Accurate flammability and ignitability data for chemicals form the cornerstone of procedures used to assess the hazards associated with commercial chemical production and use. Since 1967 the ASTM E27 Committee on the Hazard Potential of Chemicals has issued numerous, widely used consensus standards dealing with diverse testing and predictive procedures used to obtain relevant chemical hazard properties. The decision to issue a standard rests solely with the membership, which consists of representatives from industry, testing laboratories, consulting firms, government, academia, and instrument suppliers. Consequently, the procedures are automatically relevant, timely, and widely applicable. The purpose of this paper is to highlight some of the widely used standards, complemented with hypothetical but relevant examples describing the testing strategy, interpretation, and application of the results. A further goal of this paper is to encourage participation in the consensus standards development process. The paper is published in two parts. The first part (in the preceding issue of Process Safety Progress) dealt with the E27 standards pertaining to thermodynamics, thermal stability, and chemical compatibility. Electrical apparatus and circuits began to be used in mines about 50 years ago. A search of the literature on mining reveals that in 1882, umping was being done by electricity in some aines of England. One account tells of a small electric locomotive being used in 1882 "to drive eight corves loaded with coal" in a mine near Dresden. In an account of his visit to some English mines, en American in 1892 mentions that he saw underground electric signals, lights, pumps, hoists, and one revolving- cutter-bar 19wall mining machine,. Among the carl electrical installa- tions in the United States was an electric locomotive in the Lykens Valley Coal Co. mine at Lykens Valley, Pa., in 1887. In 1889 the Sperry electric coal digger was being tried out. Tarce mining machines were placed in the Prospect mine, East Palestine, Ohio, in 1890. An electrical pumping plant was put in oneration during 1892 in the Woodward mine of the Delaware, Lacka- rahma & Western Railroad Co. Thus we Almost coincident with the proposed use of this new servant in under- ground workings, came the thought of making it safe in gassy mines. find an account of a design for a protected stationary electric mine lamp proposed by Edison in 1831. Enclosed-type motors rere developed in the United States and shiped to English collieries about 1903. From those early beginnings there has been continuous progress until to-day one finds hundreds of pieces of specially designed electrical apparatus distributed in American coal mines and in mines of nearly all important coal-producing countries. Along with introduction of this equipment grew the idea of the necessi- ty of government aid, in standardization. Tantalum is a rare element ; estimates indicate that there is less tantalum than gold in the earth's crust . After remaining a laboratory curiosity for many years , it was used to a limited extent and for relatively few years (1903- 1911) for incandescent electric-light -bulb filaments . Another wave of interest in tantalum appeared when its electrolytic-valve action was taken advantage of in charging storage batteries , especially for radio work . Tantalum chargers were eventually displaced by other types of chargers , but for a time they were manufac tured in sufficiently large numbers to create a demand for the metal and to bring about its production on a commercial scale in the United States . As tantalum became available in larger quantities and at substantially lower prices , and as high prices for platinum encouraged the employment of tantalum as a substitute , the metal was put to many new uses . Ferrotantalum was made and sold before the World War , and patents have been taken out for a number of special alloys for industrial purposes , but probably the largest use for the metal to-day is in vacuum tubes .

This Bureau of Mines report describes a new methodology for identifying and sorting scrap metals using two modern portable instruments: a thermoelectric sorter and a hand-held emission spectroscope. The method, tested on a 27-sample stainless steel and superalloy array, makes it possible to group and/or identify a typical mixture of high-value metal scrap in two or three steps, whereas as many as seven or eight steps are needed to perform the same separations using chemical spot tests. A portable fluorescent X-ray analyzer identified 19 of the 27 alloys in the sample array by name or type; these alloys are included in the microprocessor memory. The remaining alloys were identified by using the analyzer in its elemental analysis mode and comparing the results wit.h alloy specification chemistry.

The Federal Bureau of Mines evaluated the prospects for using geothermal energy to generate electricity for mines in remote areas. Given the development of a geothermal resource for this purpose, the subsidiary uses of space heating and agriculture were then examined to see if other industries might be viable given a cheap source of heat energy. Sites investigated were located in three areas of Alaska: Kobuk in the northwest, Unalaska in the southwest, and Stikine River in the southeast. Each site was relatively close to mineral deposits whose prospects for development would be enhanced with cheap power.

