"These tentative coal mine inspection standards have been prepared as a guide for the Federal inspection of coal mines of the United States. Much time and thought have been spent by various members of the Safety Division in the preparation of thses standards, and it is believed that compliance with them eventually will be possible in most mines. In many instances objections will be raised to them owing to long-established mining customs and practices that are inherently of dubious safety and to a natural inclination to oppose change. In other instances there will be valid objections due to conditions not foreseen at the time these standards were prepared. Or there may be substandard conditions and practices due to original mine layouts that it is not practicable to change during the lifetime of the mine; in such instances it is likely that some effective measures are or can be taken toward lessening hazards.With the rapid change in mining methods some of the standards may become inapplicable and it may be advisable to revise them to meet the new conditions. Therefore, questions regarding these standards and suggestions regarding new standards should be brought to the attention of the supervising engineer of the Coal Mine Inspection Division so that modifications of and additions to these standards may be made from time to time.In many respects these standards exceed the provisions of the various State mining laws, and some may conflict with the laws of some States. In cases of conflict, the intent is not to advocate noncompliance with State laws but to suggest that it may be desirable for the State to reconsider such laws or safety orders.Although an effort has been made to word these standards so that they may be readily understood, nevertheless, a reasonable interpretation should be placed upon them. In fact, in numerous instances the words reasonable"", ""suitable"", and ""properly"" are used in recognition of the fact that reason- and sound judgment enter into the carrying out of the safety endeavor.The policy of the Bureau on some vitally important safety matters in mines is set forth in its published Safety Decisions. These decisions have been consulted and used in the preparation of these standards. These decisions also are now being reexamined by its Mine Safety Board."

A 3-month study in 1971 of the Essen Roof Support and Rock Mechanics Research Center's program of roof and support evaluation included 25 mine trips. German miners must adopt mining methods and environmental control measures involving methane drainage and water infusion to improve productivity under severe natural conditions. Pressing problems in ground control must be solved such as cavities in front and above the supports at longwall faces and excessive convergence in gate roads. The Center developed automatic data processing methods to quantify the results of roof and support surveys and to establish criteria. Another approach to ground control is the study of mine models. The Center's laboratory has the facilities to test elements of powered roof support and whole assembled units. Face automation and roof control by powered shields are novel developments that are under close scrutiny in the field as well as in the laboratory. Though the Essen Center's roof and support evaluation techniques are tailored to the needs of the coal mining industry of the Federal Republic of Germany under conditions vastly different from those in the United States, some application may be found here, for instance, monitoring faces and roadways and preventive maintenance of hydraulic systems.

This proceedings volume contains papers presented at technology transfer seminars sponsored by the National Institute for Occupational Safety and Health (NIOSH) on New Technology for Ground Control in Retreat Mining. The seminars were conducted at five locations: Uniontown, PA (March 26, 1997), Norton, VA (April 8, 1997), Pikeville, KY (April 10, 1997), Charleston, WV (April 17, 1997), and Evansville, IN (April 22, 1997). The papers presented here describe several new, highly practical technologies developed by the NIOSH Pittsburgh and Spokane Research Centers3 to improve safety during pillar retreat operations. Two central issues are addressed: pillar design and mobile roof supports (MRS's). Proper pillar sizing is essential for safe pillar extraction. The Analysis of Retreat Mining Pillar Stability (ARMPS) program and its large data base of actual mining case histories are presented. LAMODEL, a second computer program, can be used for analysis of multiple-seam and other complex mining situations. Other papers address pillar design to avoid massive pillar collapses and the proper role of coal strength testing. MRS's have greatly improved safety where they are used for pillar line support. We studied the application of MRS's at 20 mines throughout the Eastern United States. Conclusions regarding the most effective section layouts, cut sequences, and support placements are reported. Field and laboratory tests of MRS's are also described.

During fiscal year 1969, the Bureau of Mines was engaged in 66 projects to improve methods for producing and utilizing petroleum. Programs directed toward the continued conservation of this natural resource, including crude oil, natural gas, and oil shale, were carried out through research performed at four laboratories supervised and supported by administrative personnel of this Bureau of the Department of the Interior. Over 100 technical papers and reports were published by the Bureau or others based on this research, and numerous other reports were prepared for U.S. Government agencies, State agencies, and organizations of the petroleum and natural gas industry engaged in cooperative research programs with the Bureau.

