This? Bureau of Mines paper discusses the corporate structure dynamics, methods of financing, and financial assessment approaches that should be utilized to evaluate the economic health of the coal industry. It suggests rates of return and other measures of corporate economies necessary to attract capital required to finance emerging coal demand, plus impact of coal sales to total revenues. The study illuminates the activities of 30 selected coal-producing companies, including their subsidiaries or affiliates, that were responsible for approximately 60 percent of the total U.S. production in 1974. The selected firms are not all primary coal producers; many of the larger producer's are classified by the financial institutions as petroleum, metal, and steel producers, public utilities, or chemical industries. The bituminous coal industry is highly competitive as to price, service, and quality of pronuct and is subject to competition from other noncoal energy sources. The top 15 bituminous coal-producing companies mined about 46.6 per-cent of the Nation's total production in 1974, and the balance of approximately 3,885 companies were responsible for the rest of the production. Thus, the U.S. bituminous coal industry is not an oligopoly. Today, about 65 percent of the Nation's total coal production is consumed by electric power utilities and 26 percent by steel, space heating, and other industries; the balance of 9 percent is exported.

"While control of dust-related diseases, the objective of the Generic Mineral Technology Center for Respirable Dust, is of prime importance from the human standpoint it is also essential to the economic well-being of the mining industry (FIGURE 23). Although significant progress has been made, the problem continues to be a major concern to the mining community. An increasing global demand for coal and other minerals means that production and the number of miners employed is on the rise. Therefore, the importance of this research to the mining industry cannot be overemphasized.The five areas of dust research are 1) control of dust generation, 2) dilution, dispersion and collection of dust in mine airways, 3) characterization of dust particles, 4) interaction of dust and lungs, 5) relationship of mine environment, geology, and seam characteristics to dust generation and mobility. Some experimental projects where the research is conducted almost exclusively in the laboratory may still rely on industry for imput. No industrial resources are necessary to the research of the non-experimental projects, for example computer modeling .The remaining research is classified as experimental and these projects do require interaction with industry in varying degrees. Periodic trips to mining sites in Western Pennsylvania, Southern Ohio, and West Virginia are necessary to record measurements or collect samples. Or companies may provide needed samples or equipment to the university for use in the laboratory. On several projects interaction is limited to advice or information supplied to the researcher by industry personnel."

The computer program described in this user's guide provides for the static, three-dimensional, linear and nonlinear analysis of structural and geological systems by the finite element method. The guide describes the capabilities and general features of the program and shows how input is prepared. A number of recent advances in finite element theory and computer technology are incorporated in the program. Nonlinear material properties are provided for, including isotropic, anisotropic, and time-dependent material properties, gravity loading, simulation of a sequence of excavation or construction, and a slip or joint element. The finite elements include beam, rod, axisymmetric and plane quadrilateral, hexahedron, thick shell, axisymmetric and plane joint, and a three-dimensional joint. The program also has an automatic mesh generator to minimize user input preparation for continuum finite element meshes.

Samples of fine coal refuse were obtained from 11 coal preparation plants throughout the United States. These samples were characterized by ash analysis, particle size, and mineral composition. From the characterization, geographical locations, and the dewatering equipment being used by the plants, five sites were selected for obtaining bulk fine refuse samples. The selected coal preparation plants were using for final dewatering thickeners followed by: a vacuum disc filter, a filter press, a belt press filter, a centrifuge, and a settling pond. None were using thermal drying. The moisture content of the final cake varied from approximately 23% to 50% depending upon the feed material, flocculant addition, and the type of equipment. The filter press gave the lowest moisture content followed by a belt press and then either a centrifuge or vacuum filter. The centrifuge products were all dried to an approximate 5% moisture in a thermal dryer.

This publication contains routine analyses and related source data for 419 natural gas samples from 22 States collected during calendar year 1964 as part of a continuous survey of the United States for occurrences of helium in natural gas. This survey has been conducted by the Bureau of Mines since 1917. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863/ and 576.4/ Six previous publications have been made to present the results of 6,293 gas analyses made by the Bureau of Mines, Helium Activity, prior to 1964. The possibility of cheap electric power for a number of mining areas in this country has suggested to many the idea of electric smelting of nonferrous ores in small units at or near the mines. The electric smelting of nonferrous ores was tested fairly thoroughly 20 years ago by United States Bureau of Mines and by others, and the fact that it did not achieve continuing workable success in any instance is sufficient proof that it offered no advantages at that time.

