This document presents a description of the results of a project aimed at producing a broad description of current mining training programs and an evaluation of their effectiveness with respect to reducing mine injuries. Aggregate training and injury data were used to evaluate the overall training effort at 300 mines as well as specific efforts in twelve categories of training course objectives. From such evaluations, recommendations were derived with particular emphasis being placed on identifying program characteristics that tend to be associated with effective training. Recommendations were also formulated with reference to role changes in industry and government interaction with respect to training programs, new or additional training programs, changes in the types of course materials and training methodologies, and recommendations concerning new areas for investigation.

The application of manganese in iron and steel metallurgy is very inter¬ esting historically. In general, ancient- irons and steels contained virtu¬ ally no manganese, probably because the available iron ores contained■only small amounts of the manganese oxides. Occasionally, samples of ancient irons were found to have appreciable amounts of manganese, but their presence is considered accidental and dependent upon the ore available to craftsmen of that time. Two specimens of iron (139;— made in 500 A.D. contained .negligible quantities of manganese. A sample of steel which constituted the base of .the Khan Baba pillar in India was probably processed in 12p B. C. by the1 cementa¬ tion of wrought iron. This material; contained 0.02 percent manganese and 0.70 percent carbon (20) . One Damascus-steel sword forged some time between 11'60 ' and l400 A. D. was found to contain 0.1^-i percent manganese and 0.j6l percent carbon. The manganese content of this bla.de was much higher than that of any other material of this type which has been analysed. In every other instance the manganese content was below 0.02 percent. A cast steel manufactured by the East India. Co. in India in the early nineteenth century, under the name of Wootz steel, contained rather appreciable amounts of manganese. This material was made by melting and refining fairly high-manganese pig iron prepared from high-manganese ore. Heath (106), who was working at the Co. plant between 1S20 and 1S40, was convinced that the manganese content of the steel was the determining fa,ctor in its high quality. He learned of certain difficulties English steel manufacturers were having in making even fair-grade steel, and analyses of the material indicated low manganese contents. This convinced him that.if the use of manganese could be introduced in England its steel would be greatly benefited. In consequence, he moved to England and soon was producing certain grades of ferromanganese for use with the crucible process. He recommended addition of this metallic material to the ingot mold just before pouring. It was soon found that inferior brands of steel containing only traces of manganese could be greatly improved by such additions. All metallurgists of that time became convinced

Electrical apparatus and circuits began to be used in mines about 50 years ago. A search of the literature on mining reveals that in 1882, umping was being done by electricity in some aines of England. One account tells of a small electric locomotive being used in 1882 "to drive eight corves loaded with coal" in a mine near Dresden. In an account of his visit to some English mines, en American in 1892 mentions that he saw underground electric signals, lights, pumps, hoists, and one revolving- cutter-bar 19wall mining machine,. Among the carl electrical installa- tions in the United States was an electric locomotive in the Lykens Valley Coal Co. mine at Lykens Valley, Pa., in 1887. In 1889 the Sperry electric coal digger was being tried out. Tarce mining machines were placed in the Prospect mine, East Palestine, Ohio, in 1890. An electrical pumping plant was put in oneration during 1892 in the Woodward mine of the Delaware, Lacka- rahma & Western Railroad Co. Thus we Almost coincident with the proposed use of this new servant in under- ground workings, came the thought of making it safe in gassy mines. find an account of a design for a protected stationary electric mine lamp proposed by Edison in 1831. Enclosed-type motors rere developed in the United States and shiped to English collieries about 1903. From those early beginnings there has been continuous progress until to-day one finds hundreds of pieces of specially designed electrical apparatus distributed in American coal mines and in mines of nearly all important coal-producing countries. Along with introduction of this equipment grew the idea of the necessi- ty of government aid, in standardization. In most coal-mining countries to- day the governments either directly or indirectly have a considerable in- fluence in guiding the design of electrical equipment intended for use in Pasay mine

