"Simple systematic accounting that adequately records all transactions has long been regarded as essential to the welfare of any business enterprise. Some of the defects that detract from the prosperity of the slate industry are attributable to a lack of effectiveness in cost keeping. This condition has prompted the United States Bureau of Mines to make a detailed study of accounting methods for the slate industry, and to present for consideration a system of accounts, which it is believed would enable the industry to attain more economical management and operation if accepted by a fair proportion of its important units.The method of accounting presented herein has been worked out with the assistance of leading slate producers and the recommendation are tentative and are submitted in this form as a means of developing constructive criticism. Believing that cooperative effort in this, as in many other problems, will bring the most enduring benefits to the industry as a whole, the writer urges that the most earnest consideration be given to this vital problem now facing the slate industry.Grateful acknowledgment is made of the helpful assistance rendered by R. E. Eckert of the accounting firm of Eckert, Degan, and Palmer of Easton, Pa., in compiling the charts and the explanatory text. He has brought to this work a wide knowledge of accountancy, supplemented by a background of direct contact with the slate industry, and his presence at the various conferences has been of great advantage in clearing up difficulties. As a part of its overall wealth in fuel resources, the United States possesses large reserves of coal of ignite rank. According to recent estimates of the Federal Geological Survey (3, 5),l/ the assured lignite reserves of this country amount in total to over 463 billion tons, equivalent to 24 percent of our total national coal reserve on a tonnage basis and 15 percent on a heating-value basis. Distribution and relative amounts of United States coal and lignite reserves are indicated in figure 1. By far the largest proportion of our lignite reserves, over 95 percent is found in North Central States, principally in North Dakota, South Dakota, and Montana, in the vast coal-bearing structural grouping designated as the Fort Union formation. Of the remaining United States reserves, all but a fraction of 1 percent are found in a series of relatively scattered deposits in Texas.

This report describes laboratory as well as pilot heap leaching investigations of low-grade sandstone ores from Wyoming, New Mexico, and Colorado. Sodium carbonate-bicarbonate solutions containing sodium hypochlorite extracted up to 86, 54, and 16 percent U308 from Wyoming, New Mexico, and Colorado ores, respectively. Ammonium carbonate-bicarbonate solutions containing sodium hypochlorite were less effective at leaching these ores. Acid leach in replicate pilot plant testing resulted in U308 extractions of 96, 88, and 81 percent from the Wyoming, New Mexico, and Colorado ores. The development of cost-effective processes for extracting uranium from low-grade ore is essential to the assurance of a continuing domestic supply of uranium.

This Bureau of Mines report outlines the atomic absorption analysis of oilfield brines for barium, calcium, copper, iron, lead lithium, magnesium, manganese, potassium, sodium, strontium, and zinc, using the method of additions. The advantages of using atomic absorption are discussed. The method of additions was chosen to overcome large matrix interferences usually found in brines; techniques of overcoming chemical, ionization, and background interferences are also described. The method was used to analyze several hundred oilfield brines and found to be rapid and reasonably accurate. A solvent extraction method was used to concentrate lead, copper, zinc, and iron in low-level samples.

Confidence in the strength of the U.S. economic recovery was considerably enhanced by third quarter 1983 profits, which showed a 12.8-percent increase over those in the second quarter (table I). Although the increases were not as great as between the first and second quarter of 1983, profits have grown each quarter since fourth quarter 1982. Both total profits and profits per unit of output increased, which the Bureau of Economic Analysis (BEA) attributes to decreases in labor and nonlabor costs (per unit of output), as well as to moderate price increases. [ ] A number of durable goods sectors, however, continue to show profit declines, especially electrical and non-electrical machinery. Profits in the primary metal industry are still negative, but the economic picture of this industry is improving. Between the second and third quarters of 1983, capacity utilization increased somewhat in primary metal manufacturing and stone and earth mineral mining but did not change at all in metal mining. Capacity utilization in metal materials increased from 47.4 percent in the fourth quarter of 1982 to 64.2 percent in the third quarter of 1983 (table 2).

