For electric utilities serving the aluminum smelter industry in the United States, sulfur oxide (SOx) abatement legislation could bring about increases in the costs of generating electricity. This paper documents the method and assumptions used in estimating these increases, and the contains the results of the estimation. 1.2 SMELTER INFORMATION The smelters used in this study were identified by the Bureau of Mines (BOM) and are listed in Table 1.1. Also included in Table 1.1 are the electric utilities that serve these smelters. Compliance costs were estimated for these utilities. Some of the utilities are unique in the way that the information is handled or in the way the utility is operated; these are discussed below. 1.2.1 Big Rivers and Associated Co-ops, Data for Big Rivers and Associated Co-ops were gathered by George Mason University (GMU) students for BON and are included in this study.

This paper discusses various mechanical improvements that have been gradually incorporated in the copper-willing plants of the Southwest daring the past 14 years, power plants for concentrators, use of large-size units of equipment, and the effect of plant capacities on costs. The improvements in mechanical equipment and plant design have contributed in the reduction of operating costs; in some instances a saving in the capital cost per ton of daily capacity milled has resulted.

The quantity of explosives sold in the United States in January, 1931, for domestic consumption, amounted to 368,100 kegs (9,202,500 pounds) of black blasting powder, 4,610;000 pounds of permissible explosives, and 16,533,000 pounds of high explosives &apos;other than permissible. These figures are based on reports received by the United States Bureau of Mines, Department of Commerce, from nearly all manufacturing companies, and include an estimate of sales by several companies that do not furnish monthly reports. Reports actually received from manufacturers showed soles of 365,977 kegs of black blasting powder (consisting of 220,892 kegs of granular powder and 145,085 kegs of pellet powder), 4,687,900 pounds of permissible explosives, and 15,496,152 pounds of high explosives other than permissible. Sales in January, 1931, were smaller than in January, last year, the decreases being 14 per cent for black blasting powder, 19 per cent for permissibles, and 17 percent for high explosives other than permissible. Sales in January 1931 when compared with soles in December 1930, show increases for all three classes of explosives as follows: 2 per cent for black blasting powder, 16 per cent for permissible explosives, and 7 per cent for other high explosives.

The United States Bureau of Mines, in cooperation with the Natural Gas Department of the American Gas Association, has been studying actively for the past-several years the flow of natural bas through high--pressure pipe lines.4 This report deals with that part of the study involving the design of pipe-line, systems consisting of lines laid parallel to each other. The lines are deferred to as the original line and the parallel line. The paralleling line may or may not extend the entire length of the original line; however, the parallel line is, connected at its two ends to the original line. As a result of the large expansion of the natural-gas industry almost all markets within economic distance from the developed gas fields have at least one pipe line supplying them with natural gas. Small increases in the consumers&apos; demand for natural gas can be met usually by increasing operating pressures, but any marked increase in demand necessitates paralleling sections of the existing systems. Data on the cost and quantity available were developed for rutile (TiO2), which is potentially recoverable as a byproduct at sand-washing plants in the Southeastern States of Alabama, Georgia, North Carolina, and South Carolina. Baaed on 1969 production data, an estimated 4,300 tons of rutile could be recovered annually from plants that process more than 25,000 tons of sand per year. Rutile prices at which this resource would be available ranged upward from $262 per ton, compared with the current market value of $185 per ton.