Several types of inflatable stoppings, developed under Bureau of Mines contract for use as mine air barriers during underground production, have been tested by the Bureau. All of the stoppings tested showed significant internal leakage initially but, in all but one stopping, the leaks were sealed with limited effort The stoppings were tested underground in two western noncoal mines under production conditions. The results from the Colorado molybdenum mine showed the stoppings to be generally unsatisfactory for daily mine usage if they are deployed near blasting areas or in locations where near-perfect air seals are required. They were very susceptible to blast damage and seldom were better than 90 percent efficient as air barriers. However, stoppings tested in the New Mexico uranium mine were located substantially distant from any blasting. Because slight leakage past the stoppings was acceptable, they proved very satisfactory in that application.

Some new equipment for drilling vertical holes, cleaning blast holes, hauling explosives, and conditioning Diesel exhaust gas has been developed. at the Bureau's Experimental Oil-Shale mine near Rifle, Colo, The equipment has application, not only in oil-shale mining, but in many of the country's underground mines in which room-and-pillar methods of mining are employed. This report presents the Bureau's experience in testing the following equipment in the Experimental Oil-Shale mine: 1. A four-drill benching jumbo for drilling 23-foot vertical blast holes 2. A jet borehole blower for efficient cleaning of deep, vertical blast holes. 3. An explosives truck equipped with two compartments to provide safe conveyance for dynamite and detonators. 4. A mobile, electric substation to provide switching equipment, low-voltage and overload protection, and transformer facilities to remote locations in the mine. 5. A chemical conditioner for scrubbing the exhaust gases from Diesel-powered equipment used in underground operations. 6. Other units of equipment which have been tested at the Experimental mine.

Between 1987 and 1988, the Bureau of Mines studied the mineral resources of the White River National Forest and part of the Arapaho National Forest to appraise the resources present and to determine the types of deposits, and their location, that could be mined economically if sufficient demand and metal prices existed. The study included a comprehensive literature search and a limited amount of field investigation of minerals and mining activity in and near the Forest. Mineral resource information indicates that in the Gore Range the area between Tennessee Pass and Gilman may contain large base-and precious-metal deposits, and could be the focus of exploration activity in the near future. The Breckenridge mining district was found to have a moderate to high likelihood for mineral exploration and possible development of gold. Recent exploration and minor development work has occurred in several other areas: Montezuma, Kokomo-Tenmile, and Upper Blue River districts, and portions of the Sawatch Range. Limestone, marble, sand and gravel, rock for crushed aggregate, and other industrial rocks have been recently mined or Quarried in the Forrest, and will likely be mined or quarried in the near future. Currently coal is being produced at one mine in the Forest, and extensive identified coal resources are located in the Forest. Parts of four known gas fields lie within the Forest west of Glenwood Springs; there is current production at one field.

