This report describes work performed and results obtained for the technical and economic feasibility study of oil production by mining methods. The characteristics of oil fields which would make them amenable to mining techniques were identified. An inventory of known U.S. oil fields that offer this potential was collated. This was further divided into fields having potential for underground and surface mining systems development. Several candidate fields that fit particular underground and surface mining system types were then selected. Conceptual mining systems were designed for the selected fields. Five underground and four surface methods were chosen. Costs of oil production were estimated for these selections. The impact of oil mining an the environment was also considered.

This status report contains 39 individual reports on health and safety research projects now being conducted or recently completed by the Bureau of Mines. The Reports on health research cover industrial hygiene, respirable dust, ventilation, noise control, and radiation hazards. The safety research reports cover industrial hazards, ground control, fire and explosion prevention, and methane control. Each report includes background information, a discussion of research progress, and an assessment of each project's current status.

The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000. The United States is rapidly depleting many of its most important minerals and fuels. The first two Annual Reports by the Secretary of the Interior, under the Mining and Minerals Policy Act of 1970, made us acutely aware that the natural resources that enabled this Nation to attain an unprecedented growth in terms of economic well-being, and to set an example of independent strength through the democratic process, are finite. Once they are depleted, large imports will be required. Simultaneously, competition for available supplies, especially of petroleum, is increasing in the expanding European and Japanese industrial communities and in the underdeveloped nations of the world. Even before the crisis of late 1973, the oil-producing nations of the world, principally in the Middle East, but including Canada and Latin America, were recognizing that the worldwide need for crude oil, petroleum products, and natural gas could be translated into an unprecedented economic bargaining position. Thus, the members of the Organization of Petroleum Exporting Countries (OPEC) raised the price of their crude twice during the first 6 months of 1973. By yearend the energy situation had be-come acute, and it seemed probable that regardless of current political developments, the era of cheap energy was over.

Recommendations from 44 mining industry workshops are summarized and reviewed in the context of Bureau of Mines research and development programs on-going during the period 1974-1977. Approximately 1,000 specific recommendations for research and development are summarized in a systematic and comprehensive format appropriate for review by mining research and development program managers. Relevant Bureau of Mines research programs are briefly described and some opportunities for future research and development are identified.

This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a single subject. MEANING OF TERM, The term "minerals" when used in grants or in reservations or instruments of conveyance is not limited to metals or metalliferous deposits, whether contained in veins that have well-defined walls or in beds or deposits that are irregular and are found at or near the surface or otherwise. The term "mineral" in its commercial sense has been defined as any organic substance found in nature having sufficient value sepa- rate from its situs as part of the earth to be mined, quarried, or dug for its own sake or its own specific use. The objective of the project descibed in this report was to design and field test a model health and safety program at a coal mining company and a gold mining company. The model program was implemented primarily by providing training on loss control, accident investigation, and the operation of mobile equipment; and by providing technical assistance to help solve health and safety problems. Data were obtained from company records on occupational injuries, illnesses, accidents, and "near misses"; and through direct observation of employees performing a large number of randomly selected jobs. At the coal mine, employees were observed five times over a 15-month period. At the gold mine, employees were observed six times over a 16-month period. During the study, the percentage of sampled jobs containing one or more safety deficiencies decreased from 74.3 pct to 36.6 pct at the coal mine and from 86.4 pct to 19.1 pct at the gold mine. Work on this project was performed by Woodward Associates, Inc., under a Bureau of Mines contract.

A symposium was held on January 30 and 31, 1973, at Pittsburgh, Pa., to review the state-of-the-art in designing and utilizing diesel-powered equipment in underground mining. The Health and Safety Activity of the Bureau of Mines sponsored the symposium with major assistance from the following four participating organizations: The American Mining Congress J. Allen Overton, President The United Mine Workers of America Arnold R. Miller, President The National Independent Coal Operator's Association Cloyd D. McDowell, President The Bituminous Coal Operators' Association, Inc. Guy Farmer, President Seventeen papers were presented during four half-day sessions devoted to the general subjects of the diesel engine, the place of the diesel in underground mining, health protection using diesels underground, and maintaining safety of diesels underground. Eleven of the speakers were from industrial organizations here and abroad; one represented the Provincial Government of Nova Scotia; two were with the Department of Health, Education, and Welfare; and three reported on Bureau of Mines work related to diesels.

The U.S. Bureau of Mines, Department of Labor, and United States National Committee of the CIE hosted the TC4.10 Mine Lighting Committee Meeting and Second International CIE Mine Lighting conference at the MSHA Academy in Beckley, WV from October 12-16, 1981. This was the first time the meeting and conference had been held in the United States. The TC4.10 Mine Lighting Committee, chaired by Dr. Adam Peretiatkowicz of Poland, was attended by 15 committee members and six guests representing eight countries. Discussion during the meeting covered mine lighting instrumentation, open cast (surface mine) lighting, and lighting sources. The committee also reviewed a draft of proposed lighting terminology and suggested changes to make the definitions more acceptable to representatives of the nations present. The mine-lighting conference featured 20 papers presented by 18 speakers representing six countries. The papers covered all phases of mine lighting, including research, hardware development and application, personnel acceptance, and requirements for system maintenance. The conference attracted 126 attendees and also included displays by eight lighting hardware manufacturers and four mining machine manufacturers. Papers from the conference are being published by the Government Printing office, with copies presented to the conference attendees. Copies will be available to others interested through the NTIS. During the course of the TC4.10 meetings and conference, committee members toured three mining equipment assembly plants, and six of the foreign representatives visited a longwall installation in an underground mine. Planning and administrative services for the meeting and conference were handled by Bituminous Coal Research, Inc., under USBM Contract H0318038.