The barite industry has made notable progress since the days when barite was used only as an adulterant in white-lead paints and the only method of mining it was with pick and shovel. The following chronological record may serve to show how this heavy white mineral has grown in importance in the national exonomy and at the same time to indicate development of methods for obtaining it. 1845. - Barite first, mined in Fauquier County, Va., for use as an adulterant in white-lead paints. 1850 (approx.). - French settlers 60 miles southwest of St Louis, Mo., discovered barite; called it "'tiff;' meaning white. It was mined and shipped to St. Louis for use in paint.

This Bureau of Mines study outlines the history of 11 major metal ore deposits or districts that are relatively new discoveries. The oldest operation is the White Pine mine, where major exploration was initiated in 1929. Discovery (delineation of ore bodies) dates range from 1948 to 1976. All but two of the deposits, Quartz Hill in Alaska and Flambeau in Wisconsin, are or shortly will be in major production.

This report presents recommended guidelines and regulatory changes applicable to electrical installations in underground oil shale mines. These recommendations are based on information gathered from oil shale operators, government agencies, and other knowledgeable sources familiar with existing plans for mining systems and electrical installations, and on present understanding of the problems and hazards associated with oil shale mining. Additional discussions of specific electrical problems related to oil shale mining are also presented. These specific problems include: ? Ground fault current levels ? Permissible electric wheel motors ? Permissible batteries and electric starting systems ? Intrinsically safe instrumentation and applicability of existing test standards.

"Mining is one of the oldest of human occupations. The awareness of occupational illnesses associated with mining, even in ancient times, is evident from the writings of Hippocrates (460-370 BC), Pliny and Elder (AD 23-79), and Galen (AD 131-210). Georgius Agricola (1494-1535), in his De Re Metallica, refers to the diseases of miners and the need for their control through good planning and operating practices and responsible management (Schwerha, 1989). Coal workers' pneumoconiosis (CWP), often called Black Lung disease, is an occupational disease which results from inhalation of coal mine dust which usually contains relatively small amounts of free crystalline silica.A pneumoconiosis is best defined as the accumulation of dust in the lungs and the tissue's reaction to its presence [Lapp and Castranova, 1993]. Silicosis is the name given to the fibrotic disease of the lungs caused by the inhalation of dust containing silicon dioxide, primarily in the free crystalline form. Silicosis is the older and more well known of these mineral pneumoconioses. In contrast, CWP was not recognized as different from silicosis until the pivotal work of Collis and Gilchrist [1928].The U.S. Bureau of Mines (USBM) still regards worker exposure to respirable aerosols in mines as the most serious health problem in mining [USBM, 1994]. The National Institute of Occupational Safety and Health (NIOSH) is considering recommending a reduction in the standard for occupational exposure to respirable coal mine dust from 2 mg/m3 to 1 mg/m3 [NIOSH, 1993]. The Mine Safety and Health Administration (MSHA) may require new criterion for sampling procedures in the mine that would evaluate the ambient dust concentration in the mine atmosphere based on a single sample, instead of the current practice of averaging five samples (MSHA, 1992; Ramat* 1993). Several high-production longwall mining faces currently have extreme difficulty meeting the existing dust standards, and some already operate at reduced production levels to achieve mandated levels [USBM, 1993]. The importance of adequately protecting the miners from high concentrations of coal mine dust, as well as of reducing the incidence and severity of the Black Lung disease, cannot be overemphasized. The importance stems, first and foremost, from the humanitarian viewpoint and, second, from the perspective of the overall welfare of the coal industry.The histopathologic hallmark of CWP is the coal macule (Balaan, Weber and Banks, 1993). Autopsy or open lung biopsy reveals the coal macule to be an amorphous mass of coal particles, dust-laden pulmonary macrophages, reticulin, and collagen. No pathognomonic signs or symptoms identify workers with CWP. A CWP diagnosis requires that the worker experienced the appropriate dust-exposure setting (e.g., underground coal mining) and duration (usually 10 years or more) and, has the characteristic chest radiograph. Based upon the International Labour Organization (ILO, 1980) international classification, pathologists and radiologists have established case definitions for characterizing the pathology and the appearance of CWP on chest radiography (Weeks, 1993). CWP appears in two principal forms: simple, with small opacities, and complicated, with opacities larger than 10 mm in diameter. For all practical purposes, diagnosis of CWP in the living miner is wholly dependent upon the chest radiograph interpretation."

Test procedures for evaluating underground coal mine trailing cable splices are formulated. The tests are utilized to evaluate several trailing cable splices. The laboratory results are compared with actual field observations and experience. The results are utilized to define quantitatively the generalized terms of the 1969 Health and Safety Act. Recommended specifications and procedures for testing by MESA Department of Approval and Testing personnel are included. Failure points in splices are detailed and presented for use by a MESA training program and manufacturers attempting to improve product quality.

