Great strides have been made in recent years to reduce the disaster potential of underground mine fires. However, mines can still be caught unprepared for a fire emergency. Fires can grow too large before they are detected, warning systems can be too slow and uncertain to reliably signal the danger, and suppression systems can be inadequate to extinguish the flames. New mining systems and equipment may create unanticipated fire hazards, and new materials may generate highly toxic combustion products. This report contains papers that summarize recent significant developments from the Bureau of Mines mine fire protection research program relating to these problems. Certain of these findings are also applicable to surface mining operations. The papers fall into the general categories of fire detection and instrumentation, fire warning, fire suppression, diesel equipment, spontaneous combustion, and toxicity analysis of combustion products.

Data on the cost and quantity available were developed for rutile (TiO2), which is potentially recoverable as a byproduct at sand-washing plants in the Southeastern States of Alabama, Georgia, North Carolina, and South Carolina. Baaed on 1969 production data, an estimated 4,300 tons of rutile could be recovered annually from plants that process more than 25,000 tons of sand per year. Rutile prices at which this resource would be available ranged upward from $262 per ton, compared with the current market value of $185 per ton.

This paper discusses various mechanical improvements that have been gradually incorporated in the copper-willing plants of the Southwest daring the past 14 years, power plants for concentrators, use of large-size units of equipment, and the effect of plant capacities on costs. The improvements in mechanical equipment and plant design have contributed in the reduction of operating costs; in some instances a saving in the capital cost per ton of daily capacity milled has resulted.

[As a results of work conducted during the past three years, the Northwest Experiment Station of the Bureau of Mines, in cooperation with the University of Washington at Seattle, Washington, has developed a process for the production of sponge iron. Commercial operation of this process in a 3 to 4-ton scale has been so satisfactory that its use on a large scale (20 to 100 tons per day) can be safely considered. Description of Process. The process consists in passing a mixture of iron ore and coal through a rotating kiln heated at one end to a temperature sufficient to convert iron oxide to metallic iron, discharging, cooling, and separating the sponge iron from the residual coke and silicious material on a magnetic separator. Both the coal and the ore should be crushed to peso as 6-meth scream, tans producing particles finer then 1/12 of an inch. Seventy-five parts of coal or other carbonaceous material arc charged with every 100 parts of ore), This large amount of coal is required in order to supply sufficient carbon to maintain a strongly reducing atmosphere in the charge, but may be reduced to about 65 parts per 100 parts of ore by recovering and using tae carbon that remains in the discharge product. Large-scale operation and refinements in furnace design should lower this ratio to perhaps 56 or 60 parts of coal to 100 parts of ore.]

The United States Bureau of Mines, in cooperation with the Natural Gas Department of the American Gas Association, has been studying actively for the past-several years the flow of natural bas through high--pressure pipe lines.4 This report deals with that part of the study involving the design of pipe-line, systems consisting of lines laid parallel to each other. The lines are deferred to as the original line and the parallel line. The paralleling line may or may not extend the entire length of the original line; however, the parallel line is, connected at its two ends to the original line. As a result of the large expansion of the natural-gas industry almost all markets within economic distance from the developed gas fields have at least one pipe line supplying them with natural gas. Small increases in the consumers' demand for natural gas can be met usually by increasing operating pressures, but any marked increase in demand necessitates paralleling sections of the existing systems. This report presents the results of a research and development program in recovering waste-rolling oils conducted by the Bethlehem Steel Co., before 1954 at its Sparrows Point plant, Sparrow Point, Md., with the cooperation of the Bureau of Mines, U. S. Department of the Interior, College Park, Md. The objective of the program was twofold: First, to recover oil for reuse in the plant; and second, to stop pollution, by oil, of the stream and harbor areas in the immediate vicinity of the plant. The sequence of the investigations was laboratory and pilot plant studies on sedimentation, simple aeration, and flotation for the separation of oil and water; and construction of a production unit using standard flotation equipment. This work was only preliminary for the Bethlehem Steel Co. and it has continued research on this problem. Recent progress indicates that new, improved processes will soon replace the flotation units described in this report. The first efforts to separate oil and water by simple sedimentation were unsuccessful. To establish the cause of this failure, microscope examinations and measurements were made on cold-reduction rolling mill cooling-water effluents containing oil in suspension. It was discovered that an average oil globule, held in suspension, was only 0.001 inch in diameter and would not coagulate with other globules for normal sedimentation at room temperature. The next step in the sequence of studies was to coagulate the oil suspension by simple aeration with air under slight pressure. The aeration methods studied were effective in removing up to 68 percent of the total oil but were approaching flotation in principle. The final investigation of the series was flotation of the oil in conventional laboratory-size flotation cells. The small-bubble method, without reagents, floated up to 89 percent of the total oil held in suspension and was the process selected for pilot-plant development.

