This report presents recommended guidelines and regulatory changes applicable to electrical installations in underground oil shale mines. These recommendations are based on information gathered from oil shale operators, government agencies, and other knowledgeable sources familiar with existing plans for mining systems and electrical installations, and on present understanding of the problems and hazards associated with oil shale mining. Additional discussions of specific electrical problems related to oil shale mining are also presented. These specific problems include: ? Ground fault current levels ? Permissible electric wheel motors ? Permissible batteries and electric starting systems ? Intrinsically safe instrumentation and applicability of existing test standards.

The performances of four anthracite-burning stokers have been observed under identical 74-hp. steam boilers. Fifty runs of 12 and 24 hours' duration were made in accordance with the test code of the American Society of Mechanical Engineers (ASME). The capacity of each stoker for burning anthracite has been determined, the heat efficiency at each fuel rate has been computed, and the various significant items of hear loss have been estimated. The operating data and results from each run are tabulated in this report in the form used in the test code. The heat efficiencies and most significant operating data for each run are also presented graphically for each stoker to establish the trends with increasing boiler outputs, The tests show that rice anthracite can be burned on stokers adapted to its use at heat-conversion efficiencies of 82 percent or more under continuous firing. These high efficiencies are maintained with fuel inputs 30 percent higher and lower than the peak efficiency rate. Moreover, a heat efficiency of 70 percent or more is obtained at 50 percent of the optimum fuel rate, even though the excess air into the furnace cannot be held below 150 percent.

These proceedings consist of an overview of the in situ mining research currently being carried out by the Bureau of Mines. The following papers emphasize two general aspects of the in situ mining method: the environment and productivity. Both areas are extremely important, particularly because in situ leach mining is a relatively new mining method from a commercial point of view. Topics covered include the restoration of ground water, the selection of lixiviants, in situ mining of commodities other than uranium, in situ mining costs, the application of resistance measurements to in situ mining, an acid leach mining case history, and the use of branched boreholes for in situ mining. A bibliography of Bureau of Mines publications on in situ mining is appended.

The prevention of coal-mine explosions has been one of the chief purposes of the Bureau of Mines. In facti the first Federal appropriation relating to mining methods, in 1908, authorized the investigation of the causes of mine explosions and the possible methods of preventing them. When that investigation started the mining industry had not determined the real causes of a succession of terrible coal-mine explosions in various countries, culminating in the great disasters at CoulTièl'es, France, and Monongah, W. Va. Coal dust as an agent of widespread explosions had been under suspicion, and watering to allay the dust was recommended by some mining engineers but the watering of coal-mine dust was adopted in comparatively few mines of the United States and Great Britain, and had not been introduced widely in any country except Germany. Rock dusting, another method of preventing explosions of coal dust, was early tested with success by the Bureau of Mines in its fist gallery at Pittsburgh and, beginnig in 1911, at the experimental mine, Bruceton, Pa. Several of the fist publications i of the bureau suggested that rock dust be used in gaseous or dusty bituminous mines, and in 1915 Technical Paper 842 strongly recommended it. Since that time additional tests in the experimental mine have fully confied this :ft judgment.

To those concerned in attaining greater safety to life and incidentally to property in coal mining, the meeting of representatives of the national mine safety research organiza¬ tions of the principal coal-producing countries, which was called by the Safety in Mines Research Board of Great Britain at its experimental station near Buxton, should have deep significance. It is notable, first, because it meant the friendly cooperation of countries not many years ago engaged on either side in the great World War; and second, because of the remarkable degree of agreement in the essential fundamental factors and methods of attaining greater safety in coal mines when it is considered that the questions were approached by different paths and that the applications dealt with widely differing natural conditions and national points of view. Varying views, of course, were held as to the relative importance of certain factors, but the differences were of detail rather than of principle. When the meeting adjourned it was unanimously agreed that such meetings should be continued annually and that the greatest benefit was to be derived by close cooperation in the exchange of data. Belgium, France, Germany, Great Britain, and the United States were represented by one or several members of the respective national research organization. It is of interest to note that this research work in Belgium, France, and Germany is supported directly by na¬ tional organizations of mine operators or owners but placed under a scientist appointed by the respective Government, thus giving the work official standing. In Great Britain the work is carried on by a Government board, consisting of persons connected with the coal¬ mining industry or in mining research, appointed by the Secretary for Mines, to direct the work of research of the Mines Department. It does not, however, come under its inspection service. Its work is supported by a penny-a-ton tax on output of coal. In the United States the mine-safety research work is directly supported by the Federal Government.