This report describes the design, development and manufacture of a prototype quiet hard rock stoper drill and results of its field tests. It is shown that the stoper drill noise level can be reduced from 118 dBA to below 100 dBA by using this design. The design concept of this drill is based on a valveless independent rotation system, use of an integral muffler and pivot mount. The drill was manufactured in a standard commercial drill manufacturing setup and organization. The design and production technology proved that commercially viable quiet drills can be made available for mine use.

This information circular describes methods used in mining inclined beds of phosphate rock in mines operated by San Francisco Chemical Co. in Rich County, Utah. The mines are on the western flank of the Crawford Mountains, a short, narrow range in northern Utah near the Idaho-Wyoming corner (fig. 1). The western front of the range is a conspicuous wall of folded and faulted sedimentary rocks that rises abruptly 300 to 600 feet above the floor of the adjacent Bear River Valley. Rex Peak, highest point in the range, is approximately 8,000 feet above sea level. The area surrounding the mines is sparsely populated. Randolph, the county seat of Rich County, has a population of 650. It is 10 miles southwest of the mines by road and the only town in their vicinity.

This proceedings volume contains papers presented at technology transfer seminars sponsored by the National Institute for Occupational Safety and Health (NIOSH) on New Technology for Ground Control in Retreat Mining. The seminars were conducted at five locations: Uniontown, PA (March 26, 1997), Norton, VA (April 8, 1997), Pikeville, KY (April 10, 1997), Charleston, WV (April 17, 1997), and Evansville, IN (April 22, 1997). The papers presented here describe several new, highly practical technologies developed by the NIOSH Pittsburgh and Spokane Research Centers3 to improve safety during pillar retreat operations. Two central issues are addressed: pillar design and mobile roof supports (MRS's). Proper pillar sizing is essential for safe pillar extraction. The Analysis of Retreat Mining Pillar Stability (ARMPS) program and its large data base of actual mining case histories are presented. LAMODEL, a second computer program, can be used for analysis of multiple-seam and other complex mining situations. Other papers address pillar design to avoid massive pillar collapses and the proper role of coal strength testing. MRS's have greatly improved safety where they are used for pillar line support. We studied the application of MRS's at 20 mines throughout the Eastern United States. Conclusions regarding the most effective section layouts, cut sequences, and support placements are reported. Field and laboratory tests of MRS's are also described.

Under a cooperative agreement, the Bureau of Mines, Magma Copper Co., and ASARCO, Inc., tested backfilled ground support systems at t.wo elevations in Magma's San Manuel, AZ, mine. The tests were mainly for guidance in designing the loading crosscuts of the new ASARCO Sacaton underground mine. Two-piece, wide-flange steel sets for 8-by 8-ft (2.44-by 2.44-m) and 11-by II-ft (3.36-by 3.36-m) openings were designed. Set spacing was 3 ft (0.91 m) and 5 ft (1.52 m), respectively. After erection, the sets were lagged with various test materials. The void between the lining and the ground was backfilled with sand and pea gravel. Instruments measuring strain (used to determine changes in stress) were placed beneath the sets and in the backfill. Results indicate the backfilled sets in the smaller drift (2315 grizzly level, panels 6 and 7) of 8-by 8-ft (2.44-by 2.44-m) cross section are a viable permanent support system, lower in cost than the standard formed concrete. Results are inconclusive in 2615 grizzly level, panels 5 and 6, where wide-flange steel sets were used with 5-ft (1.52-m) long concrete gob lagging of T-design.

The collection and correlation of thermodynamic data concerning substances of metallurgical interest have constituted one of the major activities of the Pacific Experiment Station of the Bureau of Mines, at Berkeley, Calif., for the past several years. The present paper collects and discusses thermodynamic data relating to metal carbides and nitrides, with the view of obtaining usable heat and free energy of formation relationships. Pertinent data on both classes of substances are difficult to obtain experimentally and consequently are extremely rare; it is therefore necessary in many cases, if equations are to be derived, to introduce certain approximations and assumptions. Lack of adequate means of checking results by utilizing data of different types, such as was done frequently in the bulletins dealing with carbonates and sulphates, are readily apparent to anyone who has made even a cursory examination of the available information. Consequently, some of the relationships derived undoubtedly will be found to be inaccurate when more or better data become available. Nevertheless, in view of the importance of some of these substances, it appears worth while to consider the information available at present and to attempt the formulation of as complete a