The overall injury experience, excluding officeworkers, at metal mines and mills during the period 1961-63, reported by operators, was 174 fatal and 11,357 nonfatal disabling work injuries during an aggregate worktime of 451 million man-hours. These injuries occurred at a frequency rate of 25.55 per million man-hours, comprising 0.39 for the fatal and 25.17 for the nonfatal injuries. The combined severity rate of the disabilities was 3,779 days lost or charged per million man- hours, consisting of 2,314 for the fatal and 1,465 for the nonfatal injuries. The average severity of all disabilities during 1961-63, was 148 days per injury. The number of days lost and/or charged, ex- cluding officeworkers, at metal mines and mills during the period 1961-63, was 1,440,000 days charged to fatal injuries and 661,290 days lost from nonfatal injuries. An average of 70,966 men were at work daily. The outstanding cause for fatal injuries was the fall of rock or ore from the back, while most of the nonfatal injuries were caused by handling materials, slips or falls of persons, machinery, falls of rock or ore from back and side, and haulage. Injury experience at primary nonferrous smelters, refineries, and reduction plants during 1961-63, excluding officeworkers, was 23 fatal and 3,214 nonfatal disabling injuries during a total work- time of 277 million man-hours. The injuries occurred at frequency rates of 0.08 per million man-hours for the fatalities and 11.61 for the nonfatal disabilities. The severity rate for all injuries of 1,085 days lost or charged per million man-hours comprised 498 for fatal and 587 for nonfatal injuries. The number of days lost, excluding officeworkers, at primary nonferrous smelters, refineries, and reduction plants during 1961-63 was 138,000 from fatal injuries and 162,385 from nonfatal injuries, An average of 34,938 men were at work daily an active plant days during the three year period. The injury experience for officeworkers at metal mines and mills during the period 1961-63 was 20 nonfatal disabling work injuries, (there were no fatal injuries reported), during an aggregate work-time of 28,694,244 man-hours. These injuries occurred at a frequency rate of 0.70 per million man-hours. There were no fatal injuries reported for officeworkers at non-ferrous smelters, refineries, and reduction plants during 1961-63, but seven nonfatal injuries were reported during an aggregate work-time of 30,814,772 man-hours. The frequency rate for these injuries was 0.23 per million man-hours for this period.

"The electrical section of the Bureau of Mines has obtained copies of all available State safety rules and regulations in order to make a study of those portions of the codes relating to electrical equipment. While it has been found almost impossible to compare the several codes as a whole, comparison of those regulations dealing with a single subject has proved both interesting and instructive.Sixteen states have rules or enactments having reference to telephones and the present paper covers a compilation of these references. It is believed that data of this kind will be of service to commissions or other bodies contemplating the revision of existing codes.The compilation taken from the various codes follows: State Rules and Regulations.California.Sec. 5 (Par. c) Telephone communication shall be maintained between a co-operative station and each mine which it supplies. In cooperation with the Edison Electric Illuminating Co. of Boston, Mass., and the Boston Consolidated Gas Co., a survey has been conducted continuously since 1929 by the Bureau of Mines to determine the general hazards of combustible gases and vapors in manholes of the Edison Electric Illuminating Co. The New England Telephone & Telegraph Co. also has cooperated in the investigation, and tests have been made in its manholes since May 1, 1933. Yearly reports6/ on the results obtained since the beginning of the survey have been published. The method and procedure of conducting the survey in 1936 were the same as heretofore.

The growth of the aluminum-smelting industry in the Pacific Northwest, resulting from national defense requirements, emphasized a need for local sources of alumina to supplement the alumina production shipped from the East. Because supplies of foreign bauxite were being interrupted and our domestic bauxite reserves were inadequate, it was necessary to expedite the investigation of other possible sources of alumina during World War II. A program of investigation of high-alumina clay deposits in the Northwest was carried out jointly by the Federal Geological Survey and the Federal Bureau of Mines. As part of this program the Cowlitz clay deposits near Castle Rock, Wash., were explored by the Bureau of Mines in 1942-43. These deposits are near railroads, tide-water, and Bonneville Power Administration lines and within 22 to 100 miles of 4 aluminum-reduction plants.