This report describes an accident, which took place in the Chemical Corrosion Laboratory at the College Park, Md., Station of the Federal Bureau of Mines. The accident occurred while Walter L. Acherman, chemist, was performing a routine manipulation during a corrosion experiment involving commercially pure titanium and red-fuming nitric acid. There was a sudden and very violent reaction, and a large quantity of acid was thrown in the face and over the body of Acherman, causing serious injury. L. B. Golden, chief of the Chemical Corrosion Section, was exposed to nitric acid fumes during the ensuing rescue and first-aid operations and died on January 25, 1954. According to the medical report, the direct cause of Mr. Golden's death was pulmonary edema and confluent bronchopneumonia; the contributary cause, was inhalation of fumes from red fuming nitric acid. The following employees of the College Park Station contributed to this report by supplying information on the accident and assisted in the rescue operation: L. B. In the spring of 1944 the Congress passed Public Law 290 (58 Stat. 190, 30 U. S. C. Sec. 321) "authorizing the construction and operation of demonstration plants to produce synthetic liquid fuels from coal, oil shales, agricultural and forestry products, and other substances, in order to aid the prosecution of the war, to conserve and increase the oil resources of the Nation, and for other purposes." Section 2 reads: "In order to carry out the purpose of this act, the Secretary of the Interior is authorized- (a) to conduct laboratory research and development work, and, with pilot plants and semi-works plants, to make careful process engineering studies, along with structural engineering studies, in order to ascertain lowest investment and operating costs necessary to determine the best demonstration plant designs and conditions of operation;

The Federal Bureau of Mines made pilot plant investigations of the process requirements necessary to produce heavy fuel oil by the liquid-phase hydrogenation of bituminous coal. The investigation was carried out in three separate series of experiments. The first series studied the effect of temperature and contact time on product distribution at 3,500 p.s.i.g. and 420° to 480° C. in the presence of 0.1 wt.-pct../ stannous sulfide plus 0.05 wt.-pct. iodoform based on gross coal. As a result of increased contact times and temperatures, the conversion-6/ and yield of hydrocarbon gas increased, the viscosity of product oil decreased, and elimination of oxygen, nitrogen, and sulfur from coal increased. The yield of oil did not indicate any definite trend with changes in temperature and contact time. The yield of oil ranged from 76 to 85 pct. for Pittsburgh coal and from 60 to 85 pct. for Rock Springs coal. Asphaltenes in the product oil ranged from 17 to 38 pct. of the total oil for Pittsburgh coal and from 12 to 22 pct. for Rock Springs coal. Fuel oils meeting Bunker C or American Society for Testing Materials (ASTM) Grade 6 specifications were produced with Rock Springs coal at 0.2- to 1.0-hr. contact time and 440° to 480° C. and with Pittsburgh coal at 0.3- to 1.0-hr. contact time and 420° to 460° C. In the second series of experiments tin, nickel, iron, and zinc were evaluated as catalysts for the hydrogenation of Rock Springs coal to heavy fuel oil at 3,500 p.s.i.g. and 460° C. Using the apparent conversion of coal as criterion of catalyst activity, at a contact time of 0.45 hr. tin was the most effective catalyst; nickel and iron were nearly as effective, but the use of zinc resulted in much lower conversion. When the contact time was increased to 0.80 hr., the apparent conversion of coal was essentially the same for each of the catalysts. When the yield of oil boiling below 3550 C. was used as criterion of catalyst activity, at 0.45 hr. the order of activity was tin, iron, nickel, and zinc; at 0.80 hr. tin was far superior and the others were essentially equal. The product oils contained from 8 to 20 pct. asphaltenes.

