Systematic practices for protecting crops from frost damage began in the United Metes more then 40 years ago when the Weather Bureau Fruit-Frost Warning Service was organized; however, various practices employed in frost protection are centuries old. Although there are areas where little doubt exists as to whether protection is needed, there are also circumstances where there is some doubt as to the need for frost protection. Many factors influence this, including not only critical temperatures but also the maturity dates of the crops relative to marketing. Critical temperatures for frost damage to trees, plants, blossoms, and fruits very with weather, plant variety and nutrition, and stage of growth. In the case of truck crops, a single night of protection from frost injury might yield big dividends with a variety of sweet corn or tomato that matures early while price is high yet be worth very little with a midseason or late-maturing variety. Consequently, it is the individual grower who must decide whether to use frost-protective measures on the basis of his returns, the quantity and quality of his crop, the marketing situation, the sensitivity of his crops to frost damage, and the frequency of damaging frost in his area.

The number of persons fatally injured in the California petroleum industry in 1931 was 30, a decrease of 20 fatalities or 40 per cent from the number killed in 1930. As a result of the decrease in the number of fatalities for 1931, the fatality curve of the California petroleum industry reached its lowest point in nine years. Although reductions in personnel--which permitted the retention of a select and experienced class of workmen, decreased active field-development work, and curtailed production--undoubtedly have had a marked effect on reducing the number of fatalities in 1931, the decrease also has resulted from continued accident-prevention efforts. Statistics show that a direct relationship exists between development activity and the number of men accidentally killed in the drilling and producing division of the California petroleum industry. For example, when the average number of drilling wells in 1930 was 29 per cent less than in 1929, the number of men accidentally killed at drilling wells dropped 48 per cent; and when the average number of drilling wells in 1931 decreased 52 per cent from 1930, the number of fatalities at drilling wells decreased 58 per cent. The relationship between field-development work and fatality frequency is significant because each year at least 50 per cent of all the fatalities in the California petroleum industry occur in the drilling and producing division. This relationship should serve to guide the accident-prevention efforts of the industry, especially in the drilling and producing division, toward checking an increase in fatal accidents when development activity again takes an upward trend.

Current and potential dragline reclamation usage was evaluated for the U.S. coalfields based on data gathered and analyzed during field surveys, literature reviews and contacts with manufacturers. It was concluded that current mining plans have been adapted to federal and state strip mine and reclamation laws in ways which limit the potential for dragline reclamation systems at active mine sites. At abandoned conventional contour mine sites in steep-sloping areas such as central Appalachia, however, it was found that dragline reclamation systems have great potential application and may be the only practical solution to many reclamation problems. Alternative dragline systems were examined for restoring abandoned sites, and it was concluded that a tower excavator system offered superior characteristics and should be evaluated and developed under field conditions. A testing program was developed to provide a framework for the monitoring and analysis of cost, production and environmental data during a field demonstration of a tower excavator system.

This is the fourth progress report in the series on the use of detachable rock-drill bits in the metal mines of the United States. It contains comparative statistics and costs or drilling at eight mines not reviewed in previous reports, comparison of the use of detachable bits at small mines and large mines, a discussion on the life of drill rods, and general conclusions derived from an analysis of the rock-drilling practice at all the mines investigated on this survey. This paper completes the descriptions of operating practice in rock drilling at individual mines. Data on drilling practices at 28 mines are given in appendices I and II and drilling costs are shown in appendix III. Research in the fundamentals of rock drilling, including the use of detachable bits, has been undertaken by the Bureau of Mines in its testing adit at Mount Weather, Va. Reports on the progress off this investigation will be issued when results warrant their publication.