This paper is the result of a comparative study of ultimate coal analyses made and published by the United States Geological Survey. This study, at first casually undertaken to devise an acceptable classification of coals based on chemical analyses, was continued in connection with a microscopic examination of a number of the coals. The initial comparisons, made from a relatively small number of analyses, not only confirmed a previous conviction that the elimina- tion of oxygen incident to the development of a coal is economically far more important than has been generally suspected, but also showed that oxygen is very nearly as harmful as ash in coal. The immediate purposes of the present study were: (a) To deter- mine more definitely, from a comparative examination of a large number of ultimate analyses, the relative importance of oxygen as an impurity in various coals; (b) to illustrate the transition between various grades of coal of similar origin-transition mainly due to progressive devolatilization, brought about more or less directly by dynamic influences; (c) to ascertain the relative proportions of oxygen, hydrogen, and carbon in coking coals, especially with refer- ence to a theory tentatively framed to explain the coking quality; and (d) to forecast the probabilities of successfully treating a large number of coals so as to render them amenable, in a softened condition, to satisfactory study under the microscope. Although the hypothesis as to coking quality finds but partial support in the chemical analyses, its consideration has led to a method of predicting from an analysis with a fair degree of certainty whether any given coal will coke by the ordinary process. The unbroken transition between coals originally similar but now classed in widely different groups, whether of the same age or of different ages, as a result of dynamochemical action, appears demonstrated by the analyses as well as by field observation. Coal has been hydrogenated in Germany on a lather extensive scale for the past 20 years, but the process is new to the United States. Although pressures up to 15,000 pounds per square inch have been employed on commercial scale in the synthesis of anhydrous ammonia, and there is evidence that valves, tubing, and equipment have been developed recently up to 30,000 p.s.i. working pressure at moderately elevated temperatures for limited industrial production of plastics, such pressure ranges are unusual in American industry, and equipment designed for them is not commonly available. In the Coal Hydrogenation Demonstration Plant at Louisiana, Mo., 10,000 p.s.i. operating pressures are combined with temperatures up to 1,000° F., and the materials to be processed under these conditions range from gases to mixtures of viscous liquids containing high percentages of abrasive solid particles. These service conditions presented unusual engineering problems requiring thorough investigation, Limited financial resources arid rigid time schedules inherent in the synthetic liquid fuels act often forced decisions before the best answer to a problem could be developed. Sometimes the ideal technical solution proved to be beyond the financial limitations of the demonstration-plant program.

Low-temperature carbonization product yields for 129 coals representative of 12 Utah coalfields were estimated, using regression equations developed from heating value and proximate and ultimate analysis data. It was shown that yields of char, tar plus light oil, water of decomposition, and gas, as well as the gas volume and the heating value of the gas, could be predicted with reasonable accuracy. Published and experimental results from eight Utah coals carbonized at selected temperatures in the 4500 to 1,000° C range were used to determine the effect of temperature on product yields. Carbonization temperature, heating value) oxygen, and volatile matter of coal appear to be the principal variables influencing carbonization product yields. Data presented show that the heating value and the residual volatile matter in low-temperature char may be predicted using relationships developed from proximate analysis data for 220 coals.

The purpose of this investigation was to determine the effects of variations in content (near the residual level) of the impurities aluminum, nitrogen, manganese, and copper on the corrosion rate in pressurized hot water and in pressurized steam of zircaloy-3, a zirconium-base alloy of 0.25 percent tin and 0.25 percent iron. Thirty-five 10-pound ingots were cast with the appropriate additions of impurity elements, and these were converted to wrought sheets. These specimens were then tested both in water and in steam. The analysis of the resulting data showed that in environments of either pressurized hot water or superheated steam, corrosion rates increased with increasing content of aluminum, nitrogen, or manganese, but were not affected by variations of copper. The effects of aluminum and nitrogen were found to be greater than the effect of manganese. INTRODUCTION At the request of the Atomic Energy Commission (AEC) in August 1956, the Federal Bureau of Mines, in cooperation with Bettis Plant of Westinghouse Electric Corp., began investigating the effects of certain impurity elements on the corrosion rates of zircaloy-3 in pressurized hot water and in pressurized steam. It was necessary to know these effects in order to set control limits on residual impurity levels in zirnaloy-3, intended for heat transfer service in the nuclear reactor of the pressurized water type. A factorial expert it was designed by Westinghouse statisticians. The Atomic Energy Commission provided raw zirconium sponge purchased from Wah Chang Corp. The Bureau's laboratory at Albany, Oreg., made material of different combinations of impurity levels and subjected the material to corrosion tests. This report will describe the work done at the Bureau laboratory and will show, quantitatively the effects of different residual levels of aluminum or nitrogen, or manganese or copper on corrosion rates.

Part 2 presents short abstracts of the publications that appeared in the Bureau series and in other media during fiscal year 1965. Possible New U.S. Half-Dollar. - Tile George Washington Commemorative Coin Act, H.R. 3133, was introduced in the House and approved by the House Banking Committee. It would allow the minting of at least 10 million commemorative silver half-dollars the size of the same coin produced before 1965. A companion bill, S. 1228, was introduced in the Senate.