This report presents the results of a research and development program in recovering waste-rolling oils conducted by the Bethlehem Steel Co., before 1954 at its Sparrows Point plant, Sparrow Point, Md., with the cooperation of the Bureau of Mines, U. S. Department of the Interior, College Park, Md. The objective of the program was twofold: First, to recover oil for reuse in the plant; and second, to stop pollution, by oil, of the stream and harbor areas in the immediate vicinity of the plant. The sequence of the investigations was laboratory and pilot plant studies on sedimentation, simple aeration, and flotation for the separation of oil and water; and construction of a production unit using standard flotation equipment. This work was only preliminary for the Bethlehem Steel Co. and it has continued research on this problem. Recent progress indicates that new, improved processes will soon replace the flotation units described in this report. The first efforts to separate oil and water by simple sedimentation were unsuccessful. To establish the cause of this failure, microscope examinations and measurements were made on cold-reduction rolling mill cooling-water effluents containing oil in suspension. It was discovered that an average oil globule, held in suspension, was only 0.001 inch in diameter and would not coagulate with other globules for normal sedimentation at room temperature. The next step in the sequence of studies was to coagulate the oil suspension by simple aeration with air under slight pressure. The aeration methods studied were effective in removing up to 68 percent of the total oil but were approaching flotation in principle. The final investigation of the series was flotation of the oil in conventional laboratory-size flotation cells. The small-bubble method, without reagents, floated up to 89 percent of the total oil held in suspension and was the process selected for pilot-plant development.

In the western United States occurs deposits of low-grade chromite which, when concentrated, may be reduced to ferrochromiun in electric furnaces that derive energy from dams and hydro plants now in course of construction. Montana ore was chosen for the experiments. A 1-ton sample contained 26 percent Cr203, 17 percent Fed, and 17 percent SiO2, plus other constituents, and the concentrates therefrom assayed 44 -percent Cr203, 23 percent FeO, and 0,79 per cent SiO2, Gravity concentration was found to be the best method. Ferrochromiums are of two grades - high-carbon with 66 to 70 percent chromium and 4-112 to 6 percent carbon and low-carbor with 67 to 72 percent chromium and 0.6 to 2 percent carbon. Both are made in electric furnaces that use anthracite as a reducer and suit-able fluxes. The concentrates mentioned mere smelted under different conditions, and it was concluded that domestic ore could be reduced with anthracite to produce a ferrochromium of S to 10 percent carbon content at yields of 90 percent without re-treating the slag. This carbon may be lowered to required proportion with calcium and silicon, but the former requires a great excess and the latter leaves an alloy high in silicon. INTRODUCTION Chromite occurs in several regions of the United States, but the known deposits of this mineral have not been large enough or high grade enough to permit them to compete under normal conditions with imported ores. There are numerous deposits of chrome ore along the West coast. These are generally conceded to be relatively small, although some were worked during the World War. There are some indications of a revival of interest in California chromites. Montana contains large chromite deposits in Stillwater and Sweetgrass Counties. The utilization of chromite for ferrochromium and. the manufacture of stainless steels is distinctly an electrometallurgical problem; consequently, a study of methods for treatment of chromite might pave the way for the establishment of new electrometallurgical industries in the Western States. This thought is supported by the cheap power that is soon to become available from the western dams, Farther, submarginal domestic chrome deposits might thus be turned into profitable producers.

Great strides have been made in recent years to reduce the disaster potential of underground mine fires. However, mines can still be caught unprepared for a fire emergency. Fires can grow too large before they are detected, warning systems can be too slow and uncertain to reliably signal the danger, and suppression systems can be inadequate to extinguish the flames. New mining systems and equipment may create unanticipated fire hazards, and new materials may generate highly toxic combustion products. This report contains papers that summarize recent significant developments from the Bureau of Mines mine fire protection research program relating to these problems. Certain of these findings are also applicable to surface mining operations. The papers fall into the general categories of fire detection and instrumentation, fire warning, fire suppression, diesel equipment, spontaneous combustion, and toxicity analysis of combustion products.