The 1967 Lignite Symposium was held at Grand Forks, N. Dak., on April 27-28, 1967. This was the fifth of these technical meetings and the fourth which was cosponsored by the University of North Dakota and the Bureau of Mines. These symposia have provided a meeting place where current developments concerning technology and utilization of solid fuels (lignite) are presented. There was a registration of 255 persons from 24 States, the District of Columbia, six Canadian Provinces, Germany, and India. Many segments of coal or energy oriented organizations at many levels were represented. During the meeting, 18 presentations were made covering developments in electrical power generation, mining, estimation of reserves, combustion, gasification, and chemical and speciality uses of low-rank coals; these are com-piled in this Information Circular to provide a record of the symposium and to permit wider dissemination of the information. Proceedings of the other meetings have also been published.3

Since 1963, Bureau of Mines Information Circular 8179 has served the mining industry as a fundamental safety guide in the field of blasting agents. In the intervening 14 years, many changes have occurred, and this report presents revised and new recommendations which recognize these changes. For example, AN-FO is now supplied mostly premixed, whereas in 1963 much of it was mixed by the blaster; aluminum metal (A1) and other fuels are now often added to AN-FO to increase strength, and flake aluminum powder is used as a sensitizer in water gels; and water gels or slurries that are now extensively used were just coming into practical use in 1963. To provide the widest possible margin of safety, some of the Bureau's recommendations are more stringent than existing regulations,

Polychlorinated Biphenyls (PCBs) have been widely used as fire resistant dielectri coolants in electrical equipment used in mining applications, including transformers capacitors, electric motors, and electromagnets. In addition, PCBs have been used in hydraulic fluids and heat transfer fluids, and are present in many oil filled transformers. The Environmental Protection Agency recently banned the manufacture of PCBs and equipment using PCBs, and imposed strict requirements on the continued use and disposal of existing PCB equipment. This manual discusses the EPA requirements, suggest ways to decrease the risks resulting from continued use of PCB equipment, and surveys the non-PCB equipment that is available as replacements for the PCB electrical equipment presently used in mines.

Virtually from the date of its discovery in December 1928 the Oklahoma City oil and gas field, Oklahoma County, Okla., has attracted national and international attention. The history of the field has been associated closely with rules and regulations pertaining to production control and proration practices. Early development was rapid, and Oklahoma City soon attained the distinction of being the first major field in which the producing wells were over a mile in depth. Before the structural features of the reservoir had been disclosed every outpost well was considered a "wildcat", so complex appeared the underground geology, The wells not only were deep and the reservoir pressures high, but the production from the early wells was a high A.P.I. gravity oil, accompanied by large volumes of gas. Several "blow-outs" and fired occurred during the early development, and the close proximity of these now unusual events to a large city gave the field much publicity, both local and national. Later, when its production threatened to demoralize the market for oil and its products, the Oklahoma City field again attracted wide publicity. The then little understood geology of the underground reservoir and the diversity of ownership of the land overlying the producing structure made orderly development and production difficult to enforce. Proration was enforced with difficulty., and the, rate of production from the field continued to increase until, on August 4, 1931, martial law was declared in all prorated fields of the State, and most of the wells in the Oklahoma City field wore shut n. On October 9, 1931, permission was granted t o reopen and prod e the wells in the Oklahoma City field. The order permitting production of the wells provided that during the period beginning October 10 and extending to October 20, 1931, all wells in the field that hid not produced more oil than specified under the earlier proration orders and that had been shut in for the required 55-day period were permitted to produce 5 percent of their last potential during that 10-day period. On November 7, 1931, the Corporation Commission of Oklahoma issued an order which divided the Oklahoma City field into the Wilcox, Arbuckle, and Lower Simpson zones for proration purposes. Wells producing from the Wilcox zone were allowed to produce 4 1/2 percent of their potential5/ from November 1, 1931, to January 1, 1932; Arbuckle limestone wells were allowed to produce 250 barrels of oil daily; and Simpson sandstone wells which had a potential of over 2,000 barrels per day or which made 3 percent or more water were allowed to produce 200 barrels of oil per day.

