This Bureau of Mines report presents information on the sulfur content of crude oil in the United States and in some foreign countries. Data are presented for oil produced in 1971 from fields in 26 States that accounted for about 76 percent of total U.S. oil production; the foreign data cover fields in 24 foreign countries that accounted for about 64 percent of the total oil produced from these countries in 1971. Most of the data are presented in tabular form.

Technol., 9: 87-99Black lung disease in coal miners induced by the formation of fine fragments of coal imposes very high human and direct costs. A fundamental understanding of the fracture processes leading to fine-fragment formation in coal by applying principles of fracture mechanics is presented. A four-step hypothesis is proposed which sequentially describes the mechanics of fine-fragment formation during a generic coal material—coal cutting tool interaction. These steps include: (1) development of a crush zone under the tool tip, (2) macrocrack propagation. (3) shear movement along macrocracks, and (4) additional fragmentation from shear. This model contains two sources of fine fragments, namely crushing under the tool tip and shearing along the macrocrack surfaces. Three critical assumptions are made that require experimentation. First, the coal material must contain flaws of sufficient density and sufficiently small size to liberate fine fragments by crushing. The following conceptual relationships are proposed between flaw size, spacing and fragmentation: first, the active flaw size must be less than the desired particle size and second, the spacing (or density) must be in the order of the particle size. The second major assumption is that a mixed mode fracture theory will describe the initiation and crack growth direction for the microscopic inherent flaws. The third assumption is that some degree of roughness damage, and interlocking exist along the newly formed macrocrack surfaces such that a small amount of shear movement along that surface leads to additional particle formation at a microscopic scale. Preliminary analysis of the mechanical regime under a cutting tool tip places order of magnitude bounds on the stresses strains, cycle time, stress rates and strain rates. Even though the tool moves and loads the coal material with considerable speed, a quasi-static stress analysis is applicable in this region.Introduction.The generation of fine fragments (respirable dust) during various coal mining processes may lead to the incidence of coal workers pneumoconiosis (black lung disease). The human and direct cost of dust-induced illnesses in coal miners is very large. By several. accounts [1,2] the Federal Government paid out about $12 billion to almost 500,000 coal miners and their beneficiaries between 1970 and 1980. In addition, several states and many coal operators have established their own compensation programs at costs ranging from a few cents to several dollars per ton of coal mined [2]. Since 1980, 'the present liability of the Federal disability trust fund has approached $20 billion and the benefit payments exceed $1 billion per year. There .are also hidden costs due to dust, in the form of increased equipment wear and decreased operator productivity, both of which are due to the poor operating environment. Quantifying these costs may be difficult; however, they may be in the same range as the present pneumoconiosis costs. These high human and direct dollar costs may be prevented or reduced through long term research efforts directed at understanding the generation and control of respirable dust and the incidence of black lung disease."

The Bureau of Mines conducted research to develop preliminary engineering data necessary if the cobalt-rich manganese crusts that occur in the Exclusive Economic Zone (EEZ) of the Hawaiian Archipelago are to be mined. The research was divided into the following sections: (1) physical, mineralogical, and chemical descriptions; (2) mechanical property testing, such as compressive strength, tensile strength, and a rippability index; and (3) mechanical cutting characteristics, including average and peak cutter forces, the specific energy, and cuttings size distribution. Section 1 utilized microscope, X-ray powder diffractometer, and electron microprobe analyses. Section 2 utilized standard mechanical property testing techniques. Section 3 utilized a converted planer mill with full-size coal cutters to fragment the crust and substrate samples. The manganese crust samples were mainly manganese and iron oxides and hydroxides with an average cobalt content of 1 pct and had a nucleus or substrate of rock or sediment. The significant results shown by the mechanical property and cutting tests are that the crust and all but two types of substrates (basalt and trachyte) are weak materials and easily cut with standard drag cutters. The crusts are generally comparable to medium hard coal in strength and in their resistance to cutting.