"Contained in this chapter is a listing of the publications and reference books which have come about as a result of respirable dust research performed by faculty, staff and graduate students in the Generic Mineral Technology Center for Respirable Dust at The Pennsylvania State University, West Virginia University, University of Minnesota, Massachusetts Institute of Technology, and Michigan Technological University. These publications have appeared in scientific journals, proceedings of the national and international symposiums, and professional meetings. Complete citations of the publications can be found in Volumes 3 through 6 and Volume 8 of this series. The agenda of the last annual GMTC seminar, held at West Virginia University on February 1 - 2, 1988, follows. The project presentations are organized under the five research areas. All projects currently active were presented to the Advisory Committee. New project submissions were not. The authors were allotted thirteen (13) minutes for their presentations; the remainder of the twenty (20) minutes allotted for each project was used for introductions, transitions, and questioning by the Advisory Committee. Each author used a standard format for presentation of his/her materials for review; handout materials were distributed to the Advisory Committee for reference. Opening remarks were made by Dr. Richard Bajura of West Virginia University and Dean Robert L. Frantz and Dr. Raja V. Ramani of The Pennsylvania State University.The Generic Mineral Technology Center for Respirable Dust is funded by the U.S. Bureau of Mines through the Mining and Mineral Resources Research Institute Program. Commercial production of synthetic rubber in the United States became a reality in 1931 when E. I. duPont de Nemours, Inc., announced the manufacture of Duprene, a synthetic rubber made by polymerizing r chloroprene. Duprene was later improved and reintroduced as neoprene. Since 1931 other synthetic rubbers and rubberlike materials have been announced and are now produced commercially or are in the pilot-plant stage in the United States. These include Thiokol, Buna S, Perbunan, Koroseal, Vistanex, Flamenol, Ameripol or Hycar, Chemigum, Butyl rubber, and Flexon. None of these is synthetic rubber in the strict chemical meaning of the word synthetic, as none is identical in chemical structure with natural rubber. However, all possess some of the physical properties of natural rubber, and in addition usually have some outstanding property not found in natural rubber that makes them superior for certain uses. Because of these superior qualitites, a considerable demand had arisen for synthetic rubbers before the present emer¬gency, although the price was several times that of natural rubber.

This paper describing the mining practice at the Spring Hill mine of the Montana Mines Corporation, Helena, Mont., is one of a series issued by the Bureau of Mines on mining methods and costs in various districts. Its purpose is to summarize improved methods whereby lower costs have recently been obtained. These improvements are principally the adoption of a modified sublevel stoping method of mining the use of grizzlies underground improvements in haulage, and rage bonuses. The Sprint Hill, Trine is situated in Grizzly Gulch, 3 miles southwest of the city of Helena. Helena is on the links of the Northern Pacific and the Great Northern Railways; and the East Helena smelter of the American Smelting and Refining Co. to which the concentrates from the mine are shipped, is but 6 miles east of Helena. The mine is probing 150 to 200 tons of gold ore per day, with an underground crew of about 40 men.