"The present and possible future commercial production of potash from various sources in the United Status is discussed below under the following heads:1. Potash from the saline lakes.(a) Nebraska lakes.(b) California lakes.(c) Other lakes.2. Potash as by-product from the cement kilns.3. Potash as by-product from the iron blast furnace.4. Potash from silicate rocks.(a) Feldspathic material.(b) Leucite rocks of Wyoming..(c) Sericite slates of Georgia.(d) Glauconite (greensand) of New Jersey.5. Potash from Alunite.6. Potash from organic sources other than kelp.7. Potash from kelp.In this discussion very little more than passing reference, if any, will be given to those projects which up to date have been developed only slightly, if at all, beyond the small scale laboratory stage, or for the development of which there appears to be very little financial and technical backing at the present time. Nether or not many of these proposed projects have merit can be determined only by an actual operating demonstration.Generally speaking, the potash industry of the United States has been hardly more than marking time since the armistice. This is, largely due to the fact that the consumers of potash have been expecting that heavy shipments of foreign potash to the United States would be resumed soon at somewhere near the pre-war prices, and they have not seen owing domestic potash at present prices for many months. The result has been that domestic producers have been unable to sell their product at even cost and many producers of potash have been obliged to close down. Thu Nebraska lake plants were closed down in February. The California saline plants were operating at below capacity, and the only large alunite plant is closed down. Even the cement plants have little or no inducements to recover the potash being lost in their waste gases and the production is very small at present.This condition will doubtless continue until a definite policy is decided upon as to the future importation of potash salts from Germany and. France. If unrestricted importation is allowed at prices even 50% greater than in 1913, only a very few, if any, of the domestic projects will be in position to compete with the foreign potash immediately, and the present industry will probably greatly decline with little or no prospect for a future resumption of the industry."

Combustible materials, when burned, produce toxic gases and smoke, which may vary dramatically from one material to another, with resultant different total toxicity and smoke obscuration levels. This U.S. Bureau of Mines report presents smoke property data acquired for a variety of mine combustibles and shows that there exists a correlation between the smoke properties, the relative toxicity, and the smoke obscuration levels of those combustibles tested. These correlations can be used to devise simple, standard tests for determining the toxic and smoke obscuration hazards of mine materials during fire.

"Exposure to respirable contaminants in mine atmospheres has long posed a serious hazard to miners. The control of these hazards, some of which can have sudden and catastrophic effects and some others, slow and long enduring consequences, has been a major concern for labor, management and government alike. This concern has manifested itself in four primary mechanisms of control -- (1) regulatory control through minimum standard setting by the passage of mine health and safety laws, (2) engineering control through design and operation of 'mines according to the best recommended practices, (3) medical control through periodic physical examinations, wearing personal protection devices, etc., and (4) legal and social control through workmen's compensation laws for occupation related health deterioration:-The respirable contaminants in mine atmo¬spheres are toxic and explosive gases, toxic and explosive dusts, diesel exhaust particu¬lates, radon progeny, etc. Perhaps the most important of all these and the most widely occurring in mine atmospheres is respirable dust, an inevitable product of fragmentation, a unit operation fundamental to all mining operations. In fact; the-most serious health hazard for workers in the mining and minerals processing industries is still the exposure to respirable dust, and solutions to the problem of respirable dust disease remain to be found.The 1969 Coal Mine Health and Safety Act and its provisions for the respirable dust standards in underground coal mines are briefly reviewed. An overview of the research accomplishments in meeting the standards is presented. The current state of knowledge on the effectiveness of the standards and the new and emerging problems are discussed. A brief summary of the research programs of the Generic Technology Center on Respirable Dust is presented.In general, underground mines are becoming increasingly safe. Significant progress has been made in lowering the dust levels in mines. It is generally agreed that mines are less dusty today than they were a decade ago. This report describes the design, construction, and operation of a low temperature adiabatic calorimeter for measuring heat capacities of solids or liquids from 60° to 300° K. A brief discussion of the basic theory involved in chemical thermodynamics and the problems involved in obtaining accurate experimental data is presented. The operation of the calorimeter was tested by measuring the heat capacity of a sample of benzoic acid obtained from the National Bureau of Standards over a temperature range of 60° to 300° K. The measured heat capacity values of the benzoic acid compared favorably with similar values obtained by the Bureau of Standards, the maximum deviation being 0.5 percent. THEORY A brief discussion of the basic theory involved in chemical thermodynamics will illustrate the applications of heat capacity data and the problems involved in obtaining accurate experimental data.

