This report provides the results of a two year study of the projected time and cost requirements for new mine development in Wisconsin and is based on a unique blend of information from mining company officials, state regulatory agency officials and contractor experience. Through formal cooperative and review agreements with Kennecott Copy per Corporation, Exxon Minerals Co., U.S.A. and Noranda Mines Ltd., and the Wisconsin Department of Natural Resources plus informal arrangements with knowledgeable Wisconsin persons, lists of the tasks and subtasks required to plan a new mine in Wisconsin were developed. Times and costs were assigned to all tasks and subtasks and these data reviewed by all cooperators. Critical Path Method Diagrams were then developed for a generalized mining project. Total time and cost for the premine planning process was estimated to be 25..1 years and 223 person-years of professional time excluding public affairs effort respectively. By eliminating redundancies in the process and by increasing project efficiency through early public review and participation, recom¬mendations were made to lessen the time and lower the cost of premine planning. The streamlining recommendations could shorten the overall critical path length to 18.16 years and lower the cost to 208 person-years of professional time excluding public affairs effort. The estimated distribution of professional effort (cost) for mine planning in Wisconsin approximates 50.5% for traditional mine engineering tasks, 36.6% for environmental-regulatory tasks and 12.9% for traditional geological-exploration tasks.

This is the third of the series of reports on coal-mine royalties and leasing conditions in Illinois. The results of the study of District VI were published as Serial No. 2726, January, 1926, and those of District VIII as Serial No. 2745, April, 1926, of the Bureau of mines. The counties of Macoupin, Sangamon, and Montgomery, which are three of the principal coal-producing areas in the northern part of District VII, have been chosen for this report because these counties cover an entirely different part of the State than do the two districts already covered. Some leases in, Randolph and Washington counties are included as they are in the southern part of the district, and the data happened to be readily available.

This guide was written to furnish the coal industry with a description of techniques, instruments, and clues on how to find abandoned oil and gas wells that have penetrated coal seams. The report includes specific information on searching techniques currently in use by several coal mining companies, gas-transmission companies, and waterflood operators, as well as information on State agencies responsible for the enforcement of laws and the preservation and distribution of data pertaining to the drilling, development, and abandonment of oil and gas wells. Comparative tests were performed with several commercial electronic metal detectors to determine the feasibility of using them to aid in the search for abandoned wells and to determine the instrument most suited for that particular use. The role of methane detectors to locate abandoned wells is described, including a case history. Tests were made to develop an efficient procedure to follow in systematically searching an area for metallic clues or hydrocarbon evidence to abandoned wells. The guide describes, in detail, a search sequence, including the collection of basic data, preparation of the selected area, and the physical search. Methods are given for evaluating the results.

In 1965 the Western phosphate industry ranked third after Florida and Tennessee in total mine and marketable production of phosphate rock and phosphate rock products. It has become an important regional industry and, since the close of World War II, it has become important in the national phosphate economy. This report includes an evaluation of the trends and outlook for the Western phosphate industry through 1975 as part of the Bureau's program to determine the rate at which the Nation's mineral resources are being utilized. The first part of this report is concerned with the relationship between the Western phosphate industry and that of the United States and the world. It describes the principal phosphate deposits and discusses production, export, and import of phosphate rock and marketable products. The second part of the report is concerned with the Western phosphate industry and discusses trends and outlook through 1975. Projections for the utilization of phosphate rock, phosphate fertilizers, and elemental phosphorus have been developed and extended through 1975 in an effort to provide data and information pertaining to the rate of depletion of the Nation's phosphate resources.

"IntroductionAir sampling for airborne contaminants requires a system for moving air, a collection method, and a procedure to determine the quantity of contaminant collected. Because occupational exposure limits and air quality standards frequently are expressed in terms of concentrations, a method of determining the volume of air sampled is also needed. The four principal components in a sampling train are shown in Figure 12-1. The inlet admits the air sample into the train; the collector(s) separates the gas, vapor, or particles from the air; the flowmeter measures the rate or total quantity of air sampled; and the pump (air mover) provides the suction required to draw an air sample through the train. Inlet sampling considerations are discussed in Chapter 21. Various types of collectors are described in subsequent chapters. Flowmeters are discussed in Chapter 7.This chapter will describe the air mover portion of the sampling train and air sampling systems that contain three or four components in a convenient package. The chapter consists of two parts. The first part contains a brief description of the different types of air movers and air sampling systems. The second part consists of tables and figures showing detailed information on a wide variety of commercially available air movers and sampling systems. ient size is filled with a liquid in which the suspected contaminant is insoluble. When the liquid is allowed to escape from the vessel, it is replaced by air from the atmosphere to be sampled. Such an air sample is an integrated sample rather than an instantaneous sample because the mass of fluid requires a finite time to empty. In fact, by employing a large vessel with controlled drainage, this method can be used to move air at low flow rates through a sample collector for extended intervals. A maximum acceptable level of 2 mg/m3 of respirable coal mine dust in active mine workings was established, effective January 1, 1973, under the Federal Coal Mine Health and Safety Act of 1969. It is generally agreed that, as a result, coal mines in the United States are significantly less dusty than they were a decade ago. For example, operators of underground mining machines were exposed to between 3.9 and 6.5 mg/m3 of respirable coal mine dust during 1968-69; now they are exposed to between 1.3 and 1.8 mg/m3. Also, the incidence of underground sections cited for exceeding acceptable levels of respirable coal mine dust decreased during 1976-78, and the vast majority of all working sections are now in compliance. This improvement is very substantial by world standards. It must be regarded as a creditable accomplishment by the coal mine operators, federal agencies, and mine workers involved. Most of the improvement has been brought about by the use of existing technology to control, suppress, and collect respirable coal mine dust. Research and development by the Bureau of Mines has contributed significantly to the accomplishment by improving the methods for sampling, control, suppression, and collection.