This report presents recommended guidelines and regulatory changes applicable to electrical installations in underground oil shale mines. These recommendations are based on information gathered from oil shale operators, government agencies, and other knowledgeable sources familiar with existing plans for mining systems and electrical installations, and on present understanding of the problems and hazards associated with oil shale mining. Additional discussions of specific electrical problems related to oil shale mining are also presented. These specific problems include: ? Ground fault current levels ? Permissible electric wheel motors ? Permissible batteries and electric starting systems ? Intrinsically safe instrumentation and applicability of existing test standards.

The development of the Seminole area into one of the major oil-producing sections of the country has been accompanied by many innovations and departures from former methods of development. On July 1, 1929, two years and nine months from the date of discovery, 20,490 acres were considered proved, and additional acreage is constantly being developed. Because of its peculiar conditions, extent, and rapid rate of development, the Seminole area provided numerous problems, the solution of which necessitated research in connection with practical field operation; as a result, there was a radical departure from methods usually employed in the development of a new field in the Mid-Continent area.

The term" sandstone" is applied to a rock composed of mineral grains smaller than pebbles, cemented together more or less firmly. "Conglomerate" is the name given to a rock composed of pebbles, or pebbles and bowlders, of various sizes cemented together. If the pebbles are large and well rounded the rock is sometimes called " pudding stone." Although the term "sandstone" includes all varieties, certain specific terms are applied to types characterized by particular compositions, colors, or uses. "Quartzite" is a variety in which the individual grains are so firmly cemented together with quartz that the rock will fracture as easily through the grains as through the cement; "ferruginous sandstone" is one rich in iron as cementing material, or as grains, or both; "micaceous sandstone" is one in which mica is prominent; " arkose" is a feldspathic or granitic sandstone composed of angular grains; "calcareous sandstone" is one containing considerable calcium carbonate; and" argillaceous sandstone" is one containing considerable clay. The term "flagstone" is used for a rock that splits readily into sheets suitable for flagging; "freestone" for rock than can be cut or carved readily, and with equal ease in all directions; and" ganistel'," in the United States, for sandstone suitable for the manufacture of refractories. Others are named from their characteristic colors such as " bluestone," " redstone," or " brownstone."

This Bureau of Mines report and its companion report (Information Circular 9143) have been prepared to assist in the preparation of prefeasibility type estimates for capital and operating costs of mining of various types of mineral occurrences using current technology. The handbook provides a convenient costing procedure based on the summation of the casts for the unit processes required in any particular mining or mineral processing operation. The costing handbook consists of a series of costing sections, each corresponding to a specific mining unit process. Contained within each section is the methodology to estimate either the capital or operating cost for that unit process. The unit process sections may be used to generate, in January 1984 dollars, costs through the use of either costing curves or formulae representing the prevailing technology. Coverage for surface mining includes dredging, quarrying, strip mining, and open pit mining. The underground mining includes individual development sections for drifting, raising, shaft sinking, stope development, various mining methods, underground mine haulage, general plant, and underground mine administrative cost. This system can be used for estimating cost data for an undeveloped deposit or for checking or verifying mining costs from a developed deposit, with a minimum amount of background information.

