A phase in strip mining of bituminous coal is the overturning of the surface of the land. The purpose of this report is to acquaint the operators and others interested in stripping with the work that has been done in certain States to reclaim the surface of land from which the coal has been removed by this method of raining. The preparation of this manuscript follows an extensive study of the subject in the field in the course of which a large number of strip mines were visited. ACKNOWLEDGMENT The information used in the report was obtained through the courtesy and cooperation of the operators of the mines visited, State officials and educational institutions, and others interested in the subject.

As part of the Bureau of Mines methane control program, the Upper Free-port coalbed was studied in Fayette County, Pa., where this coalbed lies about 650 feet below the Pittsburgh coalbed and contains the largest remaining reserves of any coalbed in the county. Coal and overburden isopachs, structure and joint pattern maps, and a fence diagram were prepared using data from gas and oil exploration logs and coal outcrops. These maps will aid in deter-mining the need and/or feasibility of degasifying the Upper Freeport coalbed in the study area. Much of the coalbed in this area is under 600 to 1,400 feet of overburden. By correlation with data from the Pittsburgh coalbed, the gas content at depths of this order is estimated to be between 140 to 300 cf/ ton of coal, for a total of 190 to 400 billion cubic feet of methane in this coalbed in Fayette County.

Improve the health and safety of underground mine workers by finding ways of keeping them away from unsupported areas of the mine. Background Roof falls have been the leading cause of fatal accidents in the underground coal mining industry. During 1985-89, 92 coal miners were killed by falls of roof and rib, with more than 4,000 miners injured. According to accident investigation reports from the Mine Safety and Health Administration, 47% of the victims of these fatal roof fall accidents were in the area of unsupported roof al the time they were killed. There is an urgent need to find out why miners go under unsupported roof and to devise strategies for preventing this unsafe behavior. Approach To discover what can be done to prevent miners from going under unsupported roof, confidential interviews were conducted with 297 miners who work in the face crews of 6 different coal mines. The interview topics included company policies and actions regarding going under unsupported roof, how foremen react to people who go under unsupported roof, circumstances likely to cause some people to go under unsupported roof and how to prevent these situations, and observations concerning those who go under unsupported root.

The use of Diesel fuel as a source of power is continuing to increase in the United States. The latest available figures indicate that refineries are delivering in excess of 10,000,000 barrels of this type of fuel per month. Factors contributing to this increased consumption are conversions by a number of railroads from steam to Diesel locomotives and the growing use of Diesel engines in buses, trucks, tractors, earth-moving machinery, water craft, and stationary power plants. The increasing importance of Diesel fuel has led to a need for more information on its characteristics, particularly on the grades and qualities currently being marketed. To supply this information the American Petroleum Institute and the Bureau of Mines, United States Department of the Interior, under a cooperative agreement, are conducting annual surveys of Diesel fuels produced in refineries in this country. Samples of Diesel fuel were analyzed by the manufacturers in accordance with instructions from the Motor-Fuels Survey Panel of the Automotive Research Committee of the American Petroleum Institute. Results of the analyses were transmitted to the Bureau of Mines where the data were studied am compiled as shown in the tables of this report. The first survey was made in 1950 and was published as a Bureau of Mines report. The present report shows the results of a similar survey made during 1951.