The Bureau of Mines successfully demonstrated, on a pilot plant scale, a sodium sulfate (Na2S04) refining process for removal of copper from molten ferrous scrap. Previous tests established technical feasibility on a bench scale for achieving low copper concentrations and determining the principal factors controlling process efficiency. The pilot plant study involved a 1-ton arc furnace for melting ferrous scrap and a 1-1/2-ton treatment ladle. Results of these tests showed that copper removals obtained in laboratory tests (approximately 40 relative percent copper removal with 10 weight-percent surface addition of sodium sulfate) could be achieved on the pilot plant scale when excess carbon was added with the sodium sulfate compacts. Data were obtained on temperature losses and carbon consumption related to Na2SO4 treatment.

For electric utilities serving the aluminum smelter industry in the United States, sulfur oxide (SOx) abatement legislation could bring about increases in the costs of generating electricity. This paper documents the method and assumptions used in estimating these increases, and the contains the results of the estimation. 1.2 SMELTER INFORMATION The smelters used in this study were identified by the Bureau of Mines (BOM) and are listed in Table 1.1. Also included in Table 1.1 are the electric utilities that serve these smelters. Compliance costs were estimated for these utilities. Some of the utilities are unique in the way that the information is handled or in the way the utility is operated; these are discussed below. 1.2.1 Big Rivers and Associated Co-ops, Data for Big Rivers and Associated Co-ops were gathered by George Mason University (GMU) students for BON and are included in this study.

Ecuador a gross domestic product (GDP) grew 8% despite a slowdown in production and sales of petroleum, the dominant economic sector. Crude petroleum exports, which amounted to about 35% of total exports in 1977, were valued et $484 million,2 a decrease of 14% from 1976 values. Petroleum export sales were depressed because foreign buyers were somewhat uncertain that State-owned Corporación Estatal Petrólera Ecuatoriana (CEPE) held legal title to the oil until final settlement with Ecuadorian Gulf Oil Corp. In addition to the legal complication, Ecuador maintained a relatively high export price for oil until late in the year. There was also a shrinkage of traditional U.S, markets owing to the Alaskan pipeline becoming operational and an increased availability of Mexican supplies. The export market was also affected by increased domestic production in Peru and Chile, which lessened their import needs, and the pressure of greater competition from the Middle East in supplying crude oil to Caribbean refineries. About 20.4 million barrels or 40% of Ecuador's total crude exports went to the United States. Only 27 wells were drilled in Ecuador during L977; of these, 16 produced oil, 3 were dry holes, and 8 were suspended. About 31 wells were planned for 1978. Three new oilfields were discovered during 1977; two by CEPE in northeastern Ecuador and one by the Argentine State oil company Yacimientos Petraliferos Fiscales (YPF), operating in Ecuador under a service contract. "INTRODUCTION In 1942, Lowry and Junge 3/ reported the results of a statistical study of errors for the proximate and ultimate analysis of coal and coke when made according to the standard Methods of Laboratory Sampling and Analysis of Coal and Coke (D271-42) 4/ of the American Society for Testing Materials. Some of the laboratories that cooperated in the investigation reported difficulty with determination of the volatile matter of anthracite and low-temperature coke. The small number of analyses reported for these particular fuels was considered inadequate to justify definite conclusions regarding the precision of this determination.The investigation described in this report was made at the request of Committee D-5 on Coal and Coke, A.S.T.M. (A. C. Fieldner, chairman), to secure additional information regarding the errors of the volatile matter determination for anthracite, low-temperature coke, and subbituminous coal; the last fuel also gives trouble in this determination, The committee has recognized that the allowable differences between duplicate determinations of volatile matter for these fuels as given in the standard methods are perhaps too stringent and may require revision."