This report describes research by the U.S. Bureau of Mines to design and in-mine test a rapid response pneumatic fire detection system for multilevel metal mines. The relative merits of pneumatic detection are discussed in the context of typical multilevel mine layouts and environments. The Bureau's prototype system is described, with emphasis on design features that counter commonly experienced and/or perceived operating problems with pneumatic detection systems. Finally, the results of a 3-year in-mine performance evaluation of the prototype system are discussed.

The froth foam seal topping system is part of a system for remote sealing of mine passages using flyash transported pnuematically from the surface. Making the final 5 percent of the seal with a foamed-in-place fire retardant polyurethane reduces the required flyash volume by 50 percent and provides a more reliable seal. Foam components are held at the surface under proper conditions of temperature and pressure; then conveyed down the borehole through individual hoses and mixed at the bottom with a static mixer. The polyol component is pre-mixed with fluorocarbon-12 which, when released from system pressure in the mixer, boils and causes the foam to expand. Difficulties in handling this particular foam formulation are offset by a flame spread index well below the 25 level by ASTM E-162 normally required for under-ground applications. Isocyanate, polyol (TDI) and catalyst are conveyed to the downhole package by three separate lines. Five additional lines operate the valving and convey solvent so that the mixer and package lines can be flushed immediately after foaming. The eight-hose bundle is provided in segments of several lengths so that bore-hole depths can be matched. Cast-in-place plastic cylinders hold the bundle together and transfer the weight of the hose through a special quick-release clamp to the crane's wire rope. The downhole package and hose bundle are deployed using a specially designed winch and crane system capable of borehole deployment to 1500 feet.

The national mine-safety demonstration at Pittsburgh, Pa., was projected and undertaken in the hope that it would aid the increase of safety in the mining industry. That the national mine-safety demonstration was warranted and has served a useful purpose was evidenced by the attendance, not only at the public demonstration in Forbes Field, but also at the more special exhibit of the work of the Bureau of Mines at the arsenal grounds and at the experimsntal. mine. Nearly 2,000 persons witnessed the demonstrations and exhibits of the Bureau of Mines at the arsenal grounds on the morning of October 30, 1911. The spectators were all mine operators, miners, or persons interested in mining, and represented operations in all parts of the United States. Nearly 1,200 of these persons visited the bureau's experimental mine at Bruceton to witness ~th~explosion of coal dust. Had the weather, which was exceptionally inclement, been more favorable, there would doubtless have been a much larger attendance. At the public demonstration in Forbes Field, which· was witnessed by President Taft, from 12,000 to 15,000 persons, chiefly mining men, were present and attested their interest and enthusiasm in the minesafety exhibits by remaining throughout the proceedings, regardless of the rain which fell all the morning .. Sincethis demonstration, the organization of first-aid corps and of rescue corps has been undertaken at mines where there had previously been no such organizations. The bureau has received letters of commendation attesting the value of the demonstration in drawing· attention to the dangers and to possible means of greater safety in mining. Many of these letters have urged that the results of the demonstration be published for the guidance and instruction of those who were present. In response to these reauests the following account of the mine- BlIIeLY demonstration lias been prepared. IIi its preparation various division and section chiefs of the Bureau of Mines have cooperated. The authors acknowledge the assistance they have received from those section chiefs and other members of the bureau who contributed detailed descriptions of apparatus exhibited at the demonstration or of investigations represented.