"INTR0DUCTIONAccording to the Standard Specifications for Classification of Coals by Rank of the American Society for Testing Materials (A.S.T.M. Designation: D388-38).1/ high-volatile bituminous coals, subbituminous coals, and lignites are classified on the basis of calorific values on the ""moist"", mineral-matter-free basis. The moist basis refers to coal containing its natural bed moisture but not including visible water on the surface of the coal. It is assumed that the natural bed moisture of coal in the ground represents the moisture-holding capacity of the coal when in equilibrium with air at approximately 100 percent relative humidity. This moisture is sometimes referred to as inherent moisture as opposed to extraneous moisture, which wets the surface of the coal.To simplify procedures for determining the moisture-holding capacity of coal it is assumed, for all practical purposes that the moisture content of coal when brought to a standard condition of moisture equilibrium in an atmosphere of 97 percent relative humidity and 300 C. represents the bed moisture of the coal. The A.3.T.M. specifications provide that this condition of moisture equilibrium shall be obtained by bringing the coal to a standard condition of moisture equilibrium at 300 C. in a vacuum desiccator containing a saturated solution of potassium sulfate (97 percent relative humidity) according to the procedure proposed by Stanfield and Gilbart. 4/ No mention is made in the specifications for bringing partly air-dried samples to their natural bed moisture condition probably because of the hysteresis effect that has been noted by various investigators. 5/ In this connection it has been found from sorption studies that the adsorption and desorption curves for lignite are not entirely reversible. The hysteresis effect has been explained by some investigators as resulting from shrinkage of the lignite during drying, which causes a collapse of some of the capillaries, so the dried lignite cannot take up as much water as it held originally."

The CO2-absorbent canisters used in four approved rescue breathing apparatus were investigated. A breathing machine was used to simulate human expiration with gas flow rates of 26, 37, and 48 1/min of 3.5% CO2 in air. The exit gas CO2 concentration, the pressure drop across the canister, and the exit-gas temperature were monitored. The absorbent capacities of the packed-bed canister designs were found to be dependent on flow rate within the range studied, while the capacities of the other designs were less affected. The radial canister had the least resistance to breathing while the complex bed design proved to be the most effective in utilization of the chemical. The overall results indicated that LiOH (lithium hydroxide) has the highest capacity for CO2 absorption among the absorbents tested. It can be used in a simple packed-bed design while maintaining acceptable levels of resistance and exit-gas temperature. Examination of oxygen supply with respect to CO2-absorption capacity suggested that it is desirable to closely match CO2-absorption capacity with the avail-able O2 supply to minimize the size and weight of rescue breathing apparatus.

This report describes the mining and milling practices used by the Eastern Magnesia Talc Co. at its Johnson, Vt., operation. The report also contains a description of the local geology and all available information on cost and performance data. Since 1925 the mine has produced continuously at an average annual rate of 54,000 tons, and the ratio of ore hoisted to finished product is roughly 2 to 1. Ore is stoped by a combination of shrinkage and sublevel methods. In any 24-hour period the mill produces an average total of 14 grades of finished talc product, 9 by dry grinding and air classification and 5 by wet grinding and flotation methods. The mine operates one shift per day, 5 days per week and the mill operates on a 3-shift, 5-1/2-day-per-week basis. Operating costs for 1958, on a percentage basis, were mining, 22.34; milling, 54.77; ore haulage, 2.89; and all other, 20.00 percent.

The U.S. Bureau of Mines subjected the CSE SR-lOO self-contained self-rescuer (SCSR) approved by the National Institute for Occupational Safety and Health (NIOSH) and the Mine Safety and Health Administration (MSHA) to a series of laboratory treatments designed to simulate various environmental conditions in underground coal mines. The tests were designed to predict the ability of the self-rescuers to withstand those environmental stresses without causing a decrease in wearer protection. The apparatus were heated to 710 C for 48 h, cooled to -450 C for 16 h, vibrated for 9 h, and dropped 1 m on each axis. A critical concern was internal damage to an apparatus, without any obvious external signs, that would cause it to malfunction or seriously degrade its performance. Carbon dioxide (C02) levels in apparatus with combined treatments were higher than in apparatus with individual treatments and untreated apparatus. The higher levels remained within safe limits, however. None of the treatments caused venting of the small oxygen cylinder that provides starter oxygen. Some bottles were found to be empty because of manufacturing defects in the burst disks. This problem was corrected in later models. The heat treatments did make the case ends more difficult to remove and the breathing bag sticky and subsequently more difficult to unfold. An apparatus that was dropped and vibrated had a broken desiccant bag that released some of its contents which compromised the seal of the relief valve. The case was dented from the drops. As with the first-generation self-rescuers, if there is visible damage to the case of the apparatus, the apparatus should be considered to be internally damaged and must be removed from service.