The U. S. Bureau of Mines is engaged in many diverse programs for improving mine safety. Of particular interest to the Bureau are new and improved means for minimizing the hazard of fire which can be initiated by prolonged low energy electrical faults on trolley line systems. When a high energy fault occurs on a trolley line, wherein the current exceeds the magnitude normally drawn by legitimate loads, such as locomotives, then the circuit breakers at close-by power rectifier sets trip. Tripping of the breakers not only protects the equipment at the rectifier sets, but also disconnects the energy source from the fault and thereby minimizes the fire risk. However, the fault current is frequently of a level substantially below that required to trip the overload breakers. When the fault is a substantial percentage of the set level of the breakers, the energy dissipated by the fault is frequently sufficient to clear the system by rapidly burning itself clear. Such a fault is often short-lived and does not present as serious a fire risk hazard as a prolonged, much lower energy fault, wherein the energy level is too low to clear the system. The breakdown of a trolley line insulator, in which there was a 15 to 30 ampere fault to ground, would represent such a fault or illegitimate load and a substantial fire risk.

An instrument that is sensitive , portable , safe , and low in cost was developed by the Bureau of Mines for detecting helium leaks by comparing the thermal conductivity and flow rate of the atmosphere around the suspected leak against a reference of helium- free air . A vacuum pump pulls the sample gas through a restriction and over thermistor elements , the combined electrical output of which is affected by thermal conductivity and flow rate of the sample gas . Tests showed that the battery - operated Helium Leak Detector was effective and rugged instrument that could be operated safely in explosive atmospheres . The instrument could also detect , but not identify , other gases such as methane , hydrogen , argon , carbon dioxide , and Freon 12 .

In July, 1918, the attention of the Secretary of the Interior WItS called to the rapidly increasing cost of producing gold and the declining output of that metal in the United States. Realizing the importance of the gold-mining industry, the Secretary appointed a. committee, consisting of Hennen .Iennings, chairman, J. H. Mackenzie, and Charles Janin, of the Bureau of Mines, and H. D. Me- Caskey and F. L. Ransome, of the United States Geological Survey, to,make a thorough study of the gold-mining situation in the United States. The study was to cover the increased cost of recovery and the decreased output of gold, and to consider the different measures that had been proposed to relieve the industry and stimulate production. This report embodies the results of the investigation and study made by the committee. The report presents statistical data compiled from various sources, showing the production of gold in the United States and other countries, with comparative figures for coal, iron, and other mineral products, and describes the sources and distribution of gold output in the United States. It discusses the relation of gold' production to finance and credit, the causes for the decline in gold output, and measures for the relief of the industry. The Interior Department publishes this report in the belief that the widest publicity possible should be given the findings of the committee in order that attention may be directed to the serious conditions revealed therein, and in the hope that wide discussion of the subject may result in some action being taken that will aid in upholding the gold standard ,and the gold industry.

Mine drainage and mine reclamation are topics of major interest to the mining industry, federal and local governments, and the general public. This publication and its companion three volumes are the proceedings of a conference held in Pittsburgh, Pennsylvania, April 24-29, 1994. There were twelve sessions (69 papers) that dealt with mine drainage, including modeling, geochemistry, prediction, treatment, control strategies, characterization, hydrology, and case studies. These sessions comprise volumes 1 and 2. The six sessions (34 papers) that dealt with reclamation and revegetation of disturbed lands are included in volume 3. Volume 4 includes the six sessions (34 papers) that dealt with such topical issues as fires at abandoned mine sites, subsidence, hydrology, mine wastes, and policy. Poster session presentations are represented by 49 papers and 92 abstracts that have been placed in the back of volumes 2, 3, and 4, consistent with the subject of that volume.