"INTRODUCTION AND RESUME Arizona asbestos mines are the only sources on the American continents of iron-free chrysotile spinning fiber that meets the Navy specifications for asbestos fiber for use in covering electrical cables. Rhodesia normally supplies the bulk of this grade of asbestos at about half the Price of Ari zona spinning fiber. The acute submarine menace in 1942 focused attention on the danger that imports might be cut off and that a sudden demand for greatly expanded production might fall on the Arizona mines to supply the tonnage of this essential material needed for war production.A joint preliminary investigation of Arizona asbestos deposits was made in August 1941 by J. R. Thoenen, senior mining engineer of the Bureau of Mines and A. E. Granger, a geologist of the United States Geological Survey. A more extended investigation of the numerous asbestos mines and prospects, which are scattered over 25 townships of difficult terrain in Gila County, was begun by the senior author in August 1942.The Geological Survey assigned two geologists (Newton Chute and A. F. Shride) a few weeks later to study the geology as an aid in selecting the mines for the Bureau's exploration projects. Six mines were selected for exploratory work because it was desired to prove reserves of ore where production could be started quickly if urgent demand should arise. Acceleration of production is normally slow because of adverse operating conditions. First, the mines are at distances of 35 to 100 miles from Globe, the shipping and supply point, and the roads are few and poor. The mine openings start in steep canyon walls, so that mining supplies usually have to be packed in and the product packed out over 0.5 to 5 miles of burro trail. Second, most of the ore deposits are small, and the ratio of rock broken to spinning fiber recovered is very high, usually exceeding 200."

Investigations for safety of electrically operated mine equipment, safety lamps, and gas detectors are made at the Pittsburgh Experiment Station in accordance with published regulations termed "schedules." These schedules are revised from time to time, not only to keep in step with the progress of the industry, but also to permit much freedom of design as possible without lowering standards of safety. A prototype adaptive volume control for the loudspeaker output of mine trolley carrier phones was designed, built, and tested in the laboratory and in a mine. This volume control senses, and adapts to, the ambient acoustic noise environment in such a way as to produce a loud sound output under noisy conditions, and a quieter output under quiet conditions, thereby producing an understandable and unstartling volume level under all noise conditions. The design approach, prototype hardware, and test results are described, and the device is shown to be feasible for in-mine operations. The circuit design principles are easily applicable to currently available mina trolley carrier phones. Recommendations for practical improvements are included. An in-mine experiment to assess the practical feasibility and utility of the dedicated wire technique for overcoming poor trolley carrier phone system performance was designed, performed, and evaluated. The technique involves the use of a single, low-loss, properly terminated auxiliary wire, placed in the rail haulageway, which allows signals to naturally couple to and from the trolley wire/rail transmission line, and thereby significantly decrease the overall signal attenuation rate on the trolley wire/rail line. The in-mine dedicated wire experiment, results, and conclusions are described, and the technique is shown to be a valid and practical one for significantly Improving carrier phone system performance in mines. Guidelines for the installation and use of the dedicated wire are provided. Recommendations are made for obtaining further practical information on its performance and utility. A second in-mine experiment to assess the feasibility and utility of the low-impedance (low-Z) line technique for overcoming poor carrier phone signal transmission in mines was designed, performed and evaluated. The low-Z line technique involves the periodic connection of shunt capacitors between the trolley wire and the rail to artificially lower the line characteristic impedance. This causes the low impedance shunt loads encountered across the trolley wire/rail line to be less mismatched to the line, thereby reducing the overall attenuation of carrier phone signals. The results of in-mine experiments performed along unenergized and fully operational sections of trolley wire/rail line are described. The experiments were designed to measure line parameter such as inductance and capacitance per unit length, characteristic impedance, and propagation phase velocity, in addition to signal strength versus distance behavior under normal and low-Z line conditions. The low-Z line technique is shown to be valid, but not as practical as the dedicated wire technique which is recommended as the most favorable for most coal mine applications.

This paper constitutes the third progress report on a national survey of the use of detachable bits in metal mines. It presents comparative costs of drilling with conventional and detachable bits and describes the operating practice in rock drilling and the reconditioning of drill steel and bits at 10 mines not discussed in previous reports.3/ ACKNOWLEDGMENTS This report has been prepared with the assistance and cooperation of the officials and staff members at the mines visited. The production, use, and emission of vanadium in the United States has been traced for the year 1991. Consumption was 3,300 tons2, exports 1,285 tons, and imports 2,013 tons. About 98% of production was used in metallurgy; the remainder was consumed in chemicals, including catalysts. Total emissions to the environment in 1991 were estimated at about 3,100 tons, including emissions due to the combustion of coal and petroleum products. Emissions resulting from the production of ferrovanadium were 130 tons, and emissions from the production of steel about 6 tons. Dissipative losses, defined as losses that occurred during use or as a result of wear, were estimated to be no more than 3 tons. Disposal losses were estimated to be about 4,600 tons. Most of these losses were steel products that contained 0.1% or less vanadium and mayor may not have been recycled. When these products are recycled by the steel industry, vanadium ends up in the steelmaking slag and does not return to vanadium use cycle. Worldwide emissions due to anthropogenic and natural sources were briefly reviewed. It was concluded that industrial emissions were about three times greater than emissions from natural sources.

