with steel in noise attenuation and longevity was of interest. Tests were conducted at the River King Preparation Plant of Peabody Coal Company. This facility was chosen because it provided parallel process flow and met standard coal cleaning requirements. Comparisons could be made between the adjacent resilient and steel screen decks under similar operating conditions. Noise reductions of 1-6 dBA were realized in the near field. Although the test period did not determine resilient screen life, indications are favorable for their longevity.

The Mining Division of the Bureau of Mines has been making development and power-requirement studios for the Interior Department Missouri Basin Field. Committee. The studies by the Bureau of Mines have as their purpose, the summarizing of potential future power requirements in the mineral industry within the Missouri Basin, special emphasis being placed on possible expansion of these requirements through construction of new mining enterprises by private capital. In preparing a proposal for the production of phosphoric acid from phosphate rock near Lander, Wyo., it was found that the basic information on the physical and chemical characteristics of the phosphate beds to determine costs of mining and treatment was lacking.

"A recent paper prepared by the writer summarized the results of an analysis of the accident records of 34 metal mines for the calendar year 1925. The present paper summarizes the results of a similar analysis of the accident records of 59 coal mines for the same year. This summary is based upon reports furnished to the Bureau of Mines, Department of Commerce, by operating companies that par¬ticipated in the National Safety Competition of 1925.The purpose of the Competition was to establish the lowest accident-severity rate, thus showing the smallest loss of time from accidents in proportion to total number of man-hours worked. The reports covered all lost-time accidents that occurred during the year, that is, all accidents that disabled an employee beyond the day or shift on which the accident occurred. Detailed information for each of the 59 coal mines is given in the appended table. Each mine employed at least fifty men underground; over half of than employed more than 200 men underground. Hence the accident records should be typical of those of large-scale mining operations in general where the company is devoting special attention to accident-prevention work. The mines covered by the reports are situated in eleven States: Alabama, Illinois, Indiana, Kentucky, Maryland, Ohio, Pennsylvania, Tennessee, Utah, Washington, and West Virginia.A tabulation of the reports covering the 59 mines showed an accident-frequency rate of 123 per million hours of ""exposure* and an accident-severity rate of 10.214 per thousand hours of exposure3. The total volume of exposure or employment was 29,117,561 hours, representing the equivalent of work of 12,000 men for three hundred 8-hour shifts. The records covered employment and accident above ground as well as underground, although they did not include stripping or open-pit mining. Accidents during the year resulted in 33 deaths, 1 permanent total disability, 28 permanent partial disabilities, and 3,510 temporary injuries. These accidents represented a loss of tine equal to 297,417 man days. In arriving at this lost-time equivalent, each fatality and permanent total disability was weighted at 6,000 lost days (see footnote 3), as specified in the scale adopted by the International Association of Industrial Accident Boards and Commissions; permanent partial disabilities were weighted according to nature of injury, in accordance with the scale adopted by the :Board; temporary injuries were weighted according to the actual number of calendar days during which the employee was incapacitated as a result of the injury."

Purpose: This training material focuses on the content of emergency warning messages. Research has shown that when an emergency occurs, people often do not get the information they need for the purpose of taking appropriate action. This safety talk presents a procedure, using mental cues that can be used by senders and receivers of emergency warnings. Intended Use: This material has been developed for use in short safety-training sessions such as start-of-shift safety or Atoolbox@ talks. The information can be presented in approximately fifteen minutes and is appropriate for workers at all experience levels. While the examples and illustrations are taken from the underground coal mining industry, the training can be tailored to any work setting by substituting appropriate examples. Materials Needed: The instructor will need to prepare the figures provided in a form that can be seen by the entire class. Suggested methods include the use of: (1) overhead transparencies, (2) laminated pages that can be held up for small groups, and/or (3) handouts with copies of the figures for each trainee. As a supplement, stickers featuring the communication triangle can be placed on hard hats, telephones or other communication devices to remind workers about the key to effective emergency communication. The Talk: The accompanying script is a guide for presenting this safety talk. Training is enhanced if these materials are covered but not simply read by the trainer. Examples given in this guide are from real experiences. To make training more interesting and effective, the instructor can substitute examples from his/her workplace. Reduce exposure of longwall face workers to respirable dust generated during the advancement of roof supports. Approach Identify and implement current water-application and improved support-movement practices used to lower support-generated dust. Defining the Problem Bureau studies have shown that on some longwall faces support dust can contribute over 30 percent of the respirable dust exposure of face workers. Conditions contributing to high levels of respirable dust generation during support movement are: depth of cover greater than 1,000 ft; immediate roof consisting of coal top or friable shales; and face-air velocities in excess of 500 fpm. Moreover, at most longwalls, supports are advanced on the intake-air side of the shearer as it travels with the airflow. This places the shearer operators, and in many cases the support movers, downwind of support advance, thus increasing their respirable dust exposures.