The latest Active List of Permissible Explosives and Blasting Devices was published in July, 1929, as Bureau of Mines Report of Investigations 2947, 2 under the title or "Active List of Permissible Explosives and Blasting Devices Approved Prior to June 30, 1929.' Subsequent Reports of Investigations 2253, 2958, 2962, 2972, 2988, 2992 and 3000, were issued to record the official actions taken during July, August, September, October, 1929, and January, February, and March, 1930. Work has been carried out under Bureau of Mines Contract No. HO395132 to develop and fabricate gas sensors for mining applications. Promising new instruments have been designed, developed, tested and supplied to meet BuMines requirements. These instruments include prototype 1) remote-sensing, diffusion-type CO monitors for mine operation which can be operated in conjunction with a surface computer, 2) control modules for alternate in-mine readout of the remote diffusion type CO monitors, 3) personal CO diffusion-type dosimeters and 4) personal NO diffusion-type dosimeters. In addition, retrofit modifications were made to update and optimize operation of CO and NO2 direct-reading type detectors provided under a previous contract. Studies were conducted to evaluate and demonstrate the availability of stable, portable N02 calibration sources for NO2 instrumentation. The use of selected, commercially available cylinder sources for NO2 instrument calibration were recommended. Additional studies were also conducted to investigate the feasibility of instrumentation for rapidly monitoring CO, NO and NO2 in diesel exhaust.

In general terminology, the West Texas Permian Basin comprises the area south of the Texas Panhandle and west of the Bend Arch or Central Basin region. It is outlined mere definitely by geologists, however, as that area underlain by the south half of the Permian Salt Basin4/ and includes Scurry, Mitchell, Sterling, Howard, Glasscock, Reagan, Crockett, Upton, Midland, Martin, Gaines, Andrews, Ector, Crane, Pecos, Ward, Winkler, and Loving Counties in Texas, and Lea and Eddy Counties in New Mexico. The oil fields of the area, of which more than 70 have been discovered, are shown in fire 1. Approximately 4,200 producing oil wells have been drilled in these fields. Oil has been produced from limestones and dolomites of Permian age in most of the fields in the West Texas Permian Basin. Some of the fields produced oil from sandstone beds above the limestone, and in two fields production has been found below the limestone in formations of Ordovician age.

"IntroductionThe accumulation of gummy and resinous deposits in consumers' gas meters began to assume serious proportions about 1917. As the trouble developed and spread in the years following, it manifested itself in several ways, which ultimately began to the expressible in distinctly economic terms, more specifically in terms of costs; in 1922 an organized and fundamentally based investigation of this trouble was begun. In an earlier paper*** a short statement of the occurrence and costs of the deposition was given and at the same time an analysis of the problem, as well as well as a general plan of attack, was presented. That plan included two general phases, first, a chemical study of typical was 1 quarry or 2 cosinous content , mauformly consituents, rmln and selected subjects; and secondly, a comparative survey of plants affected and sufficient therewith, attention being paid to construction, operation, meter conditions and related data. Most of those in the Health and Safety Branch, Bureau of Mines, necessarily participate in activities associated with essentially all phases of the mineral industries, including coal and noncoal mines, quarries, smelters, metallurgical plants, and various petroleum operations. One of the strictly war activities of the branch - the Explosives Control Division, which administers the Federal Explosives Act of December 26, 1941 - has functions that require contacts not only with nearly all phases of the mining and allied industries but also with those engaged in scores of other occupations that manufacture, store, use, or possess explosives, or many of the ingredients of explosives. The field men of the Health and Safety Branch (approximately 300 in number) Are occupied full time in health and safety activities and annually make thousands of contacts with people in the mineral industries as well as the plants in which they work. From these they formulate several thousand written reports containing sources of thousands of conclusions and recommendations aimed at reduction of health end safety hazards in these industries. Although such activities have been greatly increased during the war and immediate pro-war periods, they have been in effect to a considerable extent since the Bureau of Mines was created in 1910.