In the western United States occurs deposits of low-grade chromite which, when concentrated, may be reduced to ferrochromiun in electric furnaces that derive energy from dams and hydro plants now in course of construction. Montana ore was chosen for the experiments. A 1-ton sample contained 26 percent Cr203, 17 percent Fed, and 17 percent SiO2, plus other constituents, and the concentrates therefrom assayed 44 -percent Cr203, 23 percent FeO, and 0,79 per cent SiO2, Gravity concentration was found to be the best method. Ferrochromiums are of two grades - high-carbon with 66 to 70 percent chromium and 4-112 to 6 percent carbon and low-carbor with 67 to 72 percent chromium and 0.6 to 2 percent carbon. Both are made in electric furnaces that use anthracite as a reducer and suit-able fluxes. The concentrates mentioned mere smelted under different conditions, and it was concluded that domestic ore could be reduced with anthracite to produce a ferrochromium of S to 10 percent carbon content at yields of 90 percent without re-treating the slag. This carbon may be lowered to required proportion with calcium and silicon, but the former requires a great excess and the latter leaves an alloy high in silicon. INTRODUCTION Chromite occurs in several regions of the United States, but the known deposits of this mineral have not been large enough or high grade enough to permit them to compete under normal conditions with imported ores. There are numerous deposits of chrome ore along the West coast. These are generally conceded to be relatively small, although some were worked during the World War. There are some indications of a revival of interest in California chromites. Montana contains large chromite deposits in Stillwater and Sweetgrass Counties. The utilization of chromite for ferrochromium and. the manufacture of stainless steels is distinctly an electrometallurgical problem; consequently, a study of methods for treatment of chromite might pave the way for the establishment of new electrometallurgical industries in the Western States. This thought is supported by the cheap power that is soon to become available from the western dams, Farther, submarginal domestic chrome deposits might thus be turned into profitable producers.

Heat contents were measured for Na2CaSi04 and Na2Ca2S02 between 298° and 1,300° K, for Na2Ca2Si309 between 298° and 1,500° K, and for Na4CaSi3O9 between 298° and 1,350° K. Copper-block drop calorimetry was employed. Reversible, first-order transitions were found for Na2CaSi04 and Na2Ca2Si309. The transition for Na2CaSi04 is at 830° K with a heat absorption of 160 cal/mole; that for Na2CagSi309 occurs at 750° K with a heat absorption of 1,550 cal/mole. Results for the other two silicates showed no irregularities. A table of heat content and entropy increments above 298.15° K and heat con-tent equations are included for use in thermodynamic calculations.

THIS INFORMATION CIRCULAR covers the calendar year 1055 and contains statistical data on employment and injuries pertinent to metal and nonmetal mining and to their mills and processing plants that are voluntarily reported annually to the Federal Bureau of Mmes. This report, unlike previous publications, lists not only production and development workers but also office employees associated with mining and milling or processing. The last publication m the series, Information Circular 7798, Injury Experience in the Metal and Nonmetal Industries, 1954, also contains unpublished injury and employment statistics for 1943 through 1953. The Bureau is authorized to request data on injuries and employment from operators in the metal- and nonmetal-mining industries. The information voluntarily submitted by these operators contributes immeasurably to the promotion of safety in the mineral mining industries as it discloses the hazards to which metal and nonmetal workers are continually exposed during mineral extractive operations.

This report summarizes work performed under Phase I of USBM Contract No. H0366024, Noise Reduction of Jumbo Mounted Percussive Drills. Four drills -Gardner-Denver D93LAR and DH123 and Ingersoll-Rand 0475 and VL120 models were measured at the two manufacturers? test sites; data are given in terms of characteristic noise and vibration levels. A survey of percussive rock drill users is reported. The rationale for the choice of a demonstration drill, the Gardner-Denver DH123, is given and a desired noise reduction goal is established.