The Bureau of Mines investigated the effect of up to 1 wt-pct of copper and silicon on the heat treatment response and hardness, tensile, and impact properties of hot-rolled medium-carbon steels. The steels were prepared by induction melting and fabricated into plates by forging and rolling. The tensile strength of 0.2-wt-pct carbon steels containing 0.3 wt-pct silicon was affected significantly by copper in both the hot-rolled and heat-treated (600° C) conditions, whereas the tensile strength of the 0.3-wt-pct carbon steels was less affected. A 600° C treatment was considered optimum as a post-rolling treatment to strengthen the steels by copper precipitation. Strengthening of 0.2-wt-pct carbon steels by silicon was reduced by increasing copper contents.. Optimum impact strengths occurred at about 0.3 wt-pct silicon in 0.2-wt-pct carbon steels containing 0.6 and 0.8 wt-pct copper. The impact strengths were lowest for 0.2-wt-pct carbon steels containing over 0.8 wt-pct copper and greater than 0.3 wt-pct silicon, especially in the heat-treated condition. Copper and silicon solutes and copper precipitates strengthened the steels. This effect was augmented slightly by strengthening through grain refinement by these solutes.

The Bureau of Mines, in pursuing investigations looking to greater safety in mining, has analyzed samples of the air in many different coal mines in the United States, and has studied the analyses. This report presents the results of one phase of this study and shows how atmospheric air, after entering a coal mine, loses oxygen and gains carbon dioxide with resulting formation of so-called black damp. Also the report discusses the effects of the constituents of black damp on men, on the burning of oil and acetylene lamps, and on the ex- plosibility of methane. The term "black damp" was and still is widely used to designate accumulations of carbon dioxide, but a more exact definition of black damp, as Haldane, the English physiologist, has pointed out, is an accumulation of carbon dioxide and nitrogen in proportions larger than those found in atmospheric air. The reasons for preferring Hal- dane's definition are given on succeeding pages.

Procedures have been developed which permit determining in either existing or new mines the optimum diesel equipment deployment schemes and the effect of. diesel exhaust on mine-air quality. Specifically, the following areas are covered in the report: 1. Description of diesel deployment schemes in four underground coal mines that were visited is provided. 2. Description of the analysis procedure to determine the number of shuttle cars required to maintain maximum theoretical continuous miner (or loader) production rates in typical room-and-pillar mining systems and of exhaust contamination resulting from the deployment of diesel powered shuttle cars are provided. Sensitivity analyses to determine the effect of changes in input variables on production and contaminant concentrations are also discussed. 3. Description of the analysis procedure to develop the locomotive operating parameters is provided. Assessment of both production performance as well as estimates of the magnitude of diesel exhaust contamination of the mine air are also made. 4. Recommendations for extensions of this research are outlined and include developing and testing procedures for 1) determining equipment duty cycles for the diesel equipment, and 2) studying the exhuast contamination of mine air on the basis of these duty cycles.