One of the important problems confronting oil producers in appraising the possibilities of secondary recovery in many California fields is the effect of viscosity on oil recovery by water flooding. In January 1954 there were 554 fields and/or pools, in the State, that produced 1 million barrels daily, and 138 of these pools produced approximately 267 thousand barrels daily of heavy crude oil having gravities below 200 API. Many of these fields are nearing the end of their primary economic life and still have high residual-oil saturations, a favorable factor in water flooding. The crux of the problem is whether or not enough oil can be recovered from these fields by water flooding to make the operation economically successful. Some experiments on the relationship between viscosity and oil recovery have been made by other investigators, but in most instances the viscosity of the oils used in the experiments was lower than the viscosity of the oils found in many of the heavy-oil fields in California. A study was undertaken, therefore, to determine the relationship between oil viscosity and recovery over a wider range of viscosities and to compare the experimental results with those predicted by theoretical calculations.

In constructing the NORAD Combat Operations Center, controlled blasting techniques were employed to achieve smooth walls and to avoid shattering the rock beyond excavation lines. Extraordinary measures were taken to stabilize the rock to permanently preserve the openings. Rock stabilization was accomplished by means of reinforced concrete and gunite linings, rock boltings, installation of chain-link fabric, and epoxy resin and cement grouting. A particular zone of weakness at a vital location was supported by exceptionally thick reinforced concrete lining, rock bolts, and cement grout.

The Bureau of Mines has recently identified five major factors that contribute to high respirable dust levels on the six U.S. longwall faces having the most difficulty complying with Federal dust standards: (1) a poorly structured cutting sequence, (2) a poorly designed external water spray system, (3) marginal waterflow to the cutting drums, (4) minimal controls at the stage loader and crusher, and (5) the lack of effective controls for dust generated during support advance. The results of this survey illustrate the need to address all the major sources of longwall dust generation and the need for mine operators to implement a variety of control procedures to assure compliance. The Bureau of Mines will continue to assist mine operators in implementing improved dust controls and will work to identify and evaluate controls for dust generated during support advance.

Mixtures of zirconium diboride and iron, cobalt, and nickel were resistance sintered to high-density compacts using modified electric welding equipment. To evaluate the use of iron, cobalt, or nickel as binders for zirconium diboride, the sintered compacts were examined in polished section and tested for crushing strength, hardness, microhardness, oxidation rate, and resistance to mechanical shock. Each of the zirconium diboride-metal mixtures produced brittle cermets, but the hardness was generally satisfactory. The iron- and cobalt-bonded cermets exhibited rather poor oxidation resistance. Cobalt provided the least brittle bond, and nickel, the hardest and most resistant to oxidation. Iron tended to form chalky compacts with low resistance to mechanical shock.

In this report estimates are presented of the impact of the passage of five recently proposed "acid rain" bills on electric utility costs for coal-burning utilities servicing the domestic aluminum smelting industry, and on the costs of production for affected aluminum smelters. As aluminum smelting is an energy-intensive industry, domestic increases in electricity prices could affect the industry's competitiveness. Energy costs in U.S. aluminum smelting are compared to aluminum smelting energy costs in the rest-of-the-world. Governmental policies affecting these energy costs are discussed.

Unusual mining conditions prevail in the State of Washington because the majority of the coal seams lie on extra steep dips, and the roof and floor of the seams are of such a character as to require an excessive amount of timber- ing. The seams as a rule give off a considerable amount of methane, which makes good ventilation imperative. Due to physical conditions, supervision is costly and travel about the workings is difficult. Because of the facts stated, the accident rate has been above the average, and for some time considerable thought has been given the idea of making promotion of safety in and about the mines a responsibility to be shared equally by the employees and the management. With this idea in mind the legislature of the State of Washington, turing March, 1927, passed laws providing that safety committees be selected to function at the coal mines of the State and at the same time recognizing the fact that first-aid education is an integral part of any safety movement; legislation was passed making it mandatory to have all persons in and about the ines trained in first-aid administration. The provisions of the State mining law3 are as follows: "In every mine a general safety committee shall be selected, composed of the mine superintendent or manager of mines, one man selected by the employees or any association of employees in or around said mine, and a third member selected by these two. "The general safety committee shall elect one of the members to act as chairman and one to act as secretary. The duties of the chairman shall be to preside at all meetings of the general safety committee, enforce its rules and regulations and see that its business is conducted in a prompt and business-like manner. The secretary shall keep an accurate written record of the proceedings of all meetings, conduct its correspondence and post notices of regular and special meetings and other matters pertaining to safety. The duties of the general safety committee shall be to investigate all serious and fatal accidents; make bi-monthly.