The story of helium is one of the romances of science . Probably nothing , except perhaps radium , compares with it in human interest . Helium is one of the best examples of a discovery in pure science that has wide commercial application . In 1868 , an eclipse of the sun was visible in India , several scientific men who were in India making observations of the eclipse turned a spectroscope for the first time on the solar chromosphere - that part of the atmosphere of the sun , about 10,000 miles deep , which merges into the corona . A bright yellow line was observed and was thought at first to be due to sodium . Janssen showed , however , that this line was not just the same as either the D or D₂ line of sodium, although it was extremely close to these lines , hence he suggested that the new line have the designation D₂ . Frankland and Lockyer decided that Dz was due to an element in the sun not previously discovered on the earth , and suggested for it the name "Helium" from the Greek work " Helios " the sun . For several years nothing more was done in connection with this element . In 1894 , Sir William Ransay , in conjunction with Lord Rayleigh , made his memorable discovery of argon in the atmosphere , which was announced at the British Association meeting in the same year . After this discovery , Ramsay looked for other sources of the element . Through Sir Henry Miers , he learned that Dr. W. F. Hillebrand , of the United States Geological Survey , had obtained an inert gas from certain uranium minerals , which gas he had decided was nitrogen . Ramsay believed that part of it might be argon ; he obtained from Hillebrand for experimentation , a sample of the mineral , cleveite , one of the uranium minerals , and after extracting gas from the mineral and purifying it , he ran it into a spectrum tube . The lines obtained ' were , however , different from those of argon; among them was the bright yellow line noted by Janssen . Thus was terrestrial heliun discovered .

The study area, which comprises 28,443 acres within the Jacumba Wilderness Study Area, is in the California Desert Conservation Area, and along the U.S.-Mexico border 25 miles west of Fl Centro, CA. The U.S. Bureau of Mines evaluation of mineral resources is based on examination of mining claims, known mineral occurrences, and mineralized zones during the fall of 1983. Limestone resources were identified inside the study area; tungsten resources may he present. Metasedimentary rocks intruded by Cretaceous Quartz diorite predominate in the study area. Tungsten and some gold have been found in skarn zones along intrusive contacts; limestone deposits are in the pre-Cretaceous rocks. Tertiary and Quaternary volcanic flows, pyroclastic rocks, clay beds, and diatomite in lake deposits nave been investigated for possible non-metallic resources. Evidence of mining or prospecting was found at 26 sites in or just outside the study area. In 1983, 106 claims were held in 13 claim groups. One claimant was sporadically prospecting for gold on claims in the north part of the study area in 1983, and gravel was being mined from alluvium 1/4 mile to the east.

This publication summarizes the in-house and contract research projects programmed for fiscal year 1984 by the Bureau of Mines under its Conservation and Development activity. The document provides a mechanism for interested parties to gain insight into projects of the Bureau's Conservation and Development research program. The objective of the Conservation and Development Program is to provide the technological advances needed to stimulate the mining of domestic deposits containing critical, strategic, and other essential minerals in compliance with existing regulations and at costs sufficiently low to be competitive in world markets. Research efforts are directed toward improving the fundamental understanding of processes and procedures involved in the production of minerals. The overall goals will be accomplished by investigating alternative mining methods to increase domestic production of critical and strategic minerals from low-grade deposits; expanding the technology for the economic and efficient extraction of minerals consistent with cost-effective compliance with environmental regulations; and advancing the technologies needed to insure an adequate supply of coal.

Four chloride and seven fixed-nitrogen processes for recovering manganese from domestic resources are described. The chloride processes are divided into two classes (leaching and chloridization) depending upon the major operation responsible for converting the manganese minerals to the chloride from which manganese oxide products are obtained. The fixed nitrogen processes, all of which yield high-grade manganese oxide products, are essentially either leaching or roasting processes. The 11 processes include HC1 leach, HC1 chloridization, HC1 chloride volatilization, CaC12 chloride volatilization, NO2 leach, HNO3-NO2 leach, NH3-CO2-H2O system leach, (NH4)2SO4 leach, (NH4)2SO4 roast, and ammonium salt roast.

