Lignite tar made by low-temperature Lurgi-Spülgas carbonization of North Dakota lignite was hydrocracked in single-pass, fixed-bed operation at 3,000 pounds per square inch over cobalt molybdate catalyst to produce gasoline, and at the same pressure, over zinc chromite catalyst to crack the high-boiling phenolic compounds to low-boiling phenolics. Hydrocracking the raw tar or the creosote-oil fraction from the tar over cobalt molybdate removed most of the oxygen, sulfur, and nitrogen in the forms of water, hydrogen sulfide, and ammonia, and produced gasoline yields from 31 to 59 volume-percent. The gasoline fractions contained from 0.1 to 7.7 volume-percent tar acids, but tar-base percentages were too low for reliable measurement; removal of these materials with dilute caustic and acid solutions also reduced the sulfur and nitrogen to 0.01 weight-percent or less.

"The phosphorus content of an iron ore is a determining factor as regards the value of the ore and also its metallurgical treatment. If some method of treatment, such as concentration, leaching, etc., could be used and the phosphorus con- tent of the ore reduced, it would be an important advancement in the iron mining industry towards the utilization of high phosphorus ores. Large bodies of material toe high in phosphorus to be marketable under present conditions would be made available, and a great deal of ore from the Cuyuna Range and other places, which is relatively high in phosphorus but otherwise suitable for making spiegel, could be reduced in phosphorus content sufficiently to permit its use in furnaces producing speigel.The form in which phosphorus occurs in iron ore is a much disputed question and it probably varies with the type and location of the ore. The statement has been made that ore piles on long exposure to the atmosphere often decrease in their phosphorus content. (Emmons, S.F. - Ore deposits, 1913, p. 652; Leith, C.K., Mesabi iron bearing district, U.S.G.S. Monograph 43, 1903, p. 275) There is described below experiments on the leaching of iron ores high in phosphorus, to determine whether it was economically possible to reduce the phosphorus content appreciably by leaching. As the research had a practical as well as a theoretical application, only low concentration of acids and alkalies were used.A number of variables were tried, among these being: (1) The solvent used, (2) strength of the solvent, (3) volume of solution used, (4) time ore was agitated (5) type of ore, and (6) screen size of the ore. The Bureau of Mines evaluated the impact of the depletion allowance upon the economic availability of copper from domestic deposits. The potential long-run percentage depletion deduction, cumulated over the life of the properties, was estimated at approximately $2.5 billion for producing properties and up to $11.7 billion for nonproducers. The income transfer, in the form of higher Federal income tax payments if the allowance were repealed, was estimated at $1.5 billion for producing properties and up to $8 billion for nonproducers. The percentage depletion allowance, through its role in determining Federal income tax liability, was found to be very significant in affecting profitability. Repeal of the allowance could result in major domestic copper availability reductions at all price levels, now and in the future, as a result of reduced profit margins for current producers, and postponement of development decisions for nonproducers. It was demonstrated that a 50-percent reduction in the percentage depletion rate applicable to copper would also result in a significant decrease in profitability for nonproducing properties. For producing properties, the percentage depletion rate on copper was shown to be less significant than the income limitation that is placed upon the total amount of the depletion deduction. Repeal of the minimum Federal tax provision was shown to be significant in enhancing profitability for both producing and nonproducing deposits. The report concludes that the percentage depletion allowance operates as an important method of capital recovery and production incentive.

Assessment of revegetation success on mined lands is a difficult, time consuming task and has been the subject of a number of controversies. Present regulations require that both plant cover and aboveground plant biomass be measured for use in making that assessment. Of these two variables, biomass is the most time consuming to measure and requires destructive sampling, a most undesirable requirement on fragile, recently revegetated areas. On the other hand, plant cover can be estimated using the point-frame method which is relatively nondestructive. In addition, vegetation can be sampled more uniformly with the point frame and in less time if species composition measures are to be made. A study was done to evaluate the predictability of aboveground biomass production on revegetated mined sites and adjacent native prairies using plant cover estimates made with the point frame method. The predictability of biomass production by cover estimates bears on the need for both measurements in assessing revegetation success. In general, a positive, statistically, significant correlation was demonstrated between plant cover (estimated by the point frame) and aboveground biomass (estimated by the harvest method) regardless of community type (mined or native), species composition, diversity or level of biomass production. However, the latter did have their effects on the relationship and must be accounted for in any predictive equations (that is to say, the predictive equations must be considered site-specific). Considering the relationship observed between the two parameters, cover estimation may be a sufficient indicator of revegetation success, especially where time and minimization of disturbance are critical.