Ecuador a gross domestic product (GDP) grew 8% despite a slowdown in production and sales of petroleum, the dominant economic sector. Crude petroleum exports, which amounted to about 35% of total exports in 1977, were valued et $484 million,2 a decrease of 14% from 1976 values. Petroleum export sales were depressed because foreign buyers were somewhat uncertain that State-owned Corporación Estatal Petrólera Ecuatoriana (CEPE) held legal title to the oil until final settlement with Ecuadorian Gulf Oil Corp. In addition to the legal complication, Ecuador maintained a relatively high export price for oil until late in the year. There was also a shrinkage of traditional U.S, markets owing to the Alaskan pipeline becoming operational and an increased availability of Mexican supplies. The export market was also affected by increased domestic production in Peru and Chile, which lessened their import needs, and the pressure of greater competition from the Middle East in supplying crude oil to Caribbean refineries. About 20.4 million barrels or 40% of Ecuador&apos;s total crude exports went to the United States. Only 27 wells were drilled in Ecuador during L977; of these, 16 produced oil, 3 were dry holes, and 8 were suspended. About 31 wells were planned for 1978. Three new oilfields were discovered during 1977; two by CEPE in northeastern Ecuador and one by the Argentine State oil company Yacimientos Petraliferos Fiscales (YPF), operating in Ecuador under a service contract. CEPE&apos;s two discoveries tested at 5,000 and 1.450 barrels per day, respectively. The YPF discovery tested at about 1,000 barrels per day. Ecuador altered its position regarding

Heat contents were measured for Na2CaSi04 and Na2Ca2S02 between 298° and 1,300° K, for Na2Ca2Si309 between 298° and 1,500° K, and for Na4CaSi3O9 between 298° and 1,350° K. Copper-block drop calorimetry was employed. Reversible, first-order transitions were found for Na2CaSi04 and Na2Ca2Si309. The transition for Na2CaSi04 is at 830° K with a heat absorption of 160 cal/mole; that for Na2CagSi309 occurs at 750° K with a heat absorption of 1,550 cal/mole. Results for the other two silicates showed no irregularities. A table of heat content and entropy increments above 298.15° K and heat con-tent equations are included for use in thermodynamic calculations.

This report summarizes work performed under Phase I of USBM Contract No. H0366024, Noise Reduction of Jumbo Mounted Percussive Drills. Four drills -Gardner-Denver D93LAR and DH123 and Ingersoll-Rand 0475 and VL120 models were measured at the two manufacturers? test sites; data are given in terms of characteristic noise and vibration levels. A survey of percussive rock drill users is reported. The rationale for the choice of a demonstration drill, the Gardner-Denver DH123, is given and a desired noise reduction goal is established.

"INTRODUCTION In 1942, Lowry and Junge 3/ reported the results of a statistical study of errors for the proximate and ultimate analysis of coal and coke when made according to the standard Methods of Laboratory Sampling and Analysis of Coal and Coke (D271-42) 4/ of the American Society for Testing Materials. Some of the laboratories that cooperated in the investigation reported difficulty with determination of the volatile matter of anthracite and low-temperature coke. The small number of analyses reported for these particular fuels was considered inadequate to justify definite conclusions regarding the precision of this determination.The investigation described in this report was made at the request of Committee D-5 on Coal and Coke, A.S.T.M. (A. C. Fieldner, chairman), to secure additional information regarding the errors of the volatile matter determination for anthracite, low-temperature coke, and subbituminous coal; the last fuel also gives trouble in this determination, The committee has recognized that the allowable differences between duplicate determinations of volatile matter for these fuels as given in the standard methods are perhaps too stringent and may require revision."

"N-acetyl-beta(B)-D-glucosaminidase is a N-acetyl-beta((B)-D-glucosaminidase enzyme se¬creted by alveolar macrophages in response to phagocytosis of particulate material. Alveolar macrophages participate in the degradation and fibrosis of pulmonary tissue that results in pneumoconiosis. Known quantities of four characterized respirable dusts were bronchoscopically placed into the right caudal lung lobe of macaque monkeys. Bronchoalveolar lavage (BAL) samples were collected from dust-exposed right lung and unexposed left lung of the same individuals at 2-week intervals for 12 weeks after dust instillation. The samples were tested for N-acetyl-B-D-glucosaminidase activity to determine if the enzyme levels could serve as an indicator of pulmonary injury induced by generic coal dusts when compared to known fibrogenic and nuisance dusts. Installation of generic quartz, anthracite, or TiO2 dusts produced significant elevations of enzyme activity and increased numbers of macrophages in the dust-exposed lobes. Elevations in enzymatic activity and macrophage numbers were greatest in response to generic quartz dust. These results suggest that quantitative levels of N-acetyl-B-D-glucosaminidase activity may be a useful indicator of acute and chronic lung injury following exposure to fibrogenic and nonfibrogenic dusts.IntroductionCoal workers pneumoconiosis (CWP) is an occupational pulmonary disease associated with the inhalation of coal mine dust. An important external factor in the development of CWP is the composition of the respirable coal mine dust. A cause-and-effect relationship exists between coal mine dust and CWP, but it has not been shown that exposure to generic coal dusts will cause CWP [12]. Numerous immunological, biochemical, and cellular changes occur in CWP; however, in this study, only N-acetyl-beta(B)-D-glucosaminidase (NAGase), protein, and alveolar macrophages (AM) will be examined [7, 32, 33]."