In the past the blast-furnace industry was under the stigma of being one of the most prolific sources of killed or seriously inj ured and permanently disabled workmen of any of the industries of the country. In the popular mind, labor at blast furnaces was little less hazardous than mining, powder making, or railroad work. This impression wasbased not so much on definite knowledge of the number actnally injured and the causes of injury as on the spectacular nature of the accidents that from time to time were described in the press. As with a mine disaster or a railroad wreck so with many furnace accidents, the number fatally injured in such accidents constitutes only a minor proportion of the workmen who suffer more or less serious injuries. However, the reader of the daily paper receives a distinct impression-of frightful and sudden disaster which is apt to be associated henceforth in his mind with work at blast furnaces. It is true that in the past this impression has not been without warrant, for from the time of the advent of Mesabi ores, taller furnaces, and faster smelting, which begain in the early nineties, the newspapers have chronicled a large number of blastfurnace disasters. Blast-furnace men have never assumed to tolerate failures in construction or defective control of furnaces. But the admitted hazards of the work are many, and the slow development of improvements in the construction and control of the furnace and its auxiliaries have occasionally given rise to a tendency to accept as a part of the day's work not only the unforeseen and difficultly controlled accidents but accidents whose recurrence might be stopped by the adoption of suitable preventive measures. In the smelting of iron, even more than in many other industries, safety is inseparably related to efficiency in production, and. the accidents strictly incident to work about the furnace are proportional in some degree to the success with which obstacles to smooth working are overcome. This relation does not hold, however, in regard .to such accidents as are incident to hand labor, falls, falling and flying objects, machinery, and the use of hand tools.

The report provides a detailed analysis of 23 electrical accident countermeasures contemplated for use in the metal/non-metal mining industry. The costs and potential benefits of implementing groups of these countermeasures are estimated, and methods arc outlined by which the operator ran choose countermeasures in an effective manner. The analysis is based largely on an extensive electrical accident event tree which is developed in detail. For those countermeasures which are not currently technically feasible, several prototype devices were developed to help speed development. These included a trolley arc eliminator and a safer mine electricians multimeter.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation , and utilization of coal . This mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British committee . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , Deputy Solid Fuels Administrator . The personnel of the mission consisted of H. F. Yancey, in charge , J. W. Buch, Thomas Fraser , L. L. Newman , and L. D. Schmidt of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology; H. Over 50 reports were written by the members of the Solid Fuels Mission . These , together with microfilms of supporting data obtained in the course of the investigations , are on file at the Bureau of Mines , Washington , D. This circular presents part I of a review of the literature on effects of breathing dusts, with special reference to silicosis, largely in the minim; and allied industries. The literature on this subject is so extensive that no attempt has been made to include all published material but only to assemble some of the more outstanding data on several aspects of the subject. Parts II and III will deal with prevention and treatment of dust diseases and some of the economic and legal aspects of dust diseases in industry, with special reference to mining. Dust diseases arc much before the public at present, and there is good reason to believe that the information on the subject available to the layman is extremely meager; even those rated as experts usually have a more or less theoretical conception of the diseases, their causation, remedies, and prevention, rather than actual experience with them. Until recently little attention has been given to prevention, and the usual attitude of the engineer, upon whom the main reliance for prevention ultimately must devolve, has been to let "sleeping dogs lie" or, more definitely, to "let well enough alone." However, the "laissez faire" attitude no longer is tenable, and in the past few years numerous conditions have caused those engaged in industry, including mining, to bring the subject before the public with a view to ascertaining the facts upon which to formulate remedial measures, primarily preventive.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. The data in this bulletin were obtained during an investigation of screening practice by the University of Illinois engineering experiment station and the United States Bureau of Mines under a cooperative agreement between them and the State of Illinois Geological Survey Division. Earlier work on this subject includes a study of the general practice of coal preparation in Illinois, made in 1914 and published in 1916,1 and an investigation of Illinois coal-washing methods, results of which were published in 1912 in a bulletin 2 that contained complete information on the methods then in use for sizing washed coal. OBJECTS OF THE INVESTIGATION The present investigation was limited to a study of screening as applied in preparing mineral products with the expectation of obtaining more comprehensive information on screening machinery.