This Bureau of Mines report presents a profitability analysis of producing crude oil by waterflooding. Included are the estimated costs of installation of water injection and producing equipment for waterfloods at 2,000 and 4,000 feet and the estimated annual operational expenses for each in west Texas. Using these cost estimates as a base for selecting a range of costs that are indicative of producing crude oil by waterflooding, a simulation technique was derived for determining the profitability under various conditions. Because of the large number of combinations of variables used in this study, a high-speed digital computer was utilized for the calculations. The variables include operational expenses, capitalized costs, price of the oil, annual production, and leasehold acquisition cost. The results obtained from the simulations are presented Fn the appendix. In addition, a nomographical approach was chosen for presentation of the profitability. Five nomographs are presented that can be used for fast estimation of the discounted cash flow (DCF) rate of return that might be expected from a prospective or active operation under various sets of assumed conditions.

In addition to elementary statistical theory the material presented in the bulletin includes: (1) Certain special statistical techniques that have been found useful in mining applications; (2) problems, implications, and limitations that may be encountered in applying these techniques in mine sampling and evaluation; and (3) numerous examples to demonstrate application of the theory and techniques.

This paper on methods and costs of mining at the Westside mine, in the Tri-State zinc-and lead-mining district (Missouri-Kansas-Oklahoma), is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in various mining districts of the United States. Methods and equipment used in drilling, loading, and underground transportation have changed radically since the latest Bureau of Mines publications2/ on mining methods in the district were published more than 20 years ago. More efficient methods and machines have been developed in order to maintain low operating costs in the face of rising labor and supply costs and lower grade ore. The rate of conversion to mine mechanization was disappointing at times; local conditions required the development of special equipment, and available rock-moving machines had to be remodeled and strengthened.

This Bureau of Mines report contains methods for analyzing iron are for total iron, ferrous iron, metallic iron, silica, manganese, aluminum, calcium, magnesium, phosphorus, titanium, carbon, sulfur, moisture loss, and ignition loss by wet chemical methods. Some are modifications of standard umpire methods; others have been developed by the Bureau of Mines to provide a com-bination of speed and accuracy. They are suitable for a high volume of samples and/or control situations, and for situations in which instrumental results must be verified. These methods have been used to analyze taconites, native ores, some foreign ores, and metallurgical products.

"INTRODUCTION A considerable part of the metallurgical work of the Precious Metals Section comprises ore-testing experiments on ores selected as representative of various mining districts on areas. Projects authorized by the Bureau and assigned to the Precious Metals Section generally include only those ores or tailings in which the precious metals are the main valuable constituents; however, there are also included ores that contain strategic or critical metals in addition to the precious metals. The recovery of strategic and critical minerals is the most important phase of the treatment of this latter class of ores. However, if a considerable percentage of the precious-metal content of such ores can be recovered without complicating the flow sheet too much, it may be possible to treat an ore for the recovery of strategic or critical metals that could not otherwise be treated at a profit.Standard testing procedure involving cyanidation, amalgamation, gravity concentration, and flotation, or a combination of these methods, is employed in the greater part of this work. However, as the complexity of the ores furnished for this work has increased, it has been necessary to include special applications of standard procedures in many instances, Standard methods of conducting tests and the purposes of the work as a whole have been discussed in previous reports 4/ of ore-testing studies. In the present report, whenever it has been necessary to apply some special phase of standard treatment, this has boon explained in detail in that particular section of the report."

Any discussion of growth and future requirements has to begin with people--both their number and their needs. Both have been rising ever since any American can remember. Together, the number of people, which has been increasing rather modestly, and their wants and desires for material things, which have been increasing very sharply, seemed to have comprised a growth imperative in mineral consumption in the United States, especially during the last several decades. While the Nation's birthrate is now well below the replacement rate and still falling, the built-in momentum of the post-World War II population boom will continue to be felt well into the 21st century. Even using the modest projection of a 0.8 percent yearly increase, we are still looking at the possibility of 265 million Americans being around by Year 2000.