This publication contains routine analyses and related source data for 377 natural gas samples from 19 States and two foreign countries. Of this total, 373 samples were collected during calendar year 1970. The remaining four samples were collected during previous years, but releases granting per-mission to publish the analyses were not received until 1970. All samples were collected as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Twelve previous publications have presented the results of 9,050 gas analyses prior to 1970. This publication summarizes the Bureau's activities as part of a study of the Juneau Mining District (JMD) during the period 1984-1988. The objectives of the program were to identify the type, amount, and distribution of mineral deposits in the district, determine ore reserves, study beneficiation technologies for the ore, make feasibility studies, and address economic and legislative effects on mineral development. The JMD study was a cooperative study involving the Bureau and the Alaska Division of Geological and Geophysical Surveys (ADGGS). Over 30 employee-years were spent by the Bureau on this project. Bureau investigations in the JMD consisted of a district-wide investigation of industrial materials in addition to site-specific investigations of precious and base metals in five subareas. During the 4 years of the JMD study, more than 300 areas, mines, prospects, and occurrences were visited, which contain gold, silver, copper, zinc, lead, nickel, cobalt, tungsten, molybdenum, chromium, and platinum group metals (PGM). More than 59,000 feet of underground workings were mapped and sampled. More than 5,500 samples were taken; one diamond drilling program and three geophysical surveys were completed. An up-to-date and complete mineral data base for the JMD did not exist prior to this study. The JMD study, which coincided with a tremendous increase in mineral interest and activity in the district, has proven to be valuable to both the minerals industry and land management agencies. The discovery of two new mineral occurrences and compilation of data on known mines, prospects, and occurrences have aided industry activity in the region. The study enabled timely data to be available to land management agencies at the Federal, State, and municipal levels.

The COALSTAR Project, which operated from November 1981 to December 1982, was a research and development project aimed at providing a reliable and inexpensive means of monitoring various waste site conditions via the GOES satellite system. The GOES system provides data transfer from unattended isolated sites where neither power nor telephone lines exist. The reliability and resolution of the data received while using the satellite link were excellent; however, the site instrumentation gave considerable trouble. The disastrous failure of a large coal waste embankment in 1972 led the Bureau of Mines to undertake a comprehensive program to reduce the likelihood of such an occurence again. Part of this program involved the installation of instruments to monitor the stability of a specially-selected embankment operated by Armco Incorporated near Montcoal, West Virginia. Initially, the instruments were monitored by normal telephone lines and used normal commercial power from the local utility. The project described here was initiated to replace this monitoring system with an unmanned, solar-powered data collection system which transmitted data via satellite to a central computer facility. The satellite data network is the National Earth Satellite Service of the National Oceanic and Atmospheric Administration.

Canister-type gas masks have become an essential part of the equipment of many industries not only for use in emergencies, but also in performing normal operations of industrial processes and procedures, particularly where ventilation is not practically or economically feasible. They are also used widely for enhancing safety of operations which previous to the development of gas masks had been performed in harmful atmospheres. Since the inception of industrial gas masks the Bureau of Mines has been actively engaged in endeavoring to increase the efficiency and safety of these devices and this bureau has become a source of advice to manufacturers in producing devices of good quality and to industry in the proper selection and use of these devices. In order to give first-hand information and keep current with the demands and needs of industry it is necessary to perform investigations from time to time. This report deals with tests of certain types of commercial gas-mask canisters for protection against mercury vapor.

Oil shale, a long-considered potential source of motor fuel in the United States, is found over an extensive area in the Green River formation in Colorado, Utah, and Wyoming.4/ Oil has been retorted commercially from shale in Scotland for many years,5/ and work done by the Bureau of Mines and other investigators has shown that it is technically feasible to extract oil from American shales.6/ By refining, the shale oil may be converted into marketable products similar to those manufactured from crude petroleum. The U.S. Bureau of Mines established a wire rope research laboratory to examine the factors that affect the safety and the useful life of wire rope. In the most recent work, two 32-mm 6x27H flattened strand ropes were degraded on a bending fatigue machine. The two tests were run at constant loads of 285 and 347 kN or safety factors of 2.5 and 2. Nondestructive and tensile strength tests were performed on samples of the ropes to determine the relationship between rope deterioration and rope breaking strength. Neither the area loss nor the number of broken wires measured from nondestructive tests could be used as clear indicators of the loss of strength. However, it was found from the tensile tests for both rope specimens that the strength loss was associated with the reduction of breaking strain. This suggests that measuring the strain of many short sections of a rope in the elastic region may locate the high stress sections and thus delermine the condition of the rope.