The Bureau of Mines conducted solvent extraction batch tests to evaluate the usefulness of neodecanoic acid ( NDA) for extracting Co 3+ from ammoniacal leach liquors high in ammonium sulfate . This work is an outgrowth of previous Bureau research in which technology was devised for the recovery of cobalt , nickel , and byproduct copper from domestic laterites . The previously devised technology uses an oxidative ammoniacal sulfate leach to treat the laterite , and nickel and copper are then recovered from the leach solution by solvent extraction and electrowinning . This report deals with the subsequent solvent extraction of cobalt from the nickel - copper raffinate solution . The results showed that about 70 pct of the contained Co 3+ can be extracted batchwise at pH 8 using NDA ( a 10 - carbon - chain highly branched carboxylic acid ) . However , NDA had a solubility of approximately 0.6 to 0.8 g / L in aqueous raffinate following extraction , and this high solubility makes it impractical for use with alkaline solutions that are low in cobalt . In addition , the extracted cobalt species ( predominately cobaltic hexammine ) is not amenable to the electrolytic recovery of cobalt metal because of its extreme stability . This fundamental prob-

Great Britain has never had a basic raining law such as is in force in most foreign countries. This lack may be due to the fact that, with the exception of gold and silver, all metals or minerals belong to the owner of the surface land. Even with respect to the precious metals, gold and silver, which are not abundant in Great Britain, the right of the Crown, though still technically acknowledged, is not always insisted unon. All other metals and minerals are vested in the ground landlord, who may sell, lease, or other¬ wise convey them. The State has little to do with the mining industry except in. regulatory and judicial matters. The Government must settle controversies and provide for easements, rights of way for railroads, roads, and canals, or, in general, effect the same control that it exercises over other industries. As mining was carried on in very early times in England, of necessity a certain legal procedure came into existence, which in effect was little more than a private contract between the owner of the mineral (whether an individual or the State) and the miner. The nature of such contracts, of course, has changed radically with the changed relations between classes, as England lias developed from the feudal into the modern State. As part of its thermodynamic investigations of mineral compounds, the Bureau of Mines has written an algorithm based on Newton&apos;s method for solving for the characteristic Debye temperature of a compound, from heat capacity and temperature data. A listing of a FORTRAN IV program based on this algorithm, for calculating Debye temperatures given heat capacities or for calculating heat capacities given Debye temperatures, is available from the author upon request.

THIS INFORMATION CIRCULAR covers the calendar year 1055 and contains statistical data on employment and injuries pertinent to metal and nonmetal mining and to their mills and processing plants that are voluntarily reported annually to the Federal Bureau of Mmes. This report, unlike previous publications, lists not only production and development workers but also office employees associated with mining and milling or processing. The last publication m the series, Information Circular 7798, Injury Experience in the Metal and Nonmetal Industries, 1954, also contains unpublished injury and employment statistics for 1943 through 1953. The Bureau is authorized to request data on injuries and employment from operators in the metal- and nonmetal-mining industries. The information voluntarily submitted by these operators contributes immeasurably to the promotion of safety in the mineral mining industries as it discloses the hazards to which metal and nonmetal workers are continually exposed during mineral extractive operations.