Completion of the procedures detailed in this guide is necessary to obtain a final classification of an explosive compound, mixture, or device and assignment of an "EX" number by DOT, which will allow the producer to offer the explosive for shipment within the United States. This guide also gives procedures for obtaining United Nations (U.N.) classification for shipping outside the United States.

"Belt and shaker conveyors, used singly or as combined units, have for many years been an integral part of many coal-mine haulage systems. The belt conveyor has also been used extensively as a main haulage unit in open-pit iron-ore mines of the Lake Superior district, particularly on the Mesabi Range. Few underground metal mines, however, either in the ferrous or non-ferrous branches of the mining industry, use the conveyors exclusively or even extensively for underground haulage. At present, only five iron-ore mines in the entire Lake Superior district have belt- or shaker-conveyor installations of any significant size. Of these mines, three are in the Crystal Falls-Iron River district of Michigan on the Menominee Range, one is on the Marquette Range near Ishpeming, Mich., and one is on the Mesabi Range near Keewatin, Minn.Results of the studies of tackless haulage in the Lake Superior district will not permit the establishment of any formula to prove or disprove the advantages of belt or shaker systems at all underground mines. The studies do show that trackless haulage can be used to advantage where the proper conditions exist. Advantages are particularly apparent when development can be planned sufficiently in advance of exploitation to permit installation of belts or shakers as part of the development program and where the systems are extended to include haulage in stopes as well as main entries.During the winter of 1947-48, the Bureau undertook a study of all of the underground ore conveying systems known to be in operation in the Lake Superior district for the purpose of making available to the entire mining industry the technologic data developed in the area. Because conditions that led to the installation of the belt and shaker conveying systems were often a function of the character of the deposit or the method of mining, a brief description of those conditions is included in this report.After a preliminary investigation into the extent to which trackless conveyors were employed in the district, it was found that a detailed study at five bites would result in fair appraisal of that method of haulage in the underground iron-ore mines.Each of the five significant installations is described separately in this report. In one instance, however, company policy does not permit identification of the mine wherein the conveying is done. In that instance the operation is designated as mine ""A"".Unless otherwise specified, all tonnage figures quoted herein are gross.The cooperation of officials of all of the companies operating underground mines in the Lake Superior district permitted successful completion of preliminary studies of mining practices and conveying systems.Special acknowledgment is made to R. D. Satterley, general superintendent, and to operating staffs of the Sherwood and Morris mines of the Inland Steel Co. The assistance given by W. D. Whitman, assistant superintendent, and Douglas Tippett, mine captain at the Morris mine, and P. D. Pearson, superintendent, R. O. Marsten, engineer, and W. The political, economic, and financial disturbances caused mainly by the World War have resulted in an amazing situation. Especially since 1930 have conditions been complicated.

That there is wide interest in the preparation and properties of metallic zirconium and its salts is indicated by the many articles recently published in scientific and technical journals and the many patents issued. The compounds of zirconium have numerous important uses and more uses will doubtless be found. In the course of the special work on rare metals that were of military importance during the war, the authors of this bulletin were detailed to the Golden mining experiment station of the Bureau of Mines to prepare metallic zirconium and to investigate its properties. A number of investigations in recent years have indicated that sintered or coherent zirconium metal is very resistive to acids; that it can be used for electrodes, and it probably will find metallurgical uses. A steel containing zirconium has been proposed for use in armor plate and automobile parts, and nickel-zirconium alloys have been suggested for high-speed cutting tools and for cutlery. Numerous articles in scientific journals have recommended the use of zirconium oxide as a refractory, an abrasive, a pigment in paints, and as an opaquing agent in enamel ware. The salts have been used in the textile industry' as a mordant and also for weighting silk. When the authors began their investigation, they found it necessary to collect all of the available literature on the general subject of zirconium and its compounds. Pure salts could not be obtained on the market, and in order to get these, as a preliminary step to the preparation of the metal, the literature had to be classified and the methods of preparing the salts investigated. Also, there was much difficulty at first in making satisfactory analyses, and this phase of the work received careful attention. As it was necessary to begin with a historical review of the literature, such a review is given as Part I of this report, and a bibliography is included as Part IV. References to the numbered items in this bibliography are made throughout the text, the usual footnote references being omitted. Analyses of the products and conclusions as to their purity are given under the descriptions of methods of preparation. A table showing the properties of the amorphous metal, and another showing the properties of the coherent metal, will be found under appropriate headings in Part II. No attempt has been made in the historical review to discuss fully all the published information about zirconium and its compounds, but only such material has been assembled as has a direct bearing upon the present work. Considerable difficulty was experienced in collecting this material because of the confusion of terms by various authors who perhaps did not thoroughly understand the chemistry of zirconium.