Limestone, including dolomite, is the most widely used of all rocks - nearly 300 million tons annually in the United States alone. It occurs in some form in every State and is produced in thousands of localities. Because of its attractiveness, substantiality, and durability it is employed extensively as a building stone. In crushed and broken form it is used for concrete aggregate and railroad ballast and in highway construction, metallurgy, agriculture, and a host of chemical and industrial processes. This paper proposes to furnish general information on the origin and occurrence of limestone and dolomite, chief production centers, major uses, and methods of quarrying and preparing stone for market. Footnote references will guide the reader to sources of more complete information.

The application of manganese in iron and steel metallurgy is very inter¬ esting historically. In general, ancient- irons and steels contained virtu¬ ally no manganese, probably because the available iron ores contained■only small amounts of the manganese oxides. Occasionally, samples of ancient irons were found to have appreciable amounts of manganese, but their presence is considered accidental and dependent upon the ore available to craftsmen of that time. Two specimens of iron (139;— made in 500 A.D. contained .negligible quantities of manganese. A sample of steel which constituted the base of .the Khan Baba pillar in India was probably processed in 12p B. C. by the1 cementa¬ tion of wrought iron. This material; contained 0.02 percent manganese and 0.70 percent carbon (20) . One Damascus-steel sword forged some time between 11'60 ' and l400 A. D. was found to contain 0.1^-i percent manganese and 0.j6l percent carbon. The manganese content of this bla.de was much higher than that of any other material of this type which has been analysed. In every other instance the manganese content was below 0.02 percent. A cast steel manufactured by the East India. Co. in India in the early nineteenth century, under the name of Wootz steel, contained rather appreciable amounts of manganese. This material was made by melting and refining fairly high-manganese pig iron prepared from high-manganese ore. Heath (106), who was working at the Co. plant between 1S20 and 1S40, was convinced that the manganese content of the steel was the determining fa,ctor in its high quality. He learned of certain difficulties English steel manufacturers were having in making even fair-grade steel, and analyses of the material indicated low manganese contents. This convinced him that.if the use of manganese could be introduced in England its steel would be greatly benefited. In consequence, he moved to England and soon was producing certain grades of ferromanganese for use with the crucible process. He recommended addition of this metallic material to the ingot mold just before pouring. It was soon found that inferior brands of steel containing only traces of manganese could be greatly improved by such additions. All metallurgists of that time became convinced

Available noise control materials and their applications are discussed. The results of field measurements, laboratory experiments, theoretical analyses, and studies of data provided by suppliers are summarized.