Five watersheds, ranging in size from 29 to 49 acres, were selected in East-Central Ohio to investigate the hydrologic and water quality conditions occurring before, during, and after surface mining. Four of the watersheds will undergo surface mining, involving either the Number 6, 9, 11, or 8 coal seams, and one watershed having an outcrop of the Number 6 coal will be operated as a control watershed. To determine the premining hydrologic and water quality conditions (Phase 1), physical information was obtained for each watershed and instrumentation was installed for obtaining hydrologic data and water quality samples. In addition to topographic maps, soils and vegetation maps were prepared. Stratigraphic columns were developed from geologic cores; networks of observation wells and of soil moisture access tubes were installed; and weather stations were established to measure temperature, humidity, wind and solar radiation, and to collect precipi¬tation samples. Field data were collected over a 10-month period for one watershed and for about 8 months on another watershed before surface mining began. The other watersheds continued in the premining data phase. These data were for precipitation, temperature, relative humidity, wind speed, solar radiation, snow and frozen soil, soil moisture, infiltration (rainfall simulator), spring discharge, runoff from watersheds, and ground-water levels. Also, samples of runoff and ground water were obtained for chemical analyses and additional samples of runoff were acquired for suspended sediment load determinations. Over the study period, precipitation was not very representative of the long term averages, but data are available from the control watershed for a representative 7 year period which should prove invaluable in modeling the hydrology of the project watersheds for the premined conditions. Spring discharges (before mining) from the upper aquifer of two of the watersheds averaged only 508 and 652 gallons daily. The proportion of precipitation occurring as surface runoff from the large watersheds ranged from 8 to 36 percent and the peak discharges from 5.86 to 81.95 cfs. Base-flow and runoff water samples from four of the watersheds (unmined conditions) were collected and analyzed quantitatively for 39 water quality parameters. Monthly precipitation samples sediment fractions of the base flow and runoff were analyzed for 22 and 17 parameters, respectively. The average concentrations of the water quality parameters for the watersheds (unmined), except for suspended solids, were as low or lower than the EPA recommended maximum allowable concentrations in drinking water. Several parameters in precipitation equaled or exceeded the levels of corresponding parameters in runoff water. The average concentration of suspended solids in storm runoff ranged from 118 to 1110 mg/l, and for base flow the range was from 44 to 247 mg/l; the higher concentrations were associated with the watersheds exhibiting the greatest disturbance. Iron ranged from an average of less than 3 µg/1 to 228 µg/1. Manganese ranged from less than 41 µg/1 to 334 µg/I. Ground-water systems (unmined condition) are described for the five project watersheds. Each watershed was found to have two major perched aquifers within the top 250 feet. Generally, these perched aquifers involve local flow systems, though flow across watershed boundaries in some areas. Recharge is mostly from local precipitation and discharge is mostly as spring flow, base flow, evapotranspiration, and leakage through the underlying confining bed. Shallow ground water was commonly of the calcium bicarbonate type. Although dissolved-solids concentration was generally 200 to 600 mg/1, brackish or salty ground water was present in several areas. A composite hydrologic model for the project watersheds will consist of separate ground-water, unsaturated flow, overland flow, and evapotranspiration component models. The ground-water model (a modified quasi-three--dimensional U. S. Geological Survey model) operates on a grid network and the newly formulated unsaturated flow model was divided into overlying prismatic elements for numerical solutions. The unsaturated flow model includes provision for incorporating the evapotranspiration model. An available distributed kinemetic overland flow model was utilized. An analyses was made of one of the costs of reclaiming coal mines; the legal and administrative costs of complying with legislation. Such costs borne by coal companies under the Ohio law are thought to be a surrogate of these costs under the new Federal law. Regression analyses were used to relate the legal and administrative costs to acres in the permit and the tonnage of coal produced.