The disposal of the brines produced with crude petroleum and natural gas has long been a constant source of trouble to oil and gas operators as well as to farmers and stock-raisers in the vicinity of producing fields. The amount of oilfield brines Produced from wells on new properties may be almost negligible, but some older wells may produce several hundred barrels a day. A survey of almost 200 wells on 31 properties in the eastern part of Osage County, Okla., showed that during the month of November, 1928, the average production of water was 3.26 barrels per barrel of oil produced. The age of the wells included in this survey ranged from two to 28 years; the maximum amount of brine produced was 26 barrels of water to one barrel of oil and the lowest was one barrel of water to 27 barrels of oil. These figures apply to a small area. In other fields the production of water also varies widely; for example, in the Cushing4, Okla., field several yells were reported as having produced 100 barrels of water to every barrel of oil produced. Often the production of oil-field brines is decreased materially and the production of petroleum increased by the use of bottom hole Plugs and by a general repair and cementing of wells. The records5 of 22 wells cemented in the Gushing field showed that prior to the repair work, the average total dally production was 242.5 barrels of oil and 3,977.5 barrels of water. In the Unfederated Malay States, with the exception of Johore, the rights of suzerainty, protection, and administration were transferred by giam to the British Government in 1909. In the States of Kelantan, Trengganu, Kedah, and Perlis, the rulers are assisted by State Councils and by British advisers appointed by the British Government.3 With respect to Johore, the largest, richest, and most highly organized of the Malay States not in the Federation, the treaty of December 11, 1885, with Great Britain, defined the relations of the State to the British Govern- ment and allowed the Maharaja to assume the title of "Sultan"; an amendment to this treaty (May 12, 1914) provided that the Sultan should be advised by a British officer, the General Adviser. ...... The political organization of the States is reflected in the mining legis- lation, Johore being the only one having a comprehensive code. Approximately half of all the fuel energy used in the United states is now pro-vided by oil and natural gas. A persistent and rapid growth in energy demand during the last 3 decades has been absorbed largely by the liquid and gaseous rather than solid fuels. In 1948 the energy provided by coal was substantially the same as in 1920. Meanwhile, the use of oil and natural gas each had increased fivefold. On a per capita basis, the change is more significant. Coal consumption has dropped from about 6 tons per person to 4-1/2 tons, while oil has increased from 4-1/3 barrels to 14-1/3, and natural gas from 7,500 cubic feet to about 35,000. These facts would have only academic interest if the United States had unlimited supplies of all fuels. However, while the Nation's reserves of coal are adequate to meet our needs for centuries, those of oil and natural gas appear limited. It is obvious, therefore, that the security of our liquid-fuel position would be greatly enhanced if the supply could be based in an increasing degree on solid fuels, such as coal and oil shale, which make up more than 95 percent of our fuel reserves, instead of natural oil and gas. In addition, this would create new employment and help to stabilize the market for coal, which may be facing comparatively bleak prospects in the near future unless its position with respect to other fuels is improved.

This study provides an initial indication that mill tailings produced in the Coeur d'Alene Mining District of Idaho can be placed on floodplain areas in a technically acceptable manner without artificial liners and without seriously contaminating the surrounding area. Tests have shown that landfills on these unused areas can result in returning these areas to productive use. The engineering properties of mill tailings permit construction of stable embankments. Designed slope protection inhibits water erosion. Among the environmental considerations in using tailings for landfill construction are the acid and other contamination produced by tailings and wind erosion of exposed tailings surfaces. The initial results indicate that adverse impacts are not as severe as previously thought, and mitigative measures are feasible. Based on the preliminary data, and in accord with existing Federal and State waste management regulations, a conceptual design has been developed for 23 potential landfill sites in the District, which could reclaim 750 acres of floodplain. A cost analysis of landfill construction with mill tailings indicates that the method would be an economically viable means for increasing the valleywide tailings storage capacity, provided construction with slurried tailings is feasible. A Stage H study is proposed to evaluate slurried tailings as a foundation material, as opposed to hauled tailings used in this present study.

This Bureau of Mines report is a reference manual of procedures used by the Bureau's Twin Cities Mining Research Center for obtaining rock properties. Included in the report are discussions on the usage of each property, descriptions of the general test methods for obtaining the properties, and instructions for performing the tests. The Instructions embrace details of the specimen configuration, test apparatus, test procedure, test conditions, and calculations needed to achieve satisfactory results. Although the procedures presented in this reference manual generally conform to recommendations of the ASTM Administrative Committee on Standards, they are not purported to be standards.