The Bureau of Mines conducted a study to develop a standard fire test for 5-gal containers used for storing combustible fluids in underground coal mines. A standard test method was developed which evaluates the performance of the container in a 4-min tray fire. Bureau investigators used the standard test method to evaluate several types of closed 5-gal plastic and metal cans in outdoor tests. Each can tested contained 1 gal of nonfire-resistant (NFR) hydraulic oil. A container failed the test if it lost its contents in any of seven trials. Contents spilled either as a result of thermal rupture or melting. Fewer than 10 pct of the metal containers failed this criterion, but all the plastic containers failed. The metal container failures were usual-ly due to tipping over during pressure relief, which spilled the NFR oil. Replacing the NFR oil in the container with kerosene resulted in failure of more than 30 pct of the metal containers. The standard tests and preliminary tests showed that plastic containers are not equivalent to metal containers in their ability to contain combustibles such as lubricants and greases in a fire. For solvents and lubricants more volatile than NFR hydraulic oil, approved metal safety containers are recommended.

Several thin film absorber stacks with spectrally selective characteristics were developed by the Bureau of Mines. The stacks consisted of a silicon thick film or a zirconium compound thin film on a reflective thin film of silver. The zirconium absorber films, with the general formula ZrCxOyNz, were prepared by reactively sputtering zirconium or zirconium carbide in argon with small amounts of oxygen, nitrogen, or both, or by oxidizing zirconium films in air. A few similar types of films were prepared from titanium. The short-wave absorptance over the solar spectrum, a(s), and thermal emittance at 600 K, e(600 K), of the solar absorber stacks were calculated from room-temperature reflectance data. The values of a(s) ranged from 0.47 to 0.93, e(600 K) from 0.49 to 0.034, and the ratio a(s)/e(600 K) from 1.7 to 34. The specimen with the best combination of properties, a ZrNx-Ag stack, had a solar absorptance a(s) of 0.85 and a ratio, a(s)/e(600 K), of 24. The effect of film thickness and composition on spectral selectivity was determined. An emissometer for measuring normal total emittance up to 800 K and a method for determining a (s), e(T) (hemispherical), and a(s)/e(T) using simulated solar radiation are described. A calorimetric method for measuring a(s) and e(T) (hemispherical) at elevated temperature is also described. Measurements made on several specimens agreed favorably with calculated values.

It is known that exposure to high sound pressure levels can lead to permanent hearing loss; however, many workers, in mining as well as other occupational sectors, frequently receive hazardous noise exposures. The National Institute for Occupational Safety and Health (NIOSH) recommends using a criterion level of 85 dB(A) for implementation of hearing loss prevention programs1. But, despite engineering and administrative controls, workers continue to exceed their recommended daily noise dose. Hearing protection devices are worn as a final defense against noise overexposure, but many workers have difficulty communicating or detecting warning signals while wearing them. New electronic technology has been integrated into conventional hearing protectors to allow for some degree of sound restoration. Research is currently being carried out within NIOSH, Pittsburgh Research Laboratory (PRL) to evaluate the performance of sound restoration hearing protectors. Due to certain features of the devices, such as their non-linear performance and possible manipulation of electronic settings, there are obstacles to testing them using the existing standard hearing protector test methodology (ANSI S12.42-1995 and ISO 4869-3:1997). These and other issues related to testing these devices are outlined within this paper, and possible solutions are discussed. Measures of attenuation properties have been done on a set of the devices and preliminary findings indicate that new test methods, or at least modifications of existing methods, must be developed to accurately determine device performance. Furthermore, it is necessary to know not only the attenuation properties of such devices, but also the degree to which speech intelligibility or recognition of warning signals is preserved, as compared with conventional hearing protectors. As additional data is collected a more accurate and reliable test methodology will be developed, and a more comprehensive picture regarding device performance will be determined and disseminated.