This Bureau of Mines report describes the Human Factors in Mining Search System (HFMSS), a computerized information retrieval system that provides relevant human factors information from journal articles, research reports, seminars, conferences, etc. in terms of 19 mining-related categories. It is the only existing data base that stresses all of the areas of human factors as applied to mining. Examples of these categories are biomechanics and work physiology, human error and human reliability, work design and task analysis, manual materials handling and back injuries, hand tools, organizational and management practices, psychological factors, and training. Although the emphasis is on literature dealing directly with mining, applicable material from other areas of research is included for those categories in which little research has been done in mining. Each record in HFMSS can be recalled by any field such as title, author, date, source, descriptive terms or key words, as well as by any words found in an abstract that describes the purpose, procedure, and results of the research. This report describes HFMSS fields and subject categories, the annotated bibliography, user's manual, and thesaurus of key words. Example printouts in both brief and full formats are included as an appendix.

This report, the second of a series, presents the results of laboratory corrosion studies which were made in connection with a one-year test on aluminum lease tanks conducted by the United States Bureau of Mines. Part I of the report contains the results of the field teats.5 The studies were made on an oil lease in a so-called "sour district," near Borger, Tag., where free hydrogen sulphide accompanied the production of oil, gas, and salt water. Steel tanks previously used on the lease had suffered severe corrosion, because steel is inherently susceptible to attack by hydrogen sulphide. Because of the high resistivity of aluminum to the action of hydrogen sulphide, it Was believed that this metal had promising possibilities as a material for the construction of lease tanks in "sour districts." The results of the one-year field teat proved that aluminum lease tanks will withstand corrosion by hydrogen sulphide, but it was found that aluminum was susceptible to attack by salt water, which was invariably present in certain portions of the tanks, and that hydrogen sulphide accelerated this salt-water corrosion in an indirect manner, as will be explained hereinafter. In order to study corrosion conditions encountered in the tanks during the test period, a laboratory was maintained at the site of the aluminum lease tanks.

The identified helium resources of the United States were estimated by the U.S. Bureau of Mines at 617 Bcf, as of December 31, 1992. This includes 285 Bef of demonstrated reserves, 85 Bcf of demonstrated marginal reserves, and 37 Bcf of demonstrated sub-economic resources. The identified resources also include 166 Bcf of helium in inferred reserves and inferred marginal reserves and 44 Bcf in inferred sub-economic resources. The identified helium resources contained on Federal lands are approximately 172 Bcf, including 32 Bcf in underground storage in the Cliffside Gasfield near Amarillo, TX. Undiscovered helium resources in the United States are estimated at a most likely volume of 104 Bef, with a maximum volume of 249 Bcf and a minimum volume of 41 Bef. Also reported are 51 Bcf of helium in nonconventional and low-helium-content natural gases. Extraction of helium in the United States occurs mostly from natural gases produced from the Hugoton gas area in Kansas, Oklahoma, and Texas, and the Riley Ridge area in southwest Wyoming. Helium extracted from natural gas in the United States in 1992 was 3.3 Bcf. Some shortfalls in helium supply may occur in about 5 to 10 years.

This report describes sulfatization of nickeliferous laterites from Puerto Rico and the Philippines for recovery of water-soluble nickel and cobalt sulfates. Temperatures ranging from 665 C to 710 C and a 10-percent sulfur dioxide-air reaction gas were employed during batch-roasting tests and during continuous countercurrent treatment in a 2-inch-diameter shaft furnace. A maximum of 69 percent of the nickel and 76 percent of the cobalt were recovered from one sample of Puerto Rican laterite, and a maximum of 96 percent of the nickel and 91 percent of the cobalt were recovered from the Philippine laterite.

This report describes the development of an electronic system which detects unsafe slack and overload conditions in underground mine hoist ropes. The Slack and Overload Rope Protection System (SORPS) includes a fail-safe load cell inserted between the rope and the conveyance, and an accelerometer mounted on the conveyance. Signals from these transducers are telemetered via a radio link to the hoist control room, where they are combined with drum speed and chair status in a microprocessor-based decision and display unit. Abnormally high external force levels are detected as discrepancies between rope tension and cage acceleration; conveyance weight is inferred continuously. Hazardous conditions are displayed to the hoist operator, along with general hoist status. The system has been tested in a working mine for approximately two years. The report contains specifications, design data and field test experience generated under the SORPS program. It also includes information on dynamic modeling, vibration environment, the status of existing slack detection systems, and applicable control strategies.