[This is the eleventh in a series of reports on properties of commercial motor fuels made in accordance with a cooperative agreement between the Cooperative Fuel Research (C.F.R) Committee and the Bureau of Mines of the United States Department of the Interior. The first report contained data, on motor gasolines sold during the winter of 1935-36.3/ The present report presents analytical data for 2,020 samples, reprecenting the products of approximately 120 companies, which, as in previous surveys, include both large and small suppliers. In addition, the Pacific coast is represented by data averaged the Pacific Coast Technical Group before being submitted and' are published exactly as they were received. As in previous surveys, the data are divided into the three groups of samples of regular-price, premium-price, and third-grade gasoline each group has been averaged separately. The number of samples, items, and old brands comprising each group, exclusive of the of the Pacific coast, axe as follows: Regular price, 1,071 samples, 29 items, and 77 brands; premium price, 608 samples, 235 items, and 72 brands; third-grade gasoline, 341 samples, 196 items, 78 brands. Lower the respirable dust expo-sure of longwall mine workers by reducing the amount of air-borne respirable dust generated during coal extraction. Approach Increase the moisture content of the coal seam through water infusion before the coal is mined. How Water Infusion Works Increasing the moisture content in coal tends to prevent respirable dust from becoming air-borne during mining and transport. The moisture content of the coal seam can be increased by infusing water into the seam. Water under pressure is forced into the cracks (cleats) of the coal seam through sealed bore-holes. The effectiveness of water infusion is a function of the amount of water the coal seam accepts (its infusibility), which depends on the cleat density (cleat spacing) and cleat size (crack diameter). Thus the effect of water infusion on dust control depends mainly on coal seam characteristics. Water infusion techniques are generally used to restrict the flow of methane gas to the working face; however, the technique provides an alternative dust control method in mines with severe dust problems which limit production.

U.S. Bureau of Mines (USBM) research has shown that fuzzy logic and genetic algorithms (GA's) have great potential for industrial process control. A technique has been developed by the USBM in which GA's are used to substantially reduce the time needed to design fuzzy logic controllers (FLC's).This technique shows promise as an efficient, robust approach to developing control systems. The research described in this report is twofold. First, the basic approach to developing an FLC using GA's is presented. The GA-designed FLC is developed for a specific physical system, a pH titration system. Second, empirical results are presented in which variations in the FLC implementation are compared. Specifically, the effects of altering five aspects of the pH FLC are considered: (1) membership function form, (2) number of fuzzy classes, (3) the center-of-area method, (4) implication operator, and (5) fuzzy rule form. Results indicate that (1) the technique in which GA's are used to design FLC's is effective, and (2) when this technique is used, variations in FLC implementation have little effect on FLC performance in a chosen control problem.

In this Bureau of Mines report, use of the photoemission of electrons to produce electric charges for the electrostatic separation of sonic dispersed minerals, which had previously been ground to pass a 43µ-opening sieve, is demonstrated. It appears that many of the oxides, carbonates, sulfides, and arsenides will respond to photoemission. Minerals least responsive are the oxides of silicon, the oxides of aluminum, and minerals that have a high concentration of these oxides. Although several synthetic ore mixtures did not yield to complete separation in a one-stage operation, it is probable that preliminary neutralization of the initial electric charges produced by powder dispersion will provide complete separation. That the separation can be carried out in air and without the use of reagents or heating, which are required in the present practice of electrostatically separating coarse granular feeds, is of special significance.

The Missouri lead ores are the only domestic sources of cobalt presently being mined and processed for other materials. They represent the best short-term solution for meeting up to 13 pct of the Nation's strategic and critical cobalt needs from domestic sources. Presently, the cobalt is lost as an impurity in the copper, lead, and zinc concentrates and in the mill tailings because the technology to recover it with minium impact on present production does not exist. This paper presents results of research, built upon earlier Bureau of Mines laboratory research, to enumerate the problems encountered in cobalt recovery from the copper concentrate under actual mill conditions; to present alternative solutions to these problems; and finally, to describe the best available technology for cobalt recovery within the imposed constraints. Mineralogical analyses showed the cobalt present as a distinct mineral phase, predominately siegenite, amenable to a physical separation method such as froth flotation. Flotation was chosen for recovery because of easy adaptation by the mills. Unit processes of grinding, conditioning, and flotation were studied individually and in concert, and a series of continuous tests were run based on the parameters developed to obtain engineering data for subsequent economic analysis. Overall cobalt grades of 3.00 wt pct at a recovery of 64.0 pct were achieved.