Great Britain has never had a basic raining law such as is in force in most foreign countries. This lack may be due to the fact that, with the exception of gold and silver, all metals or minerals belong to the owner of the surface land. Even with respect to the precious metals, gold and silver, which are not abundant in Great Britain, the right of the Crown, though still technically acknowledged, is not always insisted unon. All other metals and minerals are vested in the ground landlord, who may sell, lease, or other¬ wise convey them. The State has little to do with the mining industry except in. regulatory and judicial matters. The Government must settle controversies and provide for easements, rights of way for railroads, roads, and canals, or, in general, effect the same control that it exercises over other industries. As mining was carried on in very early times in England, of necessity a certain legal procedure came into existence, which in effect was little more than a private contract between the owner of the mineral (whether an individual or the State) and the miner. The nature of such contracts, of course, has changed radically with the changed relations between classes, as England lias developed from the feudal into the modern State. From the medley of ancient procedure and custom, a concession system of mining in^its simplest form lias evolved. Of the earlier conditions. Van Wagenen says

Briefly, a permissible schedule of the Bureau of Mines establishes certain minimum standards for safety; it gives details of test methods adopted to determine whether these standards have been met, and a list of charges for such tests. Any manufacturer has the privilege of submitting his product for test in accordance with the conditions outlined in the schedules. His action is wholly voluntary, for the Federal Government has no jurisdiction as to what equipment shall be used in mines, this authority being left to the various States. When the product of a manufacturer has met the schedule requirements, he is permit¬ted to advertise this fact and to attach an approval plate with the bureau's seal to each machine he makes that is identical in every way with the equipment tested, inspected, and approved by the bureau. This work of approval has grown by the addition of new schedules until at present a great many mines are using one or more classes of permissible equipment, and there is still a demand for other approved apparatus in the ever-widening field of electrically operated machinery. The safety of electrical equipment of this type depends on four fundamentals, namely, (1) correct principles of design; (2) proper assembly of parts at the factory; (3) proper assembly and installation of equipment at the mine; (4) and proper operation and maintenance after installation. The first two factors are within the province of the manufacturer. The bureau either inspects and tests several models of one product, such as electric cap lamps, or one model, such as an electric motor. If this series of tests proves satisfactory, the manufacturer is given the privilege of making other appliances, and assembling them in the same way; the approval plate he attaches is his guaranty that the equipment is identical with the one tested and inspected by the bureau. As part of its thermodynamic investigations of mineral compounds, the Bureau of Mines has written an algorithm based on Newton's method for solving for the characteristic Debye temperature of a compound, from heat capacity and temperature data. A listing of a FORTRAN IV program based on this algorithm, for calculating Debye temperatures given heat capacities or for calculating heat capacities given Debye temperatures, is available from the author upon request.

This paper outlines the legal standards and methods for protecting underground coal mines in the United States from explosions of methane gas and coal dust. It will discuss inspection and monitoring of mine atmospheres, dilution of methane through ventilation, methane drainage prior to, during and post-mining, as well as explosion prevention through rock dusting and sealing of mined-out areas. Recent research findings of the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory on the magnitude of pressures obtained during methane explosions from modeling and full-scale explosion tests at the NIOSH Lake Lynn Experimental Mine will be presented. This work is currently being applied to modeling the structural response of explosion-proof mine seals to pressures from gas explosions. Also, new research will be presented on the inertization of float coal dust in mines through the addition of inert stone dust and on the application of the Coal Dust Explosibility Meter (CDEM), a handheld device developed by NIOSH to directly measure the explosibility of a coal dust - limestone dust mixture based on optical reflectivity.

The Haldane gas-analysis apparatus used by the Bureau of Mines is patterned after the device developed by Haldane 4/ and differs from it only in structural modifications that have been added to facilitate operation and simplify construction. The apparatus was developed to permit determination of carbon dioxide, combustible gases, and oxygen with a degree of accuracy not attainable with apparatus of the types ordinarily used for the analysis of fuel gases, flue gases, and similar mixtures. The Haldane apparatus is used by the Bureau of Mines chiefly in the analysis of air samples collected in coal and metal mines and other underground workings and is applied also in the analysis of many other types of gas mixtures when accurate determination of certain constituents is desired.