It is the fifteenth of a series of, ordinarily, annual reports whose aim has been to provide the reader with a resume of the research results that have appeared in published form during each fiscal year under the authorship of members of the staff. Quarry accidents in 1963 caused 61 fatal and 3,468 nonfatal injuries which occurred at respective frequency rates of 0.31 and 17.91 per million man-hours of worktime. The fatality record in 1963 was better than in 1962 but was appreciably worse than in 1.961. For nonfatal injuries, the 1963 record was slightly worse than in 1962 but was better than in 1961. The injury--severity rate of 2,913 days lost or charged per million man-hours in 1963 was better than that of 3,046 in 1962, the first year for which such data became available. The average severity of all injuries in 1963 was 160 days lost or charged per injury, 15 less than in 1962. An average of 91,960 men were at work on active days in 1963 and these men had an aggregate worktime of 193.7 million man-hours during the year.

Immediately following the capitulation of Germany in World War II, the German State was occupied by various allied forces, who supervised all indus- trial activities in the area. Coal production is vital to the industrial life of Germany, and most of the coal is mined in the American- and British- occupied zones of western Germany. The British-occupied zones include the Aachen and Ruhr districts, from which approximately 90 percent of the coal is obtained. Figure 1 is a map of the Ruhr district. Because of the magni- tude of the task of insuring an adequate supply of coal and the necessity for united action, it was deemed best to reorganize the coal-producing facilities in the British zone undor the joint supervision of American and British authorities. As a result, the UK/US Coal Control Group was established accord- ing to the organization plan indicated in figure 2. Headquarters for the group was established at Essen, in Villa Huegol, the prewar home of the Krupp family (fig. 3). One of the many problems recognized immediately by the UK/US Coal Control Group was the necessity of preventing disasters and reducing accidents to work- men in mines undor military-governmont control. Consequently, the United States Bureau of Mines was requested to furnish the services of qualified men to search for the hazards incident to coal mining and to prepare comprehensive reports on the results of their investigations. The authors, who wore selected for this task, spont about a year in Germany and visited all except a few of the smaller mince. Whereas their principal purpose was to investi- gate safety conditions, somo of the operating conditions and practices also wore studied. The results of the studies and investigations are embodied in this circular with the hope that some useful information will be disseminated to the mining industry of the United States, including supervisory officials, safety directors, engineers, and mine workmon.

"Co-Directors, Generic Mineral Technology Center for Respirable DustEarly in the 1980s, the U.S. Bureau of Mines initiated the concept of the Generic Center, incorporating it into its mining research program, and in 1983, the Generic Mineral Technology Center for Respirable Dust was established. The Generic Center concept was first envisioned by the U.S. Bureau of Mines as a way to bring together the various different scientific, engineering and medical research interests in the respirable dust area to effect a coordinated and efficient organization for advancing knowledge in that field. The result was a combination of the collective talents and skills of more than 100 scientists, engineers, medical personnel and graduate students, through the formation of a consortium of five major research universities, including medical facilities, to perform respirable dust research. The Generic Mineral Technology Center for Respirable Dust consortium comprises The Pennsylvania State University (with its Hershey Medical Center) and West Virginia University (with its Medical Center) as the lead universities and the University of Minnesota, Massachusetts Institute of Technology and Michigan Technological University as affiliates.Although respirable dust-related disease remains the nation's worst industrial hazard, the fundamental understanding of all aspects of respirable dust associated with the mining and milling industries, including the interaction of dust and lungs, has grown significantly over the past near-decade toward the larger effort to reduce the incidence and severity of disease caused by respirable dust. Continued progress toward making the mine work environment cleaner and healthier remains the immediate objective of the Respirable Dust Center.The Respirable Dust Center's research program and technology transfer activities, described in this paper, exemplify the Generic Center concept first envisioned by the U.S. Bureau of Mines. Interdisciplinary and interactive studies continue to result in significant progress toward making mine atmospheres cleaner and healthier."