"I. INTRODUCTIONA mechanism which is present in leukocytes and capable of releasing histamine from rabbit platelets was first described by Barbaro and Zvaitler in I966. A soluble mediator between rabbit leukocytes and platelets was also detected by Siraganian and Osier in 1971. This factor was isolated and characterized in 1971 by Benveniste et al. and named platelet activating factor i PAF). It was shown to be released from rabbit basophils through an antigen - IgE-dependent mechanism. The presence of PAF in human leukocytes' and its aggregation and releasing effects on human platelets were also demonstrated. Chemical analysis has shown that PAF is a glycerophospholipid with a choline polar head group. an ester-linked acyl chain at the second carbon and a nonester link at the first carbon.' The structure of the mediator was found to be 1-O-alky1-2-acetyl-sn-glyceryl-3-phosphoryl choline and it has been chemically synthesized.""' A variable portion exists in the alkyl group attached to the first carbon which can have a variety of molecular sizes such as C and C (where Cu is more abundant). Recent work by Pinckard et al."" has shown that there are at least five variations of the alkyl group.PAF has been shown to have a broad range of biological effects. Release of PAF from alveolar macrophages may be important in asthma, allergy, and shock states. In a rabbit model of antigen IgE anaphylaxsis. PAF can induce all of the effects of antigen challenge and. therefore is presumed to be a key mediator in production of anaphylaxsis. In addition to aggregating and degranulating platelets it is a potent chemoattractant."" and causes contraction of guinea pig ileum contraction of lung tissue and enhanced capillary permeability PAF has important effects in the kidney and is also known as the renal hypotensive factor proposed by Blank et al. who found the structure of PAF independently of Benveniste et al.' In producing these responses. PAF acts by a receptor-like mechanism. In platelets. PAF selectively desensitizes itself but not thrombin or collagen. In smooth muscle tissues a similar phenomenon occurs with anaphylatoxin or other stimuli.In vivo. PAF probably acts in concert with other agents in producing its various biological effects. It causes platelets to release histamine serotonin and RCS (rabbit-contractile substance formed from prostaglandins PPG2, PGH2 and TXA2) which contracts rabbit aorta. PAF can cause cells to release SRS-A and leukotriene B."

Mining and processing cost analyses were conducted by the U.S. Bureau of Mines on stratiform zinc-lead-silver, coal, and stratiform barite deposit types that are found in the Colville Mining District. Reserves and gross revenues which would allow these deposits to be minable were modeled. A 15% Discounted cash-flow rate-of-return economic threshold was selected as the minimum acceptable return on investment for the three deposit types. The economic modeling indicated combinations of grades and tonnages for stratiform sulfide deposits that could be economically viable for orebodies ranging in size from 25 to 130 million metric tons. The gross revenues for a surface mine range from $200/mt for a 5,000 mtpd operation using the proposed South corridor to $140/mt for a 17,000 mtpd mine using the proposed North corridor. The economic modeling indicated underground coal mining was subeconomic for deposits ranging in size from 42 to 250 million metric tons. The required gross revenues ranged from $300/mt for a 2,200 mtpd mine to $21 D/mt for a 13,000 mtpd mine. The economic modeling indicated supplying projected in-state barite demand was subeconomic for the three seasonal surface mines modeled. The required gross revenues ranged from $600/mt for a 90,000 mtpy mine to $840/mt for a 6,000 mtpy mine.

The Juneau Gold Belt portion of the Juneau Mining District has historically had the greatest mining and exploration activity within the district. Between 1880 and 1983, the mines within the Juneau Gold Belt produced 6.7 MM oz gold, 3.1 MM oz silver, and 45 MM lbs lead, which had a total value of about $157,000,000 at the time of production. This report summarizes Bureau of Mines work completed in 1986, the second year of the Juneau Mining District study. Fifty mines, prospects, and occurrences were examined and 638 samples were collected for analysis during 1986. Metallurgical samples were collected from seven deposits and preliminary tests of cyanide amenability have been completed for five of these. The simultaneous discovery by private industry and the Bureau of gold-bearing quartz veins cutting diorite gneiss recently exposed by the retreat of the Herbert Glacier is the most notable result of work during 1986. This location yielded gold values up to 7 oz/st.

The Bureau of Mines conducted laboratory batch and small-scale continuous tests on samples of silt from the Nolichucky Reservoir near Greeneville, Tenn., to develop a process for the recovery of commercial-grade muscovite concentrates. Using a combination of Humphreys spirals for preconcentration followed by cationic flotation, 94.5 percent of the muscovite was recovered in a product containing 96.5 percent muscovite.