The purpose of the present study was to develop and test improved Type V workvests for use on dredge operations. The goal was to design workvests that would be more comfortable to wear, would interfere less with task performance, and would better meet the needs of dredge workers. It was hypothesized that by attaining these goals, the resulting vests would be worn more often and would be kept buckled more of the time than traditional vests. The study involved three major phases. In Phase I, visits were made to dredge operations and a definition of the problem was developed. Problems with current vests were identified and working conditions and tasks surveyed In Phase II, prototype vests were developed and laboratory tests were per-formed to assess comfort and interference. In Phase III, the prototypes were modified and field tested with actual dredge operators and workers.

To determine the availability of manganese for metallurgical purposes from selected world resources, the Bureau of Mines evaluated the potential production of contained manganese in concentrates based on the demonstrated resources of 23 foreign and 8 domestic mines and deposits in 9 market economy countries. All but 2 of the 23 foreign deposits are operating mines; none of the domestic deposits are in operation. The demonstrated resources of the mines and deposits used in this study represent an in situ ore resource of approximately 2.2 billion tons," containing 780 million tons of manganese with a total recoverable production potential of 514 million tons of contained manganese in concentrates. The analyses of mines and deposits in this study indicate that about 213 million tons of the contained manganese (41 pct) is potentially available at a January 1981 constant dollar long-run total cost of up to $1.50 per long ton unit (22.4 lb, or 10.15 kg contained Mn), approximately 428 million tons (83 pet) is potentially available at a cost of about $1.75 or less, and 491 million tons (95 pet) is available at less than $3.30. The remaining 23 million tons, which is potentially available at much higher costs (about $8 to $35 per unit), represents the U.S. deposits. On an annual basis, with a cost range of up to $1.75 per long ton unit, the availability from currently operating mines would last at least 80 years based on 1980 world production data. Total manganese production costs are estimated to comprise mining-8 pet, beneficiation-3 pet, transportation-26 pet, and smelting-63 pet.

To determine whether preheating coals before carbonization would improve the coking properties of the coals, particularly the weaker coking coals, 3 coals, 1 each from Illinois, Kentucky, and Pennsylvania, and a blend of the Illinois with a Pocahontas coal were preheated before testing for coking properties in the Bureau's BM-AGA pilot oven. The effects of preheating on the chemical and physical proper-ties of the coals and on the yields of carbonization products and strength of the coke produced from the preheated coals were determined, as were also the effects of bulk density, gaseous atmosphere, and residence time during preheating. Most benefit from preheating was found with weaker or oxidized coking coals, whereas the more strongly coking coals and blends showed little effect. Direct charging of preheated coal to the coke oven without cooling gave better coke, increased yield of tar, and decreased yield of gas. INTRODUCTION Although 94 percent of today's coal production comes from fields east of the Mississippi, the Eastern States have only about one-third of the Nation's recoverable reserves. West Virginia, which now produces more than any other State, has much smaller reserves than Utah, Colorado, and Wyoming.5/ However, the manufacture of iron and steel in Western States, which has increased greatly since World War I, is handicapped by the scarcity of high-grade coking coals, such as are plentiful in the Appalachian region. Unless a practical method of improving the cokemaking property of local coals is developed, ferrous metallurgical industries in the West must continue to use inferior coking coals and to pay high shipping charges for better coals.

Thermodynamic calculations pertaining to the minerals gibbsite, kaolinite, halloysite, and dickite have been hampered by the lack of adequate heat and free energy of formation data. Previous data for gibbsite were highly uncertain, and there were no data for the other three substances. By use of hydrofluoric acid solution calorimetry, the Bureau of Mines derived heat of formation values from the elements and from the oxides for the four substances, and the data were combined with known entropy values to obtain the corresponding free energies of formation. The results show that gibbsite and halloysite are thermodynamically unstable with respect to the oxides (a- alumina, a- quartz, and liquid water) at 298.15° K,, while kaolinite and dickite are only moderately stable (to about the same degree), The instability of halloysite, in comparison with kaolinite and dickite, results in a 60°-lower equilibrium decomposition temperature.