Curtailment of bauxite importation by enemy activities during World War II focused attention on the necessity of developing domestic deposits of aluminous materials. Large quantities of aluminum ores such as kaolin, siliceous bauxites, high-iron bauxites, anorthosite, and diaspore clays are available but not readily amenable to Bayer processing because of excessive impurities. The Bayer process, which is the only commercial method in use in the United States for producing metallurgical-grade alumina, requires a high Al2O3 bauxite relatively low in SiO2 and Fe2O3. The Bureau of Mines was charged by Congress to investigate processes for the production of alumina from these low-grade ores. One part of the program was an investigation, in the laboratory and pilot plant, of the recovery of alumina by the lime-soda sinter process. Ores comprising kaolin, diasporic clays, anorthosite, and siliceous bauxites have been investigated and studied in the laboratory and pilot plant, and a series 'of reports covering these investigations has been prepared.

Surface mining activities disturb large tracts of land resulting in the potential for greatly increased downstream sediment loads. The Surface Mining Control and Reclamation Act of 1977 places increased emphasis on the protection of the environment from the adverse effects of surface mining operations. Surface mining activities must be planned to minimize disturbance to the hydrologic balance, erosion and sediment contributions to receiving streams. Sediment ponds must provide a sediment storage volume equal to the accumulated sediment volume from the drainage area as determined by the Universal Soil Loss Equation (USLE) or other empirical methods established by the regulatory authority. It has thus become extremely important for the mining industry to secure more accurate estimates of potential erosion losses and sediment yield. Accurate estimates of sediment yield are required for the planning, design and successful operation of sediment control systems such as detention ponds and other alternative control structures and for evaluating the effectiveness of land management practices. The principal soil loss prediction procedure available for use is the LISLE. The USLE procedure is inadequate for use in predicting soil loss from surface mine regions for a number of reasons. These include: 1. The USLE was developed to estimate average average annual loss from agricultural soils. It cannot predict accurately soil loss for specific storm events. In surface mine regions a major portion of the soil loss occurs during the initial six months to one year of active mining. Accurate estimates of soil loss over short periods are thus required for the design of control structures. 2. "INTRODUCTION Experience in drilling oil and gas wells has shown that the voidance of blow-outs, twist-offs, fishing jobs, loss of circulation, and heaving and caving of shale formations into the drill hole depends largely on how well the drilling-mud fluid serves its purpose. A possible method for the control of the drilling fluids may be seen from a study of the relation between the particle-size distribution and some of the important drilling-fluid properties, such as the ability to build quickly a relatively impervious mud sheath on the wall of the hole in the porous formations penetrated by the bit during drilling operations. In a wartime economy, which urgently requires conservation of steel, proper functioning of the drilling fluid is particularly important because, as Parks 4/ has stated, intelligent use of good drilling fluids makes possible drilling of wells for thousands of feet in open holes without the necessity of setting protective strings of casing to control the movement of salt water, gas, and troublesome formations into the borehole; consequently, especially in deep wells, of proper drilling fluids materially reduces the need for casing and lowers the cost of drilling and completing the wells."

This digest, based upon a translation" of certain portions of the 1930 law, covers the pertinent points of what has been termed "The New Mining Law of Luxemburg," the Grand Ducal Order (Arrêté) of April 26, 1930, concerning the exploitation of "mines, minières, and carrières, 4 and abrogating the order of January 2, 1891, concerning the same subject." The Duchy of Luxemburg, which between 1735 and 1815 was French, adopted as its basic mining law the French Law of April 21, 1810, and an Imperial Decree of January 3, 1813. The Luxemburg Government later supplemented and modified this legislation by the laws of June 12, 1874, April 30, 1890, and May 10, 1898, which, with article 36 of the Constitution, are to be taken into consideration in a complete survey of mining legislation. Because toxicities may differ for Cr(VI) compounds of varying solubility, some countries and organizations have promulgated different occupational exposure limits (OELs) for soluble and insoluble hexavalent chromium (Cr(VI)) compounds, and analytical methods are needed to determine these species in workplace air samples. To address this need, international standard methods ASTM D6832 and ISO 16740 have been published that describe sequential extraction techniques for soluble and insoluble Cr(VI) in samples collected from occupational settings. However, no published performance data were previously available for these Cr(VI) sequential extraction procedures. In this work, the sequential extraction methods outlined in the relevant international standards were investigated. The procedures tested involved the use of either deionized water or an ammonium sulfate/ ammonium hydroxide buffer solution to target soluble Cr(VI) species. This was followed by extraction in a sodium carbonate/sodium hydroxide buffer solution to dissolve insoluble Cr(VI) compounds. Three-step sequential extraction with (1) water, (2) sulfate buffer and (3) carbonate buffer was also investigated. Sequential extractions were carried out on spiked samples of soluble, sparingly soluble and insoluble Cr(VI) compounds, and analyses were then generally carried out by using the diphenylcarbazide method. Similar experiments were performed on paint pigment samples and on airborne particulate ?lter samples collected from stainless steel welding. Potential interferences from soluble and insoluble Cr(III) compounds, as well as from Fe(II), were investigated. Interferences from Cr(III) species were generally absent, while the presence of Fe(II) resulted in low Cr(VI) recoveries. Two-step sequential extraction of spiked samples with (?rst) either water or sulfate buffer, and then carbonate buffer, yielded quantitative recoveries of soluble Cr(VI) and insoluble Cr(VI), respectively. Three-step sequential extraction gave excessively high recoveries of soluble Cr(VI), low recoveries of sparingly soluble Cr(VI), and quantitative recoveries of insoluble Cr(VI). Experiments on paint pigment samples using two-step extraction with water and carbonate buffer yielded varying percentages of relative fractions of soluble and insoluble Cr(VI). Sequential extractions of stainless steel welding fume air ?lter samples demonstrated the predominance of soluble Cr(VI) compounds in such samples. The performance data obtained in this work support the Cr(VI) sequential extraction procedures described in the international standards.