The goal of this 42-month contract was to increase safety in low-seam underground coal mines through development and in-mine evaluation of a temporary roof support system for roof drills and floor-riding operator compartments for a loader and shuttle car. The program was performed in three phases. During Phase I, state-of-the-art canopy technology was investigated, and preliminary design and mock-up evaluations were performed for temporary roof supports for single-and dual-boom bolters and for transverse-mounted floor-riding canopies for a shuttle car and coal loading machine. The shuttle car and loader canopies were approved for further development, and the design, fabrication, testing, and certification were completed in Phase II. In Phase III, the Bureau of Mines furnished an FMC 6L shuttle car fur use in the evaluation of the canopy for 45 shifts. The shuttle car canopy was evaluated at Virginia Crews Coal Company in West Virginia. Efforts to secure an evaluation site for the loader canopy were unsuccessful. The loader canopy was shipped to Bruceton for possible future evaluation.

Solid-state equipment offers a number of potential advantages in the coal mining industry. These advantages can only be realized, however, through careful and judicious design of the control and protection circuitry. Problems relating to the interaction of solid-state equipment on the electrical system and the special design considerations which apply to solid-state circuitry are examined. Design guidelines are provided for solid-state applications in the areas of: (a) equipment operated from a DC trolley wire, (b) drive systems for surface mining equipment, (c) AC motor starters, and (d) electromagnetic interference.

In underground room-and-pillar mining methods, the sectional conveyor belts are extended or retracted periodically to maintain shuttle car tramming distance to a minimum. A conventional conveyor belt extension or retraction is a heavy, arduous job that if mecahnized, has the potential to improve productivity and safety. To reduce the burden of heavy work of this activity and mechanize it, the Bureau of Mines developed a conveyor belt service machine (CBSM) through a research contract with Tractor MBA. The CBSM is a self-contained, battery-powered, rubber-tired vehicle capable of handling, storing and transporting conveyor belting, wire rope, and associated belt structures in seams as low as 48 in. Belt extensions and retractions are accomplished by moving the tailpiece of a belt conveyor with the CBSM to the next position while dispensing or retrieving the belt, wire rope, and associated belt structures. The CBSM improves the belt extensions and retractions by making them easier and faster, and it utilizes fewer workers. The CBSM was surface tested at the Bureau's Mining Equipment Test Facility (METF) to evaluate its performance and reliability. Modifications were made to the CBSM to correct deficiencies found during surface testing.

This report is the 22d in a series summarizing Bureau of Mines research and technologic work on coal and related investigations.2 3/ A summary of work published during 1957 and of work in progress is presented. Details regarding the subjects treated in the publications may be found by referring to articles cited in the footnotes. The objective of the coal work of the Bureau of Mines is to obtain information that will lead to improved production and utilization of coal, thus conserving a most important national asset.4 5/ Though studies of mining methods and exploration of various coalfields ma; contribute directly to improved production, no less so does the work in health and safety. The many problems relating to chemical and physical properties of coal reflect the need for an understanding of these properties for the most effective use of coal in its various fields of application and for the development of new methods of processing coal. Studies of existing and proposed processes of combustion, carbonization, gasification and hydrogenation of coal are necessary for increased efficiency in its use. Engineering service provided by the Bureau is of direct value in the conservation program in preventing waste. This paper, describing the concentrator practice of the United Verde Copper Co., is one of a series being prepared by the Bureau of HISTORY The United Verde concentrator was constructed in accordance with recommendations based on certain novel reasons which were quite different from those usually justifying the expenditure of such an amount. Concentrator operations started in March, 1927, although the metallurgical staff had considered for several years the eventual addition of a concentrator department.

This study was made to show the growth of petroleum coking and to determine trends and characteristics of marketing and utilization of coke on the West Coast, comparing these data with those of the United States as a whole. An earlier Bureau of Mines economic survey of petroleum coke was made in 1930 before the widespread use of coking processes. Data, derived from published and unpublished literature as well as from interviews with industry representatives, show a marked increase in the production of petroleum coke since the end of World War II. This increase resulted from the need of refiners to upgrade heavy residuums for which the demand was diminishing. Increasing coke production as well as significant market shifts away from California-produced coke have created excessive stocks of petroleum coke on the West Coast. The causes of these market shifts were based mainly on (1) economic factors and (2) certain undesirable qualities of some of the petroleum coke produced in California.

This report describes investigations by the Bureau of Mines designed to establish the noise level and spectrum of various types of pneumatic rock drills and to furnish information that would be useful in conducting sound measurements in mining environments and in reducing the noise generated in pneumatic drilling. These investigations show that (1) the noise generated by the drills in the frequencies below 100 cps is caused by the impact of the piston and drill steel, in the frequency range between 100 and 2,000 cps by the exhausting of air from the ports, and in the frequencies above 2,000 cps by the resonant frequencies of steel drill parts and of drill steel; (2) satisfactory instruments and instrumentation systems are available for field and laboratory measurements; (3) reliable sound measurements can be made in mining environments; and (4) devices can be developed that will abate the noise.

The results of a four-year research effort aimed at developing a practical and effective electronic system for monitoring safety conditions throughout a coal mine by displaying, at a central location, remotely measured parameters are described. This document reports on the design details of the sensor packages and the data processing program used in an experimental monitoring system. The results of special ventilation monitoring experiments and several sub-system considerations are also described.