Against the receding background of the October stock market crash and the December overhang of inventories, the economy began with a shaky start in 1988. As 1988 began, the Administration's estimate of real growth for 1988 had just been reduced from 3.5% to 2.4% and economists and other ob-servers were concerned that the expansion that was 5 years old might be near the end and that a recession might be around the corner. The ensuing moderately strong economic activity, however, belied all the negative signals that were evident earlier, and the real GNP continued to grow at an estimated 2.3% annual rate during the first quarter of 1988, extending the ongoing recovery into the sixth year (table 1.). The relatively accommodative policy of the Federal Reserve Board (the discount rate was cut by 0.25% in January), a strong performance by the export sector, and the revival of consumer spending were major forces underlying the economic strength. But as the quarter drew to a close, signs of tight capacity utilizations were apparent in many of the export and capital goods sectors, including textile, chemical, plastic, metal, and machinery. Employment was at a record high level while the unemployment rate was close to a historical low. Prices were rising at a faster pace than those of 1987, and the dollar resumed its slide after a brief recovery in January and February. These factors gave rise to the fears of higher inflation. Long-term interest rates increased, casting a pall over the prospect of a robust growth for the rest of the year.

Exploration of hidden mineral deposits becomes increasingly important as known ore reserves are depleted. The primary objective in any exploratory program is to obtain enough reliable information to evaluate accurately the potential of the mineral deposit. Constant improvement in equipment and technique has established drilling as one of the most valuable methods of exploration. This paper presents the results of studies of several drilling methods currently used in the search for uranium deposits in sedimentary formations from surface drill sites. Also presented is a description of drilling with wire-line equipment from an underground location in metamorphic rocks. The studies were conducted in the Colorado Plateau area and in northwestern New Mexico and Wyoming. Statements of a general nature pertain to conditions or situations existent in those areas.

This study was done to evaluate the economic and technical considerations of using pozzolanic materials in order to guide cement manufacturers, pozzolan producers, contractors, Government organizations, and others interested in concrete construction work. Five hundred and thirty-eight samples of pozzolanic raw materials were taken from 27 central and western States. These samples were evaluated by petrographic procedures, and about 200 of the most promising ones were given a complete series of physical tests (American Society for Testing and Materials) to evaluate further their suitability as a pozzolan. This investigation showed that deposits of natural pozzolan materials were widely dispersed in the central and western parts of the United States but that exploiting these deposits would depend on whether they could compete economically with an increasingly abundant industrial waste product--fly ash.

The operation of electric face equipment in underground coal mines has proven to be extremely hazardous to mining personnel, including equipment operators and others working in the vicinity of active equipment. Recent industrial engineering studies* of accidents and fatalities indicate that a major contributor to this hazardous situation is noncompliance with modern principles of human engineering, particularly lack of standardization of control configurations. Control configurations differ not only among different machine types, but also among the same machine types produced by different manufacturers. This lack of standardization can produce a high incidence of error in the operation of electric face equipment, thus creating a potential source of accidents. Other examples of non-compliance with human engineering principles are the widespread use of identical black, round control knobs (regardless of the function being performed), and the inappropriate location, spacing, and labeling of controls. Any or all of these factors may place the operator in a "negative transfer" situation, which means that control manipulations appropriate for one type of machine are different from (or even the reverse of) the control movements required to produce the same effect on other machine types. This situation increases the accident potential to the operator, as well as to others in the vicinity. Accident potential is further increased by circumstances which do not allow for large error tolerance-specifically, emergency procedures. Reports of accident statistics cite operator inexperience as a primary cause of most accidents involving underground electric face equipment. Several factors contribute to operator inexperience, including: 1. High personnel turnover 2. Employee absenteeism 3. Current union practice of bidding for jobs.

U.S. demand for building and construction materials, such as construction aggregate, gypsum, and cement, remained strong in 1989. Cement imports declined slightly, representing about 17% of apparent consumption compared with 19% in 1988. Mexico, supplying 29% of the total, was the primary source of imports, followed by Canada with 21 %, Japan with 14%, and Spain and Greece with 10% each. Mexico was also the target of an antidumping petition, filed by producers in Arizona, Florida, New Mexico, and Texas, alleging that Mexican cement was being sold in these areas at less than fair value. This was the second petition filed against Mexico in the last 3 years. The International Trade Commission made a preliminary determination that the cement industry in these regions was materially injured by Mexican imports. U.S. demand improved for construction aggregate for the fourth consecutive year and was at a near-record level. The U.S. gypsum industry performed well, even though new housing starts decreased for the third consecutive year. Increased U.S. exports of gypsum wallboard and strength in the remodeling markets offset the impact of declining housing starts.