The major purpose of this bulletin, as indicated in the preface by Dr. John W. Finch, Director of the Bureau of Mines, is to give a critical review of the coal-mining methods used in the principal producing countries of Europe, to describe the reasons underlying the adoption of these methods, and to contrast them with coal-mining methods employed in the United States. The report includes discussions of various subjects intimately related to coal mining, such as geology of the principal coal fields; production and resources of the several countries; mine safety and health research; Government mining regulations; mine inspection and rescue procedure; safety lamps; fixed lighting methods under-ground; testing electric motors, mining machines, and mining explosives for permissibility; and special mining hazards, such as explosions of gas and coal dust, mine fires, instantaneous gas outbursts, ground movement and surface subsidence, and bumps. Commercial, economic, and labor problems of European coal mining, including miners' output, wages, and social-insurance schemes, as well as cost of mining, prices of coal, etc., are briefly described. It will be noted that data on most subjects are not given for Russia, which has become an important coal-producing country, owing to the lack of reliable published information concerning Russian coal mining.

This report examines the feasibility of Employee Assistance Plans for the coal industry. Three issues are examined in detail. First, the prevalence of off-the-job factors such as alcoholism, drug abuse, and marital problems are examined in a sample of miners from the eastern, midwestern, and western underground coal fields. Then data were presented that examined the link between these off-the-job factors and behaviors critical to the mines such as absenteeism and turnover. Lastly, we examined the effectiveness of the major Employee Assistance Program in underground coal mining--the HELP Program. The report contains recommendations on whether coal mining companies should implement these programs and how these programs should be designed.

This report describes the operation and maintenance of the Mobile Inert Gas Generator for use in the Remote Sealing System for fighting underground coal mine fires. Seals are emplaced in mine passageways between the fire zone and the rest of the mine isolating the fire zone from the mine. The seals consist of fly ash that has been pneumatically conveyed via inert gas through a borehole connecting the surface and the passageway, Inert gas is used as the fly ash seal transport medium (instead of fresh air) since the introduction of large volumes of fresh air in the vicinity of the fire zone would be undesirable. The inert gas generation equipment is mounted on two flatbed trailers, the "hot" trailer and the "cold" trailer. The hot trailer contains the combustion and cooling equipment. The cold trailer contains the moisture removal and compression equipment necessary to convey the fly ash. The system is self-sufficient and requires only fuel and fly ash deliveries. The Inert Gas Generator has been thoroughly performance tested and has been operated in the field for approximately 200 hr. The system was employed in the demonstration of the entire Remote Mine Sealing System at the Jenney Mine in the Fall of 1978. The system is currently available for fighting any future underground coal mine fires.

Dust diseases are much before the public at present, but little reliable information on the subject is readily available to the layman; even those rated as experts usually have a more or less theoretical conception of these diseases, their causes, remedies, and prevention. Until recently little attention has been given to prevention, and the usual attitude of the engineer, upon whom the main reliance for prevention ultimately must devolve, has been to let "sleeping dogs lie" or, more definitely, to "let well enough alone." However, the "laissez faire" attitude no longer is tenable; in the past few years numerous conditions have caused those engaged in industry, including mining, to study the subject with a view to ascertaining the facts upon which to formulate remedial measures, primarily preventive. This bulletin is an attempt to assemble information in convenient form on effects of breathing dusts, largely in the mining and allied industries. The literature on this subject is so extensive that no attempt has been made to include all published material or all types of dust diseases but only to assemble some of the more outstanding data on several aspects of the subject, especially with reference to silicosis.

The Bureau of Mines is responsible for a broad spectrum of programs for meeting the diverse and changing mineral resource needs of the Nation. These programs are managed by the Director and two Deputy Directors, who formulate general policy and program direction from the Washington, D.C., headquarters. Bureau program activities are classified into two major functions, minerals research and minerals information and analysis. A senior advisory staff, consisting of the Chief Staff Officer and Chief Scientist, provides advice and consultation to the Director on a wide range of scientific and technical matters and acts on behalf of the Director to maintain liaison with other government agencies, both foreign and domestic, mineral industries, and professional societies. The Minerals Research Directorate Technological research and development in minerals have long been cornerstones of the Bureau of Mines. The Minerals Research Directorate performs this work. Re-search functions cover the extraction, processing, use, reuse, and disposal of mineral materials; the reduction of health and safety hazards in mining and processing; and minimizing undesirable environmental effects. The production, conservation, sale, and distribution of helium is also conducted under the Research Directorate.

Reports technical progress in designing four machines to be used in mining coal underground, applying innovative concepts at the design stage (instead of add-ons). A study phase was followed by design activity, including calculations supporting the designs. Scale models of three machines were built, and a full-scale mock-up of the conventional loader was used to measure human factors parameters.

Fossil fuel consumption in the United States increased markedly over recent years, and future demands expect to be even greater. Coal, this Nation's most plentiful natural fossil fuel, will play a key role in fulfilling these demands. With expectations of increased coal exploitation, the U. S. Bureau of Mines authorized this project, the objectives of whi.ch were to prepare an authoritative report on current surface coal mining technology, to define current problems and possible solutions, and to project future developments necessary to assure adequate surfaced mined coal production to meet the Nation's future energy needs. These objectives we're accomplished by an extensive review of available published literature and data gathering field visits to active surface coal mines throughout the country.

Domestic nickel resources are costed to develop a contingency supply curve of U.S. nickel availability at various costs. It is estimated that 4.3 billion pounds of nickel is potentially recoverable from 698 million tons of ore at prices ranging up to $6.36 per pound of nickel. Over 95 percent of the total is estimated to be available at a price of less than $4.00 per pound.