Flotation studies of phosphate-bearing waste pond materials, low-grade washer products, and raw ores, all from the Tennessee brown phosphate district, showed that these types of materials could be treated without des liming to recover high-grade phosphate concentrates. The investigation showed that fine grinding before flotation was a requisite for increased recovery of the phosphate values and that the optimum pH conditions were in the range of 10.0 to 10.5 when using anionic collectors. Multiple-cleaning of the rougher phosphate concentrate was required to produce high-grade concentrates. Phosphate recoveries ranged from 60 to 82 percent and were inversely related to the grade of concentrate produced.

"The McLeod sand pits, on the northeast side of the Little Ocmulgee River in Wheeler County, Ga., opposite Lumber City in Telfair Co., were examined by the Bureau of Mines under its war program of Investigation of Critical and Essential Minerals. The pits are about a quarter of a mile above the bridge, which is half a mile above Lumber City. Mrs. A. T. McLeod of Lumber City owns the land, including the pits. The property was inspected by an engineer of the Bureau of nines on March 8, 1945, on recommendation of Capt. Garland Peyton, director, Division of nines, Mining, and Geology of Georgia.The Mcleod pits are at the northwestern extremity of a mile-long series of old pits that were worked from about 1900 until the 1920's. The burning of the spur railroad bridge connecting the pits with the Southern Railway at Lumber City stopped mining operations. The pits on the south-east, or opposite, side of the Glennwood Road from the McLeod pits were first worked by F. L. Hinson and later, in 1921, by Mrs. n. H. Mobley. The glass sand was shipped to Tallapoosa, Ga., and Chattanooga, Tenn., where it was used in the manufacture of bottles for soft drinks. Some of the sand was used as molding and construction material. The sand was mined by hand shoveling it into wheelbarrows, which were unloaded on freight cars. The pits were partly refilled with overburden, so that it is impossible to estimate even roughly the amount of sand excavated.Analyses of samples of glass sand made years age3/ and later in 19404/ roughly check those made by the Bureau of Mines laboratory, except that in the former the iron oxide content usually was greater, attaining a maximum of 0.72 percent.The sand pits are in a valley slightly more than a quarter of a mile wide that lies along the northeast side of the Little Ocmulgee River. The land is either flat or marked by ridges only a few feet high. . A rather thick growth of scrub trees covers most of the valley. The surrounding country consists of gently rolling farm lands. The altitude of the valley is not known, but, judging by its distance from the seashore, it probably is about 200 feet. In addition to the Glennwood highway, which crosses the valley, several old sand roads lead to the pits."

Graphite in the Suffern deposits near Hillburn, N. Y., consists of flakes ranging in size from fines to one-half inch in diameter. The Bureau of Mines investigated the Suffern deposits in the spring of 1943. Gneiss outcrops were examined, and five trenches excavated and sampled. The graphite is not confined to any definite zone but occurs in small, local pockets. Eleven samples were collected and combined for laboratory tests. Tests by the Bureau of Mines indicate that the graphite ore can be beneficiated by stage crushing, "skin flotation" of coarse flakes, and wet flotation of minus 10-mesh flakes. Over 90, percent of the graphite was recovered.

The U.S. Bureau of Mines has, primarily through its contract program, used large-scale centrifuges to determine design criteria for tailing embankments. The centrifuge runs were made at two installations, the University of Cambridge, Cambridge, England and Sandia National Laboratories, Albuquerque, NM. The major problems considered were as follows: slope stability of embankments, modeling erosion and seepage, use of the phreatic surface level to ascertain the validity of centrifuge modeling, and the effects of compaction and weathering on a tailings embankment. This report summarizes the results of the four test series conducted at University of Cambridge and Sandia National Laboratories. A review of prior centrifuge applications to mining problems is included. Consideration is given to future centrifuge application to mining problems in both soil and rock mechanics.