No mineral resources were delineated during our investigation of the Antelope Wilderness Study Area (WSA). Only a few claims have been located in the area and only four workings were found. There has been, however, considerable exploration and mining activity in and near the south end of the study area. The Morey mining district, just southeast of the WSA, produced silver, and lesser amounts of gold and lead, sporadically from the mid-1860's through the mid-1960's. Long Lac Mineral Exploration (Texas), Inc. is actively exploring a large block of claims for hot-spring type, low-grade, large-tonnage gold deposits. Their claim block extends into the study area. The WSA, located midway between Tonopah and Eureka, encompasses approximately 87,400 acres. It is underlain by Tertiary rhyolitic and latitic volcanic rocks and by Paleozoic sedimentary rocks. At least three areas in the Paleozoic rocks have many of the favorable criterion for hot-spring type gold deposits; they have been faulted, silicified, brecciated, and hydrothermally altered, and have anomalous concentrations of precious metals and pathfinder elements. With additional exploration in the south part of the Antelope WSA, gold resources may be discovered.

The Bureau of Mines is investigating methods to treat waste water that contains cyanide. This report describes a new method that removes heavy metals and all forms of cyanide. In the first step, hydrogen peroxide and sodium thiosulfate are added at pH 7 to 9 in a 1:2 molar ratio to convert free and weakly complexed cyanide to nontoxic thiocyanate. Then steryldimethylbenzylammonium chloride is added to precipitate ferro-cyanide, and finally, ferric sulfate is added as a sweep floc and sequestrant for heavy metals. After the suspended solids settle, the water is polished by filtering. The water initially contained 1 to 5 mg/L Fe, 1 to 5 mg/L Cu, and 10 to 30 mg/L total cyanide; the level of each of these constituents was reduced to less than 0.02 mg/L.

This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and , in general , how they have been treated . It does not include any legislation passed after 1942 , or any proclamations , regulations , or administrative orders . It does not purport or attempt to be authoritative . If any problem arises involving interpretation of the statutes of any particular State , the original source must be consulted for the exact words used by the legislature . This summary , however , will be useful in determining whether relevant statutes exist , and in locating thern quickly, with a minimum of effort . It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject . To make these comparisons easier , the statutory provisions for each State have been grouped under several major topics in outline form . Although this sometimes has resulted in disruption of the continuity of individual acts , the increased general clarity and availability of comparable sections have more than justified the procedure followed ,

The Bureau of Mines analyzed rotary-coring-operations data to compare mud and air as coring mediums, and to compare core recoveries, penetration rates, and cost data for the respective mediums as part of an investigation of the susceptibility to secondary-recovery techniques of petroleum reservoirs in Ohio, Pennsylvania, and West Virginia. This report describes the rotary-diamond coring equipment and operations employed while coring 20 wells--10 cored using mud, and 10 cored using air. Data relevant to the draw works, rotary-table power, drill pipe, drill collars, core barrel, core head, mud pumps, or air compressors are tabulated. Average bit weight and rotary speed, core recovery, and penetration rates are listed for each formation cored. In general, core recoveries were better from the mud-cored wells, whereas penetration rates were faster for the air-cored wells. Coring costs were about the same for single-formation wells cored with either mud or air; however, costs increased considerably when multiple-formation wells were cored with air.