Several research projects have been conducted in the western United States to determine the optimum soil replacement thickness for reconstruction of rangeland and cropland. However, the information gained from these studies tends to be site-specific and not broadly applicable. Moreover, the possible interaction between soil thickness and mechanical and fertilizer manipulation of the overburden has not been adequately studied. To meet these information needs, research was initiated at Trapper Mine in northwestern Colorado in 1980 to study vegetation response to soil thicknesses of 15,30,45, and 60 cm and five manipulations that included disking, ripping, and fertilizing. All crops were harvested at peak standing crop and then weighed in the laboratory. Wheat grain yields were highest when soil thickness was 45 cm and the soil and overburden were ripped. Alfalfa yields appeared to be highest when overburden was disked and fertilized and soil was replaced to a thickness of 60 cm. For range vegetation, standing crop biomass was highest when overburden was ripped and soil was replaced to 60 cm thick. However, optimum performance was obtained from the maximum number of species and life forms by disking overburden and replacing 15 cm of soil. The performance of most range plant species has improved over the three years of the study. When the results of this study are compared to the results of other soil thickness studies, we can conclude that selection of management practices should be influenced by local climate, local soil and overburden conditions, type of crop or vegetation to be grown, and specific management goals for that crop or vegetation.

This Bureau of Mines report is devoted to descriptions of systems that provide in-mine wired telephone service. Although they may incorporate other features, each system described functions to allow one telephone to selectively access another telephone. Except for the paper on Conventional Telephone Equipment, the equipment described is newly developed and specifically designed to satisfy the requirements of underground mine communications.

Minerals are a fundamental component of the Nation" material and economic base. Without a continuous supply of minerals to meet growing and changing needs, the basic character of our society would be very different. The importance of minerals to the United States was reemphasized by the Congress in I970 when it enacted the Mining and Minerals Policy Act, which stated that it is the continuing policy of the Federal Government in the national interest to foster and encourage private enterprise in (I) the development of economically sound and stable domestic mining, minerals, metal and mineral reclamation industries, (2) the orderly and economic development of domestic mineral resources, reserves, and reclamation of metals and minerals to help assure satisfaction of industrial, security and environmental needs, (3) mining, mineral, and metallurgical research, including the use and recycling of scrap to promote the wise and efficient use of our natural and reclaimable mineral recources, and (4) the study and development of methods for the disposal, control, and reclamation of mineral waste products, and the reclamation of mined land, so as to lessen any adverse impact of mineral extraction and processing upon the physical environment that may result from mining or mineral activities.,.

"INTRODUCTION The Watson tract was first prospected in 1908, and ore consisting of concretionary psilomelane and wad was found in the bedded residual clays. A small mill using a log washer and jigs was constructed for concentrating the ores -on the bank of Mudhole Run, and it is reported that a few wagon¬loads of ore were shipped via the Norfolk & Western Railway. The operation was of short duration.During World War I, the area was seriously studied by the Federal Geological Survey and Virginia Geological Survey. The Virginia Geological Survey, in Bulletin 173/ reporting the work, lists the property among the few recommended for further exploration.When the shortage of manganese ores in the United States became imminent, the Bureau of Mines was authorized by the 76th Congress, under the Strategic Materials Act, to prospect and explore for manganese. Upon the recommendation of the Federal Geological Survey, a project to undertake this work was started at the old Watson mine in January 1941 and continued until August of the same year."

The Bureau of Mines evaluated potential availability of domestic nickel from 23 deposits, Evaluations included an estimation of in situ and recoverable resources, applicable mining and processing technologies, and capital and operating costs. Discounted cash flow analysis with a 15-pct rate of return was used to determine the average total cost of production of each operation, Identified in situ resources contain 9.0 million metric tons (t) of nickel; 5.5 million t is recoverable as nickel metal or ferronickel. Demonstrated in situ resources contain 8.2 million t of nickel; 4.8 million t is recoverable as nickel metal or ferronickel. No nickel is available at a total cost of production equal to the January 1983 market price of $3.24 per pound. Analyses indicate that potential annual production can only meet current consumption levels at a total cost of production of $7.60 per pound of nickel, Nickel's availability is contingent on (1) successful adaptability of nickel processing methods to domestic resources, (2) location of a smelting facility, and (3) marketability of byproducts and coproducts. Analyses were performed on the effects of byproduct and coproduct revenues, energy, labor, and transportation costs, and metallurgical recoveries on nickel's availability.