The Sago Mine Disaster, on January 2, 2006, placed renewed focus on several different aspects of safety in the underground coal mining industry. One area which received increased attention since Sago and other underground coal mining events is the concept of Safety Culture. This report describes the results of a pilot Safety Culture Assessment implemented at a small Appalachian underground coal mine, hereafter referred to as the Mine. The purposes of this pilot assessment were to (a) evaluate the feasibility and usefulness of a methodology for assessing safety culture that had previously been developed for use within other industries, (b) to initiate an investigation into the understanding and defining of the existing safety culture of the underground coal mining industry, and (c) provide meaningful and useful recommendations for the participating mine for their consideration in their ongoing quest to enhance their existing safety culture. This pilot assessment was conducted in July 2007. The report provides information regarding the presence or absence of safety culture characteristics within the Mine. Observations regarding the characteristics of the Mine?s safety culture that should be sustained are presented. Areas in need of attention and management focus to improve the Mine?s safety culture are presented as well as recommendations for moving forward. Safety culture characteristics that are important for the existence of a positive safety culture have been identified to include: - Safety is a clearly recognized value in the organization. - Accountability for safety in the organization is clear. - Safety is integrated into all activities in the organization. - A safety leadership process exists in the organization. - Safety culture is learning driven in the organization. - A process for establishing a strong and effective Safety Conscious Work Environment (SCWE) is in place. Performance objectives are associated with each of the safety culture characteristics and particular behaviors and attitudes have been identified that can be measured to evaluate these objectives. Using a methodology originally developed with the support of the U.S. Nuclear Regulatory Commission, an assessment of selected organizational behaviors and attitudes was conducted to evaluate the Mine in terms of these safety culture characteristics and their associated performance objectives. The methodology involves obtaining a variety of quantitative and qualitative information, using multiple data-gathering methods. The information collected is largely based upon the perceptions of the individuals in the organization. The evaluation is a ?point in time? snapshot of the Mine, but cultural beliefs and assumptions do not change quickly. The feasibility and usefulness of the methodology was successfully demonstrated during this pilot assessment. The objectives of this research were to define the chemical composition and physical characteristics of the aerosols associated with attached radon daughters in operating uranium mines, and to investigate the relationship between these aerosol parameters and operating conditions. Major Results and Conclusions The organic, inorganic and radiological characteristics of test chamber and active U-mine aerosols have been measured as a function of particle size. These measurements represent the first detailed analyses of the organic and inorganic components in U-mine aerosols and the first determinations of the details of the individual and total radon daughter distributions in operating U-mines. Numerical models play a significant role in the design of safe underground mining excavations and support systems. Advances in the capabilities of numerical modeling software, together with ever increasing computational speeds, have made it possible to investigate the very nature of the large-scale rock mass and its response to mining excavations. The improved understanding of the rock response obtained from modeling enhances our designs, resulting in greater stability and safety of the mining excavations. To help advance the state of the art in this field, the National Institute for Occupational Safety and Health organized the International Workshop on Numerical Modeling for Underground Mine Excavation Design. The workshop was held in Asheville, NC, on June 28, 2009, in association with the 43rd U.S. Rock Mechanics Symposium. The proceedings include 10 papers from leading rock mechanics and numerical modeling experts in the United States, Canada, Australia, and Germany. The papers address a wide range of issues, including various numerical modeling approaches, rock mass modeling, and applications in coal and metal mines.

Volume IV of the final report examines the problem of indirect contact of overhead high-voltage power lines by mining personnel. This refers to the contact of energized lines by workers through some intermediate conductor such as a metallic tool or a piece of high-reaching mobile equipment, thus the term "indirect contact." The shock hazard presented by such contact has been a major cause of electrical fatalities associated with mining operations. The report volume is divided into three major areas. The first gives a general background of overhead lines, basic characteristics, and associated hazards, and continues to describe presently used techniques and devices which attempt to alleviate the contact problem. The second area narrows the discussion to the mining industry by presenting a detailed analysis of 39 overhead-line contact accidents in mining since 1970. The third major section uses the information from the first two areas to formulate recommendations to prevent these accidents and subsequent electrocutions at mining operations.

The use of fluid jets for industrial purposes has received considerable attention in recent years. The convening of The First International Symposium on Jet Cutting Technology1 in April 1972 devoted solely to this subject probably heralds the coming of age of this new science. It is interesting to note the emphasis in the conference towards the cutting of rocks, minerals, and soils, indicating the attention being devoted to excavation and mining. The use of water streams for mining of minerals is not new. It is well over a century since its first application.2 But its use in coal mining has been somewhat restricted over the years. In the past 30 years the U.S.S.R. has successfully used water for coal extraction, and these techniques have been examined in 15 countries in recent years. In the United States research on various aspects of the method has been conducted for over 15 years,3 but success stories from the Soviet Union,4 JapanS and Canada6 in the last 5 years has spurred greater enthusiasm. IIT Research Institute has done pioneering work in the 7-12 13-15 area of water jetting for rock and coal breakage. It has just completed an experimental study involving mining of coal with a 50,000-psi and 100,000-psi jet in a stripping operation14 under the sponsorhip of the U. S. Bureau of Mines (Contract No. HOll1789). As a complementary program the Bureau initiated a project to design a water-jet coal-mining machine (Contract No. H0133119). IITRI was a successful bidder on this competitive procurement.
